When the C ity C ouncil agreed this week to allow Prime Retail to build a factory outlet mall in Grand Prairie's southern sector, both parties were as giddy as newlyweds. "You better be excited about this because all of you have wives," Mayor Pro Tem Ruthe Jackson told her fellow council members about the new shopping prospects.

The marriage joins Prime Retail's need for an attractive marketplace for high-end fashion with Grand Prairie's need for more retail. About 83 percent of the city's property-tax base is residential. The new outlet mall is expected to attract 3 million to 5 million visitors a year.

Giancarlo Filartiga described the wooing process, which involved studying statistics such as tourism traffic, residents' income and the access to major roadways. With the study complete, Mr. Filartiga, senior vice president of development for Prime Retail, said his company found a match in Grand Prairie. "There's no mystery in real estate that it's location," he said. "I don't think you can find a better site." The 450,000-square-foot center will sprout on the north side of Interstate 20 east of State Highway 360 and west of Great Southwest Parkway. C onstruction is expected to begin in the third quarter of 2008 and be completed by the 2009 holiday shopping season.

Although representatives aren't disclosing which shops will be in the center, Prime Retail operates a similar outlet center in San Marcos, Texas. That center includes luxury stores such as Neiman Marcus Last C all C learance C enter, Tommy Bahama and Off 5th Saks Fifth Avenue Outlet. Prime Outlets-Grand Prairie is expected to have between 100 and 120 tenants. "We're looking for it to be an icon for our company," Mr. Filartiga said of the North Texas location. The Grand Prairie mall will be similar to that of Allen Premium Outlets in C ollin C ounty. The main differences, said Paula Rowland, chief marketing officer for Prime Retail, are the location south of Dallas and the merchants it will attract. She describes the Grand Prairie mall as "shoppertainment," with a mix of entertainment, restaurants and retail shops. "It's a day out, is really what it is," Mrs. Rowland said. "It's a different experience, and that's what will set us apart." Since 2000, Grand Prairie's population has grown 26 percent, to more than 160,000. The city's southern sector has experienced most of that residential growth. Retailers have since caught on with development of a Super Target and a Home Depot along Highway 360. The mall will become part of southern Grand Prairie's retail nucleus, helping to balance out the residential boom and spur new retail development, said Prime Retail's executive vice president of converted by Web2PDFConvert.com

development, Bruce Zalaznick. The site is already bounded by a Harley-Davidson dealer and Garden Ridge. "It will allow people to linger longer, which is always our goal," Mr. Zalaznick said. The mall is expected to add about 500 jobs and to boost the city's sales- and property-tax revenues as much as $4 million per year. "It's a very important piece to sales-tax growth in that part of the city," said Bob O'Neal, the city's economic development director. "We're glad to get it, and we're glad to get it from such a great high-end quality center." The mall will also serve as another attraction for the city, which already boasts Nokia Theater, Lone Star Park, a soon-to-be-completed minor league ballpark and Joe Pool Lake. In a 2006 mail survey commissioned by the governor's office, Texas travelers rated the San Marcos outlet center as the state's top attraction, beating out San Antonio's River Walk, the Alamo and the state C apitol. Grand Prairie city leaders see the same potential for their outlet mall. "We'll actually have a great destination place for Grand Prairie that is wildly popular in other areas of the country," Mr. O'Neal said. "It's a walking, shopping experience, and I think it's a unique experience that people are going to enjoy." Print

11:33 AM on March 16, 2011 One office of the law being killed by an illegal immigrant is epidemic in my view..... Public opinioin needs to be heard as the Providence Journal is a left-wing, pro-illegal immigrant newspaper. The power structure in the media is a voice of propaganda and little truth. Why does the public at large have to accept or listen to these liars?

My grandfather was one of the unfortunates who got caught up in Alan Shawn Feinstein's investment scams back in the early 1990's in Rhode Island. It was with old obsolete banknotes from countries like Mongolia, Guyana, Bulgaria,Biafra, Argentina and such. However, what Feinstein did was purchase hoards of notes from countries that had previously had good collector value, and sold them all quickly to people

who were not directly in tune with the banknote market, but were simply relying on his 'investment advice'. As soon as the market caught wind of the hoards he was releasing, a banknote which previously would have been worth $300 for example, all of a sudden became worth .25 cents. No joke, there are actually banknotes in the catalogue showing a value of .25 cents after Feinstein got through with his scam. I don't really care what he has done since then and certainly am not going to applaud him for trying to appease his guilt, since I do not believe it is right to bilk people out of their hard earned money, no matter what the motives. Turns out the whole collection which my grandfather spent over $100K on was virtually worthless. I contacted Feinstein back in the late 1990's directly to ask him if he would do anything, or buy them back or if indeed he even felt remorse and he ended up hanging up on me.

9:06 AM on February 3, 2011 This was a most remarkable story of a man who made the best of his life in spite all much adversity. I made copies each day it was printed and waited for the newspaper every day until the series was finished. Kudos to Mr. G. Wayne Miller and photographer Ms. Mary Murphy.

6:37 PM on January 25, 2011 > the U.S. must use all available levers of power to convince the Pakistani Army and Intelligence Service that their interests and those of the U.S. are aligned. Are they aligned? You mean the US also views India as an enemy?! Do you realise how meaningless this recommendation is? The interests of the US and Pakistan are NOT aligned in any way. In the year 2011, it's finally time to stop living in fantasy land and come back to reality. Use those "levers of power" to convince Pakistan that it has to start functioning like a responsible country or else. Mollycoddling a paranoid nuclear-powered Islamist terrorist state is not the answer.

This is bizarre, it's like the Bermuda Triangle of comments. Maybe Amelia Earhart is hanging around here someplace. I found this thread on a three year old article about local grocery stores published Nov 11, 2007! None of these comments make sense, something is seriously wrong with DMN's website.

Each comment is from a different unrelated story...It makes it look like people read this article (about the use of apostrophes in grammar) and gleaned from it some insights, or something they feel passionately, about art, the death of Sal, ethanol, voter fraud, the kitchen countertops in a particular house, a Fifth C ircuit C ourt of Appeals verdict, and probation.

7:18 PM on January 9, 2011 Probation: Probation is one foot in jail and the other one out. Texas really needs to step it up regarding probation, meaning C ourts put ex-inmates on probation, they have probation fees, they have records, and then they can get hired so what is the recipe? They end up back in jail. I say, "Rehabilitate" them. Have a setup with various companies/agencies where they have to work as part of their probation, help them get jobs. Once you have a record no one wants to hire them so what happens next, they get back in trouble and go back to jail. Too many times we are throwing away people instead of helping them. Just think if God, threw us away on the first, second, and third time, then where would we be.

This house is so beautiful. I am so impressed with the wood work in the photos. Also, does it have recycled glass countertops? I love those. They really compliment the wood in the kitchen.

I believe it is right only if it was for selfdefense as in rape for example. but if the killer knows what he or she did and still doesn't care, or if he planned it he or she should be sentenced.
