VVA Board of Directors Monthly Meeting August 13, 2023

Call to Order

Board Pres. Doug Winter, lot 46, called the meeting to order, held in the upper level of the Clubhouse, at 2:00pm. Board members present were: Terry Nibarger, lot 657, Tom Rice, Lot 343, Tony Gronniger, Lot 2281, George Eshnaur, Lot 505 and Jeremy Lillig, Lot 3041 . Jeremy Lillig led in prayer. Jeff Ferguson, Lake Manager, led the Pledge of Allegiance. Doug Winter read the mission statement of Lake Viking.

Approval of Minutes

Tom Rice made a motion to approve the July 2023 Meeting Minutes. Second by Tony Gronniger. The minutes were approved unanimously.

COMMITTEE REPORTS:

Handbook Committee

• Tom Rice reported: There were five (5) handbook changes which are being revised.

• Revision one is to approve creation of the Fishing Committee as a standard committee. Committee will consist of three (3) members and will report monthly. They will make recommendations to the Lake Board for betterment of the fishing at the Lake. A motion was made by Jeremy Lillig and seconded by Terry Nibarger to approve adding the Fishing Committee. Motion passed unanimously.

• Revision two will revise the rule for unattended fishing poles. The rule now says that poles may not be left unattended. It is proposed to change this to poles may be left unattended for 12 hours. Discussion from members was why not make the rule 24 hours for leaving poles unattended consistent with Missouri conservation rules. A motion was made by George Eshnaur to approved the 12-hour time limit for unattended poles. Motion was seconded by Tony Gronniger. Motion passed unanimously.

• Revision three concerns the Campground Budget language. The campground committee will be responsible for preparing and submitting an annual budget to the board. This budget will be inclusive and will reflect all campground activities. The motion was made by George Eshnaur and seconded by Tony Gronniger to approve the change in campground budget language. Motion passed unanimously.

• Revision four was to charge an additional fee of $60 if a lot/lots want to add an additional person with access to the Condo system. The lake has a current budget for 1500 users in the Condo application. We currently have 1400 members and will be charged additional if we exceed the allowed number of users. The $60 fee for additional users for a lot/lots will be assessed along with the yearly membership dues for the year. A motion was made by Terry Nibarger and was seconded by Tony Gronniger to accept this fee for additional Condo users. Motion passed unanimously.

• Revision five was to revise the handbook to reflect the new access gate which uses an assigned PIN# to allow owners access to the dump from 7:00am to sundown. This revision will establish a fine for misuse of the pin number (sharing pin number with an unauthorized user). Misuse will be subject to a fine up to a maximum of $500. The trash dumping rules still

apply as before. The dump is not to be used as a regular trash pickup. A motion was made by George Eshnaur and seconded by Tony Gronniger to accept this change. The motion passed unanimously.

Tom Rice reported: Donna Redden has resigned as Chair of the Handbook Committee but will remain on the Committee. Mary Miller will be the new Chair of the Handbook Committee.

Finance Committee

Terry Nibarger reported:

• The Finance Committee met August 10, 2023 for the monthly Finance meeting. At this meeting July 2023 Financial Documents were reviewed and it was identified there are numerous lines for Morgan Stanley transactions are on the financial statements. This will be merged into two line items “Invested Funds” and “Money Market Account”.

• Morgan Stanley update: Terry reported this fund is up $18,865 for July 2023 which is a 14.98% return for the month of July 23. Total value of the account is $1,582,222. For the year the fund is up $98,686 for a YTD return of 6.89%. The committee recommended adding $150,000 to the funds stock market sector. Committee agreed to keep Morgan Stanley for longterm reserves.

• Terry reported VVA has sold our dredge to Dredge America for $300,000. Going forward, the Lake will rent a dredge from Dredge America that is better suited for the smaller coves at about the same cost as dredg(continued on page 14)

The Strategic Planning Committee (“SPC”) met Wednesday, 8.16.23 at 7:00 p.m. via Zoom.

Summary:

Progress on Existing Jetty Project

• No progress to report.

• Project still on drawing board.

• Flood of 8.04.23

- 1 weir held, 2 breached.

- Lake was full of debris.

Electrical Safety Awareness

• Need electrical awareness campaign.

• Need to comply with national regulations of 2011 NEC Article 553. - No power within 42” of the dock walkway at the shore connection.

• All docks required to install GFI or GFCI.

- LV Handbook Page 24.

• Work with electricians and dock installers at the lake to educate.

• Work on educating the public.

• Prepare informational graphics for newsletter and Facebook page (Sue).

Lake Closing Weekend of 8.4.23

• Decision rests with Lake Manager.

• Lake is closed until water reaches less than one foot over full pool.

- Measuring stick is at spillway.

• Lake will open after Maintenance has a chance to clean debris from lake.

• Work on a tiered closing/opening approach.

Additional personal or family data you would like to share with membership: My husband and I have spent more than 30 years at the lake. Either through his family or with our own membership. We have had the awesome opportunity to watch our kids enjoy the lake growing up and now just this year, with our first grandchild, we now have 4 generations of memories at Lake Viking. We are looking forward to building our dream lake house in the next few years.

What qualities of Lake Viking led you to become a property owner? Lake Viking, as mentioned, has been a part of my entire family. Our family spends every weekend or more at the lake and appreciate the community, safety, and friendliness of a smaller lake community.

Describe aspects of your background that uniquely prepare you for board service.

I am currently a committee member for the finance and campground committees. I have been in leadership, compliance, and risk management for over 25 years. My previous leadership roles in the banking industry have led to reshaping risk operations & compliance from policies/procedures to technology innovation. My expertise includes regulatory compliance, banking compliance, operational risk management, extensive experience in policy management, financial controls, loss prevention, and Insurance risk programs. My leadership skills have been focused on developing strategy, using practical, innovative tools and integrated approaches to detect and prevent potential risks and liabilities. I believe my background would be beneficial in many ways.

What do you feel is the greatest challenge facing our association? The lake is growing fast, and we have to balance a reasonable budget. This will be a challenge while ensuring the lake doesn’t lose its original charm that brought so many to the lake.

What are the top two issues you want the board to focus on? I would like to see more community decisions as to what is best for the lake. Less division, more inclusiveness. In addition, we need to commit to keeping up with our fiduciary responsibilities in regard to what is best to preserve the lake today and into the future.

Describe your vision for Lake Viking. Preservation of the lake is my number one priority. To allow families now and in the future to build memories that are unforgettable.

Robert E. Walton Lot 217

Current career setting: Retired

Number of years an Association member: 18 years

Previous VVA board or committee service: Lake Committee 4 yrs.; Restaurant Committee 6 mos.

Additional personal or family data you would like to share with membership: Growing up it was always a 1.5 hour trip to the nearest lake to camp and boat for the weekend. This incentivized me to find a lake where not only could I live full time but enjoy. My wife (Vikki) and I are full time residents at Lake Viking. We built our house and moved to the lake in early 2014.

What qualities of Lake Viking led you to become a property owner? In 2005, there were two “must haves” when looking at property -- a paved road and the ability to own a personal dock.

Describe aspects of your background that uniquely prepare you for board service. I joined the workforce as a welder for a farm equipment manufacturer upon graduating from High School. After serving two years in the U.S. Army, I returned to my previous job and was soon promoted to “crew chief” and then weld shop supervisor. I moved into Middle Management as a Quality Group Leader in the Quality Department -- a position I held for 27 years. I finished my career as a grain combine technician trainer (5 years) -- a total of 50 years with one company. These positions provided me the opportunity to communicate with others, both one-on-one and in group settings.

What do you feel is the greatest challenge facing our association? Continued growth of our lake community while still maintaining the freedoms of lake living.

What are the top two issues you want the board to focus on? (1)Road improvement. Look into methods of smoothing the existing road surface. Research possible heavy roller equipment or surface grind before the next resurfacing begins. Expand resurfacing to side roads that connect to LVT. (2) Lake shore stabilization with attention to tributary flow.

Describe your vision for Lake Viking. Provide “small business” opportunities at Lake Viking and serve the growing lake community.

Tony Gronniger Lot 2281

Current career setting: Retired

Number of years an Association member: 40+

Previous VVA board or committee service: Served on BOD for 3+ years, acted as interim Lake Manager summer of 2022 and am currently serving as 1st Vice President on the BOD. Volunteer member of the Lake Viking Volunteer Fire Department. Currently serving as Fire Chief. Member of Strategic Planning Committee, also served on ad hoc committees such as incorporation study.

Additional personal or family data you would like to share with membership: I am a second-generation property owner. Parents purchased lot in 1968. I have been a full-time resident for approximately 20 years.

What qualities of Lake Viking led you to become a property owner? My parents introduced me to the Lake with their purchase. This is a community close to the Greater Kansas City Area. It provides a place where a diverse population can come and enjoy the “Lake Life” in a rural setting providing great services. It is also a great place not only to enjoy as a weekend member, but also a great place to retire.

Describe aspects of your background that uniquely prepare you for board service. I have retired from the City of Independence MO Fire Department where I served as a Lead Mechanic with 32 years of service. I have also recently retired from the Missouri Department of Transportation. I have also served as School Board President of a private school and BOD member of a regional School Board.

What do you feel is the greatest challenge facing our association? Fiscal responsibility is always a challenge. I believe addressing our aging infrastructure will be one of our greatest challenges. Our community is 50+ years old and our road system, electrical systems, community areas are all showing their age. Our challenge will be to complete the necessary improvements and upgrades being mindful of all our members, both with improved lots as well as our members with unimproved properties.

What are the top two issues you want the board to focus on? Produce and implement a long-range plan for infrastructure repairs and maintenance. Ensure financial wellbeing of our Association by forward planning to insure adequate financial reserves while addressing member and association amenities.

You are responsible for your guests and their actions. It is your responsibility to educate them on the rules and regulations of Lake Viking. Lake Viking is private property, but all lots are owned by some other individual. Please do not drive or ride ATVs or bicycles on neighboring lots, or walk across lots to fish or use others’ property without first getting the property owner’s permission.

Fishery Guidelines

Bass: Release all bass 12” to 19”. Fishermen can keep one bass per day of 19” or longer. Crappie: Keep all crappie caught, within the state limit, which is 30 per day.

Walleye: Fisherman can keep Walleye at least 21” in length, release all catches under 21”.

Mowing Regulations

You are required to have your lot mowed by May 1st, June 1st and September 1st of each year. If you do not keep your lot mowed, or hire a contract mower, the Association will mow it, and bill you $90.00 for each mowing.

The Association does not want to be in the mowing business. Please self-mow your lot or hire a contract mower to do it for you. All contract mowers are required to submit a customer list to the Association office. If you are not on their initial list, you may be accidentally billed by the Association, so please contact your mower early. The below listed mowers have registered with the Association office and can usually be reached in the evening. There may be other mowers who advertise in the Lake Viking News.

Please Keep Control of Your Dogs

Dogs are not allowed off the member’s property and shall be contained by a fenced enclosure or controlled by a leash. Guests’ dogs are included. Violation of this rule may be subject to an Infraction Ticket issued to the property owner.

Building Permit Notice

Building Permits are required, but not limited to the following projects: fences, storage shed, shelters, decks, boat docks, boat houses, room additions, porches and any alteration of the roof line; and any other construction that requires large earth moving equipment, concrete trucks and other equipment that requires multiple axle trailers. Failure to comply with building regulations could result in a minimum fine of $500 and loss of lake privileges. Any construction not in compliance with these regulations could result in forced relocation of the structure.

Watch When and Where You Burn!

Anytime you are burning brush, etc., on your lot, make certain you are burning on your lot and not someone else’s property. Unattended burning is prohibited and burning is not allowed when winds are in excess of 15 mph and shall be subject to an Infraction Ticket and fine.

PWSD #3 OPEN MEETING: June 27, 2023

CALL TO ORDER

Kyle Parkhurst, President (2026), called the meeting to order at 4:00pm which was held at the water plant. Members in attendance were Jeffrey Speaker (2025), and Harlan Horst (2026). Mark Closterman (2024) was unable to attend. Also in attendance were Gary King, Water Superintendent, Diane Hulett, Clerk, and visitors, Geoff Tavelli and Jim Rinner with Bartlett & West, and Gary Buck, lot 2257.

APPROVAL OF MINUTES

Jeffrey Speaker made a motion to approve the minutes of the May 16, 2023 Board Meeting. Harlan Horst seconded. All members were in favor; motion carried.

PUBLIC COMMENT

There was no public comment.

OLD BUSINESS

Gary informed the board that the 2nd raw water pump was installed on 6/8/23 which was the final step required for completion of the new water treatment plant. Geoff Tavelli noted that the total for the Design Build portion of the project came in at $2,443,264.68 leaving a savings of $35,419.32. Per the Design Build contract, this amount will be split 50/50 between the district and Bartlett & West. Diane reported that the district’s portion of the savings will be applied to the next principal payment due in 2024 according to financing regulations.

NEW BUSINESS

Financial Report:

The financial reports and bills were reviewed and discussed. Harlan Horst moved to approve the May financial reports as submitted and approve the bills and transfers. Jeffrey Speaker seconded. All members voted to approve; motion carried.

Amendment No. 2 to the Agreement Between Owner & Design-Builder was submitted for approval to lower the contract amount from $2,478,684.00 to $2,460,974.34 which reflects the actual project cost plus Bartlett & West’s half of the project savings. Jeffrey Speaker made a motion to accept the contract amendment as presented. Harlan Horst seconded. All members voted to approve; motion carried. A Certificate of Final Completion was signed indicating the official date of completion was 6/8/23.

The vacant board position was discussed. A motion was made by Harlan Horst and seconded by Jeffrey Speaker to appoint Gary Buck to fill the unexpired term of Heather Lund as Sub-District #1 Director. All members were in favor; motion carried.

A motion was made by Harlan Horst and seconded by Jeffrey Speaker to update the bank signature cards to reflect the recent change in directors. All voted in favor; motion carried.

A letter of resignation was received from Jeffrey Speaker effective 7/1/23. Harlan Horst moved to accept the resignation and Gary Buck seconded; all voted in favor.

DISCUSSION

Superintendent Report:

Gary reported that the new plant kept up with consumption and ran fine over the Memorial Day weekend. He also informed the board that the 4” master meter previously ordered still had a few weeks left until the estimated delivery date, and the security camera installation is next on Kenny DeWitt’s schedule. Gary noted that the old water plant will need to be capped off before winter so he will contact Decker Construction to get a bid. Gary also provided information on a 10 day course in September for Travis to attend which will provide enough hours for him to take the test for Class C operator certification. Harlan Horst made a motion for Travis to attend and Jeffrey Speaker seconded. All members were in favor; motion carried.

Kyle Parkhurst, President, announced the next meeting would be July 18, 2023 at the water plant. The meeting was adjourned at 5:30pm.

Our meetings this time of year are working sessions with teams going out on the water for inspections. During the past month, two teams went out on the water to check Zebra Mussel detectors. We are happy to report that there was no Zebra Mussel presence detected, however some of the detectors originally put in place are missing and have fallen off docks. Committee will need to make more Zebra Mussel detectors. Volunteer efforts are welcome in this area. Letters and emails have gone out to members for non compliance items ranging from sheds and boat docks in disrepair, brush on shoreline, weeds, shoreline erosion, brush piles that continue to remain on lots, unsightly lots, and of course missing or wrong numbers on docks. Some members have been quick to respond to letters and have already made repairs. Members are encouraged to monitor their docks for compliance. Inspection teams have also noted excessive brush on shoreline and letters have been sent. The problem of excessive brush is one that can get out of control very quickly, and Association Members are encouraged to remove brush while it is still small and manageable.

