I hope this month’s edition finds you healthy and happily enjoying all of the perks La Quinta has to offer in springtime. The winds of change sure have been blowing around here, and they’re not just bringing in the warmer weather we are less-than-eager about. Tier changes, a recall election, interest rates! So much is happening. As we work to continue our reopening efforts we are seeing many shifts in industries across the valley and even in our schools. While most of these changes are welcome and being celebrated, it is important to remember we still have work to do in order to keep ourselves and our community healthy and thriving. Please continue to take care of your own health, stay home or away from others if you don’t feel well, and practice all of the healthy habits we’ve come to rely on this last year. The chamber is continuing, increasing even, its work to support businesses, local commerce, and legislative initiatives that are good for business. HIKING IN THE HEAT: WHAT YOU NEED TO KNOW BEFORE YOU GO Submitted by: Hal Summers The Coachella Valley offers an incredible array of hiking opportunities, with over 700 miles of trails awaiting the intrepid hiker. Many of the trails have been used for hundreds of years by the Cahuilla Indians, who had an incredible network of trails linking villages, freshwater springs and food-gathering areas. While most hiking is limited to the cooler seasons of fall, winter and spring, it is possible to hike during the summer months if taking proper precautions. Each year, hikers who fail to prepare for the extreme heat require assistance from our local search and rescue teams – and some even die. Follow these rules if you plan to hike during the heat of summer. 1. Start and Finish Early: Morning temperatures in the desert are frequently thirty degrees cooler than afternoon highs, and by starting early, you can get several hours of hiking in before the heat of the day sets in. Plan on finishing before 10 a.m. 2. Cover Up: Shorts, tank tops and flip-flops may be suitable for the beach, but they’re not recommended on desert trails. Even though it might seem as if dresser lighter would feel cooler, it is important to cover yourself in order to protect your skin from the damaging effects of the sun and to alleviate moisture loss. Wear sunglasses, a wide brim hat, a longsleeved shirt, long pants and hiking shoes or boots. 3. Know Your Route: There are so many incredible places to discover here. Summer, however, is not the time to venture into unknown territory. Plan your route before you go. Getting lost can become more than just an inconvenience – it can be deadly. Be sure to let someone else know where you are heading and when you expect to return. 4. Stay hydrated: It goes without saying to take plenty of fluids with you when you go hiking, but

people often set out on a hike without adequate supplies. One liter of water per hour should be the minimum you take along in the summer, and having electrolytes is imperative because of minerals lost due to sweating. 5. Know the Signs: Heat illness is the number one cause of death for hikers in warm climates, and there are two different types. Heat exhaustion presents with a headache, heavy sweating, cool or clammy skin, and excessive thirst. Heat stroke victims have hot, dry skin and a body temperature in excess of 104 degrees. If you suspect heat stroke, call 911 immediately and try to lower the person’s body temperature with cool water applied to the head, neck and torso. 6. Head for the Hills: If all else fails, it is possible to get out of the heat by taking a short drive up Highway 74 to Garner Valley or Idyllwild and enjoy mountain trails surrounded by cooler temperatures. The Palm Springs Aerial Tramway – where the temperatures can be up to 40 degrees cooler than on the desert floor – is another great option for summer hiking. The desert is a hiking paradise, and by following these simple rules. it’s possible to enjoy it year-round. Hal Summers has been a desert dweller, who has lead group hikes for over 35 years. He once hiked every day of the year, including all summer long.

STAY SAFE AS TEMPERATURES HEAT UP Submitted by: GCVCC Staff Our toasty summer months always come with some risks. We talked with CAL FIRE Fire Captain, Richard Cordova, and received some tips on what we can do during these months when we experience excessively hot temperatures. According to Captain Cordova, seniors and those who are not acclimated to the desert climate may be more vulnerable to heat-related illness. The weather heats up a lot earlier in the desert than areas closer to the ocean and mountains. During the summer, expect high temperatures, intense sunlight, and low humidity.

Hydrate – Drink plenty of water to avoid dehydration in the arid desert environment. Drink at least one gallon of water per day to replace loss from sweat. Keep H2O Handy – Bring the water you will need with you wherever you are venturing out, especially on local desert hiking trails and remote areas throughout the Coachella Valley. Do Outings Early – It is very important to avoid exerting yourself during the hottest part of the day. Stick with Salty Snacks – You need to take in calories to fuel your outdoor activities. On a hot day, eating salty snacks can help your body replace electrolytes that are lost by sweating. Protect your Skin – For sun protection, wear loosefitting, light-colored clothing and a wide-brimmed hat. Layers are very important to protect yourself

from quick and extreme temperature changes that occur in this climate. Apply sunscreen to all exposed skin and reapply often throughout the day. Cover Your Eyes – Protecting your eyes is as important as your skin, so wear sunglasses – particularly a pair with polarized lenses. Don’t Leave Those in Your Care in the Car – Leaving children and pets inside a closed car, or even one with the windows rolled down, is not only dangerous and deadly – it’s illegal. Vehicles parked in 100 degrees or more can reach inside temperatures of 116 or higher. If you see children or pets in hot cars, report it to the police immediately by calling 9-1-1. Locate Cooling Centers Nearby – If you need an area to cool off during the summer months, visit one of the many cooling centers throughout the County. For a list of these centers, visit www.capriverside.org. Watch for Fires – Keep in mind we live in a very high fire danger area. Be fire safe, and if you see smoke or fire, dial 9-1-1.

