The Section Leadership Conference is the premier event for California FBLA’s Gold Coast Section and the first level of FBLA’s national business competition program. The Gold Coast Section Leadership Conference is a huge undertaking requiring many volunteers to make the event possible. Every adviser and chaperone is expected to help proctor events. Advisers will be notified of their responsibilities a week prior to the conference. Your help is very much appreciated!
Advisers must submit a grid detailing how there are no conflicts in competitions. All students in the same event must test at the same time, or everyone in that event will be disqualified. Email this information to Eric To (eto@cafbla.org), Gold Coast Section Director, no later than February 8.
CODE OF CONDUCT & MEDICAL RELEASE FORMS
DRESS CODE
The Code of Conduct must be discussed with students attending and Emergency Form signatures obtained prior to the conference. Two copies per student are needed—one to submit at registration and one for the adviser to keep. You may use the emergency medical form provided or your district form. Forms must be submitted at registration before conference materials are obtained.
Dress code for all competitive events, workshops, and sessions held at West Ranch High School is professional attire. This will be strictly enforced. Dress code for the Awards of Excellence program at Magic Moment Theatre inside Six Flags Magic Mountain is either professional attire or business casual attire (i.e. polo shirts). Members wearing jeans and/or non-FBLA T-shirts will not be allowed into the theater. See “FBLA Dress Code” on Page 5 for more details.
PHOTO IDENTIFICATION An original, official photo identification, such as driver’s license and school ID, will be required for any student entered in a competitive event. The student must have the ID at the start of the competitive event or he/she will not be allowed to compete—no exceptions! A faxed copy is not acceptable.
WORKSHOPS Workshops will be provided during both Competitive Events Sessions. See official conference program for specific workshops, descriptions, locations, and times. All members who are not competing during a particular session must attend a workshop.
NATIONAL ANTHEM SINGER Gold Coast FBLA is looking for a FBLA member to sing the national anthem at the conference. National Anthem audition demos must be received by February 1. Please include your name, school, email address, and phone number. The Conference Committee will review all auditions, and the person chosen will receive notification from Gold Coast FBLA. Interested performers should make a demo and email to Eric To (eto@cafbla.org) , Gold Coast Section Director.

SECTION OFFICER ELECTIONS An important and exciting part of the conference is the election of the 2013-2014 Section Officers. A student interested in running for Section Office can request the Section Office Candidate Guide from their local adviser, or download it from www.cafbla.org. Applications are due to Eric To (eto@cafbla.org), Gold Coast Section Director and must be received no later than January 18.
CAMPAIGN TABLES Candidates will set up campaign tables to pass out campaign literature and to talk to members about their platform. Find out all about your candidates and work with your voting delegates to pick the best people for the job. The positions are Section President, Vice President of Activities, Vice President of Membership, Secretary-Treasurer, and Public Relations Officer.
VOTING DELEGATES Two voting delegates from each chapter will participate in the voting session at the conference to elect the 2013-2014 Gold Coast Section Leadership Team. Please denote your two voting delegates when you register your participants online. Only the two representatives from each chapter will be allowed into the voting session. FBLA DRESS CODE FBLA members and advisers should develop an awareness of the image one’s appearance projects. The purpose of the dress code is to uphold the professional image of the association and its members and to prepare students for the business world. Appropriate attire is required for all attendees—advisers, members, and guests—at all general sessions, competitive events, regional meetings, workshops, and other activities unless otherwise stated in the conference program. Conference name badges are part of this dress code and must be worn for all conference functions. For safety reasons, do not wear name badges outside of the school campus. Professional attire acceptable for official FBLA-PBL activities include: Males • Business suit with collar dress shirt, and necktie or • Sport coat, dress slacks, collar shirt, and necktie or • Dress slacks, collar shirt, and necktie • Banded collar shirt may be worn only if sport coat or business suit is worn • Dress shoes and socks Females • Business suit with blouse or • Business pantsuit with blouse or • Skirt or dress slacks with blouse or sweater or • Business dress • Capris or gauchos with coordinating jacket/suit, worn below the knee • Dress shoes Inappropriate attire, for both men and women, includes: • Jewelry in visible body piercing, other than ears • Denim or chambray fabric clothing of any kind, overalls, shorts, skorts, stretch or stirrup pants, exercise or bike shorts • Backless, see-through, tight-fitting, spaghetti straps, strapless, extremely short, or low-cut blouses/tops/dresses/skirts • T-shirts, LycraTM, spandex, midriff tops, tank tops, bathing suits • Sandals, athletic shoes, industrial work shoes, hiking boots, bare feet, or over-the-knee- boots • Athletic wear, including sneakers • Hats or flannel fabric clothing • Bolo ties • Visible foundation garments Business casual attire includes polos, FBLA or school spirit shirts, jeans or khakis, or other similar attire. No sleeveless shirts or flip-flops allowed. CLARIFICATION—Many women’s two-piece suits are currently designed so that they do not require a blouse. Therefore, this will be accepted. In addition, sling-back shoes, open-toe shoes, and sleeveless dresses are accepted.

