The female suspect who was arrested in connection with the robbery under arms committed at the home of Mr. Clement Rohee, MP on 2016-11-09, was today charged with two counts of robbery under arms. The accused Corlette Parks, 49 years, of 4692 Postal Housing Scheme, Georgetown, appeared before Magistrate Lambert at the Providence Magistrate’s Court, pleaded not guilty to both charges and was remanded to prison until January 11, 2017. Opposition Awaits Government Move To Replace GECOM Chairman In light of the retirement of Dr Steve Surujbally as Chairman of the Guyana Elections Commission (GECOM), Opposition Leader Bharrat Jagdeo said he is awaiting word from President David Granger who must trigger the constitutional provision for a replacement. “According to the Constitution, I have to submit a list of six names from which the President will chose the next head of GECOM. We have started looking at the names of the people that we will submit to replace Mr Surujbally,” Jagdeo explained at the People’s Progressive Party weekly press conference. Jagdeo said that Opposition Chief Whip Gail Teixeira was tasked with engaging Head of the Presidential Secretariat, Minister of State Joseph Harmon to inquire when President Granger intends to trigger the replacement provision. “I had expected that by now, since Mr Surujbally had signalled months ago to the President and more formally recently that he would be leaving, that the President would initiate the process that will trigger that constitutional replacement for the head of Gecom,” he said. The opposition leader said that it very importance that there is always a GECOM Chairman in place especially to oversee preparations for the next elections due by 2020, the Opposition leader raised some concerns about the time it will take to appoint a new elections management chief. “This is very worrying for us, given the sloth of this government, its incompetence and the sensitivity surrounding

GECOM we are suspicious that there may be a lengthy delay in that entire process,” he said. Guyana uses the more than 20-year old Carter Centre formula for the selection of a Chairman and the six other commissioners- three from government and the remainder from the opposition.

GUYANA DAILY NEWS ExxonMobil Wants To Fast Track Oil Production In Guyana PAGE 3

ExxonMobil, in collaboration with its partners Nexen Energy and Hess Corporation, is seeking to fast track work in the Stabroek block. Yesterday, the company officially gave notice of its find of commercial quantities of oil in the area via a letter to the Minister of Natural Resources, Raphael Trotman at the Ministry’s boardroom, Brickdam. Minister Trotman noted that the notification given by the oil company is one that is required by Section 31 of the Petroleum Act. The Minister pointed out that it is the first time in Guyana’s 50-year history as an independent nation, that the section of the Act is being activated. “This is a profound and watershed moment in the development of our country … so there is great humility and great responsibility that comes with the handing over and receiving of this letter,” Minister Trotman explained. Additionally, the Minister said that the Ministry is fully aware that every decision and action taken will have an impact on Guyanese for centuries to come. The Minister pointed out that Government is working diligently with the various partners to meet expectations, and to build capacity for the oil and gas sector. The year 2016, Minister Trotman said, is the year of foundation building with 2017 being the year of implementation of earmarked plans and programmes. The Minister noted that the Ministry will be rolling out a number of plans in a few weeks. Further, Minister Trotman notified the oil company that the government is looking forward to receiving their development plan. The plan, the Minister stated, “Tells us that all the partners in this project are committed, and that the investment decision will be a positive one next year, and that we could move to production in the earliest possible time.” Vice President of ExxonMobil, Erik Oswald, along with representatives from Nexen Energy and Hess Corporation noted that they are excited about the prospects of being able to produce the oil found in the Stabroek block. “What you are seeing today, is the beginning of a very large effort which will unfold over the next few years as we finalise our plans, and implement them, trying to develop this field,” Oswald stated. Only recently, ExxonMobil moved its ‘Stena Carron’ drillship, to test the third prospect of the Stabroek block. The oil find in Guyana has been attracting the attention of major companies, with a number of them seeking to obtain exploratory permits. (GINA)

Guyana And Norway Advance Dialogue On Climate Partnership Agreement Marrakech, Morocco – (November 17, 2016) President David Granger of the Cooperative Republic of Guyana and Minister of Climate and Environment Vidar Helgesen of the Kingdom of Norway met today on the sidelines of the UN Climate Change Convention in Marrakesh, Morocco, for a very constructive dialogue on the way forward for their forest and climate partnership. The cornerstones of the Guyana-Norway partnership are to safeguard Guyana's rainforest, improve forest governance and support Guyana's holistic green development, including the transition to green and renewable energy. President Granger used the opportunity to outline a holistic vision for Guyana’s green development. He detailed, as part of this vision, Guyana’s ambitions in the areas of climate mitigation, coastal zone management, conservation, renewable energy, biodiversity management and eco-systems management. “My administration is committed to the establishment of the ‘green’ state and creating the institutions and the governance structures to ensure that we achieve the Sustainable Development Goals (SDGs) in the shortest possible time. I am pleased that the dialogue with Norway is advancing,“ he said. The meeting confirmed that Guyana has kept its deforestation rate low since the start of the partnership, is making good progress on agreed forest governance reforms and is pursuing a mix of clean energy solutions. The Minister of Climate and Environment of Norway, Mr. Vidar Helgesen said, “I am very impressed that President Granger's government has decided to embark on a green economy pathway, including its commitment under the UN Climate Change Convention to eliminate its dependency on fossil fuels and move close to 100 percent renewable energy supply by 2025. We are proud to work with Guyana to realise its green economy vision, maintain its deforestation rates as one of the lowest in the tropics and strengthen forest governance, as well as its commitments to a green energy transition”, says Minister Helgesen. President Granger and Minister Helgesen agreed to have in place, early in 2017, a work plan for detailing Guyana's clean energy transition, including a facts-based consideration of the Amaila Falls Hydropower Project and all other possible renewable energy options. The two countries agreed to continue a dialogue on how to develop their partnership in the 2020-2030 period. DISRESPECTFUL! Government Slams Rusal’s No Show At Meeting view that the Russian Bauxite Company of Guyana Incorporated (BCGI)/RUSAL has disrespected the Government of Guyana through its failure to attend a meeting to address pressing issues. The Guyana Bauxite a n d G e n e r a l Wo r k e r s U n i o n (GB&GWU) and RUSAL have had issues pending due to the dismissal and suspension of 57 workers, several years back. Minister with responsibility for labour, Keith Scott, told media operatives that RUSAL’s failure to attend the meeting, shows a lack of respect for Guyana’s Laws and for the government.

The union’s representative explained one instance where workers had to burn down buildings, and break equipment before their concerns were heard. The union is prepared to collaborate with the government and any other agency to ensure RUSAL respects the laws of this land or an alternative has to be found, Lewis pointed out. Minister Scott stated that the nation comes first and RUSAL will have to give answers. Additionally, the department has already sent letters about the local labour laws to RUSAL. (GINA)

Lethem Industrial Estate To Accommodate 70 Businesses with four of those being anchor tenants (larger businesses). Minister of Business Dominic Gaskin during told the Government Information Agency (GINA) that the site is scheduled to be completed late next year or early in 2018. The four anchor tenants will be the catalyst for some of the other businesses that will occupy the estate, depending on the type and nature of the four anchor tenants, the Business Minister said. The Ministry of Business is looking at the Brazilian market because of Lethem’s close proximity to that country.

The Minister believes it “is the most viable market setting for Guyanese products coming out of that particular industrial estate.” Gaskin said that the Ministry has a Bilateral Agreement and a Partial Scope Agreement with Brazil, which allows preferential access to a number of goods and items from Guyana. The Ministry will need to examine those items and devise a strategy for linking opportunities with the market and what is produced at the industrial estate, Gaskin explained. The Minister pointed out that the incomplete project was inherited from

the previous administration, and the Ministry has every intention of completing it. “Things don’t happen randomly, you have to have a vision, to know what it is you are trying to achieve” Gaskin said.

The estate was scheduled to be completed this year, but had to be reviewed because work appeared to have being done haphazardly, and the estate did not cater for small business. There were other major weaknesses identified. The Ministry of Business has responsibility for industrial estates at Lethem, Belvedere, Eccles and Coldingen. The latter two have a combined 120 developed plots. They have close to 60 developed estates providing jobs for about 4000 Guyanese. The main industries are woodprocessing, cement and block-making, food processing, fish processing, furniture manufacturing, metal fabrication and pharmaceuticals. In the 2016 Budget, $212M was allocated for developing and fixing the industrial estates at Belvedere and Lethem.

Tuschen Taxi Driver Arrested For Possession Of Unlicensed Firearm Based on intensive to utilize one of its w h e n o p e n e d intelligence gathering, yesterday ranks of the Guyana Police Force conducted a search on a taxi driver of Tuschen, EBE, and his motor vehicle at the Brickdam Police Station. In the initial search the ranks came up empty handed and decided

The Comprehensive Empowerment Programme for Adolescent Mothers hosted under the theme “Reducing Unplanned Pregnancy among Adolescent Mothers and Enhancing their Life Skills and Competencies” aims to help adolescent mothers ages 12 to 19 to reduce unplanned pregnancies; build self-confidence; provide entrepreneurial knowledge and skills and promote positive lifestyles. It is funded by Republic Bank (Guyana) Limited. The First Lady noted that she was particularly proud of the y o u n g w o m e n ’s accomplishments as they would have had to overcome a number of challenges in order to have made it this far. “Women face many challenges and for adolescent mothers these challengers are multiplied because these are still, in essence, girl children who are trying to understand themselves and their bodies. They have to confront and solve the problems which adult women face. Many will have had to drop out of school. Some may lack family or financial support. Many will struggle to feed and clothe themselves, their children [and] to keep a roof over their heads. Some may have to endure violence on a daily basis, whether it be verbal, physical or psychological abuse,” she said. For this reason, the First Lady said that the WAD and Republic Bank (Guyana) Limited must both be accorded special praise for the profound contribution that they are making to the growth and development of the young mothers and their children. WAD is a non-governmental organisation (NGO), which provides a forum for women and girls to meet, to serve individuals and vulnerable groups through education, empowerment and advocacy to effect social change.

Ministry Of Social Cohesion Concludes Regional Consultation Exercise – To Embark On Validation Exercise Georgetown, Guyana – (November 17, 2016) The Ministry of Social active Strategic framework. Since the Ministry started, we have been Cohesion, on Tuesday, hosted the last of its 30 planned Regional Sensitisation and Strategic Planning Consultations in Kwakwani, Sub-Region Two and is poised to start its Validation Workshop, which will bring together key stakeholders, who participated in the process, to provide input and review a draft of the National Strategic Plan on Social Cohesion in Guyana 2017-2021. Programme Coordinator at the Ministry, Ms. Sharon Patterson said this exercise is yet another step that the Ministry is taking to foster stakeholder buy-in in the process. “We want them to have a look at that Plan. We want to start to talk about arrangements for implementation, but also, we want to have inputs and suggestions for the finalisation of that Plan,” she said. The Validation Workshops are scheduled to be held on December 7 and 8, 2016. Overall, the Ministry is pleased about the response to the consultations, which have served as a vehicle to raise awareness about social cohesion. An average of about 48-50 stakeholders have turned out for each of the sessions, with the largest numbers attending the meetings at Beterverwagting, East Coast Demerara (104), Diamond, East Bank Demerara (92) and Kwakwani (78). “I believe the persons with whom we have consulted have a better understanding of what social cohesion is. I think there [was] always a general misunderstanding about what [it] is…. People [now] have an understanding of the vision and mission of a Ministry like this … and what a cohesive society really means for all of us and how that could be achieved….Moreover, I think that [they] understand their own roles in the process; what they can do to contribute to the social cohesion process in Guyana and so if we’re talking about what we’ve achieved; I think a high level of understanding and awareness. People’s own perceptions have been altered… and I think that is significant,” Ms. Patterson said. Further, with support from the United Nations Development (UNDP), the Ministry is also hosting a complimentary online component to the exercise, which aims to engage young people in the process and provide an opportunity for them to contribute. While the face-to-face consultations have been completed, the digital component is still ongoing. Throughout the Consultations, the participants were given the opportunity to provide feedback on five thematic areas that are hampering social cohesion in Guyana: economic equity and opportunities, citizens’ safety and security, social inclusion and tolerance, inclusive and participatory governance and harmonious ethnic and race relations. Of the five, safety and security, economic equity and harmonious ethnic relations have emerged as the ones that are the major preoccupations of the public and therefore, the ones most likely to hamper the process of social cohesion. The Ministry is also currently conducting Diversity Education Inclusion Training sessions. Ms. Patterson said that nine sessions have thus far been completed. Sessions have been held in regions Three and Four and they are currently ongoing in Mabaruma, Barima-Waini (Region One). Plans are also in train to host two, two-day sessions in Corriverton and Rose Hall, both in East Berbice-Corentyne (Region Six), before the end of this week. Eighteen more sessions have been planned before the end of 2016. These sessions are an integral part of the Ministry’s work plan and the National Plan 2017-2021. “Inasmuch as the Strategic Plan has not been completed we have an

