As my year as your Grand Chef de Gare is coming to an end, I would like to thank you for all the hard work you have done. Especially in membership. We have 5 Voitures Locales that made goal. They are V-175, V-266, V-689, V-1031 and V-1055.

The membership year is not over yet, and Grand is only 16 members short of goal. So, I am asking you to make one more effort to reach out to your members, who haven't renewed their membership and find out why. If it's something we can help them with so they will renew, then let's do it. Remember they joined for a good reason, and we don't want to lose them.
Next, I encourage you to get your reports done and turned in to the Grand Correspondent no later than June 15th. You did the hard work, and you need to report what you did so you can get credit. The forms are available at the 40&8 web site. www.fortyandeight.org go to resources and click on Forms and Petite Communique. Fill them out to the best of your ability.
The reports are used to determine who will receive awards. The awards will be presented at the Grand Promenade on June 24th in Copperas Cove. Information on the Promenade will be available in this issue of the Texas Voiture News. Elections for Grand Officers will be held at the Grand Promenade. I hope to see you at the Promenade.
In closing I wish you the best and hope the rest of this year goes well for you.

GRANDE VOITURE OFFICERS ELECTED: The following officers and such and such others as the Grande Promenade may determine will be elected at the Grande Promenade by a majority vote of the total authorized representation there at: One Grand Chef de Gare, One Grand Chef de Train, One Grand Commissaire Intendant, One Grand Conducteur, One Grand Commis Voyageur, One Grand Garde de La Porte, One Sous Grand Garde de La Porte, One Grand Historien, One Grand Avocat, One Grand Aumonier, One Grand Lampiste One Grand Drapeau, One Sous Grand Drapeau and One Grand Medicin
It should be noted that all nominations shall be made from the floor and no Voyageur shall be nominated or elected unless they are present at the Grande Promenade. Voting is done by delegate strength. In the Grande Promenade each Voiture Locale shall be entitled to three (3) delegates and three (3) alternates for the first ten (10) members, and one (1) additional delegate and one (1) additional alternate for each fifteen (15) members or major fraction thereof and such membership shall be calculated as of the date which is thirty (30) days prior to the convening of the Grande Promenade.
Voitures Locale shall have the number of votes in the Grande Promenade equal to the number of delegates to which they are entitled. provided that at least one (1) of the certified delegates must be duly registered and such registered delegate or delegates rnay vote the entire certified delegate strength. Prior to the conduct of elections, the Grand Correspondant will inform the Grand Promenade of each locale's voting strength.
Each Locale in attendance should submit a delegate list to the Grand Correspondant prior to the Grande Promenade or as a minimum at registration. It is encouraged that anyone running for an elected office submit a resolution from their locale however anyone may run from the floor upon nomination. The Grand Chef de Gare shall, with the advice and consent of the Grande Cheminot, select appointed officers and Directeurs.

Bon Jour my fellow Voyageur’s.
With the Spring Cheminot behind us and the Grand Prom just ahead it can only mean one the end of another year has arrived.
I hope everyone has been working on their reports that are due to all the Grand Directeurs. While I can only speak for myself. I want to be able to give a good estimate of what our report for this year will be during the Grand Promenade so please send me your hours by June 15. Do not let your hard work and dedication go unreported, every hour counts. Remember that all locale reports are sent to the Grande Directeurs ONLY!

By L’Editeur David KnutsonWhat is Ghosting? Ghosting occurs when a person ends all communication and contact with another person without any justification or warning. It also includes ignoring them when the person tries to reach out.
I am aware of only one or two instances within Grand du Texas where Grand was ghosted by a member. A large part of our issue is poor communication. We all have the ability to communicate but we are not using it. No updates or communication from a locale seems like ghosting but it really is not what is going on. It is very important that we regularly communicate. We can all improve in this area. It really only takes one strong member to help take the lead. Add in one or two more and a lot more can be done. Then before you know it – you are making a difference. Please understand – this is not directed at anyone specific – but to ALL of us.
All of our locales do things that are helpful to their respective community. They may fund a nurse or make a donation of time or money or through another organization. We are all busy and I too have failed to communicate or report activity in the past. It really is very beneficial in many ways. Submitting your reports is a way to help solve this problem. Need help – Ask! Aside from reports we need to show others what we do. It can be our reports, newsletters, Facebook or whatever! We have a lot that is posted on our website – www.texasboxcar.org. Even small things count, but if nobody knows how can we ask others to get involved.
As L’Editeur for the TVN I have tried to include everyone who is doing work through their locale and we have a few locales who always shine. Remember, it’s not a competition. Yes we recognize the locales who are working hardest, but we also recognize locales who do only a few things or even work one event per year. Getting information is pretty tough sometimes and I will be more than happy to publicize your good work, but we need to know about it. Even a simple email and photo can be very helpful.
Where do we go from here? Help pass along our customs on to the younger Voyageurs Militaire and help them be productive and successful. Voiture 266 is setting an example to follow with some of their younger members who are helping to bring some changes

