Demo for justice

(ALICANTE AIRPORT - PUERTO DE MAZARRON)

Find out more on page 20

BRITISH EXPATS took to the streets yesterday (Thursday 12th May) demanding the authorities end the plight of Helen and Len Prior, whose Spanish home was demolished in 2008. The British home owners association AUAN – Abusos Urbanisticos Almanzora No! – organised the peaceful demonstration which is also aimed at gaining security for buyers in the property market. The courts of Almeria have ordered Vera Town Hall to pay the Priors 425,000€ in compensation but the local authority is appealing maintaining it did nothing wrong.

The demonstration took place at noon in Plaza Mayor outside Vera Town Hall and was supported by residents of the town. AUAN President Maura Hillen said the gathering was “to ask our authorities once and for all to find a way to end the ordeal of Helen and Len Prior, whose house was demolished without compensation in 2008 in spite of having planning permission.” Continued on page 5.

THE TEAM has been looking into a crystal ball and has come to the conclusion the future is Facebook. As always we are one step ahead and today we start on the social media site with #RTN60. It is a new way of bringing people the news from RTN Towers and gives everyone a taste of what features across the editions this week. A story back in the news is property and the security of buying a dream home in Spain. Brits were back on the streets yesterday – backed by locals in Almeria – calling for more guarantees on the law book. The demonstration was also calling for a solution for Helen and Len Prior, who saw their home demolished back in 2008 and are still waiting for compensation and justice. A public nudge might just start the ball rolling. House sales are booming across Spain and especially along her south and east coasts. Everyone needs to do their research before parting with hard-earned cash but the government has ruled no demolition before demolition – a protection the Priors were never given.

Blue flags for Orihuela by Rhiannan Bell

The beaches of Orihuela continue to receive top honours for quality by the Foundation for Environmental Education. Councillor Sofia Alvarez, announced that eight beaches in Orihuela have kept their awarded blue flags, “because of the excellent water quality and our environment, after passing safety tests, quality and environmental management,” said Alvarez. Orihuela has an equal number to the Va-

lencian capital. Punta Prima, Cala Estaca, Cala Bosque and Cala Capitan, La Caleta, Aquamarine, The Glea and Barranco Rubio, will this summer fly its corresponding flag, which certifies its good condition. In addition, the marinas of Cabo Roig and Campoamor also add this distinction for this upcoming season, the councillor adding “which positions Orihuela as one of the best tourist destinations for beaches”. The blue flags are seen as an encouragement for the councils who continue to work for the excellence of our coast.

Bigastro Friendly Robberies

The Mayoress of Bigastro, Teresa Belmonte, has issued a warning to the public about a spate of so-called ‘friendly robberies’ that are taking place locally. The robberies are normally committed by woman, allaying suspicion that anything is untoward. The suspects usually choose an elderly victim who they approach and ask for help with directions. To thank the victim they enthusiastically hug them during which the unsuspecting victims are relieved of jewellery and other valuable items. The warning issued by the Council also advises members of the public to be more vigilant when approached by a vehicle driven by a man with women and a child inside. One of the women exit the car to ask for assistance with something and again the bodily contact to show their appreciation is a ploy to steal personal items.

Last chance for vote by jack troughton

BRITISH EXPATS living in Spain have until Monday (16th May) to register for a postal vote in the EU Referendum – a deadline for making sure they receive the papers in time. Those able to vote in the ballot can still register to have their say in the ballot but will need a ‘proxy vote – and choose someone in the UK to vote for them. Across the world, 140,000 people have so far registered to vote in the 23rd June referendum but it is believed half of British people in Spain still able to vote are unaware they can register online. Alex Robertson, Director of Communications at the Electoral Commission, said postal votes for the referendum, were being sent out earlier than usual “giving you more time to receive, complete, and return your ballot pack to the UK.” He said the EU Referendum was going to be a “significant event” and the commission knew that “lots of UK citizens will want to make their voices heard.” People last registered to vote in the UK up to 15 years ago are allowed to vote – should they choose a proxy, the person they ask to cast their vote must be registered and eligible to vote in the referendum. And British Ambassador to Spain, Simon Manley said: “I know there is a huge amount of interest among Brits in Spain in the EU Referendum. Almost 100,000 people with Spanish IP addresses have so far visited the government webpage where you can register to vote. “Ultimately, it is for the British people to decide whether we should remain in or leave the European Union, but, whatever they think on the issue, I would urge my fellow Brits in Spain not to miss the chance to have their say in this once-in-a-generation referendum.” To register go to www.gov.uk/register-to-vote by 16th May. The process takes five minutes and people will need their National Insurance and passport. For more information go to www.aboutmyvote.co.uk.

continued from front page And she said: “We are also asking our public authorities to promote further legislative changes to give greater legal certainty to the property market. “As a matter of urgency we are asking the reliability of the Land Registry to be extended to include everything that effects a property, including planning issues. INNOCENT “This is in order to avoid the situation where an innocent purchaser buys a house which appears to be perfect according to the Land Registry with no record of planning issues only to find the house is illegal and even subject to a planning order.” AUAN played a huge role in last year´s “victory for common sense” when the government ruled that people duped into buying illegal property in Spain must be paid compensation before their homes are demolished. But despite developers and local politicians being prosecuted, until the change in the law, there was no guarantee of compensation for innocent victims as the bulldozers moved in. And the problem is widespread. There are an estimated 300,000 illegal properties in Southern Spain. THE AUAN and its lawyer Gerardo Vazquez were instrumental in pushing the amendment to property law forward. Maura said there were some 12,697 illegal properties in Almanzora and the situation until the legislation was changed was “hugely stressful” for owners. The AUAN stand comes as sales to British people soared in 2015 by almost 50%; 9,700 properties compared to 6,700 12 months earlier – the most popular regions are Andalucia and Valencia, with Murcia also popular. RESEARCH And the British Embassy is again advising people must do their research and homework before parting with their money. “Avoid rushing into a dream buy, or it might turn into a nightmare.” Len and Helen Prior´s home did have planning permission. Writer Lenox Napier said it was unclear why their home was chosen rather than others in the area – but the couple defiantly remained on the land, moving into the garage. “They appeared on British TV, repeatedly. They were in all the British newspapers, repeatedly. They were recorded on the BBC and in other European media, repeatedly. Millions read about what the Spanish had done to an innocent couple in the final years of an uneventful life,” he said. Lenox said the Priors were now back in the news over the compensation and the AUAN action and were again being supported by expats across the country. However, he said Helen and Len were victims of circumstance. “We should be sparing a thought for the Andalusian people. How many jobs have been lost or will never be created, and how much money has not been invested in this region from abroad thanks to the actions of the Junta de Andalucia and the wretched ‘écologists’.”

No to extended drinking hours Neighbours of Casco Antiguo in Benacantil Alicante have requested that opening hours for pubs in the summer are not extended. by Rhiannan Bell Residents believe that the extended hours would only aggravate the situation unnecessarily increasing the influx of people and raising the noise levels well above the legally established recommendations. They believe that permitting the extension for late night openings would force people to stay locked inside their own homes. The group of residents originally wanted Benacantil City Council to perform an acoustic map of the area where noise pollution suffered by residents is already classified as saturated according to a review a few years ago. However, with this new request, which has been officially presented to the Council, the association may take further action.

By Jupiter! THE VEGA Baja Astronomy Group is staging a public observing evening with telescopes pointing towards Jupiter, the largest planet in the Solar System. The event is being held on Thursday 26th May from 9pm on Torrevieja’s Punta Prima promenade near the Nautilus Bar Restaurant. Jupiter is the fifth planet from the Sun and is twice as big as all the other planets combined. It has 63 known moons - the largest four are Io, Callisto, Ganymede and Europa and were discovered in 1610 by Galileo and can be seen as points of light through the telescopes. Jupiter is famous for its great Red Spot which is in fact a persistent storm that has lasted for over 300 years. Along with Jupiter the group will also be observing the Moon which will be in its last quarter so the craters will be seen at their best. The actor, who speaks Spanish, won an Oscar for his role in Good Will Hunting and also starred in Saving Private Ryan.

