Gallatin Publishing Company closed with most of its 24 emrch 4, 2020ployees observing self-imposed 13-200 Vol. 154, No.quarantine 41 for a 3-day period this week while awaiting confirmation of a suspected COVID-19 test positive involving one employee. As of 11:45 a.m. today (Thursday, April 2), the test result officially was determined to be negative. GPC offices are now open during normal business hours and printing schedules now resume. “We appreciate the assistance provided to us by the Daviess County Health Department and especially Administrator Cheryl Alexander during this stressful circumstance,” say GPC owners Liz and Darryl Wilkinson. “Their expertise and help in assuring proper communications to our employees and all involved was very helpful and professional in every possible way.” The coronavirus scare was particularly disruptive for those who work at GPC. The first COVID-19 test, given to the victim at a local hospital, involved a new test. When the initial result was positive, a second test was conducted. Results, however, were unavailable for three days putting all involved in limbo. Business operations ceased from the moment the initial test result was reported to the Wilkinsons at about 8:15 p.m. Monday. All employees were notified to observe a self-imposed quarantine. Although paper products are considered poor means of transfer for coronavirus, precautions were taken at every step. Distribution of the Ad Zone shopper was delayed for a 24-hour period at 26 post offices in the 3-county area. Then nine newspapers normally scheduled for printing had to be rescheduled for printing elsewhere. Likewise, this edition of the Gallatin North Missourian was

Tax Day now postponed until July 15 due to coronavirus
Daviess County Commission: James Lewis, bridge supervisor, spoke to the commission by phone to update them on ongoing work. Due to the wet weather the crew are working in the shop and only making emergency repairs in the county. Discussion was held regarding applications received for the open road & bridge crew. Interviews will be set up for next week. Discussion was held regarding some road issues over the county. The commission will contact the appropriate townships. Jim Ruse spoke by phone with KERR Tuck pointing regarding work on the courthouse. They will send someone to develop a bid and discuss the project with the commission. Discussion was held regarding possible litigation. Issue was continued. Discussion was held on the update of COVID-19 and the county’s current response. Daviess County doesn’t have any persons with positive tests yet, however, several persons/families are following protocols and selfquarantining until test results come back. The courthouse will continue with limiting one employee per office at a time, and requiring an appointment for anyone needing to come inside the courthouse. Most offices are conducting business by phone, email, and fax. Discussion was held on the updated personnel manual. The commission will review and look at approving next week. Issue was continued. Pam McNeel, collector/treasurer, advised the commission she had received the first disaster payment from SEMA on damage to a bridge in April 2019. Aaron McVicker, McCollum Engineering, spoke to the commission by phone to update them on ongoing plans. Ronetta Burton, county clerk, advised the commission pursuant to Governor Parson’s Order 2020-2, the April 7 General Municipal election will be held on June 2, 2020. All of the candidates whose positions were held as “Non-Election” will assume office as if elected on April 7. All of the candidates whose positions will appear on the ballot will not assume office until the election is held. All of the incumbents whose position normally expires in April, but the position is on the ballot, will remain in office until such time as their replacement is sworn in – pursuant to state statute and the governor’s order. Ben Becerra and Larry Adams, Jr., Sheriff Department, met with the commission to discuss ongoing issues, new hires, supply issues, and county property issues. The meeting adjourned at noon. The Treasury Department and Internal Revenue Service announced March 21 that the federal income tax filing due date is automatically extended from April 15, 2020, to July 15, 2020, due to the coronavirus. Mirroring this federal guidance, the Department of Revenue also extended the Missouri income tax filing deadline to July 15, 2020. Taxpayers can also defer federal income tax payments due on April 15, 2020, to July 15, 2020, without penalties and interest, regardless of the

