The Section Leadership Conference is the premier event for California FBLA’s Gold Coast Section and the first level of FBLA’s national business competition program. Who Can Attend The Gold Coast Section Leadership Conference is open to FBLA members, advisers, and guests. An adviser is the person responsible for the local FBLA chapter. Students who have paid dues for the 20112012 school year may attend. A guest is a family member, school administrator, businessperson, etc. Students and advisers may not register as guests.

Proctors The Gold Coast Section Leadership Conference is a huge undertaking requiring many volunteers to make the event possible. Every adviser and chaperone is expected to help proctor events. Advisers have the opportunity to sign up for their preferred conference assignments by completing the Conference Assistance Form via http://bit.ly/tuB0EN. Advisers will be notified of their responsibilities a week prior to the conference. Your help is very much appreciated!
Schedule Conflict Advisers must submit a grid detailing how there are no conflicts in competitions. All students in the same event must test at the same time, or everyone in that event will be disqualified. Dress code for all competitive events, workshops, and sessions held at West Ranch High School is professional attire. This will be strictly enforced. Dress code for the Awards of Excellence program at Golden Bear Theater inside Six Flags Magic Mountain is either professional attire or business casual attire (i.e. polo shirts). Members wearing jeans and/or non-FBLA T-shirts will not be allowed into the theater. See “FBLA Dress Code” on Page 5 for more details.
GENERAL INFORMATION Workshops Workshops will be provided during both Competitive Events Sessions. See official conference program for specific workshops, descriptions, locations, and times. All members who are not competing during a particular session must attend a workshop.
Voting Delegates Two voting delegates from each chapter will participate in the voting session at the conference to elect the 2012-2013 Gold Coast Section Leadership Team. Please denote your two voting delegates when you register your participants online. Only the two representatives from each chapter will be allowed into the voting session.

CONFERENCE OVERVIEW (CONTINUED) Parade of Presidents & Priority Seating Chapter Presidents are invited to represent their chapter on stage at the Awards of Excellence program in the Parade of Presidents. Chapter Presidents are to report to the main entrance of the Golden Bear Theater at 5:00 p.m. Late arrivals will be at a disadvantage in the “priority seating” lottery. Presidents who arrive on time will have the first chance to save the best seats in the theater.
March of Dimes® Gift Basket Raffle Each chapter is highly encouraged to bring a nicely packaged basket of interesting products which will be used for the March of Dimes® Gift Basket Raffle. These Gift Basket donations can be for students only, for advisers only, or for both depending on the contents and cost. See Page 13 for more details.
Code of Conduct / Emergency Form The Code of Conduct must be discussed with students attending and Emergency Form signatures obtained prior to the conference. Two copies per student are needed—one to submit at registration and one for the adviser to keep. You may use the emergency medical form provided or your district form. Forms must be submitted at registration before conference materials are obtained.
Conference Program Cover Design Contest Gold Coast FBLA is accepting submissions for this year’s Section Conference Program Cover. The winner will be credited in the program and win a prize at the conference. Design must incorporate the California FBLA 2011-2012 theme: Transform Tomorrow and contain the following text: • Name of the organization: Gold Coast Section Future Business Leaders of America • Name of the conference: 2012 Section Leadership Conference (or Section Leadership Conference 2012) • California FBLA Theme: Transform Tomorrow • Conference Date: March 3, 2012 • Conference Location: West Ranch High School Keep in mind that programs are 5.5’’ x 8.5.’’ Submissions should maintain the appropriate aspect ratio and consider print quality. Programs may or may not be in color. A design that will print well in either color or grayscale is ideal. The winner may be notified prior to the conference as the Conference Committee may request additional revisions. Who’s Who in FBLA The Who’s Who in FBLA recognition starts at the section level. Each chapter may nominate one member (in addition to any section/state officers) from their school. One winner per section will be considered for the state winner along with the state officers. All chapter nominees will be recognized at the State Leadership Conference. FBLA DRESS CODE FBLA members and advisers should develop an awareness of the image one’s appearance projects. The purpose of the dress code is to uphold the professional image of the association and its members and to prepare students for the business world. Appropriate attire is required for all attendees—advisers, members, and guests—at all general sessions, competitive events, regional meetings, workshops, and other activities unless otherwise stated in the conference program. Conference name badges are part of this dress code and must be worn for all conference functions. For safety reasons, do not wear name badges outside of the school campus. Professional attire acceptable for official FBLA-PBL activities include: Males • Business suit with collar dress shirt, and necktie or • Sport coat, dress slacks, collar shirt, and necktie or • Dress slacks, collar shirt, and necktie. • Banded collar shirt may be worn only if sport coat or business suit is worn. • Dress shoes and socks.
Females • Business suit with blouse or • Business pantsuit with blouse or • Skirt or dress slacks with blouse or sweater or • Business dress. • Capris or gauchos with coordinating jacket/suit, worn below the knee. • Dress shoes.
Inappropriate attire, for both men and women, includes: • Jewelry in visible body piercing, other than ears • Denim or chambray fabric clothing of any kind, overalls, shorts, skorts, stretch or stirrup pants, exercise or bike shorts • Backless, see-through, tight-fitting, spaghetti straps, strapless, extremely short, or low-cut blouses/tops/dresses/skirts • T-shirts, Lycra™, spandex, midriff tops, tank tops, bathing suits • Sandals, athletic shoes, industrial work shoes, hiking boots, bare feet, or over-the knee-boots • Athletic wear, including sneakers • Hats or flannel fabric clothing • Bolo ties • Visible foundation garments Business casual attire includes polos, FBLA or school spirit shirts, jeans or khakis, or other similar attire. No sleeveless shirts or flip-flops allowed. CLARIFICATION—Many women’s two-piece suits are currently designed so that they do not require a blouse. Therefore, this will be accepted. In addition, sling-back shoes, open-toe shoes, and sleeveless dresses are accepted.

