VVA Board of Directors Monthly Meeting If any VVA member is interested in serving on the Nominating Committee (need not be a Board member), please contact Tony Gronniger through the Office at communications@lakevikingmo.net or call us at 660-322-9001. Call to Order Tony Gronniger, lot 2281, called the meeting to order, held in the upper level of the clubhouse at 6:30 pm. Board members present were: Marvin McNabb, lot 28; Mike Booth, lot 2380; Allan Slavin lot 181; Troy Lesan, lot 576; Celeste Armanees, lot 62. Not present was Mark Legget, lot 72. Celeste Armanees led in prayer. Shad Mort led the Pledge of Allegiance. Tony Gronniger opened the meeting with the Vision/Mission Statement: “Lake Viking is a private lake aspiring to preserve our community and environment for future generations.” “Our members and their guests should be safe in our community.” Approval of Last Month’s Minutes Troy Lesan moved to approve last month’s minutes, Marvin McNabb seconded; motion passed.

Handbook Committee No report. Finance Committee Troy Lesan reported that the Finance Committee met on October 7th online, with 7 members & Tony Gronniger also attending. September financial statements show that we are in a good position, so not likely to end with as big a budget deficit as was projected. Shad reviewed road expenses which he will go over later in his report here. Chairman John Kmetz reviewed a conversation he is having with Westbrook on how we treat depreciation on both Financial Statements and tax returns. Paula Hepinstall added that she would like to see our office doing more classification of paid invoices, which should also streamline the work done by Westbrook. Flint Hibler asked about the annual invoicing of Campground fees. It was agreed that both Paula and Flint’s questions along with several other topics incl. online payment capabilities at the LV website will be further discussed with Westbrook this month. Currently, VVA has $2,168,483 in buckets 1 & 2 in our Morgan Stanley fund after two transfers from the fund – one to Selby Construction for the third of four payments for silt basin construction, and one to BTC Bank for operational expenses to carry us through the year. The remainder of the meeting discussed recommendations for budgeting payroll expenses that will result in the upcoming hire of a Managing Director. This recommendation will be shared tonight in the Executive Session, which is the procedure $1.00 per vote for each category set forth by VVA by-laws Best Chili, Best Soup & Best Dessert!!! for personnel matters.

Activities Committee On October 30th at 2 pm is the annual Trunk-orTreat in the Association parking lot. We encourage all VVA members and guests to come out and bring Halloween candy for the kids. Feel free to decorate your car trunk, as there will be a contest for the Best Decorated Trunk. That evening, the Adults’ Halloween party will not be held this year. Upcoming on Nov. 6th is the Firefighters’ Chili Cook-off. Building Committee We reviewed 11 permits, one being a house. Marvin McNabb motioned that four members be added to the Building Committee: Al Christifano, lot 555; Mary Aschbrenner, lot 306; Bo Steed, lot 444; and Gregory Hall, lot 919. Allan Salvin seconded; motion passed. Congratulations to you four! Fire Department Tony Gronniger reported: We will be having our Chili Cook-off on Nov. 6th--all are welcome. We had our regular meeting on Saturday. Our new gas monitor is on-site, so we’ll begin doing some training with that. The new air bottles are in and will be processed into service. Campground Committee Mike Booth reported: We did not get the chance to meet last month. Our Campground Managers, Flint and Mary Hibler, will begin the process of getting the campsites re-numbered. Lake Committee Troy Lesan reported: The Lake Committee has concluded the season for shoreline inspections, and we have noted recent improvements on several lots resulting from our letters. During the winter months, we will be making roadside inspections. Infraction Committee Allan Slavin reported: We reviewed 32 infractions--29 were upheld, 1 was dismissed, and 2 were continued, for a total of $3,330 in fines. Of those 32 infractions, about 20 were “failure to maintain trash service.” (Per Handbook p. 39, fulltime residents will pay for 12 months vs. part-time residents will pay for 6 months of trash service.)

