Call to Order
First Vice President Tony Gronniger Lot 2281, called the meeting to order, held in the upper level of the Clubhouse, at 2:00pm. Board members present were: Tom Rice, Lot 343, Tony Gronniger, Lot 2281, and Jeremy Lillig, Lot 3041 . Jeremy Lillig led in prayer. Jeff Ferguson, Lake Manager, led the Pledge of Allegiance. Tony Gronniger read the mission statement of Lake Viking.
Approval of Minutes
Minutes were not approved as a quorum was not present at the meeting. They will be presented for approval at the next regular board meeting in November 2023.

• Garage sales were held September 9, 2023
• Fishing tournament was also held September 9, with eight boats in the tournament.
• A crappie tournament will be held September 23, 2023
• The Fall Wine Festival & Beer and Brats event will be held September 30, 2023.
Building Committee
Marvin McNabb reported: In the past month, the committee has met two times. They reviewed 15 Building Permits. One of the permits was for a house.
Fire Department
Tony Gronniger reported:
• The Fire Department continues to meet monthly.
• Small tools and equipment have been ordered and received.
• We are continuing to schedule minor repairs with DANKO.
• The Department assisted with the inspection of fire extinguishers for VVA. All extinguishers passed the review.
• Another EMT Bag will be purchased for use by the Department.

Campground Committee
Mary Hibler reported:
• There are 27 available lots for campers between the two campgrounds.
• The Campground committee will hold a poker run October 7, 2023 to raise money for the additional repairs and activities. More information will be posted soon.

The committee members have been out on the lake twice checking for compliance on earlier identified problems with sheds, and boat docks in disrepair, excessive brush on shoreline, weeds, shoreline erosion, insufficient riprap, brush piles that continue to remain on lots, unsightly lots, and missing lot numbers on docks. Members have been sent letters letting them know the identified problems and the timeframe for fixing the problem. If identified problems are not fixed, Infraction tickets will be issued to members.

We have all heard the expression “once in a blue moon.” Well it came to pass on August 31st, as evidenced by this great photo from Jeff Hower.
Email announcements were sent out to Lake Viking Members inviting them to view Multiple Proposals with images and to participate in an accompanying survey. The survey also refers to a Beautification & Retail Exploratory Committee that I have proposed. If you have not had a chance to participate yet, please access these through the emails, click into Condo Control view the proposals or click into SurveyMonkey to share your interests. These ideas Do Not raise Association Fees or Dues and include ideas for: Tiny Eateries, Tiny Grocer, Tiny Lake Viking Gift Cottage, Tiny Local Art & Gifts Cottage, Fund Raising for Lake Viking expenses, Landscaped areas to view, visit & enjoy.

Additional personal or family data you would like to share with membership: My husband and I have spent more than 30 years at the lake. Either through his family or with our own membership. We have had the awesome opportunity to watch our kids enjoy the lake growing up and now just this year, with our first grandchild, we now have 4 generations of memories at Lake Viking. We are looking forward to building our dream lake house in the next few years.
What qualities of Lake Viking led you to become a property owner? Lake Viking, as mentioned, has been a part of my entire family. Our family spends every weekend or more at the lake and appreciate the community, safety, and friendliness of a smaller lake community.
Describe aspects of your background that uniquely prepare you for board service.
I am currently a committee member for the finance and campground committees. I have been in leadership, compliance, and risk management for over 25 years. My previous leadership roles in the banking industry have led to reshaping risk operations & compliance from policies/procedures to technology innovation. My expertise includes regulatory compliance, banking compliance, operational risk management, extensive experience in policy management, financial controls, loss prevention, and Insurance risk programs. My leadership skills have been focused on developing strategy, using practical, innovative tools and integrated approaches to detect and prevent potential risks and liabilities. I believe my background would be beneficial in many ways.
What do you feel is the greatest challenge facing our association? The lake is growing fast, and we have to balance a reasonable budget. This will be a challenge while ensuring the lake doesn’t lose its original charm that brought so many to the lake.
What are the top two issues you want the board to focus on? I would like to see more community decisions as to what is best for the lake. Less division, more inclusiveness. In addition, we need to commit to keeping up with our fiduciary responsibilities in regard to what is best to preserve the lake today and into the future.
Describe your vision for Lake Viking. Preservation of the lake is my number one priority. To allow families now and in the future to build memories that are unforgettable.