Campaign Tables Candidates will set up campaign tables to pass out campaign literature and to talk to members about their platform. Find out all about your candidates and work with your voting delegates to pick the best people for the job. The positions are Section President, Vice President of Activities, Vice President of Membership, Secretary-Treasurer, and Public Relations Officer.
FBLA Voting Delegates FBLA voting delegates vote on the election of the Section President, Vice President of Activities, Vice President of Membership, SecretaryTreasurer, Public Relations. Each chapter is entitled to two voting delegates, who are registered by each FBLA adviser prior to the conference. • To qualify as a voting delegate, members must pay FBLA national, state, local dues by February 3rd. • Voting delegates must register for the GCSLC.

If an alternate is not listed, no substitute can be made and the team will compete with the permitted four members, if previously with five members. All materials must be received no later than February 9th. Please refer to the event guidelines for specific required details regarding the number of copies, use of file folders, and paper clipping. Take extra care with these details as it impacts your score. Public Speaking I is open to students in grades 7-10; Public Speaking II is open to students in grades 9-12. The required materials (i.e. outlines) are to be turned in on the day of the conference by advisers at registration. Proof of grade verification is necessary for Public Speaking I and is to be received no later than February 9th. All materials are to be submitted at registration on the day of the conference by advisers at registration.

• The local chapter adviser must register participants on the Online Registration System. • Participants must be selected in accordance with the regulations of Gold Coast FBLA. • Participants failing to report on time for the event will be disqualified. Participants must report at scheduled and/or posted time regardless of conference activities. • Generally, participants who compete at the national level may not compete in the same event again. Each event includes the specific guidelines on repeat competitors.
Sequestered Events (Impromptu Speaking Only) For events designated as sequestered, all participants must report to the waiting room at the time posted and will be sequestered prior to the event. This means that from the time a participant reports to the waiting room for the event, no one will be allowed to leave until after his/her performance is over. The sequestered rules are: • Participants may read books, do homework, etc. • No electronic devices will be allowed. • Restroom breaks are allowed accompanied by a proctor. • Participants may not communicate with outside individuals.
COMPETITION POLICIES Dress Code Members must adhere to the FBLA Conference Dress Code or they will not be eligible to compete. The FBLA Conference Dress Code may be found on Page 5 and is available online at www.cafbla.org.
Photo Identification An original, official photo identification (i.e. driver’s license, school ID, will be required for any student entered in a competitive event. The student must have the ID at the start of the competitive event or he/she will not be allowed to compete—no exceptions. A faxed copy is not acceptable.
Objective Tests • When taking written tests, all students from the same school must take the same test at the same testing session. • If a student taking a written test is found to be out of compliance with the FBLA Conference Dress Code after starting the test, he/she will be allowed to finish the test but will be disqualified. • If a participant arrives for a written test after the testing administrator has begun giving event instructions, he/she will not be admitted to the testing area.

COMPETITIVE EVENTS (CONTINUED) Objective Tests (Continued from Page 8) • Participants in sequestered events will be allowed a five-minute window after the doors of the waiting room are closed. Participants who arrive during that window (5 minutes) will be assessed a ten point penalty. If the draw has already been conducted, the participant will be assigned a remaining slot. Participants who arrive after the five-minute window will not be allowed to enter the waiting room or to participate in the event. • Calculators, reference manuals, textbooks, and other resource materials may not be taken to or used during competitive events. • Electronic devices (cell phones, smart phones, etc.) are not allowed at general sessions, workshops, and competitive events. • No photographs may be taken and no video or audio recording devices may be used during any competitive event performance.
PREPARING FOR FBLA COMPETITIVE EVENTS Objective Test Events: •

Review the Section Leadership Conference Program, which will be distributed at the conference, to see when your event is scheduled. Times may have changed from the listing in this conference guide. Basic calculators will be provided. Cell phones and other electronic devices are not allowed. Bring a pencil. Listen to the directions carefully.
Performance Events: •
Review the state guidelines and rating sheets found on the California FBLA web site. Introduce yourself providing your name and school to the judges (where appropriate). Offer your hand for a handshake in the interview events. Make eye contact with the judges. Some performance events are interactive where the judges will be asking questions during the presentation. Other events allow the judges to ask questions following the presentation. Review the guidelines and rating sheets.
School-Site Production Events

The production (skill) portion of the Computer Applications, Database Design & Applications, Spreadsheet Applications, Word Processing I, and Word Processing II events are administered at the local school site prior to the section conference for all competitors and prior to the state conference for finalists.

