County to restore 15-cent rollback levy according to ‘State of County’ message

The 5th Annual Gallatin Rotary Club Trivia Night was a huge success, attracting over 200 persons to the Spillman Center in Jamesport as 22 teams competed in this fund raising event. Co-hosting the fun were these two trivia “dandies” (Doug Nichols and Lance Rains) dressed in bright tuxedos, reminiscent of actors Jim Carrey and Jeff Daniels in the 1994 “Dumb and Dumber” movie. This fun event raised about $7,000 with about $3,500 generated from 42 silent auction items. The winning trivia team was the “Coronaberries” – Eric Neumann, Jeremy and Tash Dowell, Gina Dixon, Greg Houghton, Shonna Morrison Mark Morrison, and Lanny Dixon – who donated their winnings back to the Rotary Club for community projects. Daviess County Clerk Ronetta Burton presented the Daviess County 2020 Budget Message at the annual budget hearing held Jan. 29. The clerk’s message serves as a “snapshot” of where Daviess County stands as the new year begins. The “State of the County” message is required by The County Budget Law (RSMo. 50.525 to 50.745). It reads as follows: “As the 2020 budget year begins Daviess County finds itself in a situation where rising costs in insurance, goods, and labor are causing expenditures to outpace revenues. “The commission has advised me they will be seeking to restore $0.15 of our rolled-back levy in 2020 for a total levy of $0.26 per $100 of valuation. The county has a maximum voted levy of $0.40. This will allow Daviess County to remain in a stable financial condition. “In 2020 the county will begin with a total fund balance of
$3,396,886.55, have estimated total revenues of $4,107,889.41, and estimated total expenditures of $3,744,271.13. These numbers represent a balanced budget for General Revenue with an estimated budget surplus for 2020 of $120,150.25. “The Law Enforcement Sales Tax Fund, Capital Improvements Fund, and Prosecuting Attorney Admin Handling Fund, along with 14 other segregated funds, have budgeted use of $189,014.88 of their individual carryover funds to supplement the 2020 budget. All revenues and expenditures are in line with previous budgets. “Daviess County’s assessed valuations grew 2% in 2019 with a real estate valuation of $104,712,995 and a personal property valuation of $35,898,525.
There was $1,989,364 in new real estate construction reported by the assessor. “Tax levies for 2019 were as follows: General Revenue $0.1193, Senior Services - $0.0498, and County Disabilities (SB 40) $0.0922. Sales tax revenue in 2019 was down 2.2% and use tax revenue was down 2.4%. “The commission will continue to repair and maintain our beautiful historic courthouse with plans in 2020 to seal the outside of the courthouse to stop water infiltration, repair and repaint the interior walls on the north side of the building, and to continue with plans to upgrade the heating and air conditioning beginning in the assessor’s office with plans (if initial installation is successful) to upgrade the other (continued on page 3)
58 Gallatin FCCLA members advance to State STAR Events competition Gallatin FCCLA members competed in the Region 2 STAR Events competition in Chillicothe on Jan. 28 with 58 of the 62 students participating now advancing to state competition. STAR (Students Taking Action with Recognition) is competitive events in which FCCLA members are recognized for proficiency and achievement in chapter and individual projects, leadership skills and occupational preparation. Brinley Vandiver and McKinley Waters served as student judges. Gallatin’s 58 qualifiers advance to the State STAR Events Competition to be held March 15-
17 at Osage Beach. Annie Nelson and JJ Waters reign as Winter Sports Queen, King Nearly a month after it was originally scheduled, Gallatin R-5 Winter Sports Coronation was held Monday night at the conclusion of JV boys basketball games against South Harrison. Seniors Annie Nelson and JJ Waters were selected Queen and King by the student body and will reign over the dance to be held on March 7. Two Gallatin FCCLA members were elected to the 2020-21 Executive Council during officer screenings held Jan. 15 at the Chillicothe Performing Arts Center. Carli Beck, daughter of Michael and Sherry Beck, was elected FCCLA Region 2 State Vice President. Peyton Johnson, son of Zac and Kim Johnson, was elected Region 2 Recreation Leader. Also attending officer screening were Aidan Adkison and Santanna Youngs. They served as voting delegates for the GHS FCCLA chapter. Carli will be running for Missouri FCCLA state President at the State Leadership Conference, and Peyton’s first duties as the Region 2 Recreation Leader will also occur in March at the FCCLA State Leadership Conference in Osage Beach.
