Don Walden (Donco Realty) was recently named Plant City’s 2018 Citizen of the Year for his dedication to the community. Walden helped create the Community Redevelopment Agency in Plant City, was a past chairman of the Greater Plant City Chamber of Commerce, a past president of the Plant City Kiwanis Club and also served as president of the Greater Tampa REALTORS® in 1992. The Citizen of the Year award is given to a Plant City resident each year “who has demonstrated service above self.” Kimberly Chin recently joined Greater Tampa REALTORS ® as the new communications specialist. She graduated from the University of Florida with a bachelor’s degree in public relations and a certificate in social media last year. Before joining GTR, Kim worked at an internet marketing agency and interned at various organizations. In her free time, Kim enjoys watching sports, checking social media and looking for new pescatarian recipes to try. Cianna Curry, database administrator at GTR, recently earned the Supra Master User (SMU) certification, which demonstrates expertise in the operation and troubleshooting of Supra keys. Cianna is one of only a few hundred people in the country that possess the SMU certification. Javin Nededog was recently promoted to global & commercial services coordinator. In his new role, Javin helps to organinze educational and networking events for GTR’s International Council and Commercial Alliance. Javin was previously a member services specialist.

IN LOVING MEMORY... Former GTR member Ernest L Reid, Jr. (Lee) recently passed away. Reid had been in the industry for decades after joining a real estate and construction business with his father in 1973.

pril marks the 50th anniversary of the Fair Housing Act being passed. The act was created with the goal of providing equity and justice to the real estate market. It protects people from discrimination whether they are renting, buying or financing housing. The anniversary serves as a reminder that fair housing should be a norm throughout the nation. After all, the home is the foundation of your life.

Take a look at page 12 to brush up on 10 facts about fair housing that every REALTOR® should know. And, on page 16, you can learn about alternative solutions being implemented across the country to combat homelessness and the affordable housing crisis. s there a specific cause you want to feel directly connected to or gain a firsthand perspective on? Perhaps you want to spend time with those in your community and build relationships with new friends and coworkers. Maybe you wish to develop a new skill or improve on one you already have. You could even explore a passion or hobby. No matter the reason, giving back to the community is a way to further your professional life. Volunteering offers several other benefits than just the expected warm, fuzzy feeling inside. Knowing exactly what you want out of the experience before you start can make a difference in your own life by boosting your career. Many volunteer opportunities could benefit from the skills you currently possess. In return, you gain experience outside the traditional work environment. When you work alongside others you develop soft skills such as compassion, patience, dependability and effective communication. Use this as a chance to learn and develop key takeaways that can be used in the future. Networking can be key to finding a job, opportunity or future clients. You will build many new connections once you get out and start volunteering. It is likely you will be working with a diverse group of people outside your usual social group. Get to know the local influencers in your community and form meaningful bonds. It could potentially turn into your next client or an important recommendation. Community involvement is ideal to include on your résumé and LinkedIn profile. Work as a volunteer can be just as valuable as paid work experiences. You may leave a better first impression to those who come across your résumé or profile when they see you have generously offered to make a difference in the community.

How to Get Started

Determining which cause is important to you is a key part of the volunteer process. Volunteer causes can range from the environment, education, animals, health and even disaster relief just to name a few. Research your top three

options and find out which opportunities are available near you. You might discover a local cause you never considered before. Keep in mind you will be spending a considerable amount of time wherever you decide to volunteer, so make sure it is somewhere you will enjoy and with people (or animals) you like as well. Narrow your choice by eliminating the causes you do not support. If you plan on volunteering with people you know such as family, friends or coworkers, a holiday opportunity or large group clean-up may be the best option for you. Once you choose the cause you want to support, who you are helping and who you are volunteering with, ask yourself how much time you can commit to the cause. Be honest about your availability. Some people worry volunteering is a huge commitment that requires too much of their time. However, by starting with a limited number of hours then increasing as your schedule permits, you will ensure the amount of time you can commit.

Getting to know the local influencers in your community could potentially turn into your next client or an important recommendation.

