AT THE HELM VICE COMMODORE'S MESSAGE Dear Fellow Members, Let me first extend our appreciation to all the members who attended the AGM last week and for endorsing the new RSYC Committee to serve in the new term 2011/2012. It is interesting to note the diversity that constitutes the new MC: We have veterans like Tan Kay Toh who is now into his eighth year as commodore, a record of sorts in RSYC's history, and the Honorary Secretary Balakrishnan and they both provide much needed continuity and steady hands in guiding the Club forward. At the same time, we are glad that several younger members have stepped forward to serve. We have new Committee member Joseph Kwok, a banker by profession, joining David Cronin, Wee Keng Hwee, Tan Ann Kiong and Chow Theng Kai (who takes on the role as Rear Commodore) and they are all committed to ensure that RSYC stays relevant. It is refreshing that they represent the younger set and with a passion for Club-work. This augurs well for the future of our Club as we view this as succession planning for our Club's future leadership. We are also pleased that five-term Committee member Inez Wei has returned to serve, after a hiatus of about six years, and it is important that the women members of the Club have a voice on MC. We want to thank out-going Rear Commodore Karl Nilssen, John McGugan and Jeyendran Naidu who stepped down to make way for new blood. We owe them much gratitude for the time and effort they generously gave to the Club. Going into my second year as your Vice Commodore together
with Treasurer Kjetil W Gulliksen, I would like to share with you some observations. The work at the Main Committee is largely in deliberating the various issues that confront us and they can be very diverse and far reaching. Sometimes we are forced to make tough decisions but always with the overall interest of the members in mind. With our new General Manager, Mr. Werner Trachsel on board, the MC members look forward in engaging on the recommendations put forward by the management team. It is important that we leave the day-today operations of the Club to the able hands of the GM and his team and in the atmosphere of respect and understanding we should develop a symbiotic relationship that can only be good for all, a win-win-win for MC, management and all the members. At the just concluded AGM, a good number of suggestions on food and beverage and other matters were surfaced. We are impressed by the depth of the questions and comments and members' thoughtfulness. They not only showed the great interest they have for the Club's activities but also the future well being of the Club. This kind of working relationships and feedback augurs well for the Club.

AT THE HELM GENERAL MANAGER'S MESSAGE Dear Members of RSYC, I thank all Members whom I have met since my start at the Club for their warm welcome. The Main Committee has given me the task to look into various concerns as a matter of priority. Among these are the growth of the membership base to achieve optimal use of our facilities and to review the F&B offer and services. Both of these will of course also contribute to achieve better financial results. In the first quarter of this year, the Club had commissioned a survey among Members. We have now received the results of this survey. The first information that caught my eye was that we do not have all Members' email addresses. We wish to be in touch with you and it would help us tremendously if we had all your addresses. May I therefore request you to please drop us an email to pr@rsyc.org.sg with the request to add you to our list. You can find more on the survey outcome in the following pages, but there are a few observations I like to highlight. Overall, Members gave the Club good marks. But there are some areas of concern that have been repeatedly mentioned, such as: Members do not feel engaged or connected, F&B offer and quality needs improvement, not sufficient social and sea sports activities. Together with my team, I will work towards addressing these shortcomings. I will continue to be around the Club to meet as many Members are possible. The Duty Manager will also now engage at least two Members per day to gather feedback and to let you know what happenings are in the pipeline. Please continue giving us your comments. These help us to do better. To end, just quickly a few words about the main event this summer. The highlight is naturally the RSYC Regatta on the weekends from 17 to 24 July. If you are a sailor and have not registered yet, please do so soon. In connection with the regatta, we have this year arranged a whole array of activities for the whole week. These include wine and beer events, a family brunch and a weekend full of fun for kids. This gives all Members, sailor or not, a reason to visit the Club. It promises to be a fantastic week. RSYC ANNUAL GENERAL MEETING 2011 About 61 members attended the 86th Annual General Meeting of the Republic of Singapore Yacht Club held in the Nautica Ballroom on Friday 24 June 2011. As there was insufficient quorum at 7.00pm, the meeting was called to order at 7.30pm by Rear Commodore Karl Nilssen standing in for Honorary Secretary Balakrishnan B who was on overseas travel. After introducing the RSYC Committee members present at the meeting, Commodore Tan Kay Toh gave his introductory remarks and also introduced the Club's new General Manager Mr Werner Trachsel who came on board in mid-May 2011. The minutes of last year's AGM was confirmed, followed by discussion on the Annual Report for 2010/2011. While noting in the Treasurer's Report that F&B operations made a negative contribution of $287K in the year under review, a Member asked the Committee to re-consider the current policy of exclusivity and allow certain categories of non-members to patronize the Club's F&B outlets. He gave the feedback that the nearby university community and large businesses in the vicinity could help improve the restaurants' profitability. Another Member noted his concern that in the Five-Year Comparison table, the bottom line of the Club's financial operation had worsened in the last three years since 2007 when the deficit was a low S$352K. Another Member raised the perennial question of whether the Club should outsource the running of its eateries to outside operators. On another matter, a Member