working and these are all activities that have emerged from the social cohesion roundtable and so when the Strategic Plan is done it will consolidate what we are currently doing… some of what we’re talking about now I’m sure will emerge as actions for us to undertake in the Strategic Plan,” she said. Meanwhile, Lead Consultant for the Social Cohesion National Strategic Plan, Dr. Thomas Gittens said that countrywide consultations have provided tremendous insight into the needs of those communities. At yesterday’s session, stakeholders from Arima, Potville, Kwakwani Park, Kwakwani Waterfront, Berbice River and the indigenous community of Hururu gathered at the Kwakwani Workers’ Club to discuss the challenges that are hampering social cohesion in their communities. Dr. Gittens said that the meeting was informative as it generated many good ideas. “There are specific issues that came out of Kwakwani, as we’re trying to do with these consultations. We’re trying to get a sense from the communities as to what their particular issues are, the particular challenges are, and what they see as their major social cohesion challenges, whether it be in terms of economic issues or security and safety or inclusion or race or governance … so Kwakwani did not disappoint. Kwakwani was, I think, quite instructive in terms of the issues here and overall I’m very pleased,” he said. The participants were invited to provide feedback on the five thematic areas. Concerns about economic equity and openness and safety and security were among the most prevalent. With regard to economic equity, Mr. Ian Forde, a retired Teacher and resident of Kwakwani Waterfront, Berbice River, “Many people … think it is a racial problem of race against race, but what I’ve observed is largely, or possibly, the issue of the poor against the rich; there is a battle there [between] the rich and the powerful and the poor and the powerless….Equal opportunities for poor people to get access to loans… to banking services… titles to their lands” would bring about a positive change for individuals, their communities and the nation as a whole. With regard to safety and security, some residents posited that unemployment may be contributing to petty crime and urge the police to act now. Mr. Patrick Gonsalves, a resident of Kwakwani Waterfront, Berbice River, said, “[People] … coming to and fro need to be checked properly and properly identified in this community. So I would recommend that they [report] at the station,” he said. (GINA)

2016 – Prime Minister Moses Nagamootoo, today, received a copy of the report on the State of Student Governance in the Commonwealth from Joshua Griffith, Chairman of the Commonwealth Students Association (CSA) Steering Committee. Prime Minister Nagamootoo shared the history of the student movement in Guyana and credits his leadership achievements to being actively involved in the student movement both nationally and internationally as a young man. The Prime Minister extended an arm of support to Mr. Griffith for young student leaders all across Guyana. Mr. Griffith, explained that today being International Students Day makes the handover of the report even more significant. He noted

history of the student movement in Guyana and would share the knowledge gained with other student leaders as they would be excited to learn of it. The Commonwealth Education and Youth Secretariat, following decisions made at the 18th Conference of Commonwealth Education Ministries (CCEM), commissioned a report on the state of student governance in Commonwealth members’ countries. This reports provides an analysis and evaluation of the current situation of the state of student governance in those countries. The research team has developed a set of principles and a suggested framework, which analyzes different approaches to National Student Organisations. (GINA)

Re-migrant Charged For Making False Declaration by Reid that he might be carrying some that he would have to sustain his family in

Re-migrant, Claymond Reid was fined GY$250,000 and is set to forfeit US$11,045 after he appeared before Chief Magistrate Ann McLennan charged with knowingly making a false declaration. It is alleged that on June 6, 2016 at the Cheddi Jagan International Airport (CJIA) Guyana, the accused answered “NO” to Question 5 on the Custom Declaration Form which states “I am (we are) carrying Currency or Monetary Instrument over US$10,000,” knowing said to be false . He pleaded guilty to the charge. The court heard that on the day in question the accused arrived in Guyana from Trinidad and Tobago aboard Caribbean Airlines Flight Number BW483 where he presented himself and the Custom Declaration Form to an Officer on duty. The officer upon conducting a check on the baggage carried by Reid was warned

Trinidad and Tobago Currency. The currency was found and totaled TT$139,135 or US$21,045. When asked why a declaration was not made, Reid responded that he brought money for people and as such he did not see the need. In mitigation to the act, Reid’s Attorney pleaded with the court for a non- custodial sentence, stating that his client is sorry for committing the offence and that he is a remigrant father of three who decided to return to Guyana following the General Elections. The Attorney further noted that his client sold everything he had owned in Trinidad, since he had plans to permanently live in Guyana and as such the money is all

Guyana. After a few moments of delay and the clarification of the Section under which the accused was being charged, the Chief Magistrate decided that US$10,000 of the US$21,045 be returned to Reid and a six months prison sentence pending for the accused if he is unable to pay the mentioned GY$250,000 fine.

