PRESIDENT’S LETTER National Registered Apprenticeship Week The 7th annual National Apprenticeship Week (NAW) will take place November 15 - 21, 2021. NAW is a nationwide celebration where industry, labor, equity, workforce, education, and government leaders host events to highlight the successes and value of Registered Apprenticeship for re-building our economy, advancing racial and gender equity, and supporting underserved communities. NAW is an opportunity to highlight how Registered Apprenticeship, a proven and industry-driven training model, provides a critical talent pipeline that can help to address our nation’s pressing workforce challenges such as responding to critical supply chain demands and supporting a clean energy workforce, modernizing our cybersecurity response, addressing public health issues, and rebuilding our country’s infrastructure. In October, GCA officially launched its Pre-apprenticeship program in collaboration with the GCA Trades Academy, Guam Department of Labor State Apprenticeship Council, and the American Job Center to match eligible candidates who have a willingness to learns with contractors who are willing to hire and put these candidates through a pre-apprenticeship program which will eventually lead into a Registered Apprenticeship Program (RAP). In the past, most people who have indentured into RAP often failed to complete the program for a number of reasons, one of the most common reasons is the fact that they lacked the fundamental knowledge needed to be successful in the classroom. Subjects like applied mathematics, communication skills, blueprint reading and basic safety. These are the core courses that would help them succeed in the program. The GCA pre-apprenticeship program helps these individuals acquire the fundamental knowledge and skills needed to succeed in their Registered Apprenticeship Program. I’m often told that it’s difficult to hire someone in the construction trades and that there are rare who have the skills needed to do the job. The H2b program is often the easy solution, but we saw about five years ago has taught us that the federal government can turn off that labor faucet at any time. When that happens, where else can we go? Do we just close up shop and move to someplace where construction labor is abundant and readily available? Where would that place be? Nationwide, the construction industry is seeing a lack of skilled labor as more of the construction veterans are retiring soon. We need to replenish that workforce that’s leaving and start building up the skills of our young workers who will be entering the job market after high school. The best and most proven method to teach these young and up and coming workers is through a formal Pre-apprenticeship Program that leads directly into a Registered Apprenticeship Program. We want people to succeed in a Registered Apprenticeship Program, and what has proven to work well in this success, is to prepare them with the foundational components like applied mathematics, communication skills, basic safety, use of hand and power tools, blueprint reading and rigging. Learning these basic foundations in Pre-apprenticeship will ensure success once they enroll in a Registered Apprenticeship Program. I tell employers to hire a candidate who is interested in the construction industry and have the right attitude and a willingness to learn a trade. The GCA Trades Academy will teach them the skills needed to perform on the jobsite in whatever trade they choose. There’s no off the shelf labor ready to work, we need to develop each one from scratch and teach them the right way based on U.S. standards. So, during National Apprenticeship Week, think about developing a training culture within your organization in order to develop a skilled and sustainable local workforce.

NAWIC Guam #381 strives to attract women who work for a diverse array of construction or construction-related companies, possess varied levels of education, expertise and skills, and come from a wonderful variety of ethnicities. This month’s NAWIC #381 Member Spotlight is Selina Ashland, who beautifully embodies all these aspects of our membership. Selina is our IPP, Immediate Past President, who performed magnificently this past year despite the daunting impacts of COVID. Selina is the first child of her family, who are originally from India, to be born in the U.S. Born and raised in New Jersey, she first came to Guam in 2005 and at the Guam Shipyard. In 2007 she to returned to the States and later obtained her J.D. at the Widener University Delaware Law School, graduating in 2013. She then worked in the contracts department of L3 Technologies- SPD Electrical Systems, a defense contractor that manufactures circuit breakers and power systems to the U.S. military. In 2016, she returned to Guam and assumed the role of General Manager of Island Equipment Company (IECO). IECO provides support for many of the island’s construction companies by providing industrial gases such as oxygen and acetylene, gases typical for welding applications. It also sells related welding and safety equipment and is a distributor for several major companies, including Ingersoll Rand, Lincoln Electric, and Fire Boy. Selina Ashland
Shortly after returning to Guam she joined NAWIC, seeing it primarily as an opportunity to meet other female leaders and professionals in the industry. According to Selina, being a member of NAWIC has been a significant asset in that it enhanced her opportunities to meet women who own, manage or work for current and potential customers. The level of connections Selina has made with NAWIC members has blossomed into significant friendships, which she says she had not expected but considers a wonderful bonus. She loves the NAWIC Block Kids event and intends to participate in perpetuity with upcoming Block Kids events, when we can resume hosting them. Now that her NAWIC duties have diminished somewhat, Selina hopes to promote, expand and enhance education within the industry, focusing primarily on ready-to-work and apprenticeship programs. One such program that she envisions would provide certification for industrial gas production operators, which currently is not included in the DOL apprenticeship listing, so would have to be one that Selina creates herself. With her education, experience and expertise, she certainly is up to the task. Selina is also a board member of the Contractors License Board, whose mission is “… to safeguard consumers by regulating the construction industry through policies that promote the health, safety and general welfare of the public in matters relating to construction.” Selina’s law degree and legal expertise provide an invaluable service to the CLB. She and her husband, Garrett have two boys ages 14 and 10. They enjoy spending time with their family and friends, going to the beach, paddle boarding and hiking.