Additional personal or family data you would like to share with membership: Growing up it was always a 1.5 hour trip to the nearest lake to camp and boat for the weekend. This incentivized me to find a lake where not only could I live full time but enjoy. My wife (Vikki) and I are full time residents at Lake Viking. We built our house and moved to the lake in early 2014.
What qualities of Lake Viking led you to become a property owner? In 2005, there were two “must haves” when looking at property -- a paved road and the ability to own a personal dock.
Describe aspects of your background that uniquely prepare you for board service. I joined the workforce as a welder for a farm equipment manufacturer upon graduating from High School. After serving two years in the U.S. Army, I returned to my previous job and was soon promoted to “crew chief” and then weld shop supervisor. I moved into Middle Management as a Quality Group Leader in the Quality Department -- a position I held for 27 years. I finished my career as a grain combine technician trainer (5 years) -- a total of 50 years with one company. These positions provided me the opportunity to communicate with others, both one-on-one and in group settings.
What do you feel is the greatest challenge facing our association? Continued growth of our lake community while still maintaining the freedoms of lake living.
What are the top two issues you want the board to focus on? (1)Road improvement. Look into methods of smoothing the existing road surface. Research possible heavy roller equipment or surface grind before the next resurfacing begins. Expand resurfacing to side roads that connect to LVT. (2) Lake shore stabilization with attention to tributary flow.
Describe your vision for Lake Viking. Provide “small business” opportunities at Lake Viking and serve the growing lake community.

Previous VVA board or committee service: Served on BOD for 3+ years, acted as interim Lake Manager summer of 2022 and am currently serving as 1st Vice President on the BOD. Volunteer member of the Lake Viking Volunteer Fire Department. Currently serving as Fire Chief. Member of Strategic Planning Committee, also served on ad hoc committees such as incorporation study.
Additional personal or family data you would like to share with membership: I am a second-generation property owner. Parents purchased lot in 1968. I have been a full-time resident for approximately 20 years.
What qualities of Lake Viking led you to become a property owner? My parents introduced me to the Lake with their purchase. This is a community close to the Greater Kansas City Area. It provides a place where a diverse population can come and enjoy the “Lake Life” in a rural setting providing great services. It is also a great place not only to enjoy as a weekend member, but also a great place to retire.
Describe aspects of your background that uniquely prepare you for board service. I have retired from the City of Independence MO Fire Department where I served as a Lead Mechanic with 32 years of service. I have also recently retired from the Missouri Department of Transportation. I have also served as School Board President of a private school and BOD member of a regional School Board.
What do you feel is the greatest challenge facing our association? Fiscal responsibility is always a challenge. I believe addressing our aging infrastructure will be one of our greatest challenges. Our community is 50+ years old and our road system, electrical systems, community areas are all showing their age. Our challenge will be to complete the necessary improvements and upgrades being mindful of all our members, both with improved lots as well as our members with unimproved properties.
What are the top two issues you want the board to focus on? Produce and implement a long-range plan for infrastructure repairs and maintenance. Ensure financial wellbeing of our Association by forward planning to insure adequate financial reserves while addressing member and association amenities.
Describe your vision for Lake Viking. I see Lake Viking as a place where a diverse population gather. Providing a fun and safe place for all.