La Quinta continues moving in the right direction. Earlier last month, Riverside County entered the Orange Tier of the State’s Blueprint for a Safer Economy – allowing increased capacity for our local businesses. We are experiencing a lot more activity with the increased number of vaccinations being provided and people are feeling more comfortable getting out and about. If you were not aware, vaccination eligibility has expanded to individuals ages 16 and up. Vaccine supplies have increased throughout Riverside County, and appointments are no longer required at several COVID-19 mass vaccination sites including the Indio Fairgrounds nearby. Are you looking to get more involved in our City? We are currently seeking interested La Quinta residents to fill vacancies on the following City commissions/board: • Community Services Commission • Housing Commission • Financial Advisory Commission • Planning Commission • Palm Springs Airport Commission • Coachella Valley Mosquito & Vector Control District Board Apply your skillset and help plan the future of La Quinta! Fritz Burns Pool is open to the public with aquatic programs provided in partnership
Citywide Safety Camera System Project – Installation of the citywide safety camera system is in full swing. This project will place 105 high-definition safety cameras in all major intersections in La Quinta, as well as in several La Quinta parks and at city-owned facilities. Once this project is completed in July of 2021, the City will work with the La Quinta Police Department to operate and maintain the system together to create a safer environment for all those who live, work and visit La Quinta. La Quinta X-Park – Excitement is growing over the new skate park currently in development at the corner of Dune Palms and Westward Ho. This project will feature a concrete pump track, a modern street course with stairs, rails and ledges, and three distinct bowls that cover the full spectrum of skill levels. The skatepark terrain will be supported by a variety of modern amenities including a state-of-the-art lighting system, restrooms, a drinking fountain, a 2-story pro shop and a parking lot. La Quinta X-Park is on track for completion in December 2021. Fire Station 70 Revitalization Project – This project is in the early stages of construction, with pre-construction meetings taking place and work expected to begin this month. The improvements will renovate the station’s interior including the dormitories, restrooms, office, reception area and exterior patio. Station 70 was placed into service in 1985, and is located at the corner of Madison and Avenue 54. Completion is anticipated for October 2021. Here are some projects that have been completed in the past year: Citywide Miscellaneous Americans with Disabilities Act Improvements Project – The construction of a sidewalk on the east side of Jefferson Street, south of Avenue 50, along with a new curb ramp at Avenue 47 and Washington Street which now provides ADA accessibility to services and public transportation. SilverRock Event Site – Stop by and check out the new SilverRock Event Site, which sits on approximately 14 acres and includes eight acres of walking paths, turf, landscaping, a meandering stream with a lake, a stage area, pads for future art installations, a restroom building and parking lot. SilverRock Way Street Improvement Project – Provides access to the proposed SilverRock Resort with a through street from Avenue 52 to Jefferson Street. Washington Street at Fred Waring Drive Triple Left Turn Project – Drivers now have three left-turn lanes on all four approaches to the Washington Street and

Fred Waring Drive intersection. The project also included modifying the median curb locations as well as reconstructing the curb, gutter and sidewalks at the intersection corners. This project was a cooperative agreement with the Coachella Valley Association of Governments (CVAG) and the Cities of Palm Desert and Indian Wells. In general, the funds cover a wide array of costs incurred during the pandemic, including outdoor dining construction expenses, spending on personal protection equipment, as well as cleaning and sanitization from February 15, 2020 to December 31, 2021.
The American Rescue Plan Act of 2021 includes, among other things, funding of a $28.6 billion Restaurant Revitalization Fund (the “RRF”), with further guidance expected to be provided by the Small Business Administration (SBA).
I AM ELIGIBLE! HOW DO I APPLY?
WHO IS ELIGIBLE FOR RRF GRANTS?
In the meantime, business owners can register for a Data Universal Numbering System (DUNS) number, a ninedigit identifier that is like a “fingerprint” for businesses. A DUNS number is required to receive grants from the government.
An eligible business is a restaurant, food stand, food truck, food cart, caterer, saloon, inn, tavern, bar, lounge, brewpub, tasting room, taproom, licensed facility or premise of a beverage alcohol producer where the public may taste, sample, or purchase products, or similar business in which the public or patrons assemble for the primary purpose of being served food or drink. A business will be deemed disqualified from obtaining an RRF Grant if it: • Is operated by a state or local government; • As of March 13, 2020, owns or operates (together with any “Affiliated Business”) more than 20 locations, regardless of whether those locations do business under the same or multiple names; • Has a pending application for or has received a grant under SBA’s Shuttered Venue Operators Grant Program; or • Is majority-owned or controlled by a publicly traded company. HOW MUCH CAN AN RRF GRANT RECIPIENT RECEIVE? A business that is eligible for an RRF Grant may receive an amount equal to its “pandemic-related revenue loss,” subject to a cap of $5,000,000 per physical location and an aggregate cap of $10,000,000 on RRF Grants to it and its Affiliated Businesses. In determining the amount of the RRF Grants, pandemicrelated revenue losses for an eligible entity are reduced by any amounts received from First Draw PPP Loans and Second Draw PPP Loans. IS THERE PRIORITY IN AWARDING RRF GRANTS? Yes – during the initial 21-day period, applications from eligible businesses owned and controlled by women, veterans, or socially- and economically-disadvantaged individuals will receive priority.

As the fund has been quickly established, the SBA must still design rules and regulations detailing how businesses can apply.
