Scores Of Cubans Detained At CJIA Several Cubans have been detained at the Cheddi Jagan International Airport (CJIA), Timehri and efforts are being made to deport them to their homeland, following reports that they violated immigration policies. This newspaper understands that 21 Cubans were held at the CJIA with alleged ‘irregularities’ in their documents. According to primary sources, the travelers, who arrived on a Copa Airlines flight, were denied entry into the country and were required to wait in the immigration department for a period of 48 hours until a next flight of the same airline was available. Copa Airlines fly to Guyana four times per week, once every two days. Eduardo Nunez, was one of the Cubans who arrived in Guyana but he was not detained; however his niece Yasmary Delgado was part of the 21 held. On Friday morning Eduardo returned to the airport to inquire about the young lady’s whereabouts since he did not hear from her since Wednesday. “I’m confused, we came together and everything was in order. We only need to have a certain amount of money to enter the country, the address of the place where we are going to stay and the contact information of the person that is going to come pick us up,” the visibly upset man said. He further noted, “She declared the same amount of money as me and we had the same address, because we were going to stay in the same place. Still she was put aside without further explanation and I was allowed to come out.” Eduardo said this is his fourth time in Guyana, but the first for his niece. He also assured that he only came for a week, and the motive of their visit is to get a ‘glimpse’ of Guyana and buy merchandise for personal purposes. He also stated that up to now, he has not received an explanation from the authorities as to the reason for his niece being detained. “I was waiting outside for hours, because I didn’t know what was going on inside, and due to the language barrier, it is nearly impossible to communicate with the authorities. I’m frustrated, she lose all the passage money and that is not easy cash,” he said. The last Copa Flight of the week arrived at the CJIA on Friday and after an hour and a half, the first set of Cuban passengers could be seen coming out from the immigration department. A Cuban citizen, who preferred to stay anonymous, expressed anxiously while standing at the arrival section, “My husband is still in there, they just put him aside. No one explains you anything, they just check you and tell you to stand by a next line. ” In tears she said, “This is the first time we come to Guyana, but we have been overseas before. Recently we went to Russia and Ecuador, I don’t understand what is the problem, because all our papers are in order. He is not the only one, by the time I came out there were over 20 in the same situation,” she stated. For a Cuban visitor, what are the requirements needed once in Guyana? According to the Ministry of Foreign Affairs in

Guyana, Cuba is one of the countries whose citizens do not re quire visa for entry in the country. