Doug Winter, Lot 46, called the meeting to order, held in the upper level of the Clubhouse, at 11:00 am. Board members present were: Robert Walton, Lot 217, Jeremy Lillig, Lot 3041, Michelle Sullivan, Lot 1826 and Terry Nibarger, Lot 657. Jeremy Lillig led in prayer. Jeff Ferguson, Lake Manager, led the Pledge of Allegiance. Doug Winter, Board President, read the mission statement of Lake Viking.
A motion was made by Robert Walton and was seconded by Terry Nibarger to approve the minutes of the April 2024 regular board meeting. The April 2024 minutes were approved unanimously.
Michelle Sullivan explained the committee’s purpose of reviewing the Handbook and compiling changes in conjunction with the Associations Annual meeting in October of each year. She discussed the need for a more formal review and approval process for handbook changes. The new process for submitting Handbook changes will be submitted to Lakevikinghandbookcommittee@gmail.com. Michelle also stressed these changes need to be presented in a regular board meeting and approval or denial of the change captured in the minutes so the Handbook can be updated. Michelle Sullivan will be the liaison for the Handbook Committee going forward. One Handbook revision was presented for approval. The changes are to Campground Rules & Regulations:
• Campground Rules & Regulations - New Section Added and these Changes also shown on Back inside cover of the Handbook under Campground Fees.
• Reason for Change/Addition To allow for additional full hook up camp space availability for temporary weekend campers
• Proposed Handbook Language: Weekend Temporary Camping Spots: Temporary overnight or weekend spaces are available on a first-come-first serve basis at $25.00 per day. Full hookup spots may be available depending on capacity of the campground for $40.00 per day. If you request a specific spot there will be an additional $10.00 reservation fee. All fees are to be paid in advance on the Condo Control App. 4/2024
A motion was made to approve the handbook changes was made by Michelle Sullivan and was seconded by Jeremy Lillig. Motion passed unanimously. Michelle stated the handbook will be finalized this week and will be updated online.
Inserts of updates to the handbook will be available in the VVA Office.
A question was asked by one of the attendees if a friend of a lot owner can come up and camp if they do not own a lot? The answer was no, they must own a lot.
• Jeremy Lillig reported that the committee met on May 9, 2024 by Zoom.
• Committee Chair Paula Hepinstall stated our Financials look good and the collections of 2024 dues are at 73%.
• Morgan Stanley Update Terry Nibarger reported that markets were down for April 2024 which reflected the value of the account down by $28k. Even with this downturn, the fund is up over $41k for the year. A strong rebound of the market the first week of May 2024 and the movement of some funds into a growth portfolio has already resulted in the fund recapturing most of April’s decline in value.
• 2023 Full Year Audit UHY audit of 2023 will resume now that the tax season is over.
• Special Budget Meeting Budget passed and has been entered into Quickbooks. Dues and Assessment billing is underway through email and Condo Control with interface between Condo and Quickbooks being implemented.
• Jetty Project Work was resumed in April with significant progress. Sod was also placed in the area below the clubhouse.
• Sale of Lake owned Lots Two (2) lots were sold in April 2024 for $4,000. YTD sales total $90,000.
• Sale of Lot 717 The $230,000 sale of this lot is contingent on a septic field test and has not closed. Field test is satisfactory. VVA is waiting on final paperwork from the DNR. Reminder of amenities approved by the members at the
Special Meeting from May 2023 as reflected in the minutes may result in other money from this sale used for additional membership amenities once final cost for capital gains tax comes in.
• Campground Septic When this project is complete, attention will be directed to additional Electrical Update.
• Clubhouse Septic Update Accepted Bird Septic bid of $87,000. Work is currently ongoing.
• Beautification Committee Revenue vs. Expenses of the committee were reviewed. The Committee held a successful Spring Fest on April 27 and intends on using the funds generated for physical improvements of Lake Property.
• Lake Director Report Lake Manager Jeff Ferguson reported the dredge had moved to a second location at 3 Tubes Cove. He also touched on the significant amount of time and labor spent repositioning dredge pipes. Journal entries for dredging were reviewed for proper classification on the expense ledger.
• Farm Programs Steve Danner continues discussions with the USDA for Community Development and Soil and Dredging assistance as a possibility. Steve reminded the group that VVA HOA status as well as median income of membership will not allow for many of the grants.
• Mastercard/Visa Settlement A reminder was given of the May 31, 2024 cutoff date for this process.
• Other Business Jeff was asked if the VVA would incur expense for the purchase of new Buoys since many are tipped and on their sides. He replied that maintenance is scheduled to reset the buoys on the lake.