One-time events are ideal for those who do not have much time to volunteer. With these types of opportunities, your commitment only lasts a single day. This is also a convenient way to support more than one type of cause if you cannot decide on only one. Just pick a day to obligate at each organization for which you want to volunteer. If you are looking for a way other than monetary donations to give back, helping a nonprofit organization reach its goal is a fun and beneficial alternative. Not only will you feel good afterwards, but you will boost your résumé and expand your professional network. The experience will leave you with a positive view of yourself and your future.

CODE OF ETHICS Denial of Equal Professional Service

undergoing racial transition but did not show Prospect D homes in neighborhoods near the high school.

After working with Prospect C to determine his family could afford a three-bedroom home in the $240,000 range, REALTOR® B described available properties near Northwest High School and set up appointments to show houses to Prospect C. That afternoon, REALTOR® B showed Prospect C and his wife three houses in neighborhoods near the high school.

Prospect D asked about houses closer to Northwest High School. REALTORASSOCIATE® B replied that he had no knowledge of any homes in that area for which Prospect D could qualify. The next day, Prospect D, while visiting Prospect C, related his problems in finding a home near the high school and learned that REALTOR-ASSOCIATE® B had shown Prospect C several homes near the high school. Prospect D filed a complaint with the Board of REALTORS® claiming that REALTORASSOCIATE® B had discriminated against him and his family by not offering equal professional services.

n a Saturday morning, REALTOR® B, a salesperson affiliated with REALTOR® A, answered an e-mail from Prospect C, a recent college graduate who was moving into the city to take his first teaching job at Northwest High School. Prospect C was married, had two young children, and was a veteran.

On Monday, at a faculty meeting, Prospect C met Prospect D, who was also moving into the city to take a teaching position at the same high school and who was also in the market for a home. Prospect D was married with two young children and was also a veteran. Prospect C told Prospect D of REALTOR® B’s knowledge of the market and VA financing and how helpful he had been. Prospect D called REALTOR® A’s office that afternoon and asked for REALTOR® B. REALTOR® B met Prospect D and determined Prospect D could also afford a home in the $240,000 range. Prospect D told REALTOR® B that he was also a new teacher at Northwest High School and had been referred by Prospect C. Prospect D was black. REALTOR® B showed Prospect D houses in several neighborhoods

The complaint was reviewed by the Grievance Committee. REALTORASSOCIATE® B was charged with an alleged violation of Article 10, and the complaint was referred to a Hearing Panel of the Board’s Professional Standards Committee for hearing. At the hearing, REALTOR-ASSOCIATE® B admitted that he did not use the same efforts to show Prospect D properties in neighborhoods near the high school as he did with Prospect C because he felt Prospect D and his family would feel more comfortable living in a racially integrated neighborhood. The Hearing Panel found REALTORASSOCIATE ® B in violation of Article 10 of the Code of Ethics.

Use of the slogan and logo expresses your commitment to fair housing. Use of the slogan and logo can serve to temper a perception that discrimination is indicated in an advertisement.

Q: I represent an out-of-state buyer who is looking for property in a 55-and-older community. She is here on vacation and has a limited amount of time to look for property. How can I find out where all the 55-and-older communities are in my area? A: The Florida Commission on Human Relations has a registry of “55 and older” communities available on its Web site. Go to http://fchr.state.fl.us, select the “Directory of 55+ Housing Communities” link, then select “55+ Directory.” You can then search the directory by county, unit, name address, city. tamparealtors.org

Be conscious of your marketing and advertising efforts. Avoid any language that could indicate a bias against a protected class. Advertising in diverse media outlets ensures that you are in compliance with the Fair Housing Act.

Consider the effects of a person’s neighborhood and the conditions surrounding the home on their mental and physical well-being. Fair housing promotes a healthy lifestyle. Be mindful of housing factors that affect education, including housing quality, residential stability, affordability, and neighborhood location.

When searching for homes for prospective buyers, remember that communities with high concentrations of poverty may have less access to the type of housing that can bring about positive change to local schools. Fair housing has a role in creating and expanding educational opportunities.

Provide reasonable accommodations to disabled clients when working with them. For example, offer to meet a client at an accessible location if your office isn’t ADA compliant.