August 2023 Finance Committee Minutes

Call to order 5:05PM Thursday, August 10, 2023(on ZOOM) By Chair

1. July 2023 Financial Documents– Question: why are closed out CD accounts still listed on Financial Summary report? These are retained for comparative 2023 vs 2022 & will fall off soon. Numerous lines for Morgan Stanley bucket designations were pointed out and it was agreed that the two classifications will now be “Invested Funds” and “Money Market Account.”

2. Morgan Stanley Update – Terry reported that this fund is up $18,865 for July. Total value is $1,582,222. For the year the fund is up $98,686 for annualized return of 6.89% compared to annualized rate 14.98% for the monthly gain.

A. Discuss moving more money into investment accounts. Paula had asked for a review of current investing levels of VVA funds with Morgan Stanley. Committee agreed to keep Morgan Stanley for long-term reserves. Committee agreed to recommend adding $150,000 into the fund’s the stock market sector.

3. Sale of Dredge – Dredge Committee recommended and the BOD has approved the sale of our dredge, to Dredge America for $300,000. The dredge was purchased in 2016 for $295,000. It is fully depreciated, so the tax liability to recapture depreciation will be 25%. After paying taxes of $75,000, paying back the advance for the rock weirs- $40,000, the additional days for Dredge America to dredge the south end- $45,000, and fuel overage of $25,000, the Dredge Retained Earnings Ac-

count will have approximately $115,000. Expect $50,000 of this will be spent in 2024 purchase of additional “free rock” @ $155/load. Going forward, the Lake will rent a dredge from Dredge America that is better suited for the smaller coves at about the same cost as dredging the coves with our dredge. This is due to the increased maintenance cost to VVA for our dredge over the last several years

4. Audit – Getting additional quotes on a full audit proving to be difficult – 3 so far. Looking for more recommendations on local CPA firms.

5. Sale of lake owned lots – 2 lots sold in July totaling $9,500. YTD lot sales total $47,362.69

6. Sale of lot 717 – No member bids received – listed with Tanya Burns @ $295,000

7. Jetty/Dock Project – Start date has been pushed back

8. Rock Weir Project/South End Dredge America Project

A. 3 rock weirs were installed in the silt creeks on the south end between 7/10 & 7/14. There were 240 to 250 loads of rock delivered and set by volunteer labor at a cost of $155/load. A normal load of rock hauled to the lake is approximately $550/load.

B. South End Dredge America Project –Dredging was completed on 7/20, one day earlier that scheduled due to the silt containment ponds being full

9. Finance Committee is seeking a new member with an Accounting background. Donna Redden has submitted her resignation after many years of volunteer service, and Tony Conforti will leave when his house sells.

10. 2024 BUDGET reviewed. Going forward non operational income & expenses will

be accounted separately. Membership will note that the 2024 Budget is a much more thorough accounting than in past which provides greater transparency. Budget calling for a 12% increase was approved by Committee to be recommended to Board.

11. Campground Septic Update – Jeff stated that Engineer now believes that a big enough system can be built to eliminate lagoon.

12. Clubhouse Septic Update – Jeff: more developments later in year.

13. Lake Director Reports that the possibility for VVA Liquor License is being reviewed

14. Beach Renovation - “S” Lot 131- Sold for $21,000

15. Credit and Debit Card payments – Update – Steve reports more paperwork needed

16. Update on working with the USDA on additional revenue streams – Steve reports that he has learned of additional contacts in USDA which will be helpful.

A fishing license is required from the state of Missouri to fish Lake Viking. Non-residents of the state of Missouri must have a valid Missouri fishing permit.

No gamefish may be used as bait.

Limits:

- Panfish - May keep 50 panfish per day

- Bass - May keep 5 bass per day of 15 inches or longer. Release all bass under 15 inches. Only 1 of the 5 bass in possession can exceed 21 inches long.

- White/hybrid bass - May keep 15 per day with no more than 4 being over 18 inches.

- Crappie - May keep 30 per day with only 15 being above 9 inches.

- Walleye - May keep 4 per day with a minimum length of 15 inches.

- Catfish:

• Blue - May keep a total of 5 per day

• Channel - May keep a total of 10 per day.

• Flathead - May keep a total of 5 per day

Obituary

Helen Fern Humphrey 1930-2023

Helen Fern Humphrey, age 93, of Gallatin, MO passed away Sunday morning, July 16, 2023, at Daviess County Nursing and Rehab in Gallatin. Helen was born on March 27, 1930, the daughter of Robert J. and Myrtle (Arnold) Edgar in Union Star, MO. She was the last surviving of 14 siblings. After graduating from Union Star High School, she married Cecil Lee Humphrey on September 3rd, 1950, in King City, Missouri. They had met while attending a one-room schoolhouse in Union Star as children and remained together for 86 years. After deciding that her dream of becoming a nurse wasn’t for her, she worked several different jobs over the years in addition to being a homemaker, wife and mother. Helen worked with cameras, developed film, managed a toy factory in Maysville and the information desk/transporters at the St. Joseph Methodist Hospital for 16 years. They made their home in Union Star and raised a family there. Almost every summer for 15 years the Humphrey’s packed up and headed out to Rocky Mountain National Park in Colorado and camped with people all over the states that became more like family. After 58 years, Cecil and Helen made their home at Lake Viking in 1988. She was of the Baptist Faith. Faith and family were at the focal point of her life. She considered family her greatest accomplishment and was always eager to share the stories of their beautiful lives. She enjoyed collecting flamingos and visiting with anyone who had time to chat. Helen will be dearly missed by her family and friends.