Spring Fest on April 27 at the clubhouse gave local vendors the opportunity to meet Lake Viking Association Members. A wide variety was on display including Marine Pest Control, Tree Trimming & Removal, and MyTy Food Truck from Lake Viking Association Members as well as such things as Cake Pop Bakery, Freeze Dried Candy, and MidWest Mini Barns from surrounding communities. Also featured was a nice display of Lake Viking themed crafts offered by Felicia Roth of the Beautification Committee who put on the event. The proceeds from this and other Beautification Committee events go to physical improvements for Lake Viking.

Unquestionably, the best Mexican Food can always be found at the Lake Viking Clubhouse during the annual Cinco De Mayo event put on by the Activities Committee. It’s become a great tradition. Association Members always come through with flying colors with the excellent food they bring in as shown by these pictures.

WATER RULES & REGULATIONS from the Viking Valley Association Handbook
CARELESS AND IMPRUDENT OPERATION: Any careless, unsafe, reckless, imprudent or negligent operation of any watercraft, which creates, or increases the risk of bodily injury or property damage, is prohibited.
OVERLOADING WATERCRAFT: Watercraft shall not have on board more than the maximum allowed weight including passengers and gear. The capacity plate limits are not to be exceeded. Sail surfboards shall not have more than two persons.
UNDERAGE OPERATOR: The minimum age to operate any motorized watercraft at Lake Viking is fourteen (14) years old. Parents and guardians are responsible for operators and their actions. Operators may be requested to produce proof of age to the Safety Patrol.
BOATER CERTIFICATE: Any person born after January 1, 1984, operating a vessel on Lake Viking, regardless of their state of residence, shall possess, on the vessel, a boating safety identification card issued by the Missouri State Highway Patrol, Water Patrol Division, along with a valid photo ID. A vessel is every motorboat and motorized watercraft including a Personal Watercraft. The Safety staff at Lake Viking shall check boat and personal watercraft operators for their proper Missouri Boater Safety certification card. If the operator is required to have a Missouri State certification card and does not possess one, the following actions will be taken: Safety Patrol staff will issue a written infraction ticket and escort the operator to their lot. That person cannot operate a boat or personal watercraft until they obtain a certificate. Other states certification may be honored if they are NASBLA (National Association of State Boating Law Administrators) certified.
Member must ensure that for all operators of vessels on Lake Viking, a valid Photo Id and the operator’s Boater Safety card are uploaded to VVA’s online system.

