Date: 20th - 21st June 2018  |  Location: The Diplomat Beach Resort Hollywood Dear Colleagues, It is with great pleasure that I invite you to join me at the Resilient Infrastructure Forum for the Latin America and Caribbean Region. Major storms, earthquakes and disasters regularly take a tragic and disproportionate toll on the societies, economies and institutions of Latin America and the Caribbean. These events pose a significant impediment to growth and development, and in some cases set developing nations back decade’s worth of progress overnight. It is more cost effective, both economically and in terms of life damages, to invest in resilient infrastructure to mitigate the negative effects of disasters, than to pay for damage to unprepared communities caused by natural disasters and long-term climate change. The overall objective of the RIF is to strengthen the capacity of Latin American and Caribbean institutions together with the private sector to plan, design and implement investment in disaster resilient infrastructure. The RIF is a platform for specialists to assist governments, regional agencies, planners and private developers to integrate resilient strategies in urban planning, project design, and to introduce international technology and service providers who have the capacities to deliver on the announced projects.

This action packed two-day event is designed to supplement the well-established GRV Global Project ‘Action on Disaster Relief’, which focuses on emergency response to disasters within the region. In order to make these efforts most effective and mitigate future grievances, the rebuilding of post-catastrophic environments and development of territory vulnerable to disasters can be transformed into an opportunity by incorporating resilience, durability and sustainability into the sectors of: Housing, Education, Health, Power & Energy, Water Supply & Waste Treatment, Telecommunications and Transport. The summit aims at linking public and private sectors, and to utilise international resources to create a coordinated effort towards disaster mitigation. RIF will bring together senior-level representatives from governments, utilities, developers, financial institutions, a multitude of agencies, donors and technology providers - to form partnerships, identify opportunities and collectively pursue the development of resilient infrastructure in Latin America and the Caribbean before disasters occur.

There are four main components: • Morning plenary sessions to address major issues and opportunities: Public sector leaders will present on their major needs from the private sector, proposed plans and projects for the development of resilient infrastructure within the key sectors. • Bilateral, prescheduled meetings between the public and private sector: Roundtable one-to-one meetings throughout the summit between official delegation and the private sector, that are arranged using GRV Global’s CRM meeting software. • Networking opportunities: at coffee breaks, lunch, a formal Gala dinner, as well as informal social sessions to reinforce relationships made. • Exhibition: Developers in the fields of technology will be invited to showcase their equipment, materials, services, innovation, new knowledge and other practices. The exhibition will enrich the discussions by helping to inform policy makers and developers of the various solutions and potential investment opportunities with a tangible and visible element.

n Panel one: Means to financing resilience. Investors in infrastructure include banks, hedge funds, insurance companies, sovereign wealth funds, investment/development banks and public and private pension funds. Financial services will present on nuanced risk-based investment strategies, announce their requirements for developers when announcing contracts. n Panel two: The critical role of engineering and construction. Achieving resilient infrastructure requires the impacts of disasters to be a key consideration in the way that all sectors of infrastructure are planned and commissioned, designed, built and maintained. International experience in strong urban construction should be applied to the sectors of Housing, Transport, Power & Energy, Water Supply & Waste Treatment, and Transport to ensure resilience to increases in frequency and severity of extreme weather events such as storms, earthquakes, floods and heat waves as well as extreme cold weather. n Panel three: Overcoming social and political inhibitors to development and urbanisation: The role of research and consulting services. This is a region of rapid urbanisation and population growth, meaning the density of life and capital in large settlements are acutely vulnerable to catastrophes. Poverty, unemployment, socialpolitical challenges translate to lack of response capacity at times of disaster. All sectors of effective resilient infrastructure have an interdependence on Education and Health of populations, where reconciling research and evidence with actions of policy makers is essential.

n Panel four: Life sciences, IT and technological development in influencing policy and nuanced development. Telecommunications, forecasting, IT based solutions and agricultural resilience will create a backbone for the developers of infrastructure. Hazard mapping to understand the most likely extreme elements will assist in understanding risks and incorporating this into upgrading, maintaining or building resilient infrastructure. n Panel five: The importance of sustainable development for long term disaster resilience. Potential effects of climate change will intensify the natural climate patterns, and cause sea level rise. Although natural disasters are inevitable, human activity can affect the rate or mode of disasters through pollution, CO2 emissions and unsustainable resource use, where an obligation falls on the international investors and private sector to assist less developed, vulnerable nations becoming climate resilient. n Panel six: The changing landscape of risk assessment: Insurance and reinsurance in disaster resilience. Insurers play a key role in resilient infrastructure development. They will encourage greater disclosure of hazard risks and responses by companies to increase understanding and catalyse adaptation action by both insurer and investor in infrastructure. As investors in their own right, they will ensure their own investment portfolios factor in disaster resilience.
