China President Xi Jinping Visit to South Korea

Diplomatic relations between our Asian neighbors to the North is important to the economic and security well-being of Guam, the region and our nation. When South Korea’s President Park Geun-hye welcomed President Xi Jinping at the Seoul airport on July 3rd, it marked the first time that a Chinese leader visited Seoul without having first visited Pyongyang. This is a remarkable development when one considers the close ideological and historic ties between China and North Korea, but it would be premature to assume that Beijing has abandoned Pyongyang for Seoul. China under Mao Zedong saved Kim Jong-un’s grandfather from certain defeat at the hands of UN forces led by General MacArthur during the 1950-1953 Korean War (still known in China as the “War to Resist US Aggression and Aid Korea”) by preventing the advance of allied forces to the China-North Korean border at the Yalu River and fighting to a stalemate. Although North Korea saw China’s normalization of relations with South Korea in 1992 as a betrayal, and Sino-South Korean trade is now almost 40 times larger than its trade with North Korea, China has not allowed its 1961 security commitment to North Korea to lapse. Neither has Beijing withdrawn its extensive economic assistance or political support for North Korea. Even in the aftermath of North Korea’s 2010 shelling of South Korean islands, Beijing 10 | JULY2014

protected North Korea from international condemnation of those actions at the United Nations. No doubt, Xi’s Seoul visit is a powerful expression of his displeasure with North Korea’s direction under Kim Jong-un, but despite Beijing’s symbolic chastening of Pyongyang and stories that China has cut its export of oil to North Korea, China still places maintenance of North Korea’s stability as a top priority. South Korean efforts to gain China’s understanding for a South Korean-led reunification of the Korean peninsula and Park’s desire to warm up relations with Beijing may be understandable, but China may not be swayed by Seoul’s logic on Korean reunification as long as South Korea’s alliance with the United States remains central to South Korea. China wants a reunified Korea to be friendly to Beijing, has explicitly stated its distrust of US alliances and its view that the US-Korea alliance would have no utility in the absence of a North Korean threat, and probably believes that its growing economic importance to South Korea will eventually provide it with the leverage necessary to marginalize the US security role on the peninsula. Meanwhile, Chinese President Xi Jinping took aim at Japan's wartime "barbarity" as he wrapped up the two day visit to South Korea, pressing a strategy seen by analysts as aimed at weakening U.S. alliances in the region. In South Korean President Park Geun-hye he found a leader leery of Tokyo's move to loosen tight restrictions on its armed forces and frustrated in her attempts to force Japan to atone further for its militarism decades ago. ers' distaste for their shared neighbor would alter long-term strategic ties in the region. Mr. Xi's state visit to South Korea came the same week as the announcement from Japanese Prime Minister Shinzo Abe of a deal with North Korea to ease sanctions on the rogue state in return for an investigation into the abductions of Japanese citizens by the North decades ago. Some analysts said the various moves reflected maneuvering over long-term strategic and economic goals rather than any sudden or fundamental changes in position. The diplomatic jockeying, however, is also likely to affect U.S. alliances in Asia. By visiting Seoul, Mr. Xi is seen by diplomats and analysts as seeking to capitalize on poor relations between South Korea and Japan to further disrupt ties between the two main U.S. allies in the region. On Friday, Mr. Xi expounded on the idea that Seoul's interests were increasingly allied with Beijing—at the expense of Tokyo, and, by extension, the U.S. In a speech at a university, Mr. Xi listed ways in which China had replaced Japan and others in importance to South Korea. "China has already become Korea's biggest trading partner, its biggest export market, its biggest source of imports, its biggest destination for foreign investment, its biggest source of exchange students and its biggest overseas travel destination," Mr. Xi said. He invoked an older link: Korean and Chinese suffering during World War II from what he called Tokyo's "barbarity." The wounds of war have become a common theme for South Korean and Chinese criticism of Japan. Over lunch, in a traditional Korean "hanok" house in northern Seoul, the two leaders lamented a recent move by Tokyo to review a key apology for its www.guamcontractors.org


"China has been pursuing a charm offensive with Seoul, exacerbating historic issues in an attempt to drive a wedge between South Korea and Japan, and indirectly with the U.S.," said Bruce Klingner, a senior research fellow specializing in Northeast Asia at the Heritage Foundation. At a summit meeting on Thursday July 3rd, Mr. Xi suggested the countries hold joint commemorative events to mark the 70th anniversary of the defeat of the Japanese in World War II, according to an account on the website of China's foreign ministry. A South Korean presidential spokesman declined to give specifics of the conversation or give an official position on the offer. But while South Korea and China's economic ties have flourished and shared concern about Japan is strong, it isn't clear that Beijing will have success in developing a strategic alliance with Seoul at the expense of the U.S. and Japan. South Korea remains heavily dependent on a military shield from the U.S. against North Korean aggression, and officials in Seoul continued to stress that warmer ties with China don't come at the expense of those with the U.S.