Porn network smashed The ugly side of football

A network of film pornography allegedly led by Ignacio Allende Fernández - alias ‘Torbe’, the king of Spanish porn who is currently in prison - was dismantled by police after complaints from youngsters in Madrid and Murcia they were being forced into prostitution. by rhiannan bell According to sources, the first victim was approached in a bar and agreed in principle to participate in a pornographic video after being offered between 300 and 450 euros. At first she was offered a mask but if she removed it she would be paid another 200 euros. She then refused to take part altogether but was allegedly forced against her will to perform sexual scenes under the influence of administered drugs. The Central Brigade against Trafficking in Human Beings followed leads from their enquiries and discovered an international network that allegedly supplied Ukrainian girls for pornographic videos, often against their will. This network enticed young girls, who were usually experiencing economic difficulties in their own country of origin, with the necessary documents to enter Spain but once here they were illegally detained by the criminal group and put to work in the videos. It is claimed the ‘Torbe’ network had more than 300 girls a year participating in the videos and the domain received 300,000 visits per month with an estimated income of three million euros a year. The National Police has asked for the cooperation of citizens to help find more victims of the alleged plot led by Allende Fernández, actor, director and producer of the porn movies.

HOOLIGANS ATTACKED a bus carrying the Manchester United football team as players were on their way to West Ham United in east London. Bottles and other objects were thrown as was surrounded by angry supporters near the stadium in what was West Hams final home game before they moved to the Olympic Stadium on Tuesday evening. The club has promised to impose lifetime bans on anyone that is identified as being involved in the pre-match attack which delayed the kick off by 45 minutes. The Football Association said it “strongly condemns the unsavoury incidents”, adding that it will work with both clubs and police to investigate the incident. Manchester United captain Wayne Rooney said “It wasn’t nice and I’m sure you’ll see the images. It’s not for me to say, but it was disappointing of course. “It’s a big night for West Ham, but I’m sure West Ham as a club will be disappointed with what the fans have done.” Objects were also thrown from the stands by some supporters during the game, which West Ham won 3-2.

Journalists freed from Syria THREE SPANISH freelance journalists held captive in Syria for nearly 10 months returned home on Sunday. Upon landing they tearfully hugged relatives and shook hands with Acting Deputy Prime Minister Soraya Saenz de Santamaria on the tarmac of the Torrejon de Ardoz air force base near Madrid. Antonio Pampliega, Jose Manuel Lopez and Angel Sastre’s arrival was shown on the state owned TVE channel with still images as all other journalists were kept well away from the area. Late on Saturday evening Prime Minister Mariano Rajoy said that “allied and friendly” countries had assisted in ensuring the journalists’ release which he followed up with a picture on his Twitter account the next day of an image of the freed men descending from the airplane. The three journalists went missing on July 12, near the city of Aleppo in northern Syria. At the time, the region was under the control of al-Qaida’s branch in Syria known as the Nusra Front. The journalists, who provided reports to various media outlets, went to Syria to report on the war that started in 2011.

Missing Lisa Brown’s boyfriend arrested by Caroline Tyszka THE EX-PARTNER of missing person Lisa Brown has been arrested in Denmark. A EUROPEAN arrest warrant had been issued for Simon Corner the ex-partner of Lisa, aged 32, who disappeared at the beginning of November 2015. Despite Corner flying into Malaga airport in January he did not present himself to the authorities for questioning as he had said he would do and so the warrant was issued. Lisa, originally from Scotland had been working in Gibraltar and was due to start a new job two days after her disappearance. Lisa’s brother, Craig Douglas spoke to the local media from his home

in Alexandria, Dunbartonshire last month and said that they had been told by the police about the warrant and were optimistic that it would help find out what had happened to his sister. Lisa disappeared whilst her son, Marco aged eight, was staying with his father. A few days’ later local Spanish police interview Corner before he fled to Thailand. It has been reported that Corner was detained in Copenhagen and is expected to be extradited to Spain. A Foreign Office spokeswoman said: “We are providing assistance to a British man arrested in Denmark.” A post on the Find Lisa Facebook page said: “We still appeal to anyone that may know any information or the whereabouts of Lisa to please contact the Guardia or police.”

Starving Animals

Police have arrested two men in Vélez-Málaga after animal welfare groups reported four dogs and 22 horses were found starving, sick and abandoned on an Andalusian farm. by patricia thompson The men, aged 44 and 75, have being charged with animal abuse. Animal rights associations and local shelters have taken charge of the abused animals. Some of the animals were in such a serious they required urgent veterinary care. An investigation was launched when the animal welfare group alerted the police to the state of several animals El Trapiche, within the city limits of VélezMálaga. After veterinary reports it was confirmed that the animals were in a state of “defenselessness.” One pony which had incurable wound on one of its legs had to be put down after a vet certified that he was sufferingcontinuous pain which could not be alleviated. Two mares were in a critical condition, emaciated with infected wounds on their backs and legs. All four dogs found on the property were undernourished with one bitch displaying

great difficulty walking on all four legs. Another 2 dogs were tied up and surrounded by rubbish. To add to this none of the dogs on the property had been vaccinated or fitted with a microchip. This is compulsory by law with owners having to have them fitted within the first three months of the animal’s life. Several of the horses also were missing the mandatory microchip. According to the veterinarians facilities at the property which the animals were living in were dangerous for the animals and in violation of animal welfare regulations. Discarded barbed wire and sharp rusty metal was found in the part of the estate where the horses were kept. Two other dogs were recovered from the estate in January by an animal welfare group. One of them had a bleeding cut on its neck as a result of being tied up 24 hours a day, and required 30 stitches. The second dog had had both ears amputated and one of its legs was broken. The owners didn’t have the correct licenses for keeping animals of this kind.

The partner of Rosemary (Rosie) Broadwell, who was found dead in March last year, has been acquitted of abusing her but will stand trial for murder. by Rhiannan Bell Charlie Bevill-Warcup, 75, was accused of having mistreated his partner on several occasions between 2011 and 2014, but according to the ruling, witnesses were unable to provide sufficient proof to substantiate a conviction. Medical reports confirmed she had suffered a broken arm but it could not be established how the injury occurred. Bevill-Warcup is still to stand trial for the murder of Rosie with a trial date pending. The prosecution is demanding 19 years in prison for the accused. Rosie who disappeared in September 2014 was reported missing by Bevill-Warcup who said she went to the bank but never returned. Search parties and social media campaigns were launched by Rosie’s daughter asking for information about her whereabouts, with friends and family saying she was popular and well-known in and around Quesada, Doùa Pepa and San Miguel. Six months later officers continued to question her partner at his house where he reportedly broke down and confessed, telling police where he had hidden the body. Reports say Bevill-Warcup said they had both been drinking and were arguing over money. Rosie fell to the kitchen floor but instead of helping her, the defendant hit her with a stick, causing head injuries.