Helen was preceded in death by her parents and 14 siblings. She is survived by her husband of 72 years, Cecil of Gallatin, MO; children, Dinah Franz (Dr. Walter) of Rochester, MN and Dr. Stanley E. Humphrey (Janet) of Gallatin, MO; four grandchildren, Shannon Mason (Tyler) of Chillicothe, MO, Dr. Jacob Humphrey (Erin) of Gallatin, MO, Dr. Ryan Franz (Meredith) of Jackson, TN, and Tye Speer (Brady) of Gallatin, MO; and seven great-grandchildren.

In lieu of flowers, memorial contributions are suggested to the Active Aging Resource Center in care of the funeral home. Burial at Lake Viking Cemetery. Arrangements entrusted to the care and direction of Stith Funeral Home in Gallatin.

Condo Control Authorization Clarifications

Any person not on the deed will need to be added to Condo Control under authorizations. Included but not limited to Company/ Corporate Members, LLC’s/Trusts/Spouse or Partner. i.e.; there is one Point of Contact member, all others will need to be added in authorizations.

Members that have children aged 14 and older should be entered under authorizations.

Per the handbook guests cannot bring guests. i.e.; a son/ daughter older than 14 years of age will need to be entered under authorizations. They want to bring a guest; the lot owner will need to add that person in Condo under authorizations.

Fun Fact: When adding member/ guests you can add a photo or driver license. This allows the member/guest to not have ID on them while enjoying our lake.

In addition, the boater’s safety card can be added to authorizations. Anyone born after January 1, 1984 is required the card. A second authorization for the boater’s safety card will need to be added. i.e.; Johnny was born January 2, 1984 he passed his boater’s safety course, the member will add a second authorization and take a picture of his boater’s safety card along with his photo id in the same picture. So, Johnny will have two authorizations under your account, one for a guest authorization and one for boater’s safety card/id.

Building Committee meeting called to order at 4:30 PM on August 8, 2023 in the lower level of the Clubhouse.

ing the coves with our dredge. This is due to the increased maintenance cost to VVA for maintaining our dredge.

• The Finance Committee is getting additional bids for a full audit of the VVA financials. They have received three (3) bids but are having difficulties securing additional bids. They are looking for recommendations for local CPA firms to conduct a full audit.

• Two Lake owned lots were sold in July for a total of $9,500. YTD sales of lots is $47.362.69. VVA owned lots have been sold in June for $15,000. Total for sales this year is at $37,362.

• The Jetty/Dock project start date has been pushed back.

• Finance Committee is seeking two new members with an accounting background. Donna Redden has submitted her resignation after many years of volunteer service. Tony Conforti will be leaving the Finance Committee when his house here at the lake sells.

• The Finance Committee reviewed the 2024 Budget. Going forward non-operational income and expenses will be accounted separately. Membership will note that the 2024 budget is a much more thorough accounting than in the past which provides greater transparency. The budget is calling for a 12% increase approved by the Finance Committee which is being recommended to the board.

• Finance Committee Townhall will be held Saturday, September 16, 2023 at 2:00pm in the Clubhouse.

• Terry made a motion that we accept the proposed 2024 budget for publication. It must be published two times before the annual meeting. Motion was seconded by Tony Gronniger. Motion passed unanimously.

Strategic Planning Committee

George Eshnaur reported:

• Committee met and discussed the Harbor/ Jetty Project.

• Committee also discusses the integrity of the dam.

• The Septic System needs were discussed.

• Water testing for the lake was also discussed.

• Next meeting is 8/16/2023 at 7:00 pm

Activities Committee

Mary Hibler reported:

• The Committee met 7/20/2023.

• Planned for August 2023 is a Patio party 8-11pm with a band and a Scavenger Hunt.

• Thank you from the committee to anyone who donated school supplies

• Mary discussed plans to add an additional four (4) shelter houses behind the clubhouse. The swing set will be moved and there would be a fire pit in the center of the group of shelter houses. Two of the shelters would be completed in 2023 with the remaining two done in 2024. All four of the shelters are the same dimensions. A motion was made by Tom Rice and seconded by Terry Nibarger to approve this project. The motion passed unanimously.

Building Committee

Flint Hibler reported: In the past month, the committee has met two times. They reviewed 10 Building Permits. None of the permits were for houses.

Fire Department

Tony Gronniger reported:

• The Fire Department continues to meet monthly.

• The pumper was tested this month by Danko Fire Apparatus Company. The pumper passed the pump test with two minor repairs noted.

• The Department is in the process of registering members and providing state ID badges. They have updated the roster and it has been provided to the Lake Manager. Sirens were tested and all are in good working order.

Safety Department No report this month

Campground Committee

George Eshnaur reported:

• Campground Committee met July 5, 2023.

• Campground 1 There are 0 empty spaces in the campground.

• Campground 2 There are 28 empty spaces available in Campground 2. Three spots are expected to be opened up in the near future for nightly camping.

• Committee is working on the budget for the campgrounds for next year. Budget for the Campgrounds will be submitted to the Finance Committee next week for their review.

• Campground Committee is holding a get to know your Campground committee members and fellow campers and the work that is being done at the Campground 1 Pavilion. This will be held July 22, 2023.

