EVEN WITH CASES RISING, MASK MANDATE ISN'T LIKELY IN NEVADA Nevada was averaging 369 new daily coronavirus cases as about 8.2% of tests statewide returned positive for the virus, state officials said July 8. Additionally, coronavirus hospitalizations across the state spiked by 62% in 14 days, with most of those hospitalized patients in Clark County. The delta variant accounted for 59% of new cases sequenced, or more closely studied, by the state public health lab. Despite increased hospitalizations in Clark County, the area hasn’t seen a spike in deaths, averaging fewer than five deaths a day since April. Michelle White, Gov. Steve Sisolak’s chief of staff, said that while vaccines are widely available, she knows barriers to access linger, and the need for messaging—that the shots are free, and insurance and identification aren’t required—remains. “Right now we are completely focused on using all available resources to get as many Nevadans vaccinated as possible,” White said. But a return to mask mandates or capacity restrictions still doesn’t look likely. “If you are unvaccinated in the state of Nevada, the risk we’ve all faced since our first case over a year ago remains,” White added. “However, now that risk can be even greater with the emergence of the variants and increased mobility.” Ellie Graeden, a state COVID-19 adviser, said the best way to protect against any strain of COVID-19 is to get fully vaccinated. “Delaying that second dose may give more time for variants with new resistant mutations to evolve,” she said. –Hillary Davis

COVER STORY This year's best in local dining, entertainment, nightlife, sports and more await, starting on Page 15.
STORIES FROM LAST WEEK EARTHQUAKE A magnitude 6 earthquake jolted both sides of the California-Nevada state line, tossed boulders onto a major roadway and was felt as far off as Las Vegas and even San Francisco, with days of aftershocks predicted, authorities said July 8. The quake occurred along the Antelope Valley fault, which extends across the state line near Topaz Lake. It was the largest recorded since a magnitude 6.1 earthquake struck the area in 1994.
NUCLEAR WASTE SETTLEMENT
CALIFORNIA CUTBACKS California Gov. Gavin Newsom on July 8 asked people and businesses in the nation’s most populous state to voluntarily cut how much water they use by 15% as the Western United States weathers a drought that is rapidly emptying reservoirs relied upon for agriculture, drinking water and fish habitats.

The U.S. Energy Department agreed to pay Nevada $65,000 as reimbursement for costs incurred after the government mislabeled and mischaracterized low-level radioactive waste that was shipped to a site north of Las Vegas for more than five years. The settlement agreement announced July 8 also certifies that numerous changes have been made to prevent unapproved waste from being shipped to the Nevada National Security Site, state and federal officials said.
“How many more thousands of American daughters and sons are you willing to risk? I will not send another generation of Americans to war in Afghanistan, with no reasonable expectation of achieving a different outcome.” –President Joe Biden, July 8, in announcing that the U.S. military operation in Afghanistan will end August 31

Pfizer will seek U.S. authorization for a third dose of its COVID-19 vaccine, saying July 8 that another shot within 12 months could dramatically boost immunity and maybe help ward off the latest worrisome coronavirus mutant. Two doses are critical to develop high levels of virus-fighting antibodies against all versions of the coronavirus, but antibodies wane over time, so studies are underway to tell if and when boosters might be needed.
Confetti falls on Zaila Avant-garde, 14, from Harvey, Louisiana, as she celebrates her victory at the Scripps National Spelling Bee on July 8 at Disney World in Lake Buena Vista, Florida. She correctly spelled the word Murraya—a genus of tropical Asiatic and Australian trees—to become the event's first African American winner. (John Raoux/Associated Press)
EXTREME HEAT TO BLAME FOR GROUNDED FLIGHTS AT MCCARRAN Airlines canceled more than 30 arrivals and about 20 departures July 9 due to the blistering heat. A spokesman for Southwest Airlines, the carrier for most of the canceled flights at McCarran International Airport, said in an email that the heat caused the cancellations. McCarran confirmed this on Twitter. “Lots of questions about airlines’ flight cancellations today,” a post from the airport reads. “[The Federal Aviation Administration] implemented a traffic management program due to weather conditions, causing some delays.” For some visitors who had planned to visit Vegas for a blockbuster entertainment weekend, that’s causing disappointment or a quick change of logistics. One Twitter user said he would be driving from San Diego to Vegas to catch comics Dave Chappelle and Joe Rogan tonight at the MGM Grand Arena. Another won’t be coming at all. Temperatures reached 115 degrees at the airport on July 9 and tied Las Vegas’ all-time high of 117 degrees the next day. –Hillary Davis
DRIVERLESS CAR SERVICE EYES
YEAR-END DEBUT IN LAS VEGAS
Imagine ordering a ride-share car and there’s no one behind the wheel when it pulls up to your curb. That’s because the car would be operated remotely by someone in a nearby control center. Once the vehicle arrives, the customer would drive it to the designated destination and leave the car, which then would be remotely guided to its next stop. A company called Halo sees the setup as a bridge between cars with humans behind the wheel and fully autonomous vehicles. Halo—a startup founded by a group of former executives from Uber, Amazon, Cruise Robotics and other companies—started testing a small fleet of electric vehicles in the Las Vegas Valley this year. Before the end of the year, the company plans to have five electric Kia Niros operating in Las Vegas, the first market for its car-sharing concept, which will run on T-Mobile’s 5G network. “This is about building trust,” said Anand Nandakumar, CEO and one of the founders of Halo. “It’s a new, alien concept. Most people have never been in one of these vehicles. Part of our mission is to build trust with people, and this is the first stage.” Nandakumar said the company chose Las Vegas to introduce its concept because it had embraced transportation ideas that “push the envelope.” “This isn’t an easy task, and we wanted to work with municipalities that have a progressive mindset,” he said. –Bryan Horwath

USE OTHER DOOR AT CORE CONTEMPORARY Doors are pathways to the mundane and the extraordinary. Which would you choose? In Core Contemporary’s third-annual national juried art exhibition, nearly 100 artists submitted work to the provocative theme, Use Other Door. The 26 selected artists employ a staggering range of media—painting, photography, sculpture, assemblage and more—to offer takes both literal and metaphorical. “Use Other Door provides an opportunity for artists to approach their creative techniques and mediums in a way that maybe they haven’t in the past,” explains juror, artist and gallerist Nancy Good. THE SOUVENAIRS AT CLARK COUNTY LIBRARY
Usher Raymond IV has been logging quite a bit of Vegas time since announcing his new residency at the Colosseum way back in September, including partying with Paris Hilton and Steve Aoki at the recent Resorts World opening. Now, the time has come for the well-rounded entertainer to take his place as the leading postCeline superstar at Caesars Palace. Friday night’s opener will be the first of 14 summer concerts before Usher returns for New Year’s Eve. July 16, 9 p.m., $250+. –Brock Radke
On July 17, The Souvenairs—venerable local punks Mike Powers, Brahim Rouas, Rob Ruckus and Pablo Schwartz—return to the stage at last, after a long year of squeezing their affable, jazzy garage/lounge set into livestreaming windows. The band promises a big, celebratory, family-friendly set that will include special appearances by singers Laine Rowsey and Tiffany Fredianelli. Get some live, old-school Vegas style into your soul. In a March 2021 interview with Collider, actress Sigourney Weaver called Aliens the “best-constructed story” of the series. Judge for yourself when it plays at the Sci Fi Center’s Courtyard Cinema on July 17. Aliens begins 57 years after Lt. Ellen Ripley awakens from hypersleep. She’s the last known survivor from her ship, following a gruesome attack by a lethal alien. Now it’s up to her and a group of marines to extinguish remaining threats on a nearby colony. LAS VEGAS WEEKLY PRESENTS ITS 2021 BEST OF VEGAS RECIPIENTS You don’t need us to tell you, but it’s been a weird year. Many of the Las Vegas institutions that typically fill up our annual Best of Vegas honoree list either weren’t running, or were doing so at less than normal capacity. How then, to approach this year’s awards? Simple, by allowing you, the loyal readers who have continued picking up Las Vegas Weekly each and every Thursday without fail, to decide what makes most sense. The vast majority of this year’s Best of Vegas winners are of the Readers’ Choice variety, and we must say, you guys chose well. Our staff supplemented that list with some picks of our own, mostly honoring businesses and other entities that overcame tough odds and obstacles during the pandemic. ¶ But enough about the how. Let’s get to the who. These are our 2021 Best of Vegas award recipients. BEST COVER BAND The Spazmatics Nerds are so in right now. Just look at the geeky, bow tie-wearing musicians of New Wave act The Spazmatics. At the South Point, they play everything from Depeche Mode to The Cure, so stop shoving their kind into lockers and give them a listen if you haven’t already. Facebook.com/ Spazmatics-Las-Vegas663644073755992.

BEST COMEDIAN Carrot Top He’s an orange institution. After extending his Strip show for five more years before its COVID-forced shutdown, Carrot Top returned to comedy duty in the fall, performing in a much larger theater with weird restrictions and doing everything to keep the laughs coming. Now that he’s back in his natural habitat, it’s time for another BOV award. Luxor, 877-386-4658, carrottopcom.
BEST BURLESQUE PERSEVERANCE X Country They danced wearing masks, 25 feet from an audience of 50, entertaining Las Vegas when nothing much was happening after becoming the first casino show to return to the stage after the shutdown. If there’s a hall of fame for these sorts of things, the cast, crew and production team from X Country just got inducted. Harrah’s, 702-777-2782, harrahslasvegas. com.
BEST MUSEUM The Mob Museum Las Vegas’ history is inextricably entwined with the organized crime outfits that once ran our casinos, and the fearless law enforcement officials that kept them at bay. This museum tells the stories of both in an engaging, highly informative voice. It’s a must for both locals and tourists. 300 Stewart Ave., 702-229-2734, the mobmuseum.org.
BEST MOVIE THEATER Galaxy Theatres Green Valley Our return to theaters might be a nervous and tentative one, but Galaxy’s comfortable and elegant Green Valley theaters— with their deep reclining seats and near-ideal picture and sound—should put back you where you belong: deep in the story unfolding onscreen. 4500 E. Sunset Road #10, 702-442-0244, galaxytheatres.com.
BEST MUSIC VENUE Brooklyn Bowl It’s been way too long since Las Vegans gathered for a show inside their annual pick in this category, but Brooklyn Bowl has them covered in the coming months: Rakim, Marc Rebillet, Ween, Japanese Breakfast, Bad Religion and Wilco are headed to town, and that’s just for starters. Linq Promenade, 702862-2695, brooklynbowl.com/las-vegas.

BEST NEW MUSIC HUB Sonic Rodeo Sonic Rodeo has been keeping the “arts” in Arts District with its equipped rehearsal spaces for local and touring musicians. Think of it as a one-stop creative mecca for music making, with gear rental, recording and engineering, livestreaming, video shoots and guitar repair. It will even host its own stage at Punk Rock Bowling in September. 32 W. Imperial Ave., 702-665-4838, sonicrodeo.vegas.