Keep in mind that neighborhoods are becoming more segregated economically. Affordable housing provides stability that can assist households with securing and maintaining employment, increasing savings, and becoming self-sufficient. Fair housing policies help create economically diverse communities.

According to the Fair Housing Act, clients cannot be denied housing solely on their disability.

Avoid mentioning crime statistics when showing a home or advertising a neighborhood’s features to potential buyers. It could be interpreted as a reference to race.

It’s okay to market your particular skills, such as speaking multiple languages, as long as you don’t limit your audience to specific groups of people. To avoid a Fair Housing Act violation, focus on a property-related niche instead of a client-related one or you can target individual needs such as sports or hobbies.

Refrain from catering to a particular race or religion, even at a seller’s request. Doing so can make both parties liable for violating the Fair Housing Act.

FR Specialty License Plate Supports Affordable Housing It is common to spot several types of license plates when driving in the state of Florida. The purpose of these plates is to raise funds for a particular cause. In 2005, Florida REALTORS® held a contest to design a plate that would help reduce the affordable-housing crisis across the state. The proceeds from this specialty license plate are exclusively used for workforce housing programs. The Florida REALTORS® specialty license plate costs $25 in addition to the state’s regular tag fees. More than $875,000 has been raised to provide housing assistance to first responders, teachers and others in need of affordable housing. The license plate is available for purchase online or by mail at your local tax collector’s office.

Trends Across the Country Tackle the Future of Affordable Housing

N

on-traditional housing options are becoming increasingly popular as more alternatives become available to consumers. Housing accounts for a large chunk income, making it difficult for some to meet other obligations or pursue goals. With the innovative use of materials and design, these alternative housing options offer a nice living space at a fraction of the cost of a traditional home. These homes offer many, if not the same amenities and functionalities as a full-size home. Multipurpose furniture, creative storage and the use of natural light combine to make these living spaces appealing. There are many different takes on downsizing and minimalism but the benefits usually all include financial and emotional freedom, living a greener lifestyle as well as the gratification of building one’s own abode. Here’s a look at a few noteworthy and affordable housing solutions happening across the country.

ALTERNATIVE HOUSING Container Homes Turning shipping containers into homes is a creative housing option that various nonprofit organizations are considering as an option to combat homelessness. Construction of container homes is cheaper than traditional homes due to savings on materials and labor. Not only are they quick to build, sustainable and extremely durable, but they can be transformed into pleasant living spaces for half the price of a traditional house. The target population for these homes are baby boomers, millennials and anyone on a budget seeking an unconventional home.

3-D Printed Homes 3-D printed homes are on the way to becoming mass produced. Over the last few years, companies have been testing 3-D printing for the housing industry. These homes could be the go-to option for affordable housing. The building process for creating a digitally-printed house is cheaper and faster than traditional methods. It uses fewer resources because companies only print what they need. The technology is currently in place to print safe, high-quality homes. Designs and features that are normally expensive to create, are easily done with a 3-D printer. This innovation is a step toward ending homelessness on a global scale. Austin, Texas boasts the first 3-D printed house in the country that has been built to the local building code.

Tiny Homes

Over the last several years, the Tiny House Movement has swept the nation with people seeking to downsize their living spaces in favor of a simpler lifestyle. Popularized and often idealized by television shows, the motivation to “go tiny” can range from finding financial freedom to reducing one’s carbon footprint to having the ability to live anywhere with the comforts of home. The average tiny house can range from 100 to 400 square feet, compared to the average size of an American single family home at 2,600 square feet. Tiny home communities have been popping up across the country in cities like Detroit, Nashville, Los Angeles and even Orlando, Florida. These communities could be a viable solution to help alleviate homelessness. In fact, a tiny home community in Syracuse, New York was created for the homeless, and for U.S. veterans in particular. Tiny houses, however, are not without their fair share of problems. Tiny house buyers have often expressed remorse after purchasing their homes and some cities aren’t tiny house-friendly, making it difficult for the dwellings to comply with local zoning regulations.

On the devastating heels of Hurricane Maria, a perfect storm continues to build and threaten the real estate market in Puerto Rico, which may have significant impacts on the mainland as well. Sweeping business closures and massive damage to the island’s infrastructure compounded the pre-existing economic issues in Puerto Rico and resulted in a dramatic rise in home foreclosures.