Councillors want to convert the Coto de los Cuadros in Murcia’s Casa de Campo into a large recreational park for family use and sports activities. El Coto de los Cuadros is a large area of forest, some 1,462 hectares, nestled between the municipalities of Murcia, Molina de Segura and Santomera. The Ministry of Water, Agriculture and Environment propose to turn it into a large park focused on family entertainment and sport. The aim is to create a comparison with that of the Casa de Campo in Madrid, with its 1,722 hectares. The land has become a benchmark of the inhabitants of the nation’s capital to exercise, walk or spend the day surrounded by large green areas. The council hopes that the project will be completed in 2018 and will serve the whole of the metropolitan area of Murcia. The estimated budget is nearly three million euros and the initial work will include core infrastructure located near Fortuna. The plans in general include a reception and information centre, parking, play areas, nursery, shaded seating areas, a restaurant and bar,

Mums face jail Two mothers who left their three small children in a parked car for several hours during drinking binge are facing more than 2 years imprisonment. The incident took place back in September 2014, when the two women, aged 32 and 38, who have not been named, parked in the Basque capital of Vitoria, leaving three girls under seven alone inside. One of the children called an emergency number to say: “We are locked in, we’re hungry and it’s dark.” When the mothers returned, they were informed by police officers that they faced charges of abandonment. The public prosecutor said the women admitted to forgetting where they had parked the car “because they were drunk”. One of the women had reportedly assaulted a passerby who intervened. Police say they arrested and held overnight one of the women who attempted to drive the vehicle. Prosecutors added that earlier that day one of the accused had left her other child alone at home for several hours.

and various facilities for educational activities and sports to include rock climbing, orienteering, hiking and cycling. The network of roads and trails, totalling over 100km, will be restored and signposted. The complex web of trails of the Coto de los Cuadros and Los Ásperos routes will have areas equipped for resting in the shade, and also with viewpoints on some of the higher aspects of the park from where panoramic views of the city of Murcia and Orihuela can be enjoyed. The project is going to be have to unite various administrations and the managing committee will have to solve some

shortcomings and problems that already exist within the determined boundaries of the project including that of prostitution which is exercised in broad daylight at one end of the forest area, on the Fortuna road and the ‘cruising’ reputation in the area where sexual activities are sought with strangers. There are also some instances of theft and assault reported in the area. It is hoped that once the project is up and running the regular presence of visitors and monitoring of the park, will thwart such crimes and activities.

Rescue at sea by Rhiannan Bell

The “Guardamar Polyhymnia” Maritime Rescue Ship rescued 37 people from a small boat found when 17 miles east of the island Alboran. Among the immigrants who arrived at the commercial dock in the Port of Almeria were 10 women and three babies. The immigrants, believed to be from North Africa, were in apparent good health although suffering from the cold. After being treated by Red Cross volunteers they were then handed over to the National Police. The Maritime Rescue coordinator in Almería organized a search after receiving a call from one of the immigrants who was in the small boat, which had departed from a point between Nador and Melilla on the North African coast.

Demand opera drops animal star

A petition has been signed by over 40,000 people to stop the appearance of a live bull in the production of Moses and Aaron. in the Teatro Real (Royal Theatre)Madrid. The petition calls for Spain’s Ministry of Culture and the Mayor of Madrid to stop the animal being used in the opera, which will run from May 24th to June 17th. The bull appears on stage in a 15 minute scene. Using the animal “exposes the bull to lights and loud noises, constant movement and unnecessary stress both during the 15 minute scene and during the rest of the opera “ says the petition, which was launched on Change.org by Jaime Alcázar They have called for a statue of a bull to be used in place of a real animal. Similar criticism was made against the opera when it was staged in Paris; animal rights groups presented a petition to Minister of Culture Fleur Pellerin asking for the opera to be closed due to”stress on the animal” and the “suspicion that it is drugged to be able to better control the scene, which concerns a 1,500kg animal”. Madrid’s Royal Theatre has said that the bull receives “no type of medicine, drug or painkiller” during the opera and has “two specialized carers to look after its wellbeing, transport and to provide veterinary care.”

Bomb discovered in Valencia AN UNEXPLODED Civil War bomb has been discovered in the Valencian port area by Guardia Civil officers. Immediately following the discovery the area was cordoned off as the detonation squad (TEDEX) carried out a controlled explosion and officers searched the area for any other similar devices. The device dated back to Spain’s Civil War period which was between 1936 and 1939 and measured 30 centimetres in length and 7.5 centimetres in width. The controlled explosion ensured that any remaining active parts of the bomb could not trigger the device to go off.

Wear “Zero” to support young sports people with disabilities! On 22nd May 2016 the ‘IX Carrera Liberty Seguros 10Km’ or ‘9th Liberty Seguros 10Km Race’ will take place in Madrid. This vastly popular marathon has a highly significant solidarity objective: to help young athletes of the ‘Team Liberty Insurance Paralympic Athletics’ to realise their dreams of becoming professional paralympians. These individuals struggle every day to succeed and advance in the professional paralympian arena and strive to represent Spain internationally in future Paralympic Games. Registration is little more than 10€; however, those that do not wish to take part in the race can contribute to the devel-

opment of the young athletes of the ‘Liberty Team Paralympic Promises’ by making an anonymous monetary donation of their choice. This can be done by bank transfer with the reference clearly marked as ‘Dorsal Zero’ to the following account with IBAN number: ES73 2038 1042 7560 0080 7227. This race, which represents a very important part of Liberty’s Corporate and Social Responsibility programme, has been celebrated since 2008. The event has seen a great rise in popularity over the years and the race has been adapted to make it even more attractive to both participants and fans. Along with the traditional 10km run, this year Liberty Seguros

is set to launch the ‘Carrera de la Superación’; a 1,000 metre race that has been specifically designed for those who do not have the physical capability, or those that have a disability that impedes them from taking part in the main 10km race. In connection with the marathon, Liberty Seguros has created #SeSalen, the largest fan club for Paralympic sports to date. What’s more, to further this support one of Spain’s most famous rap artists, El Langui, has created an anthem. You can show your encouragement for these athletes across social media platforms by quoting the hashtag #SeSalen. More information can be found at: www.carreraliberty.es

Cuddly critter CROCODILESIZED BUT reassuringly vegetarian, scientists have identified the first known plant-eating reptile living below the waves.

Travel back some 242 million years and Atopodentatus was the first known marine herbivore in the ‘dino’ years according to research into two fossils discovered in China. The experts believe there were only a handful of marine reptiles – either living or extinct – that ate a veggie diet. Atopodentatus has been described as something belonging to the pages of Dr Seuss...but not necessarily a strange cat on the mat. Dr Nick Fraser, of National Museums Scotland, believes the reptile is a “bizarre, bizarre animal” that would scrape algae from underwater rocks. “Herbivorous marine reptiles are very rare – this is the oldest record we know of.” The animal is said to have a wide hammer-headed jaw and peg-like teeth. Scientists have used children’s modelling clay and toothpicks to recreate its jaw. However, international experts believe the cuddly crocodile has a story to tell. There was a mass extinction of marine life some 252 million years ago – 90% of all marine life was thought to have died - allowing more specialised life to flourish. Researcher Olivier Rieppel said: “The existence of specialised animals like Atopodentatus unicus shows us that life recovered and diversified more quickly than previously thought. “And it’s a reptile that no one would have thought to exist – look at it, it’s crazy.”

London calling in 250 + tongues Listening to groovy Sunshine FM radio here on the Southern Costa Blanca as those rapscallions. The Clash were blasting out ‘London’s Calling’ (not exactly a chuckle-fest this tune of nuclear doom & police brutality) I realised I hadn’t been back to London for a good many years. So a couple of months ago a solo trip for me was arranged by the Current & Final Mrs. Ashley, with I felt, immoderate alacrity. Gods Boots! what happened to my families city? Talk about a stranger in a strange land where 250+ languages are now spoken. On Oxford Street a woman looking very distressed asked me “Do you speak English?” For a heartbeat, I had to think “Yes, yes I do, I was born here.” “Oh! thank heavens, can you tell me how to get to Kings Cross?” As I ‘ummed & ahhed’ - a nice Kosovan gentlemen came over and gave her precise directions. The other eye-opener, the cops are so tooled up, never mind about the Clash’’s whine about “the swing of the truncheon thing.” these dudes make Stallone’s ‘Expendables’ look like The Wombles. Granny Gertrude was the first to take me to London on the Brighton Belle. Of course, as a selfish 12 year old, I never truly appreciated sacrifices she must have made to go on the Belle, all silver service & servility. Then shopping in the greatest city in the World, eclectic shopping too. She once bought a stuffed aardvark for herself (no, me neither) & an air rifle for me, which I fired randomly in Hyde Park at the pigeons (never got one). Start doing that now & ISIS would have your application forms signed, sealed & delivered. Although she was delightfully

dotty – Gran was a tough old bird, she saw off three husbands & two of them were only napping at the time. To finish off these golden days we’d go to Lyons Corner House on the Strand. On the cusp of puberty I was beguiled by a statuesque Nippy (under 60’s - google) which could explain my uniform behaviour later in life. Gran always had Gammon Grill (5/-), I fancied exotic Macaroni à l’Italienne (3/-) but she said I couldn’t have that foreign muck, although that may have more to do with a brief liaison with a dodgy Italian ex POW behind the Ritz Bingo Hall, and nothing to do with the Tuscany tucker. Grazie & Ciao to a wonderful, inspirational maverick, my Granny Gertrude.

