Matter of Fact

SUPER NOTES By David K. Perry Superintendent Brooks County ISD

By Marcelo Silva After a long winter during which some of us suffered various weather-related illnesses, inluding pneumonia, who would have thought that someday we would complain about the heat. Well, we are complaining. It is hot. To top things off, over the weekend burglars removed copper tubings from our air conditioning unit, severely damaging the system. So things are now pretty hot in here. Also, while damaging the unit, the burglars also messed up our telephone system. We were without telephone service for a bit. Fortunately, no sooner had we called and Falfurrias Lt. Balde Lozano was here to investigate, and R. Treviño Electric and VTX arrived to make necessary repairs to the air conditioning and telephone systems, respectively. We expect things to be back to normal very quick. We are grateful for living in a small town where things get done fast.

I hope all of our students are having a wonderful summer! Our maintenance and custodial staff is working very hard to have everything ready for them when they return August 25. Our teachers are working hard as well. No, they do not have the entire summer off. Most of them have attended some professional workshops and conferences over the summer to better prepare themselves for the coming year. Everyone is looking forward to our students returning!

––– I want to personally and publicly thank First National Bank of Falfurrias for sponsoring our new football scoreboard and clocks. If you have not seen it you need to drive by. Also, the stadium is being painted and is looking great! I also want to thank Dairy Queen for sponsoring our small basketball/volleyball scoreboards at both gyms. Both of these sponsors support our school in other ways as well and we sincerely

appreciate all that they do. That said, I am still looking for sponsors for the larger scoreboards at both gymnasiums. I do have one commitment for half of the expense for the one at the high school. If anyone knows of an interested sponsor, please let me know and I will contact them. Just call 3258001 and leave a number and I will contact you. ––– We are now opening the track from 8 a.m. until 9 p.m. daily for the community to

use. We will continue this practice as long as the facility is not abused. We will need the assistance of the public if anyone is seen mistreating anything on the property. Phone numbers to call will be posted as well as rules for use. We appreciate the need of community members to use the track and hope all (See Super Notes, Page 8)

Work Progressing on Half-Million Dollar Hospital Work is progressing ahead of schedule on the new halfmillion dollar Brooks County Hospital, which is under construction here on a site on South St. Mary’s Street and is scheduled for completion within 360 working days, which would be some time in November of this year.

The 31 bed hospital will be completely air conditioned and will be of first class construction designed to hold maintenance costs to a minimum and planned so that 20 additional bed units may be added to the present working plant. The new structure will

contain major and minor operating rooms, a delivery room, an emergency room, a complete laboratory and pathology unit, an isolation ward, an office, kitchen and storage rooms, private rooms with bath, private rooms with semi-private baths, double rooms with community baths

and facilities for staff. J.B. Hughes is the general contractor and Tom Gammie, resident engineer, represents the architectural firm of Wyatt C. Hedrick on the building site. Judson Masters of Tyler has been engaged as administrator for the hospital

and already is assisting in the construction work as building consultant. Masters will move to Falfurrias some time in July. Members of the board of directors of the county-built institution are W.A. Stockton, chariman, Álvaro López, Mrs. John Askey, R.R. Scott,

A.A. Cosby Jr., Mauricio González and Judge J.M. Brooks, ex-officio. The board, in a lengthy meeting Monday, worked out details of equipping the hospital with Tyler Lightfoot of Houston representing the architect and with Gammie the resident engineer.

Border Patrol agents administer vital fluids, save man’s life

U.S. Border Patrol agents from the Río Grande Valley Sector encountered a severely dehydrated man, administered lifesaving fluids, reviving him at a ranch near Falfurrias, Thursday, July 10 afternoon. Agents from the Border Patrol Search, Trauma and Rescue (BORSTAR) team conducting normal patrol operations observed two men attempting to circumvent the Falfurrias checkpoint who were walking on a ranch road carrying a third man toward Highway 281 just South of Falfurrias, Texas. Agents measured the distressed man’s vital signs and treated him for dehydration with intravenous therapy and cold compresses. After administering a second bag of I.V. fluid, the man revived and was no longer in medical distress. All three subjects were later transported for processing. BORSTAR is the premier border search and rescue team along the southwest border. They are a specially trained, rapid response search-andrescue unit designed to meet the complexities of southwest border. BORSTAR agents are experts in operating in the environment, topography, climate and the distinctiveness of the southwest border. So far this fiscal year, Rio Grande Valley Sector Border Patrol agents have rescued more than 280 individuals who have fallen into physical distress.

