President’s Message

Greg Gdowski, PhD University of Rochester RES President June 1, 2020 - May 31, 2022 Dear Fellow Engineers,

I hope this issue of the Rochester Engineer finds everyone healthy! Unfortunately, we continue to be impacted by the Covid-19 pandemic. Both the 2021 Gala and the Engineering Symposium have been cancelled again. We will be releasing the winners of the scholarships and the RES professional engineering awards (Engineer of the Year, Engineers of Distinction, and the Young Engineer of the Year awards) in a later issue of the Rochester Engineer. We will also celebrate the scholarships and awards at the RES Annual meeting in June. We realize that the loss of the Engineering Symposium is particularly challenging for professional engineers who utilize the event to obtain professional development hours (PDHs). The Engineering Symposium has been rescheduled for April 21, 2022 (pg 23). Stay tuned, the RES is working on delivering additional virtual seminars with PDH credits in the near future in order to help those engineers that need PDHs this year.

The RES is surviving the financial impact of the pandemic, but we have struggled like many other professional societies as our events have either been postponed or cancelled for the second year in a row. We have had to reduce the hours of our administrative staff and have had to take a very conservative approach in supporting activities like we have in the past. One example is the Terra Science & Engineering Fair (pg 33). We have always supported STEM-oriented opportunities for young individuals like E3 and Terra fairs. Unfortunately, we are unable to sponsor such events until our finances have stabilized.

Many of the RES Board members have decided to individually sponsor the Terra event on behalf of the res news - president’s message

RES. Please consider supporting the RES, either through membership or donation, so that we can resume to support activities that benefit the youth of our local community. I know that it is a difficult financial time period for everyone. Every membership and every donation makes an enormous difference!

Rochester History Continuing with the historical sampling of the earlier writings on behalf of the Rochester Engineering Society, the years following "The Great War", into and through the “Great Depression”, continued to be a time of reaching out for the maturing Society, both locally and nationally. The meeting minutes describe a series of technical discussions and presentations intended to broaden the technical horizons of the membership (especially the CE's, ME's and EE's). The RES affiliated itself with a number of National technical societies, adopted local Affiliated Societies, frequently held joint meetings with them and continued taking action on a growing list of public matters. Certain issues of standardization, some crucial to public safety, became the responsibility of the RES and its affiliates. In the pervasive economic downturn of the “Great Depression”, the magazine offered classified advertising for unemployed engineers, technicians and draftsmen and took other steps to try to deal with the crisis. Still, it continued its effort to shape the function, purpose and infrastructure of the City of Rochester, and beyond. World War, again affected the Society, taking away many of its leaders while providing opportunities for others to step forward to fill these vacancies. In an effort to provide even greater perspective on the happenings and concerns of the day, a synopsis, featuring selected items from "The Rochester Engineer" has become an integral part of this series. The Second World War and the Korean Conflict are now history, and the Vietnam War has recently become a focal point. These experiences have changed the face and, no doubt, the future of the community. The Rochester municipal leadership and the industrial community have become immersed in the cold-war, growth economy.

The Board approved four new Regular Memberships, two new Junior Memberships and one Student Membership.

The Board received the report of the Nominating Committee for Society Officer and Directors for the 197374 year. NOTE: These were described in last month’s RES history article. RES Director Roger Kober announced that the Society would be participating in a two-day seminar at St. John Fisher College, sponsored by the NY State Science Teachers Association. The RES‘ participation would include a presentation on “Operation RESOURCE” and a fully-manned booth with information on career opportunities in engineering. Director Dr. Richard Kenyon announced that the two chairs for Phase I of the RES Transportation Study, Donald J. Bergmann and Dr. Paul Wojciechowski had been appointed and that they were in the process of organizing their committees. It was announced that the recent ASME National Conference in Philadelphia had featured a presentation on “Operation RESOURCE” by RES Project Chair Milton Gross. It was announced that Peter Di Pasquale had accepted the chairmanship of the RES Civic Affairs Committee, and that Richard Rice had agreed to chair a subcommittee to review the proposed new City of Rochester Zoning Ordinance, and the proposed County of Monroe Noise Control Ordinance. Gordon Keenan of RG&E agreed to chair the 1974 Engineers' Week Committee. The Board received and approved a petition from the Western New York Chapter of the American Concrete Institute to become the newest Affiliate of the RES.

