SPRING 2016 NEWSLETTER NO 16

Ocean : A world class organization For a long time now, the competition has been wanting a share of our market. The arrival of the Svitzer tugs in the Port of Montréal is therefore no surprise. Last year, this same company had tried to enter Québec by offering harbour towage services to Valero Energy. We however demonstrated that we possess all the necessary qualities to rival with international competition and that our unique business model is well established. Several elements distinguish us from the competition: our teams are knowledgeable and competent and have the expertise of the unique characteristics of the St. Lawrence, we are one of the best companies in our business, our high-performance equipment is always maintained at the topmost standards and we offer reliable services thanks to our accessibility to the strength of our group of related corporations. To face this challenge, we chose to take a proactive approach in preserving our current market share and increase our international presence. We are focusing our business development efforts on solidifying those trust and complicity based relations that unit us with our clientele and secure win-win partnerships. These actions have allowed us to be well positioned to rival against the Danish company «Svitzer» which, it must be said, has worked very little since its arrival in Montréal. This competitive challenge with Svitzer is not over, but we have many advantages on our side and have made numerous gains. The mobilization and the level of excellence of our teams, especially in Montréal and within operations and business development, make a big difference. Congratulations to you all! We are confident for the future! The arrival of competition not only allows us to solidify our customer relationships, but also between ourselves! We are happy and proud to have a team like ours, faithful and devoted and whose members share a commitment to excellence! 2

NAVAL CONSTRUCTION AND REPAIR New constructions The construction of CATATUG II is progressing well; the ship is 90% complete. The engines are in place and all trades are currently at work to finalize the connection, insulation, painting, electrical, mechanical, finishing and mechanical works before the launch scheduled June 10. OCEAN TAIGA is completed at 93%. Work is currently focused on the connections of electrical equipment, piping, insulation, painting and installation of furniture and wall partitions. At Fabrication Navale Océan (FNO), the 44 BOC40, the eight (8) BOC20 and their accessories are being completed. Subsequently, FNO will participate in the construction of ECRC barges by manufacturing panels and outfitting.

Dry docks Repairs succeed as much for Ocean’s ships and barges as for the external customers. Significant work was done on the DOMINIC, MAXIM and ANDALIN dredging barges. All the doors have been refurbished and the seals replaced. Sandblasting and painting have also been done to enhance their appearance before the summer season. Two ships from the Société des traversiers du Québec were sent to the shipyard for their five-year dry dock, the MV Catherine Legardeur and the MV Jos-Deschênes. This was the latter’s first visit to Isle-aux-Coudres. Several additional mechanical and steel works were carried out. As for the site of the Saint-Joseph-de-la-Rive museum, there were some activities including the launches of the Theodore and Lampsilis.

Naval and Industrial Repairs The hovercraft CCGS Sipu Muin of the Canadian Coast Guard has been in dry dock in the tent located next to the 85 Abraham-Martin building at the Port of Québec on May 16. Two cranes were required to remove the 70-ton air-cushion vehicle out of the water. Changes to the tent’s structure had to be made to allow the 12-meter wide ship to enter. In the upcoming months, the Sipu Muin, built in 1998, will be upgraded, including repairs to the hull, changes in the wheelhouse and an upgrade of the electronic navigation equipment, replacement of fuel cells and of the skirt of the vessel.

TOWING AND NAVIGATION Beginning of the cruise season The 2016 cruise season at the Port of Québec began on May 6 with the arrival of the first ship. The MS Veendam Holland America arrived early in the morning. To mark the occasion, the OCEAN HENRY BAIN welcomed the ship with a show of water cannons! During the 2015 cruise season, the Port of Québec received 29 ships for a total of 168,000 visitors to Québec. The coming season looks good too! Visit the Port of Québec’s website for more information on the schedule of the next ships: http://www.portquebec.ca/en/cruises/vessel-schedules/ seasonal-schedule