Core Tech International - Contractor of the Year 2021 For the last 19 months, across industries, it can seem the conversations have been about the trials and tribulations, the struggles and obstacles, the losses, and all that come with it surrounding the impact of this pandemic. And, sure, these will be at the forefront of discussions for years to come. In these same conversations, a particular word became part of the vernacular: ‘unprecedented’. It became overused and outstayed its welcome while being used in headlines, political and economic talking points, soundbytes, and even Internet memes. Yes, this pandemic was unprecedented in this lifetime, its impact drastic and felt throughout the world. But, we mustn’t forget the resilience of our people. At the core of our community lives the mindset of bouncing back from our struggles and building anew. While we’re on the topic of colloquialisms, one word recently caught our eye: ‘unheralded’. It found itself in the winning entry for this year’s Contractor of the Year. Unheralded is defined as “not previously announced, expected, or recognized” by Google, and it was a word to highlight both this company’s successes and setbacks in the last thirty years, but demonstrate their resilience. And, sometimes it can be easy to forget all of the successes that aren’t announced, expected, or recognized in the news, or shared on social media. In over a year and a half of mostly negative connotations and anxiety-inducing headlines, something positively unheralded can be welcome. This year, we’re proud to recognize and congratulate Core Tech International as 2021’s Contractor of the Year, and for their 30 years of service to our island community. Their entry right off the bat began by stating that this last year ‘was like no other’, but added how they maintained their mission to care for their employees, their projects,
and community. “Since the company’s humble beginning in 1991, Core Tech has been committed to providing the highest quality planning, estimating, engineering, and construction services while showing compassion and care to its value employees and the community.” Addressing setbacks and bouncing back Though successful for the last three decades, it’s important to note that it has not always been an easy path. Core Tech has also faced its fair share of obstacles, including the lack of labor issue which prompted their joining of the class action lawsuit against the federal government in 2016 regarding the H2-B visa waiver issue. They explained the magnitude of their projects, and the need for skilled labor to construct and move forward. Their labor went from over 1,000 to less than 200 in six months according to their entry. They added, “The subsequent two years of not having sufficient labor to perform its ongoing projects severely challenged the contractor in living up to its own standards of high-quality job performance.” Two years later, they would be the first contractor allowed to hire foreign workers for their military workers, and subsequently for their non-military projects, as stated in their entry. Additionally, Core Tech stated a new procedure regarding six-foot excavation for Munitions and Explosives Clearance, coupled with the lack of labor, held up work on their military projects. “The excessive time taken to perform excavation work and the lack of labor put a tremendous strain on Core Tech to meet the original contract completion dates.” On top of all of that, the world came to a halt when the COVID-19 virus began spreading in early 2020 and infections rose. Core Tech developed their COVID-19 policy, tested their 1,350 employees - yielding only five positive cases - in May 2020, building a dedicated isolation space for their H2-B workers, retrofitting old barracks into a quarantine facility, and checking on employee positive cases daily.

