W
elcome to the Africa Mining Summit Post-Event Report where, GRV Global would like to take this opportunity to sincerely thank all those who participated in the second annual holding of this important event; a series promoting innovative, sustainable and responsible mining across Africa through public-private partnerships (PPPs). Following a very encouraging and productive few days at the Golden Tulip Dar es Salaam Hotel in Tanzania, this report contains a detailed overview of the various workshops and plenary sessions, exhibition, afternoon matchmaking meetings, and networking functions including a large selection of photographs from the Summit. GRV Global would like to pass on our sincere gratitude to the various Government, Chamber, International and United Nations agency officials that gave formal presentations across the two days, and were committed to meeting with event delegates throughout our afternoon matchmaking meeting sessions. We are extremely grateful for their kind time and support not only during the week of AMS 2016 but also, for their assistance during the build up to the event. In its second year, the Africa Mining Summit has once again been heralded as a significant success by both the participating officials and private-sector delegates alike; testimonials of which can be found later in this report. We welcomed over 200 local and international participants to Dar es Salaam and facilitated over 500 face-to-face matchmaking meetings. Many important mining factors and challenges regarding the sector’s lasting development were discussed and some extremely valuable experiences and knowledge was shared. As a result of this event, and GRV Global’s ethos of personable engagement, long-standing collaborations are sure to result and ultimately, a stronger base on which to boost and develop the mining sector through PPPs. GRV Global would like to thank the Golden Tulip Dar es Salaam Hotel for its support across the few days. AFRICA MINING SUMMIT 2016 POST-EVENT REPORT In its second year, the Africa Mining Summit 2016, held at the Golden Tulip Dar Es Salaam Hotel, Tanzania, proved hugely important; bringing together hundreds of mining experts, from across the globe, for two days of direct engagement, through high-level plenary sessions, social networking functions, a small exhibition and afternoon matchmaking meetings between public and private sector entities. In Organisation with the African Union Commission’s Trade & Industry Department and with support from UNECA’s African Mineral Development Centre (AMDC), the Africa Mining Summit welcomed leading local, regional and global operators, technology specialists and mine owners from across Africa’s mining sector to hear from and meet with senior African Government officials, UN and international agency stakeholders, all focussed on furthering the continents efforts to promote sustainable and responsible mining through public-private partnerships (PPPs).
Evening Reception
Whilst setup was underway within the Golden Tulip Marquee, and event Sponsors prepared their exhibition booths, the Africa Mining Summit commenced with an informal ‘ice-breaker’ Evening Reception on the hotel pool terrace. Participants were able to register, collect their access passes and delegate packs whilst enjoying a relaxed evening of networking accompanied by snacks and refreshments; an ideal opportunity for early introductions and discussion around the major talking points ahead.
Day One: Tuesday 13th December

Mining Summit and enjoyed morning networking with tea and coffee. The event’s opening morning of high-level, themed plenary sessions began with welcoming remarks from GRV Global’s CEO, Andy Dowell. Mr. Dowell took a moment to welcome our esteemed audience to Tanzania’s wonderful capital city, Dar es Salaam and offered sincere thanks to H.E. Mrs. Fatima Haram Acyl, Commissioner for Trade & Industry of the African Union, and her team for their unwavering support during the build-up to this important Summit. Whilst outlining some of the key areas to be addressed, Mr. Dowell also gave thanks to the event’s valuable sponsors and to the officials that had kindly committed their time and support to the two days ahead. Conference Chair, Mr. Alan M. Clegg Pr.Eng., Independent Mining & Energy Consultant, Independent Director of Resource Companies, and Director of Ukwazi AEMENA A.S. Mr. Clegg duly welcomed everyone to Dar es Salaam, giving a brief overview of some of the topics set to be discussed and how he