Haiti Temporarily Escapes Financial Sanctions l’Unité Centrale de Renseignements

PROVIDENCIALES, TCI -- At the end of its plenary meeting last week in the Turks and Caicos Islands (TCI), the Caribbean Financial Action Task Force (CFATF) recognized the efforts made by Haiti through the publication of two important laws and decided to postpone until its next meeting in 2017 the decisions to be taken on Haiti in the light of the efforts of the Haitian government, which gives Haiti a reprieve from possible sanctions. According to the CFATF: "At the CFATF Plenary in November 2016, Haiti demonstrated that sufficient progress has been made through: the amended Law Sanctioning Money Laundering and Terrorist Financing (LSMLTF) by the Chamber of Deputies on September 9th, 2016 and by the Senate on September 28th, 2016; the enactment of the new UCREF law seeking to establish the

Financiers (Central Financial Intelligence Unit) (UCREF) as an autonomous administrative financial intelligence unit; and the publication in the National Gazette of the Decree establishing procedures for the implementation of measures aimed at freezing funds and other assets connected with the financing of terrorism. “Haiti is encouraged to continue the reform process including the passage of the legislative framework and continue addressing its AML/CFT deficiencies. “Haiti and the CFATF should continue to work together to ensure that Haiti’s reform process is completed, by addressing its remaining deficiencies and continue implementing its action plan." Puerto Ricans Consider A Future Under New Governor And New President

Illustration by Kike Estrada. Used with permission SAN JUAN, Puerto Rico -- On November 8, the pro-statehood candidate Ricardo Rosselló was declared the winner of Puerto Rico's elections. Rosselló has conservative views similar to those of US President-elect Donald Trump, and Puerto Rican human rights activists wonder how his administration's policies will affect the archipelago, including the rights of women's, persons with disabilities, immigrants, and LGBTQ groups. Puerto Rico's economic instability is also a concern, naturally. Trump's critics across the United States spent Wednesday, November 9, in mourning. This was also true in Puerto Rico, a US territory where people have US citizenship but are barred from voting in the presidential election, unless they reside in one of the 50 US states. Rosselló is president of the New Progressive Party, which advocates statehood for Puerto Rico, and is also the son of a former Puerto Rican governor under whose administration corruption was rampant. Last week, after narrowly winning 41.8 percent of the vote, Rosselló announced that the pursuit of statehood would be one of his administration's top priorities. Although Rosselló is a Democrat, key points of his political program align with the US Republican Party. The Republican

Party's platform is committed to support statehood for Puerto Rico (although this has not materialized in past R e p u b l i c a n administrations). He has also promised to work in concert with the US imposed Fiscal Control Board to negotiate Puerto Rico's debt. Roselló's main adversary, David Bernier (from the pro-Commonwealth party), lost with 38.9 percent of the vote. The rest of the electorate supported independent candidates and other members of the pro-independence Partido Independentista Puertorriqueño and Partido del Pueblo Trabajador parties, getting 19.3 percent of the vote. In the Senate, meanwhile, some independent and pro-independence candidates won seats. Gender justice and the LGBTQ community The Gender Equality Education curriculum, approved by Puerto Rico's Department of Education, might be amended or eliminated under the New Progressive Party's administration, according to previous remarks by Rosselló. Educators, however, say the new curriculum represents progress in the struggle for human rights, as well as years of advocacy work by various social movements. Last year, the department introduced the program's various goals, along with orientation materials for teachers in public schools: “Gender equality education focuses on a particular analysis: a new way to look at a reality that helps us rethink social and cultural constructions regarding the established gender roles that affect our sociability. We intend to avoid the existing inequalities in our society, and end discrimination, not just by sex or gender identity, but by diversity, national origin,

religious, or political beliefs, among others, and promote integral human development, independently from sex or gender identity.” Following his election, Rosselló announced that he would not repeal the legislation used to implement the new curriculum, but he vowed to amend the Gender Equality Education program to reflect his administration's values and vision. José Rodríguez Irizarry, a coordinator for the Proyecto Instituto del Género y Educación de Avanzada (Gender Institute and Advanced Education Project), expressed his concerns regarding Rosselló's plan, stating that his party has consistently been a staunch enemy of the LGBTQ community and fails to comprehend the indispensable importance of this curriculum. Meanwhile, Partido del Pueblo Trabajador (PPT) candidate and lawyer Mariana Nogales Molinelli released a statement on her public Facebook page reiterating her party's opposition to President-elect Donald Trump's xenophobic, misogynist, and homophobic discourse. Nogales Molinelli affirmed that she and her party will continue to work for a just society: “White children chanting ‘build a wall’ to their Mexican classmates, and a young gay man is attacked. Some scream expletive insults from their cars and even threaten people for their race or ethnicreligious origin. Racism was unveiled with Trump's bad example, and now how will we contain this hate and discrimination? […] Once again, a superior category is created: male, white, Christian, heterosexual. In contrast with diversity and against women […] There is nothing worse than inequality and discrimination. We will continue working for a fair and equal society where respect for human dignity and diversity are a priority.”

Trump opposed the bailout when questioned about the Commonwealth's debt in a CNN interview, declaring that Puerto Rico “has too much debt, so you can't just restructure it.” Grassroots activists made their demands clear on Election Day, when hundreds marched outside Puerto Rico's Capitol Hill, declaring “Se acabaron las promesas” (Promises are

over) in resistance against the Control Board and its draconian powers. Angel R. Rosa, a professor and political analyst from the University of Puerto Rico, published a video on Facebook, giving his own take on the US election. Rosa pointed out that, while the distress s u r r o u n d i n g Tr u m p ' s v i c t o r y i s reasonable, critics must understand that the US political system is designed so that no branch is given absolute power over the other.

