HOW AN APPRENTICESHIP PROGRAM CAN BOOST YOUR COMPANY'S PRODUCTIVITY IN THE NEW YEAR As the new year begins, many companies are looking for ways to increase productivity and achieve their goals. Time is a funny thing. It is a resource that can never be recovered once used. It is fleeting, yet can seem infinite. Clocks, smart watches, calendars, planners, analog, digital there are so many ways that time is measured; there is even a hit Broadway musical that breaks an entire year down by the minute - all 525,600 of them. This year we celebrate 65 years of the Guam Contractors Association. Undoubtedly, the GCA and its membership have seen and been part of the island’s growth and development in some way, shape, or form. Our island home has faced hurdles and obstacles - both man-made and natural - with resilience, ingenuity, and the drive to make it what it is paradise. Greek philosopher Heraclitus is credited with saying “nothing is permanent except change.” It kind of sparks stress, but also comforting at the same time. If the last few years are any indication, change truly is constant. In 2019, we celebrated the 60th anniversary of the GCA and its membership. In that feature, we took a leap in time to the year the organization was born. And, yet, even since 2019, it feels like the entire world has lived an entire lifetime since the COVID-19 Pandemic rocked the globe; having communities isolate and distance themselves at the time while changing trajectories and plans across industries. And, though that was only a few short years ago, we still see an industry that continues to persevere; a membership that does not give up while the odds are stacked against them. GCA President James Martinez in a previous feature stated, “Our members are the lifeblood of this organization and without them we are just a shell…Every member who signs on with GCA is a win for GCA and the industry.” These are the members who become part of putting our communities back together and building them back up. Last year, we saw the devastating impact of Typhoon Mawar, a natural disaster that left the island in ruin, but demonstrated and emphasized the resilient spirit of Guam and her people, like every other natural disaster before it. Above all else the GCA is driven by commitment and dedication to our overall community, rooted in inafa’maolek, or interdependence. This is an interdependence that has also led to membership collaboration on best practices and cooperation on issues that affect the trades, construction, and contracting industries. It goes without saying that one of the biggest attributes of the GCA that has led to its continued success and longevity is its ability to adapt to the times. We see this time and time again through the obstacles that make their way into our lives, like the aforementioned calamities. This in addition to a shortage in skilled labor for specialized trades and shipping delays to our neck of the woods. Time and time again, industry professionals have shared those same woes at the top of a litany of obstacles local contractors face. It comes down to finding, training, and retaining skilled workers, while also having all of the necessary equipment and supplies needed to complete a job. Matthew Hunter, Vice President, Chief Operations Officer, and Chief Financial Officer of Dylan Mechanical Construction Services, Inc. shared how the GCA is working with educational institutions, while also supporting and creating vocational training programs, like the Trades Academy, in addition to working with the public sector to create strategies to entice and keep skilled workers in construction. Hunter elaborated,“By actively participating in the development of training programs tailored to the construction industry's needs, GCA contributes to the creation of a well-equipped workforce that meets the demands of its members.” Hunter shared his enthusiasm about the GCA working and engaging with the Guam Department of Education. “The potential to ignite the interest of the younger generation in pursuing careers in the trades is cast, and the GCA can play a pivotal role in this endeavor.” He added the concepts of career days, field trips, and seminars that can promote awareness for students in Guam about career opportunities in the trades.”These efforts can expose students to the diverse and rewarding careers available, fostering a sense of curiosity and excitement about pursuing paths in construction and related industries,” he said. Regarding shipping delays and supplies, Hunter shared the GCA worked “with local suppliers, exploring alternative sourcing strategies, and advocating for policies that facilitate smoother import processes.” The start of the year can bring about a lot of hypotheticals, especially when faced with uncertainties. He continued by pointing to several potential options in how the GCA can tackle the shipping and supply issues, including “promoting local sourcing initiatives, exploring alternative suppliers, and fostering partnerships to mitigate the impact of global disruptions.” He also pointed to the GCA engaging and empowering its membership in collaborative discussions to help navigate difficulties with supply chain management. “Moreover, the association may advocate for policies that support a robust and diverse supply chain on the island, ensuring the construction industry's ability to access necessary materials and resources in a timely and cost-effective manner.” Additionally, he underscored GCA’s industry collaboration and commitment to excellence, which he opined have contributed to GCA’s longevity and success. “By fostering a collaborative environment, GCA empowers its members to collectively address workforce and supply chain issues, leveraging the collective expertise of the construction community on Guam,” he stated. Hunter serves as the Vice Chairman of the Board of Directors of the Guam Contractors Association, and he highlighted GCA’s forethought and proactivity regarding the industry and its challenges. “By fostering a forward-thinking mindset, the association has not only weathered economic fluctuations but has also positioned itself as a catalyst for positive change in the construction sector,” Hunter shared “Through strategic planning and a focus on long-term sustainability, the Guam Contractors Association has successfully navigated the complexities of the construction industry, ensuring its continued success and longevity.” For Hunter, this includes GCA adapting to advancements in technology,