had personally worked across Africa’s mining sector during his long, rewarding career. Alan expressed his delight and honour to welcome such an esteemed audience of mining experts and officials, and with so many elements to the programme, he kindly stressed the importance of trying to keep to time as we head towards the prescheduled afternoon meetings. Before commencing with a special, highlevel discussion panel on the African Union’s Africa Mining Vision (AMV), the Africa Mining Summit audience were treated to a Keynote Address from H.E. Mrs. Fatima Haram Acyl, Commissioner for Trade & Industry. Mrs. Acyl took a moment to welcome everyone to Tanzania and to thank the host country for its warm welcome. She sincerely thanked everyone for making the effort to attend this important Summit, whilst giving an overview of the African Union’s work across the continent’s mining sector, and stressed the need and importance for all the different entities represented in Dar es Salaam to work together in order to achieve long-term prosperity for its people. The esteemed panellists discussed, and engaged the audience, on the “Strategical Support for the Vision and its Action Plan” discussing transparency, progress, lessons and plans. In conclusion, Mr. Joo gave a formal introduction of the AMGI Pilot Project on behalf of the Republic of Korea’s National Geologic Information Institute (NGII). Following a brief tea & coffee Networking Break, Panel One: Mining: Past, Present & Future, discussing Regulations & Frameworks, Strategic Approach, Trade, Potential VS Demand, and Logistics & Infrastructure, was introduced by our Conference Chair Mr. Alan Clegg and would welcome Mr. Ibrahim Shaddad, Director General of the African Minerals & Geosciences Center (AMGC) talking on ‘The Role of AMGC In Serving The Mining Sector In Africa’, Dr. Kaiser Goncalvez de Souza, Senior Geology and Mineral Information Advisor at UNECA’s African Mineral Development Centre (AMDC) talking on ‘Understanding the Blue Economy & its Contribution to Social and Economic Structure Transformation of African Economies’, and Mr. Torbjörn Holmström, Senior Advisor Research & Technology of Volvo Group talking on ‘Redefining Productivity in Future Mining’. POST-EVENT REPORT would facilitate a brief Q&A session on conclusion of the panellist’s presentations. At the same time, members of the African Union Commission team, together with UNECA colleagues and select Ministers of Minerals and Energy, would convene upstairs for their annual AU Ministers Symposium. Discussing the Africa Mining Vision (AMV) and its implementation tools in greater detail, panellists would include representatives from the African Development Bank (AfDB) and the United Nations Development Programme (UNDP). In conclusion, and before re-joining Africa Mining Summit delegates for lunch, the United Republic of Tanzania’s Permanent Secretary of Energy and Minerals, Prof. Justin Ntalikwa, would give Closing Remarks to the select audience of senior mining officials. Rutagwelela, Ag. Director of Exploration & Drilling of Tanzania’s State Mining Corporation (STAMICO) talking on ‘How Tanzania Strategically Invests in the Mining Sector - The Role of STAMICO’, Hon. Richard H. event, delegates had been able to select their preferred one-to-one meetings with the event’s delegation of VIP speakers and officials. Through 15 minute, one-to-one meetings, delegates were able to move around the room, following their own personalised schedule of appointments, introducing themselves to officials personally whilst looking to establish relationships that would essentially go on to aid the continent’s efforts for sustainable mining. In all, the event’s first day would see more than 300 private meetings take place and participants were quick to identify the format’s value and praise the session’s efficiency. Whilst visiting Dar es Salaam, many for the first time, GRV Global wanted to ensure participants experienced the Tanzanian culture. All participants were invited to enjoy a Cultural Dinner, on the Golden Tulip’s Pool Terrace, which would feature entertainment from a local jazz band. In a relaxed, casual setting, event participants enjoyed a pool-side barbeque and refreshments, on the Dar es Salaam peninsular, whilst being entertained with smooth jazz music and dance. It proved to be an ideal opportunity for all to reflect on the day’s talking points whilst continuing the discussions they had already started during the matchmaking meeting sessions.

