THE TERRORISTS USE THE CIVILIANS AS A “HUMAN SHIELD”. The terrorists use the civilians as a “human shield” and they also use weapons towards the settlements of the Donbass. The members of the gangs and the Russian mercenaries stubbornly ignore the civilian population in the zone of ATO. The separatistsof the self-proclaimed republics and their Russian supporters continue to use the tactics of a “human shields” for their own purposes. Shelling at the posts and positions of ATO are made from the positions, equipped among the residential buildings of the populated areas, which are under the control of the illegal armed formations. For example, in one of the sectors, controlled by the Ukrainian troops the illegal armed formations used extensively the multiple rocket launchers, mortars and artillery in the directions of such settlements as: Maloorlivka, Mogyla Gostra, Mayorsk, Nikishene, Krymske, Shumy, Yenakievo. Only Debaltsevo was shelled by the terrorists 10 times. In response to the provocative actions of the enemy, the artillery of the forces of ATO performed shellings tasks 15 times towards revealed targets. The forces of ATO use fire in response only in the cases, when there is a threat to the civilian population on the areas of ATO. LIFE IN THE SHELTERS OF THE DONBASS, WITHOUT ELECTRICITY, WATER AND WITH A BUNCH OF DISEASES.
To escape the shellings, many citizens of Donetsk sleep in the basements and they are afraid that the shelter at any moment can become a mass grave. In the Donbass every day there are the shellings of the residential areas. After many months of the war in the East many people in the region do not scare already the roar of heavy artillery fire or a shooting at the window, and the view of destroyed, burnt-rise buildings no longer put them in shock. But after each fire another, more terrible picture hides – a life in underground. Every night a lot of people in the region, escaping the attacks, hide in the basements of their homes, hospitals and shelters. Together with the adults children are hiding in the shelters. The biggest problem is that because of the shellings people have lost their homes and they have no place to go. For some people such shelters became a second home. Another problem of the life in the shelters is a terrible anti sanitation. Among the residents always someone is sick, and after the attacks here the ambulances do not come often. They often ill, and the drugs are sorely lacking. The list of the diseases is wide – from the skin diseases and ending with head lice.

THE TERRORISTS PREVENT THE DELIVERY OF THE HUMANITARIAN AID TO THE POPULATION OF THE DONBASS. The Council of National Security and Defense of Ukraine do not abandon the attempts to deliver humanitarian aid to the territories, controlled by the pro-Russian militants, however the terrorists refuse to accept any help, except from Russia. The pro-russian terrorists do not want to guarantee the safety of the humanitarian aid and allow it to go to the Red Cross representatives. If the terrorists want people to receive the humanitarian aid from Ukraine, they must ensure the conditions for its transportation and let the members of the International Committee of the Red Cross distribute it, that all must happen under the international rules of the humanitarian aid assistance. The humanitarian aid, which are not let go by the terrorists to the occupied territories, is regularly distributed in the settlements on the territories, controlled by the Ukrainian authorities. In the recent months, rescuers of the State Emergency Service of Ukraine sent to the Donbass 400 tons of the humanitarian aid. This are: food and basic necessities, which were funded of 10 million UAH from the state budget.
TRUCKS OF HUMANITARIAN CONVOY FROM RUSSIA BROUGHT CANNONS TO DONETSK. The surveillance cameras, installed on one of the buildings in Donetsk recorded the movement of the column of trucks with the linked cannons, the trucks were of the Russian humanitarian convoy. On Saturday, November 22 at night the trucks of the humanitarian convoy in Donetsk were transporting the artillery. The Media Center of the Council of National Security and Defense of Ukraine reported about the corresponding video from the surveillance cameras. It can be seen as behind the large white truck there were several trucks with cannons. However, the information department of the Ministry of Emergency Situations of Russian Federation announced that in Ukraine at night from 22 to 23 of November there were no trucks of the Russian humanitarian convoy. tel.: +38 (099) 305-71-71

IN THE LUGANSK REGION THE TERRORISTS FIRED THE CIVILIANS 19 TIMES FOR LAST 24 HOURS (24-25.11) . They fixed 36 cases of the fire opening from the side of the terrorists. The bombardment was carried out with the usage of the cannons, mortars, installations “Grad”. In the Lugansk region such settlements were under the sellings: Verhnya Vylhova, StanychnoLuganske, Trohizbenka, Krymske, Kryakivka, Schastya, Makarove, Nizhnoteple. In the Donetsk region such settlements were under the sellings: Olenivka, Novotroitske, Mykolaivka, Krasnogorivka, Avdiyivka, Pisky, Vesele, Tonenke, Berezoviy. In Mariupol foothold the situation has not changed. The positions of the forces of ATO are well fortified and have a whole range of capabilities for an adequate response to the aggressor. The bandits of the self-proclaimed republics once again tried with the artillery fire to shake the defense of our troops in the vicinity of the airport “Donetsk”. Their efforts were in vain. All attacks were repulsed. The enemy retreated. The active defense continues. We continues to receive the information about the crimes of the terrorists against civilians. For example, these days one person blew up on the bomb near Gorlovka. Only in Luhansk bandits opened fire 19 times at the populated settlements. The number of victims as a result of their criminal actions is being specified. Ukrainian artillery opened fire in response not only to protect their own positions, but also to protect the civilian population. During last 24 hours the artillery of the forces of ATO performed 30 fire tasks in the direction of the accumulation places of manpower and military equipment of the terrorists.

THE TERRORISTS TOOK CARS FROM THE LOCAL PEOPLE IN THE LUGANSK REGION FOR A “PEOPLE” OF THE “DONETSK PEOPLE REPUBLIC”. It turns out that all stolen cars the separatists will distribute among the families of the killed terrorists, a quote from a speech of the “Defense Minister of the Republic” Oleg Bugrov: “... who died in battles, defending their land.” In other words stolen wealth of the “Lugansk People Republic” - for a people of the young republic. A part of the stolen cars the terrorists of the “Lugansk People Republic” put on one of the grounds of the captured car salon in Lugansk. Thus, these lootings and killings of Lugansk businessmen were presented by the terrorists in such a way - as the future awards for a “people of the “Lugansk People Republic “.
THE LEADERS OF THE “DONETSK PEOPLE REPUBLIC” CAME UP HOW TO REMOVE THE CASH BALANCES FROM PEOPLE. In the self-proclaimed “Donetsk People republic” they started to collect fees for the usage of the land .... This was reported in “the press service of the “Donetsk People Republic”. THE LEADER OF THE GANG THAT CONTROLS ROVENKY IN THE LUGANSK REGION, PAVLO REZNIKOV SAID HIS FIGHTERS WOULD CATCH THE SUSPECTED CHILDREN AND DETAIN THEM AS UKRAINIAN SABOTEURS. Reznikov said that the city was filled with the “specially trained children.” “We have confirmed the information that we had been sent the sabotage groups, on the territory of the city the girls of 14-15 were sent to, who passed the sabotage training” – Reznikov said in an interview to the local television. The leader of the Rovenky terrorists warned parents that the terrorists would detain all teenagers, who would be on the streets after the “curfew”.
“COSSACS” TO THE STARVING PEOPLE OF LUGANSK: “WHILE IN THE VILLAGE THERE ARE DOGS RUNNING AROUND - YOU DO NOT STARVE.” According to the words of the local people, the villagers survive only with the subsidiary small holdings. No humanitarian aid and medical supplies to the locality are not available. Now the village is controlled by so-called “Cossacks of Don”.