wanted to know the breakdown of the cost of publishing “Three Burgees”, the Club's heritage book that was launched in June 2010. Mr Nilssen gave a brief breakdown and said it was about $35.00 per copy. Four thousand copies of the book were printed and every member was given a copy.
The five Committee members are incumbents Mr David Cronin, Mr Tan Ann Kiong, Mr Wee Keng Hwee, and new members Mr Joseph Kwok and Ms Inez Wei, who had previously served as a Committee member for three years and another two years as Honorary Secretary in 2003-2005.
Vice Commodore Low Teo Ping said the book should be viewed as an investment since it is the official record of the Club's rich legacy. Another member Mr Wayne Wong asked whether there were any errors in the book and if so, whether the Club would consider a re-print to set the record straight. Mr Nilssen said there were indeed some errors in the book and the Club would consider putting the errors on our website. He added that every new member joining the Club would be given a copy of “Three Burgees” as there were about 2,000 copies still available.
Next, the current auditors for the Club, Rohan-Mah & Partners, were elected to serve another term in the coming year.
The Annual Report of 2010/2011 was approved by the meeting and the Audited Accounts for the year ended 31 December 2010 adopted. Next on the Agenda was the election of flag officers and Committee members for the ensuing year. As none of the positions were contested, all the candidates were declared duly elected members of the RSYC Committee for 2011/2012. The office bearers are Commodore Mr Tan Kay Toh / Vice Commodore Mr Low Teo Ping / Rear Commodore Mr Chow Theng Kai / Honorary Secretary Mr Balakrishnan B. / Treasurer Mr Kjetil W. Gulliksen. All are incumbents, except for Mr Chow who had served on the previous year's Committee.
Under Any Other Business, the meeting considered the three letters received from members that were posted on the Club's notice board, together with the Committee's replies. One letter was from Mr Erich Paulini that requested the Club to provide a ‘live webcast' of Committee meetings that could be posted on the Internet to enable members to know what had been discussed. Mr Paulini was not present at the AGM and the meeting was informed that the outgoing Committee had discussed the matter and did not support the proposal. Speaking on the matter, Dr Khoo Ih Chu said that in Committee meetings, there must be some transparency. Vice Commodore Low Teo Ping pointed out that the Club's policy is that any Ordinary Member (up to two persons at a time) can attend meetings with prior notice and that is still the practice. A second letter, submitted by Mr Wayne Wong, was about what he termed as ‘contingency planning'. Mr Wong elaborated that he felt some of the projections of Club's operations in past years were too optimistic. He was concerned