Assistances Ocean Towing assisted several ships this spring! On May 10, the UNION BIENVENIDO went off course on Lake Saint-Pierre. The HERCULES and DUGA tugs must get it out of its difficult position and escort it to Bécancour. Three days later, the ALGOMA TRANSPORT ran aground on the same lake near Yamachiche, the same place where the JAN VAN GENT had also ran aground on April 9. This time, the DUGA and OCEAN BASQUE tugs assist the ship that manages to free itself with little help and so continue its trip on his own power. At the same time, the tanker TORM VITA also seeks towing services. The latter was damaged during the winter and needed to be escorted between Sept-Îles and Montréal. The OCEAN YVAN DESGAGNÉS brought it to Québec, where it was partially unloaded and the Ocean K. Rusby took over until it reached Montréal.

Hebron Ocean Services Maritimes Newfoundland and Labrador (OSMTNL)’s team completed over 10,000 operations during the past year. The four (4) tugs assigned to the KCC project for the construction of the Hebron drilling platform at Bull Arm, NL, conducted more than 5,000 barges displacements on the site. Moreover, apart from a few damaged moorings, operations took place without incident. This has certainly contributed to KKC winning this year’s President of Exxon prize for maritime operations. Our thanks and congratulations to the entire OSMTNL team! The OCEAN SERGE GENOIS has terminated its contract there.

MARINE WORKS AND DREDGING Champlain Bridge Over a hundred barges and seven tug workboats are solicited for dredging and construction underway at the Champlain Bridge by Group Signature on the St. Lawrence (SSLC). The winch barge was delivered. She will soon be used to transport parts and materials between the Port of Montréal and the new bridge construction site. The OCEAN CATATUG 1 is active in the on-going dredging works. Several other pieces of equipment are also on site to help with the current structure’s maintenance work including: underwater inspection of the pillars for Mistras Services, modular truss installation and repair of beams for Interlag and repair of piles, beams, slabs and deck joints for Pomerleau. Thirty employees are currently working for Ocean on the site.

Crane barges The conversion jobs of the barges JMC47 and JMC48 into barge cranes are completed. The CRANE BARGE 1 and 2 have been delivered to the customer, SSLC, so that the latter may install the 2000-ton cranes. Once the cranes are positioned, two new barges will be put into operation at the new Champlain Bridge. They will be used for lifting the beams and main spans of the new bridge. The work will extend over a period of three years. This project would not have been possible without the collaboration of the teams of Ocean Naval and Industrial Repair, Océan Qualité et Service, Océan Remorquage Québec and Océan Remorquage Côte-Nord. Thank you all!

Dredging in Cuba After completing the dredging at Punta Catalina in the Dominican Republic, the OCEAN TRAVERSE NORD and its crew traveled to Cuba. This first contract in Cuba has been quite a logistical challenge, but the maintenance works of the access channel to the port of Santa Lucia went well; some 60,000 cubic meters of sediment and sand were extracted to preserve water depth. Meanwhile, preparations for the mechanical dredging contract in Prince Edward Island with Jan de Nul are going well. Numerous employees from different Ocean related corporations are working hard to deliver the equipment on time.

CATATUG : A REVOLUTION The tug OCEAN CATATUG 1, the newest ship of the Ocean fleet, that left the shipyard on January 14, is now in service for SSLC on the construction site of the new Champlain Bridge. The construction of its sister ship OCEAN CATATUG 2 is now almost completed.

DID YOU KNOW ? These vessels have been fully developed by our engineering team in response to the needs expressed by the Ocean Marine Works team, for the Champlain Bridge project? In addition, they have been entirely built by Ocean Industries’ team at Isle-aux-Coudres. The Catatugs have been specifically designed to maneuver and mobilize construction barges on the Champlain Bridge site. The location is characterized by very high currents of up to nine (9) knots, shallows and a minimum water depth. They are very versatile small tugs. With their singular appearance, they combine the features of a traditional tug and those of a catamaran, which gives them power, lightness and performance.