Ronald “Ronnie” Dean Huston 1948-2024
Ronald “Ronnie” Dean Huston - age 75 of Gallatin, Missouri passed away Monday morning May 13, 2024, at Liberty Hospital in Liberty, Missouri. Ronnie was born on August 2, 1948, the son of Richard and Ruby (Savage) Huston in Vermillion, South Dakota. He was a 1966 graduate of Gallatin High School. Following high school, he worked pole line construction for a short time and then began working for MFA. Beginning in 1978 he opened the Submarine Tavern and operated it for 14 years. In 1993, he formed Huston Trucking and Construction, which he operated until retiring in 2022. In 2002, he built Midwest Security Housing and sold it to Daviess and DeKalb Counties in 2006. Ronnie also operated the Bethany Gold Mine. He was united in marriage to Louise Burchett, and she preceded him in death in 1993. Ronnie later married Pamela Walton and she preceded him in death in 2017. Ronnie will be dearly missed.
In addition to both his wives, Ronnie was preceded in death by his parents and sons, Daivd Huston and Terry Huston. He is survived by two children, Sherry Carpenter (Bert) of Gallatin, MO and Rick Huston of Gallatin, MO; grandchildren, Dalton Huston of Gallatin, MO, Mariah Huston of Gallatin, MO, Jenny Stanhope (Jim) of Gallatin, MO, Lindy Johnson (Daniel) of Spanish Fork, UT, Rachel McKee of Gallatin, MO, Emma Carpenter of Gallatin, MO, Jake Miller of Gallatin, MO, and Aubrey Hogan (Chris) of Jameson, MO; 14 great-grandchildren; close friends and caregivers, Tracy Russell of Altamont, MO, and Mary Curtis of Gallatin, MO; other extended family members also survive.
In lieu of flowers, memorial contributions are suggested to the Kickin’ Cancer with Kindness in care of the funeral home. Burial at Hillcrest Cemetery in Gallatin. Arrangements entrusted to the care and direction of Stith Funeral Home in Gallatin.
Marian Larason - age 85 of Gallatin, Missouri passed away Wednesday afternoon, May 15, 2024, at her home on Lake Viking. Marian was born on October 11, 1938, the daughter of Kenneth and Cornellia (Evans) King in Mercer County, MO. She was a 1956 graduate of Spickard High School in Spickard, Missouri. Marian obtained a bachelor’s degree in education from Truman State. On November 3rd, 1963, she was united in marriage to Norman Larason at the Spickard United Methodist Church, and they made their home in Sibley, Missouri, raising a son and daughter. Marian and Norman retired to Lake Viking in 1998. Following retirement, they spent their next 25 plus years as an antique and “useful junk” dealer, owning the Winston Station Antique Shop. Throughout her life she enjoyed singing in the choir at church and teaching Sunday school at Buckner United Methodist Church and Lake Viking Church. She was a 4H leader for several years. Marian was passionate about her grandchildren, attending all of their activities. She loved to play bridge and attending her Homemaker’s Club. Marian was a kind individual who was very positive, and never had a bad thing to say about anything. She always looked for a reason to celebrate and host get togethers with friends and family members. Marian will be dearly missed by her family and friends.
Marian was preceded in death by her parents and husband, Norman. She is survived by her children, Leslie Karr (Grant) of Kansas City, MO and David Larason of Kansas City, MO; grandchildren, Jared, Colin, Derek, Dane, and Peyton; and siblings, Cathy Oesterling of Kansas City, MO and Wayne King of Gallatin, MO. Nieces, nephews and other extended family members also survive.

The Fire Department meets on the second Friday of the month at 2:00 PM. If you have the interest and the time to serve your community, be sure to attend the next meeting. The monthly siren test will also be done at that time.

Lake Viking is private property, but all lots are owned by some other individual. Please do not drive or ride ATVs or bicycles on neighboring lots, or walk across lots to fish or use others’ property without first getting the property owner’s permission.
Dogs are not allowed off the member’s property and shall be contained by a fenced enclosure or controlled by a leash. Guests’ dogs are included. Violation of this rule may be subject to an Infraction Ticket issued to the property owner.

For the convenience of customers of Public Water Supply District No. 3, a drop box is available at the front door of the office located at the water plant for the payment of water bills. Payments received after 4 p.m. in the drop box will post the following day. For the convenience of Association members, a drop box is available in the front door of the association office for the payment of association bills.
You are required to have your lot mowed by May 1st, June 1st and September 1st of each year. If you do not keep your lot mowed, or hire a contract mower, the Association will mow it, and bill you $90.00 for each mowing.
The Association does not want to be in the mowing business. Please self-mow your lot or hire a contract mower to do it for you. All contract mowers are required to submit a customer list to the Association office. If you are not on their initial list, you may be accidentally billed by the Association, so please contact your mower early. The below listed mowers have registered with the Association office and can usually be reached in the evening. There may be other mowers who advertise in the Lake Viking News.

Building Permits are required, but not limited to the following projects: fences, storage shed, shelters, decks, boat docks, boat houses, room additions, porches and any alteration of the roof line; and any other construction that requires large earth moving equipment, concrete trucks and other equipment that requires multiple axle trailers. Failure to comply with building regulations could result in a minimum fine of $500 and loss of lake privileges. Any construction not in compliance with these regulations could result in forced relocation of the structure.
Anytime you are burning brush, etc., on your lot, make certain you are burning on your lot and not someone else’s property. Unattended burning is prohibited and burning is not allowed when winds are in excess of 15 mph and shall be subject to an Infraction Ticket and fine.