legal&finance Recovering the money lost in buying a property off plan in Spain by

Carlos Baos

Dear lawyer, a few years ago we paid for a property that was never built in Almanzora Country Club, the developer was Huma Mediterraneo. I have been told that because law 57/68 is no longer valid, I can no longer claim. Is this correct?. Dear reader, thank you for your enquiry. I understand this advice not to be correct. It can be claimed within 15 years from when the events occurred, or in the worst case scenario within 2 years from new regulation coming into force, which would mean the 01 / 01/2018 as the final date. It is true that the law 57/1968 has been replaced by the repeal provision of Law 38/1999 of Construction Planning, introduced by the third final provision of Law 20/2015. The Spanish legal system enshrines the general rule of non-retroactivity of its laws, meaning that new laws do not affect the facts or rights arising under prior laws when events occurred, a new law cannot affect rights that existed under the previous law, each event with legal significance should be governed by the law applicable at the time when it took place. This general rule of non-retroactivity is expressly included in two main legal provisions of the Spanish Legal System: Article 2.3 of the Spanish Civil Code states “Laws have no retroactive effect if not stated otherwise”. And the Spanish Constitution of 1978, in Article 9.3 also states, “The Constitution guarantees ... the non-retroactivity of unfavorable or restricting individual rights provisions ...” This principle of non-retroactivity is also observed in its own transitional provisions of Spanish Civil Code, which state that changes introduced by the Code that prejudice rights acquired under former civil legislation shall not have retroactive effect. Therefore, in the light of the above, we understand that you can still claim against the developer to whom you paid your money and who did not deliver the property, and also their banks, who received money from you for the purchase of the property off plan without ensuring that said money was guaranteed, as required by the law 57/68, or, where applicable, against the bank that granted a general bank guarantee policy but did not give you an individual guarantee. Even though the law 57/68 has been repealed, the rights and legally relevant facts of the case occurred when it was in force, and therefore should be the applicable law in your case. Also the new rules did not expressly state that they are retroactive. One final point, the First Instance Court No. 4 of Totana notified us recently of a new court decision against the bank of Huma (B. Popular). The bank had received the amount of € 80,250 from our client for a purchase in Almanzora, similar to your case, and the bank has been required to pay back all money paid by the client, plus legal interest and costs. If you have lost money buying a property off plan, please contact us and we will help.

UK Basic State Pension Changes A brand new state pension was ushered in on 6 April 2016 as a result of a massive shake-up. The new payout has been designed to make the whole process easier to understand though it’s still far from simple. The old system was in two parts, a basic state pension of £119.30 plus an additional pension if applicable with 30 years NI contributions required to get the maximum amount. Under the new system there is a flat rate payment of £155.65 plus any protected payment for which you will need to have 35 years NI contributions to get the maximum amount. There are also a minimum of 10 years in the NI system required to get anything at all. The new system will apply to you if you are a man born on or after 6 April 1951, or a woman born on or after 6 April 1953. To save the state money, the official retirement age is gradually being raised. While many women currently get the state pension at age 63 and men at age 65, the thresholds are moving up. They will rise to at least 66 for both by 2020, and possibly to 68 in the 2030s The maximum flat-rate people can receive under the new single-tier system has been set at £155.65 a week. This will be paid as long as men and women have built up the necessary 35 qualifying years. As a general rule, you’ll get the equivalent value of the state pension according to the total number of years you’ve built up - so 23 years would give you roughly two thirds of the payout, or about £103. It’s estimated less than half retiring under the new system will qualify for the full flat-rate amount in the first five years. This is mainly due to the numbers of people who won’t have enough qualifying NI years because they’ve been what’s known as ‘contracted out’ of the old state pension in the past. Now, if you are, or were, in what is known as a defined benefit pension, you’re likely to have been ‘contracted out’ of the additional state pension. In a nutshell, it meant workers paid a lower rate of NI contributions. This was because in return they will have paid extra into their workplace scheme, or had it paid for them by their employer. Millions of workers with company pensions in the public and private sector are affected. Some stakeholder- and personal-pension schemes were also contracted out. This means that, for the purposes of eligibility, you may not qualify for a full £155.65 despite having what you thought were 35 years of NI contribution. I have been a fully Qualified Financial Adviser for 28 years and also understand the needs of ex-pats and the rules that apply to ex British living and retiring in Spain, in today’s financial climate it is essential you do everything you can to make sure your money is safe and secure and what you want to transpire in the future has the best chance of happening. Sweet victory

/////////////////////////////////////////////////////////////////////////

THE PROUD ‘JAGS’ team of golfers have lifted the silverware in an annual competition for the first time since it was founded around 1975. by Jack Troughton The group, Javea Amateur Golf Society, won Javea Golf Club’s ‘Intergroup Trophy Competition’ which is played between the different groups within the club, including a ladies team, in nine-strong teams. This year there were six groups playing in the tournament. The eight best scores for each team were added up and the team with the best score wins the trophy. The JAGS evolved from a multinational group that started to play together in 1973, visiting local courses, Javea Golf Club, of which all JAGS are a member, only opened some years later. Membership of the group is by invitation and numbers “hover” between 22 and 24 – all men but originally both sexes were welcome to join the fold. The current group has two members in their 50s, 12 in their 60s, six in their 70s, and two are aged over 80. The deliberate mix of ages has always meant the JAGS were unlikely to win the trophy – which has made the victory even sweeter in the competitive makeup of the club! Congratulations have been offered to the team at the 19th hole: Captain Bob Smith, Murray MacLagan, Adrian Baker, Steve Williams, John Fletcher, David Moore, Martin Gomer-Webb, Kieron Boost and Peter Ayling.

Some latest gardening news 60 euro charges for visiting or entering your own garden

by

Dick Handscombe Holistic gardener and author

In an attempt to raise money for their 2016 and future annual budgets our town hall, and probably others, has declared that the cost of road maintenance is covered by car taxes but the cost of pavements is not so since the pavements including the entrances to houses are owned by the town hall residents will from this year be charged around sixty euros a year for the right to drive, or walk if one has no car, through their entrance gates into their garden and leave later.

EU sponsored spraying certificates

Gardeners, including home owners doing their own gardening, now require a certificate obtainable by attending an official Medio Ambiente course if they wish to buy and use large bottles of foliar feeds, fertilizers, insecticides fungicides and weed killers which need to be sprayed and the spraying equipment, except for small hand held of backpack sprayers have to be inspected and maintained annually. I have been informed that small bottles produced for domestic use should not normally be affected.

There are in fact three levels of certificate.

1. Basic - Applicable to individual persons for spraying within their own garden, allotment or small holding. 2. Intermediate - Applicable to individual persons intending to spray other person’s plants as a gardener or agriculturalist. 3. Comprehensive corporate - Applicable if you intend to employ other people part or full time to work for a gardening or agricultural enterprise whose work will include the need to use sprays. To understand what it is all about I recently attended a two afternoon eight hour course and examination to obtain the level one certificate along with thirty local Spaniards. It cost me 50 euros and the certificate awarded is shown in the photograph. It is not very handy to take to garden centres, horticultural shops or agricultural cooperatives and I was later upset to see that some persons attending courses elsewhere had been awarded credit card size certificates.