Day Two: Wednesday 14th December
The final day of the second Africa Mining Summit began with tea and coffee around the Sponsor’s exhibition within the Golden Tulip Marquee. Commencing proceedings at 9am Conference Chair, Mr. Alan M. Clegg Pr.Eng., Independent Mining & Energy Consultant, Independent Director of Resource Companies, and Director of Ukwazi AEMENA A.S., welcomed one and all to the second day of discussions, trusting that everyone had duly enjoyed the previous evening’s pool-side Cultural Dinner. Mr. Clegg took a moment to highlight some of the first day’s major talking points, whilst introducing the key topics to be discussed this morning. Moving straight on, Alan introduced Wednesday’s first Keynote Speaker, Ambassador Ami Mpungwe, Chairman of the Tanzania Chamber of Minerals and Energy (TCME). Amb. Mpungwe would address the Africa Mining Summit audience giving a stirring, detailed overview of ‘The Mining Industry in Tanzania: Opportunities & Challenges’.

The Africa Mining Summit then moved to its Closing Ceremony. Once again, delegates were treated to remarks from H.E. Mrs. Fatima Haram Acyl, Commissioner for Trade & Industry of the African Union Commission (AUC). Mrs. Acyl offered her heartfelt thanks, on behalf of the African Union Commission (AUC), to everyone who had taken the time to support and attend GRV Global’s second Africa Mining Summit. Mrs. Acyl emphasised the good that collaborations between the public and private sector had done for the continent and specifically, regarding the mining sector but, she stressed the ongoing need for parties to come together and think outsidethe-box in order to realise the Commission’s
ongoing efforts and ultimately, the Africa Mining Vision (AMV). The event’s Conference Chair, Mr. Alan Clegg Pr.Eng., concluded his vital role with highlights of the two days’ major talking points; he took great comfort in gatherings of this kind, commended the admirable efforts of GRV Global, greatly encouraged discussions to be taken forward to future events for follow-up etc., and sincerely wished that everyone would leave Dar es Salaam as friends – new friends working together for Africa and its people. Concluding the event’s plenary sessions, GRV Global’s CEO, Mr. Andy Dowell took a moment to sincerely thank the AUC for their guiding support and encouragement, all the speakers and officials for taking time out of their busy schedules to present to and meet with the event’s sponsors and delegates, all the local suppliers GRV Global had used to produce a world-class event, e.g. local students, printers, A/V and set specialists, photographer, and Tuesday evening’s jazz band (Cultural Diner), and lasting but certainly by no means least, a huge thank you to all the event’s valuable Sponsors who had actually made it possible to host the event in Dar es Salaam, Tanzania. Although the Closing Ceremony had now taken place, there was still a further session of afternoon matchmaking meetings to facilitate. However, before that, tea, coffee

Once again, and changing the event format for the afternoon, delegates were able to continue their schedule of Matchmaking Meetings with the event’s delegation of VIP speakers and officials. Further discussion and collaborations were a plenty; hundreds of one-to-one meetings were held highlighting one of GRV Global’s key features – a hugely valuable and rare opportunity for key stakeholders to meet in person, and create lasting relationships that may not have otherwise been available to them. And so it was time, Africa Mining Summit attendees were to head home to their country of origin in order to follow-up on the hundreds of contacts they had made across the two days in Tanzania.