MINUTES OF THE GRAND DU TEXAS GRAND CHEMINOT 2023
March 18, 2023
1. The Grand Cheminot was called to order by the Grand Chef de Gare Roger Folmar according to ritual and the Manual of Ceremonies at 1:00 pm, March 18, 2023, Renslar R. Keagle, Grand Correspondant.
2. Grand Call (Correspondant): By order of the Grand Chef de Gare du Texas, the 2023 Grand Cheminot will be held, Saturday, March 18th in Killeen, Texas hosted by Bell County V-1031. Committee meetings at the host hotel, Shilo Inn, 3701 S W Young Dr., Killeen, TX, with Grand Cheminot and banquet being held at American Legion Post 223, 208 S. Park St, Killeen, TX. (Copy of full Grand Call, attached).
3. Roll Call of Officers: Thirteen elected officers present, two appointed officers present, eleven Directeurs present.
4. Roll Call of Locales: Present – V-175, V-266, V-542, V-605, V-1031, and V-1055. Six locales present. Correspondant reported that a quorum was present.
5. Grand Chefs de Gare Passe and National Officers recognized.
6. Reading of the Minutes of the Grand Promenade – Approved as posted in the TVN – Texas Voyageur News.
7. Reading of Bulletins and Correspondence – Correspondant mentioned flyer received by VM Frank Campo for Chef de Chemin de Fer.
8. Reports of Officers:
a. Grand Chef de Train John Rodgers: Grand du Texas is at 88.31% needing 21 for 100%. Congratulations to V-175, V-266, V-689, V-1031 for achieving 100% or better.
b. Grand Commissaire Intendant Renslar Keagle: Wells Fargo Account - $11,029.24; Money Market Accounts $3,437.29; checking account total - $14,466.53. Currents investments totaling $45,798.88. Grand total all funds$60,265.88. Expenses covered in detail in Finance Committee meeting, but Grand is presently $2,699.08 under budget for 2023. Item by item transaction in checking account covered in finance committee meeting and finance report attached to minutes. Finance report approved as read and submitted subject to audit. Budget comments made by Grand Chef de Gare.
c. Grand Avocat Dave Knutson: Written report submitted by Grand Avocat David Knutson. Charters were pulled at Promenade Nationale for V-231, V-312 and V-1185 leaving ten locales in Grande du Texas. The majority of members from these locales transferred to other locales within Grand, some decided to discontinue their membership.
i. Revised or amended Constitutions submitted to Nationale Grand Avocat for review – V-163, V-175, V689 and Grande Voiture du Texas
ii. Copies of Constitutions for V-266, V-542, V-605, V-980, V-1055 and V-1134 should be submitted to Grand Avocat to complete his records.
iii. Tax Exempt Status – Current with IRS – V-163, V-266, V-605, V-1031 and V-1134 – commended for keeping or getting their status current. Locales in the process of getting reinstated: V175, V-542, V-980. Status unknown for V-689 and V-1055.
d. Grand Aumonier J. Sean Habina: Information needs to be passed on to the Aumonier on sick or TAPS so cards may be sent to Voyageur or family.
e. Cheminot Nationale Renslar Keagle: Detailed report from Promenade Nationale in fall 2022 TVN. Promenade 2023 will be held in Sandusky Ohio, registration is available online. Will need delegate lists, etc. NLT August 1st
will be on the agenda for the Grand Promenade.
9. Program Reports (Reported by Directeur or a representative)
a. Americanism – Directeur Mike Hall reported 10 schools completed so far this year FFFGs with others being planned or scheduled. Time to work on Americanism report, be sure to get individual input from members.
b. Boxcar – Directeur John Rodgers reported he has pins and cards available.

