President’s Letter

Hafa Adai GCA Members: From November 8 to 14, business leaders, job seekers, employers, and others will celebrate National Apprenticeship Week. As we struggle to overcome COVID-19’s impact on jobs and the economy, the evidence suggests that apprenticeships may be able to meet the needs of both job seekers and employers by increasing earnings and boosting soft and hard skills. Nevertheless, there is more to be done to ensure that these programs support equity and opportunity for all. At the Guam Contractors Association, we are looking at different tools, policies, and programs intended to expand apprenticeship programs in the construction industry. The apprenticeship model allows workers to obtain in-demand, specialized, portable credentials and skills without forgoing wages as they learn. Research has shown that apprenticeships can place workers on clear career pathways, lead to greater earning potential, increase overall productivity, and increase retention rates for employers. This year’s National Apprenticeship Week presents the opportunity to assess the challenges to advancing apprenticeship efforts. Apprenticeship programs have shown clear benefits to the economy, workers, and employers by providing individuals with high-demand skills while also allowing them to earn portable credentials. GCA has developed Registered Apprenticeship Standards specifically for the construction trades following the curriculum for the National Center for Construction Education and Research (NCCER) where apprentices not only receive Journeyman credentials from the USDOL, but also NCCER credentials. The GCA Trades Academy is scheduled to open its new training facility in Tiyan at the end of December 2020 and we are excited to move our GCA offices to this sight as well. With this new facility, GCATA is able to provide more classes and a larger workshop space for hands-on training. The new facility also has the flexibility to accommodate larger group instruction. We look forward to enhancing the quality of training with nationally-recognized curriculum and credentials through NCCER and a state-of-the-art training facility to deliver this training. Overall Operation of Emergency Medical Facility Presented by: CDR Brandon Casperon Chief Staff Officer for Commander Task Force (CTF) 75

OCTOBER RECAP: NAVAL BASE GUAM COVID-19 RESPONSE LT Joshua Owens, P.E., provided the main presentation at our virtual October General Membership Meeting covering NBG’s COVID-19 Response. LT Owens’ previous assignment was NBG’s Operations Center Director. NBG established the task force (TF) COVID DEFEAT Emergency Operations Center (EOC) Battlewatch which is primarily responsible for execution of its Restriction of Movement (ROM) Standard Operating Procedures (SOP) in response to the COVID19 pandemic. The lines of effort for this TF include ROM management, COVID management and Supporting the Fleet. Supporting tasks including: 1) tracking and oversite, 2) lodging and sustainment support,3) transportation support, 4) medical support and public health surveillance, 5) force health protection enclave management and 6) facilities support. Under ROM management, NBG has averaged 524 personnel in ROM per day and 787 personnel per day at peak with lodging in NBG facilities, off-base hotels and private residences. Under COVID management, NBG averaged 128 personnel in quarantine or isolation per day and 426 personnel per day at peak. Logistical support tracked 63,550 meals delivered, 1,720 personnel transported, 1,540 airport arrivals proceed, 1,600 wellness checks and 400 counseling sessions performed and delivery of packages and quality of life items totaling $680K. At the time of this presentation, the latest version of NBG’s Public Health Order had the Health Protection Condition (HPCON) set at BRAVO. When the HPCON is BRAVO the area is experiencing an increase in community transmissions. The HPCON order is applicable to all personnel onboard NBG, including active duty service members, Department of Defense (DoD) and other U.S. Government civilian employees, dependents of military or civilian personnel, contractors, civilian mariners, indirect hire agreement employees, DoD beneficiaries, and other individuals who are subject to DoD authority. This order is also applicable to all commands, activities, agencies, and departments who are tenants or provide services onboard NBG. The ROM SOP applies to all DoD active duty members, dependents, contractors, sub-contractors, or other personnel subject to DoD or Government of Guam ROM who are permanently or temporarily assigned to NBG or a unit homeported or located onboard NBG. All personnel may be subject to ROM in order to mitigate the spread of the COVID-19 pandemic. The ROM SOP includes flow charts to provide information for authorized quarantine locations, expected and unexpected arrivals. Regarding designations of mission essential status for DoD affiliated personnel on Guam are subject to approval by cognizant authority in the operational chain of command or supervision subject to approval by the Commander, Joint Region Marianas (JRM). Personnel requesting permission to perform mission essential duties while in a ROM status must submit a request to the NBG EOC via their chain of command, including a written determination of the mission impacts if not approved and concept of operations (CONOPS) and COVID-19 mitigation measures related to any mission essential travel. The NBG EOC will forward all requests for mission essential designation to the JRM Regional Operations Center for approval and coordination. As hyperbolic as it sounds, nobody could have seen the impact that COVID-19 would have throughout the world. In a global pandemic, our vocabulary has expanded to include not just ‘safety’, but ‘social distancing’, ‘personal protection equipment’, and a litany of scientific, medical terminology. It - the pandemic - has completely reshaped the way we live and operate. In a time where there seems to be little sense of security; when the whole situation could flip on a dime, it is important to think back to just how much society has changed in the last eight months: strict occupancy and capacity limits, face masks, updated systems of protocol that answer the seemingly never-ending ‘what if’ questions. However, it goes without saying, the industry has already been driven by overall safety for clients, employees, and the community. In an era - can we even call it that, yet? - riddled in uncertainty and anxiety, the industry as a whole has already set the bar for how to best keep everybody safe. In a year that has shown us some fairly dark times, it is important to create and shine a light throughout. It gives our community hope. It bolsters and inspires us to be better than we were yesterday and continuously build on our skills and work toward greater goals. We look to organizations that serve not just as an example, but as beacons that promote growth and moving forward. Especially in a pandemic, we need to celebrate the hard work, effort, and victories where we can find them. And,