Close Out Summary from our Conference Chair Alan M. Clegg Pr. Eng. Pr.CPM PMP FSAIMM FIOQ Independent Director of Resource Companies Conference Chairman It with great pleasure on behalf of GRV Global and I, that I herewith report back to you, in summary, regarding the outcomes and success of the Africa Mining Summit 2016 prestigious event. The clear intent of the event patron, the African Union Commission, was to cultivate and join the stakeholders in Africa to engage formally in developing and shaping this great continent’s natural resources and related industrial profile. If we now analyse the results we can, I believe, be justifiably proud that much was done towards the achievement of this intent and this was reflected in the proceedings each day with quality speakers, real case studies presented, healthy debate and investigative, searching questioning having been issued and answered succinctly and realistically. The quality of the communications was in general of a high standard. Some of the key issues of the daily proceedings included inter-alia the following: ü Opening Keynote address from the Chair, highlighting the aggressively arriving sovereign debt crisis, capital flight from the G8 economies, potential for hyperinflation, consequently driving investor focus on hard commodities and resources in the ground. ü Natural resources both known and potential in Africa is, and will be, a significant magnet and beneficiary in the next decade for the capital flight from Europe, Japan and the Americas. ü The public benchmark for these facts are the acts of the top 10 billionaires in the world: Rothschild, Gates, Zuckerberg, Soros, Buffet, Druckenmiller, etc. who have all, for the first time in history, dumped all their Sovereign Bond holdings, 95% of their fiat currency holdings, and converted it to precious metals (gold, silver & platinum) bullion, diamonds, copper & zinc metal, and significant holdings of mining equities, especially development and exploration companies. 16

ü The contrasting Keynote address from the AU Commissioner H.E. Dr. Fatima Acyl made it clear that Africa is at a crossroads with its 54 countries, fragmented and relatively small as individuals, conflicting, with young populations, yet abundant natural resources. ü She highlighted the real need to utilise these natural resources through real cooperation, rewriting the narrative and drive development through a clear value chain focus. ü The need therefore for structural transformation, de-polarisation of interests to the benefit of the collective, with job creation, wealth distribution and other clear requirements being defined. ü The 2063 Africa Vision and its agenda has to be driven by a coherent, inclusive, real agreement and cooperation between States on an industrialisation of mineral and other natural resources policy that is aggressively executed with defined tactical action plans for investment protection, environmental protection, education, trade and more gender equality. From the panel discussions and presentations, we heard about the success of Lesotho and its rapidly developing mining industry as a result of the execution of key elements of the Africa 2063 vision points. Botswana is a key continental benchmark in all regards and Zambia, DRC and Tanzania have all done well but need more structural changes and harmonization of policies as was described by Mr. Simon Waku, the President of MISA (Mining Industries of Southern Africa). We also heard from Dr. Kaiser De Sousa of UNECA on the key areas of focus and there was discussion on the adoption of mineral codes to underwrite investment and this spoke to the
creation of what has been called ‘The Billion Dollar Map,’ for presentation of the appropriate data and information on key resources for development led by UNECA and the AMGC based in Dar Es Salaam. Other innovative and futuristic discussions were held on the potential for the “Blue Economy”, i.e. marine mining in both coastal shelf areas and on the international continental shelf even by land-locked countries and economies. Advanced technologies and autonomous equipment was also presented by Volvo R & D Head, Mr. Torbjörn Holmström. We heard about sustainable development requirements from the IFC Senior Investment Officer, Dr. Sacha Backes and this was supported by real case studies of what has been achieved by KEFI Minerals in Ethiopia and from Acacia Mining in Tanzania. New industrialisation developments like the African Gold Refinery establishment in East Africa was also exciting and the coverage of the real issues around attracting investment into Mining in Africa was ably dealt with by Dr Toby Bradbury of Shanta Gold. And all of the above was just in the first day! The second carried Keynotes on Tanzania’s Industry by Ambassador Ami Mpungwe and an address on the exciting potential and developments in the Republic of The Sudan by its Hon. Minister Osheak Ahmed. Later there was a further Keynote delivered by the UNDP on what is being achieved in Small Mining Community development. Notably we also had some good technical and execution engineering focussed presentations and discussions on day two. We heard about
‘Audience Driven Technical Solutions’ from UKWAZI Aemena and from Ghana Manganese about successes in blasting control and dust management solutions in close proximity to communities; and Tenement Selection Algorithms for target generation and savings in exploration expenditures. All of these were notably ‘Born in Africa’ solutions that demonstrate Africa can do what is required. And latterly we heard about important issues of control around trade routes and ‘Black Market’ controls and inter-state cooperation required to manage continental reputation for ethical and sustainable mining and investment returns, well presented by Moses Njeru from Kenya Chamber of Mines. Then we heard about what is probably the most important barrier to new operating mines, i.e. the provision of new sustainable energy generation solutions that utilise African resources, from Shumba Energy. We also heard about renewables-focussed solutions from GG Holdings, including Solar PV, Hybrid,and both off-grid and on-grid solutions. On top of all of the above formal sessions we of course had the GRV winning formula of the ‘One to One’ roundtable meeting sessions. These were animated, noisy and very successful, speaking just from my own personal experience and where it was clear that new relationships that would add value and momentum to the Africa Vision were being made. So, with all of the above, I am sure you will agree that the event was an unqualified success and that you will join me in applauding the AU Commissioner in supporting this event and GRV Global for organising it. I now look forward to an even bigger and better event next year at another venue in Africa which will be advised in the first quarter of 2017. I look forward to seeing you there.