EU Regulations regarding invasive plants

It seems that the EU initiative to publish a long list of garden plants that would be banned from garden centres and gardens in each of the EU countries on the basis that they could become more invasive as Global Warming takes hold has been taken off the urgent legislative list and would if ever enacted would relate to many less plants.

Eco slug pellets

Neudorff informed me recently that they still hope to have the long awaited eco weed killer available in Spain by year end. I have heard rumours that it is already available in the UK.

Electronic pest deterrents

Recently I noticed that the readers shopping pages of a UK daily newspaper

included a handy an inexpensive electronic deterrent for garden pest, similar to those in Spain for mice and ants, that was designed to deter cats and dogs from entering no go areas in the garden. Unfortunately it was not possible to buy for delivery to Spain and UK family members were away at the time. So may I please request that anyone who sells these in Spain or knows where they can be purchased lets me know on yourgardeninspain@hotmail.com.

Not a fan of windows 10

Hi Aunty, I have read somewhere that windows 10 will now automatically install itself on computers running previous browsers, but only after all the updates have been installed. I run windows 7 and I like it so much that I do not want windows 10 ( I have 10 on another computer and have to say I am not a fan) and I also have a lot of updates waiting to be installed, but I dont want to do that in case one is for the windows 10.The problem is that the updates only say `updates for windows 7` etc and so I have no idea if any of them contain windows 10. Is there a way I can tell and so can then not install that particular update ,or has microsoft cleverly hidden it away ,so I cant do that. Thanks, Regards, Michael Reply: The update that is used for W10 is “ KB3035583 There is a tool , at https://www.grc.com/never10.htm which does the removal of the W10 update for you, and stops it from being installed. But note that support for W7 is expected to end during 2020 - true they may keep doing security updates, but most other updates will stop then...

Can’t buy me love Giving up Alcohol In the past I have given my children money whenever they have asked for it - thousands and thousands. Now in my old age, I only hear from them when they want something, and they only stay for a very short while - time enough for me to make a transfer. I know I have brought this upon myself, but how can I change things now? This is going to be tough I am afraid. You have got yourself, and your children into bad habits, and I am sorry to say that they may not have much respect for you, if they know you are such an easy touch. As for wanting to change things now, you can tell them that the last hand-out will absolutely have to be the last, because you simply do not have the money to spare. You must stress that you know they will understand, and you are certain that because they love you, they would not want you to endure any hardship.

I don’t think I am an Alcoholic, but I am aware I am drinking too much, and want to cut down. I go out socially a lot, and I find drinking less is very difficult. I decided to not drink at all for a while, and stopped going out. It was very boring, and I don’t have any fun. I am depressed when I can’t drink. The key here is moderation. May be try only going out at the weekends, and watching your alcohol unit intake. Also, if you can get fit and do some regular vigorous exercise, this will help you enormously. Exercise produces endorphins and will make you feel good without feeling the need to drink alcohol so much. Perhaps suggest to your friends that you do a weekly exercise class together. Addiction to alcohol can creep up a person over time, and it can be difficult to control the habit. If you want to enjoy the odd drink and not have give up entirely, then it’s time to act before it becomes a big problem.

///////////////////////////////////////////////////////////////////////// Something may have turned out wrong, but it will prove to be a blessing in disguise in hindsight. It is wonderful that others have faith in your abilities, however you are not open to abuse nor are you responsible for the wayward actions of others and the untruths they thrive on. Nobody who ever treats you so badly actually loves you and yet you seem hesitant to tell things the way that they are. Loyalty deserves support, respect and transparency and you have something to say on behalf of all those who are also currently suffering. Illuminating the current situation for just what it really is should be the very first step towards eradicating all the negative energies that abound right now. Someone is being economical with the truth, so, yes, now is the right time to thrash things out! Things have to be greatly simplified if they are to be accepted and taken on board. If simplicity overtakes ego then what you are about to do will smooth things over; but it won’t eliminate the problem and you may very well find yourself back to square one again. Mercury conjuncts with Venus and love is about to enter into your innermost energies. You have become very suspicious that anyone may fulfil your wants and needs right now, but testing and suspicion are not preludes to love in any way. Mercury is on stand by to send the right message, and Venus has been sent to open your chakras in vain hope.

Balance and timbre are what you are all about but surely losing your temper right now isn’t an option and it won’t help you. Recent events have seen you having to take responsibility, but it is time for confrontation and not just compromise. Email your letters to me at: kennycorris@roundtownnews.com Your stubborn energies of now are inspired by your twin planet of Taurus; but meanwhile, stop and think!

Postbag

Venus, planetary leader of your opposing sign of Taurus, takes on a trine with Pluto. Time to examine the small print on documents and protect your own interests in the current scheme of things. Check finances and balance the books, since stability raises various portents that cannot be erased. Be safe and secure by protecting better what is yours. Just waiting for things to change might just mean you waiting longer than you think. Blessed with both patience and understanding, you are standing by, and hoping that a situation involving the family can be resolved for the sake of all involved. It won’t go away, and time is being called by the Cosmos to halt any further procrastination. Saturn has left the seventh house of Venus and strides towards Ceres who in turn is calling time in a situation you are being very indecisive over. Time and tides wait for no man, and so in the interim something or someone has to give a little, so that you can move on to pastures new. This will be moving on, but certainly not running away! Attention returns back to the work front where you are finding you feet and putting your stamp on things. As things are finally shaping up you can rest assured that you are in the right place at the right time, and about to be rewarded. The midweek tryst of the Sun shows you what can be and how wise you were to take a chance when you did! There is a fine line between pressure and coping, and you are the very last to ever give yourself that pat on the back you deserve. Your own strength comes through to help you feel good about recent deadlines and increased burdens which have a decisive impact on your own wants , needs and desires right now. But, you wouldn’t have it any other way!

Kenny, I have been dreaming just recently about death. It isn’t me who dies because I see people around me and they are caring for somebody very sick who then dies. I do not know however who the dead person is. What does this mean? Eirik J.

Eirik, to dream of such a death very often denotes a birth in the family. The death of an unknown therefore often translates as a known birth to come. The opposite applies to the health of the mother to be also, in your dream is always someone very sick, in reality it signifies someone very healthy. Dreams often throw up opposites. A healthy birth is on the cards! Congratulations! Kenny, Thanks for the mail, my sister is expecting my first nephew in July. No more worries! Eirik J.

If It’s Your Birthday This Week

Eliminate any pressure because it won’t get you anywhere very fast. What is needed is a review of your priorities and an understanding that in the astrological year ahead, what will be will be, if you just let it!

