Introduction
About the project
Timeline
The 16th Street BART plazas have the potential to be a vibrant center of public life for residents of the Mission District. With a history of neighborhood advocacy, strong Latino culture and entrepreneurship, an iconic streetscape and architecture, this place has the potential to be one of San Francisco’s most vibrant and healthy public spaces. Yet, challenges with maintenance, perception of crime, and the impact of the national opioid and housing crisis has been a setback.
Oct– Dec 2018 Install Numina sensors, conduct public realm study
Over the last six months, Gehl and Numina have studied patterns of life in the plaza and used this data to learn about what is working, ground stories about who uses this plaza, and set a baseline for measuring the impact of future investments in public art, programming, and design. Gehl conducted a public life and public realm snapshot. Numina has installed a sensor near the plaza to collect realtime data about how people are using the space. This report presents analysis of this data to present a picture of how the BART plaza functions socially now and how various changeable elements of the plaza can affect public life. Based on feedback from these findings, the second part of this report will present opportunities to make the BART plaza one of SF’s most vibrant and healthy public spaces by harnessing people data. Guiding Questions:
What are the current patterns of life and activity over time at the 16th+Mission SW BART plaza?
How are patterns of life and activity impacted by spatial conditions? (Facade quality, seating type and quality, etc)
How are patterns of life and activity impacted by programming and stewardship (events, public art, cleaning)?
How many private vehicles don’t observe the right-turn-only stipulation heading north on Mission St.?
How many private cars are using the red bus-only lane?
Vehicle movement:
Private vehicle / transit turning conflicts

Introduction
About Gehl We always begin with how a space is being used by people now - what is working, what could work better? This understanding informs design for space and then the broader built environment.

Introduction
Public Life Study: Putting people at the center of urban change Public Life surveys have been performed around the globe by Gehl and partner cities. In some places, like Sydney and Copenhagen, Public Life data is an integrated part of the city planning process and is used to gauge success according to public life benchmarks. It is no coincidence that these cities are ranked as some of the world’s most liveable places. When cities use data to guide their design and policies, the outcome is better for people. San Francisco uses public life surveys to inform the neighborhood planning process. About Numina and computer vision Numina’s mission is to make cities more responsive, so they are safer, healthier, and more equitable for the people who live in them. Numina uses computer vision to generate realtime data about how people use public space to guide planning and investment decisions.

Green: Consistent coverage
Green: Pedestrians
Orange: Spotty coverage. Visual obstructions such as trees block the sensor view, limiting coverage consistency

Next Steps How should we invite vibrant Public Life at the 16th Street Bart Plazas?
Gehl — Making Cities for People
16th Street BART Plaza PSPL 2018
Next Steps • Implement recommendations from the study in collaboration with negihborhood stakeholders • Collect data on interventions in the Plaza and compare the relative impact on public life • Connect findings and recommendations to neighborhood efforts such as the Downtown Streets Plan • Collect data on NE Bart Plaza • Repeat study at 24th Street Bart Plaza • Validate findings with users and stewards of the space. Pair data analysis with ethnographic interviews, user journeys, and user profiles of the space • Compare findings with other successful neighborhood intermodal transit hubs from around the world
