Hafa Adai GCA Members: I am heartbroken to announce the loss of a true GCA Champion, Joseph Leasiolagi, most fondly called “Samoan Joe”. Samoan Joe was an icon, in most if not all, our GCA functions. He was active in our GCA Activities and GCA Safety Committees. You will often find Samoan Joe teaching a 40-Hour Contractor Safety Awareness Course (aka EM385-1-1) for GCA or officiating at the Annual GCA Family Day Picnic tug-of-war competition. He made a killer smoked brisket that we always get to sample at the picnic. Samoan Joe just seemed to fit in wherever there’s a GCA function. From the most casual event like the annual picnic to the more formal event like the Excellence in Construction (EIC) and Contractors of the Year (COY) Awards banquet. Samoan Joe was the biggest cheerleader for Black Construction Corporation during the Annual EIC and COY Awards. Whenever BCC will win an award, he will stand up loud and proud, sporting his traditional Samoan lavalava with his island shirt and sandals and cheering as if to say, “We got this Black!”. He was proud of his company and proud of his Samoan culture, but when it came to his family, he was the proudest man I know. He often talked about his children and grandchildren and his wife Sue. He even recruited his daughter Nive to help him officiate the tug-of-war competition at the annual GCA picnic. We will never forget Samoan Joe and his unselfish contributions of his time and safety expertise to GCA and the construction industry as a whole. Rest in Peace and Love our brother Samoan Joe and smile down on us at all our events so we know you are with us always. One most recent event that we felt his absence this year, was our Annual Pizza, Pop & Power Tools event for middle school girls. Samoan Joe will always kick off the event with a safety briefing before letting these girls loose to explore the careers available in construction. He was always the first to volunteer his time when not working to help our school children learn more about the industry, he was passionate about. Just like the consummate loyalist that he is, Samoan Joe will always wear his Black Construction Corporation polo shirt when representing his company and preaching safety always! After a 2-year hiatus due to the Corona Virus pandemic, we revived our Annual Pizza, Pop, and Power Tools event. This event targeted girls in middle school and offered these aspiring young ladies, a hands-on experience in working with the tools of the construction trades. There were workshops in electrical, welding, plumbing, welding, heavy equipment, and carpentry. The young ladies were tasked with building a planter box as part of the carpentry workshop. They were also shown how to grow a plant in their planter boxes. The plants were donated by The PIT and every girl in attendance was able to bring their planter boxes home to decorate and make it fit their personalities. They were to bring back their finished projects and display them for family and friends to vote on. The top three finishers each received a prize courtesy of America’s Best Electricmart. First place prize was a 10” Kindle Fire tablet, second place was an 8” Kindle Fire tablet and third place was a pair of Bose earbuds. The girls had a great time and experienced career exploration in construction. They were able to operate the tools of the trade, including welding some metal plates, operating a backhoe, and working with carpentry tools like a nail gun, impact drill and other tools and equipment of the trades. They also experienced routing electrical wire through a conduit and installing fixtures on a laundry sink. Samoan Joe would have been proud that we were able to bring back this event. The SAME Guam Post membership welcomed Lieutenant Colonel Steven Anderson, 36th Logistics Readiness Squadron Commander, Andersen AFB as their special presenter for the March general membership meeting. Lt Col Andersen leads 330 personnel across nine Air Force Specialty Codes and manages resources totaling $622 million. He is responsible for the Air Force’s largest fuels management account totaling 66 million gallons of JP-8 Infrastructure, 68 hydrants, and 48 refuelers. Other major operations under his purview include a $73 million Wartime Reserve Materiel program, a 1,275 Air Force operations and Navy installation support vehicle fleet, and the largest installation support contract in PACAF worth $22 million.

Presentation highlights included Hosting Republic of Korea’s Naval Academy Cadets, Wake Island ROWPU Response, LRS Fuel Spill Response Exercise, and the 36 LRS ISO Ranier War 21.

Republic of Korea’s Naval Academy Cadets Roughly 170 Republic of Korea’s Naval Academy cadets (Seniors) visited Andersen AFB and Naval Base Guam as part of their tour through the Pacific. Capt Kenny Maeng volunteered language support as Korean translator and mentor the ROK cadets. This tour was led by Wing XP and hosted by BG Sloane. Wake Island ROWPU Response LRS received a short notice request 12DEC2021 by PACAF to support Wake Island with a Reverse Osmosis Water Purification Unit (ROWPU). The WRM team hustled all weekend to get it pulled and staged. Aircraft with ROWPU departed 16 DEC, Wake Island has 92) inbound ROWPU systems and LRS was able to perform MCA training. LRS Fuel Spill Response Exercise The LRS/MSG exercised a fuel spill on 2DEC2021. The scenario was R-11 overflow with approximately 20 gallons of JP8 at the new tank truck offloading facility and during this error the operator was sprayed with fuel in the eyes. 36 LRS ISO Rainier War 21 Rainier War 21B exercised and evaluated the 62nd Airlift Wing’s ability to employ the force and the ability to perform during wartime and contingency taskings in a degraded and operationally limited environment while supporting operations against a near-peer adversary in the U.S. Indo-Pacific Command area of responsibility.