Even though diplomatic links with Japan have all but collapsed, South Korean officials highlight shared values and strategic interests with Tokyo and the U.S., including coordination over North Korea. However, following the summit meeting between Mr. Xi and Ms. Park, the two sides distributed a 45-point action plan in which they agreed to "make mutual efforts regarding history issues and cooperate with history research, including in relation to comfort women." Continued sparring over matters of history exasperates U.S. officials, who are eager to bring South Korea and Japan together to strengthen a counterweight to both China and North Korea.

has also said it would send a pair of pandas to South Korea, echoing a similar gesture by Beijing after it established formal diplomatic relations with Seoul in the early 1990s. North Korea, meanwhile, remained silent about Mr. Xi's visit, although the South Korean press published reports that troops in the North had used a picture of a panda for target practice in an apparent show of frustration by Pyongyang of being ignored by China. Historically, South Korean and Japanese leaders meet soon after either is inaugurated, but Ms. Park and Mr. Abe have yet to hold bilateral talks in over a year-and-a-half since each took office. U.S. President Barack Obama brought the two leaders together for a meeting in March in lieu of an official summit. In Tokyo, continuous pressure over historical disputes from Seoul has become known among some as "Korea fatigue." On Friday, Japan's main government spokesman criticized moves by South Korea and China to continue to raise issues related to Tokyo's militarist past. "An unnecessary attempt by South Korea and China to jointly turn history into an international problem is completely useless for the development of regional peace and cooperation," chief cabinet secretary Yoshihide Suga said. In his university speech, Mr. Xi didn't make any mention of the U.S. or the West, but repeatedly professed China's peaceful intentions as its economic and military rise upends the traditional diplomatic order in northeast Asia. Concerns about China's military and diplomatic intentions in the region were "absolutely wrong," he said. Emphasizing two-way ties with Seoul, he also referred to the influence of South Korean popular culture, citing "My Love from the Star," the Korean television drama that has become a hit in China and across the region. wartime actions, seen as casting it into doubt. "Ms. Park and Mr. Xi agreed that it is worrying that Japan's attitude toward revising history continues even as it seeks to expand its right to selfdefense," a senior Korean official told reporters. The focus by the Chinese leader on Japan's militarism of the early 20th century is seen by diplomats and experts as an effort to capitalize on a downward spiral in relations between Seoul and Tokyo to try to loosen the U.S.'s alliances in East Asia. As part of that effort, China has in recent months nurtured Seoul's historical grievances against Tokyo, such as by building memorials to Korean independence fighters. More recently it has begun pressuring Japan on South Korea's core demand for Tokyo to provide new apologies and compensation to Korean women who were used as sex slaves by the Japanese military during World War II, known as "comfort women."

Many factors many influence the sudden surge in demand for new developments. One factor that influences the recent surge of new developments is Guam’s current economy. In a report done by First Hawaiian Bank, they found that Guam’s current economy is stable and has potential to grow. As Guam’s economy begins to grow it invites investors and developers to thrive off of a growing economy and develop new and modern buildings. The renewed economy on island has given investors local and foreign a newfound confidence in the financial security of the island. According to Diane Lee, a realtor at Coral Sea Realty, she believes that with this newfound confidence in the local economy, it

ushers in more commercial developments on island. Adding to the levels of our growing developments Diane Lee also mentioned that another factor that contributes to the demand for growing and advancing is the anticipation of the military buildup. Since the first announcements of Guam’s involvement with the military buildup, Guam businesses involved with Guam’s infrastructure have had growing concerns about the effect a sudden surge in military personnel could have on the island. Some believe that the islands current state cannot handle the amount of military personnel believed to be on island during the buildup’s peak. As such, Guam is preparing itself for the influx of populace on the island by constructing newer residential developments to help alleviate the population congestion concerns many residents have over the looming buildup. In the more recent years Guam is slowly becoming a more modernized island. Residential and Commercial buildings are sprouting up from every corner of the island. New buildings and housing projects such as Sigua Highlands in Yona, Paradise Meadows in Yigo, and the new private hospital being built in Dededo continue their respective progression as the days

