2 TOPIC OF THE ISSUE:

EUROLEADER 2014 THE NUMBER OF THE INTERNAL MIGRANTS IN UKRAINE IS MORE THAN A MILLION PEOPLE.

All aspects of life have been affected by the negative influence and the condition of the locals is getting worse, especially in the areas under the control of the terrorist armed groups. The situation in the eastern Ukraine has more impact now on the human rights situation in the other parts of the country. Today, they registered more than one million internally displaced persons, and many places of their reception are overwhelmed and under-resourced. After a relative peace in December 2014 the situation in the sphere of security and human rights in the East has deteriorated in January and early February of this year. In particular, all-sides attacks on the settlements as on the territory, controlled by the terrorists and on the territory, controlled by Ukraine, led to the heavy losses among the civilian population. If this trend continues, it will open a new chapter of a deadly conflict, expanding the territory, on which the rule of Law and the human rights are practically absent. There are also a concern about the restrictions on entry and exit to the territories, where the fightings continue. All those, who remain (on the territories uncontrolled by the Ukrainian authorities) are entitled to be protected according to the international standards in the sphere of the the human rights and international humanitarian Law, which to be followed by all the parties. All violations of international humanitarian Law and the human rights must be carefully investigated and those who committed them must immediately be brought to justice.

THE REPORTER OF THE UN WAS UNABLE TO ACCESS THE CRIMEA TO MONITOR THE HUMAN RIGHTS OF THE CRIMEAN TATARS. Kyiv. 1st of March 2015. The special UN reporter was unable to access the Crimea for the report making on the human rights, including the Crimean Tatar minority in the peninsula. It is stated in a report, prepared by Rita Isaac for the announcement during the 28th session of the UN Human Rights Council. The special UN reporter tried to access the ARC (The Autonomous Republic of the Crimea) to assess the situation of minorities, as well as consult with the de - facto authorities and minorities and other community members. Unfortunately, she did not get the necessary safeguards that would allow her to visit the ARC. However, some representatives of the Crimean Tatars said in an interview with the reporter that their rights are not recognized and not protected by any government in the Crimea. But in March 2014 the Parliament of Ukraine adopted a resolution that guarantees the rights of the Crimean Tatar people within the State of Ukraine (№ 1140-VII March 20). According to the resolution, Ukraine guarantees the preservation and development of “ethnic, cultural, linguistic and religious uniqueness of the Crimean Tatar people as an indigenous people and all ethnic minorities of Ukraine.” The Ukrainian government recognized the Mejlis of the Crimean Tatar people as a competent authority and demanded the immediate submission of the draft laws and regulations, confirming the status of the Crimean Tatar people as an indigenous people. March 18th, 2014, Russian President Vladimir Putin signed a decree on the adoption of the Crimea and Sevastopol to the Russian Federation. Before the Crimea held a “referendum” on the status of the Crimea and then the Verkhovna Rada of the Crimea (Parliament) adopted a resolution “On the independence of ARC”. On September 14th in the annexed by Russia Crimea they held “elections” according to the Russian legislation to the “State Council” and in Sevastopol – to the “legislature” of the city. Sergiy Aksenov was appointed the Chairman of the Council of Ministers of the annexed Crimea, Vladimir Konstantinov became the Speaker of the ARC. The State Security Service of Ukraine opened the criminal proceedings against them. We remind that EU High Representative for Foreign Affairs and Security Policy Federica Mogherini said that the European Union would never recognize the annexation of the Crimea by Russia. www.euroleader.in.ua

ABOUT 5 MILLION OF PEOPLE ARE IN NEED OF THE HUMANITARIAN AID IN UKRAINE. Nearly 5 million of our citizens are in need of the humanitarian aid. It is those, who live on the occupied by the terrorists territories and also the migrants. In the UN they claim that they are ready to give an aid for 3,2 millions of these people. “We know that on the occupied territories about two million people remain - said the Coordinator of Humanitarian Affairs of the United Nations in Ukraine Neil Walker in an interview with” Radio Liberty “. - Separately, we consider two million people more, who live along the contact line, particularly in Debaltsevo. Besides them, there are hundreds of thousands of the citizens who were forced to leave their homes and are now in the areas, bordering the conflict zone, and at least 300 thousands of the migrants in other regions of Ukraine. “ www.euroleader.in.ua