A Sampling from the Archives of the Rochester Engineering Society...1897 - 1973

It was announced that the RES Annual Meeting would be held at Island Valley Golf Club and Party House, for the purpose of electing and installing the 1973-74 RES officers and directors. The evening would feature “Ancient Engineering and Art”, by Richard D. Boutros, Executive VP, Mixing Equipment Company, a native of Egypt, whose life experiences have given him insight into the interrelationship between psychological factors and engineering design, in ancient Egypt. This issue also featured Part II of “Rochester’s Original Pure Water Program, 1904-1917”, by Assistant City Historian, Joseph W. Barnes. The project involved the construction of an eight mile long “interceptor sewer” from the West side of the Genesee River to the sewage treatment plant adjacent to Durand-Eastman Park, in Irondequoit. Divided into five Sections, it included an inverted syphon, with a 70’ drop, that crossed the river, solid-rock tunnels at depths of 40’. Editor’s note: This was long before the advent of electric-powered tunnel-boring equipment, and involved dynamite and hand-digging to lift rock waste to the surface through vertical shafts placed at every 700’ of sewer length. Portions of this original sewer are still in use. Processed and dried sewer waste or “sludge” from the Durand-Eastman Plant was successfully marketed (at 50 cents a cubic yard) to local farmers as nitrogen-rich fertilizer for their orchards and truck farms. This practice was later determined to be harmful to the environment, due to the toxics and heavy metals that remain in treated sewage, and it was declared illegal in the mid-twentieth Century. For perspective, these 1917 sewer tunnels, constructed at a cost of $1 million, were of circular brick construction (to prevent spalling), and 6’ – 8’ in diameter.

Fifty-six years later (1973), the Irondequoit Bay and Browncroft Blvd. sewer interceptor project by the Monroe County Pure Waters Agency (MCPWA), was bored almost entirely through solid rock, was concrete-lined, cost over $37 million and is 16’ in diameter.

Subsequent articles in this series will describe the RES' continuing outreach to other technical societies as it considered its role in this and the larger community, along with more of the activities of the RES as it moved to be of greater service to its membership, especially those suffering from current economic crises, and adopted a greater role in shaping the future of the City and its environs. Noted also, will be the contributions made by RES members in the struggle to meet the challenges coming out of World War II and the Korean Conflict, as well as a hoped-for period of post-war growth and prosperity. These articles will also feature an impressive array of RES activities in support of post-war re-emergence of Rochester area industry, and the ensuing prosperity of the second-half of the 20th Century.

Technical Corner For the article this month we will go over a portion of NEC code section 514 which is titled Motor Fuel Dispensing Facilities. We will evaluate NEC codes 2014, 2017 and 2020.

Specifically, let's look at section 514.11 (A) which discusses circuit disconnects. In the 2014 code cycle you will see the requirement: “….disconnect simultaneously from the source of supply, all conductors of the circuits, including the grounded conductor, if any.”

So, to follow this the neutral must be disconnected as well as this is the grounded conductor. Most of the time there are various emergency pushbuttons strategically located which are used to interrupt power if there is a need to. To do this a single larger amperage contactor can remove power to an entire panel board or various smaller contactors for each fueling circuit can be provided. The emergency pushbutton operation essentially changes the state (removes power) of a larger amperage contactor or all the smaller amperage individual contactors.

Regarding this same section, it appears that in the NEC 2017 code cycle the requirement to disconnect the grounded conductor was removed. There is some speculation that the deletion of the requirement in the 2017 code cycle was unintentional. I’m not sure this is accurate information but the reasoning behind the deletion is unclear.

It would be code compliant under the 2017 code to not install a disconnect for the grounded conductor and in the 2020 cycle it appears that the requirement will be added back in. Also, please note that in the 2020 cycle it specifies that the equipment grounding conductors do not need to be disconnected.

RES News - Tutoring Team Education at Dr. Walter Cooper Academy, during the Pandemic…

The “No Visitors” policy at all Rochester City Schools, continues to prevent the RES Tutoring Team from resuming its work at Dr. Walter Cooper Academy (RCSD School #10) (DWCA). However, with the recent availability of a Covid-19 vaccine, there is now some “light at the end of the tunnel."

On February 8th, “hybrid learning” will begin at the RCSD’s pre-K-6 schools, including at our School. However, remote learning continues to present challenges. The current Average Daily Attendance rate hovers around 90%.

That is lower than the pre-Covid, in-person learning period, but it has stabilized since the beginning of this school year. The faculty continues to problem solve with individual students and families, as they work to keep them connected.

The RCSD surveyed the families of all students as to their preference for a “hybrid learning” vs. a continued remote learning protocol, during the pandemic. Approximately one-third of our Cooper scholars will be returning on February 8th in the “hybrid learning” model. Families have lots of reasons for the decisions they are making from family health issues, to scheduling, to everything in between.