MARCH OF DIMES GIFT BASKET RAFFLE
WHO’S WHO IN FBLA
Each chapter is highly encouraged to bring a nicely packaged basket of interesting products, which will be used for the March of Dimes Gift Basket Raffle. These Gift Basket donations can be for students only, for advisers only, or for both depending on the contents and cost.
The Who’s Who in FBLA recognition starts at the section level. Each chapter may nominate one member (in addition to any section/state officers) from their school. One winner per section will be considered for the state winner along with the state officers. All chapter nominees will be recognized at the State Leadership Conference. Submit all nominations via email to Eric To (eto@cafbla.org), Gold Coast Section Director, no later than February 1.
Be creative! Have a catchy theme for your basket. Baskets should have an accumulated value between $20 and $30. This is an excellent way to encourage member participation in putting together your basket. Be sure to attach a tag to your basket with the following information:

Drop off all baskets at the Conference Headquarters at Conference Registration. All baskets will be displayed and all participants are invited to visit the raffle table throughout the day to purchase raffle tickets for your favorite baskets. Winners will be drawn and announced during the Awards of Excellence program at the Magic Moment Theatre in Six Flags Magic Mountain.
OUTSTANDING LOCAL CHAPTER ADVISER AWARD The Outstanding Local Chapter Adviser award starts at the section level. Each chapter may nominate an adviser. One adviser will be selected from the Gold Coast Section for this award. The official form is available in the California Awards Program. Applications are due via email to Eric To (eto@cafbla.org), Gold Coast Section Director, no later than February 1.
PARADE OF PRESIDENTS & PRIORITY SEATING Chapter Presidents are invited to represent their chapter on stage at the Awards of Excellence program in the Parade of Presidents. Chapter Presidents are to report to the main entrance of the Magic Moment Theatre at 5:00 p.m. Late arrivals will be at a disadvantage in the “priority seating” lottery. Presidents who arrive on time will have the first chance to save the best seats in the theater.

The top ten finalists of each competitive event will be recognized at the Awards of Excellence program at the end of the conference. In addition, the chapter with the most winners will receive the prestigious Sweepstakes Awards! Please review the 2013 California Awards Program thoroughly to make sure you are familiar with the guidelines of each competitive event. NOTE: Winners or a representative from the individual’s chapter MUST be present at the Awards of Excellence Session to claim awards. All students who compete must be members of an official FBLA chapter and dues must be paid as of February 1, 2013. Only paid members will be able to register online. A student may not enter or compete in more than two active competitive events, with the exception of Impromptu Speaking. A student competing in Impromptu Speaking may not enter another event.
NUMBER OF COMPETITORS The number of competitors a chapter can enter will be based on your chapter membership as of the official date for dues—February 1. This policy only applies to written competitive events. (Please pay close attention to this policy when completing the Gold Coast Section Competitive Events Planning Worksheet) The possible number of entries for each written event are as follows: 1-49 members 50-74 members 75-100 members 101+ members

TRANSCRIPTS The following events require transcripts: • Accounting I o Must not have had more than two semesters (or one
semester in a block schedule program) of accounting instruction—highlight or circle in red

Word Processing I o Participants who are or have been enrolled in office
procedures, and/or skill/related classes that included keyboarding instructions and/or keyboarding production work beyond that taught in the basic one-year keyboarding course must not be entered in this event.