ROUNDTABLE PROFILES AFRICAN UNION COMMISSION (AUC) The Department of Trade & Industry’s core mandate is to support the AU in boosting intra-African trade, fast track establishment of the Continental Free Trade Area (CFTA) and to ensure Africa’s competitiveness in the global economy. It supports Africa’s transformation by promoting diversification and modernisation of production structures. The Department’s core functions are to: ensure the formulation, implementation and harmonisation of trade policies to promote inter- and intra-African trade; ensure development of policies on tariffs, non-tariff barriers and free movement of business people; liaise with relevant stakeholders, such as chambers of commerce, industrial associations, exporters, importers, nongovernmental organisations and the Regional Economic Communities (RECs), to ensure fair trade; provide support to AU Member States in global trade negotiations; collect, analyse and monitor data on global trends in trade and the impact on Africa. The Department is also responsible for implementing initiatives such as Accelerating Industrialisation of Africa (AIDA) and the Africa Mining Vision (AMV), which promote transparency, social responsibility and tax compliance in the extractive industry. The Department has three divisions: Trade; Industry; and Customs Cooperation. ACACIA MINING Acacia Mining plc (LSE:ACA) is Tanzania’s largest gold miner and one of the largest producers of gold in Africa. (AGR) has built a $20M State of the Art Gold and Other Precious Metals Refinery sitting on a 5 Acre self-acquired land near Entebbe Airport, Uganda. It has capacity of producing 200Kg @day in a double shift, using the latest AQUA REGIA technology, machinery and equipment from Europe. The Principal Investor is Alain Goetz of Tony Goetz, a Company that has been in this Business for over 30 years - internationally recognized and has other Refineries in Belgium and Dubai. The new facility serves as Africa’s Regional Hub to officially and responsibly source Raw Gold. AGR is focused on strict Compliance, Quality of Service, Safety and Environmental protection. The Refined Products will include Gold Bars (Purity 99.9%), Small Minted Bars and Granulates. There are future plans to establish a Jewelry and Coins Plant.