Lake Committee

Tony Gronniger Lot 2281 reported:

• This month the Committee checked Zebra Mussel detectors and all are ok. We did find some of the detectors are missing and have fallen off of docks. Lake Committee will need to make additional detectors . Volunteer efforts are welcome in this project. Letters and/or emails have gone out to members for non-compliance items ranging from sheds, and boat docks in disrepair, excessive brush on shoreline, weeds, shoreline erosion, insufficient riprap, brush piles that continue to remain on lots, unsightly lots, and missing lot numbers on docks. Some members have been quick to respond and have already made repairs. There are also more and more docks identified with wrong lot numbers. Members are encouraged to monitor their docks for compliance. Also, brush on the shoreline is a problem and can get out of control very quickly.

Infraction Committee

Jeremy Lillig reported:

• Infraction committee met August 12, 2023

• They reviewed Lake Infractions and Campground infractions in the four-hour meeting. The fines for these were $7,430.

Dredge Committee

Shawn Hepinstall reported:

Dredge America Wrap Up

• Dredge America finished our contract on July 20, 2023 with 71 total shifts completed.

• Total silt removed is estimated at 55,440 cubic yards.

• Bathymetric images were reviewed with depths of 6-7 feet in south cove and 5-6 feet in the north cove.

• Estimated that 90,000 total cubic yards have been removed in the past 12-14 months by a combination of Selby Excavating, Lake Viking Dredging and Dredge America.

Silt ponds

• Silt ponds are completely full. All agreed to let them settle and slowly drain off the top water. Maintenance will begin digging channels along the berm edges over to the discharge stop logs and continue to dewater the silt.

Dredge America Proposal

• Dredge America is interested in buying our 7012 dredge.

• Lake Viking proposal to rent a 360 Auger Dredge from Dredge America

During Dredge Committee meeting a motion was made, after financial analysis and evaluation of options for continuing dredging with our old dredge or renting a dredge from Dredge America, by Dave Daniel to sell our 7012 dredge and enter into a rental agreement with Dredge America to continue dredging at Lake Viking. Motion was seconded by Brett Bush. Vote by committee was unanimous yes to recommend the above to the Board of Directors.

Weir Projects Three large weirs were installed at the south end of the lake in an effort to pool and slow the silt from entering the lake. 196 truckloads of rock were used in the construction of these weirs.

• Big South Creek weir This weir took approximately 122 truckloads of rock. During the recent heavy rains and flooding, this weir held with minor rock movement.

• Parker’s Ditch (south of the silt ponds) This weir took approximately 60 truckloads of rock. This weir did not hold during the recent heavy rains and flooding. The weir was not completely finished with shaping and compacting of the material before the heavy rains. The committee reviewed the design of the weir and with modifications will rebuild a new weir.

• Silt Pond 4 This weir took approximately 14 truckloads of rock. During the recent heavy rains and flooding, this weir held with minor rock movement.

Note: With a 5–6-inch rain in a 2-hour timespan it is nearly impossible to contain the volume of water and/or debris that is entering the lake.

The generous donations of these members and others have saved all Lake Viking members tens of thousands of dollars to make our lake better for everyone.

Fishing Committee

Brett Bush reported:

• Signs will be posted around the lake with new length limits and daily catch limits for different species of fish.

• The lake will be stocked in November 23 with walleye and yellow perch. It was reported the yellow perch are thriving and came into the lake with previous walleye stocking.

• The committee is also exploring if we need more grass carp for the lake.

• Question was raised asking where are the new fishing limits posted. They were in the last VVA Board minutes in the Lake Viking paper. They will be put in Condo.

Question was asked as to why a person cannot fish from their dock or from the bank after a large rain when the lake is closed. Jason McTheeney, Safety Manager gave the following reasons:

• Large amount of debris which was deposited in the lake following the large rain

• Electrical problems around the lake where water near docks might cause electrocution

• Debris on the shorelines

• Fish hooks from cut lines

• Safety working accidents that might occur have potential for electrocution. Depending on the debris, rescue might not be possible

• Terry Nibarger reported that he recently installed on his dock an electricity monitor to let him know if the water was charged with electricity. This alarm was sounding continually during the night of the storm. It was discovered that the dock adjacent had a submerged electrical outlet with a cord plugged in. The breaker on the dock did not throw to turn this off.

August 2023 Campground Committee Report

Campground Committee Zoom Meeting on 8/3/23 at 7:00pm.

Present: James Funk (chair), Flint & Mary Hibler (Campground Managers), Kathy Price, Mike Booth, Charles Sudduth, Michelle Sullivan, Bob Gates, Denice Ferguson, Randall Davidson, Jeff Sprague.

Not Present: Mike Booth, George Eshnaur

Discussion/Business:

• Kathy opened Meeting as James was not on yet and asked Flint about the septic/lagoon situation. VVA filed for a permit costing $600 to get authorization for the application of spreading the water residue from the campground sewer lagoons around grassy areas and was granted. Also, that a $3000 fee for the drawing up of potential plans for the bathhouse and surrounding camp spots septic system. Then cost permitting, the new septic system is installed, then the old lagoon will be drained and then filled in and covered up.

• Flint mentioned several septic companies that would be contacting to see if they would be interested in bidding on this project. Randall suggested Buds Septic in St. Joseph be added to the list.