The issue has been around for years and the current crisis caused by Hurricane Maria has accelerated its severity. This is a complex and layered problem that impacts our local community, state and our country beyond the obvious. But despite the seemingly overwhelming scope of the problem, more and more individuals in the Tampa community are stepping up to the challenge. We have members within Greater Tampa REALTORS® who are asking the hard questions and taking action. In fact, Robert Perez of Keller Williams in Brandon recently traveled to Puerto Rico to discuss the island’s current real estate market challenges with Governor Rosello and other local leaders. Brenda Marrero led a campaign to raise funds and deliver a 40-foot shipping container filled with items needed to help the residents of Puerto Rico’s most devastated areas. Melinda Arrastia is actively involved with selling her family’s home. While tragic, Hurricanes Irma and Maria cast a much-needed spotlight on the need to rethink affordable housing in Florida. Hopefully, our community and our state will find solutions. Sunny Alexander graduated from West Point and subsequently served six years in the Army. She has a master’s degree in communication and has over 10 years in the real estate and business development field. She is currently business developer for LandCastle Title, LLC.

that looked like me. Frank Williams has witnessed a lot in nearly 80 years.

After growing up in Flint Michigan — and being expelled from high school for dating the white girl he later married — he moved to Chicago in 1962. Despite having never considered real estate as a career because, “as a young black man, we didn’t see many people in our community in positions of power,” he received his real estate license in 1966 and opened his own firm in 1969. His practice faced immediate resistance for helping African Americans find homes in historically white neighborhoods. In 1971 demonstrators entered his office to demand who he could sell to, and in 1975, his home was firebombed. Overcoming these obstacles, he ascended to president of the Chicago chapter of the NAACP, president of the Chicago Association of REALTORS®, and was voted REALTOR® of the Year. “As a black American, a REALTOR®, and a parent, I am determined to help erase discrimination from the housing landscape.” April 2018 marks the 50th anniversary of the Fair Housing Act. We recognize that progress made stands on the broad shoulders of people like Frank Williams. The Enduring Impacts of Restrictive Covenants

The 50th anniversary of the Fair Housing Act represents an opportunity to remind ourselves not only of the importance of the law in shaping the real estate landscape today, but also to look back on what the situation was like before it was enacted, when the process of buying or renting a home was decidedly unfair for millions of Americans. During the first few decades of the twentieth century, a property’s value wasn’t defined just by architectural details, curb appeal, and neighborhood features, but also by the people who lived in the community. In determining property value, explained a standard appraisal text in 1931, “we must recognize the customs, habits and characteristics of various strata of society and races of peoples.” The presence of an African-American family in a neighborhood populated by whites, for example, or an Italian family in a neighborhood populated by Northern Europeans, was generally believed to have detrimental effects on property values and social order.

In the early 20th century, many cities in the South and the Mid-Atlantic used zoning ordinances to keep blacks, whites and other ethnicities in their own neighborhoods. Baltimore enacted the first racial zoning ordinance in 1910, and within a few years the practice was widespread in the region. When the U.S. Supreme Court declared a Louisville, Kentucky racial zoning ordinance as unconstitutional in 1917, restrictive covenants became the preferred method of accomplishing the same end. A typical restrictive covenant was a contract among property owners prohibiting sales of homes to blacks or other minorities for a specified period of time, usually twenty years. Because the covenants were private agreements, they were not covered under laws seeking to prevent discrimination. They quickly became a popular method of ruling who could live in a neighborhood and who could not, and were in widespread use in major cities such as Chicago, Seattle and St. Louis.


Restrictive covenants proved so effective in segregating neighborhoods and stabilizing the property values of white families that they soon became an integral part of the federal government’s discriminatory housing practices. “If a neighborhood is to retain stability, it is necessary that properties shall continue to be occupied by the same social and racial classes,” stated the Federal Housing Administration’s influential Underwriting Manual. From 1934 on, the FHA recommended the inclusion of restrictive covenants in the deeds of homes it insured, and instituted a policy known as redlining, refusing to insure homes in African-American neighborhoods.