go by. These three examples are only a fraction of the new developments in progress that will guide Guam into a new modernized era similar to our U.S. counterparts. As the years go by Guam has felt the need to become more modernized in terms of building advancements and new facilities that better help its residents. Helping by not only a growing economy, but also its advancement into a modern world. Guam’s trend to evolve into a more modernized island has been effected by numerous factors. The more prominent of the factors being, population growth and economic investment. In the 2000 census, Guam had a reported a population of 154,805. In the most recent census in 2010 Guam’s total population was recorded at 159,358, that’s a population increase at 2.9% in ten years. Guam will need to keep up with demand for housing for a growing population of not only locals born on island but also future and current foreign residents from neighboring islands and foreign countries such as Japan and China. This could also include temporary residents such as those relocated to the island from the military.

Guam has come a long way in commercial and residential development since the days of post-war Guam. In the recent decade Guam has seen a considerable boom in building developments on the island. According to an article in the local media, the island has had a 90% increase in construction activity. $5 million dollars out of the $77.7 million dollars in construction has been put toward the increase of residential construction.

Throughout the years more and more businessmen and businesswomen, local and abroad, have seen and utilized investment opportunities here on island. Guam as of late has seen its business with foreign investors increase yearly. This increase of business not only helps new housing and residential developments rise but also creates the grounds for new and advanced commercial developments.

YOUR ENVIRONMENT Pesticides have one purpose: to kill pests. Although they have one purpose, pesticides can have many impacts if not used correctly. The potential danger to the applicator, the earth and environment is why the Guam Environmental Protection Agency (Guam EPA) is offering multiple trainings in July. The trainings are focused on individuals who must use or apply pesticides as part of their work. “Our goal is to make sure everyone using pesticides as part of their work is doing it safely. This is key to protecting the health of all employees as well as our environment,” said Guam EPA Administrator Eric M. Palacios. “Guam EPA is happy to partner with private organizations to make this type of training available.” UPDATING THE LAW AND REGULATIONS Guam’s original pesticide law was passed in 1977, followed by a supporting set of regulations passed in 1981. These went unchanged for almost 30 years. During 2005, Guam EPA began working to update the law and regulations. The efforts included numerous

meetings with local organizations like the Guam Hotel and Restaurant Association (GHRA). These meetings helped ensure everyone required to follow the new regulations was able to comment and make the requirements something that would benefit Guam’s economy and environment. The meetings focused extensively on the regulation that required BTA certification for anyone using an antimicrobial pesticide for their job. Antimicrobial pesticides include chemical cleaners like Lysol and bleach. These cleaners are intended “to kill” bacteria or germs, thus making bacteria or germs a pest and the chemical a pesticide designed to kill them. All legal pesticides have a registration number on their label. The numbers are provided by the U.S. Environmental Protection Agency (U.S. EPA). The new regulations made BTA certification required for all hotel cleaning staff, anyone cleaning a• restaurant and many other individuals. BTA training was necessary to protect • individuals using the pesticide, and to protect the environment. This training covered how to use pesticides properly, what to do during emergency situations and how to identify the proper pesticide for the type

of work being done. For example, using too much of a chemical can leave a residue that can be damaging to the environment. Pesticides can also damage the eyes, or other parts of the body if they are ingested or inhaled. BTA training covers how to properly read pesticide labels and what steps should be taken if the pesticide is used incorrectly. NEW LAW. NEW REQUIREMENTS. The new pesticide law and regulations required thousands of individuals to be trained in using pesticides properly. Guam EPA’s pesticide program began working with farmers to assist them in getting the training they needed. The group also began partnering with GHRA to design a system that would allow hotel workers and other employees with cleaning responsibilities, to get the required training. One limiting factor was the number of trainers available. To alleviate this problem, Guam EPA and GHRA hosted a “Train-the-Trainer” session in 2011. The class of 52 individuals included managers from various hotels and private companies who wanted to train their employees in basic pesticide usage principals. Individuals who passed the “Train-the-Trainer” course

In three years, these trainers taught more than 4,500 individuals about proper pesticide usage and how to respond during emergencies. This includes individuals employed at hotels, cleaning companies, various food establishments and government agencies. In addition to the BTA trainings, Guam EPA continued to develop other certifications for farmers, landscapers and grounds keeping companies. This included courses for applying restricted use or other types of pesticides. TRAINING OFFERED AGAIN The BTA trainer certifications are valid for three years. Earlier this month, Guam EPA partnered again with GHRA to offer a “Train-the-Trainer” refresher course, and a course for individuals who wanted to become new trainers. The courses offered also included a BTA certification course. All trainers must also have the BTA certification as well. Crane Load Testing: Is it Required This month’s topic: When is crane load testing mandatory or recommended?

