Approval of Last Month’s Minutes Mark Leggett motioned to approve last month's minutes. Celeste Arnmanas seconded; motion passed. Handbook Committee - No report Finance Committee We met on September 9th on Microsoft Teams, with 7 members present as well as Tony Gronniger as an observer. In the review of financial statements, the numbers continue to be positive. Shad Mort reported on the road expenses he has requested price quotes on 6,8,10 miles of chip and seal for the year. On capital expenditures, Marvin McNabb reported that we now have 3 QuickBook licenses to accommodate office staff, as well as the purchase and installation of the new color printer for the office. Representatives from Westbrook CPA firm met with office staff on September 1st for an update. Westbrook asked about our parameters for capital expenditures and the committee agreed starting in 2022, only expenses more than $2,000 will be a capital expense. This does not mean everything over $2,000 has to be a capital expense--the limit is to regard the purchase of equipment etc. The Finance Committee also voted to advise Westbrook of our preference that our investment funds will be reflected on the financial statements as the net invested amount … as opposed to the floating value, which changes every day. Morgan Stanley, there have been two debit transfers from the fund to Selby Construction for the silt basin work. The VVA should be making a few more withdrawals for Selby Construction, and to see us through on operational expense until the 2022 annual billing. I (Troy Lesan) have replaced Sally Zerbe as an authorized individual for transactions, and the Assistant Administrator at Westbrook has taken over my slot with account view capabilities. I am also happy to announce the committee agreed to accept Paula Hepinstall as a new member on the Finance Committee. Troy motioned to approve Paula Hepinstall as a member of the Finance Committee, Allan Salvin seconded; motion passed. Congratulations Paula! Campground: Finally, after much discussion and analysis of a complete collection of data, the Finance Committee approved that the following motion is made: The Finance Committee motioned that the BOD approves the 2022 campground fee across-the-board $140/spot increase at all campgrounds. Funds will be used for line-item expenditures, to build a surplus, but not for capital expenditures. Mark Leggett seconded; after Board discussion, motion passed. Strategic Planning Committee The committee meets quarterly as a group. I (Tony Gronniger) submitted a couple of months ago the Board’s goals for this year. The committee added these to the current Strategic Plan, which I will share with the Board next week.