PWSD #3 of Daviess County Special Open Meeting September 8, 2021 CALL TO ORDER Kyle Parkhurst, President (2023), called the meeting to order at 4:10 p.m. Members in attendance were Troy Lesan (2024), Harlan Horst (2023) and Jeffrey Speaker (2022). Heather Lund (2024) was unable to attend. Also in attendance were Roger Barker, Water Superintendent, Gary King, Operator, Diane Hulett, Clerk, and Jim Rinner with Bartlett & West. NEW BUSINESS Jim Rinner presented the Owner-Design Builder contract for PWSD#3 of Daviess County Water Treatment Plant Improvements. The contract is for the purchase of filter tank equipment provided by AWC, pre-engineered metal building material supplied by David Ross Construction, and site development for the water treatment plant building including grading, underslab utilities, concrete foundations, and slab-on-grade. Harlan Horst made a motion to sign the contract after all non applicable fields were labeled, initialed and dated. Troy Lesan seconded. All members voted to approve; motion carried. CALL TO ORDER Kyle Parkhurst, President (2023), called the meeting to order at 4:00 p.m. which was held at the water plant. Members in attendance were Troy Lesan (2024), Harlan Horst (2023), Jeffrey Speaker (2022) and Heather Lund (2024). Also in attendance were Roger Barker, Water Superintendent, and Diane Hulett, Clerk. APPROVAL OF MINUTES Jeffrey Speaker moved to approve the minutes of the August 17, 2021 Board of Directors Meeting and September 8, 2021 Special Meeting. Harlan Horst seconded. All members were in favor; motion carried. PUBLIC COMMENT There was no public comment. OLD BUSINESS Roger informed the board that a representative from AWC, the equipment supplier for the new plant, toured the water plant on September 18, 2021 to review our current treatment and filtration system. NEW BUSINESS Financial Report: The financial reports and bills were reviewed and discussed. Harlan Horst moved to approve the August financial reports as submitted and approve the bills and transfers. Troy Lesan seconded. All members voted to approve; motion carried. Karlin & Long recently submitted a letter of termination as our independent auditor due to staffing constraints. Auditor bids were submitted for review. Jeffrey Speaker made a motion to accept the bid from Kenney Hales, CPA, for the 2021 audit. Troy Lesan seconded. All voted in favor; motion approved. BTC Bank signature cards were updated to reflect the recent change in director. DISCUSSION Superintendent Report: Roger reported that VVA replaced the 6ft road tube in the southeast section of the lake with no issue to the district's 6" water main. Roger also gave details on the National Rural Water Association conference in Milwaukee, WI which he attended September 13-17, 2021. Kyle Parkhurst, President, announced the next meeting would be October 19, 2021 at 4:00 p.m. at the water plant. Harlan Horst moved to adjourn at 5:35 p.m. Respectfully Submitted, Jeffrey Speaker

VVA Board of Directors Meeting Dredge Committee Shawn Hepinstall reported: Last month, the 3 lower ponds are about to be completed-there are a few touch-ups to bring those into spec. We are aiming for Oct. 25th to be done with those ponds, then they will seed. Thursday we meet with Selby for our structured and our draining systems to start cutting those in. We have been inventorying all the pipes we will need. It’s about 3,000 ft. from our furthest point to where we will have to pump to. We will have to acquire some additional floats. We should be in good shape as we get to the end of Nov. We need to get it packed down to look at again in the spring, from a dredging standpoint. In other activities, we have cleaned out 3 feeder creeks on the east side of the lake in the last 30 days, and dipped out Three Tubes earlier. We are currently working on Pirate & Pilot to get that reconditioned, and we put drains over there. Shawn Hepinstall requested that the committee would like to add two members: Jim Miller, lot 455, and Dave Daniel. Celeste Armanees motioned to add both persons to the Dredge Committee, Mike Booth seconded; motioned passed. Congratulations, Jim and Dave! Lake Manager Report - Shad Mort 1. Portable Speed Bumps: Tony and I took a little drive and identified at least 8 areas where we feel speed bumps are needed, and assigned each as high priority vs. low priority. It’s currently a struggle to get these from any supplier. As soon as they’re available, we will also order some for the Campgrounds. These are portable/moveable, so will be put in place in the spring & removed during winter to allow snowplowing. 2. Chip & Seal Operations: As most of you have probably seen, the material is already stockpiled in the Association parking lot. We have a price quote from Vance Brothers to do 7 miles this year vs. last year we did 4.3 miles, so we are covering more this year. The price for 7 miles is at $170,750. To pay for this: we’ve already spent $110,000 out of $190,00 road fund, which leaves about $80,000 to use. The Board gave permission to use the building permit fees which has $77,000 so we still need to come up with about $11,000 to finish the payoff. This roadwork will start in about two weeks: we will start on the west side of the dam, go across the dam, on the east side of the lake over to the Altamont entrance. That is 6 miles; for the last mile, we will be going through the mobile home area on the south end, to meet up at the Garney Tract where we left off last year. After this is completed, we will be about two thirds of the way through LVTerrace. 4. Special Lake Projects: We have dug out cove ends on Community Areas #3, #7, #8, #9. Fall Hike at Crowder State Park Staff members at Crowder State Park invite the public to the equestrian parking lot at 10 a.m. Saturday, Oct. 30 for a guided 3.8- to 4.2mile hike on North Thompson Trail. Participants will learn about plants, trees and animals along the way. North Thompson Trail allows visitors to hike by the Thompson Cemetery, the Thompson House and the Thompson River. An extra 0.4 miles allows hikers to also see Leatherwood Hollow. Participants are encouraged to dress for the weather, bring water and a snack, and wear comfortable hiking shoes and insect repellent. The public is strongly encouraged to follow social-distancing