The Fire Department meets on the second Friday of the month at 2:00 PM. If you have the interest and the time to serve your community, be sure to attend the next meeting. The monthly siren test will also be done at that time.
You are responsible for your guests and their actions. It is your responsibility to educate them on the rules and regulations of Lake Viking. Lake Viking is private property, but all lots are owned by some other individual. Please do not drive or ride ATVs or bicycles on neighboring lots, or walk across lots to fish or use others’ property without first getting the property owner’s permission.
Dogs are not allowed off the member’s property and shall be contained by a fenced enclosure or controlled by a leash. Guests’ dogs are included. Violation of this rule may be subject to an Infraction Ticket issued to the property owner.

For the convenience of customers of Public Water Supply District No. 3, a drop box is available at the front door of the office located at the water plant for the payment of water bills. Payments received after 4 p.m. in the drop box will post the following day. For the convenience of Association members, a drop box is available in the front door of the association office for the payment of association bills.
You are required to have your lot mowed by May 1st, June 1st and September 1st of each year. If you do not keep your lot mowed, or hire a contract mower, the Association will mow it, and bill you $90.00 for each mowing.
The Association does not want to be in the mowing business. Please self-mow your lot or hire a contract mower to do it for you. All contract mowers are required to submit a customer list to the Association office. If you are not on their initial list, you may be accidentally billed by the Association, so please contact your mower early. The below listed mowers have registered with the Association office and can usually be reached in the evening. There may be other mowers who advertise in the Lake Viking News.

Building Permits are required, but not limited to the following projects: fences, storage shed, shelters, decks, boat docks, boat houses, room additions, porches and any alteration of the roof line; and any other construction that requires large earth moving equipment, concrete trucks and other equipment that requires multiple axle trailers. Failure to comply with building regulations could result in a minimum fine of $500 and loss of lake privileges. Any construction not in compliance with these regulations could result in forced relocation of the structure.
Anytime you are burning brush, etc., on your lot, make certain you are burning on your lot and not someone else’s property. Unattended burning is prohibited and burning is not allowed when winds are in excess of 15 mph and shall be subject to an Infraction Ticket and fine.

Per the handbook guests cannot bring guests. i.e.; a son/ daughter older than 14 years of age will need to be entered under authorizations. They want to bring a guest; the lot owner will need to add that person in Condo under authorizations.
Fun Fact: When adding member/ guests you can add a photo or driver license. This allows the member/guest to not have ID on them while enjoying our lake.
In addition, the boater’s safety card can be added to authorizations. Anyone born after January 1, 1984 is required the card. A second authorization for the boater’s safety card will need to be added. i.e.; Johnny was born January 2, 1984 he passed his boater’s safety course, the member will add a second authorization and take a picture of his boater’s safety card along with his photo id in the same picture. So, Johnny will have two authorizations under your account, one for a guest authorization and one for boater’s safety card/id.
CALL TO ORDER
Kyle Parkhurst, President (2026), called the meeting to order at 4:00pm which was held at the water plant. Members in attendance were Harlan Horst (2026), Mark Closterman (2024), and Gary Buck (2024). Also in attendance were Gary King, Water Superintendent, Diane Hulett, Clerk, and visitor, Mike Lammers, lot 168.
Mark Closterman made a motion to approve the minutes of the June 27, 2023 Board Meeting. Gary Buck seconded. All members were in favor; motion carried.
PUBLIC COMMENT
There was no public comment.
OLD BUSINESS
Diane informed the board that all outstanding bills for the water treatment plant project have now been paid. The total cost of the project came in slightly under budget at $2,738,507.69.
Financial Report:
The financial reports and bills were reviewed and discussed. Harlan Horst moved to approve the June financial reports as submitted and approve the bills and transfers. Mark Closterman seconded. All members voted to approve; motion carried.
The vacant board position was discussed. A motion was made by Mark Closterman and seconded by Harlan Horst to appoint Mike Lammers to fill the unexpired term of Jeffrey Speaker as Sub-District #4 Director. All members were in favor; motion carried.
Reorganization of the board was discussed in order to fill the office of Vice-President previously held by Jeffrey Speaker. A motion
was made by Mark Closterman and seconded by Gary Buck to appoint Harlan Horst as Vice-President. Harlan Horst moved to amend the previous motion by adding Mark Closterman be appointed as Secretary. Gary Buck seconded. All members voted to approve; amended motion carried. The motion to appoint Harlan Horst as Vice President and Mark Closterman as Secretary was then put to a vote. All members were in favor; motion carried.

