On July 28th, the SAME Guam Post held their annual Warrior Transition Brief at Top ‘O Mar. The event provides career guidance for active duty military personnel who may consider transitioning into the private sector now or in the future. We thank our panel of speakers for their valuable time and expert advice on how to successfully move from the military to the private employment sector. We all look forward to another year of community events, scholarship awardees and mentoring. Making SAFETY a part of our DNA

Mastriani, CSP, Health Safety and Environmental Manager for APTIM Federal Services, LLC Pacific Region, recognizing and celebrating safety throughout the industry “raises the bar for safety performance expectations.”

Mastriani continued, “[Commitment to safety is] not just about saying how committed you are to safety – it’s about showing it too.” Additionally, safety needs to be practiced at all levels of an organization every day by everybody in a company. Mastriani stated, “The industry continues to learn and grow regarding keeping people safe at work.” Mastrini pointed to how technology and best practices can be used to improve safety and performance.

Growth is something people and entities can only see and track over time; it doesn’t happen overnight. Construction sites, classrooms, laboratories, board rooms, and others spaces witness how people and concepts develop and mature over time. Some of the tallest, safest, sturdiest buildings were once ideas drawn on paper; medical advances were once based on hypotheses and tests; the greatest marketing plans were spurred by collaboration between partners; the student who struggled the most at the beginning of the school year realized their potential and talents with guidance, intervention, and support.

Oftentimes, the thing that gets in the way of growth is the inability to see past the obstacles that life puts in our way. Sometimes we have to remind ourselves that it is okay to make mistakes and to learn from them; that we will not always understand a concept or make the connections the first time; sometimes it takes getting out of our comfort zones. It all comes down to the effort we put into something; something we previously shared in a feature last year regarding ‘grit’ from Dr. Angela Lee Duckworth. Grit can be attributed to a concept from Dr. Carol Dweck called growth Thoughmindset.usuallyreferenced in an education setting, growth mindset is something identifiable throughout various workspaces. The overall question is what motivates us to excel and succeed. According to Dr. Dweck in a piece she wrote for the Harvard Business Review 1. , “When entire companies embrace a growth mindset, their employees report feeling far more empowered and committed; they also receive far greater organizational support for collaboration and innovation.” It is easy to see how Guam contractors and businesses demonstrated grit and have persevered through arguably some of the most difficult years in recent history. Tackling a global pandemic, training and growing the workforce in the industry, and continuously building on its successes in education and safety are no small feats. They showcase the industry’s commitment to deliver the best services and serve as reasons to celebrate and recognize exemplary Inbusinesses.2020,thirteen companies were recipients of the Associated Builders and Contractors’ STEP Awards. At every level - bronze to platinum - the awards symbolize a company’s commitment to safety and serve as a refinement tool for best practices. The STEP Awards’ website states “Participating ABC member firms measure their safety processes and policies on 25 key components through a detailed questionnaire with the goal of implementing or enhancing safety programs that reduce jobsite incidents.”

Further, Mastrini commented how “this keeps the industry moving in the right direction.” APTIM is also a first-time STEP award recipient, receiving the Diamond award. She added how notices of awards the company receives are shared because “when we spotlight consistent safe actions and safe behaviors at work through awards and recognition, we are showing our employees, teams, and clients that this is a core value of our business.”

Stewart stated a positive safety culture creates a happy and healthy environment for employees because it engages every one of them. “[It] creates an environment where each individual’s concerns or ideas can be discussed and/or implemented and employees receive training more often, creating a sense of ownership and responsibility for their Forwork.”Maura

Last year, there were nineteen companies doing business in Guam who received STEP recognition; six of them are first-time awardees. Pacific Rim Constructors, Inc. is one such first-time recipient. President Keith Stewart shared what an honor and privilege it is being recognized with the ABC’s STEP Silver Award. Stewart stated the company is dedicated and committed “to continually raise the bar when it comes to our company’s safety performance and the total human health of our employees,” adding how they continue to search actively for ways to improve on their safety standards. He added, “Every advancement we have made in safety has been because of our participation in the STEP process, and with this award, we are assured that Pacific Rim is keeping up with the most current safety But,techniques.”moreover, he linked the company’s positive safety culture to overall employee safety, productivity, attendance, and quality of work. He credited these with reduction of overall cost and successful completion of projects. Stewart commented, “We believe that our employees are our most important assets and that their safety and the safety of our subcontractors, and customers at the worksite is our greatest responsibility.”

As we see an increased number in recognition of organizations in their commitment toward safety, it is important we move forward with a mindset that growth is attainable at various levels and that improvement comes from looking within and seeing what can be made better. (Fadian, Guam) – On Wednesday, July 20, 2022, KEPCO Guam, in partnership with the Guam Power Authority (GPA), broke ground at the site of the anticipated Ukudu Power Plant in Dededo and officially opened its Mangilao Solar Farm, which has already been providing 60 MW to Guam’s power grid since June 2022. Guests including Governor Lou Leon Guerrero, Senators from the 36th Guam Legislature, Mayors of Dededo and, Mangilao, as well as other dignitaries were given a shuttled tour of the future site of the Ukudu plant. Dignitaries and GPA General Manager John Benavente, P.E. joined KEPCO’s executives as they broke ground on the new site. The Ukudu Plant is the cornerstone for GPA’s clean energy plan for clean, reliable and affordable energy by 2025. The groundbreaking event was then followed by a visit to KEPCO’s solar farm in Sasayan Valley to officially open the solar farm with a ribbon-cutting ceremony. The tour started and ended at the Lotte Hotel.

GM Benavente stated after the tour, “Today’s event is a pronouncement of the incredible future of power generation for the people of Guam. The new Ukudu plant will create great efficiency and stability for our power system that we will see a significant reduction in emissions and power costs. The Mangilao Solar Farm is a tremendous step in our goal of becoming 100% reliable on renewables by 2045.”

“Once Ukudu Power Plant is completed in 2024, it will serve as Guam’s baseload power plant contributing to grid stability and energy savings for the island.” The new Ukudu Power plant will save millions of dollars annually in avoided fuel costs, resulting in lower power bills. The new plant, coupled with 25% renewable energy sources which GPA is implementing, will reduce our annual fuel consumption by about 49 million gallons per year in 2025 reducing fuel costs by about 100 million dollars a KEPCOyear.

ABC and the American Foundation for Suicide Prevention formed a collaborative partnership in March to address mental health and suicide prevention throughout the U.S. construction industry. In 2020, the Centers for Disease Control reported 2 that the construction industry had one of the highest rates of suicide among their workers. The predominance of construction workers have similar demographics to the broader at-risk •population:Construction workers are mostly males. There’s a brand-new 988 Suicide & Crisis Lifeline for anyone experiencing a mental health crisis. The 988 lifeline connects callers to an existing network of more than 200 local crisis call centers across the United States, and the National Suicide Prevention Lifeline’s number—1 (800) 273-8255—will route calls to 988. The goal is to aid those seeking help through safe, immediate intervention, similar to the 911 hotline for emergencies.

On July 21, the U.S. Department of Transportation published a proposed rule1 to update its Disadvantaged Business Enterprise program, which assists small businesses owned by socially and economically disadvantaged individuals in competing for DOT contracts. The stated purpose of the proposed rule is to modernize and strengthen the DBE program to ensure qualifying businesses are able to compete for the increased federal transportation funding provided by the Infrastructure Investment and Jobs Act.