to be fair, we see these every day. We see them in our frontliners - nurses, EMTs, doctors, medical professionals who are pushing for people to recover; we see them in businesses who keep chugging along within their limited capacities; we see them in contract, essential workers who have had to practice another layer of safety protocol; we see it in the organizations who are advocating for and building a future beyond 2020. These are the shining beacons who are guiding us forward, the nominees for Contractor of the Year.

Core Tech International

“We believe a rising tide lifts all boats,” was written in the CoreTech brief. How fitting citing their work for nearly three decades on the island. Originally named Sun Woo Corporation in the early 90s in general contracting, they have become known throughout the industry for high-quality construction work and single-and multi-family residential construction. Core Tech International has grown in the industry seemingly as it saw the landscape expand beyond residential construction and move toward military, government, and commercial projects, as well. They point to their project management, their various specialities, and ‘commitment to excellence’, which keeps clients going back. Core Tech explained how their clients expect excellence, which they deliver every time. Part of meeting these expectations is not just meeting the standards of their clients, but exceeding their own. This comes with “superior planning, estimating, engineering, and

construction services.” And it shows in the list of awards Core Tech has received over the years. Yet, it all comes down to their team of 1,000 strong who embody “tenacity, fortitude, and professionalism” no matter the size, type, or scope of work they are doing. “Every day on the job means another day to showcase what a talented group of individuals can accomplish together.” Like every other company, Core Tech experienced its own challenges, but proved resilience through their perseverance and grit. “[Our[ success over the past few decades has only amplified [our] ambition, [our] work ethic, and [our] commitment to deliver excellence in every aspect of business operations. Core Tech may not be the ‘youngest’ company in the running, but it may lead the competitors in tenacity and steadfastness. Chairman Ho S. Eun stated how their transformation over the last few decades is due in large part to their “management philosophy, industry development initiatives and best practices.” Most of the time, it really isn’t just a stroke of luck, but hard work, and maintaining and exceeding your own standards, which shines a light for all to see.

Smithbridge

It takes a lot of heart to push forward and shine a light in the dark. According to their brief, Smithbridge Guam stated how their company though considered a large company, they are officially classified as a small business, “but with a very big heart”.The three take-aways from Smithbridge Guam is their being a full service construction contractor; their commitment to

the local community; and their team of familiar faces. It is easy to think of Contractor of the Year nominees and associate their companies in the press, or seeing their management in publicity photos in the newspapers or online press releases. Vice President and General Manager Ben Bailey stated in their brief, “We generally stay out of the spotlight and glamor arena relying heavily on our reputation and skills to provide our forward workload.” Though Smithbridge Guam is a leading Guam construction subcontractor, they also boast “the largest fleet of cranes and heavy equipment for hire on the island”. Additionally, they work with a diverse clientele spanning civil, structural and mechanical engineering, and construction capabilities; all of these and more add up to a reputation and character the company has worked nearly three decades in perfecting. Their brief spoke at length about the idea of reputation; for them, one that’s grown since 1992. Bailey stated the Smithbridge Guam name is a brand name, a product, built on the work of the entire company’s efforts and contributions toward their overall reputation. “Reputations are built on past performances not on your future intention,” started Bailey. He continued, “Smithbridge Guam’s success was extensively contributed to a strong set of company morals and attitudes.” These include “honesty, integrity, versatile construction solutions and a ‘can-do’ attitude.” More importantly, for Smithbridge Guam, it is a matter of operating as a” family/ famila/ whanau ‘The Smithbridge Family’.”

