Welcome to the Action on Disaster Relief (ADR2021) Post-Event Report where, GRV Global would like to take this opportunity to sincerely thank all those who participated in the 6th annual holding of this important forum (and first virtual); a series promoting discussion and solutions to regional disaster preparedness, relief and resilience efforts through public-private partnerships (PPPs). Following a hugely productive few days, this report contains a detailed overview of the various panel discussions, the pre-event procurement and post-event inter-agency workshops, and other activities/functions from GRV Global’s virtual platform.

GRV Global would like to pass on our sincere gratitude to the various Government, NGO, International & United Nations’ agency officials who participated in the discussions across the few days and were committed to meeting with event delegates throughout the morning and afternoon 1-2-1 matchmaking meeting sessions. I would like to thank the Government of the Republic Panama and the Regional Logistics Center for Humanitarian Assistance (CLRAH) for their partnership, represented by H.E. Janaina Tewaney Mencomo, Minister of Government. I would also like to express sincere thanks to ADR2021’s Conference Chair, Ag. Executive Director of the Caribbean Disaster Emergency Management Agency (CDEMA) Ms. Elizabeth Riley, and for co-chairing our post-event inter-agency workshop. We are honoured to have had the Ministry of Government and CDEMA’s support and help since ADR’s inception in 2016 and look forward to the ongoing outcomes ahead.

Procurement Manager - Americas Operational LPSCM of the International Federation of Red Cross and Red Crescent Societies (IFRC) with a presentation about IFRC Regional Logistics Units, their online item catalogue, and the process to become a registered supplier. We thank all these institutions for supporting the ADR series and GRV Global’s ethos of personable engagement; long-standing collaborations are sure to result and ultimately, a stronger ‘Hub’ of actors from which to support the regional community.

These workshops were followed by two days of keynote addresses, spotlight presentations, and high-level discussion panels led by field experts and leading stakeholders, as well as 1-2-1 personable matchmaking meetings between public and private sector delegates, providing an opportunity to identify potential solutions, new technologies and partnerships.

The Action on Disaster Relief forum once again proved to be a great success, bringing likeminded officials and private-sector delegates together from across the Americas, Latin America and the Caribbean; video testimonials of which can be found later in this report. We welcomed 250 local and international participants and facilitated from governments, NGO stakeholders, UN and regional disaster agencies for high-level plenary sessions, keynote speeches, private 1-2-1 matchmaking meetings and a range of networking functions, to devise a plan of action furthering resilience across the LAC region.

Looking at the panel discussions, of which there were 6 across the two days, each featuring live Q&A, panel 1 explored Disaster Risk Reduction & Preparedness stressing on the importance of communication and coordination at the local, regional, and international level during a disaster. Panellists discussed the significance of including community leaders (especially women and indigenous communities) in disaster planning and response given that spaces for civil society are shrinking. Panel 2 explored the theme of Resilience & Response also expanding on the importance

ADR2021 commenced with three pre-event procurement workshops. The first was a USAID funding Workshop led by Matthew Johnson, Industry Liaison Management Bureau (M/OAA) about the Agency’s operations, tips for submitting proposals and funding opportunities. This was followed by the UN Secretariat Procurement Division’s (UNPD) Director, Ms. Neris Baez García de Mazzora looking at the principles of UN procurement, areas of operation and types of goods and services, statistics, and challenges in peacekeeping procurement. The final workshop was an IFRC Logistics Supplier Workshop led by Stefano Riera,

Conference Chair Ms. Elizabeth Riley, Executive Director (Ag) of CDEMA welcomed Day 1 with her opening remarks, followed by an opening keynote address by H.E. Janaina Tewaney Mencomo, Minister of Government of Republic of Panama, also supported by an address from Claudia Herrera Melgar, Executive Secretary of CEPREDENAC (the Coordination Center for the Prevention of Natural Disasters in Central America). Two spotlight address were featured, one by Charles Keys, CEO of Wave Water Works, LLC on Disaster Recovery & Green Tech and another by K-T Overbey, President & Executive ADR2021 Director of OneSight on Health-care/Eye-care in Emergency and in Development.


DISASTER RESPONSE IT’S IN OUR DNA

We’ve been moving cargo and passengers in and out of regions affected by disasters for the last three decades. Over the past 30 years ACS has been a part of practically every global humanitarian logistics operation. From the Somalian civil war right up to the COVID pandemic, we have been first responders with aircraft charters carrying humanitarian aid and personnel. of community building. Speakers discussed the importance of using existing information sharing systems to reach the community and gain their trust. They also emphasized the need to normalise information across all these platforms in local languages and ensure that communities can advocate for themselves at the policy level. Closing the first day of discussions was Panel 3 on Utilising Communications Solutions emphasizing the urgency in disaster response training of ICT personnel to effectively participate in response. They also discussed new technology solutions in disaster response such as regional wide connectivity solution for area monitoring as a form of tracking early warning systems. The first day ended with a thematic online Forum Chat: Filling Gaps in Response Capacity Across the Caribbean: Regional & International Options hosted by Lt Col Anton Gash, Former Defence Attaché for the Caribbean of the British Army Day two’s Welcoming Remarks entitled “Welcoming Call for Action on the Humanitarian Blisters” came from Rogerio Mobilia Silva, Head of the Regional Office for Latin America and the Caribbean (ROLAC) a.i., of OCHA (the UN Office for the Coordination of Humanitarian Affairs). Day two of ADR2021 also featured two video presentations. The first on “Humanitarian Hub: Facilitator of Alliances & Logistics Coordination” from Alberto Sierra, Director of the Regional Logistics Center for Humanitarian Assistance (CLRAH) in Panama; a facility ADR participants have had the opportunity to visit at previous Action on Disaster Relief meetings. The second video was on “Intelsat FlexMove, the only high-throughput satellite connectivity solution for remote & challenging locations” given by Scott Congdon, Market Development & Partnership Management of Intelsat and Udani Pettersson, Sales & Service Design Director of Satcube AB.