He assured readers that every decision needs to be approved by Congress, where admittedly only a handful of Latinos are currently active members. Republicans

retained their majority in the House and Senate, making conservative policies even easier to approve under Trump. Many Puerto Ricans are also eager to know if President Obama will consider releasing political prisoner Óscar López Rivera. The final two months of Obama's presidency might be his last chance for freedom because there is no expectation that a Republican would consider his release. There is a petition on the White House's website to this effect, and if it gets 100,000 signatures within 30 days, the government would be required to address the issue. During the discussion, Brathwaite said Barbados had just completed its national anti-drug plan, and also made it clear that Barbados “will not, and should not jump ahead” to decriminalise marijuana without proper dialogue. “I

She said CICAD was advocating for the establishment of an observatory on drugs. “CICAD is trying to help Caribbean countries standardise how data is collected,” Hunte said, noting that a treatment protocol to standardise collection was already done in four Caribbean countries. She explained that it allowed stakeholders to see the trends of those seeking assistance. Hart noted that CICAD was “very beneficial to Barbados”, and appeared to be a priority area which he would have to defend to ensure that it received the necessary strengthening in order to continue its work. ministry of health has confirmed that three new cases of zika have been confirmed in the Turks and Caicos Islands (TCI). This includes the first confirmed case in Grand Turk and brings the total number of confirmed cases in the TCI to 15, which includes 12 females and three males. The ministry noted that there has been an increase in mosquito activity in the TCI as a result of the recent rains. In response, the ministry continues to enhance prevention and control measures already in place against diseases transmitted by mosquitoes such as dengue, chikungunya and zika. These include education, premises inspections, fogging to kill adult mosquitoes and treating potential breeding sites such as swamps to prevent mosquito breeding. Zika is a viral illness, which is spread by the bite of an infected Aedes aegypti mosquito. Most persons with zika are often not aware that they have the virus as they may not have any symptoms but can spread the virus to

mosquito is found throughout the Americas, including the TCI. It is found in and around homes, workplaces, and schools. Zika was first identified in the Caribbean region in May 2015, in Brazil, and has subsequently spread throughout Latin America, the Caribbean, and parts of the USA. Symptoms of zika are similar to other mosquito borne illnesses such as dengue and chikungunya. They appear between four and seven days after being bitten by an infected mosquito and include skin rash, mild fever, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. The public is advised to seek medical attention at the nearest clinic facility if any of these symptoms are experienced. The concern with zika is a growing body of evidence regarding the connection between infection with zika in pregnancy and microcephaly. Microcephaly is a condition where a

baby’s head is smaller than expected, which can be a result of poor development of the brain and other complications. In addition there has been an association with zika and other neurological complications such as Guillain-Barré syndrome. There is no specific medication to treat zika and there are currently no vaccines to prevent it. However, research is ongoing in this area. Treatment is given to minimise the symptoms being experienced as a result of the infection. Most persons recover within five to fourteen days. (Caribbean News Now!)

IMF Approves US$1.64 Billion Stand-By Arrangement For Jamaica WASHINGTON, USA — The executive board of the International Monetary Fund (IMF) on Friday approved a threeyear stand-by arrangement (SBA) for Jamaica to support the authorities’ continued economic reform agenda. Access under the SBA arrangement amounts to about US$1.64 billion (SDR 1,195.3 million), the equivalent of 312 percent of Jamaica’s quota in the IMF. The Jamaican authorities have indicated that they will treat the arrangement as precautionary, and do not intend to draw on the new SBA unless exogenous shocks generate an actual balance of payments need. The executive board approval will make about US$411.9 million (SDR 300.1 million) available, and the remainder in six tranches upon completion of semi-annual program reviews. Following the executive board discussion on Jamaica, Tao Zhang, deputy managing director and acting chair, said “Jamaica has established a commendable track record of program ownership and implementation under the extended fund facility (EFF). Macroeconomic stability has been entrenched, evidenced by low inflation, the build-up of foreign currency reserves, and a decline in the current account deficit. Fiscal discipline and proactive debt management have helped place public debt on a downward trajectory. Still, growth is low, poverty and unemployment are high, and crime and security challenges impose a serious drag on growth. “The authorities’ request for a stand-by arrangement (SBA), which they intend to treat as precautionary, will provide insurance against unforeseen adverse external economic shocks, while focusing reform efforts to deliver better growth and job outcomes, as well as reduce p o v e r t y, w h i l e s u s t a i n i n g macroeconomic stability. “Fiscal discipline and public debt reduction will continue to anchor Jamaica’s reform

program. Public sector transformation, another key pillar of the program, will seek to re-orient public resource allocation toward infrastructure, social protection, and security-related spending, while delivering more efficient public services. The ongoing growth-friendly shift from direct to indirect taxes will continue to broaden the tax base and improve the efficiency of the tax system. The program will continue to protect social spending, while also instituting reforms to strengthen the social safety net. “The Jamaican authorities recognize that enhancing monetary policy credibility and operations for an eventual move to inflation targeting is critical. Key reforms include strengthening the operational autonomy of the Bank of Jamaica, refining the monetary policy signaling and liquidity provision framework, and improving macroeconomic modeling and forecasting. Toward this end, the authorities are committed to maintaining exchange rate flexibility and continuing to build international reserves through market-based purchases of foreign exchange. Furthermore, concrete steps will be taken to further enhance financial sector resilience and promote greater access to

credit and financial inclusion. “Supply side reforms are critical to unlock Jamaica’s growth potential and create more private sector jobs. In this context, every effort is needed, in collaboration with development partners, to execute the structural growth reforms recommended by the authorities’ Economic Growth Council. The legal source said from reading the information in the story carried in the Times, it does not seem that the situation amounted to rape or attempted rape. SALCC students had reported that a male Security Guard entered a classroom after 6 pm yesterday where an eighteen year old female student had gone in a game of hide and seek with other students. According to the students, the guard exposed his penis and the female fled –

