Viking Valley Association Board Meeting Call to Order Phil Stockard called the meeting to order at 6:30 p.m. in the lower level of the clubhouse. Members in attendance were Troy Lesan, Flint Hibler, James Funk, Mike Booth, Susan Zalenski and Mike Krehbiel. Shad Mort led the Pledge of Allegiance. Troy Lesan led in prayer. Approval of Minutes Troy Lesan moved to approve the minutes of the July 8, 2018, minutes. Flint Hibler seconded; motion carried. Volunteer Recognition James Funk moved to nominate Phil Stockard for Volunteer Recognition. Mike Krehbiel seconded; motion carried. Committee Reports Handbook Committee: Donna Redden Archibald presented a list of proposed rule changes for the Board to consider. Donna explained the changes to the following rules. After a short discussion, Mike Booth moved to accept the changes as read, with the exception of the “Beach Use.” There was a separate discussion on those changes. The beaches close at midnight and it was decided to put an opening time on them also. Troy Lesan moved to add the “Beach Use” section to the handbook, with an opening time of 7 a.m. and closing at midnight. James Funk seconded; motion carried. Guest Cards (Pg. 17) GUEST CARDS: Guest Cards are issued upon request of the property owner with a maximum limit of two cards per membership. The property owner whose name appears on the face of the Guest Card is responsible for the actions of the person carrying the card while on Lake Viking property. Only one family is allowed per Guest Card, a guest of a property owner may not bring a guest. Only Active Members who are current in the payment of all dues and all other charges, fees and assessments, as provided for under ARTICLE IV and who have satisfied all monetary obligations imposed upon such member under ARTICLE XIV, shall receive Guest Cards. Guest Cards are not required if the Active Member is present with the guest. (Rev. 8-2018) Miscellaneous Building Rules – silt fence - last paragraph (Pg.24) Silt fences are required to control erosion/silt around ANY excavated area and must be installed properly. All silt fences or “sock” type silt barriers, except shoreline work, must be installed and maintained prior to excavation. After shoreline work has commenced, straw bales will be required at the end of each work day. Upon completion of the shoreline, a contractor grade silt fence, along with a solid run of staked straw bales shall be installed and maintained until such time that a ground cover has been established. A stop work order will be posted at the job site if these requirements are not met. Failure to meet these requirements and prevent erosion/silt from entering the lake, ditches and other runoff areas or allowing it to infringe on other property will result in a ticket and a fine. (Rev. 8-2018) Pg. 34 Prohibited Vehicle Parking Next to last sentence remove. Previously stated in paragraph. Beach Use – (New Rule recommend following swimming pool rules & regulations) (Pg. 34) 1. Beach use is restricted to Members and their guests only. 2. Membership cards are required for beach use and guests may not bring guests without a Member present. 3. No lifeguards are on duty and members and their guests swim at their own risk.

SEPTEMBER BOARD MEETING:
Incorporate Lake Viking? There will be an informational meeting in the upper level of the clubhouse prior to the regular board meeting at 6 p.m. on Sunday, Sept. 9, 2018 to discuss the research of incorporating Lake Viking. We are planning on sending study results via e-mail prior to the presentation on Sept. 9. Immediately following this meeting will be the regular session of the Board of Directors meeting at 6:30 p.m. 4. Beaches are open from 7 a.m. to midnight. 5. Vehicles are prohibited from driving on grass or sand beach except Association or emergency vehicles. 6. Dogs are prohibited from the beach swim area and must be controlled by leash in other areas. 7. Littering is prohibited! 8. Lifejacket rules apply to all beach areas. (8-2018) Use Of Fireworks: (Pg. 38) Only consumer grade fireworks may be shot off on dates designated by the Board with a 12 a.m. curfew. Class B, 1.3, public display fireworks or any fireworks that require an ATF license to purchase will not be allowed. The use of “Sky Lanterns” is banned at Lake Viking. Fireworks are prohibited on any Association owned property to include Community Areas, the pool and clubhouse area and any docks or piers owned by the association. (Rev. 8-2018) Burning (Pg. 38) There shall be no unattended burning (except for Maintenance Dept.) or when the wind is in excess of 15 mph. All campfires must be extinguished when left unattended. During a “burn ban” no campfires, fire rings, fire pits, outdoor chimneys and any other burning where an open flame is present is allowed. Gas and charcoal grills are permissible. (Rev. 8-2018) Finance Committee: Troy Lesan reported on the finances. Arrangements have been made with Cameron Financial Services to do the monthly bank reconciliations. They will provide a report to the Board when each month is completed. Troy also commented on the line items that are up, which include, water, electric and road oil; however we still believe we are staying on budget with savings in other areas. Funds on hand are up approximately $30,000 over last year. The Finance Committee discussed the purchase of a Fire Truck. Mike Booth found a truck in Holt for $10,000 and with the money the Fire Department has on hand and capital funds we would be able to make this purchase. We are making progress on changing our status to Non Profit. We have received a refund from the State of Missouri in the amount of $3,200. Strategic Planning Committee: Susan Zalenski reported the e-mail communications will be sent from the office starting very soon. The Clubhouse Renovation Fund is up to $5,185. This Committee has been researching the options of incorporation and if it would be feasible for Lake Viking. There will be a presentation of their findings on September 9, 2018, at 6 p.m. in the upper level of the Clubhouse, prior to the regular Board meeting. The Board Meeting will also be held in the upper level for September at regular time of 6:30. Activities Committee: Mary Hibler discussed the next Activities events to be held. A Scavenger Hunt will be held Saturday, Aug. 18, 2018, at 10 a.m. If you are interested meet at the clubhouse parking lot at 10 a.m. Then, Saturday evening there will be a Patio Party at the lower level of the clubhouse from 8–11 p.m. There will be live music, three food trucks and much more. Isabell DeLaRosa will begin fall exercise classes Aug. 22 at the clubhouse. Mary asked that two new members be added to the Activities Committee, Kelly Lawson and Resa Wiltse. Flint Hibler moved to add them to the committee. Mike Krehbiel seconded; motion carried. Mary also commented on the 4th of July Boat Parade. The Activities Committee did not have it this year and several people have asked that they have it next year. Mary is going to ask the Yacht Club if they would like to plan future boat parades. Building Committee: The Building Committee approved 10 permits at their last meeting. Fire Department: Tony Gronniger reported the training room for the Fire Department is near completion. There will be a First Responder Class sometime in October if anyone is interested. Mike Booth reported on the Red Cross smoke alarm program. Lake Viking has received 85 alarms from the Red Cross so far and we have approximately 26 homes that have asked for them. Each home is allowed up to three alarms.
