Chapter 6: Types of Financial Benefits and Assistance Assisting a Homeless Person with Secondary Needs A person who is homeless with secondary needs may have the urgent needs temporarily remedied, but needs assistance in other areas not determined to be urgent but keeps them in an unstable situation. The following could have financial benefits when a client receives assistance. Identified Secondary Barrier: Adult Education Adult education opportunities can be found throughout the state of Tennessee. Below is a list of programs by county.