Additionally, this led Core Tech to fall behind on one of their biggest projects - a 125,000 square foot Hangar project with the military. It took a little over six years to complete this, and the pandemic didn’t make the situation easier, but Core Tech worked with the military to find solutions, completing the PAR Tanker Hangar in October 2020 and the Strike Hangar in September 2021. Perseverance and Resilience Further they boasted a mantra “do the job right”, which is intrinsic to their success. This goes with their history of excellence in safety, innovation, diversity, and exceeding expectations for their clientele. “The company’s growth over the last 30 years has been strategically planned and methodically calculated. Its management philosophy, industry development initiatives, and best practices have transformed the organization into a multi industry leader expanding into real estate development, property management, financing, and hotel and hospitality,” it stated in their entry packet. In addition to their mantra, Core Tech stated their resiliency, care, and commitment persevered, as they were recently awarded a handful of new, exciting projects, like the Camp Baza Fire Station and the Bachelor Enlisted Quarters through NAVFACPAC this past August. And this is on top of the over $1B construction backlog of private, public, and military projects. It goes to show that even in the face of adversity, when we remain resilient and committed, we can accomplish many things. And that commitment starts with people. Core Tech realizes that every one of their employees is part of every development, every project, they take on and complete. In their entry, Core Tech titled one of their sections “Build inside first, to build outside better.” Engaging, educating,
and advancing skills in their employees’ specialization are some of the ways they are prioritizing workforce and professional development. According to their entry, the programs are aimed at promoting employee job satisfaction, providing employees with knowledge, skills, and abilities that span throughout the industry, while improving workforce quality and productivity, as well as opportunities of promotion from within and retention, all the while investing in employee professional and career growth. And it works, as they state their employees are motivated and engaged at work and produce high quality work without supervision. This ranges from their Apprenticeship Program, Project Management Training, Construction Quality Management for Contractors Training, and others. Their commitment to employee development is evident with the litany of names and faces featured in the Employee Appreciation portion of their entry. And from building within to outside, it’s easy to see Core Tech’s commitment to our community, too. A commitment that spans numerous non-profit organizations, local schools, sports clubs, and others, that strengthens and uplifts our community. Whether it’s widening roads to accommodate traffic around schools, promoting volunteerism within their office space, or awarding over $100,000 in scholarships, the Core Tech family demonstrates they are an exemplary, committed community partner. There is no doubt of Core Tech’s exemplary commitment to our community; nor is there any about their impeccable safety record (see all their Gold and Platinum STEP [Safety Training and Evaluation Process] awards); nor about their commitment to sustainable practices to reduce their environmental impact. There is no doubt about the list of struggles and obstacles the industry - the world - has faced in the last year. But it’s how we pick ourselves back up, or crawl to the finish line, that shows our true grit and perseverance. The Core Tech Family has showed us what it means to pick ourselves back up, dust ourselves off, and with care and commitment move forward. we need a reminder about the need to persist, to be creative, and to even look back and reflect. A little digging led us to the first time we read about Diego Garcia and Black Construction Corporation in the same file from a few years back. The search turned up a litany of projects and information of the span of BCC’s spectrum of work. Their already-impressive portfolio has been recognized yet again this year with their multi-million dollar Repairs project to the Transmitter Building at U.S. Navy Support Facility at Diego Garcia, British Indian Ocean Territory. This work falls under the $10 to $100M Federal Government/Military projects. “The program was procured as a design build and awarded to Black Construction/MACE International Joint Venture (BMJV) in February, 2018 with an original completion date of September, 2020,” the scope of work stated. Its completion date would be extended to May 2021 because of the pandemic. The work would include repairs and improvements to the facility, which holds important communication support equipment for the primary means of communication on Diego Garcia. According to the BCC entry, the extensive scope of work of included asbestos mitigation in a specific area, vinyl floor covering throughout the facility, the construction of a 70,000 gallon new water tank, removal of mechanical/HVAC equipment, and installations of new complete fire suppression system and built-up roofing systems, and upgrades to lighting fixtures. Additionally there was also “architectural, structural and aesthetical improvement of the building from the inside and outside”; it is noteworthy to include there have been no major improvements on this facility since it was originally constructed.

Even though they weren’t able to start on time because of the pandemic, they remained ‘On Track with Black’, and the BMJV was able to complete and turn over the project to the client - even with restriction on movement throughout the world. Where the world saw most, if not all, operations at a standstill, many were still pushing forward with their projects and overcoming the obstacles of an invisible foe. Congratulations to Black Construction Corporation as the recipient of the Excellence in Construction Award for their Repairs to the Transmitter Building at U.S.Navy Support Facility at Diego Garcia, British Indian Ocean Territory for 2021. Resilience As we begin to close out another year, we reflect on where we have been and contemplate where we are headed, and we celebrate our successes and the connections we’ve made and kept throughout these difficult and those simpler times. These two companies, and the many members of our industry, have demonstrated the resilience of Guam and her people. Again, congratulations to our 2021 Contractor of the Year Core Tech International and 2021 Excellence in Construction Award recipient, Black Construction Corporation. 2020 may have been the year of perseverance, but 2021 was definitely the year of resilience. Wonder what 2022 will have in store - hopefully not ‘unprecedented’.
The Naval Support Facility in Diego Garcia is part of the U.S. Navy and Air Force operations in the Indian Ocean, which strengthen national policy of strategic defense, and its repairs fall under at five-year $240M Multiple Award Construction Contract for the U.S. Navy. The entry added how the communication equipment in the facility is vital in providing uninterrupted communications support and services throughout the Indian Ocean Theater of Operations for National Agencies and Joint and Allied Forces. “The greatest challenge that BCC encountered before and during construction was the impact of the COVID-19 Pandemic,” it stated in their entry. They point to manpower and the movement of materials as a critical challenge because of the uncertainty and grounding of commercial flights. Additionally, “all housing, labor, equipment and construction material had to be transported either by Military

Updated COVID-19 Vaccination Guidance Issued for Federal Contractors The Safer Federal Workforce Task Force recently issued updated guidance on when covered contractor employees must be vaccinated, as well as new FAQS on vaccination and safety protocols and workplaces. On Sept. 9, President Biden announced his Path Out of the Pandemic: COVID-19 Action Plan and signed Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors. As required by the EO, the Safer Federal Workforce Task Force issued guidance, COVID-19 Workplace Safety: Guidance for Federal Contractors and Subcontractors. According to the Sept. 9 guidance, covered federal contractor employees were required to be fully vaccinated by Dec. 8, unless the covered federal contractor was legally required
to provide an accommodation for medical or religious reasons. However, on Nov. 4, the White House announced that the vaccination deadline would be extended to align with the vaccination deadline included in the OSHA COVID-19 Vaccination and Testing Emergency Temporary Standard.