Materials submitted in these events are graded against the standard of zero errors and business-like format. The FBLA Format Guide must be followed for proper formatting of any type of word processing document and is allowed in the test site. The FBLA Format Guide may be found online at www.cafbla.org.
Sequestered Events:
• The local chapter adviser must register participants by e-mail sending the information requested on the School-Site Production Data Request to Ernie Micheli, Competitive Events Coordinator, by January 13th. • All tests will be sent to the designated test administrator, who may not be the FBLA adviser, and returned by mail to the designated person for grading. • There are not specific dates for administering the school-site tests, but there is a date when test(s) must be postmarked to the designated person. All materials must be received within one week of postmark date in order to be judged. • A student will be disqualified if the Competitor Certification Form is not returned with the test(s).

REGISTRATION INSTRUCTIONS
For the 2012 Section Leadership Conference, Gold Coast FBLA will be using the online registration system, which is directly linked to the national membership registration system used to register members.
Step One: Contact Information
From January 9th to midnight February 9th, a link to the conference online registration system will be available under the “Conference” menu link on the home page of the California FBLA web site located at www.cafbla.org. Click on the link to open the login page for the conference registration system. Your students will not appear in the system as available to register for the conference if their membership dues are not yet recorded as paid in the national membership system. All registrants must be paid members of FBLA by February 3rd. Be sure to allow for time for nationals to post your dues payments if you are mailing a check to the national office. Even credit card payments take up to three days to post. It is the adviser’s responsibility to follow all event guidelines when registering students. If an event is limited to a certain number of entrants or grade levels, the adviser is responsible to make sure that his/her chapter registers according to those guidelines. The system will time out about 20 minutes after you log in. For large chapters, you may need to submit your registration in two or three online sessions on the same day in order to complete it. After making all of the entries, the system will take you to a screen where you will be able to review and print your registration summary. A copy of the summary will be emailed to you and to conference personnel. In addition, please print at least four copies of the Registration Summary for the following: • • • •

SIX FLAGS MAGIC MOUNTAIN Park admission is required for everyone attending the Awards of Excellence program. Six Flags Magic Mountain ticket price is $27 per person.
Guests are nonmembers of FBLA-PBL, including spouse, children, and parents. Advisers and members do not qualify for guest registration.

CONFERENCE PREPARATION INFORMATION Here are some tips to help you prepare for the conference: • Make sure your chapter has paid state and national dues for all members. If you have a student who is competing: • Carefully read the 2012 California Awards Program guidelines. Schedule a meeting with all conference attendees: • Discuss expenses and help students determine how much spending money they’ll need for food, entertainment, and souvenirs. Meals are not included in the conference registration fee. • Discuss appropriate clothing to take. • Remind students to keep careful track of their conference name badges. • Discuss appropriate behavior. Conference delegates represent the national organization as well as their school. FBLA delegates must read and sign the Code of Conduct, which is on the California FBLA web site at www.cafbla.org. • Be sure that Medical Release Form is signed. • Emphasize the importance of participating in conference activities to the fullest extent. Before you depart for the conference: • Check with your school’s accounting department to ensure that all checks have been mailed for conference registration. • Bring to the conference copies of your original conference registration forms. At the conference: • Schedule a meeting with attendees after you have arrived at the conference and picked up your registration packet. • Review the conference program in detail.

DO NOT MISS THESE EVENTS! MARCH OF DIMES® Gift Basket Raffle A great way for chapters to contribute to the March of Dimes® is to create a gift basket for Gold Coast’s Basket Raffle. Be creative! Have a catchy theme for your basket. Baskets should have an accumulated value between $20 and $30. This is an excellent way to encourage member participation in putting together your basket. Be sure to attach a tag to your basket with the following information: • Title • School • List of items in basket • Value of basket Drop off all baskets at the Conference Headquarters at Conference Registration. All baskets will be displayed and all participants are invited to visit the raffle table throughout the day to purchase raffle tickets for your favorite baskets. Winners will be drawn and announced during the Awards of Excellence program at the Golden Bear Theater in Six Flags Magic Mountain.
Officer Dare To further increase awareness of the March of Dimes cause and to raise additional proceeds, the Gold Coast Officer Team will be asking members and advisers to contribute towards the “fundraising bucket” of an officer of their choice. The officer who has the most money in his/her fundraising bucket will be required to perform a “dare” in front of all of Gold Coast FBLA on stage at the Awards of Excellence program at Six Flags Magic Mountain. Be sure to look out for your Gold Coast Section Officers to participate! All proceeds will go to benefit the March of Dimes® organization.