A monthly crane and rigging informative column for all personnel directly or indirectly involved with crane safety. Each month we will attempt to explain a different technical issue pertaining to crane operations here on Guam, addressing the sometimes over-looked or misunderstood topics by management and operators alike. By Dave Barnhouse This debated subject continues as serious discussions and disagreement among crane users. Requirements for load testing have changed once again for both OSHA and EM385-1-1. For the purpose of this column we will discuss the testing requirements of mobile cranes only. As per OSHA, manufacturers of cranes shall meet the applicable requirements for design, construction, and testing as prescribed in ANSI B30.5 and PCSA Standard No. 2. As these tests are very involved, we can be reasonably assured that where stability governs lifting performance or structural competence governs lifting performance, following the manufacturer’s manual and load charts will provide safe lifts within the crane’s capacity. As most instructions and recommendations, when there is more than one standard, specification, or code that requires compliance with a specific issue, the most stringent applies. But, as crane users we are concerned with load testing on the job site during annual testing or after repairs. When is it necessary? Very rarely will the crane manufacturer mandate load testing other than testing specific components. Though the crane manufacturer must be conferred on any testing requirements, OSHA and EM385-1-1 are the standards we are usually concerned with compliance. Both of these standards require load testing under similar circumstances: (1) Before initial use of crane or hoisting equipment in which a load bearing or load control-ling part or component, brake, travel component, or clutch has been altered, replaced, or repaired, (2) Every time the crane or hoisting equipment is reconfigured or reassembled after disassembly (to include booms). and (3) When the manufacturer requires load testing. Under conditions (1) and (2) above, a selective load test (testing only those components that have or may have been affected by the alteration, replacement, or repaired) may be performed. The replacement of wire rope is specifically excluded from this requirement. How-ever, after a wire rope

replacement a functional test of the crane or hoisting equipment under a normal operating load shall be made prior to putting the crane back in service. EM385-1-1, Section 16.F.03: Load testing shall be performed in accordance with ANSI/ASME and the manufacturer's recommendations by a qualified person. If the manufacturer has no procedures, a Registered Professional Engineer familiar with the type of equipment involved must approve procedures and frequency of testing using as a minimum, Appendix I for procedures and taking into account age of equipment, history of use, testing and inspection, anticipated future use, and other such factors. Test loads shall be made at 110% of the

anticipated load for the specified configuration, not to exceed 100% of the manufacturer's load rating at the configuration of the test. During annual inspection functional testing is required and partial capacity load testing is usually required to verify proper component functions such as winch and brake operations or load indicator accuracy. OSHA 1926.1412: Does not specifically address percentage of capacity load tests but mandates a qualified per-son to inspect and determine if the re-pair or adjustment meets manufacturer equipment criteria. This inspection requires functional testing but not necessarily load testing. An example of a repair requiring load testing would be a winch repair, outrigger jack

Category 1 and 4 cranes require load testing annually. This is perhaps why many assume that all OSHA cranes must be load tested annually, being familiar with the Navy standards and witnessing load tests every year it would not be unreasonable to surmise OSHA would have the same requirements.

OSHA 1919: This is the Maritime standard for certification of shore based and floating cranes performing long-shoring work. These cranes are functional tested annually and must be fully load tested every four years at 110% of capacity at minimum, mid, and maxi-mum boom length and radius. Inspectors for this certification must be accredited by OSHA.

However, Navy owned or BOS Contractor owned cranes must be load tested after any load bearing or load control-ling part or component, brake, travel component, or clutch has been altered, replaced, or repaired, (2) Every time the crane or hoisting equipment is reconfigured or reassembled after disassembly (to include booms), similar to OSHA requirements.

