N A GROWING ECONOMY with taxes levied on sales, income, and the value of real property, not to mention special levies such as business privilege taxes and fees for government services, tax revenues will normally rise with the tax rates that are in place. Of course, confiscatory rates, evasion, loop holes and inability to pay might offset some of the expected revenue gains. Indeed, lowering some tax rates such as capital gains tax rates can boost revenue by creating more realization of gains through selling. Or lowering U.S. corporate net income rates could lead to repatriation of overseas profits. Granted, those two are mostly national level considerations. Then too, regulatory costs and restraints can impact business and economic growth. Pennsylvania has been shown to rank poorly in several areas of taxation on business by the Tax Foundation and that undoubtedly exerts a drag on the Commonwealth compared to lower tax rate states. Certainly, the state should not be looking to make doing business and earning after tax profits more difficult through regulations and higher taxes. But that seems to be the Governor’s office’s preferred way of going after more revenue. The problem in Harrisburg, as in many state capitals, is the refusal of some to understand the need to curb and even reduce spending. In Pennsylvania and in many other states, public sector pensions, especially the school retirement and the state employees retirement that are heavily funded by state tax dollars, are gobbling up tax revenues at a horrendous pace and taking money that could be used for other state functions, including education expenses other than pensions. As a result of making overly generous promises to future retirees over 15 years ago through an increase in the payout formula and failing to adequately fund them for several years, the state is in a crisis. A crisis the Governor and his allies refuse to address in any meaningful way thereby allowing the devouring of revenue growth by the pension system’s insatiable appetite. There will be no significant progress on the state’s budget dilemma until the pension issue is dealt with seriously. Nor is there any significant effort in Harrisburg to address some other underlying drivers of exorbitant and unnecessary expenditures. The state and other levels of government could save hundreds of millions if not billions of dollars each year by getting rid of the prevailing wage law that artificially drives up the cost of public construction in Pennsylvania. And it is grossly anticompetitive by preventing non-union contractors from bringing their cost advantages to bear. Why not implement a staged phase out of the prevailing wage requirement over the next three or four years, lowering the gap between the prevailing wage and market wage each year, eliminating the prevailing wage altogether in year four? Next, the government should put an end to the right of teachers and transit workers to strike and then revise the law governing arbitration in police and fire labor contracts to be more in line with what other states use and along the lines spelled out in the legislation that created the Intergovernmental Cooperation Authority in Pittsburgh. Teacher strikes are allowed in very few states and Pennsylvania has for decades led the nation in the number of strikes. The strikes disrupt education and create hardships for parents. Worst of all they are used to ratchet up compensation and benefits as well as more favorable work rules. A union in one district gets a very generous contract by striking or threatening to strike and that contract is then used by unions in other districts as bargaining leverage. Well-off districts with large tax bases that can comfortably afford rich compensation packages in labor contracts at relatively low tax rates become the standard that unions in less well-off districts can hold up as what fair pay should be. This also leads to cries of unfairness by the education lobbies and groups who continually point to disparities in per student spending across the state. The use of these disparities generates needless pressure for more state spending that can never eliminate the disparities as long as wealthy districts have enormous tax bases - or until the state eliminates local taxing authority for schools and funds all expenditures out of Harrisburg, an unlikely event to say the least. Transit strikes allow unions to use threats to the economy as well as to public welfare to browbeat transit managers into capitulating to demands, or getting the state to toss in more money - a pattern used successfully over and over again by PAT workers. Or perhaps Pennsylvania might follow the lead of Michigan and enact a right-to-work law. Michigan enacted right-to-work for all employees other than police and fire in December 2012. After years of languishing, private employment growth in Michigan since the bill was signed into law has more than doubled the rate in Pennsylvania. For example, from August 2012 to August 2015, Michigan jobs grew 7.6 percent, in Pennsylvania during the same period the employment count rose 3.3 percent. From August 2013 to August 2015 jobs were up 4.9 percent in Michigan compared to 2.5 percent in Pennsylvania. Granted, factors other than right-to-work might be at play contributing to Michigan’s employment gains but bear in mind too that Pennsylvania’s economy was benefitting from the Marcellus Shale boom over the last three years: Michigan had no such natural resource driven economic boost. It is certainly time for Pennsylvania to begin moving toward right-to-work. In sum, there are many alternatives to looking for tax rate increases and new items to tax to improve the state’s fiscal situation and its growth prospects - alternatives that are used in many other states. All it takes is a willingness to refocus the government toward cost effectiveness and respect for the taxpayers and businesses that make an economy prosper so that government can be funded. Of course, this will require reining in the power of special interest groups, especially the outsized influence of employees of government and government entities exercised on policy makers - the long running and seemingly intractable problem the Commonwealth faces. Barring the enactment of the major cost savings and free market enhancements mentioned above it is incumbent on those who want a more prosperous Pennsylvania to fight any increase in taxes or new taxes unless there are; (1) true offsetting tax reductions that are broad based, (2) there is substantial pension reform and, (3) the state gets serious about working out a solution to the angst created by a school funding system that allows and/or requires local taxes in some districts to provide the lion’s share of school funds.

HELLO! HELLO! WHY DOESN’T THIS WORK!? … Someone smashed the window of a Verizon store in Columbus, Ohio, late at night intending to steal some cellphones. But he took the dummy phones that were on display, thinking they were real. The real phones are locked in a vault at night.

I MEAN I LOVE HER AND EVERYTHING, BUT YA KNOW … A man stole his former boss’ pickup truck and pushed it into a creek in Tennessee so that he would be sent to jail because he wanted to get away from his wife. HEY, I’M THE VICTIM HERE! … A 53-year-old man called the police emergency number in S.C., to complain that his girlfriend refused to have sex with him. When the cops showed up, he was outside the residence drinking booze, so they arrested him for public intoxication.