A program of increased focus on mathematics teaching, has been modified into a school-wide focus towards mathematics and the Response to Intervention protocols which will impact all our students, including our African American students. Small groups of students have been identified, and instruction is taking place. These plans will shift and adapt as students begin to return to the building.

Dr. Walter Cooper Academy – Food Pantry A “Food Pantry” has been established at our School to help meet the needs of our students and their families.

The Act requires all Federal agencies to write clear, concise, and complete information that the general public can understand. The US is not the first nation to promote this; Britain, Portugal, South Africa, and Sweden have been doing this for years.

Sometimes You Can't Give IT Away

We all get them. Emails from Nigerian princes, emails from the estates of recently deceased uncles, emails that share a secret about a little-known way to avoid taxes or death and for the most part when we get them, we avoid them like a pedestrian sidestepping a puddle. But…suppose those emails were not spam but a legitimate offer? That is the unseen downside of the spam issue, when email that appears to be spam but is actually valid. I was reminded of this as I went through my “junk email” options the other day. There is a checkbox in Outlook that reads: High. Most junk mail is caught but some regular mail may be caught as well.

Please check your junk mail file often. We rarely choose this option because if we have to review the junk mail folder every day what is the point of a spam filter? We also live in fear of missing a customer email marked ‘Urgent. Read immediately’. Especially if you are in IT. Not responding to urgent issues is frowned upon. Yet here comes an email that appears outlandish and you give it a wide berth, as you should, but it turns out to be on the up-and-up. $20 million is yours, if you only respond. It happens. Not to me and not to you but it happens.

I have a hoot of an example.

Please allow me some liberties and I may not get this exactly right, but I believe I have the gist of the story.

Please note that I am an IT columnist, not a journalist and so you are welcome to fact-check me and if I have something slightly wrong or embellished, well ‘meh’ as the kids say (good example, I have no clue what the kids say).

Here is the story. MacKenzie Scott of Amazon fortune has decided to give away her wealth. Enormous wealth. All of it. To quote the generous M. Scott: “In addition to whatever assets life has nurtured in me, I have a disproportionate amount of money to share. My approach to philanthropy will continue to be thoughtful.

It will take time and effort and care, but I won’t wait. And get IT done

I will keep at it until the safe is empty."

But it turns out giving away money is not as easy as it might appear. I asked my late father what he would have liked to have been in his life and he told me he would have liked to have been a philanthropist. I said, “But you have no money.” “That’s what makes it so hard”, was his reply.

MacKenzie Scott has the money and in performing major due diligence decided that the United Way of Greater Rochester was deserving. Mackenzie had her minions email the United Way of Greater Rochester and inform them of a major donation: $20 million. To which they received no reply. The minions emailed again (I just assume they have minions, perhaps unfairly). No reply. They called and were rebuffed (that’s where the story may be going south on me but possibly true). It may be a sad circumstance that we live in a world of spammers and scammers and strangers who have become so untrustworthy, but after several attempts and several days- the story ends in storybook fashion.

The United Way received the $20 million dollar grant from the Mackenzie Scott Foundation despite the initial suspicions and our community is the better for it.

Congratulations!

It’s a good story with a terrific ending.

By Steven Beyer GE Renewable Energy Additive Manufacturing is developing skyscrapersized wind turbines using massive 3D-printed concrete bases, made right at each wind farm site. Optimation Technology Inc. (Optimation. us) in Rush, NY outside Rochester, is working with GE to engineer the equipment and support the printer and process, and the materials development that will eventually be deployed around the world. Together at the wind farm site, the partners plan to use 3D-printing and customdeveloped high-performance concrete to manufacture turbine bases that could add as much as 80 meters — and possibly more — to the turbines’ height. The technology will print bases up to 20 meters high with additional steel tower sections to be installed to bring total height to 150200 meters (over 650 feet). Traditionally built in steel or precast concrete, wind turbine towers have typically been limited to a height of under 100 meters, as the width of the base cannot exceed a 4.5-meter diameter so that it can be transported by road without excessive additional costs.

To date smaller scale platforms have been printed and tested. Full scale units are planned for the near future. Taller turbines can capitalize on stronger winds at higher altitudes, and the structures support larger blades that generate more power. But building bigger turbines makes transporting the pieces needed to put it together a logistical nightmare.