about the ”ballooning costs” to the Club when the current Development projects were completed and asked what would be the “daily cost” to the Club. Some discussion on the future of the Club gym ensued. Mr Wong asked whether the gym would be expanded. Commodore Tan Kay Toh replied that the patronage of the gym would be monitored and a decision taken depending on the outcome of the current usage. On another matter raised in a letter from Dr Khoo Ih Chu, he had asked what was the financial liability to each member if the Club got into financial difficulties due to the ongoing development projects. Mr Nilssen informed the meeting that the Club's lawyer had looked into this matter and had stated in a letter that members would not be made liable for the
Club's financial difficulties if such an event were to occur. Before the meeting ended, Mr Chow Theng Kai spoke about what the Committee had done regarding the Club's loan arrangements. He said the basic assumptions have not changed since he last presented the financial report to the AGM a year ago. He said the Club had secured a bank loan for S$3.7 mil, even though it had approval for S$5.0 mil. Mr Chow said targets for new membership had been adjusted to 120 new members in 2012 and 100 in 2013, of which some 40% should be Ordinary Members. As for the rest of this year, we should expect 60 new members or about 10 a month.

MEMBER SURVEY RESULTS The Club commissioned a Member Survey that was carried out in March and April 2011. 178 members responded.

The following are the key findings of this sample size.
Finance/Billing
Competitive Club Overview
43% of RSYC members are also members of other clubs. 20% visited these other clubs, while all respondents visited the RSYC in the past 12 months. RSYC also scored highest in the overall opinion of these clubs. The reasons for visiting the club are Food and Beverage, Sea sports events, berthing location and social events.
Only 2% of members are not satisfied with the level of service of the Finance Department and the monthly billing accuracy. A large majority (69%) prefer to receive their statement of account via standard mail, while a third would prefer to receive this by email.
Front Office
The competitive club survey reflects a loyal following among members and a general satisfaction with the Club's services and facilities.
83% rate the front office overall as satisfactory or extremely satisfactory. However, there are some shortcomings that need to be addressed. Members are not entirely satisfied with the efficiency of processes (25%), knowledge by staff (22%) and staff attitude (17%).
Food and Beverage
General Comments
Not surprisingly, The Wharf is the most frequented restaurant, followed by The Bridge and the two bars. The table below indicates the most satisfactory and the least satisfactory scores in each outlet. In general, the results show good scores for the service crew, but shortcomings in food variety and quality. The management will concentrate on the two least satisfactory aspects in each outlet and take measures to improve in these areas as a priority.
Club Activities
The most popular type of events are (in that order) Talks/Workshops, Sea sport activities, Sports activities and Day tours. This feedback will assist the Club to tailor the events programme better to members' likings. In terms of quality of past events, more than half rated these as good, with 17% scoring very good or excellent and 22% satisfactory. This is also an area where we want to lift the level of satisfaction.
Club Communication
93% of respondents are satisfied with the Club's communications. Among the preferred modes of communications the E-newsletter scores by far the highest. This is followed by the bi-monthly magazine and the website. Interestingly, a quarter of members would appreciate SMS alerts.
There are a number of recurring comments in general · The marina is too choppy and a breakwater is needed. · A lack of social events and sea sports activities, especially for non-boat owners · Members do not feel connected (to other members and to management)
Conclusion
Overall the opinion of the Club is healthy. Members rate the RSYC well relative to other clubs. F&B comes through as one of the biggest strengths of the Club, especially the two dining outlets, but is also the area where members most look forward to improvements. Events tend not to be well attended. This could be a reflection of the types of events organised or a lack of awareness of these events. The Club administration, be it Finance, Communication or Front Office performed well. We thank all members who have participated in this survey. We assure you that we will take your feedback to heart and that we will work towards improving on the weak areas. Please continue to give us your feedback to make the RSYC an even better club than it already is.