Superintendent Report:
Gary reported that he had been contacted by Daviess County Commissioner, Wayne Uthe, to meet and discuss emergency connections with neighboring districts. He also reported that an insurance claim has been submitted after lightning struck the utility pole outside the water plant on 6/28, causing damage to some equipment. Gary noted that the Consumer Confidence Report for last year is now available online at https://dnr.mo.gov/ccr/MO1036130.pdf, and the security system has been installed. He also informed the board that the estimate from Decker Construction to cap off the old plant was $5,000$6,000. A motion was made by Harlan Horst and seconded by Mark Closterman to approve the expense up to $6,000. All members voted in favor; motion carried.

Discussion/Business:
• James opened the meeting greeting everyone and welcoming Doug in joining us. As of today, 27 total camp spaces are open combined in both campgrounds #1 & #2. 10 in campground #2. 17 in campground #1, including 7 full hookups, sewer and electric. Wasn’t mentioned how many of the full hookups were either 30amp or 50amp.
• Denise addressed that her and our 2 newest committee members, Jenny Leach and Jess Hibler met with plans on our 1st Campground sponsored Poker Run that has been scheduled and approved for October 7, 2023, with registration starting at 12:00 noon in the VVA office parking lot. With the run starting at 1pm and ending at 4pm.
• The entry will be $20.00 payable to the VVA office, designated for Campground Committee Poker Run in either cash or check. Credit cards will no longer be accepted due to the lake getting rid of their credit card machine, saving the lake money. Jenny advised that entrants could also make payments on her Venmo account. The committee is looking at getting another person’s Venmo account to also receive entry fees. Will be added to the Facebook pages to let participants know. Instead of a T-shirt, a koozie will be given with an entry fee.
• Also discussed and voted in favor of giving all participants one chance of purchasing an additional card at each of the 5 card stops for an additional $5.00. When the participant pays for the 2nd card, they must relinquish their 1st drawn card. The 5 stops will be Marina, Beach #2, Campground #2, Beach #3, and Campground #1. Any route or order is allowed.
• There will be NO ALCOHOL served at this event, but participants can have their own. There will be some kind of game/skill at each card stop. Returning to Office parking lot for results.
• Michelle stated that the handbook/Condo changes had been made concerning the campgrounds. Also, the 5-year plan and the Campground Mission Statement was addressed. Adding to the 5-year plan along with the electrical upgrade, the septic upgrade, was the bathroom/shower house upgrade and upgrade to newer playground equipment.
• Kathy updated the committee of the financial budget which reflects a year-to-date income after the $130,000 Phase 1 electrical upgrade and year-to-date expenses is $138,248 with retained earnings of $37,159.30 from the year ending 12-31-23.
- Panfish - May keep 50 panfish per day
- Bass - May keep 5 bass per day of 15 inches or longer. Release all bass under 15 inches. Only 1 of the 5 bass in possession can exceed 21 inches long.
- White/hybrid bass - May keep 15 per day with no more than 4 being over 18 inches.
- Crappie - May keep 30 per day with only 15 being above 9 inches.
- Walleye - May keep 4 per day with a minimum length of 15 inches.
- Catfish:
• Blue - May keep a total of 5 per day
• Channel - May keep a total of 10 per day.
• Flathead - May keep a total of 5 per day
• Flint addressed the next phase of campground electrical and would get with Penner Electric and get some different quotes on what can be done with certain different denominations of prices per sections. The 57 spaces that have been completed came to a cost of $130,000.00. Depending on the bid quotes, will determine which section will be done next.
• Randall suggested that since no one has played horseshoes since a campground member installed, that has since left the lake, that the fence and steel posts be taken down, so as the mowers can have an easier time of mowing, especially since the mowers cannot get thru the gate and it must be maintained. It was unanimously voted to take it down.
• Next meeting scheduled for October 3, 2023 @ 7pm via Zoom to discuss and finalize any last-minute Poker Run Details.

