⺠主牆規條 1. 宗旨 1.1
提供議論平台予本校學⽣及教職員張貼⼤字報發表及交流意⾒。
1.2
加強同學及教職員對社會及校園政策的關注，並提升他們的時事及政治意識。
1.3
⿎勵同學公開地以撰寫⽂章和設計海報等⽅式抒發⼰⾒，藉此培育本校學⽣之⽂化修 養、創作能⼒及獨⽴思考能⼒。
1.4
收集各⽅對於校⽅及學⽣會的意⾒，從而改善校內及會內政策及制度。
2. 管理 2.1
⺠主牆由香港理⼯⼤學學⽣會幹事會（下稱幹事會）全權管理。
2.2
任何⼤字報之⼀般張貼期限為三星期。當⺠主牆可張貼位置已滿時，逾期之⼤字報將 被先⾏移除。
2.3
任何被除去之⼤字報將會存放於幹事會兩星期。若要取回⼤字報，請在兩星期內聯絡 幹事會，否則⼤字報將會被銷毀。
2.4
幹事會出版秘書會依據⺠主牆守則（請參閱 3.使⽤守則）審核⼤字報及回應內容，違 規之⼤字報或回應將被蓋上違規印章及註明處理⽅式。
2.5
張貼純粹宣傳性質之⼤字報並⾮⺠主牆成⽴之本意，幹事會將審核內容是否切合⺠主 牆之宗旨再決定該⼤字報之處理⽅法。
2.6
幹事會保留⼀切關於任何⼤字報違規及處理之最終決定權。如有任何疑問或有關⼤字 報之投訴，請與幹事會聯絡及查詢。
2.7
⺠主牆所發表之⼤字報並不代表幹事會之⽴場。⼀切因其內容所引起之法律責任皆由 張貼者承擔，與幹事會無關。

3. 使⽤守則 3.1
使⽤者必需為香港理⼯⼤學之學⽣、教職員或校內組織。校外⼈⼠或組織不得張貼任 何⼤字報。
3.2
使⽤者必須使⽤釘書機把⼤字報釘在⺠主牆的底紙之上。
3.3
任何⼈⼠均不得在⺠主牆的底紙上以任何⽅式書寫。
3.4
所有⼤字報必須列明⾸天張貼⽇期及以下資料⽅為合法張貼： 本校學⽣ ── 學⽣編號 校內組織 ── 有效之組織蓋印 本校教職員 ── 職員編號
3.5
任何⼤字報之空⽩位置皆可留⾔作回應，唯必須列明學⽣或教職員編號。
3.6
如有任何校內職員沒有職員編號，但仍希望張貼⼤字報或發表回應，請先與幹事會聯 絡再安排張貼及回應事宜。
3.7
⼤字報提及之有關校外⼈⼠或組織需先與幹事會聯絡，⽅可作出回應。

⼤字報及回應中的⽂字或圖⽚不得：

若要把組織或個⼈資料保密，可親身或透過由理⼯⼤學電郵⼾口發出之電⼦郵件將身 份資料遞交予幹事會進⾏編碼申請。本會將安排⼀個編碼，並透過電⼦郵件發送予申 請者。屆時，申請者只需在⼤字報上列明編碼及張貼⽇期便能張貼於⺠主牆上。
3.10 若本規條之中英⽂版本有任何衝突，茲以中⽂版本為準。

The Use of Democracy Wall
To provide a communication channel between students and staffs of PolyU to express and exchange their ideas through posting and commenting on bigcharacter posters. To enhance the social- and campus policy awareness for students and staffs of PolyU, to cultivate the social consciousness and social responsibility of members among them. To encourage PolyU students drafting articles and designing posters publicly for self-expression, in order to nurture their cultural qualities, creativity and independent thinking skills. To gather comments from all parties for PolyU and the Students' Union to enhance their internal policies and systems, by taking the contributions into consideration.

The Democracy Wall shall be fully governed by the Hong Kong Polytechnic University Students' Union Executive Committee (hereinafter referred to as 'HKPUSU Ex-Co'). The normative posting period of all big-character posters shall be three (3) weeks. If there have been no available spaces on the Democracy Wall, the overdue big-character posters shall be removed first. All big-character posters removed shall be kept in the HKPUSU Ex-Co office for two (2) weeks long. Please contact the HKPUSU Ex-Co before the end of storage period in order to retrieve your big-character poster, else it will be destroyed. The Publication Secretary of the HKPUSU Ex-Co will audit the big-character posters and comments in accordance with the rules (See ยง3: Regulations), those violated would be marked as 'violation' and will stipulate the handling of such posters. Posting promotional items as big-character posters deviates from the intention of the Democracy Wall. HKPUSU Ex-Co will audit as if the content is in line with the objectives of the Democracy Wall and determine the handling of such posters. HKPUSU Ex-Co reserves the right of final decision on the handling of bigcharacter posters that violated the rules. Please contact the HKPUSU Ex-Co in case of any enquiries or complaints to big-character posters. Bg-character posters posted on the Democracy Wall does not represent the stance of the HKPUSU Ex-Co. Any responsibility, legal and otherwise, arising from any such item shall vest entirely with its author, HKPUSU Ex-Co shall not subject to any legal obligation or liability for any erroneous information and its consequences. The users shall be either PolyU students, staffs or internal organizations. External person or parties are not obliged to post any big-character posters on the Democracy Wall. Legitimate users shall use ONLY STAPLER to staple big-character posters on the backing of the Democracy Wall. No individual should write on the backing of the Democracy Wall in any means. All big-character posters shall clearly state the initial posting date, altogether with the following to be legitimate. PolyU Students: Full Student ID PolyU Staffs: Staff Number Organizations subsidiary to PolyU: Valid Organization Chop All blank spaces on posted big-character posters could be used by legitimate users to make comments on such. The users shall, however, state their identity as stipulated on 3.4. If any PolyU staffs do not possess with staff number, please contact with HKPUSU Ex-Co for posting and commenting arrangement. In case any external parties or individuals mentioned on big-character posters would like to make comments on, please contact with HKPUSU Ex-Co in advance. All big-character posters and comments made shall not: 3.8.1 contains foul language; 3.8.2 possess obscene or indecent articles; 3.8.3 promote any activities with cash flow; or, 3.8.4 disclose personal details. Any legitimate users would like to keep the identity anonymous to post bigcharacter posters or comment on such, shall contact the HKPUSU Ex-Co in person, or email to Ex-Co by a PolyU email account to apply for an identity code. Ex-Co would arrange an identity code and inform the applicant by email. The applicants could then post or comment on the Democracy Wall, stating their identity code with the initial posting date. In the event of any dispute or misunderstanding as to the interpretation of the language or terms of this Regulation, the Chinese language version shall prevail.