Where's the meat!
Just to share with you a littleknown fact that the Australian Wagyu Association is the largest Breed Association outside Japan. Both Fullblood and Wagyu cross cattle are bred in Australia for domestic and overseas markets. Australian Wagyu cattle are grain fed for the last 300 to 500 days of production. Wagyu bred in Western Australia's Margaret River region often have Red Wine added to their feed as well. Although less than 100,000 of the 28.8 million head of cattle in Australia are Wagyu or Wagyu infused, the long feed nature of Wagyu production takes up 40% of Australian feedlot space in any given 12-month period. It is this feeding process that makes the Wagyu beef such a delicacy. At the same time, this long feed is what contributes to the high cost of beef. SINGAPORE SAILING FEDERATION PRESIDENT'S MESSAGE Dear Sailors I am very pleased to see you all making time to participate in the 12th edition of this Regatta and congratulate you all in doing so. Sailing provides with an avenue to escape from our daily routines and indulge a little in life's simple pleasures! Sailing events run by our various clubs form the bedrock of our local sailing calendar, and continue to add life to our sailing scene. None more so than RSYC, Singapore's oldest sailing club. History and tradition is important for us in sailing, and as we inspire and
develop the next generation of sailors, we must always remind them of our sport's origins. Sailors will be reminded of our strong heritage through the four challenge trophies presented by RSYC, the oldest, the Pulau Jong Challenge Cup dating back to 1926. I am heartened to see the strong sponsorship support for this 12th RSYC Regatta from longtime supporters Corum and newer ones like Audi, DBS, Aon and Sony and this augurs well for us all moving forward.
Regatta will be a success. Being the club co-chairing the organizing committee for the 18th Singapore Straits Regatta, RSYC will be sure to translate this success onto a bigger international stage come January 2012. CORUM has decided to come onboard and support the Singapore regatta scene further by taking on the role as title sponsor for the RSYC regatta. We welcome this and look forward to working with CORUM and growing the CORUM RSYC regatta and the exciting opportunities this brings to Singapore regattas. We have also secured additional sponsorship from new and existing sponsors and we thank them all for their new and continuing support. New for this year's CORUM RSYC regatta is the inclusion of more club activities for the sailors and members of their “support crew” – the regatta week from 16 to 24 July will include additional social events. We do recognize that the support of family and friends is invaluable to the sailors participating in the regatta and hope to create some activities for
them at the Club while the racing is ongoing. Details of the regatta week can be found in this program and we hope many of you will be able to join in the fun. Do tell us if you think there are additional activities we should include for coming years. The trophies and “bragging rights” are of course up for grabs again this year and we look forward to the exciting action of seeing last year's winners defend their position and possibly taking home the trophy again. The racing is little changed from past regattas. Following the delivery day to RSYC on 16 July, three days have been set aside for great racing in the vicinity of the Southern Islands, as detailed in this program. Another new addition to the racing is the inclusion of the Sailability Singapore section to the regatta. We welcome these fellow sailors and look forward to including them in both the racing and the social program for the regatta.
As usual, the hotel rooms in the Marina Lodge are available for those who wish to stay over during the regatta week. Simply make reservations at the front office to confirm your stay. I cannot end this message without thanking the volunteering RSYC members of this year's Organizing Committee, the race officials, the students from NTUYC, the RSYC management and staff, and our friends from other yacht clubs ensuring their sailing members participate. Finally, a big thank you also to the MPA officials, our friends at SSF, and others I may have inadvertently left out. I look forward to welcoming each and everyone to this 12th annual Regatta. The Republic of Singapore Yacht Club has one of the finest collections of silverware among sporting institutions in Singapore, some dating as far back as 1874. The RSYC Committee has selected four of the most prestigious trophies as challenge cups for the annual Regatta, and these are:

SAILABILITY IN SINGAPORE Sailing for the disabled first began in the United Kingdom in 1986. The first sailing-for-disabled lessons began in Singapore in 1999 at the National Sailing Centre led by Edwin Low using laser pico. It moved to Changi Sailing Club in 2000 when funds were raised by several local champion sailors to purchase the Access 2.3 dinghies. These 2.3-metre dinghies come with several original design features that enable easy maneuverability of the boat. A servo-assist joystick fixed in the centre of the boat can be controlled either by hand, foot, chin or any moving body part. This revolution allows even people with profound disabilities to control the boat. Sailability Singapore is supported by the Singapore Sports Council for the Disabled (now known as Singapore Disability Sports Council) and Singapore Sailing Federation.