Buenas yan Hafa Adai. Every Year April is declared Earth Month. One day out of the month is declared Earth Day. These declarations are made to remind us all, that we only have one planet. We must take care of our planet for the future generations to have. The Construction industry is an Industry that can greatly impact our planet. Whether the impact be negative or positive, is up to us. This year Earth Day falls on April 22, 2022. The theme for this year is “Invest in our Planet.” For this month we wanted to spotlight corporate members who take the time to “Invest in Our Planet.” PFM (Pacific Federal Management) and PRC (Pacific Rim Constructors) took the time to let us know how they invest in our planet. Kathleen David from PRC and Maiko Nakamura from PFM let us know what their companies do to make a positive impact on our planet. PRC always uses LEED certified appliances and devices in all their projects. These are appliances such as motion sensing light switches and automatic water faucets. Just by using these types of appliances save hundreds in power and water bills throughout the year. They recycle all the waste they can and for anything hazardous, they use licensed companies to dispose of them. When it comes to the flora and fauna, they try to keep as many indigenous species as possible. Their team is trained on sustainability to leave the smallest carbon footprint with every project. PFM has gained certifications to be Subject Matter Experts (S-M-E) in the field on sustainability and environmental care. Along with their own projects, they offer their services as a CORE certified team to other contractors on how to be environmentally conscientious. PFM has spent time and money investing in their own people to be environmentally conscious and are now leaders in the field of environmentally friendly construction. They have a team trained to identify threatened and endangered species and work to preserve them in the field of construction. Helping keep an eco-balance on Guam. Both companies are locally owned and operated and have Guam at their heart. Thank you for putting Guam and our planetary environment first.

Fifty years ago, it was the year of the Rat in the Chinese Zodiac. United States President Richard Nixon was reelected and started the Space Shuttle program. The Volkswagen Beetle was the most popular car. Don McLean, Roberta Flack, Bill Withers, and Al Green - among others - ruled the airwaves. The Godfather and Cabaret were hits at the box office. Martial Law was declared in the Philippines by then-President Ferdinand Marcos. The Winter Olympics were held in Sapporo, Japan. Atari released PONG. You can go ahead and Google how much gas cost. Time. It is a funny concept, isn’t it? It is used in many different contexts, but, overall, it is measured in a period of events that have occurred. In a ThoughtCo.com article, Anne Marie Helmenstine, Ph.D. wrote, “Time moves only in one direction. It's possible to move forward in time, but not backward.” It can be easy to get caught up in the fact that so much time has passed. Usually, celebrating the accolades and anniversary milestones of our Guam Contractors Association members means looking back. The trip down memory lane can make us exclaim, “Gas was how much a gallon?!” or “I remember the first time I heard that song.” This month, we celebrate and congratulate Barrett Plumbing on their 50th Anniversary! As the oldest plumbing company on Guam, it begs the question, what did island residents do before its incorporation in late March, 1972? John “Jack” Barrett, its founder, and his wife Maxine Warner Barrett were the dynamic duo running the show. The business was borne out of Mr. Barrett’s dutiful moonlighting when he had time away from his full-time gig at Ship Repair Facility with the United States Department of the Navy. That is where he got his Journeymen certificate the year prior, according to his daughter, Jessica. Word spread about Barrett’s expertise, getting the ball rolling on consistent plumbing work throughout the island. This sparked the opening of the business and laid the foundation for five decades of success, professionalism, and solution-based services. Now, Barrett Plumbing is owned and operated by Barrett’s daughters, Jessica and Jacqueline Barrett - President and Vice-president, respectively, of Barrett Plumbing and currently employs 25 local employees. Moreover, the Barrett Plumbing family has ardently encouraged their employees to learn the trade and shared their knowledge and expertise, as well. Jessica shared, “In this facebook.com/GuamContractors

day and age, with the shortage of construction workers, both here and in the mainland, we continue to promote the advancement and betterment of employees.” It was part of the legacy of the patriarch of Barrett Plumbing to share his knowledge and talents to help others and “promote quality workmanship among his employees,” as it states on their website. “We strive to promote the advancement of our employees, as they are a valued resource for our continued success,” it continues. This family-owned and operated business boasts the leverage of industry knowledge and certifications, all stemming from morning meetings facilitated by Mr. Barrett. Now, his grandchildren, Maxine and Joseph, are also part of the daily operations. “He always said that he started this business to be able to provide for his family, and that it does, for his children, his grandchildren and looking forward to the next chapter for his great grandchildren and further,” stated Jessica.