amount owed. This deferment applies to all taxpayers, including individuals, trusts and estates, corporations and other non-corporate tax filers as well as those who pay self-employment tax. Taxpayers do not need to file any additional forms or call the IRS to qualify for this automatic federal tax filing and payment relief. Individual taxpayers who need additional time to file beyond the July 15 deadline, can request a filing extension by filing Form 4868 through their tax profes-
Hedrick Medical Center, Wright Memorial Hospital set up COVID-19 off-site drive-thru testing location Beginning April 1, Hedrick Medical Center and Wright Memorial Hospital have jointly set-up a temporary COVID-19 drive-thru testing site, located at the former Washington Street Food and Drink location in Chillicothe (1100 Washington St). The off-site drive-thru testing is only available to patients who have a referral from a physician. The drive-thru location will be operating Monday through Friday, 10 a.m. – 2 p.m. Patients who are experiencing
COVID-19 related symptoms as designated by the CDC (fever of 100 degree or higher, new cough within the last 14 days, and shortness of breath) are asked to call their provider to receive further direction. As patients arrive, they will be asked to follow the traffic flow, stay in their vehicle, and to be prepared to provide proof of identity and provide their date of birth. Tests will only be administered to those who arrive after a physician referral.
Dungy’s celebrates 15th year Dungy’s Market in Gallatin marked its 15th year in business on April 1. Early this year, the interior walls of the store received a complete makeover. A Gallatin mural is prominently displayed on the entrance wall of the store. It features Daviess County Schools, the Daviess County Courthouse, and the Squirrel Cage Jail. warehouse design company out of Kansas City. Customers old and new are invited to visit and see the continuing improvements made to the store located at 401 North Main Street. Robert and Deborah Dungy and Jeremy and Rikki Dungy purchased the grocery store in April of 2005 from Steve and Sandy Evans. Through the years, there have been several changes in the store as it moved away from the deli and bakery business and added a liquor department. In December of 2017, a 70-foot stretch of coolers was replaced and converted from open door to closed door. New meat, produce and dairy cases were added and all the old and new equipment received new LED lighting. A compressor room in the back streamlined all the heating and cooling and ventilation equipment that used to be on the roof. New grocery carts and a new digital video sign rounded out the work done in 2017. Look for the Dungy’s display ad inserted each week in the Ad Zone. You will also find hundreds of specials throughout the store. Dungy’s Facebook site offers store sales, updates and news. Watch for a 15-year anniversary celebration later in the year, hopefully this summer.
SCHOOLS All county schools extend suspension of classes Daviess County School Districts have extended the date they are planning to be closed due to COVID-19 and CDC guidelines. Gallatin R-5, Winston R-6, North Daviess R-3, and Tri-County R-7 School Districts are scheduled to resume classes on April 27. Pattonsburg R-2 will remain closed through April 30. If possible, the return date would be May 1. School administrators continue to monitor the rapidly evolving health conditions pertaining to the COVID-19 virus and these dates will be subject to re-evaluation based upon current information from health officials. Remember to check you school’s website and facebook pages for the latest updates on your student’s continuing education and meal programs.
Hall of Fame Class includes Pattonsburg’s Jeff Bowland Former Pattonsburg R-2 coach Jeff Bowland is one of 10 individuals making up the 2020 Missouri Basketball Coaches Association Hall of Fame Class which will be inducted Sunday, Sept. 13, at the Doubletree Hotel in Springfield. Coach Bowland, who passed away in 2013, left his mark on high school basketball in the state of Missouri, capturing well over 600 wins while coaching both girls and boys. His tenure from 1981 to 2013 at Pattonsburg included several tournament titles, six district championships, one Final Four trip and several all-state players. He also coached football, track and softball. Pattonsburg High School also recognized Coach Bowland’s contributions to the basketball program and community by naming the basketball court after him. “Coach Bowland was a fine coach
and athletic director, and an even better person I am honored to have known,” said current PHS Athletic Director Lee Warford. Joining Coach Bowland in this year’s class of inductees are: *Greg Buescher, current LaPlata R-2 head basketball coach, who currently owns over 500 career victories, including a Class 2 state title in 2010 at Sturgeon High School. *Steve Combs, former 18-year coach at Harrisburg High School, 2-time state championship coach and 2-time MBCA Coach of the Year winner. *Nancy Fahey, current coach at the University of Illinois who has already amassed a record of 756 wins and only 175 losses. She spent 31 years at Washburn University in St. Louis, winning 23 conference titles, 29

In Missouri, income tax payment deadlines for individual and corporate income returns with a due date of April 15, 2020, are extended until July 15, 2020. This payment relief applies to all individual income tax returns, income tax returns filed by C Corporations, and income tax returns filed by trusts or estates. The Department of Revenue will automatically provide
this relief, so filers do not need to take any additional steps to qualify. This relief for individuals and corporations will also include estimated tax payments for tax year 2020 that are due on April 15, 2020. Penalties and interest will begin to accrue on any remaining unpaid balances as of July 16, 2020. Individuals and corporations that file their return or request an extension of time to file by July 15, 2020, will automatically avoid interest and penalties on the tax paid by July 15.

Daviess County, Missouri is the absolute best! This has been proven time and again these last few weeks during this COVID-19 pandemic. Our center has had so many residents, businesses, and groups contact us wanting to help. It is truly amazing. And my staff, well I cannot say enough about them. You can’t work at the Active Aging Resource Center without truly caring for our clients and growing to love them. I am blessed to be a part of this center. We are and will be doing our best to help keep our older adults safe and healthy. We are currently delivering meals once a week to our Meals on Wheels clients and any former dine-in clients that request meals. And we are making well-check phone calls to assure our clients are ok. Amid this pandemic, we are adapting as needed to our changing landscape. We typically do several larger fundraisers a year to help make up the 51% of our budget needed from local funds. In October, BTC Bank and GHS FBLA hosted a Community Lunch. We had Light a Candle fundraiser around the holidays. The Subaru Share the Love Event was from November to January and we did March for Meals this past month. Other local funds came from the Daviess County Senior Citizens’ Service Fund, memorial donations, the Fellowship of Christian Women, and some very dedicated consistent donors like Frost Automotive and The Mustard Seed in Jamesport. Our board had planned to do a fundraiser dinner in May to help offset the projected $14,000 deficit this fiscal year. But as the saying goes, “Be stubborn about your goals, and flexible about your methods.” So instead, I am asking for your help once again with our Sponsor a Senior fundraiser. Here’s how it works. He won a state championship at Hollister in 1999 while being named MBCA Coach of the Year. *Gary Koch, 14-year head women’s coach at Mineral Springs Area College with over 600 wins in his head coaching career, including stints at St. Genevieve, Valle Catholic, St. Pius X, Festus and Pacific. *Gerry Marlin, who just completed his 34th season as a head coach, now at Ruskin High School in Kansas City, where his team won a state title in 2007. His current win total stands at 609. *Pete McBride, winner of 399 career games and state championships in 2013 and 2018. He was National Federation Midwest Coach of the Year in 2018. R-5 board approves Anita Riley as new member Anita Riley has been approved to fill the open position on the Gallatin R-5 School Board. Riley was interviewed via telephone conference call during a special meeting of the Board of Education held March 24. Also interviewed for the board position were Priscilla Johnson and Wesley Gay. The above are the unapproved minutes of the Gallatin R-5 special meeting. Present were board members Jesse Bird, Tim Bradford, Pam Critten, Jeffrey Donovan, Trent Dowell and Amy Heldenbrand. Dr. Copple and Board Secretary Vicki Corwin were in attendance. Guests in attendance were Priscilla Johnson and Wesley Gay.