The closing of the 6th annual Action on Disaster Relief forum ended with a hands-on Inter-Agency Workshop (officials and select sponsors only) Co-Chaired by Ms. Riley, Executive Director (Ag) of CDEMA and Lt Col Anton Gash, Former Defence Attaché for the Caribbean of the British Army. The workshop brought together the region’s leading disaster stakeholders for open discussion via 3 virtual breakout rooms with themes based on the topics of ADR’s preceding six panels (as detailed above). Participants identified challenges and obstacles facing the Latin America & Caribbean region, before considering potential solutions that had been discussed during ADR2021 and the 1-2-1 matchmaking meetings. The workshop’s co-chairs and GRV Global are producing a summary document and action plan resulting from this summing-up element of the event and will be sharing it soon. A big thank you to all ADR participants for their commitment and willingness to challenge old and new ideas, and to form a better understanding of disaster relief and preventative measures in a collaborative forward-thinking manner.

The fourth panel discussion on Regional International Support brought together experts from leading international military forces in the Caribbean and civil actors providing on the ground support. Panellists contended that disaster management should not only be measured on the humanitarian level but also on military, tactical, and strategic level. When disaster strikes, it is crucial that humanitarian entities and civil society groups work alongside security and military forces. This was followed by Panel 5 on Technology & Effective Logistics which shed light on the disruption and challenges faced by many global suppliers in terms of logistics movements of personnel, PPE, shipments, as well as charter carries, supply chain and cold chain logistics. The final panel (6) brought together leading experts to discuss Health, Emergencies & Climate Change. Speakers reinstated the importance of partnering with the private sector in terms of bringing innovative and technical solutions to the fore and creating awareness in the market as well as helping in terms funding and resource mobilization. Panellists also discussed the adverse effect of climate change on the population leading to migration, nutrition, and health crisis. As the LAC region

continues to be exposed to devastating natural hazards and other challenges, local authorities, local communities, civil society groups, NGOs, INGOs, governments, military, and security forces, as well as the private sector need to work closely and collectively to ensure that necessary resources are allocated for the long-term resilience of its citizens.

CDEMA - CARIBBEAN DISASTER EMERGENCY MANAGEMENT AGENCY

GNDR - GLOBAL NETWORK OF CIVIL SOCIETY ORGANISATIONS FOR DISASTER REDUCTION

The Global Network of Civil Society Organisations for Disaster Reduction (GNDR) is the largest international network of civil society organisations (CSOs) that work to strengthen resilience and reduce disaster risks in communities worldwide. GNDR represents and convenes CSOs in international spaces with regard to the Sendai framework implementation and monitoring, making sure that the voices of its 700+ Full Member organisations, spread across 107 countries, are heard. Through its ECOSOC Special Consultative status, GNDR and its members can formally participate in all formal UN consultation processes. GNDR has a longstanding relationship and collaborates closely with UNISDR, as well as formal partnership agreements to collaborate with the EU in humanitarian and development matters. The GNDR Flagship programme ‘Views from the Frontline’ (VFL) has mobilised in the past over 500 organisations, and reached out to approximately 95,000 stakeholders in communities in 69 countries, monitoring the progress of international disaster risk reduction efforts at a local level for the past 10 years. www.gndr.org

The main goal of the National Civil Protection System of Panama (SINAPROC) is to plan, research, lead, supervise, and organize the policies and actions aimed at assessing the damage that can be caused by natural and anthropogenic disasters. It is responsible for executing disaster prevention, mitigation, preparedness, intervention and restoration policies and plans, and oversees all risk management actions based on territorial vulnerability. SOUTHCOM - U.S. SOUTHERN COMMAND HQS

United States Southern Command (SOUTHCOM), located in Miami, Fla., is one of ten unified Combatant Commands (COCOMs) in the Department of Defense. UK MINISTRY OF DEFENCE - BRITISH HIGH COMMISSION KINGSTON

The UK Ministry of Defence has Defence Attaches for Latin America and the Caribbean in Argentina, Brazil, Chile, Colombia, Jamaica and Mexico. Several of these Attaches also have non-resident accreditation to neighbouring countries. The UK maintains a training support base in Belize, in partnership with the Belize Government, has military liaison officers at US NORTHCOM (Colorado Springs) and SOUTHCOM (Miami), and the Joint Inter-agency Task Force (South) - JIATF(S) (Key West). A permanent Navy vessel, currently an Offshore Patrol Vessel, HMS MEDWAY, is in the region, with a role in HADR support during the hurricane season and in support of JIATF(S) at other times – this maritime presence is typically increased during the hurricane season. Reserve Defence Forces are based in Bermuda and Montserrat, with work ongoing to establish the same in the Cayman Islands and the Turks and Caicos Islands, whilst Police Marine Units are active in all British Overseas Territories (OTs); most of the OTs are members of CDEMA.