CALL TO ORDER
Kyle Parkhurst, President (2026), called the meeting to order at 4:00pm which was held at the water plant. Members in attendance were Harlan Horst (2026), Mike Lammers (2025), Mark Closterman (2024), and Gary Buck (2024). Also in attendance were Zack Morrison, Water Superintendent, Diane Hulett, Clerk, and Kenney Hales, CPA.
Harlan Horst made a motion to approve the minutes of the February 27, 2024 Board Meeting. Mike Lammers seconded. All members were in favor; motion carried.
PUBLIC COMMENT
There was no public comment.
Zack reported that the 30-day trial period for the permanganate feed was going well. He also informed the board that Bartlett & West had submitted preliminary cost figures for the addition of the permanganate and granular activated carbon units shortly before the board meeting. Since Zack did not have time to speak with the engineer about the estimate, he will present figures at the next meeting.
The annual Primacy Fee will be included on your May bill which will be due on 6/20/24. The water district is required to collect this fee on behalf of DNR to help offset the cost of water sampling and lab fees.
If you are paying by Online Bill Pay through your own bank, be sure to adjust the amount of your payment to include this fee.
Financial Report:
The financial reports and bills were reviewed and discussed. Mike Lammers moved to approve the February financial reports as submitted and approve the bills and transfers. Mark Closterman seconded. All members voted to approve; motion carried.
Kenney Hales, CPA, was in attendance to go over the 2023 Audit and answer any questions. A motion was made by Harlan Horst and seconded by Mark Closterman to accept the audit. All voted to approve; motion carried.
Diane informed the board that the health insurance renewal with MO Chamber Federation, effective 6/1/24, will have an 8.9% increase. No changes were made to the plan.
Reinvestment of the $160,000 CD that is due to mature at the end of the month was discussed. Gary Buck made a motion to invest the funds into one $80,000 and two $40,000 CDs with Putnam County State Bank at a rate of 5.0% and a term of 13months for all three. Mike Lammers seconded. All members voted in favor; motion approved.
Superintendent Report:
Zack informed the board that the latest quarterly THM sample results were good. He also reported that work is progressing on the Lead/Copper Inventory required by the Department of Natural Resources but mentioned that several homes will need to be inspected to determine the type of water line installed. Zack also provided information that Gary acquired at the MRWA Spring Conference pertaining to per- and polyfluoroalkyl substances (PFAS). He shared that at some point in the future, testing will be required for PFAS, and the best way to remove these substances is through GAC filtration. Zack noted this was good news since the district is already in the process of adding back the GAC units to the treatment process.
Kyle Parkhurst, President, announced the next meeting would be April 23, 2024, at the water plant. The meeting was adjourned at 5:45pm.

Fire Department
• The Fire Department continues to meet monthly
• The Fire Department is working with Safety and our first responders on upgrading and expanding our medical gear for better service and response.

Campground Committee
Flint Hibler reported there are 39 open camping spots with 2 persons looking at securing a spot. Flint reported there are 5 campers without electricity in Campground 1. An electrician is scheduled to be here the upcoming week for repairs.
Lake Committee
Robert Walton Reported
• Committee has completed their first inspection of the shore line. Nine (9) letters will be sent to property owners for lack of rip-rap or shore protection. Two (2) letters for old brush piles will also be sent to lot owners.
• One (1) property owner who had a previous letter and infraction sent has not responded. The committee is working with the Infraction Committee to bring this to resolution. More disciplinary action will follow by using Article XV of the Lake Viking Handbook: (page 16), section #1 erosion control, section #2 inspection and section #3 corrective action.
• One other property owner with the same type of shoreline erosion has a contractor’s commitment to correct and stabilize their shore later this summer.
• From last month’s report about the two MH lots that have been condemned. One will be up for sale at the Daviess County Courthouse steps during the tax sale and the other lot is in litigation.
• Reminder: Silt fences are required and must be maintained where soil erosion may occur during earth work or landscaping.
Infraction Committee
Terry Nibarger reported:
• June 2024 is the next scheduled meeting. Monthly meetings will be held until fall.
• Doug Winter stated that if an Infraction Committee member issues an infraction, they may not serve on the committee hearing the case.
Dredge Committee
Jeff Ferguson reported:
• The dredge will be working through the Memorial Day Weekend.
• Pirate Cove is finished with a water depth of up to 7 feet.
• Three Tubes is projected to be finished by 5/22/2024.
• Question was asked, does VVA get credit for down days when the dredge is broken down? Answer is yes we do get credit for these days if the breakdown is not our fault.
• Members were asked to stay out of the dredge areas for their safety.
• Maintenance has been working very hard on this project.
Fishing Committee
• June 1, 2024 Bass Tournament from 7:00 am to noon.
• July 6, 2024 Pancake Breakfast will be held from 9:00 am to noon