The major benefits of the proposed tall tower are that it enables bypassing the logistical limitations for steel tower dimensions (diameter < 4.6 m); it decreases the levelized cost of energy (LCOE) compared with the Department Of Energy’s 5MW baseline turbine; it allows the integration of the tower door to the concrete pedestal rather than requiring a penetration of the steel tube section, which further reduces cost; the use of additive concrete technology eliminates formworks, saves labor, reduces construction duration, and allows the tower geometry to be optimized for maximum structural efficiency. The success of this project will pave the path for using additive concrete technology to achieve future ultra-tall wind towers.

The Mobile Concrete Factory This article describes GE and Optimation’s efforts to develop a mobile concrete factory for efficient deployment/ setup with the ability to produce on-demand concrete for printing operations. As part of this, Optimation is developing equipment requirements for material handling, mixing, pumping, and horizontal rebar assembly and integration, and providing procurement activities.

This will include plans for a field deployment team to construct a full-scale field demo, and operation of equipment – printer, mixer, pump, cleaning, etc. Generally, Optimation will provide systems level engineering and integration of all equipment for field operation.

The team will design and establish a full-scale construction system for the pedestal of the hybrid tower. This full-scale construction system is based on the current commercially available printer from COBOD, a Danish partner in the program. This system will be customized to accommodate the unique material properties for our purposes.

GE and Optimation plan to 3D print the base wherever they want to place it, and at a significantly lower total cost. This produces positive environmental, financial, technical, and logistical results for GE and its customers.

Printing a variable height base directly on-site with 3D-printed concrete technology will enable the construction of towers up to 150 to 200 meters tall.

Typically, a 5 MW turbine at 80 meters generates 15.1 GWh annually. In comparison, the same turbine at 160 meters would generate 20.2 GWh, or more than 33% extra power.

GE Renewable Energy’s chief technology officer Danielle Merfeld told Windpower Monthly that 3D printing - also known as additive manufacturing - allows manufacturers to create prototypes quickly and cheaply. It is already being used in construction to create incredibly precise, single-piece components, she explained.

A Global Team Effort The GE Renewable Energy â&#x20AC;&#x153;Additive Manufacturingâ&#x20AC;? team is based in Schenectady, NY, and much of the core group is based there. But like GE itself, their team is global with members around the country and in other parts of the world, primarily in Europe.

A team of external partners including Optimation makes up the balance of subject matter experts and other contributors to this program. As the lead engineering firm and system integrator for all these partners, Optimation plays a key role in unifying the various core technologies and systems into what will become a working mobile concrete printing factory. These partners include LafargeHolcim, the Paris-based global leader in the building materials industry: cement, concrete and aggregates, and largest cement producer in the world, working on the recipe for the concrete mixture that makes up the pedestal tower. COBOD of Copenhagen provides the 3-D printing engine and structure and has managed all the printing related experimental activities including subscale and full scale prototyping. Rapid developments in both materials and printing technologies are happening in real time as this program progresses.

The total network of partners provides testing, certification, and advisory services to the effort, along with engineering, architectural and structural design services.

This global effort has the team simultaneously inventing, testing, enhancing, and producing tremendously innovative materials, techniques, and processes to more efficiently construct these windmill tower bases in an environmentally friendly way. As wind power grows in popularity and productivity across the country and around the world, the demand for these kinds of pedestals is expected to be a game changer for GE in the industry. GE will be the leader in this design for additive windmill base technology, providing a competitive advantage in the marketplace and making their wind turbine systems ever more attractive. AS ONLINE CONTINUING EDUCATION GROWS, NEW YORK REVISES REQUIREMENTS

Professional engineers land surveyors licensed in New York will gain more flexibility in fulfilling continuing education hours after Governor Andrew Cuomo signed a bill that revises requirements. The changes will become effective on January 1, 2022.

The law was enacted due to the transformative growth of online educational opportunities since 2002, when continuing education became required for PEs and land surveyors. Currently, PEs in New York must complete 36 continuing education hours every three years to renew their license. Eighteen of the 36 hours must be obtained by live lecture, in-person classes, or live webinar. Land surveyors must complete 24 continuing education hours every three years.

The new law eliminates the restriction on educational activity format, defines the courses and activities that are acceptable, and allows licensees to carry over six hours of continuing education into the next three-year renewal period. All online courses still must be approved for New York.

Thomas Frys, P.E, M.ASCE Tom currently serves as the Deputy Director at the Monroe County Department of Transportation. He is responsible for managing and administering the capital highway and construction unit, the major maintenance unit, and the highway operations unit. A graduate of the Rochester Institute of Technology, Tom previously worked for several consulting firms as a Transportation Project Manager/Design Engineer.