• Concerning old business, James wanted to thank Michelle for doing such a wonderful job in getting the snacks and beverages for the ‘meet and greet’ and to Denice for the delicious breakfast casseroles.

• 1st annual meet and greet that there were over 100 attending, not all got signed in though. And NO negative comments concerning the campgrounds and what the committee is trying to do with and for the campground community, except for wanting to do another each month. The committee isn’t up to that, but it was evident that those attending were grateful for George getting up and speaking as our board contact and how the committee is working to better the campgrounds for all concerned.

New business:

• The committee is entertaining the ideas of a summertime cookout, but with all the activities going on at the lake for the rest of the camping season, has decided to wait and put it on next year’s agenda. And possibly making a calendar for 2024 with all the campground activities included and will be on the FB page.

• The committee is entertaining another idea, upon VVA BoD approval, of hosting a Poker Run, tentatively on October 7th, sponsored by the campground but open to all VVA members and guests. But if members are having guests to participate, they must be added to that members Condo app.

James made a motion that for liability reasons, no alcohol of any kind will be offered at any of the card stops. It was the 2nd by Michelle. The committee voted 8-0 to pass this motion. But participants can bring their own beverages. Times of registration will be posted.

• The committee also wants to add to their committee Jennie Leach, space #1 and Jess Hibler, space #25, both in campground #1, with VVA BoD approval.

• Was commented that no more gravel should be needed, but then a firepit will be donated by Billy Hunter to be placed northwest of and near the pavilion @ campground #1 and gravel will be needed for it, so another load will be purchased.

• A memorial sign has been made and will be displayed on the pavilion thanking those campers that have passed on, that have made the campgrounds what it is today.

• Was decided that more asphalt mix will be needed for more speed bumps, but decided to wait until next year, due to maintenance knocking them down while blading snow in campground.

• Was mentioned of getting rid of tire swing on the one playset near Mike’s camper due to the possibility and chance of wasps building nests in it and replacing it with a mesh disc swing. Mary mentioned that they and Matt & Jess had the same concerns and had just purchased one. Will be attached soon.

• Flint was asked if the campgrounds would be able to receive any of the rock that was being donated to the VVA by Jerod Hill and said yes, but the campground would have to pay the $155 per load for the trucking, which is considerably a heck of a good deal.

• There was an error in the Lake Viking News and on Condo of zero camp spaces left in campground #1. There are 27 total in campgrounds combined. But there are 7 full hookups in campground #1, 4-30amp and 3-50amp available at today’s meeting. Mary to place it on the campground FB page of these spaces and let the office know of the discrepancy in the paper and Condo and possibly notify members of the availability of spaces in both campgrounds.

• During the 4th of July weekend/week, the large rollback dumpster was taken away too early as the 4th was on a Tuesday and many campers were here for the entire week and the two 6-yard dumpsters were overflowing, and that rollback needs to stay longer.

• Kathy spoke on budget and financials. $720 is billed each month for trash service. And what VVA has for the campground finances dropped from $19,000 to $16,000 for some unknown reason. $49,765 for utilities/electrical costs minus trash was total given by VVA.

• The present income of the campground was $118,430 but with some additional special assessment funds coming in has increased to $122,000. There will be a couple of more additional months of trash service that will be deducted.

Next monthly meeting will be between Sept 5th and the 8th, subject to everyone’s availability, time to be determined later. Then the new VVA Annual Meeting for Oct 1st will be held. Hope to be a better and huge crowd with the new date. James adjourned the meeting @ 8:37pm.

• Payments via Condo are available for member use. Payments may be made using a credit card or an ACH from a checking account. The fees on the credit cards average 3.2% of the balance paid depending on the credit card you use. The fee for using ACH is $2.00.

• Cardpointe, our current credit card processing provider will be discontinued soon and payments will be exclusively through Condo.

• August 1, 2023 Pal-Gate system for the maintenance area dumpsters and burn area was activated and is working well. Lake Members were issued a PIN number they will enter for access to the dump.

Lake Information

• A buoy has been placed in front of Beach 2 dock as boaters are too close to the dock.

• We are evaluating the possibility of obtaining a Liquor License for events at the Lake.

Approval Of Financial Statements

Tom Rice made a motion that the Financial Statements for July 2023 be approved as presented. Seconded by Jeremy Lillig. Motion passed unanimously.

Guest Time

Eight guests presented information at the meeting.

• Mike Toney Lot 910 Infraction appeal

Owner received infraction tickets for a guest of his son not being listed in Condo. The infraction committee dismissed one of the three infraction tickets. Board decision to leave the remaining infractions as written.

• Jamie Trimble Lot 1780 Infraction

Appeal Owner received four infractions. The board upheld the infractions/fine. Lake privileges will be reinstated May 1, 2024 at the beginning of the next dues period.

• Ken Kremer Lot 213 Infraction appeal Owner received two infractions for not stickering watercraft. The board upheld the infractions/fine.

• Mike Valentine Lot 1571 Modular Home Building Permit Mr. Valentine’s prior request for permission to place a modular home on his lot was denied and he came to the board asking this to be reconsidered. Since the denial, some of the rules pertaining to modular homes have been changed. Mr. Valentine was asked to resubmit his building permit for consideration again to the Building Committee. He indicated he will do this.