Hensel Phelps

The Hensel Phelps family has roots since even before World War II, but only for over a decade in our Pacific paradise. However, time does not necessarily fortify an influence in our community and industry. Companies come and go, but the good ones are constantly talking about forging new ventures in new markets and partnerships, emphasizing diversity and putting communities first to serve the people and build for a better future. This is a philosophy that has led Hensel Phelps to throw their hat in the ring for Contractor of the Year. in addition to the philosophy, they put forth a set of values, which represent their company and the workers who make their projects realities; these include ownership, integrity, builder, diversity, and community. “These values, paired with our ambitious vision and drive to succeed are what define Hensel Phelps and will ensure our continued growth and excellence for generations to come,” stated Brian Fischer, Operations Manager at Hensel Phelps. Later he added that the company has thrived because of its employees’ hard work and dedication - “Our vision and core values represent Hensel Phelps as a company, and each employee makes our landmark projects possible,” Fischer said. Part of this includes what Fischer calls “a culture of continuous learning.” Indeed, learning never ends, especially in the construction industry. New technologies have made some jobs easier. New protocols have made our employees and work environments safe - more importantly during this COVID-19 pandemic.

For Hensel Phelps, it is a matter of continuous engagement, enhancement, and empowerment for their employees. At its core, their employees’ continued learning and professional development is about the growth as a whole. It’s fostered by in-house training opportunities - sharing knowledge, and enhancing that knowledge and skills for employee development. But overall it comes down to empowering employees for, and that boost improvement within themselves, the company, and their projects. BCC stated in their application for the title their commitment to the island is unwavering; that even through the island’s challenges - pandemic or not - they are ready to work through the difficulties. “BCC has brought attention to the rest of the world that we are ready to tackle any challenges head on.” It is this kind of gumption that shines a light in the dark. Their portfolio is a litany of high-profile projects, which demonstrates their capabilities and earnestness to provide quality work. It highlights several places outside our slice of paradise, including the Republic of Palau, the Federated States of Micronesia, the Philippines, and

the Indian Ocean. More, it illustrates their high-quality, consistent work, especially with the multitude of awards BCC has received. These include five National Excellence in Construction awards, National Safety Award in 2018, eight Excellence in Construction awards, a 2018 ENR International Award of Merit, and an Outstanding Civil Engineering Achievement Award in 2006, among others. Awards and accolades aside, it is important to look at the organization that earned them - more specifically at the culture they have built for over six decades. This includes their drive to incentivize safety certifications for their Safety Officers, which they stated promoted “greater focus on safety and attention to detail on each project.” Their safety record is supported and augmented by over 30 certified safety professionals on their team, as well as constantly reevaluating their safety systems set in place and working with best practices throughout the industry. More, they are in constant communication and collaboration in meetings, as a participant in a Voluntary Protection Program safety committee, as well as “EM385-1-1 and competent person training, near-miss and medical surveillance programs” in preventing incidents and protecting all parties.

Since the start of the pandemic, BCC has had to augment their safety protocols with this deadly adversary, which as of press time has infected 4,693 people in Guam. But, at the very heart of all of this is the hope for a safer, healthier future for our island and her people. As we round out the year, a year that had so much promise and potential, it is important we remain focused on several things. One: there is always room for improvement, reflection, and reevaluation; two: time is something that we must utilize to the fullest and with more care; and three: we have to be beacons of hope and perseverance for each other, especially when the going gets tough. We join the community in congratulating Black Construction Corporation for their 17th - yes, 17th Guam Contractors Association Contractor of the Year title, and for being a guiding light of leadership for our island home.

Beyond the measurements of the buildings and the magnitude of the project, the environmentally conscious efforts should be mentioned: use of energy efficient appliances, installed LED lighting, solar-powered water heaters, sensor lights; as well as the safety of the entire community with street lights and security cameras. Additionally, the project includes a community center with multi-purpose assembly rooms, a swimming pool, a gym, and exercise facilities, according to the brief.

Several concepts go into a successful project. But, even with that, sometimes not all of them fall into place. It takes a whole lot of preparation and planning, and even more determination and commitment to get the project done. It really is kind of like being in school. It takes synergy and synchronicity with your partners. But, this doesn’t require college-ruled paper, glue, scissors, and a tablet - if applicable. As we near the end of a year that has been less than forgiving, we need to stop for a moment and see that many of our industry partners have made significant strides given the circumstances. Our industry pushes the very boundaries of perseverance, creativity, and ingenuity. The very lifeblood of construction is managing to foresee and plan for the variables that could affect long-term projects and deadlines. This year, we join our membership in applauding and congratulating Core Tech International for their Summer Town Estates IV project in Lada, Dededo, Guam. The estates are the first and only, privately-owned housing community for seniors. It provides “low-income seniors” an opportunity to rent affordable housing units. It comes down to a shared vision and strong management team. The overseers for this project are the Project Manager, Noel Quogana; Quality Control Manager, Jomar Pestano; Site Superintendent, Roel Lugue; and Site Safety and Health Officer, Fernando Pan. From the conceptual design phase, working with government agencies for permits and inspections, and planning, it took collaboration and cooperation to realize a concept that will help many people find a place to call ‘home’. Summer Town Estates IV boasts six acres, and nearly 70,000 square feet; on that land are 64 units within 23 buildings. More specifically duplexes and four-plexes ranging from one to three bedrooms that are either oneor two-storey. These units have a space range from 1,000 to 1,200 square feet. These buildings also have new infrastructure developments; more pointedly new roads, utility lines, and its own draining system with ponding basin. Like Us On Facebook