shifts in industry regulations, and the dynamics of the market. “Embracing innovation and staying ahead of industry trends has allowed the organization to remain relevant and influential.” Given all of the issues and obstacles the island’s construction industry has faced, there have been many victories to celebrate, as well. Hunter pointed to a synergized relationship between the private and public sector. “The symbiotic relationship between the public and private sectors has played a pivotal role in propelling Guam's contracting and construction industries to sustained success,” Hunter shared. He shared the government’s commitment to developing the island’s infrastructure, in addition to streamlined regulatory processes, have allowed for timely project approvals, efficient permitting processes, and effective partnerships. TRENDS and THE FUTURE Every industry has its trends, which come and go with the ebb and flow. However, trends can also become part of the norm; not just a fad with a hashtag. Last year, two features were composed on the trending topics of sustainability and zero-waste initiatives. “With a growing global emphasis on environmental responsibility, [GCA] is working with its members to implement green building techniques, energy-efficient designs, and the use of renewable materials,” Hunter shared, as the organization moves into the future. It comes down to responsible development on the island, by raising awareness, sharing resources, and championing sustainable construction practices. “GCA plays a pivotal role in shaping the industry’s trajectory towards a more environmentally conscious and resilient future,” stated Hunter. “This commitment to sustainability not only aligns with global environmental goals but also positions Guam as a leader in responsible and resilient construction practices. “ In addition to sustainability, it becomes evermore apparent the need to embrace the advances in technology that come year after year. “GCA may focus on providing its members with resources and knowledge to navigate the evolving landscape of construction technologies, ensuring that they remain competitive and at the forefront of industry advancements,” Hunter stated. MEMBERSHIP Desiree Lizama, Administrative Manager of the Guam Contractors Association, spoke about expanding the GCA’s membership. “The GCA is committed to expanding its membership base here on Guam and Micronesia” in line with its objectives of improving the quality of workmanship and safety in all aspects of the industry. Hunter added, “Recognizing the importance of a diverse and inclusive membership, the association actively reaches out to non-members, businesses, and professionals within the construction industry.”

Lizama shared how the culture of the association is rewarding for her in “appreciating the work of our professional tradesman…bringing a positive impact [to] the island community.” For Hunter, “Being a part of the GCA board has been an immensely rewarding experience, filled with anecdotes of collaboration, shared accomplishments, and a genuine commitment to the betterment of the construction industry on the island.” Camaraderie and dedication, he said, have promoted mutual support and goals amongst the board members. This has led to successful collaborative projects, like industry events, educational programs, or advocacy initiatives. “These shared victories underscore the impactful role the association plays in advancing the interests of its members and the broader construction community in Guam.” Additionally, he pointed to the commitment of the GCA staff in serving the membership. He highlighted their “responsiveness, professionalism, and genuine care for the well-being of GCA members.” Hunter added how the GCA staff’s dedication and collaboration add to the GCA’s success and positive impact in the community “creating a sense of pride and fulfillment for those fortunate enough to be part of this dynamic organization.” But, what does the future hold for GCA? In its 65th year, there seems to be no slowing down or stopping - that’s obvious. Women in Construction (NAWIC) Guam Chapter #381! We are excited to share our plans for 2024. To briefly share about NAWIC, our core purpose is to strengthen and amplify the success of women in the construction industry. As our mission, the association is committed to championing women to impact the direction of the construction industry. NAWIC provides education, community, and advocacy for women. Here's what we have for the year and how you can support our mission through participation, sponsorship, or becoming a member.
Construction Document Technicians (CDT), Construction Industry Specialists (CIS), Construction Industry Technicians (CIT), and Estimating and Scheduling Practitioners (ESP). BELLES, BAGS, & BUBBLES NAWIC is a non-profit organization. We hold our annual fundraising event to support our outreach program, "Hard Hats & Hug Hearts," and towards scholarship awards. This year's theme is "Belles, Bags, & Bubbles." Save the date for September 7, 2024.
WOMEN IN CONSTRUCTION (WIC) WEEK WIC Week celebrates and promotes the role of women in the construction industry. It will occur from March 3-9th. This year's theme is "Keys to the Future," celebrating the strength and knowledge of women and their vital role in shaping our industry's future.