A first meeting The first edition of the conference dedicated to towing operations was held in QuĂŠbec on March 16 and 17. The event marked the official launch of the new training program specifically designed for navigating personnel. Thus, managers and captains have had the chance to discover the program and discuss its content. This is a priority project for us because it ensures the transfer and maintenance of expertise. We also took the opportunity to introduce the new corporate vision, define the roles and responsibilities of the towing management committee and discuss the development of management skills. To this end, the speaker Carol Allain lectured to managers on vertical vs. horizontal values. In short:

Today, people are navigating in a vague and uncertain world, with less structuring benchmarks. Current generations evolve in a more complex world, more permissive, more fast-paced. They are in search of well-being and experiences constantly renewed. This is why companies must learn to reconcile vertical values (challenge, target, performance, profitability, structure) and horizontal values (atmosphere, family-work balance, proximity, free time). The transition from a vertical society to a horizontal society, from we to I that we are going through, will accelerate. This is why managers need to quickly change tactics and styles, depending on the degree of verticality and horizontality in the company. The event was a success and we hope to have the chance to repeat the experience annually. Until then, we will continue to advance our skills development program.

NATHALIE DESCHĂŠNES DIRECTOR - HR TOWING AND NAVIGATION

OUR WORLD NEWS Training week In April, Océan Remorquage Québec and Services Maritimes Océan jointly held the first week dedicated to training. This activity is part of the skills development project. The invited employees received training on health and safety, the new safety management systems (SMS), the environment and harbour operations. The feedback of the participants is positive! This week has been good for them; they now feel better equipped to perform their duties. This is a great success for the resources that have been requested to carry this issue forward.

HSE visits by Management Many employees have been encountered in recent Health, Safety and Environment «HSE» visits by Management held on March 22, April 29, May 12, 16, 19 and 24 in Québec, at the Champlain Bridge, in Sorel, at Isle-aux-Coudres and l’Ange-Gardien. Health, safety and the environment are priorities for management! Thus, despite hectic schedules, the upper management members take turns to meet with teams on different sites. The meetings are used to identify issues and develop practical and sustainable solutions to prevent the risk of incidents and accidents. The last visits went well, thank you for your cooperation.

DANGER in confined spaces A large proportion of accidents, some fatal, which occur in a confined space, are related to an oxygen-deficient atmosphere or to the presence of toxic gases or vapors. So these are the first hazards to assess before entering a confined space. The air typically contains 20.9% oxygen. When the oxygen concentration in the air is less than 19.5%, it is prohibited to enter a confined space. At a concentration between 14% and 16%, there is impaired judgment, a sense of euphoria, fatigue and malaise. Finally, at a concentration of less than 6%, unconsciousness and death occur within minutes. Be careful, follow the Ocean procedure at all times and always use a gas detector before entering the confined space.

OUR WORLD NEWS Green Tech 2016 Ocean was visible at Green Tech 2016, the annual Green Marine conference held at the Hilton QuĂŠbec on May 31 and June 1. First of all, participants were greeted with an espresso in the image of Ocean. Then, in a joint presentation with the OpDAQ team, Guy Hamel, assistant director - new buildings, presented the results of the research we have carried out with different types of fuel additives. The results presented clearly demonstrate that the addition of a cetane level allowed us to reduce our fuel consumption, increase the performance of our ships, thereby, reducing our environmental footprint and save money.

SAP Trainings Many classroom training was provided in May. Super users completed an impressive number of trainings sessions, a total of 72 were held, representing 800 presences. The turnout was 93% and 35% of the material was presented. This success was made possible because of the approach. New users do not need to memorize transactions during their training. Work instructions are easily accessible at all times to assist them with the transactions performed in their daily tasks. Thank you all for your interest and your participation!

Employer brand Your opinion is essential to the success of the employer brand strategy! That is why we want to thank you for responding in such numbers to the HRM Group firm survey. Over 75% of you have completed the form. Over the last days, HRM has consolidated information received with discussion groups. These allowed to expand on some elements of strength and weakness of the brand and positioning opportunities. Employee groups has been formed among the different job categories, age and experience within the company.