• Mike & Benna Easter Lot 1908/2903 Infraction appeal An infraction was issued for property damage because of tire tracks on lot 2903. Mr. Easter produced pictures showing the damage has been repaired and the lot reseeded. George Eshnaur made a motion to remove the infraction and Tom Rice seconded the motion. Motion passed unanimously.

• Dan Minor Lot 190/7088 Infraction appeal Mr. Minor received an infraction when he was participating in the Spring Bass tournament. He stated he did leave the cove and go right but was told he did not go far enough counterclockwise before crossing the lake. Terry Nibarger made a motion to remove the infraction and motion was seconded by Tom Rice. Motion carried unanimously.

• Doug Feigly Lot 2065 Lake Closed and no fishing allowed complaint This issued was addressed earlier in the meeting and is included in the minutes.

• Mike Fieden Lot 243 Road Assessment

Mr. Fieden discussed the road assessment and stated it was not created to do all the repair work on the roads here at the lake. Mr. Fieden mentioned Line Item 6250 in the budget which has $225,000 and the Road Assessment line which is $70,000. Discussion of this ensued. Mr. Fieden

stated he was bringing this as information for the board’s consideration.

Board Discussion

• The Board discussed there will be two open seats on the Board for next year. Allan Slavin and Tony Gronniger will be rotating off the board should they choose not to run for another term. Interested parties were encouraged to submit the necessary paperwork if they wish to run for the Board.

• Dam Insurance was discussed and this is still being looked into.

• Gala will be discussed in Executive Session.

Adjourn

Motion was made by Tony Gronniger to adjourn to Executive Session at 4:21 pm to discuss legal, personnel, and Board organizational matters. A second was received from Jeremy Lillig and the motion passed unanimously.

Heavy rain on August 4 resulted in close to 5” in a relatively short time. The deluge did damage to weirs and stream stabilization structures AND resulted in Lake Closure. The rule of thumb is that when water is in excess of one foot over the spillway the lake is closed until crews can clear large pieces of drift from the lake as these pictures show. August 2023 Dredge Committee Report

The Dredge Committee met on July 20, 2023 in the basement of the clubhouse. Topics discussed included the following items.

1. Dredge America Wrap Up.

a. Dredge American finished our contract on July 20th with 71 total shifts completed.

b. Total silt removed is estimated at 55,440 cubic yards.

c. Bathymetric images were reviewed with depths of 6 -7 feet in south cove and 5-6 feet in the north cove.

d. Estimated that 90,000 total cubic yards have been removed in the past 12-14 months by a combination of Selby Excavating, Lake Viking Dredging and Dredge America.

2. Silt Ponds

Silt ponds are completely full. All agreed to let them settle and slowly drain off the top water. Maintenance will begin digging channels along the berm edges over to the discharge stop logs and continue to dewater the silt.

3. Dredge America Proposal

a. Dredge America is interested in buying our 7012 dredge.

b. Lake Viking proposal to rent a 360 Auger Dredge from Dredge America

Dredge America presented a proposal to Lake Viking to purchase our 7012 Dredge. LV members paid $295,000 for the 7012 dredge in 2016. Dredge America has offered $300,000 for our dredge. During the past 6 years we have removed a lot of silt from the lake but repairs and maintenance are very time consuming and expensive. Within the industry, rebuilding pumps, seals, hydraulics, wenches and gear boxes are all common maintenance items on a piece of specialized equipment like a dredge. Additionally, we have learned that our 7012 dredge is not well suited for the small coves and contours of Lake Viking. Dredge America has several “Swing Ladder” auger dredges which are better suited for our needs. A rental agreement with Dredge America will include training on dredge operation, 24/7 customer support and all maintenance of the equipment.

A financial analysis was conducted by the dredge committee reviewing costs for maintenance, repairs, labor and operations. It was determined that selling the dredge and entering into a rental agreement with Dredge America will allow Lake Viking to continue a dredging program with better equipment, remove the maintenance expense and still work within the annual budget our members have approved.

A motion was made by Dave Daniel to recommend selling our 7012 dredge to Dredge America for $300,000 and enter into a rental agreement to continue dredging at Lake Viking. There was a second by Brett Bush. Vote – Unanimous approval by the Dredge Committee. This recommendation was presented to the Board of Directors and approved.

4. Weir Projects

3 large weirs were installed at the south end of the lake in an effort to pool and slow the silt from entering the lake. 196 truckloads of rock were used in the construction of the weirs.

a. Big South Creek - The weir took approximately 122 truckloads of rock.

b. Parker’s Ditch (south of the silt ponds) The weir took approximately 60 truckloads of rock.

c. Silt Pond 4. The weir took approximately 14 truckloads of rock.

During the recent rains the weirs at Big South Creek and Silt Pond 4 held with minor rock movement due to water velocity.

The weir at Parker’s Ditch did not hold. This weir was not completely finished with shaping and compacting of the material before the rains came. The committee reviewed the design of the weir and with modifications will rebuild a new weir. It is noted that with a 5” to 6” rain in a 2 hour time span it is nearly impossible to contain the volume and velocity of water or debris that is entering the lake.

5. Special Thanks

The Dredge Committee would like to recognize and thank the following members for their help and contributions during this project. Jared Hill for his donation of rock, equipment and time in building the weirs. Will Salmon for his donation of equipment and time in building the weirs. Dan and Connie Weidmaier for donating electrical service and power for Dredge America. The Lake Viking Maintenance Crew for the long hours and late evenings throughout the entire project.