A SHORT HISTORY OF OUR REGATTAS hours. An oil painting of that race hangs in the RSYC Chartroom today. When the Singapore Yacht Club built its first clubhouse in 1920 at Trafalgar Street (now part of PSA's container terminal at Tanjong Pagar), regular regattas were organised by keen sailors off Singapore's harbour. SYC morphed into the Royal Singapore Yacht Club from 1922 to 1967, and took its present name shortly after Singapore's independence.
As a yacht club with 185 years of history, RSYC proudly notes that the first regatta ever held in Singapore took place in 1834. One of the memorable regattas organised in the 1800s was reported in the Illustrated London News magazine in April 1866. It was a 28-mile race among four well-known yachts that included the eventual winner “Ganymede”, a 36-ton cutter owned by William Read, a commodore of SYC. Read beat J.L. Kirby's 18-ton schooner, the “Picciola” after more than four
For a number of years during the 1990s, regattas were not held due to RSYC being preoccupied with securing a new site for its third and current clubhouse, completed in August 1999. To commemorate the Club's official opening on 17 June 2000, the annual RSYC Regatta was revived on three consecutive Sundays in July 2000. In the years 2000-2002, RSYC
SAILING OLYMPIANS FROM RSYC In 1956 when the RSYC was then known as Royal Singapore Yacht Club and Singapore was then a British colony, the country entered a small team of sailors for the Olympic Games in Melbourne. This first foray by Singapore into Olympic sailing was followed by the 1960 Games in Rome, with the sailing events in Naples, Italy. The Olympic participants
all came from RSYC. Leader of the team was E.G. ‘Ned' Holiday, RSYC commodore in both 1956 and 1960 and a few other years as well. Other members included James Cooke, Robert Ho, Kenneth Golding and Thomas Durcan. They sailed in the Dragon, “Rika II”, helmed by Holiday. They returned in 1960 and competed in the “June Climene”, another Dragon provided by Holiday.
Rear Commodore Raphael Phang chaired the organising committee that brought the races to a solid footing. From 2003 to 2005, the chairman of the RSYC Sailing Sub-Committee, Dr Kent Goeking, took the Regatta to new heights, with record number of boats participating – 32 in 2004 and 33 in 2005. Committee member Keith Dunn took charge in the years 2006 to 2008, with an exciting passage race to Tioman in '08. Overall winner was “Happy Endings” helmed by Jonathan Mahony. The 10th annual regatta in 2009 was chaired by Committee Member Neo Wee Sim, with Rear Commodore Karl Nilssen chairing in 2010. Both Mr Neo and Mr Nilssen continue to serve in this year's Regatta Organising Committee, together with stalwarts Christopher Nunns and Kevin Lim, and keen sailor Glen O'Grady joining in for the first time.

EMPLOYEE OF THE QUARTER We are happy to report that Mr Cheong Chee Seng has been selected as Employee of the 2nd Quarter 2011. A supervisor in the Housekeeping Department, Chee Seng has been with us just over 10 years, having joined RSYC on 1 February 2001. He obtained an excellent rating for his punctuality and readiness to take on any task, according to his Head of Dept Ms Molly Tan. He was also given high marks for his work output, quality of work, initiative and teamwork. As a supervisor, his colleagues say he is always obliging in helping out whenever he is required to do so. Well done, Chee Seng. Keep up the good work! DINNER WITH SAILING OLYMPIANS With the London Olympics barely a year away, talk about the quadrennial games is very much in the air. Last May the Government sports body held a gathering of family members of Olympians and those who had represented Singapore at past Olympics. The RSYC had several sailing Olympians in the 1956