Sidmouth, Devon

by Tim saunders

In 2009 over £1m was raised to save a dilapidated Regency mansion in the heart of Sidmouth. Today, Kennaway House stands proud in Coburg Road where it has become a heart of the community and is now used to host an array of activities from weekly yoga classes to Chinese brush painting, wedding ceremonies and art exhibitions. “The property, which was built in 1805 – the same year as the Battle of Trafalgar - has elegantly proportioned rooms - the oak floorboards alone cost £5,000,” reveals Dr Michael James, chairman of Kennaway House, who played a key role in raising the money to rescue the historic property. “It was a difficult job to convince the Heritage Lottery Fund that we actually needed the money because they all thought that there was great affluence in Sidmouth,” he adds. The town itself has experienced its own difficulties in recent years but there is now a good feeling about the area with few empty shops and it is clearly a popular tourist destination as countless coaches stop on the seafront to drop of visitors. During our trip to Kennaway we visit the Creative Coverage Open Exhibition where more than 100 works of art by 29 selected professional artists

and craftspeople are on show. “I don’t usually bother going to exhibitions, which often have no more than six artists showing their work at a time,” says Adam Edsall from White Sails Gallery in Dartmouth. “It can easily be a waste of my time but when I received the invitation to this event I was intrigued by the fact that there were so many professional artists exhibiting in one place and I had to visit.” There are some enjoyable walks to be had around Sidmouth too, not least along the seafront and up the hill to Connaught Gardens. Indeed the strong sea breeze is just what’s required to send little three month old Henry off to sleep. We stay at Oakdown, the five star touring and holiday park, just 10 minutes away from the town by car. It was the AA Campsite of the Year 2015. “The AA annually awards the title of national and regional campsites of the year to sites in recognition of exceptionally high standards, service and presentation,” according to the AA website. “To shortlist a potential award winner the inspector looks at recent improvements and innovations that make the park stand out from the crowd, as well looking at the overall quality of the park.” Whether you wish to camp or pitch a caravan or something a little more luxurious such as a pod, Oakdown has great variety. We opt for a

leisure lodge which comes well equipped with all the mod-cons required for a comfortable self catering stay. Most importantly it is warm and the beds are really comfortable. There is peace and quiet and we sleep really well. We would have slept all the way through if little Henry hadn’t woken up for feeding every few hours. All bedding and towels are provided which is a great help. I do find though that the microfibre towels are not as user-friendly as traditional cotton towels because they don’t seem to be as absorbent. Oakdown is literally next door to the Donkey Sanctuary and it is possible to walk there cross country. On an early summer’s evening this is a wonderful way to wind down, savouring the big skies that doubtless inspire countless artists, together with the picturesque views across the rolling Devon countryside. There is a pleasant tree lined pathway which forms a lasting memorial to those who once enjoyed visiting the Donkey Sanctuary. This does stimulate quiet contemplation. This part of the world which oozes history combined with its magnificent landscape and beaches, cries out to be revisited. ////////////////////////////////////////////////////////////////////////// Sir David Attenborough turned 90 last Sunday and all week we´ve been treated to a mass of his extraordinary work for the BBC, programmes that will continue to surprise and delight ad infinitum. He was born in Isleworth, West London, but grew up on the campus of the University College, Leicester, where his father Frederick was principal. His CV was rejected by the BBC in 1950, but fortunately for us a lady called Mary Adams re-presented it and here we all are. Aardman Animations have joined in the Attenborough-Fest by producing an amusing little item, and here´s the link. Lyrebird Meets Attenborough ft. Aardman Animations #Attenborough90 - BBC Earth Unplugged

Last week U2´s guitarist The Edge became the first contemporary musician to perform in the Sistine Chapel. He played acoustic guitar and was backed by a choir of seven Irish teenagers, and they performed Leonard Cohen’s If It Be Your Will, and versions of three U2 songs. The Edge, who recently lost his father to cancer, has long since been hands on with cancer prevention work and was actually asked by the Vatican if he would like to perform there. “When they asked me I didn’t know what to say because usually there’s this other guy who sings,” he joked, then said of Pope Francis “He’s doing an amazing job and long may he continue!” Yes indeedie!

Mark Hamill´s appearance in Star Wars: The Force Awakens, or should I say the almost appearance, involved an extremely small part, and this decision was not taken very well by a lot of fans of Luke Skywalker, and a team of video meddlers called Dave Unger Music were especially not happy. They responded by transforming the closing sequence when Luke is left on a distant planet and Daisy Ridley’s character Rey tracks him down and reunite him with his lost lightsabre, em microphone, and Luke is so happy he starts singing! Check it out. Luke Is All By Himself (Star Wars - The Force Awakens - Alternate Ending Parody)

Enya is doing a ´Greta Garbo´ on us!

The expression ´ivory tower´ originates in the Biblical ´Song of Solomon´ and the essence of its meaning fits extremely well for 54 year old Irish singer/songwriter Enya Patricia Brennan.

After becoming part of family music group Clannad in 1980, in ´87 she produced solo album Enya, the first of nine, and went on to sell 75 million albums worldwide, amassing an estimated $132 million fortune along the way. She was born in Dore, County Donegal into a Roman Catholic family of musicians, and is the sixth of nine children. Her father Leo ran ´Leo’s Tavern´ in Meenaleck and had his own Irish showband, and her mother Máire Brennan played in the group. Getting back to the ´ivory tower´ issue, the reason I feel Enya fits extremely well into this scenario is that she lives in Mandarley Castle a huge spread high above the coast of Killiney, County Dublin, and, as massive as it is, she lives there on her own; the only other occupants are the security team, staff members, and her cats. She bought it in 1997, then after 3 years of having to deal with crazed stalkers, beefed up the security by having iron railings built to flank the walls as well as boosting the alarm system in the castle’s panic room. Holy Moly! The Sunday Times recently placed Enya at the top of their rich list, a pretty astounding feat considering she has never toured. Her biggest single success was ´Orinoco Flow´ that made No 1 in 5 European countries, a track taken from ´Watermark, ´ the first of her 4 consecutive No 1 albums in 1988. She has also had four Grammy, Golden Globe and Academy Award nominations, but despite all this notoriety, has continued to be an enigma, baffling insiders with her massive success. Of all the dailies The Sun put it the best when they wrote “there’s no one else who is so successful about whom so little is known. She doesn’t socialize, she’s barely seen out of the house, and there aren’t any clues in her lyrics about her life … even at her album launches, label bosses hold a large event rather than ask her to do individual interviews!” Another, alas, nameless source added, “Nobody at the record company thought she’d ever be this big, it’s almost impossible for anyone to become so huge without touring or promotion, let alone singing ethereal tunes in a weirdo language!” How big a fan were/are you? At the time of writing, the trailer for the re-make of the Ghostbusters movie featuring an all-female cast in the lead roles had been awarded with the unfortunate title of the ´most disliked´ in YouTube history! Nasty sideswipes at the movie first appeared in March when Sony Pictures were forced to censor comments after an overwhelming stream of misogynistic insults appeared, one of which described the film as ‘Ghostbusters – Fat Dyke Edition.’ Could it be that some of these so called ´haters´ are just people who don’t want an old fav tampered with. I´ll definitely run with that!

In a couple of weeks soap stars in their hundreds will turn up at the British Soap Awards at the Hackney Empire Theatre, London to see if they have won anything for their work. Phillip Schofield, Fern Britton and Paul O’Grady will present the show, and it will air on ITV in the evening of Saturday 28th May. As always there´s much been said about the big soaps, but the word on the street is that Hollyoaks is the show that will do the business. It’s been a huge year for the Channel 4 programme with 72% of internet polled peeps saying it’s their fav soap. Could it be Leicester City all over again!

Help Makes More Donations by patricia thomson This has been a good week for HELP Murcia Mar Menor and an even better week for the charities Caritas Torre Pacheco and A.M.M.A. as HELP has been able to make donations from funds raised during 2015 to both organisations to enable them to carry on their good works. On Wednesday 4th May Pat Massingham HELP´s President accompanied by Vice President Elaine Dale presented Snr. Jose Garcia Martinez, President of Caritas Torre Pacheco with a cheque for €2000 which will enable Caritas to continue it´s work in the area. Torre Pacheco is a large town and there are at least 500 families in need of help which Caritas does in different ways. It provides free food and clothing to families with no income or benefits. It also runs a small supermarket where people who have vouchers can buy food at much reduced prices. Caritas also runs a shelter for the homeless where they

can stay for up to three nights. They are able to house up to 16 people who get bed, breakfast, and use of a shower. These people are normally brought in by the police and are in genuine need. Caritas also runs a centre for children with learning difficulties. These children are helped with extra lessons in order to achieve a higher standard in their own time. On Friday May 6th it was the turn of A.M.M.A. (Alzheimer Mar Menor Association) to be presented with a cheque which will swell their funds and enable them to continue to run workshops for people with dementia in the San Pedro del Pinatar area. These workshops are supervised by professionals and at the moment they are able to look after up to ten people on a Wednesday and Friday morning between 9.30 am and 12.30 pm and provide some respite for the families. Again Pat Massingham the President of HELP Murcia Mar Menor presented a cheque for €2000 to Raquel Peña, President of

A.M.M.A. who was accompanied by Belen Quieruga at the Pensionistas Club in San Pedro del Pinatar. Raquel Peña said during the presentation that one of the future aims of A.M.M.A. is to establish a residential care home in the area for those suffering from Alzheimers and other dementias. “The old Los Arcos hospital would make a perfect care home for those in need of help” she said. HELP Murcia Mar Menor has supported A.M.M.A. in past years and was pleased to make another donation from funds raise by HELP during 2015.