Mr. Barrett Although we are celebrating Barrett Plumbing and their milestones in building a successful business for half a century, we join the community who grieves the loss of Mr. John “Jack” Barrett and the impact he had on the island. Mr. Barrett passed away on his birthday, March 24 at the age of 79. His daughter, Jessica, shared how her father “always lit up the room with his antics.” Originally from the San Francisco Bay Area, Barrett described her father as “debonair, always the life of the party”. Johnny Mathis and the Rat Pack were on heavy rotation in the Barrett home, especially on Sundays while Mrs. Barrett cooked breakfast for the family. “He would take turns dancing with us,” Jessica started; “always reminding us to let him lead,” she continued. The dancing stemmed from his Arthur Murray Dance Studio experience and his gallant demeanor. Though suave and gentlemanly, simplicity was at the core of Barrett’s style. “[He] never cared for the fancy gold Rolex watch he owned, [he] liked his old cars, because as he said, ‘no one will try to steal it’ and all he needed was some ‘wheels’ to get around,” Barrett’s daughter emphasized. She continued to share memories about how it was difficult to give him something for his birthday or Christmas, and shared how he was truly one-of-a-kind; “his humor, his laugh, his ‘old school’ way of doing things” - all

validated by friends, family, and colleagues alike. “They surely don’t make them like they used to - hard-working, humble, and as he comically referred to himself as ‘the one and only ‘El Rico Suave’.”

others when they need it. “As dad would say, ‘Roll up your sleeves and get to it’, and my mom would say, ‘Everything can be accomplished with elbow grease’,” emphasizing the job still needs to get done.

In 2015, Jessica Barrett became Guam’s first CHamoru woman certified plumber. In a Construction News Bulletin feature written about her certification, she stated, “I am inspired by my father…who always has unshakeable faith and confidence in me, even when I fail,” Barrett says. “My dad will tell me, ‘That’s business, learn from your mistakes, dust yourself, and try again.’” She continues, “And, then he also reminds me not to let the business get the best of me…reminds me what’s important and [that] is family and our own peace of mind.”

A few years prior to the founding and opening of Barrett Plumbing, Ol’ Blue Eyes, Frank Sinatra recorded and released a song entitled “My Way”, a song personified by Mr. Barrett’s enthusiasm, debonair, and everyday charm. Whichever way you interpret the lyrics, it is representative of a person who faced the odds, did it with style, and lived fully. That is Barrett’s legacy, one his daughters and grandchildren carry on with their work in pushing the trade and growing their business, while serving the community.

His hearty laugh, sage advice, and “that twinkle in his eye” are surely missed, but are surely in the hearts of those who knew him.

A Legacy

We join the Guam Contractors Association membership in congratulating the Barrett Plumbing Family on their 50th Anniversary, and we remember and celebrate the life of Mr. John “Jack” Barrett and his service to the trades community and the island as a whole.

Though we look to the future, we cannot discount and move past all of the accolades and achievements of the Barrett Plumbing Family. Barrett stated how the COVID-19 Pandemic did not stop them, and they remained open with all their employees. Their organization now does business as Barrett Plumbing and Pumping with the addition of septic services and high-pressure velocity as part of their regular services for customers. This growth is underscored by several local awards for their unwavering service to the community, commitment to expertise, professionalism, and getting the job done. Jessica Barrett was named the 2016 SBA Women in Business Champion of the Year, as well as 2019’s Guam Business Magazine’s Businesswoman of the Year. Barrett Plumbing was also awarded the Guam Chamber of Commerce Small Business Excellence Award in 2017, as well as Pika’s Best Plumbing Company for 2020 and 2021. According to the President of Barrett Plumbing, a handful of concepts contribute and drive a business’s success in the industry; these include, “competent, knowledgeable workers, the right equipment to do the job, established and dependable vendor relationships, [and] problem solving skills to address the obstacles that inevitably arise.” For the Barrett Family, it took a lot of hard work to get to 50 years, but they credit the good ethics their parents shared with and taught them: hard work, honesty, and helping 16

GCA member employees can live healthier: Be active, eat right, relax and unwind, and stay socially connected. These are the four pillars of a balanced lifestyle. Learn how to make simple changes. GCA members can enroll in wellness and fitness programs and incentives. They can also use technology tools to learn about and understand their health benefits. Wellness Programs TakeCare offers access to no-cost health education classes for better nutrition, to prevent heart disease, quit smoking, and control diabetes. TakeCare’s diabetes prevention program is the only program fully recognized in the region by the Centers for Disease Control and Prevention (CDC). Members can improve their health with cancer prevention education and fitness programs. Fitness & Wellness Incentives TakeCare offers a list of wellness, disease management, and fitness incentives. Cash incentives are offered per eligible individual and per eligible family per benefit period, provided they meet the program’s incentive qualifying criteria. Cash incentives can be earned by completing annual physical, vision, or dental exams, various health screenings, and TakeCare’s online health check, meeting selected health measurement goals, or achieving healthy outcomes. Members can access 19 fitness partners on Guam and can earn fitness incentives. Use the mobile app to self-report at least 30 minutes of an approved activity. Approved activities include walking, jogging, running, rowing, swimming, and or biking. Track your workouts using an approved fitness app and upload the activity to earn the incentive. The Wellness Center TakeCare’s mission is to improve members’ health and well-being. The new Wellness Center contains a full kitchen, consultation and education rooms. Members can register and schedule online for one-on-one and group classes. Workshops and consultations are also available. Jonei Delgado, TakeCare and FHP Health Center’s registered dietitian nutritionist, teaches cooking workshops that incorporate nutrient dense foods and ingredients into easy and exciting meals.