Tom’s ASCE involvement included serving on the board for seven years with roles ranging from President in 2007 to Continuing Educational Chair. Between 2008 and 2014 Tom served as the Awards and Prizes Chairman where he organized ASCE’s Engineer of the Year selection and the RIT and MCC student awards. Message from the Chair Dear Colleagues, Rochester Section volunteers are well underway in planning activities for 2021. Our first major event for 2021 will be the Geoscience and Remote Sensing Society (GRSS) organized STRATUS Conference on May 17-19. Planning is also underway for the Signal Processing Society (SPS) organized Western NY Image and Signal Processing Workshop (WNYISPW) this fall. Both events are designed as hybrid events with virtual and inperson (if permitted) attendance, which can easily pivot to all virtual attendance if needed.

In addition to events, IEEE is also focusing on supporting our members, and future members, after a very challenging 2020. The IEEE Board of Directors recently approved a 50% discount for new and renewing student members. This provides financial relief to students affected by the global pandemic and subsequent economic hardships, and helps students gain access to IEEE resources supporting their education and professional development. To claim this discount, students must use the promotion code FUTURE50 when registering or renewing their membership online.

The IEEE Rochester Section will also continue to sponsor local STEM pre-college activities and is creating/revitalizing IEEE Eta Kappa Nu (HKN) chapters at RIT and UofR. HKN recognizes excellence among IEEE members and prepares future engineering leaders. Students, alumni, and other professionals who demonstrate exceptional academic and professional accomplishments and leadership can be members.

The STRATUS (Systems and Technologies for Remote Sensing Applications Through Unmanned Aerial Systems) conference is from May 17th to May 19th. It will be held in hybrid mode, with on-line access and, New York State COVID-19 opening regulations permitting, in-person at the Center for Tomorrow of the University of Buffalo in Buffalo, New York.

The stratus-conference.com website explains: The emergence of low-cost and easy-to-use Unmanned Aerial Systems (UAS), commonly referred to as drones, has led to an explosion of their use for numerous applications. In particular, these new platforms have enabled new imaging and earth remote sensing technologies and applications previously unavailable due to the high cost of manned aircraft or satellites.

This event is the 4th conference of STRATUS that will bring together academics, industry representatives, and domain specialists to share perspectives on this rapidly evolving topic.

Dr. Peter Webley is a Research Associate Professor of Remote Sensing at the Geophysical Institute, University of Alaska Fairbanks and is the Associate Director of Research at ACUASI. Peter earned his Ph.D. in Remote Sensing from the University of Reading, UK. Dr. Webleyâ&#x20AC;&#x2122;s keynote speech will discuss systems developed in and for Alaska: small to large unmanned aircraft systems, various sensors used (including onboard for flight and detect and avoid), and applications and missions to collect information on the dynamics of natural hazards and other extreme events.

Rising Stars Conference The IEEE Rising Stars Global conference informs and motivates engineering young professionals and students. Abdelrahman Qoutb, a Ph.D. student studying electrical and computer engineering at the University of Rochester, attended the IEEE Rising Stars Conference January 2-4, 2021. He provided this summary of the meeting: The on-line meeting comprised two parallel lecture tracks, recorded sessions and interviews, and mixer chat rooms. The two tracks were full of presentations and panels about IEEE activities, AI-based applications, and future technologies. The mixer chat rooms were the best – you could share your thoughts with different IEEE organization representatives and network with people from all over the world.

Adapting Deep Neural Networks to Point Cloud Data On February 9th, Dr. Miguel Dominguez will discuss his results in adapting convolutional neural networks to problems with point cloud data. The point cloud data is an unorder list of points, but most results for the convolutional neural networks assume a regular lattice. Register (see the link in the events table) and learn how this work is applied to the standard point cloud vision benchmarks, Large Hadron Collider data, and computational fluid dynamics simulation.

The speaker, Miguel Dominguez, is a machine learning engineer at VisualDx where he works on automatically diagnosing skin diseases with machine learning. He received his PhD in Engineering at Rochester Institute of Technology this year. His research interests include deep learning, point cloud analysis, graph theory, speech processing, and biomedical imaging.

The Terra Rochester Finger Lakes Science and Engineering Fair is seeking judges for the fair.

This fair is for middle- and high-school students (grades 5 – 12) in Chemung, Livingston, Monroe, Ontario, Schuyler, Seneca, Steuben, Wayne and Yates Counties. No judging experience is required, and as a judge, you will base your conversations with the students around these three questions: 1. What did you do?