SPONSORSHIP PROGRAM Our sponsorship program is in the planning phase. We plan to have a kick-off by February in time for WIC Week. The sponsorship program will support our activities, events, and scholarships. By supporting NAWIC, you help support our mission.
BLOCK KIDS BUILDING COMPETITION The Block Kids Building Competition will take place in Spring. The program is for Kindergarten through 6th grade children. By sparking interest through imagination and creativity, we introduce children to construction careers.

Get Ready: IRS Website has Helpful Resources for Taxpayers IR-2024-01, Jan. 4, 2024 WASHINGTON — The Internal Revenue Service encourages taxpayers to check out IRS.gov for tips, tools and resources to help them get ready to file their 2023 federal income tax return. This is the third in a series of reminders to help taxpayers get ready for the upcoming filing season. The Get Ready page on IRS.gov outlines steps taxpayers can take now to make filing easier in 2024. Later this month, the IRS anticipates announcing a start date for the 2024 filing season when the agency will begin accepting tax returns. Interactive Tax Assistant The Interactive Tax Assistant (https://www.irs.gov/help/ita) is a tool on IRS.gov that can help taxpayers with various tax law questions, including: • Who needs to file a tax return. • What is the best filing status to use. • Who can claim a dependent. • Who is eligible to claim a credit or deduct certain expenses. Earned Income Tax Credit Assistant The Earned Income Tax Credit (EITC) (https://www.irs.gov/credits-deductions/individuals/earned-i ncome-tax-credit-eitc) helps low- to moderate-income workers and families get a tax break. EITC can reduce taxes owed and may give taxpayers a larger refund. Taxpayers can use the EITC Assistant (https://apps.irs.gov/app/eitc/) to determine: • If they are eligible to claim EITC. • If they have any qualifying children or relatives. • The estimated amount of their credit. • The filing status they should use. Where's My Refund? Most refunds are issued in less than 21 calendar days. Taxpayers can use Where's My Refund? to check the status of their 2023 income tax refund within 24 hours of e-filing. Refund information is normally available after four weeks for taxpayers that filed a paper return. Information on Where's My Refund? will update overnight so there is no need to check the tool more than once a day. IRS Individual Online Account Taxpayers with a Social Security number or an Individual Taxpayer Identification Number can create or access their IRS Individual Online Account to get information they need to file their return. With an IRS Individual Online Account, people can: • View balance owed, payment history and schedule payments. • Cancel scheduled payments – new feature for 2024. • Get transcripts. • View or create payment plans. • See digital copies of some IRS notices. • View key data from their most recently filed tax return, including adjusted gross income. • Validate bank accounts and save multiple accounts, eliminating the need to re-enter bank account information
every time they make a payment. • View, approve and electronically sign power of attorney and tax information authorizations from their tax professional. Identity Protection PIN An Identity Protection (IP) PIN is a six-digit number that prevents someone else from filing a tax return using a taxpayer's Social Security number or Individual Taxpayer Identification Number. The IP PIN is known only to the taxpayer and the IRS. It helps the IRS verify the taxpayer's identity when they file an electronic or paper tax return. The fastest way to receive an IP PIN is to use the online Get an IP PIN tool which will be available Jan. 8 through mid-November. Taxpayers that want an IP PIN and do not already have an Individual Online Account on IRS.gov, must register to confirm their identity. Filing options on IRS.gov Taxpayers should make IRS.gov their first stop when looking for options to file their 2023 federal income tax return. • IRS Free File. Almost everyone can file electronically for free by using IRS Free File. Those who are comfortable preparing their own taxes can use IRS Free File Fillable Forms, regardless of their income, to file their tax return either online or by mail. • Volunteer Income Tax Assistance/Tax Counseling for the Elderly. Taxpayers can find organizations in their community with IRS certified volunteers that provide free tax help for eligible taxpayers including working families, the elderly, the disabled and people who speak limited English. • MilTax. A Department of Defense program, MilTax generally offers free return preparation and electronic filing software for federal income tax returns and up to three state income tax returns for all military members, and some veterans, with no income limit. • Direct File pilot. The IRS is piloting a new tax filing service during the upcoming filing season called Direct File that gives eligible taxpayers a new choice to file their 2023 federal tax returns online, for free, directly with the IRS. Find more information on Direct File about pilot eligibility, scope and the participating states. Find an authorized e-file provider Tax pros accepted by the IRS electronic filing program are authorized IRS e-file providers. https://www.irs.gov/e-file-providers/authorized-irs-e-file-prov ider-locator-service-for-tax-professionals They are qualified to prepare, transmit and process e-filed returns. Most tax return preparers provide outstanding and professional tax service. However, choosing the wrong tax return preparer hurts taxpayers financially every year. Be sure to check tips for choosing a tax preparer and how to avoid unethical "ghost" return preparers. Taxpayers can use the IRS Directory of Federal Tax Return Preparers with Credentials and Select Qualifications Information from www.irs.gov