guidelines and be proactive in protecting themselves and others. The equestrian parking lot can be accessed by traveling west on Highway 146 from the park entrance for 1.3 miles. Turn right (north) onto Northwest 52nd Avenue. Travel 2.1 miles and turn right (east) onto Dove Lane. Dove Lane ends at the equestrian trailhead after 0.4 miles. LV Angler Advances to National Fishing Tournament Lake Viking angler, Will Shepherd, won first place for the state of Missouri in the Big

Bass Zone Junior Championship (BBZJC). All of Shepherd’s largemouth bass were caught at Lake Viking, with his top five fish weighing a total of 28 pounds, and individual fish ranging from 4.75 - 6.5 lbs. The BBZ tournament used a format where anglers fish independently and register their catch by taking measurements and photos of the fish and uploading them to the BBZ app. Shepherd was among the top 12% of nearly 200 anglers from across the nation to place on the leaderboard. He will advance to the BBZJC championship at Lake Taneycomo

on October 29-30, where the first place winners from all 50 states are invited to compete. Last March, Shepherd also placed fourth in the Major League Fishing High School qualifier on Table Rock Lake, which advanced him to the Major League Fishing High School National and World Championships at Lake Hartwell, South Carolina. In August, Shepherd and his partner placed third in the Lake Viking Bass Tournament. Shepherd, 16, is the son of Todd and Vicki Shepherd of lot 660, from Overland Park, KS. He can often be found fishing on Lake Viking from sunrise to sunset.

By Troy Lesan Autumn is a special time of the year around

Lake Viking, and the Activities Committee scheduled two more fun social events at the clubhouse for members during the fall season. On September 25, the decorating skills of the committee were on full display at The Fall Wine Festival. Thanks to Mano’s Wine for the generous donation. . . And, on October 9, it was Beer & Brats for Octoberfest, with the brew provided by Levi Garrison & Sons. Autumn also means some great trips cross country trips for Association Members. Mike Booth and family went in their camper to Maine, specifically the Bar Harbor area – and as they were returning, Flint and Mary Hibler and their group that included 5 travel campers was headed for the same destination. Wonder if they passed each other on the highway? Also included in their trip were the sights of Cape Cod, Plymouth Rock, Niagara Falls and Vermont. Meanwhile intrepid World Traveler Sue Wolfe was hiking and enjoying the scenery in the mountainous terrain of . . . Serbia! Then, after her return she took in the spectacular countryside around Ouray Colorado including the famous “Million Dollar Highway” that snakes through the Rockies en route to that remote little town. One might wonder if she passed Jeff Hower on the highway, as he traveled the same area, but that’s doubtful. Jeff prefers to tour the extreme back roads on his motorcycle. “I like to go plac-

es where most people wouldn't and don't even know they exist.” That’s an understatement. Past readers of this newspaper are familiar with the epic back roads motorcycle trips that Jeff has taken. Between Jeff and Sue Wolfe, they could publish volumes about their travels. Actually, they have. Jeff has written many articles about his adventures for motorcycling journals, and Sue has a special website loaded with her travel pictures. Sue, by the way, is planning a trip to Africa (Botswana and Zimbabwe) in November. . . and who knows where Jeff will go next. These are just a few of the great travel adventures taken by Lake Viking Association Members.