Quiz success JALON VALLEY HELP raised more than 530€ with the charity’s popular Quiz Night with 70 people enjoying the challenge. The evening was held at Pepe’s Restaurant in Alcalali and after enjoying an excellent meal, the winners were ‘The Also Rans’ who rose to the challenge of the questions organised by Jan and Harry Byatt.

APAH’s Animal Rescue Charity

Summer is well on the way and the volunteers at APAH’s Shop in San Miguel de Salinas have been busy filling their small shop with some lovely summer bargains. If you have not visited their shop before, it is located on Calle San Miguel, which is an extension of the main street through the centre of San Miguel. The opening hours are 10 am to 2pm Monday to Saturday. Just look for the yellow APAH sign, which is displayed outside when they are open for business. The ladies who work there are very friendly and helpful and like nothing more than finding someone just what they are looking for.

life&leisure #Spanish

Basic Spanish for everyday needs by Jane Cronin

//////////////////////////////////////////////////////////////////////////

Words of Arabic origin I’ve recently written about Spanish words which originate from English, so I thought for a change I’d look at another source of Spanish vocabulary, namely Arabic.

You only have to look at a map to realize just how close Spain is to north Africa, and although not everyone wishes to recognize it, the influence of the Moors in Spain is still evident it its music, architecture, agriculture and of course its language. This is hardly surprising if you take into account that they dominated most of the peninsula for nearly 800 years. There are many thousands of words which we could look at as examples of this influence, so I have just picked out a few of the most well known ones. A lot of them begin with the letter “a” and “al” meaning “the”. Here is the first batch: “aceituna, azúcar, arroz, alcohol”, obviously all related to food and drink. Also the in same category are everybody’s favourite word “zanahoria” (carrot) and every child’s favourite food “espinacas” (spinach). Artichokes or “alcachofas” are another example of the kind of produce introduced into this area by the Moors, as well, of course, as the all-pervading “naranja”. Here are a couple of “people” words of Arabic origin: “alcalde” meaning mayor and “albañil” meaning bricklayer or builder. That last word is a bit of a mouthful, especially in the form “albañilería” meaning the service or activity of bricklaying. My all time favourite Spanish word “azul” also comes from the Moors, as does my favourite material “algodón” (cotton). The Moors were ingenious people too, and brought us “algebra” (to the dismay of generations of school children), “ajedrez” (chess) and the concept of zero or “cero”. I don’t want to get too historical here because I believe some of these concepts come from more ancient cultures still and were transmitted to Europe via the Moors, however, this does not detract from our point about the influence of their language on modern Spanish. The word “alcázar” comes from the Moorish word for “castle” and this is evident in the names of many monuments and also towns. Here on the Mar Menor we have the town of “Los Alcázares” meaning the castles. Now we have got on to the subject of place names, the influence of the Moors is absolutely incredible. There are thousands of place names of Arab origin. Alicante is the nearest most obvious one, and Benidorm is another. All the names beginning with “Al” and “Ben” can be traced back the same way. Here in Murcia (also a Moorish name) there is a town called “Alcantarilla”. This word has the less than attractive meaning of “drains” in modern Spanish, but it actually harks back to the highly technical and efficient hydraulic systems used in this part of the world to irrigate such rich but dry lands for cultivation. Another part of this water network was the “acequia” or water channel. The area in Torrevieja called “Acequión” comes from this root and means large water channel. Water was stored in “aljibes”, or underground water tank, of which there are still many in existence. Some have been turned to other uses, including a small museum in Torrevieja’s Park of Nations. Perhaps the most interesting place name is that of a small military stronghold created by the Moors in the centre of the peninsular, which they named “Magarit”. Many centuries later this would turn into the Spanish capital city Madrid, and if you listen today to the Spanish pronunciation, you can still hear echos of the Moorish name, as you can also hear those guttural sounds of Arabic still evident in modern Spanish speech patterns.

How much does it cost to build a house in Spain? (Part I) I have been asked this question pretty often and apart from answering (discourteously, I must say) with another question such as how long is a piece of string? This week we will try to provide a reasonable accurate answer to this question by analysing the cost of construction of a typical house. The reason I decided to write this week’s article on this subject is because it has come to my attention the report published by the world wide consultancy EC Harris. According to them, to construct a building from design stage to the finished building, including site acquisition, materials and labour, is in Spain 40% cheaper than in most EC countries, as recently released by the property consultancy EC Harris. The study, conducted on a total of 29 countries and on five continents, shows that the price of construction in Spain is 18% cheaper than in France, 29% cheaper than in Holland and Italy and up to 71% below the average price of Ireland, surprise surprice... For these experts, these data support the fact that higher housing prices are due to rising land prices and not to the increase of the remaining construction costs. This report also reveals that only the countries of Eastern Europe presents construction costs lower than in Spain which. For the rest of the world, Indonesia, Philippines and the United Arab Emirates are the countries with the lowest construction costs. In the other extreme we find Japan, Australia and the United States and particularly Denmark, where to build a house is more than twice as expensive as in Spain. Economic growth in Western Europe has been slow and the Eurozone is expected to grow by 1.9% this year with a further

1.7% in 2012. The slow recovery from recession has hit the construction sector and construction price movements have generally been restrained. Construction prices in France, Germany and Italy have remained virtually unchanged over the past year and remain 13%, 7% and 1% respectively above the level of pricing in the UK. In Eastern Europe, there are more signs of recovery with growth in the new EU member countries expected to be 3.0% this year followed by a further 3.6% increase in 2012 while the economies of both Poland and Russia are expected to grow by 4 and 4.5% this year and next. Construction price in Russia rose by 9% over the past year, according to the EC Harris figures, while prices in Poland are approx 30% cheaper than the UK and fell by around 5% over the year. The fall in prices in Poland comes despite the ongoing preparation for the Euro 2012 Football Championship and substantial investment of EU structural funds in major infrastructure works. Once we have seen how world construction market prices are fluctuating around the world perhaps we can take a look at a break down in costs related to building a house in Spain. Normally there are a number of factors that govern local prices and these factors are: Type of construction. Is it an individual house, an apartment? etc General Market situation. Is it a buoyant, market in recession? etc. (Any doubts?) Access to site. Is it complicated, difficult, easy? Site topography. Is it on an abrupt slope, on a horizontal plane? Exact location of the site. There are price variations even within an Autonomous Community or even a province. House shape. If we take a single storey house with a floor area of 100m2 and the floor plan is 10m by 10m, the total

length of façade is 40m. The same area of 100m2 on a building with a façade of 5m by 20m, the area still 100m2 but the length of façades is 50m, we have 10m more of façade for the same building area. Total amount of garden left over after building our house. Normally we have to fence it off, do same planting or hard landscaping etc. Number and size of bathrooms. The bathrooms together with the kitchens are normally the most expensive rooms in the house. Finishes. Obviously the quality of the finishes will have an impact on the final cost of the house. The selection of the type of foundations, if concrete pads, deep trench, etc. What type of soil we will have to do the excavation? It isn’t the same to excavate on rock than to excavate on soft sand. Type of structure. Is it reinforced concrete frame, load bearing walls, timber frame? Etc. Installation services. We will have air conditioning, central heating, solar thermal panels? Type of façade construction. Is it a cavity brick wall with thermal insulation, do our windows have double glazing? Type of external walls. Are our external windows and doors made of aluminium or are they timber joinery? Type of roof. Are our roofs double pitched, with tiles or is it a flat roof with access to a solarium? Finishes. Are our floors and walls covered with tiles or we have an expensive marble? With these elements decided on, we are able to provide an estimate of the total cost of construction and this cost should be pretty accurately within the standard local market price and that is what we will show on next week article.