Texas Perry deploys Texas National Guard troops to Border

Monday, July 21 Gov. Rick Perry directed Texas Adjutant General John Nichols to immediately begin preparations for the deployment of up to 1,000 National Guard troops to the border. These troops will support the Texas Department of Public Safety’s (DPS) ongoing law enforcement surge, Operation Strong Safety is focused on combatting criminal activity in the region.. Since 2008, more than 203,000 criminal aliens have been booked into Texas county jails. Over the course

of their criminal careers, these individuals have committed more than 640,000 crimes in the state of Texas alone, including more than 3,000 homicides and nearly 8,000 sexual assaults.

“There can be no national security without border security, and Texans have paid too high a price for the federal government’s failure to secure our border,” Gov. Perry said. “The action I am ordering today will tackle this crisis head-on by multiplying our efforts to combat the cartel activity, human traffickers

Judge rules constable does not have peace officers license

A visiting district on Friday, July 18, ruled that Pablo Soliz “failed to provide evidence to the Brooks County Commissioners Court of being issued a permanent peace officer license as reqired by Texas Local Govt. and individual criminals who threaten the safety of people across Texas and America.” This deployment builds upon Operation Strong Safety by providing additional personnel that will work seamlessly and side by side with law enforcement officials. It also builds on the National Guard’s existing border presence, which has

been utilizing air assets to patrol the region looking for illegal activity. Texas has already seen results from Operation Strong Safety - from week 1 to week 3 of operations, apprehensions of illegal immigrants have dropped by 36 percent, from more than 6,600 per week to 4,200 per week in the area of operation.

Two weeks ago, Gov. Perry met with President Barack Obama to discuss the ongoing humanitarian and national security crises occurring along the Texas-Mexico border. At this meeting, the governor reiterated his request for the president to activate 1,000 Title 32 National Guard troops to temporarily support

border security operations until 3,000 additional Border Patrol personnel can be trained and deployed. Unlike the governor’s activation which will be paid for by Texas taxpayer dollars, a Title 32 activation would have provided additional, federally funded personnel to be used at the state’s discretion.

Lack of bids delays Falfurrias paving project

The Falfurrias City Council was informed of another delay for the 2014 Street Improvements project. At the July 16 meeting, the Council was informed that no bids were received for the project. “The companies that might bid on this project are

Though it will not make it more likely that a veteran will receive benefits, the fast-track process means faster decisions for veterans, some whom have waited for years to receive their rating and compensation from the VA. Reimbursement of Travel Costs Certain Veterans may be provided special mode travel (e.g. wheelchair van, ambulance) or reimbursed for travel costs when traveling for approved VA medical care. Reimbursement is paid at 41.5 cents per mile and is subject to a deductible of $3 for each one-way trip and $6 for a round trip; with a maximum deductible of $18 or the amount after six one-way trips (whichever occurs first) per calendar month. Two exceptions to the deductible are travel in relation to a VA compensation or pension examination and travel requiring a special mode of transportation. The deductible may be waived when their imposition would cause a severe financial hardship. The following are eligible for VA travel: 1. Veterans whose serviceconnected disabilities are rated 30 percent or more. 2. Veterans traveling for treatment of serviceconnected conditions. 3. Veterans who receive a VA pension. 4. Veterans traveling for scheduled compensation or pension examinations. 5. Veterans whose gross household income does not exceed the maximum annual VA pension rate. 6. Veterans in certain emergency situations. 7. Veterans whose medical condition requires a special mode of transportation, if

demand full accounting for their illegal activities.” Calling this day a “sad” one for Hidalgo County, U.S. District Judge Micaela Álvarez upwardly departed from the recommended guidelines and handed Treviño a 60-month term of imprisonment. He was also ordered to pay a $60,000 fine and will serve a two-yearterm of supervised release following completion of the prison sentence. “The sentencing of the former Hidalgo County sheriff is the culmination of a long-term investigation into corruption and the violation