AFRICAN MINERALS & GEOSCIENCES CENTER (AMGC) The African Minerals and Geosciences Centre (AMGC), formerly known as SEAMIC is an independent regional centre of knowledge and information for southern and eastern Africa established in 1977, under the umbrella of the United Nations Economic Commission for Africa (UNECA). Founder Member States are Ethiopia, Mozambique and Tanzania, later on joined by Angola, the Comoros and Uganda. Kenya joined the Centre in 2006. The Sudan is the new member of the Center joining in 2010. Membership is open to all other African countries. It is the AMGC’s mission to promote socio-economic and environmentally responsible mineral development in Africa, as a Centre of Excellence and Significance able to provide specialized services for the mineral industries and the overall development of the sector in region. BURUNDI MINES AND QUARRIES AUTHORITY, REPUBLIC OF BURUNDI
DRC CHAMBER OF MINES The DRC Chamber of Mines is an established structure within the Federation of Enterprises of Congo, to drive the work on the mining sector in the Democratic Republic of Congo. It replaced the National Mining Commission on March 24, 2011, after the revision of the FEC statutes, in order to align it with other associations of mining companies within the SADC region. This new name, among other things, allowed the Chamber to join the Mining Industries Association of southern Africa (MIASA). All mining companies affiliated to the Federation of Congolese Enterprises are formally members of the Chamber of Mines. Companies that process ores, minerals analytical laboratories or cooperatives of artisanal miners can also join the Chamber. About 40 Mining companies are members of the Chamber of Mines. They represent all sectors of the mining sector (Copper-Cobalt, diamonds, gold, Coltan-Tin). EQUATOR GOLD Equator Gold explores for and develops gold deposits in the Republic of South Sudan. Equator was one of the first two international companies with active licences in South Sudan. It has been operating in the field since 2012 and enjoys significant first mover advantages. Equator currently holds interests in three gold projects. The company has a 65% interest in the Luri Gold Project, highly prospective and logistically well located close to Juba, the capital city. The Group’s exploration has revealed three high-priority targets within the Luri licence area, all with multi-million-ounce potential. The company also has a 75% earn-in right over the Wudabi Project, an area of extensive gold panning 100km southwest of Luri and a 49% equity holding in the Katokeji Project, an extension of the Luri geological structure. However in 2002, the energy sector was divided into two and structured under the ministries of the Ministry of Agriculture and Rural Development and Ministry of Infrastructure while the mining sector was organized alone as a Ministry of Mines. After that, in 2005 the mining and energy sectors were re-organized as the Ministry of Mines and Energy. In 2010 the mining sector has established again as a Ministry of Mines with the following powers and duties: to Promote the development of mining; Ensure the proper collection, maintenance and accessibility to users of data on minerals; Encourage mining investment through facilitating exploration and mining operations; Regulate in cooperation with the concerned organs, the market for precious and ornamental minerals produced at the level of traditional and small – scale mining operations; Organize, as may be necessary, research and training centers that may assist the enhancement of the development of mining; Issue licenses to private investors engaged in exploration and mining operations, and ensure that they conduct mining operations and meet financial obligations in accordance with their concession agreements. MINISTRY OF MINES & INDUSTRIAL DEVELOPMENT; REPUBLIC OF NIGER The Ministry of Mines and Industrial Development of Niger was created in September 2011 to replace the Ministry of Mines and Energy. MINISTRY OF MINING; REPUBLIC OF KENYA The Republic of Kenya’s Ministry of Mining undertakes various functions aimed at enhancing growth of the mining sector in the country as guided by the executive order No. 2 of 2013. The Ministry came about after the realization that the sector has the potential to significantly contribute to national and local growth. Over the last decade the amount of minerals extracted and exploited has been increasing. MINISTRY OF NATURAL RESOURCES; REPUBLIC OF RWANDA Mining sub-sector is one of five sub-sectors that constitute the Environment and Natural Resources Sector. This sub-sector has a mission to build a strong geology and mines sector in order to increase national revenue through proper management of mineral resources and with the capacity to monitor natural hazards. Mining sub-sector is one of the key priority areas that could trigger economic growth of the country if sufficient investment in the sub-sector was made and the challenges that hinder the development of the sub-sector removed. The Ministry of Natural Resources is responsible for designing the sub sector’s legal framework and also for granting prospecting, exploration and mining licences. Rwanda Natural Resources, through Geology and Mining Department, provides technical and administrative support and follow-up to the performance of the mining sector and generally to implement policy. The mining policy covers not only mineral extraction, processing and export, but also quarrying, production of construction materials and extraction and processing of semi-precious stones. SHANTA MINING COMPANY LIMITED Shanta Gold is an East Africa-focused gold producer, developer and explorer. It currently has defined ore resources at the New Luika and Singida projects in Tanzania and holds exploration licences over a number of additional properties in the country. Shanta’s flagship New Luika Gold Mine commenced production in 2012 and produced 81,873 ounces in 2015.