significant threat to Caribbean economies has emerged as global banks withdraw their correspondent banking relationships in these countries, the International Monetary Fund (IMF) has confirmed. Correspondent banking with global banks allows smaller banks access to the international payments system, facilitating money transfers through transactions such as wire transfers, check clearing, and currency exchange. Without these banking relationships, businesses are cut off from international trade and financing, families are unable to collect remittances from relatives working abroad, and foreign investors may be unwilling to invest if there is a risk they will be unable to repatriate their profits. The threat to Caribbean economies from large-scale withdrawal of correspondent banks was high on the agenda of policymakers attending the 2016 High Level Caribbean Forum in Port of Spain, Trinidad, on November 2, 2016. “The withdrawal of correspondent banking relationships presents a clear and present danger to the Caribbean,” declared IMF deputy managing director Tao Zhang in opening remarks at the forum, which was co-hosted by the IMF and the government of Trinidad and Tobago. A survey conducted by the Caribbean Association of Banks shows banks in 12 countries in the region have experienced loss of correspondent banking, among them The Bahamas, Belize, Guyana, Jamaica, Suriname, Trinidad and Tobago, and countries in the Eastern Caribbean Currency Union. In Belize, the withdrawal of correspondent banking relationships is systemic, with affected banks’ assets amounting to more than half of the domestic banking system’s assets. Increased regulation of banking systems globally — to address concerns about tax evasion and combat money laundering and the financing of terrorism — has had the unintended consequence of making correspondent banking relationships costlier and less attractive to global banks. Increased enforcement and unclear regulatory expectations present correspondent banks with the possibility of large fines for noncompliance, particularly in cases where local privacy laws prohibit the sharing of information about banks’ customers. Thus, the withdrawal of correspondent banking services is seen as “de-risking” by global banks. Another concern highlighted during the forum is the risk that increased monitoring would push transactions to informal channels, making it difficult to monitor illicit transactions and in effect countering antimoney laundering efforts. Search for solutions IMF officials said de-risking was an issue that the institution regarded as very important for its member countries and reaffirmed the IMF’s commitment to helping countries find solutions, including through increased policy dialogue and technical assistance. “We believe a solution to this issue requires dialogue between countries, regulators and banks, and increased information exchange. This can help clarify regulatory expectations, build trust, facilitate capacity building, and highlight best practices,” Zhang said in his opening remarks. Panelists expressed a sense of urgency to address the impact of derisking on the region. They encouraged policymakers to examine the scope for collective solutions to mitigate the costs to individual countries of introducing measures — such as taking advantage of better technology to facilitate

information sharing and reduce the cost of providing correspondent banking services. Shake-up in Caribbean tourism? The Caribbean forum also featured a lively discussion on the likely impact from the normalization of relations between Cuba and the United States. Panelists agreed the tourism sector was the most likely to be affected. Challenges would arise if, as seems likely, Cuba opens up to tourists from the United States, potentially diverting tourists away from other Caribbean destinations in the short term. However, the consensus among panelists was that the opening up of Cuba should be viewed not as a threat but as an opportunity to expand tourism in the rest of the Caribbean — an opportunity to become more competitive and to build the Caribbean brand. “The region has shown its resilience on this front before — when the Dominican Republic emerged as a tourist destination. It can be done again,” Zhang said. Underscoring the need for regional cooperation, keynote speaker Gervase Warner, president and CEO of Trinidad-based Massy Group, called on the region’s leaders to address disadvantages caused by small economies. “There’s no cavalry coming to our rescue,” he said, and challenged them to take a collective approach to solving the region’s problems. US Election: Clinton Wanted To Curl Up After Trump Win Hillary Clinton has laid bare her disappointment at her election defeat to Donald Trump in her first public appearance since she lost a week ago. The Democratic candidate said she had wanted to "curl up with a good book and never leave the house again". But in a speech at a children's charity she urged the audience to fight for American values and "never give up." Mrs Clinton won the popular vote but was beaten to the presidency in the allimportant US electoral college. Mosul Iraq Battle: Bad Weather Slows Advance Inside City Iraqi forces have paused their advance into Mosul due to bad weather, a month after launching an offensive to retake the city from so-called Islamic State. A general said poor visibility was limiting the ability of aircraft to provide cover, adding that troops would secure eastern areas they had entered. IS militants were putting up fierce resistance, using snipers, booby traps and suicide car bombs. Seven civilians were reportedly killed by mortar fire in one recaptured area. Mosul, which was captured by IS in June 2014, is the jihadist group's last major urban stronghold in Iraq. About 50,000 Iraqi security forces personnel, soldiers, police, Kurdish Peshmerga fighters, Sunni Arab tribesmen and Shia militiamen are involved in the offensive. In the first two weeks of the operation, they advanced rapidly from the east and south-east, seizing outlying towns and villages despite strong resistance. On 1 November, special forces and army units entered the eastern outskirts of the city at two points and were able to establish footholds there. Two weeks later, progress towards the centre is slow, reports the BBC's Richard Galpin in Irbil. IS has not shown any sign of weakening, our correspondent adds, and is using snipers and large numbers of suicide bombers to pin down troops in densely populated areas where manoeuvring armoured vehicles is not easy. The militants are also reported to be using civilians as human shields. And forces advancing from the north and south have still not entered the city. Our correspondent says that unless there is a sudden collapse in the resistance now being put up by IS, the battle for Mosul is likely to continue for weeks. The UN has warned that in

areas retaken by Iraqi forces, civilian infrastructure such as water and power plants, schools and hospitals are damaged and medical services are often unavailable. Families are going hungry due to lost livelihoods, disrupted food production and supply, and food prices are rising at markets, it said. Many people are being forced to drink untreated water from wells, while children are going unvaccinated and are unable to go to school. Almost 59,000 people have been displaced by the fighting, about 26,000 of them children. More than 40,000 have found shelter in formal camps, while 13,000 others have been taken in by host communities or are living in public facilities. A recyclable, folding cycling helmet made of paper has won this year's international James Dyson Award. The EcoHelmet is designed for people who use bike-sharing schemes and might not always have a helmet with them. Designer Isis Shiffer is delighted with the win but admits that a paper helmet may be a "tough sell". She describes herself as an "ardent but slow" cyclist and came up with the idea when she was using bike-sharing schemes around the world. "When I was exploring new cities I had no access to a helmet and I didn't want to spend $30 buying one," she told the BBC. She decided to design one, made of cheap, recyclable materials that would cost less than $5. The helmet uses a honeycomb structure to protect the head which, according to Ms Shiffer, is "incredibly good at absorbing impact". The design was tested at Imperial College in London. "They have a test rig for helmets and the professor in charge of the lab let me test out a lot of materials. It turns out it was a lot of fun. There is a frame with an anvil on the bottom and an accelerometer to measure speed and impact," explained Ms Shiffer. "It is so solid and everyone who had held it in their hands is surprised about how solid it is," she said. The helmet is coated with a material that makes it rain resistant for between three to four hours. She admitted that it may be a "tough sell" convincing people that it works. Since 2002, the James Dyson Award has been open to university or recent design graduates across the world. Ms Shiffer will receive £30,000 to further develop the helmet. Describing it as "the holy grail" of design awards, she said that she was "astonished" to win it. She hopes to pilot the new helmet in