The project began on April 12, 2019. Originally, the project was to be completed on New Year’s Eve 2020, but the Project Management team decided to set their schedules earlier - even before the COVID-19 pandemic that still manages to pose one of the biggest safety concerns across all industries. 19 months did not come without its challenges. According to the brief, the tight schedule and resource management played a big part in putting up minor obstacles toward completion. But no obstacle was more difficult than the pandemic, which ‘threatened the on-going construction of Summer Town Estates IV and all other projects and companies here in Guam.” Indeed it has been a trial for everybody. Businesses are shutting down left and right. At one point, construction was halted on on-going projects. But, even in the face of adversity, Core Tech International and its Project Management team prevailed. With Core Tech’s foresight and planning, such as prompt awareness programs, systematic prevention procedures, and decisive mass testing of all employees, “we were able to minimize negative implications on our construction schedule.” More than anything, in 19 months, Core Tech International and their employees and subcontractors managed to create housing for a community. That truly is what our industry is about: creating an environment that brings people together. It creates the veins and pumps the lifeblood of our neighborhoods and villages. And now, given the social restrictions and limitations we are facing, it’s imperative to remember why projects like these are important and why industry giants like Core Tech make them happen - we are all part of a bigger family, our island family. It has been one crazy year, an even crazier 19 months for Core Tech, but with the proper mindset, dedication, and planning, a community is born. Again, we congratulate Core Tech International for their determination, perseverance, and grit during these times to keep families together and strengthen our island.

Maiko Nakamura Hafa Adai everyone! For this month’s National Association of Women in Construction’s (NAWIC) member spotlight, we have Maiko Nakamura. Maiko is a 27-Year-old, Filipino/Japanese Project Coordinator for Pacific Federal Management, Inc. (PFM). She is Fluent in English, Tagalog, Visayan and intermediate in Japanese. She obtained her bachelor’s degree in Business Management with a concentration in Human Resources. With that degree, she became an Admin Assistant for LMS Guam. While there, the position of Personal Assistant became available and she stepped up to fill that role. She felt there was more she could be doing with her education and transferred to PFM, once again as an Admin Assistant. Continuing to feel unfulfilled, she was fortunate that an

opening for a Project Coordinator became available at PFM. But what about her degree in Business Management? How does that translate to Construction? Rob Salas, her manager and the Owner of PFM, had the answer! Rob sent her to Project Management Training under the American Management Association, paid for her Project Management Certification from Cornell University, and just recently paid the tuition for her Certified Associate in Project Management from the Project Management Institute. Additionally, he covered the cost of her membership in NAWIC ,where she feels she receives huge support from her fellow members to succeed in the construction industry. Thank you, Rob Salas, for helping to build women up in the construction industry. NAWIC recognizes Rob Salas for developing his employees in our industry and thanks him for all the support he has given NAWIC. A good employer begets GREAT employees! But Maiko is not stopping there! She plans to continue on and obtain her Certified Industry Technician (CIT) Certificate in the next year, a course offered by the NAWIC Education Foundation. To achieve her new goal

of Project Manager, she is doing her utmost to grow and learn in the industry to ultimately take on that position. Prior to 2020, all that was required was to gain experience and educate herself to achieve that position. Now, with the COVID-19 Pandemic in our lives, it has slowed down her progress. She has been in a long-term relationship with Brandon Savella, a Registered Nurse at Guam Memorial Hospital. This couple fully support each other in their lives and careers. As such, the couple is focusing on being sure Brandon is able to give 100% to his career and ensure that the people of Guam are around to rebuild our island once the world gets a handle on this pandemic. While it is no longer a head turner to see a man as a nurse, it is still uncommon to see a woman in the field in construction. Thank you, Maiko and Brandon, for not letting anyone dictate what you should be in life. Maiko is not in a rush. As she says, “Slow and Steady Wins the Race.” She believes that any mistake is a lesson in disguise. She plans to learn from them, but hopes not to make too many!

All women working in construction are eligible for membership, including women builders in the trades, project management, marketing, administration, and executive leadership. Women in related industries who work on construction related business, such as finance, legal, insurance and other complementary industries, are welcome as well!