You are responsible for your guests and their actions. It is your responsibility to educate them on the rules and regulations of Lake Viking. Lake Viking is private property, but all lots are owned by some other individual. Please do not drive or ride ATV vehicles or bicycles on neighboring lots, or walk across lots to fish or use others’ property without first getting the property owner’s permission.

Fishery Guidelines Bass: Release all bass 12” to 19”. Fishermen can keep one bass per day of 19” or longer. Crappie: Keep all crappie caught, within the state limit, which is 30 per day. Walleye: Fisherman can keep Walleye at least 21” in length, release all catches under 21”.

Mowing Regulations You are required to have your lot mowed by May 1st, June 1st and September 1st of each year. If you do not keep your lot mowed, or hire a contract mower, the Association will mow it, and bill you $90.00 for each mowing.

The Association does not want to be in the mowing business. Please self-mow your lot or hire a contract mower to do it for you. All contract mowers are required to submit a customer list to the Association office. If you are not on their initial list, you may be accidentally billed by the Association, so please contact your mower early. The below listed mowers have registered with the Association office and can usually be reached in the evening. There may be other mowers who advertise in the Lake Viking News.

The Association provides dumpsters for the Beaches, Campgrounds and some Community Areas, for the purpose of accumulated trash in these areas, not day to day household trash. Please DO NOT dump building materials of ANY kind, such as lumber, sheetrock, shingles, etc. in these dumpsters. Mattresses, furniture, and appliances WILL NOT be picked up. Lake Viking News Extreme Back Country

Engineer Pass. Another spill came later in the trip on a particularly difficult area of Hagerman Pass, west of Leadville, elevation 12,000 feet. Yep, that was another rough stretch – but what an exciting heartpounding journey. There is no other scenery quite like the mountains of Colorado –especially on the back trails and country roads. On the final part of the epic 7 day journey Jeff and his brothers followed the Colorado River to Steamboat Springs, then through 34 miles of another very rough and rocky stretch, mostly in first gear. The trip concluded on Hwy 14 through the spectacular Pou-

Speaking of taking the back roads Jeff Hower has seen em all on his motorcycle. This “crash” picture, also taken in Colorado is evidence of the type of roads he likes to travel. More and more Lake Viking Association Members are taking advantage of the opportunities to be found with Travel Campers. The journeys described on page 12 included some that were rigorous than others. In Jeff Hower’s case, he prefers a mode of travel that is an entirely different universe known as “Back Country Discovery.” Jeff’s trip, was on his BMW motorcycle, which he has ridden on so many riding adventures around the nation and the world. His two brothers were in a jeep. The Colorado backcountry trail they travelled extends from the Four Corners area of Colorado all the way to the Wyoming border. Jeff and his brothers began their journey at Ouray, which is in the Durango Silverton area. The “Million Dollar Highway” to Ouray Colorado is a well-known and exciting route. The highway is perilous enough with 5 MPH switchbacks, hairpin curves, and precipitous grades that reveal breathtaking scenery. But travelling this route on a motorcycle over the rocky, bumpy, and often rut-filled and pot-holed off roads, is much more of a challenge. The terms terrifying, exhaustive, and death defying are not exaggerations. The routes, filled with loose gravel and rocks - ranging from the size of grapes to grapefruits -, create a clear and present danger of losing control, spinning out, and even plummeting over the mountain side. On a particularly challenging leg of the journey known as the Engineer Pass, Jeff took a spill, as the above picture shows. This crash was not altogether surprising. The “Back Country Discovery” trails are full of other travelers, each with maps, GPS devices such as sophisticated Garmin Satellite Communicators that allow groups of travelers to monitor each other, but more importantly – stories to tell. Jeff had heard about the perils of

dre Canyon and on to the last campsite near Fort Collins. They took this trip in September. Any later in the year would have availed the threat of snowstorms that block the mountain passes and, as one might imagine, make camping in tents very difficult. A few weeks later, and this trip might have been disastrous. It was already challenging, but the challenge is all part of the exhilarating adventure of “Ectreme Back Country.”