BEST BAND The Lique The fusion of hiphop and jazz has produced memorable results through the years—from Guru, A Tribe Called Quest, The Roots and many more—and locals are fortunate to have a dynamic example right here in Las Vegas. BEST PRODUCTION SHOW Fantasy After 22 years, Fantasy stands as one of most popular female revues in the history of the Strip, and the show’s scorching-hot dancers, comic relief and advanced production elements impressed our readers enough to earn this prestigious overall award. If you’ve seen it, you’re not surprised. Luxor, 877386-4658, fantasy luxor.com.
BEST STRIP HEADLINER Santana Among the avalanche of touring talent pouring back onto the Strip these days, it can be easy to forget that we always have the Rock and Roll Hall of Famer who shredded up “Soul Sacrifice” at the original Woodstock in our midst. BEST AFTERHOURS Drai’s After Hours In a league of its own since 1997, this basement club still feels exclusive, special and sexy after decades of Las Vegas nightlife evolution. The underground lounge has added food, hookah and different music-themed nights in recent months, and it’s ready to welcome you back anytime … until 5 a.m. Cromwell, 702-777-3800, draisgroup.com.
BEST DAYCLUB Encore Beach Club It kept the party going as a loungestyle pool experience last summer, but that’s all in the rearview now. The genre-defining experience at Encore Beach Club will be reaching for new heights this summer, and you’re understandably excited about that. Wynn/Encore, 702770-7300, encore beachclub.com.
BEST DIVE BAR Double Down Saloon We love the Double Down now for the reasons we’ve always loved it: for its bizarre murals, for the punk and garage sounds blasting from its tiny stage and for its signature shot, Ass Juice (“served ass cold”). It’s a damned city institution, consistently divey for nearly 30 years. May it live forever. 4640 Paradise Road, 702-791-5775, doubledownsaloon. com.
BEST DJ PODCAST R.O.A.D. (Reflections of a DJ) DJ Crooked, Jaime Da Great, DJ Neva and DJ D. Add that depth to savvy takes and great guests like Lil Jon, White Shadow and Sujit Kundu, and it’s clear this pod isn’t just for DJs. Reflectionsofadj.com.
BEST NIGHTLIFE HOSPITALITY Tao Group You voted this way because of the supreme service at legendary party spots like Tao, Marquee and Lavo. Academy cultivates talented students to nurture business community for the long haul
J
BY BRYAN HORWATH ason Miller understands how hard a person needs to work to succeed in the Las Vegas business community. Miller, a student at UNLV’s Boyd School of Law, wanted to find something that could give him a leg up, which is how he became interested in joining the Las Vegas Business Academy. The academy, a nonprofit organization, provides leadership training and networking for students who are in pursuit of graduate degrees at UNLV. “If I want to achieve what I want to achieve in this town, I know I have to work hard,” Miller said. “I want to be a future leader in this city, and this program teaches people how to be successful, teaches people how to do that.” Students who are accepted into the selective threeyear program are eligible to have their UNLV tuition fully covered. Since one of the main ideas behind the academy is to keep talented people in Southern Nevada, students are expected to stay here for at least five years once they agree to commit to the program, which comes at no cost to them. If they don’t live up to the contract, the academy has the right to move to recoup any tuition dollars already paid. Once admitted, academy students are assigned a mentor and are expected to log a certain number of hours each month networking with or shadowing academy board members. This year, the academy’s board members represent a diverse range of industries, including resort companies like MGM Resorts International, Wynn Resorts and Resorts World, along with wealth management and printing firms, and national companies like Coca-Cola USA. Now in its 10th year, the academy has churned out close to two dozen students. Among that group are lawyers, hospitality executives and other young business leaders in the Las Vegas Valley. Rino Armeni, a longtime Las Vegas businessman, philanthropist and former Caesars Palace vice
president of food and beverage, founded the academy because he wanted to teach young people how to be accountable and to help grow future generations of leaders in the Valley. Along with networking opportunities, students are expected to learn about a variety of business-related topics and skills, including sales, public relations, marketing and accounting, but the program is also centered around the development of various “soft” interpersonal communication skills, Armeni said. For instance, students learn about dining etiquette. While it might seem mundane to spend time teaching graduate students where to place their knife at dinner, Armeni said it’s all part of teaching young leaders how to present and carry themselves.
After all, students will find themselves interacting with mentors from a cross-section of industries. “Right or wrong, my generation was trained in a different way,” Armeni said. “We were taught different values. We live in a faster world now, and I felt that the values we were given were very important for success. I don’t expect excuses. I do expect people to be strong, sympathetic, and expect honesty and integrity from people.” Richard Johnson, a business manager with Breakthru Beverage in Las Vegas, graduated from the academy in 2019. He received dual master’s degrees in business administration and information technology. Johnson said the program is rigorous, but worth it. He landed his job at Breakthru through a connection made through the academy. “You get kind of a boot camp-style training in a number of different areas,” Johnson said. “You’re being mentored by executives at all these different companies, so it’s really an invaluable experience. It’s a huge time commitment, there’s no question, but the network I was able to build, I think it’s unmatched.” Armeni said the academy is also always on the lookout for potential new students. One of those prospective students is UNLV undergrad student Sarah Lunsford, who is working for Armeni at the academy’s offices in southwest Las Vegas to get a taste of what being a student would entail. “It’s an amazing opportunity to learn so many different things while being under pressure,” Lunsford said. “There’s no room for not understanding a thing. If you don’t get something right here, you just redo it until you find a way to get it right. I’ve only been here for two months, but I’m doing about 20 projects per day. I already feel like I could go start a company.”