of public trust,” said Special Agent in Charge Janice Ayala of Homeland Security Investigations (HSI) in San Antonio. “While the local community mourns this violation, they’re now able to put this chapter behind them.” José A. Padilla, of Weslaco, a former deputy commander with the Hidalgo County Sheriff’s Office who served under the leadership of Treviño pleaded guilty to receiving a bribe, in a separate, but related case. Nine others, including drug trafficker Tomás Reyes González aka “El Gallo,” were convicted in relation to the underlying narcotics/money laundering conspiracy. They will all be sentenced Sept. 18, 2014, by U.S District Judge Randy Crane. The investigation revealed that from 2007 to 2013, Reyes González headed a drug trafficking organization responsible for the distribution of thousands of kilograms of marijuana and hundreds of kilograms of cocaine. The narcotics were transported from the Rio Grande Valley to Arkansas, Tennessee, Alabama and Georgia. Reyes González used the resulting drug proceeds to purchase properties. Treviño admitted he received cash contributions for his election campaign through Padilla from Reyes González, acknowledging he accepted the money knowing it was from illegal activities. At the time of his guilty plea, Padilla also admitted he received cash from Reyes González in exchange for providing information to him related to ongoing law enforcement activities. Treviño admitted he accepted the monies directly and through others as donations to assist with his 2012 election campaign. Some of the monies received were subsequently deposited into bank accounts Treviño controlled and were comingled with other funds. During and after the transactions, Treviño and others acted to disguise

ranchers starting with the 2015 crop year. The changes announced today exempt new farmers from paying the $300 administrative fee for catastrophic policies. New farmers’ premium support rates will also increase ten percentage points during their first five years of farming. Beginning farmers will also receive a greater yield adjustment when yields are below 60 percent of the

applicable transitional yield. These incentives will be available for most insurance plans in the 2015 crop year and all plans by 2016. Starting in the fall of 2014, producers who till native sod and plant an annual crop on that land will see reductions in their crop insurance benefits during the first four years. Native sod is acreage that has never been tilled, or land which a producer cannot

substantiate has ever been tilled for the production of a crop. The provision applies to acreage in all counties in Iowa, Minnesota, Montana, Nebraska, North Dakota, and South Dakota that is greater than five acres per policy and is producing annual crops. Additional flexibility for irrigated and non-irrigated enterprise units and coverage levels will be available in the spring of 2015. Additional informationonimplementation of these changes is available at the RMA website, www.rma. usda.gov. The interim rule is available to the public at the Federal Register at www.ofr.gov/ inspection.aspx. More information is available on the RMA website at www.rma.usda.gov. 7-15-85 † 7-23-12 We little knew that morning God was going to call your name; In life we loved you dearly, In death we do the same. It broke our hearts to lose you— You did not go alone; For part of us went with you, The day God called you home. You left us beautiful memories; Your love is still our guide And though we cannot see you, Your always by our side. Our family chain is broken And nothing seems the same, But as God calls us one by one The chain will link again.

“Heaven Needed A Deputy” (By: Loretta Cox)

It was the 29th of July that he went away, A little over a month short of his 30th birthday. His family and friends all asked, “Why a young man, a deputy So full of life With so many things yet to experience Was taken away that day.” Then this tiny voice whispered deep inside our hearts: “God needed a young Deputy Angel in Heaven And “Ramiro” was His chosen one.” Ramiro is now a Deputy Angel With wings of silver And his golden deputy’s star still upon his chest Around his head was placed a golden halo band” Yes, our loss is great, But Heaven needed a special Deputy Angel To serve at the Lords’ right hand; Ramiro was specially selected by Our Lord As one of His Very Special Angels that serve at His right hand. So every night Ramiro looks down from the white puffy cloud That makes his bed, he smiles and whispers “I was taken away from you only temporarily; The Lord needed me to help here in Heaven… Some day we will be reunited and never again have to part. Until we are reunited… Take care and I send you all of the love In my heart.”

“You are thought of and remembered lovingly, always.” From:
