Ref. EX26/UA/R-001 Published: 9th January 2020 一、引言 於二零一九年十二月十日，香港理工大學學生宿舍（紅磡）關注組指理大校方擬推出新宿規及宿 舍措施，以下是擬推行的宿規之摘要： 1. 2. 3. 4.
宿舍保安有權檢查宿生及訪客之隨身物品，甚至搜身 更換紅磡灣宿舍大堂閘機 縮短探訪時間至早上九時至晚上九時 訪客人數上限減為理大學生 3 位及非理大學生 2 位
就以上消息，本會於二零一九年十二月十一日與校方會面，並向管理層提出疑問。校方指出他們 提出有關宿規的本意為提升理大校園及設施的保安；惟本會亦指出，校方所提出的規例不但不能 提升保安水平，反之會為同學造成不便與反感，更會有機會因著抽查隨身物品而在宿舍構築不安， 只是以「提升保安」為藉僭建新宿規，妨礙學生出入宿舍，實屬不智。 校方在會面當中回應指有關宿規仍在草擬階段中，暫未有實施的時間表，亦會先行瞭解訪客數字 等客觀數據。因此，本會特此草擬一份有關新宿規及宿舍措施的雙語問卷，並於同月十二日經社 交平台（Facebook 及 Instagram）發佈，亦在同日發出群發電郵，向同學索取意見。截至十二月十 九日，本會一共收到 3,443 則回應，其中 2,106 人是本年度宿生，當中有 1,443 名學生是紅磡灣宿 生，886 名是何文田宿生，1,114 名是非本年度之宿生學生；問卷內容及回應請看本報告之附錄。 本會期望此報告能向校方提供客觀數據的同時，亦能令管理層瞭解同學的憂慮及對宿舍保安標準 的期望。

圖表 一：你認為現有的宿舍保安措施足夠保障宿生的安全嗎？ （1 分為感到不安全；5 分為感到安全） 就是次宿規的修訂，管理層指出因為有宿生對於近日的理工圍城事件而感到不安，故此透過推行 新的宿規去解決由校方聲稱的「宿舍安全問題」。 在 3,443 個理大同學回應者當中，3,141 名（當中 2,106 是本年度宿生）同學認為宿舍現有之保安 措施是安全（即給予 4 分或以上），當中 2,890 名回應者認為宿舍是滿分地安全；所以校方聲稱的 安全問題只是非常少部分人的想法，亦無需借題發揮，以安全為由修改宿規。同時有回應指，認 為要求學生入內時需要拍卡兩次實在無謂，更有指「聘請黑人保安員讓宿生更感到危險和可怕」。

圖表 二：你認為以下措施有多大程度上能夠加強宿舍保安？ （1 分為認為不能夠；5 分為認為能夠） 本題目共設五個分題，當中詢問了宿生及學生對於校方擬推行之宿規中之五大項目的可行性進行 評估，當中包括： 一、保安可對宿生及訪客搜身； 二、保安可檢查宿生及訪客的隨身物品； 三、減少宿舍的訪客人數； 四、縮短宿舍的探訪時間；及 五、更換大堂閘機（只適用於紅磡宿舍） 上題的擬定方針，由校方指上述措施能「提升保安」的角度出發；嘗試從宿生及學生（即宿舍使 用者及潛在使用者）的角度，瞭解上述措施於使用者一方的成效。 從上圖可見，超過九成填寫問卷的學生均認為上述措施並不能夠加強宿舍的保安。而且，儘管是 反對呼聲最低的檢查宿生及訪客的行李，亦只有 314 名填寫者表示認同（即給予 4 分或以上）； 可見校方在推行或諮詢階段前並從使用者角度出發，反以「管理者」的角度管治宿舍。 -4-

圖表 三：你認為校方在推行新宿規前需要諮詢宿生及學生的意見嗎？ 就校方應否先諮詢學生後更新宿規一事， 無論紅磡灣或是何文田甚至非宿生學生都認為校方需要 先諮詢學生的意見再考慮推行政策。校方在推行新宿舍政策時有責任先了解同學的意見， 後根據 評估，再決定應否實行。 宿舍不論大小的政策均需要有便利及方便宿生的作用，因為所有宿舍政策均影響全體宿生之日常 生活，所以校方在推行任何新宿舍政策之前必需先諮詢宿生的意見，方能為宿堂社區帶來最大的 效益，從而營造一個良好的作息環境。 大學是個崇尚自由的地方， 在推任何校方應先了解同學的意願， 先聆聽同學們的訴求， 從而為 政策作出針對性的改善， 而非一意孤行地盲目強推，強詞奪理；常言「大學是社會的縮影」，若 校方仍然奉行「先實行、後聆聽」，亦只會激起同學對管理層的不滿，後果不堪設想。