Japan PM To Be First Foreign Leader To Meet Trump Japan's PM is set to become the first foreign leader to meet US President-elect Donald Trump, since the election last week. Shinzo Abe said he wanted to "build trust" and "work together for prosperity and world peace", before leaving for his trip. The meeting in New York comes amid concern over the foreign policy direction of Tokyo's biggest ally. Mr Trump has said Japan needs to pay more to maintain US troops on its soil. He also condemned a major trade deal struck by President Obama with Japan and other Pacific Rim countries. The US and Japan have been key allies since the end of World War Two, when the US helped Japan rebuild its economy. Mr Abe is stopping in New York on his way to an Asia-Pacific trade summit in Peru. But details of Thursday's meeting are unclear, with a Japanese official saying exactly where it will happen has not been firmed up. "There has been a lot of confusion," a Japanese official told Reuters news agency. The BBC's Paul Adams in Washington says Mr Trump has toned down some of his more strident rhetoric since the election, but that hasn't stopped observers wondering whether the fundamentals of post-war US policy on Asia can survive. Mr Trump has also yet to select his new cabinet and other positions. He has denied that the transition to the White House is in a disarray. Mr Trump and Vice Presidentelect Mike Pence have spoken with 29 world leaders since the election, according to a statement from the transition team. It remains unclear who else might be at the meeting with Mr Abe. "We want to safeguard our alliance with the United States during the transition," said a senior Japanese foreign ministry official, Tetsuya Otsuru, when the meeting was announced. But there are some key points of difference between the two countries. US Surgeon General Vivek Murthy Calls For End Of Addiction 'Stigma’ The head of the US public health service has called for an end to the "stigma" that makes drug and alcohol addicts less likely to seek treatment. Surgeon General Vivek Murthy said addiction should be seen as a chronic illness, not a character flaw. In a report on addiction in the US, he says 20 million people abuse substances - more than have cancer. Mr Murthy will remain in post for another two years after Donald Trump takes the presidency in January. In the report, entitled Facing Addiction in America, Mr Murthy says: "For far too long, too many in our country have viewed addiction as a moral failing." "This unfortunate stigma has created an added burden of shame that has made people with substance-use disorders less likely to come forward and seek help. "We must help everyone see that addiction is not a character flaw - it is a chronic illness that we must approach with the same skill and compassion with which we approach heart disease, diabetes, and cancer." On average, the report says, 78 Americans a day die of an opioid overdose - and about 12.5 million are addicted to prescription painkillers. In an interview quoted by AP news agency, he said that a "key part" of keeping up progress on addiction services was to "make sure people have insurance coverage". Before

becoming surgeon general in 2014, he co-founded a group pushing for affordable health care. One of Mr Trump's campaign pledges was to abolish the Affordable Care Act, known to many as Obamacare. Drone And Plane In 'Very Near Miss' Over Central London A passenger aircraft narrowly avoided a collision with a drone over central London, according to a report. The Airbus A320, which was carrying around 165 passengers as it approached Heathrow Airport on 18 July, was within 66ft (20m) of the device. The report, based on the pilot's observations, described the incident as a "very near miss". The plane was at an altitude of 4,900ft (1,494m) when the drone was seen from the rightside flight deck window. The crew said the drone described as black and about 50cm (20in) wide "probably" passed above the right wing and a horizontal stabiliser, which is found on the tail of the plane. The UK Airprox Board report said: "Members agreed that this incident appeared to be a very near-miss and that the drone operator should not have been flying in that location at that altitude." It added that the account of the incident "portrayed a situation where a collision had only

been narrowly avoided and chance had played a major part". The incident was deemed to be in the "most serious" category of risk. The drone operator has not been traced. (BBC)

New Zealand Quake: Preacher Under Fire Over Homosexuals Claim A New Zealand preacher is facing a backlash after saying that earthquakes could be caused by homosexuality. A 7.8 magnitude earthquake struck South Island last week, killing two people. Brian Tamaki, leader of the Destiny Church, posted a sermon on Facebook claiming such disasters were caused by sin, and referencing gay marriage. An online petition calling for the church to be classed as a hate group and lose its tax-free status has been signed by 100,000 people. The sermon was given at Mr Tamaki's church in Auckland on Sunday, before the quake. But it was later posted on Facebook and labelled as a "prediction" by the preacher. "(The book of) Leviticus says that the earth convulses under the weight of certain human sin. That's natural disasters," he said in the video. He also spoke about the city of Christchurch, which suffered a devastating 2011 earthquake which killed 185 people, calling it "everything but Christ's Church." "It had the highest murder rates, it was haven for those who were absolutely anti-Christ in every way. It was the representative from that city that first put in motion gay marriage in this country," he said. 'Just madness' The online petition to revoke the church's tax-free status will be delivered to Prime Minister John Key, who has already called the preacher's claim "ridiculous". "New Zealand is a seismically prone country, with a number of very well identified fault lines, It's nothing to do with people's sexuality," he told a radio programme. Mr Tamaki, however, has defended his comments. In a radio interview,

