Reshaping Care for Older People

Welcome to the February Edition of the RCOP Newsletter In this newsletter, we provide you with an update on the work that we have undertaken over the past 6 months to support Reshaping Care for Older People (RCOP) in Glasgow. During this time we have continued to work closely with our partners in Health, Social Work and the Independent Sector to ensure that the Third Sector’s contribution to this agenda is visible, better understood and influential. The projects we have led on are all geared towards this end and to supporting the aims and objectives of the Older People’s Change Fund to grow community capacity and community-based approaches that support older people now and in the future. Highlights from our work in recent months include: • The roll-out of the Third Sector Transformation Fund, a ring-fenced fund for Third Sector organisations to develop and deliver RCOP demonstration projects; and • The completion of the first phase of a major piece of research which mapped the contribution of the Third Sector to this agenda in Glasgow . Over and above this we have continued to champion a greater focus on coproduction approaches and to seek additional support to ensure the voice of carers and older people is represented.

Our current priorities include work to: • Support a draft Joint Commissioning Strategy and three year Action Plan. • Evaluate the success of the first phase of the Transformation Fund and development of the second phase. • Build the research base established by the Third Sector Mapping to further evidence the Third Sector contribution to RCOP.

The pages that follow provide further detail on these issues and we also hear from the Chair of the Capacity Building Work Stream group, Tressa Burke and from Charlie Murphy from Age Scotland. Both of these partners play a key role in supporting our RCOP work in Glasgow and in championing the voice of older people as part of this agenda. I hope you will find the newsletter helpful in updating you on recent RCOP developments. Third Sector Transformation Fund Round 1 In October 2012, the RCOP Capacity Building Workstream, with the support of the Voluntary Action Fund (VAF), allocated £700,000 from the Third Sector Transformation Fund to 20 organisations operating in the Glasgow City area. The demand on the fund was high, creating a competitive process. We received applications totalling in excess of £1.8M - more than 2.5 times the available pot. The funded organisations are now delivering a range of activities across the city to keep older citizens well in their communities. At the heart of all the funded projects is the desire to: • Listen to and reflect the views of older people and their carers. • Demonstrate how Third Sector organisations can deliver care innovatively at home or in a homely setting.

The Learning From 2012 In January, the Capacity Building partners who assessed the bids took time to reflect on the Transformation Fund application process and the composition of the final portfolio of funded projects. Partners were encouraged with the diversity of funded projects in the first round; however the review highlighted that smaller, more local organisations and organisations applying for less than £10K were less likely to be recommended for funding in round 1.

Based on this, the Capacity Building group have taken action to: • Secure an additional £100k to support the smaller organisations that were unsuccessful in 2012 to rework their applications. • Change the grant condition/processes to make application less onerous for smaller groups and organisations.

Moving Forward In 2013, projects will receive on-going support to evaluate their projects with a view to assessing the impact of the programme as a whole on Change Fund priorities. A key priority will be to assess the extent to which these projects reduce demand on public services by working to improve the health of older people and their families and carers. We will also be providing more information in the months to come on the next phase of the Transformation Fund which will be implemented later this year and seeking new project applications from the Third Sector.

Reflections on the Journey So Far Tressa Burke - Director of Glasgow Disability Alliance As Chair of the Capacity Building Sub Group, I’m delighted to report that there has been progress and exciting developments for our sector over the last year - ones that will help us to continue to build a greater understanding and evidence base of the role of the Third Sector in contributing to the RCOP agenda. For example, during the last year we were proud to see the roll-out of the Transformation Fund for community and voluntary organisations. This was an exciting opportunity that enabled us to fund Third Sector organisations to deliver projects which contribute to reducing isolation and building community networks and services that will improve the lives of older people and carers. In the last six months, the Capacity Building Work Stream have focused their efforts on reaching a collective understanding of the key role and worth of community based services and coproduction approaches. This will enable us to determine the priorities of the Transformation Fund and to continue to feed in intelligence to future commissioning processes. The Capacity Building group has been very heartened by the responses from the Sector in the uptake of Round 1 of the Transformation Fund. We would like to thank all of our partners for their involvement and support to date and look forward to on-going developments including Round 2 of the Transformation Fund - watch this space!

RCOP Third Sector Mapping

This major research project began in October 2011 and took place throughout 2012 with the contribution of over 300 organisations working to support older people in Glasgow, captured through face to face interviews. The project was supported by Glasgow’s Change Fund and was undertaken to help with planning and development around Reshaping Care for Older People (RCOP) in the city.

The first phase report was recently completed and is now available on our website. It offers a unique overview of Third Sector services to older people in Glasgow and the particular contribution that the Third Sector makes to prevention and early intervention. We’d like to thank all those organisations who gave of their time to contribute to this excellent piece of work which has been recognised and praised by the Joint improvement Team in the Scottish Government. GCVS will shortly embark upon Phase 2 of the Third Sector Mapping exercise, where we will provide further analysis of the data, offer in-depth case studies and make the information more interactive and of direct practical use to the future joint commissioning process.

Joint Commissioning Strategy

Following guidance issued by the Scottish Government last year, Change Fund partnerships across the country have been focusing on developing Commissioning Strategies for Older People. The guidance is seeking more robust arrangements around key themes such as a shared vision, assessment of needs and the involvement of users, carers, GP’s, clinicians, social care and housing professionals, throughout the commissioning cycle.

Recent months have seen Glasgow’s partnership working on a draft 10 year Strategy and a 3 year Plan with a sub-group of the RCOP Strategy Group established by Glasgow CHP to take this work forward. GCVS are represented on this group and have been seeking guidance on the Plan’s content from the Third Sector Reference Group. A framework template has to be signed-off by Health, Social Work, the Independent Sector and the Third Sector for submission to the Scottish Government by 28th February 2013. The draft plan will go out for wider consultation shortly thereafter.

Reflections on the Journey So Far Charlie Murphy - Development Officer, Age Scotland Age Scotland aims to improve the lives of all people in later life and to challenge ageist prejudice throughout society. We have over 600 autonomous member groups and organisations across Scotland, ranging from volunteer-run social groups, through to staffed, service delivery organisations. We are represented on two workstreams of the Reshaping Care for Older People Programme – ‘Care Away From Home’ and ‘Capacity Building’. Our involvement in the former came after the financial allocations had been made. Consequently our role in this workstream has been predominantly about monitoring, e.g. viewing the interim reports of funded projects. We also aim to ensure that the voice of older people is included in the workstream deliberations. Age Scotland was offered a place on the Capacity Building workstream prior to the launch of the Transformation Fund. This focussed our role in trying to support those smaller voluntary organisations delivering vital services which help to ensure the balance of care is reshaped. We are very pleased that an additional £100K has now been secured to support those smaller organisations unsuccessful in round 1 (see learning from 2012). Also, it is heartening that measures are being developed to ensure that smaller voluntary organisations delivering transformational work will receive more support to engage in the funding process in round 2.