Navy owned or BOS Contractor Cranes: These cranes must comply with Navy P-307 Standard. The Navy categorizes cranes in four distinct categories: Category 1 comprises of most of the cranes you will see at a construction site or on a Navy pier, mobile, tower, floating, portal, rubber tired gantry cranes, are all Category 1. Category 2 and 3 are overhead hoists of different types, including rail gantry cranes. Category 2 are overhead hoists with a capacity of 20,000 lbs. or greater. Category 3 are capacities under 20,000 lbs. Category 4 cranes are the boom trucks you see on the road, whether articulating boom or telescopic. The difference in load testing requirements of Navy cranes compared to con-tractor owned cranes are great. Category 2 and 3 cranes only require full capacity load testing every four years except for when testing following a repair or modification, similar to OSHA 1926.1400.

Another major difference in load testing of Navy cranes as compared to con-tractor owned cranes to OSHA standards is the qualification requirements of the crane inspector or test load director. All Navy owned cranes must be inspected and tested by NCC, Navy Crane Center. BOS Contractor owned cranes must be inspected and tested by a third party OSHA accredited certification agency in accordance with OSHA regulations. All Maritime inspections, such as the gantry cranes at the Port Authority, must also be inspected by an OSHA accredited agency. This accreditation is per OSHA 29 CFR 1919.

Contractor owned cranes whether operating at the Navy or an OSHA site must be inspected by a qualified person. Another question that arises often is what percent of the cranes capacity should it be

load tested to. If the inspection and load test purpose is to assure a repair or an adjustment meets the criteria developed by the qualified person, than a full load test may be required on that particular component. What is not required or permitted is load testing over the 100% capacity of the crane, regardless of the boom length or radius. Rule of thumb is to load test at 110% of the heaviest anticipated lift. A sometimes neglected but required load test the operator must perform is the brake test. This is required each time the operator lifts a load at 90% or more of the line pull of the crane. This is performed simply by lifting a few inches and releasing the hoist function, relying on the drum brakes alone. cylinder, or a hoist brake adjustment. A repair such as an outrigger beam extension cylinder is not load bearing so only functional testing would be necessary. Also, when lifting personnel, load tests are required on the personnel platform and rigging at 125% of platform capacity.

Next Ten Years-94% of Street Lighting Sales will be LED

Boulder, Colorado-based Navigant Research recently published a report that the market share of LEDs in street lighting worldwide will grow from 53.3% in 2014 to 93.8% in 2023, as falling prices for LED street lights are spurring a global transition from older lamp technologies to newer, more efficient, and more controllable LEDs. The report, entitled ‘Smart Street Lighting: LEDs, Communications Equipment, and Network Management Software for Roadway and Highway Lighting: Global Market Analysis and Forecasts’, said that the whiter light of LED street lights offers city residents improved nighttime visibility, while the greater energy efficiency and longevity offer city managers cost savings from reductions in both energy consumption and maintenance costs. The report notes that as LED prices continue to erode and the long lifespan of LED lamps results in fewer replacements, overall revenue from street lighting will begin to fall. Navigant forecasts that global street lighting revenue will decline from $2.5 Billion in 2014 to $2.3 Billion in 2023. “The increase in sales of LED street lights has been surprisingly swift, with some companies reporting that more than half their sales are LEDs and

others already planning to discontinue their non-LED product lines,” said Navigant Senior Research Analyst Jesse Foote. “At the same time, a rising number of cities are deploying networked control systems along with their new LED street lights, and the range of features available from those systems is expanding.” Although LED street lights appear to be on track for a nearly complete takeover of the market, the adoption of networked control systems for street lights has followed a somewhat slower path. Navigant Research points out that one critical challenge for the networked control industry is a lack of standardization and the large number of diverse players competing in this space. Closer to home, the Guam Power Authority appears to fall farther behind with integration of the modern street light technology. Earlier this year, GPA bid out a small quantity of LED lighting while simultaneously bidding the inefficient and aging High Pressure Sodium Luminaires. While expected to award the HPS contract, the island utility decided to issue another bid for an LED IDIQ with a brand and technology specification that has not kept up with the market-some three years following a pilot project that has shown

significant failures across the island. Maybe GPA should take a read of this Navigant Report-and as soon as possible. The report analyzes the global market for roadway and highway lighting. It provides an analysis of the market issues, including drivers and trends, barriers, and ownership models, associated with lamps, luminaires, and lighting controls in these street lighting applications. Global market forecasts for unit sales and revenue, segmented by region, application, and equipment and construction type, extend through 2023. The report also examines the key codes, standards, and technologies related to street lighting, as well as the competitive landscape. Such due diligence would have been a better use of government resources and time.