I REST MY CASE … A female reporter for the BBC was filming a report in Nottingham, England, which said that many women are sexually harassed or have “obscenities shouted at them in the street.” During the segment, a man walked by and yelled a sexually explicit remark at her. HE CALLS HIMSELF A BUSINESSMAN!? … A woman called police from outside her drug dealer’s home, to report that she had purchased a 7-gram bag of marijuana but he had given her only 6.4 grams. She was arrested.

I’LL JUST OPEN THIS UP! … A man tried to shoplift a wireless phone from a WalMart in South Union Township, Pa. While using a knife to cut open the package, he stabbed himself. Staff members noticed him bleeding, and called the authorities.

THE GREEN SHEET WHAT GAVE ME AWAY? … Police arrested a man for drunken driving in Riverside, Ill., and left him in the back seat of the cruiser while they checked on a passenger in his car. They turned on the camera in their vehicle, which recorded the guy talking to himself about getting home and hiding the weapons and drugs he had hidden there. The cops got a search warrant. You know the rest.

FTER A PARTICULARLY bad round of golf, Robert decided not to go to the 19th hole and started to go straight home. As he was walking to the parking lot to get into his Range Rover, a policeman stopped him and asked, "Did you tee off on the 17th hole about 20 minutes ago?" "Yes," Robert answered. "Did you happen to slice your ball so that it went over the trees and out of bounds and completely off the golf course?" "Yes, I did. How did you know?" Robert questioned. AM SCHWARTZ GREW UP a typical teen in the '60s, desperate for a car. Finally, he got one: a Chevy Impala with huge, flat fins. Like everyone else in his Brooklyn neighborhood, he spent an inordinate amount of time waxing

his beloved. Pull up next to him at a stoplight? He'd gun it. He was such a car fanatic that in between getting his physics degree at Brooklyn College and getting his master's at UPenn in -- what else? -- civil engineering with an eye toward traffic planning, he worked as a cabby. Eventually, Schwartz became New York City's chief transit commissioner, and he even wrote a book on traffic shortcuts. But these days? "I don't think I've driven my car in three weeks. It's gathering a lot of dust." We're sitting in the buzzing Manhattan office of Sam Schwartz Engineering, surrounded by brainy-looking millennials doing the work he is dedicated to today: figuring out how to get more people out of their cars and onto subways, buses, streetcars, bikes and their own two feet. If you want your city or town to attract young people, entrepreneurs and capital, he says, you have to make it walkable. That's the premise behind his new book, "Street Smart: The Rise of Cities and the Fall of Cars." His facts are hard to dispute. "Something happened around the millennium, and nobody noticed, and it's nothing short of a revolution," Schwartz says, eyes twinkling like a magician about to produce a rabbit. "Around 2003 or 2004, four years before the recession, Americans, for the first time other than the Great Depression and World War II, drove less 'vehicle miles traveled' than the year before. It started to go down." He pauses. "It went down for 10 straight years, and nobody noticed it." Talk about a cultural shift. Schwartz himself only began to notice the decline in about 2010, but he also noticed that nobody else was noticing it. He'd go to conferences about the future of transportation and see graphs with highway construction projections pointing up, up, up, as if to meet a growing need -- for a need that wasn't grow-

What irks him, then, is the way government funding still flows to highway construction yet any money earmarked for public transit is dubbed a "subsidy." "As if highways aren't subsidies, too -- for drivers!" Though it looks as if the future is a break from the past, Schwartz says it's really a return. For millenniums, humans lived in small, densely populated areas. It was the 70-year suburban experiment that was radical. And now, he believes, its time is up. The future belongs to the places that can pack us in and get us around.

I LIVE IN Hutchinson, Kansas and I am 16 years old. My favorite experience and the most terrifying is of when I lived in a small town called Abbyville when I was 7. My family lived in a house right across the street from an abandoned church. From my experiences I would gather that the ghostly apparitions had come from that church. The first strange happening from what I can remember was when I was sleeping. I heard a strange noise coming from the bathroom that was located right next to my room. The noise was a kind of scratching sound mixed with a slight splashing noise. At that age I was fearless so I got up to see what it was and of course nothing was there. That same noise continued every night after that; I just learned to ignore it. On another night, while we were watching TV, we could hear a tapping noise on our glass table in the kitchen. When my mother would turn the TV down the noise would stop and then continue when the TV was back up again. That same night, as I remember perfectly, I was playing in my room by myself. Suddenly there was a sharp pain in my lower back like something had punctured my skin and I cried to my mother. There was blood everywhere. It was running down my legs and made a trail behind me as I ran. My mother cleaned me up and calmed me down, but after the blood was cleaned off my back she could not find any type of wound at all and the pain had stopped completely. After that we could not get the blood stain out on the floor in my room, ever. After that bloody incident my mother was terrified of that house and her being somewhat of a ghost hunter herself, decided to take as many pictures of that house as possible. When we got the pictures developed we found a number of disturbing photos. Most of the pictures of my room had one single red orb in certain parts of the picture. Also the red orb appeared in one of the bathrooms. Later on I decided that something terrifying had happened to my mom while she was in my room sometime because she would not go into it and would run past my door when she walked by. That must have been her breaking point. She hired a priest to come bless the house and even the priest seemed a little anxious to leave when he was done. Three months later we moved out when we realized that our efforts had failed. It seemed for awhile that everything was fine, until my little brother flew backwards out of his chair in front of everybody and the event was followed by a high pitched yet faint scream that came from the back of the house. We knew that no one was back there. Today the church is gone and so is our house but I still get goosebumps when I visit that town and have to ride past the place where the church had been. I still can’t believe that I used to play hide and seek in that church. ©theshadowlands.net