Beautification Exploratory Committee
Felicia Roth reported on the progress made by the Committee. Their goal is to: 1. Refresh, improve and benefit the Lake’s environment and community. 2. Explore ways for VVA to raise funds for future expenses. 3. Envision, plan, prepare & create. 4. Design projects that will not raise dues or association fees and will provide positive opportunities.
• Spring Fest fundraiser held Saturday April 27, 2024. Positive responses. All vendors reported success and plan on participating again.
• Lake Viking & BDE Committee Fund Raising Merchandise catalog created and introduced at Spring Fest.

Jeff Ferguson, Managing Director, reported: Lake
• Rain has caused the lake to be shut down a couple of times recently with various road damage around the lake.
• As we prepare for the upcoming holiday, check your buoys to ensure they are 75 feet from the shoreline. The rains and resulting debris in the lake may have moved the buoys.
• A new tube has been installed at Deer Run. Jeff discussed the tubes at the Lake are beginning to fail as some are 50 years old. Jeff explained chat is put in when a tube is replaced, but you are unable to pave the repair immediately.
• Jetty work should resume in the next few days.
• A PAL gate has been installed at the Marina and will be activated soon.
• A PAL gate keypad has been installed at the Lower level of the Clubhouse. Restrooms will be locked at the Clubhouse but will be open during pool hours.
Office

Kyle Parkhurst Lot 20, 21 and 524 Dues Billing Concerns
Kyle expressed his concerns as he was billed the additional Lake Dues on Lot 524. He had been working with the VVA Office to resolve this and it has not been resolved. Doug Winter let Mr. Parkhurst know that his concern was discussed in the Think Tank meeting, but a decision could not be made there. The Board unanimously voted to refund the second member dues amount to Mr. Parkhurst.
Marine Pest Control Mike and John Eckers
The company supplied a Certificate of Liability Insurance Certificate to the Board for our records.
Mike Eckers discussed their Pest Control Services and how they work.
Marine Pest Control has purchased a boat which will be dedicated to Lake Viking and will not be moved to other locations for services.
Marine Pest control purchased a lot to enable them to place a boat on the water to perform their services.
Mike and John fielded questions from the attendees.
Matt Urbanek Lot 454
Mr. Urbanek presented his request for an exception to be able to update and renovate his boat house to enable him to install a floor in the boathouse. He indicated the project will be professionally scoped out and will not be used as a shelter. He stated he wants to install windows that will allow air circulation and let more light into the structure.
A motion was made by Jeremy Lillig and seconded by Robert Walton to allow the exception for the boathouse renovation. The motion passed unanimously.
The first item discussed by the board was allowing the Lake Director, Jeff Ferguson, to sign the papers on sale of VVA owned lake lots. Discussion was held and a motion was made by Terry Nibarger and seconded by Michelle Sullivan to allow the Lake Director to sign for the sale of VVA owned lots. All members were in favor. Motion passed. The second item discussed by the board was the need for Signage rules and regulations to offer guidance to the 17 Z Lot owners. There is no guidance or rules around signage on Z (commercial) lots currently in the handbook. The Board is tasking the Building Committee with developing rules and regulations for addition to the VVA Handbook around this issue.
A motion was made by Terry Nibarger and seconded by Jeremy Lillig to adjourn to Executive Session at 12:30 pm to discuss legal, personnel, and Board organizational matters. The motion passed unanimously.