CALL TO ORDER
Kyle Parkhurst, President (2026), called the meeting to order at 4:00pm which was held at the water plant. Members in attendance were Harlan Horst (2026), Mark Closterman (2024), Gary Buck (2024), and Mike Lammers (2025). Also in attendance were Gary King, Water Superintendent, Travis Toney, Water Operator, and Diane Hulett, Clerk.
NEW BUSINESS
Discussion was held on solutions to improve THM water sample results in the future. Two options noted were adding the GAC units back to the system, or introducing aeration equipment. Information is to be gathered to see what the approximate cost would be for each.
Information was provided on GPRS, a company that rents ground penetrating radar equipment used to locate PVC water lines. Gary will call to get more information.
A motion was made by Harlan Horst and seconded by Gary Buck to advertise on the
MRWA website for a water superintendent with at least a Class B and DSII certification. All members were in favor; motion approved. The meeting was adjourned at 6:30pm.

Dredge Committee
Jeff Ferguson reported: Dredge Committee met August 24, 2023.
1. Weir Projects
Jeff reported on how the Weirs worked during the recent flooding.
• Big South Creek: During the recent heavy rains and flooding, this weir held with minor rock movement. Maintenance will repair.
• Parkers Ditch (south of the silt ponds): This weir did not hold during the recent heavy rains and flooding. It is being redesigned and will be rebuilt. This watershed ditch handles 25% of our watershed acreage. The banks are steep and the volume is high. We believe the improved design will help capture more silt during normal events.
• Silt Pond 4: During the recent heavy rains and flooding, this weir held with minor rock movement.
• Watershed Map: A Lake Viking “Watershed Map” was reviewed. Fifty percent (50%) of our watershed acreage is in the south end of the lake. Add Garney, 3 Tubes and Pirate and this equals 84% of our watershed acreage. This is where the majority of our silt enters the lake and why so much time is spent there.
2. Fall 2023
Committee discussed and will finalize plans to recondition silt ponds in Three Tubes and Garney in preparation for dredging in April and May of 2024.
3. Dredge Policy Update
Reviewed and updated 2021 policy and will submit to the board.
4. 2024 Dredging
• Review 2024 Budget
• Confirmed dredging areas for 2-24 are Pirate, 3 Tubes and Garney
• Estimated CY to be removed is 25,000 Cubic Yards
• Dredging Months will be April and May 2024
• Reserve 360 Dredge and lock in Dredge America Rental Agreement for these months
• Discussed pipe needed to move from cove to cove to dredge
• Discussed hiring a Dredge Operator and the additional personnel needed
Additionally, maintenance team will be cleaning and doing weir work in Deer Run and Community Areas 7, 8 and 9.
Brett Bush reported the Fishing Committee met August 25, 2023:
• Bass Fishing Tournament was held September 9, 2023 with 8 boats participating in the tournament. This event raised $755 which will be used for restocking the Lake.
• Brett indicated the committee may have a BBQ or a fish fry to raise additional funds for restocking.
• Brett reported that Gary Bush, Jim Powers and himself visited the Harrison Hatchery that we purchase fish for restocking from.
• Brett reported that putting grass carp in the lake is not feasible as Lake Viking is too large a lake for grass carp to be effective. Also grass carp are only effective on certain types of plants and will not eat straight moss. Chemicals would be needed to control moss build up.
• The Fall Crappie tournament will be held September 23, 2023.
Tech Committee
Jeff Ferguson Reported:
• Our current email will be migrated to one system. Emails that come into our current systems will be forwarded to the new system to avoid missing any emails during the transition.
• The Fiber Hut located on the North side of the Fire Department Building will be hot next week and the new service will be turned on north to the dam.
• Fiber should be on in the Safety Office, VVA Office and the Clubhouse by the end of September 2023
Managing Directors Report
Jeff Ferguson ( Managing Director) reported:
Condo Control
• Condo usage is growing and people have adapted to using the system. The usage percentage is 86%.
• Payments via Condo are available for member use. Payments may be made using a credit card or an ACH from a checking ac-
count. The fees on the credit cards average 3.25% of the balance paid depending on the credit card you use. The fee for using ACH is $2.00.
• We are no longer using the Cardpointe system to process credit card payments in the office.
• Repairs and clean up from the recent flooding continue. The next area addressed will be the yacht club as there are big sticks and debris under some of the docks.
• Jeff reported the dredge which was sold to Dredge America has been picked up and removed from the lake.
• The asphalt company will be doing patching where the road has been marked with yellow paint. This will begin around 9/20/2023.
• We will be doing 6.1 miles of chip seal on the VVA roads
Financial Statements were not approved as there was not a quorum of VVA Board members present. These will be reviewed and approved at the November 2023 regular meeting.
Guest Time
One guest was on the agenda for the September 2023 board meeting and that person has been moved to the next regular meeting in November 2023 as no action could be taken on the infraction appeal without a quorum of board members present at the meeting.
• The Board discussed there will be two open seats on the Board for next year. Allan Slavin and Tony Gronniger will be rotating off the board should they choose not to run for another term. Interested parties were encouraged to submit the necessary paperwork if they wish to run for the Board. We have received paperwork from three persons interested in running for these board positions.
• It was also discussed that the President of the VVA Board gives the approval for lots to be sold by VVA. There is a new title requirement and this is being done to satisfy this requirement and avoid the president having to give approval every time a VVA owned lot is sold.
• Legal action for an owner with multiple lots was pushed to the November 2023 regular meeting.
• The VVA Annual Member Meeting will be held October 1, 2023 beginning at 2:00 pm at the Winston High School gymnasium.