NOTES Please review the California Awards Program for event guidelines on objective events.
No alternates are allowed at the section level. Only objective test portion of the event is administered at the section level (no performance). For all events with the exception of Parliamentary Procedure, each team (2-3 members will take one test collaboratively. For Parliamentary Procedure, each team (4-5 members) will take their tests separately. The team score is determined by averaging the scores of its members. Review event guidelines in the California Awards Program for more details. To participate in production events, chapters MUST submit School Site Production Data Request Form for tests be mailed to the chapter by Friday, January 18. Each chapter must administer the production portion of the test to the competitors and return the tests for grading by Friday, February 8 (POSTMARKED). JOB INTERVIEW Each set of materials must be paper clipped together. Please refer to the event guidelines in the California Awards Program for specific details. All applicants will be paper screened by outside judges and up to 10 finalists will be scheduled for a 10-minute interview at the conference. In addition to the interview, competitors must take an objective test administered at the conference. Please refer the guidelines in the California Awards Program for additional information.
IMPROMPTU SPEAKING
Public Speaking I is open to students in grades 7-10; Public Speaking II is open to students in grade 9-12. Submit three copies of a speech outline in one labeled standard file folder at the conference. Please refer to the guidelines in the California Awards Program for additional information.
USE OF CALCULATORS The following written tests allow a calculator to be used. A basic calculator will be provided at the testing session. ONLINE REGISTRATION OVERVIEW For the 2013 Section Leadership Conference, Gold Coast FBLA will be using the online registration system, which is directly linked to the national membership registration system used to register members. From January 7 to midnight February 8, a link to the conference online registration system will be available under the “Conference” menu link on the home page of the California FBLA web site located at www.cafbla.org. Click on the link to open the login page for the conference registration system. Your students will not appear in the system as available to register for the conference if their membership dues are not yet recorded as paid in the national membership system. All registrants must be paid members of FBLA by February 1. Be sure to allow for time for nationals to post your dues payments if you are mailing a check to the national office. Even credit card payments take up to three days to post. It is the adviser’s responsibility to follow all event guidelines when registering students. If an event is limited to a certain number of entrants or grade levels, the adviser is responsible to make sure that his/her chapter registers according to those guidelines. The system will time out about 20 minutes after you log in. For large chapters, you may need to submit your registration in two or three online sessions on the same day in order to complete it. After making all of the entries, the system will take you to a screen where you will be able to review and print your registration summary. A copy of the summary will be emailed to you and to conference personnel. REGISTRATION INSTRUCTIONS Step One: Contact Information • Update Adviser information • Choose the adviser who will be the main point of contact • Be sure to choose “Gold Coast” for section Step Two: Adviser Registration • Update Adviser List (only adviser on the list may register for the conference) • Click the check boxes for the advisers registering for this conference • Designate years of service • Select Registration Type (which selects your section and its registration fee) Step Three: Student Registration • Only online paid members are listed in this section • Procedures for registering students: o Check the box next to each student attending o Choose a Who’s Who recipient (see guidelines in the California Awards Program) o Choose Current Grade o Choose Competitive Events ! For team events, if the systems ever asks for a Team Number, input the number 1 o Sign up nonmembers in Step 4—Guest/Chaperone Step Four: Guest/Chaperone • Add any Guests/Chaperones attending and select the appropriate Registration Type (Please use this option to register any attendee who is not an active Adviser or Student member) Step Five: Finalize Registration • Review registration information and finalize registration to proceed to Registration Summary Step Six: Registration Summary • Print a copy of the Registration Summary for your records • Submit a copy of the Registration Summary with payment to Eric To PO Box 699 San Gabriel, CA 91778 Make checks payable to Gold Coast FBLA