Chicken & ham lasagne This comforting dish of layered pasta sheets, meat and spinach is topped with gooey, melted cheese - freeze now for entertaining later Ingredients 6 boneless skinless chicken breasts (around 700g) ½ medium onion, sliced 2 bay leaves 200ml white wine 100g butter 100g plain flour 500ml semi-skimmed milk 140g sliced smoked ham, cut into strips 200g young spinach leaves 225g no pre-cook dried lasagne sheets (about 20 sheets) 200g ready-grated mozzarella 25g Parmesan, finely grated Method 1. Put the chicken breasts in a medium saucepan with the onion, bay leaves and wine. Pour over just enough water to cover, around 200ml. Put a lid on top and bring to a gentle simmer. Poach gently for 15 mins or until the chicken is just cooked. Transfer the chicken to a board and strain the liquid into a jug. 2. Melt the butter in a large non-stick saucepan over a medium heat. Stir in the flour with a wooden spoon and cook for about a minute. Gradually add the milk, a little at a time, stirring well between each addition to ensure the sauce stays smooth. Once all the milk has been added, stir in the reserved cook-

ing liquid and continue cooking for a further 2-3 mins. Adjust the seasoning to taste. Heat oven to 200C/180C fan/gas 6. 3. Cut the chicken into small chunks and stir into the saucepan. Add the ham and spinach and cook until the spinach has wilted. Spoon a third of the chicken mixture into the base of a 3-litre lasagne dish (about 26 x 18cm). Top with a third of the lasagne sheets. Repeat the layers twice more, ending with lasagne. Scatter the mozzarella and Parmesan on top and season with black pepper. Can be frozen at this stage (see below). Bake for about 25 mins or until the lasagne is tender, the topping is well browned and the filling hot. To freeze Follow the steps up to when the lasagne is baked, then leave to cool and cover with a double layer of foil. Freeze for up to 2 months. To serve, unwrap the frozen lasagne and cover with cling film. Thaw in the fridge overnight. Remove the cling film, cover with foil and bake as above for 40 mins. Remove the foil and bake for another 10 mins.

Path way to better healthcare I arrived in Spain full of aspirations. Like many of us here I had left a good career in the UK to follow our dreams of a better quality of life here on the Costa Blanca. I wanted to continue my career in Healthcare as I had worked for the NHS within specialist hospitals and more recently a very busy GP surgery. Healthcare was my passion whether it be placing carers with families of disabled children to handling emergency calls. So what could I do here in Spain? As luck would have it I met a lady who had recently retired from a Health Insurance company called El Perpetuo Socorro and SALUS. I was researching private health specialists for my own family and wanted the best possible but also at a reasonable cost! Millie told me she had worked with EPS and SALUS for many years and had thousands of satisfied customers. Curiosity aroused, I made a date to go up to their Headquarters in Alicante to find out more. Well suffice to say I was so impressed with the Policy Benefits and company structure and aftercare services that I signed up to represent them! I organise and attend Health Insurance Information Clinics up and down the Costa Blanca making it easy and accessible for anyone out shopping or attending a class to pop over and ask any questions they may have about private health cover in Spain. As I come from a Healthcare background I can empathise with any medical fears or concerns. I am not a pushy sales person so I will supply the benefits of each package, a Free quotation and if the client would like to go further I can assist you with the application process. Once the policy documents and personal ID card arrive I meet the client personally to explain all the terminology. Once you become insured with SALUS clients call me anytime they have queries and need

a hand. My medical background gives me an insight into how the system works whether here or in the UK. But I’m not only a Health Insurance Agent I also set up the Wellbeing Group. We meet every week to listen to experts in health and wellness introduce their treatments and products from Homeopathy to Neuro Linguistic Programming. I wanted to share a more Holistic approach to health than I experienced in the NHS which focused so much on the pharmaceutical industry. Therefore this Group allows you to learn and even try a treatment that you may never have considered before. For more information on the Wellbeing Group and the Schedule of Talks for May and June email costablancawellbeing@gmail.com For a no obligation Free Insurance quotation call Debbie on 744 487 877 or email info@hiacb.com

Kia Venga The art of deception is a difficult thing to master.

The Victorians were particularly adept at this when building their terrace houses that appear small from the outside and are often far larger than expected on the inside. I know because I live in one. But the modern houses of today are very small in comparison. Some car manufacturers are able to replicate this with their vehicles. I am particularly thinking of the Kia Venga, which is certainly spacious. I am not expecting anything great though from the Mazda 2 because after all it is a supermini and they are small aren’t they? It’s not much bigger than my Ford Fiesta yet I am pleasantly surprised by the reasonable amount of space found inside in terms of front and rear legroom. This becomes even more appreciated after spending time testing the tiny Peugeot 108 and Citroen C1 city cars where if my daughters are to travel in the back the front seats have to be pushed uncomfortably far forward. It is typically well styled in the usual Mazda fashion with not a straight line in sight, a quality that has appealed to me about this Japanese manufacturer since the early ‘90s. First impressions, from the rear, are that it is a well designed and attractive five door hatchback but there is nothing super exciting about this package, a bit of a conservative plain Jane. But then I revisit it the following day and discover that there are some unique qualities to the design. There is an area in the top middle of the rear bumper to accommodate a hand for lifting the tailgate. This somehow adds a touch of Americanism

to the design for me, the bumper seems a little bigger perhaps than others on similar vehicles, better for any pedestrian impact. There is a sweeping curve down the side of the vehicle adding some character to the overall side profile. And I do like the front, which juts out in a similar way to some Maseratis and American vehicles. It also carries a standardised Mazda grille, the same design of which can be found across the range; in a similar way to other manufacturers. The 2 is a very good lesson in appreciation; it is only when you care to open your eyes and look deeper that you find some very pleasing characteristics. The chrome Mazda logo is placed on the front and rear and can also be found on the steering wheel. On first glance at the interior I am not blown away because apparently there is nothing that special about it. But revisit it and there you will find a minimalist and uncluttered dashboard where all controls have been helpfully placed for the driver. There is a marriage of analogue and digital where the speedometer sits in pride of place above the steering wheel and when the engine starts the digital rev counter and fuel gauge magically appear as you can see in the video at testdrives.biz. There is a push button start in the 2 and it takes some time to discover that it sits to the left of the steering wheel, obscured by the steering wheel stalk. To start, just push while your foot is on the clutch. The smooth sounding

1.5-litre petrol engine is coupled to a five-speed manual gearbox. That gearbox I find to be thoroughly decisive and one of the better ones on the market. There is a good driving position and the seats are supportive and comfortable. But the dashboard and finish itself does feel a little too black plasticky for my liking as you can see in the video at testdrives. biz. However, I do like the fact that the powered wing mirrors can be electronically folded. I also like the fact that the test model is fitted with satellite navigation. Equipped with electronic stop/start Mazda claims that this vehicle will return 56.5mpg and I canFacts at a glance not disagree with this Mazda 2 1.5 75ps SE 5 door because the fuel gauge New price: £11,995 to £15,995 did not move all week. Top speed: 104mph So, not so plain Jane af0-60mph: 11.4secs ter all, and many hidden Power: 75bhp surprises if you care to Economy: 56mpg delve deeper.