he said his comments had been an unplanned, spontaneous message in the middle of a sermon. "I had no idea what was going to happen a few hours later," he said. However, he said he held "another perspective" and wanted people to understand where he was coming from. The response was "over-sensationalised", Mr Tamaki said. He added that he was not specifically targeting gay people, but all types of "sexual sins". He also said he accepted that manmade factors influenced the environment, but there is also "another connection to natural disasters". That is six short of the planned number for the full network, but more than enough for Galileo to start an initial service, which it is expected to do in the next few weeks. When that happens, the very latest smartphones and other types of receivers should start picking up the system's signals - either to get a position fix or to make use of its embedded timing information. "From a technical standpoint we are ready, and the performance is excellent," said Paul Verhoef, director of navigation programmes at the European Space Agency (Esa). "If you think back to 2005, we launched the very first satellite, called Giove-A, to claim the frequencies for Galileo; and since then we've worked on 22 satellites and our navigation capability is now recognised to be world-beating. We want to continue that." These are, though, nervous times in the UK space sector, as it wonders what sort of relationship Britain will have with the EU, post Brexit. The type of involvement SSTL has in Galileo touches on matters of security, and the company would not be permitted to keep its role if the UK makes a clean break from the Union with no buy-back into the programme. Other British companies currently working on Galileo are in a similar position. The EC is in the process of deciding where to place contracts not just for future satellites, but also in the realms of operations, system engineering and ground control. A Day Like Today

Elizabeth I, Queen of England and Ireland (1533 – 1603) ‘The Virgin Queen’, ‘Good Queen Bess’ or simply Elizabeth I, was crowned Queen of England and Ireland a day like today 1558. Event that marked the beginning of the prosper Elizabethan Age. Elizabeth was born at Greenwich Palace on September 7th, 1533. She was the second child of Henry VIII of England. Her mother was Henry's second wife, Anne Boleyn. At birth, Elizabeth was the heir presumptive (successor) to the throne of England. Her older half-sister, Mary, had lost her position as a legitimate heir when Henry annulled his marriage to Mary's mother, Catherine of Aragon. But the English throne was the ‘nest’ of scandals during this period. In 1536 Elizabeth’s mother was beheaded due to alleged suspicious of adultery, incest and treason. Henry married again 11 days after his second wife’s execution. Historians base the rush of King Henry to keep the place of the Queen ‘occupied’ due to his desperation to have a son, wish that was fulfilled with his third wife Jane Seymour a year after. The undisputable hair apparent to the throne Prince Edward was born on October 12th 1537. Elizabeth, now declared illegitimate and deprived of her place in the royal succession

due to her mother’s execution, was forced to grow up in an hostile and highly competitive environment. She was seen as no more than a peasant by her relatives. But this didn’t stop her from achieving an exquisite level of education, and shine among the royals. Henry VIII died in 1547 and Elizabeth's half-brother, Edward VI, became king at age nine. Edward rule was ephemeral due to his prompt death at the age of 15. The next heir apparent to the crown was the source of dispute between Elizabeth and Mary, but the council determined that Mary was the one to take the throne. She was crowned Queen the 3rd of August 1553. Mary soon married Prince Philip of Spain, in a search to improve the relations between Great Britain and Spain, nation that was at the height of its power during this period. But this union only lasted 5 years. Mary died in pain, possibly from ovarian cysts or uterine cancer, on November 17th 1558. Elizabeth now was the legitimate successor to the crown. She was named Queen of England and Ireland at the age of 25, on the deathbed of her sister Mary. Elizabeth, who was a Protestant (movement against the errors in the Roman Catholic Church) was highly targeted by the Pope and the Catholic movements of the time, who didn’t considered her believes and coronation legitimate. She was tagged as a ‘Protestant Queen’ and the source of controversy among the different religious powers of Britain, but she managed to make her voice and will prevail, establishing the first English Protestant church during her first years as a monarch. She was cautious in foreign affairs, maneuvering between the major powers of France and Spain, she couldn’t afford to put her country’s safety in jeopardy, so keeping strong allies was vital. But by the mid-1580s, tensions between England and Spain exploded, forcing her to confront the Spanish Armada (the greatest naval force in the world at the time) in 1588. Elizabeth’s forces defeated the Spanish navy, gaining the respect and recognition that she deserved It was expected that Elizabeth would marry and produce an heir, but she never did. As she grew older, Elizabeth became famous for her virginity and loyalty to England. With increasing English domination at sea, Elizabeth encouraged voyages of discovery, such as Sir Francis Drake’s circumnavigation of the world and Sir Walter Raleigh’s expeditions to the North American coast. By her death in 1603, England had become a major world power, and Queen Elizabeth I passed into history as one of England’s greatest monarchs, a heroine of the Protestant cause and the ruler of a golden age.

MASHED POTATO CASSEROLE

Ingredients 3 pounds russet potatoes water 7 tablespoons butter 3/4 cup sour cream 1/4 cup milk 1/2 teaspoon garlic powder 3/4 teaspoon salt 1 cup shredded cheddar cheese Topping 1/4 cup panko 1 tablespoon butter 2 tablespoons chopped chives 5 strips bacon cooked 1/2 cup shredded cheddar cheese Preparation Peel and chop the potatoes. Add to a large pot. Cover with water and heat over high heat, boil the potatoes in the water about 20 minutes or until softened. Preheat the oven to 350 degrees. Drain the potatoes and add to a large mixing bowl. Add the butter, sour cream, milk, garlic powder, and salt. Mix with a potato masher or for creamier potatoes use a hand or stand mixer. Add the shredded cheddar cheese and stir to combine. Spray a 2 quart baking dish with cooking spray. Spoon the potato mixture into the dish. Smooth the top with the back of a spoon. In a small saucepan add the tablespoon of butter and the panko bread crumbs. Cook over medium heat until just toasted. Sprinkle on top of the potatoes. Top with shredded cheese and bake uncovered for about 15 minutes until the cheese is melted. Top with bacon and chives. Serve warm and enjoy!
