Two-Year Review

County Gets Good Marks In Recent Audit A recent financial audit of Grundy County covering the years ending Dec. 31, 2017 and Dec. 31, 2018 shows no material weaknesses in internal control or signficant internal control deficiencies. The audit, conducted by McBride, Lock and Associates LLC of Kansas City, showed only a few “items of noncompliance,” including actual expenditures exceeding budgeted amounts in three funds in 2017 and four funds in 2018. Among those exceeding their budgets for one of those years during

that time period were the 911 Fund, Senior Citizens Tax Board, Juvenile Programs, Record Preservation, Law Enforcement Training, Victims of Domestic Violence and the Drug Court Local Fund. In addition, the Deputy Salary Fund budgeted for a deficit fund balance for both 2017 and 2018. The auditors recommended that the county refrain from approving expenditures in excess of budgeted amounts and budgeting expenditures in excess of beginning fund balances plus anticipated revenues. A public hearing should be

held if there are unforeseen currentyear expenditures that require budget amendments. The county’s response was that the deficit in the Deputy Salary Fund cannot be corrected with county money and is due to paying in December and not being reimbursed by the state until January of the following year. In addition, the county’s response included the following: “As for the budgeting of fund balance plus expected revenues and budgeting all as expenditures those are funds controlled mostly by

the Sheriff’s and Prosecuting Attorney’s offices without county control. We will advise them to be more realistic with their budgeting of those funds. As for over budget amounts, we will work harder at watching balances closer.” It was noted that quarterly reports are provided to all departments. Other minor findings included bank reconciliation issues and documentation needed by the Senior Citizens Tax Board, with some of those documents misplaced during the board treasurer’s move.

Carnival-type games will be conducted by several R-9 classes and organizations from 6 to 7 p.m. in the commons area, with the costume contest for children age infant to third grade taking place at 7 p.m. in the gymnasium. Lead Levels Drop The city of Trenton continues to see a reduction in the lead levels of its water system, according to test results shared with Trenton Municipal Utilities by the Missouri Department of Natural Resources. There were 40 Tier One locations tested and, according to TMU, the system tested below the Environmental Protection Agency’s 90th percentile action level of 15 parts-per-billion for the second consecutive period. All 40 test locations also tested below the action level during the latest testing period. According to City Administrator/Utility Director Ron Urton, all 40 Tier One locations have been notified of the test results. He said that with two consecutive sixmonth testing periods below the EPA’s action level for lead, TMU, in accordance with DNR regulations, will now test annually rather than bi-yearly. A water quality hotline has been established for TMU customers to call if they have questions or concerns regarding this issue. That number is 660-234-9172.

Commission Agenda The Grundy County Commission will meet in regular session on Tuesday at the courthouse. Items on the announced agenda include the regular meeting with Ambulance Director Steve Tracy at 10 a.m. and a 2:30 p.m. meeting with Ron Koehly of Lifestyle Insurance, who will provide an update on the current insurance coverage.