c. Carville Star
and locales encouraged to support a country or clinic. Star will be passed at the banquet this evening. Directeur comments on the Carville Star Program.
Directeur Roger Folmar reported he still has nine pins left. Grand is active in Carville Star
d. Child Welfare – Directeur Les Lobdell reported 50 child welfare pins purchased by Grand du Texas and some still available at $3.00 each. V-605 and V-1031 are active in their FFFGs programs and V-266 active with their donations to programs relating to children. No formal reports received to date. Locales are reminded that they need to send their report to the Grand Directeur NLT the date established by Grand du Texas so reports to Nationale can be submitted on time.
e. Nurses Training – Directeur Doug Pendleton – Gave the Nurses Training Committee Report at this time – Only applicant for a scholarship was V-605 and $300 was granted.
f. POW/MIA – Directeur Renslar Keagle: V-605 and C-605 brought POW/MIA merchandise. POW/MIA program goes far beyond promenade ritual and pin sales. It is quick and easy to go to the Defense POW/MIA Accounting Agency for a detailed accounting of those who have been returned. https://www.dpaa.mil/our-missing/pastconflicts/ Will give you name, rank, service era, etc. for those returned for internment. Discussion on the POW/MIA Missing Man White Table – where you meet, do they have one, is it complete? POW/MIA annual report is very important
list all activities attended at Locale, Grand and Nationale levels, fund raising events, etc. Hours from other reports like Americanism, ritual flow over to this report – anywhere the POW/MIA flag is present.
g. Public Relations
Directeur David Knutson: For the TVN get photos of events to Dave with detailed information on the event, date, time, place and who is in the picture.
h. Ritual – Comments by Grand Correspondant –Reminder there is a ritual report.
i. Voiture Activities – Report by Sean Habina: Oral report made from floor – Voiture Activities also has a report, very important. Last year only 25 Grands submitted reports.
j. VAVS – Three submission to Nationale for Keep the Wheelchairs Rolling.
k. Youth Sports – Directeur Keith Reiss Jr: V-266 received a grant and applying is easy to do – up to $1,000.
10. Grand Non-Program Reports:
a. Boxcar Maintenance – Dave Knutson: Only some minor plaque changes needed.
b. Time and Place – Dave Knutson: Grand Promenade 2023 will be held June 23-24, 2023. Hosted by V-266 assisted by V-1031 – full details will be sent out when ready; Spring Cheminot 2024 V-175 Austin. No decision on Grand Promenade for 2024.
11. Old Business: None
12. New Business:
a. Initial discussion on Central States which will be in Texas in 2024. Will be discussed in detail at the Grand Promenade for expenditures, budget and establish a committee.
b. Discussion on the 75th Boxcar Anniversary – a Nationale celebration. Plans on putting artifacts out and hopefully lots of Camp Mabry support.
c. Ads approved for Memorial Day program and program for Promenade Nationale – full page.
13. Elections and Appointments: None
14. Remembrance for Dave Crozier (V-605) and Grand du Texas and National Voyageur of the Year by Grand Chef de Gare du Texas
15. Grand Memorial Service by Grand Aumonier J. Sean Habina
16. Good of the Grand Voiture: 100% membership pins awarded to date for locale Chef de Gares and Correspondants. Presentation on Blue Chevalier and encouragement to joining P.A.L.S. Announcements on date, time and location for banquet.
17. There being no further business to come before the Grand Cheminot, the Cheminot was closed according to ritual and the Manual of ceremonies.

102nd GRANDE PROMENADE OF THE GRANDE VOITURE DU TEXAS
In accordance with the Constitution of the Grand Voiture du Texas, the 102nd Grande Promenade of La Societe des 40 Hommes et 8 Chevaux, Grand du Texas, will be held in Copperas Cove, Texas on Saturday, June 24, 2023
PURPOSE
The Grande Promenade is called for the purpose of electing Grand Officers for the ensuing year, and for the transaction of such other business as may come before the Grande Promenade.
BASIS OF REPRESENTATION
Each Voiture Locale shall be entitled to three (3) delegates and three (3) alternates for the first ten (10) members, and one (1) additional delegate and one (1) alternate for each additional fifteen (15) members or major fraction thereof and such membership shall be calculated as of the date which is thirty (30) prior to the convening of the Grande Promenade. Each Grand Chef de Gare Passe and the sitting Grand Chef de Gare, who are members of a local Voiture, shall be entitled to one (1) vote to be exercised only when personally present on the floor at the time the vote is taken.
Voiture Locales indebted to this Grand Voiture will not be included in the roll call and will not be eligible to vote unless indebtedness is paid.
CREDENTIALS
Voiture Delegates’ lists must be sent to the Grand Correspondant, Renslar Keagle, 8714 Marble Dr, El Paso, TX 79904 or via E-mail to: renslarkeagle@gmail.com prior to 9:00 am, Saturday, June 24, 2023.
VOTING STRENGTH OF VOITURES LOCALE
Voitures Locale shall have the number of votes in the Grande Promenade equal to the number of delegates to which they are severally entitled, provided that at least one (1) of the certified delegates must be duly registered and such registered delegate or delegates may vote the entire certified delegates strength.
ADMITTANCE TO THE GRANDE PROMENADE
Only delegates and alternates holding credentials will be entitled to a vote on the floor of the Grande Promenade duly assembled. Any member of La Societe in good standing will be admitted to the Grande Promenade Hall on presentation of their 2023 membership card to the Grand Garde La Porte.
RESOLUTIONS
All resolutions must be submitted in writing to the Grand Correspondant on Saturday morning, June 24, 2023, no later than 9:00 a.m.

The Grande Promenade is called to begin at 1:00 p.m., Saturday, June 24, 2023, at VFW Post 8577, 1506 Veterans Ave, Copperas Cove, TX 76522.
The election of Grand Officers for 2024 will be held immediately following the transaction of business with installation being held at the discretion of the Grand Chef de Gare.