8/25/2023 • Clubhouse Lower Level

1. A discussion was held about our budget for the purchase of fish this fall. We currently have $3,900 ($2,000 from lake budget + $1,900 from spring bass tournament). We have indicated to the hatchery that we hope to have a total of $8,000. The final budget will be determined by the participation in the fall bass and crappie tournaments. The goal is to purchase 2,500 walleye and 1,500 yellow perch.
2. Gary Buck indicated that he, Bret, and Jim visited the Harrison Hatchery. They were all quite impressed. While at the hatchery Gary was able to obtain a listing of what we have purchased thus far. This is shown as an attachment.
3. New fishing limits signs for the points of entry into the water have been purchased and are going to be installed by lake maintenance.
4. A discussion about grass carp was held. Tom asked for an official recommendation from the committee to take to the board. Subsequent to the meeting, Bret Bush had a conversation the morning of 8/29/2023 with Tory Mason, a biologist with the MO Department of Conversation. Tory provided the following information.
a. We are too large of a lake for grass carp to be effective.
b. Grass carp are only effective on certain types of plants and will not eat straight moss.
c. In order to control moss build-up chemicals suited for this application should be applied.
An additional point on the subject of moss….Troy recently was paired randomly while golfing with a retired biologist from the State. He indicated that the moss flourished at certain water temperatures. He indicated that during the spring the weather was such that the moss/algae bloom was higher than normal. He also indicated that as water temperature increases the moss/algae will subside.
5. A discussion was held about seeking an increase in funding for fish from the board. Shawn indicated that the budget for the coming year is set and that if any increase is to be requested it would have to be submitted for the 2025 budget.
Robert C. “Bob” Gould - age 83 of Winston, MO passed away Sunday morning, August 27, 2023, in Winston. Bob was born on September 12, 1939, the son of Paul Alfonzo and Thelma Odessa (Simmons) Gould in West Palm Beach, FL. He grew up in Florida and Georgia. Bob attended West Palm Beach High School. He married Zella Wright and to this union four children were born. Later he married Jo McFarland on September 15th, 1983, in Miami, OK. Bob was a lifelong over the road truck driver, beginning at age 18. Bob was a member of Lake Viking Church. Bob will be dearly missed by his family and friends.
Bob was preceded in death by his parents, daughter, Cynthia Steward; great-granddaughter, Lainey Grace Gould; siblings, William Russell Gould and Cynthia Jean Parks; mother of his children, Zella Gould. He is survived by his wife Jo Gould of Winston, MO; children, Rusty Gould of Cameron, MO, Deborah Cabrel (Dan) of Spotsylvania VA, Nobel Gould (Ellen) of New Strawn KS, Mike Richards of Ashland, OR, and Jen Richards-Wood (Mark) of Rollinsville, CO; eight grandchildren; several great-grandchildren and other extended family members also survive.
In lieu of flowers, memorial contributions are suggested to the Lake Viking Church in care of the funeral home. Burial at Lake Viking Cemetery. Arrangements entrusted to the care and direction of Stith Funeral Home in Gallatin.