EX26/UA/R-001 Published: 9th January 2020 二、問卷數據及分析（續） 最後，就合適的每月宿舍訪客人數上限一點，絕大部分回應者均不贊同宿舍設訪客上限，少於一 成的學生認為應該設立上限為一至五人，而多於九成反對設置任何的上限；由上述數據可以反映 出同學們均認為設立訪客上限是吹毛求疵。 宿舍是一個推動生活教育，培養良好社區意識的大課室，除了是同學們結朋聚群的好去處，亦為 莘莘學子提供休憩之地、讓學生有「第二個家」的感覺。若設立訪客上限，其一會為學術交流造 成不便，例如需要進行小組研習或多人排練時，可能由於人數超出上限而不能使用宿舍的研習室， 而是需要支付額外的費用去其他地方學習，從而耽誤了學生學習的時間；其二會為親友探訪帶來 不必要的影響。 學校以往亦因為以上的政策使得理工大學生宿舍被冠上「理大監獄」等不榮譽之稱，實在有損我 校聲譽。由此可見，設立訪客上限將會帶來諸多不變，故促請校方在草擬政策前須三思整策的可 行性及考慮同學們的意見， 避免破壞宿生與校方的和諧及聯繫。

EX26/UA/R-001 Published: 9th January 2020 三、其他調查結果 問卷當中亦設有其他意見的部份，盼同學宿生能向學生會提供更多有關宿舍保安安排之想法，包 括對宿舍整體保安措施的感覺、態度和理解。惟在其他意見的部分，同學們均把握機會向學生會 反映宿生對宿舍在其他事項的意見，而大多數的意見均與宿舍安全問題無關。 本會一共收到 229 則其他意見的回應，當中有 134 則回應為與宿舍安全有關之回應，68 則回應為 宿舍安全以外的回應以及 27 則不相關的回應。以下為經本會挑選的其他意見之原文字句，並冀校 方能適當地回應同學對於現行宿舍政策的意見： 1. 撤回 12 點後不可男女同房條例 2. 現時閉錄電視過多變相係監視學生，令學生欠缺私隱 3. 宿生是很大的持份者，有交租金，不是白白住宿，理應尊重我們的意見，胡亂推行政策只 會適得其反，招致更大反抗。學生比校方更清楚及了解需要甚麼，而非由校方罔意民意， 胡亂添加苛刻政策。 4. 應增加 overnight 次數，如科大宿舍一個月有 15 日 quota，最大化便利學生。 5. 大學生已是成年人士，應有適當的自制能力。校方在已訂立合適的宿規後應做的是給予其 建議，而並非如中小學生或幼兒幼稚園小童般以嚴厲的方式作管教。 6. 探訪時間應該可以像以前去到 11:30pm。 7. 希望校方日後在推行任何有關同學利益的政策時，也會同樣先諮詢同學意見，收集後公開 及聽取同學的意見。 這足以反映現有之投訴機制不為學生所熟知，校方亦欠缺接收宿生投訴的渠道，本會在此促請校 方跟正相關問題並盡快設立有效的投訴及意見收集機制。

Ref. EX26/UA/R-001 Published: 9th January 2020 四、總結及建議 就以上問卷調查結果，本會可歸納出以下的各項要點，並要求校方採取以下行動： 1.
立即停止有關宿舍保安政策之修訂，並承諾不會單方面推行修改宿舍政策。
2. 3.
承諾宿舍保安不會向宿生和訪客進行搜袋搜身等具侵犯性的動作。 以合理的方式（如諮詢會及網上問卷）如向宿生們諮詢並檢視現行之宿舍政策。
理大校方在推行政策之前應先了解同學們的意願，給予讓學生表達意見的渠道，其後再就意見決 定應否推行相關政策。而就設立訪客上限一事，須觀其可行性以及為學校聲譽着想；本會建議校 方不應貿然設立訪客上限，此方為上上之策。 本會亦在此就校方在沒有諮詢同學的情況下貿然試圖強加宿規予以譴責。此舉除了於理不合，更 無謂地深化管理層與學生之間的矛盾，造成同學對整體校方的不信任，促請管理層引以為鑑，化 解校方與宿生的矛盾、紛爭、不滿，甚至憤怒，把相關的修規工作徹底停止，壽終正寢。 學生宿舍的價值，不是只為方便上課，與租金便宜；而是對於很多年輕一代是他們首次離開家庭， 去上人生寶貴的一課，踏入社會和長大成人之間的轉換。透過宿舍，大學生能學習以有限的資源 與空間去生活，並且遵守群體的紀律，與室友交往。這是任何科目都無法教導的一課，卻是所有 大學生以後所必須的面對的。宿舍生活是大學教育的一部份，所以校方絕對是應該給予學生一定 的自由度，讓他們探索及覓得屬於自己的大學生活。
