THE TRAZZERAS’ ROYAL PROPERTY AND THE TERRITORY ENHANCEMENT POLICIES IN SICILY Salvatore Giuffrida DICAR, University of Catania - Italy Giuseppe Collesano Territory Department – Sicilian Region Administration Giovanna Ferluga Professional Filippo Gagliano Professional Abstract. The Trazzeras’ Royal Property (TRP), the grassy ways used for transhumance, is a relevant part of the landscape capital of Sicily. Its management concerns the legitimation procedures of the parts that have been illegally occupied. A recent bill supposes the legitimation to be framed within a large and qualified planning process involving landscape value and development perspectives. Due to the need for such a general plan on the one hand, and the acknowledgement of the inadequacy of the sale price for legitimation on the other, the implementation of specific assessment tools is required. We propose two different appraisal/assessment patterns: the first one concerns the property value of the (peri-) urban areas; the second one intends to connect the trazzeras within a global green-web on the basis of an ICT tool, a WebGIS allowing users to select/construct the path that suits their preferences and expectations. Keywords: Green ways; WebGIS; semiotic approach.

1 Introduction In Sicily the so called trazzere (tratturi in the other parts of Italy, canadas reales in Spain, drove roads in English) are the grassy ways used for the transhumance of herds, one of the most ancient practices of the sheep-farming which can be traced back to Neolithic times, and common throughout Europe and other world’s regions (Wittaker, 1988). In Sicily the institution of the Trazzeras’ Royal Property (TRP) was established by Frederick II who, in 1231, joined the trazzeras with the Regalia (the state property par excellence) by the effect of the Constitutiones regni utriusque Siciliae. This part of the reign’s property and the richness created by it were exempted by the central government from the pretended feudal excise duties; in the following ages, the Milizia armentizia, a specific army, was created in order to protect the transhumance. In 1799 and 1811 the (current) width was established by the institution of specific regulations, and the width of 37,68 metres (sufficient for the passage of two herds), was eventually established for Royal Trazzeras (Cinà and Massaro, 189