August 2023 Financial Documents Discussion
It was asked if there had been any bad debt collections for the year. Jeff stated that some collections had just come in recently and should show on next month’s P&L. More mowing receipts will also come in from one more billing.
Morgan Stanley Update
Paula reported that the fund was at $1,528,800, up $528 for the Month of August.
Farm status Discussion
Steve Danner reported that the VVA now has a farm number with the USDA due to haying operation. Jeff is exploring potential revenue on the haying. Steve adds that the USDA farm status may result in future benefits.
Audit
After contacting 5 CPA firms, the decision was made to go with UHY. $25,000 has been allocated in 2024 Budget. UHY will also do VVAs tax returns.
Sale of lake owned lots
Two VVA owned lots were sold for $38,555.09 in August – the S Lot & a MH Lot. YTD lot sales total is $85,917.78

Has been listed with Tanya Burns @ $295,000. It was agreed that price will be reduced to $279,000.
Jetty/Dock Project Update
Jeff reports that we will begin hauling rock next week. Another VVA member, Mark Veraguth, has generously donated a dozer, to assist the effort.

Jeff reports that staff is still working on clean-up from recent heavy
rain which is incurring more costs. Chip & seal cost is also upcoming. Michelle asked if heavy rain impacted dredge work. Paula reports that Dredge Committee will re-measure lake depths at reporting stations next month.

The Infraction Committee met Saturday, September 9, 2023 with the following outcomes:
Committee Meeting Overview: A total of 21 infractions were brought to the table for adjudication attributed to 6 members. Four members appeared in person to appeal their infractions. The infractions issued covered a range of issues, from property upkeep issues, policy violations, misconduct reports and safety issues. The committee diligently reviewed each case, considering all available evidence and testimonies from both the recipient as well as the initial citizen complaints that prompted the infractions. Of the 21 infractions reviewed, 3 were ultimately dismissed due to insufficient evidence or credible circumstances which mitigated the issue. Two infractions were continued to the next month due to reasonable requests/need for additional time.
Commitment to Fairness: The Infraction Committee’s commitment to fairness and due process remains unwavering. Dismissing cases when evidence is lacking is an essential part of this commitment or reasonable circumstances exist, ensuring that individuals are not unfairly penalized. As well, if a member feels that an infraction was upheld in error, their available course of action is to appeal to the next regular board meeting scheduled.
Continuous Improvement: We recognize that there is always room for improvement in our infraction resolution process. The committee actively works to streamline procedures and enhance communication to ensure that future meetings are even more efficient and effective. Feedback is also given to the Handbook Committee to assist in the revision of rules to be clearer for the membership.
Our joint commitment as a community to upholding our values and standards is instrumental in fostering a safe and harmonious environment for everyone as well as ensuring property values remain as high as possible. Thanks to safety and all members who contributed.

The Lake Viking Fall Garage Sale on September 9, featured around 30 vendors, a beautiful day, and as always some neat stuff for sale. And the good news is that there are several more great activities left on 2023 Calender.
