VVA Board of Directors Call to Order Phil Stockard called the meeting to order at 6:30 p.m. in the upper level of the clubhouse. Members in attendance were Troy Lesan, Flint Hibler, James Funk, Mike Booth, Susan Zalenski and Mike Krehbiel. Shad Mort led the Pledge of Allegiance. Troy Lesan led in prayer. Guest Time 1. Sarah Vaughn appealed to the board an infraction ticket that her daughter received while on the waters of Lake Viking. The daughter actually received two tickets, the first being “no boater’s certification” and the second for being too close to another watercraft. Sarah did concede to the first ticket of no certification, but does not believe she is guilty of the second ticket for being too close. She asked the board to overturn the Infraction Committee’s ruling of the second ticket and forgive the fine that was accessed. The board was unanimous in upholding the ticket. Sarah then asked to meet with the board again and said that she would like to be represented by legal counsel. President Phil Stockard asked Sarah to call the office next week to set up a date and time for them to meet. Approval of Minutes Susan Zalenski moved to approve the minutes of the Sept. 9, 2018, board meeting. James Funk seconded; motion passed. Committee Reports Handbook Committee: No report. Finance Committee: Mike Krehbiel reported on the recent Finance meeting. The committee reviewed all financials, including the first draft of the 2019 budget. There are not a lot of changes to the 2019 budget compared to this year and the projected capital expenditures for 2019 is $93,000. Strategic Planning Committee: Susan Zalenski moved to add Kenny Southwick to the Strategic Planning Committee. Flint Hibler seconded; mo-

October 14, 2018 tion passed. Susan reported the Communications Team has been working on a secure login site for our website. This will be an area to post items for members-only to read. You can go on the website (lakevikingmo.com) now and get your password set up. October 27 there will be a Halloween Party in the clubhouse. There will be a silent and live auction, Levi Garrison and Sons will be set up to serve beer, and Smokin’ Gringos are bringing the food. There will also be a costume contest for those that like to dress up. The cost is $15 per person at the door. The proceeds of this event will go to the clubhouse renovation. The Strategic Committee is currently working on how to develop a long term plan for the lake. Activities Committee: Mary Hibler reported that the Beer and Brats night was a success again with 150 people attending. $332.00 was collected for the clubhouse renovation. There was a Halloween Party in Campground 1 Oct. 13, but it was a cold and rainy day so attendance was down. The next activity will be the Firefighters Chili Supper on Nov. 3. Building Committee: The Building Committee approved 10 permits at their last meeting. Fire Department: Tony Gronniger reported they will have their chili supper on Nov. 3. The training room is complete. The Fire Department is still working on the smoke detector installations. Campground: A lot of activity of winterizing campers in the campgrounds Lake Committee: Troy Lesan reported on four tickets that have been written for noncompliance with letters that had been sent out. Troy Knight is working with the Lake Committee on developing a map of the lake showing distances and measurements of coves and such. The Lake Committee is working very closely with the Safety Department to streamline issues with silt fences and other areas that will save time when issuing infractions. Cemetery: No report.
Good News: The spillway spilleth over By Troy Lesan For those who follow the Lake Viking Group Facebook, recent posts provided documentation of a very eventful month of local weather. I like the post by Anthony Dirks that said “The temperature went from 90 to 55 . . . like it saw a state trooper.” And that’s actually what happened on Oct. 4, when the temp dropped 46 degrees in 14 hours. Of course there were the posts from Oct. 15 about the early snowfall the night before. But the biggest story of all was the large amount of rain experienced over the period from Oct. 6-9. During that time, I poured 7.8 inches of the wet stuff from my rain gauge. PWSD #3 Manager Roger Barker, who has the final lowdown on all water-related matters, reported a total of 8.6 inches of rain. And the nice part was that the rain was gradual enough that it didn’t ravage the landscape with erosion as many past 8-inch accumulations have. Of course, the best news was in the post by mailman Jeremy Ripple showing a picture of the Lake Viking spillway accompanied by the post “the water spilleth over.” Yep, it had been a long, long time since we had seen this sight. throughout the summer had taken a toll. Farmers suffered a terrible corn crop, ponds were extremely low, and at Lake Viking the water level was so low that people couldn’t lower their boat lifts to get their boats out on the water. Yes, water over the spillway is a beautiful sight to behold. On Oct. 1, the water level was 14 inches lower than the spillway. On Oct. 8, after a couple days of rain, water was six inches over the spillway and on Oct. 9, 20 inches over the spillway! Today, on Oct. 17, as I finish my articles, it is still a few inches over. I had to laugh. Among the Facebook comments was one from Sharon Svuba saying “enough already!” Actually, I was beginning to have the same thoughts. On the evening of Oct. 9, both weather forecasts and maps were showing continuous rain from around 10 p.m. through the next five or six hours. If that would have happened, there might have been many more of us crying out “enough already.” Thankfully the weather forecasts aren’t always right. Hahaha. We got zero rain out of those scary looking projections, and thankfully . . . the spillway spilleth over!

Nominating Committee The Nominating Committee for the 2019 Annual Meeting is looking for individuals to volunteer for this committee. There are 3 current Board Members on the committee and would like to have 1 or 2 other members to serve. Board contacts are Susan Zalenski (chairperson), Troy Lesan and Mike Booth. You may call the Office if you wish to serve on this committee. There are 2 Director seats open for election in March 2019. Infraction Committee: Roger Lankford reported the committee reviewed 20 infractions this month. Once again this month trash violations were a concern. This is the last meeting of the Infraction Committee for 2018. The next meeting will be in April 2019. Dredge Committee: Shad Mort reported the committee met on Sept. 28. They did site visits to the sediment structures. They are focusing on how to get the south structure cleaned out. Shad and Bob Hayes will be meeting this week to discuss how to remove more water from the south structure. Lake Manager Report 1. Dredge: We are getting close to finishing the cove at Pilot and Pirate. We do have some seals leaking so the head is off right now, but will be putting it back together next week. 2. Road work: Road work for this year is complete. We concentrated on the Terrace this year, so next year we will be working on the cul-de-sacs and campgrounds 3. Lake levels: The lake was down about 13.5 inches down a couple of weeks ago and then went up to about 13.5 over and now we are about 4 inches high. 4. S155 lot sale: The lot sold through a silent auction for $9,600. Troy Lesan moved to donate the proceeds of the lot sale to the Clubhouse Renovation Fund. Susan Zalenski seconded; motion passed.
