Date: 26th - 28th June 2018 | Location: The Reserve at Paradisus Punta Cana, Dominican Republic Dear Colleagues, It is with great pleasure that I invite you to join me at the Resilient Infrastructure Forum for the Latin America, Caribbean and Gulf of Mexico Region. Major storms, earthquakes and disasters regularly take a tragic and disproportionate toll on the societies, economies and institutions of Latin America, Caribbean and Gulf of Mexico. These events pose a significant impediment to growth and development, and in some cases set developing nations back decade’s worth of progress overnight. It is more cost effective, both economically and in terms of life damages, to invest in resilient infrastructure to mitigate the negative effects of disasters, than to pay for damage to unprepared communities caused by natural disasters and long-term climate change. The overall objective of the RIF is to strengthen the capacity of Latin American, Caribbean and Gulf of Mexico institutions together with the private sector to plan, design and implement investment in disaster resilient infrastructure. The RIF is a platform for specialists to assist governments, regional agencies, planners and private developers to integrate resilient strategies in urban planning, project design, and to introduce international technology and service providers who have the capacities to deliver on the announced projects.
This action packed two-day event is designed to supplement the well-established GRV Global Project ‘Action on Disaster Relief’, which focuses on emergency response to disasters within the region. In order to make these efforts most effective and mitigate future grievances, the rebuilding of post-catastrophic environments and development of territory vulnerable to disasters can be transformed into an opportunity by incorporating resilience, durability and sustainability into the sectors of: Housing, Power & Energy, Water Supply & Waste Treatment, Telecommunications, Transport, Education, and Health. The summit aims at linking public and private sectors, and to utilise international resources to create a coordinated effort towards disaster mitigation. RIF will bring together senior-level representatives from governments, utilities, developers, financial institutions, a multitude of agencies, donors and technology providers - to form partnerships, identify opportunities and collectively pursue the development of resilient infrastructure in Latin America, Caribbean and Gulf of Mexico before disasters occur. Puerto Rico: Reconstruction – Building Better Resilience The inaugural Resilient Infrastructure Forum (RIF2018) presents an invitation-only, pre-event Puerto Rico Session, hosted by the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), alongside the Governor of Puerto Rico’s Chief of Staff, Regional United Nations Directors, Puerto Rico Electric Power Authority (PREPA) and the Puerto Rico Emergency Management Agency (PREMA). Mr. Justo “Tito” Hernandez, FEMA’s Director of Operational Coordination Division (Puerto Rico) will host a unique afternoon session focussed on building better resilience into the country’s recovery strategy – using lessons learned from recent relief efforts and working together to utilise the expertise and experience of regional disaster agencies and the private sector operators alike.

The Agenda will be formulated with the input of industry specialists and officials in the lead up to the event. n Means to Financing & Insuring Resilient Infrastructure Investors in infrastructure include banks, hedge funds, insurance companies, sovereign wealth funds, investment and development banks. In the changing landscape of risk assessment, insurance and reinsurance play a key role in resilient infrastructure development. Financial services will present on nuanced risk-based investment strategies and communicate their requirements for developers when awarding contracts.
n Building Resilience in Engineering & Construction
The necessity to incorporate resilience into the planning, development and maintenance of infrastructure sectors (inc. energy, water, transport and waste management), to mitigate the increased risk posed by the increasing cycle and severity of natural disasters (inc. hurricanes, earthquakes, flooding and drought) impacting the region, cannot be over stated. This can be delivered through the adoption of international best practice in conjunction with specialized regional knowledge and dynamic project leadership.
n Increasing Power Infrastructure Resilience & Exploring Renewable Energy Solutions
Civil infrastructure systems play an important role in community resilience. Without proper functioning of such infrastructure, especially power delivery, society struggles to recover effectively from
disruptive events. In light of traditional grid system vulnerability, particularly in the case of high risk environments, in terms of cost and opportunity cost associated with business interruption, other avenues to build resilience (inc. solar and off-grid solutions) should be explored. Additionally, incorporating them into design and planning stage tools, platforms and mechanisms is vital to expedite and facilitate faster restoration of service.
n Bolstering Water Infrastructure Resilience
Infrastructure failures in the water infrastructure sector, particularly in areas of water scarcity, have the effect of potential disaster impact multipliers (short and longterm) thus, constitute a critical priority in terms of resilient development.
n Transport Infrastructure & Logistics
Robust transport hubs (airports and ports) and links (road and railways) are not only critical in the enabling of effective disaster response to population canters but also, as facilitation of reconstruction and development. As such, strengthening the resilience of these elements, must be factored into the planning and development of transport infrastructure and policy.
n Information, Communication and Technology (ICT)
Providing, not only the operational backbone for infrastructure, but through the likes of forecasting, disaster scenario modelling and mass public notification systems, innovative ICT solutions offer an effective means for disaster preparation, and the minimization and mitigation of a natural disaster’s impact. The impact and importance of ICT solutions constitute an essential, and evolving, pillar of resilience, the importance of which never undervalued.

n Urban Resilience in Education, Housing & Health Disasters pose an increased threat to areas of rapid urbanisation which demands new ways of planning, building and maintaining infrastructure under highly uncertain conditions; construction standards are being challenged and call for innovative technologies. Maintenance and rehabilitation have become more important than ever, imposing mark-up costs and demanding institutional commitment to shorten maintenance cycles and increase frequency for risk assessment. Multimodality and network redundancy as copying mechanisms increasingly become part of adaptive planning thinking. Unforeseen yet more frequent hazard shocks call for increased preparedness for disaster management and deeper coordination within health services, education systems and urban planners (hindered further by socio-political factors – poverty, education, and budgetary priorities).
n Climate Resilience Across Long-term Sustainable Development
During what seems a generation of increasing severity and magnitude of natural disasters rising seas levels, changes in ocean currents, degradation of the ozone layer, and vast pollution swells across land and sea – paint a concerning picture for our planet and future. While natural disasters are sadly a fact or life or force majeure, we can as a society directly impact many other areas. Through global stakeholder leadership these issues can be addressed directly – it being imperative that the support and expertise of international best practice, and innovative solutions are brought to bear in solving these challenges, particularly in the aiding of resilience amongst those at the greatest degree of risk.