WHY CYBERSECURITY MATTERS
Cyberattacks cost the U.S. economy billions of dollars a year, and pose a threat for individuals and organizations. Small businesses are especially attractive targets because they have information that cybercriminals (bad actors, foreign governments, etc.) want, and they typically lack the security infrastructure of larger businesses to adequately protect their digital systems for storing, accessing, and disseminating data and information. Surveys have shown that a majority of small business owners feel their businesses are vulnerable to a cyberattack. Yet many small businesses cannot afford professional IT solutions, have limited time to devote to cybersecurity, and don’t know where to begin. Start by learning about common cybersecurity best practices, understanding common threats, and dedicating resources to address and improve your cybersecurity. Best practices for preventing cyberattacks Train your employees Employees and their work-related communications are a leading cause of data breaches for small businesses because they are direct pathways into your systems. Training employees on basic internet usage best practices can go a long way in preventing cyberattacks. Other training topics to cover include: • Spotting phishing emails • Using good internet browsing practices • Avoiding suspicious downloads • Enabling authentication tools (e.g., strong passwords, Multi-Factor Authentication, etc.) • Protecting sensitive vendor and customer information Secure your networks Safeguard your internet connection by encrypting information and using a firewall. If you have a Wi-Fi network, make sure it is secure and hidden. To hide your Wi-Fi network, set up your wireless access point or router so it does not broadcast the network name, known as the Service Set Identifier (SSID). Password-protect access to the router. If you have employees working remotely, use a Virtual Private Network (VPN) to allow them to connect to your network securely from out of the office. Use antivirus software and keep all software updated Make sure all of your business’s computers are equipped with antivirus software and are updated regularly. Such software can be found online from a variety of different vendors. All software vendors regularly provide patches and updates to their products to correct security problems and improve functionality. It is recommended to configure all software to install updates automatically. In addition to updating antivirus software, it is key to update software associated with operating systems, web browsers, and other applications, as this will help secure your entire infrastructure. facebook.com/GuamContractors
Enable Multi-Factor Authentication Multi-Factor Authentication (MFA) is a mechanism to verify an individual’s identity by requiring them to provide more than just a typical username and password. MFA commonly requires users to provide two or more of the following: something the user knows (password, phrase, PIN), something the user has (physical token, phone), and/or something that physically represents the user (fingerprint, facial recognition). Check with your vendors to see if they offer MFA for your various types of accounts (e.g., financial, accounting, payroll). Monitor and manage Cloud Service Provider (CSP) accounts Consider using a CSP to host your organization’s information, applications, and collaboration services, especially if you’re utilizing a hybrid work structure. Software-as-a-Service (SaaS) providers for email and workplace productivity can help secure data being processed. Secure, protect, and back up sensitive data • Secure payment processing - Work with your banks or card processors to ensure you are using the most trusted and validated tools and anti-fraud services. You may also have additional security obligations related to agreements with your bank or payment processor. Isolate payment systems from less secure programs and do not use the same computer to process payments and casually browse the internet. • Control physical access - Prevent access or the use of business computers by unauthorized individuals. Laptops and mobile devices can be particularly easy targets for theft and can be lost, so lock them up when unattended. Make sure a separate user account is created for each employee and require strong passwords. Administrative privileges should only be given to trusted IT staff and key personnel. Conduct access audits on a regular basis to ensure that former employees have been removed from your systems and have returned all company issued devices. • Back up your data - Regularly back up data on all of your computers. Forms of critical data include word processing documents, electronic spreadsheets, databases, financial files, human resources files, and accounting files. If possible, institute data backups to cloud storage on a weekly basis. • Control data access - Frequently audit the data and information you are housing in cloud storage repositories such as Dropbox, Google Drive, Box, and Microsoft Services. CMS commits to investing in project management software, cybersecurity, automation, and digital solutions. • Cybersecurity: Growing reliance on digital tech increases cybersecurity threats. CMS invests in robust measures aligned with the Cybersecurity Maturity Model Certification program. • Talent Acquisition and Retention: Recruiting skilled personnel is challenging. CMS offers training, growth opportunities, and appealing work environments. • Supply Chain Disruptions: Natural disasters or geopolitical tensions can disrupt the supply chain.