and 1960 games (see related story in the Regatta section) and they were honoured at a small dinner party at The Bridge on 18 May 2011. Among those present were former members James Cooke and his wife who flew in from New Zealand, and family members of former commodore E.G. ‘Ned' Holiday, Olympian Keith Johnson's son Malcolm and recent sailing Olympian Stanley Tan. Mr Cooke had earlier presented the Club with several souvenirs of the 1960 Rome Olympics and these are now on display in the Chart Room. The sailing events in 1960 were held in Naples where Cooke and Holiday had competed in the latter's yacht ‘June Climene'. The visitors were each presented with a copy of ‘Three Burgees', the history of RSYC.

RECENT EVENTS
Boat Asia 2011
The annual Boat Asia, known as Asia's largest and longest running luxury boat show, was held from 12 to 15 May this year. For the first time, this lifestyle event expanded beyond the shores of Marina@Keppel Bay with a secondary show at The Promontory@Marina Bay, right in the heart of Singapore's financial district. RSYC's participation expanded this year as well. In addition to exhibiting at both locations, the Club was also the official F&B caterer at Marina@Keppel Bay, which helped to heighten the brand awareness of the Club amongst visitors to the show. As part of our ongoing PR efforts, we also hosted a media cocktail reception on the second day of the show, resulting in more coverage of RSYC's development plans in some boating and social publications in the ensuing days. With the current development of the dry stack, the show was a good platform for the Club's continued marketing efforts and allowed us to reach out to several good quality prospects. Many existing and prospective boat owners visited our main booth to find out more about the dry stack. A fair share of the visitors was also interested in our sea sports activities and social facilities. The Membership team is working on these leads and hopes to convert as many of these to RSYC members within the next few months. At its debut venue at The Promontory@Marina Bay, the firstever city sailing race, Bay Challenge took place on 14 and 15 May, which saw 16 teams competing head on in high performance Laser Bahias. Hundreds of spectators caught the live action as the sailors put their sailing skills to the test as they raced to the finish line. Fendi Ahmad, our Sea Sports Executive, represented RSYC in the race and did the Club proud with his good showing and never-say-die attitude although he did not qualify for the finals. Kudos to the youngster who promised to be back at the upcoming Corum RSYC Regatta 2011. RSYC looks forward to its participation in Boat Asia 2012. Joyce Toh

Return of the Battle Bots
It's the June school holidays once again! And the children are all out having fun @ RSYC! On 2 June, five relatively shy children joined the Return of the Battle Bots workshop which taught them how to build and programme robots using Lego™ Mindstorms Robotic sets. The ice was quickly broken amongst the children as they teamed up to create a fighting machine, hoping to outwit the other team! They were engaged in mind wrestling, analytical skills and creativity as they thought of ways to out-think their opponents! Maritime And Port Authority Of Singapore Port Marine Circular No 02 of 2011 · 30 May 2011 To: Shipping Community NIGHT SIGNALS FOR VESSELS CROSSING THE TRAFFIC SEPARATION SCHEME (TSS) AND PRECAUTIONARY AREAS IN THE SINGAPORE STRAIT DURING THE HOURS OF DARKNESS 1.
A finding from a study found that one of the contributing factors of incidents in the Singapore Strait was that vessels transiting in the Strait are unable to distinguish whether a vessel arriving or departing from the port of Singapore would be crossing the Traffic Separation Scheme (TSS). This is due to the difficulties in visually identifying the vessel especially at night when there are background lights from landwards. To address the issue of identifying crossing vessels during hours of darkness, a night signal was proposed consisting of “three all-round green lights in a vertical line” which will be displayed by vessels to indicate its intention to cross the TSS. That will allow other vessels in the appropriate lanes to take actions if required and hence enhance navigational safety.

With effect from 1st July 2011 at 0000hrs UTC (0800hrs Singapore LT), vessels crossing the Traffic Separation Scheme (TSS) and precautionary areas in the Singapore Strait are recommended to display the night signals consisting of 3 all-round green lights in a vertical line. This measure was adopted by the IMO's Maritime Safety Committee, at its eightyeighth session (24 November to 03 December 2010) in accordance with the provisions of resolution A.858(20).
3. Ship owners, agents and masters of vessels are: (a) to take note of the details regarding the display of the night signals set out in Appendix 1; and (b) recommended to comply with the procedures set out in Appendix 1 when intending to cross the Traffic Separation Scheme (TSS) and precautionary areas in the Singapore Strait. 4. Appendix 1 AMENDMENTS TO THE RULES FOR VESSELS NAVIGATING THROUGH THE STRAITS OF MALACCA AND SINGAPORE – RECOMMENDATIONS FOR VESSELS CROSSING THE TRAFFIC SEPERATION SCHEME (TSS) AND PRECAUTIONARY AREAS IN THE SINGAPORE STRAIT DURING HOURS OF DARKNESS (INTERIM RECOMMENDATORY MEASURE) 1. Vessels are recommended to display the night signals consisting of 3 all-round green lights1 in a vertical line in the following situations. a) Vessels departing from ports or anchorages when crossing the westbound or eastbound lane of the TSS or precautionary areas in the Singapore Strait to join the eastbound or westbound lane respectively; and b) Eastbound or westbound vessels in the TSS or precautionary areas in the Singapore Strait crossing to proceed to ports or anchorages in the Singapore Strait. 2. The night signals should be displayed by: a) Vessels of 300 gross tonnage and above b) Vessels of 50 metres or more in length; and c) Vessels engaged in towing or pushing with a combined 300 gross tonnage and above, or with a combined length of 50 metres or more. 3. Vessels crossing the TSS and precautionary areas in the Singapore Strait to proceed to or from ports or anchorages are recommended to comply with the following procedures: a) A vessel in the Singapore Strait which intends to cross the eastbound or westbound traffic lanes in the TSS or precautionary areas respectively, is recommended to comply with the following: i. report to the VTIS to indicate its intention in advance ii. display the signals consisting of 3 all round green lights in a vertical line. VTIS would alert ships in the vicinity to keep a good look out for the crossing vessel. iii. when traffic condition is favourable, alter course boldly if necessary, (to be readily apparent to other vessels in the vicinity observing by sight or radar) and cross the traffic lane on a heading as nearly as practicable at right angles to the general direction of traffic flow. iv. report to VTIS and switch off the night signals when it has safely left/crossed or joined the appropriate traffic lane. b) Displaying the night signals shall not exempt the crossing vessel of its obligation to give way to other vessels in a crossing situation or any other rules under the COLREG. The specifications of the lights used in configuring the “3 green lights” signal are to comply with positioning and technical details of lights in Annex I of COLREG.

DEVELOPMENT UPDATE
Construction now in full swing Work on the Dry Stack Building and the Accommodation Wing is now in full swing. On the Dry Stack (Zone B), the testing and re-casting of ground beams started in mid-June (see pictures 1 and 2) and is now nearing completion. Some of the steel structures (picture 3) have been on site in June, ready for installation. Construction schedule calls for the installation of Lysaght materials in the coming weeks. The handover of one half of the Dry Stack is expected towards end of August or September. The RC sub-structure works on the second half of

the Dry Stack (Zone C) will start in mid-August. The target date for the completion of the entire Dry Stack building remains end of 2011. Meanwhile, work on the extension to the Accommodation Wing goes on unabated. The piling works (bored piling) will begin soon, with test piles around end July. RC sub-structure works will take up about six to seven weeks, starting after National Day. By year end we should see the beams and columns of the four-storey building in place. This welcome addition to the Marina Lodge should be completed one year from now.
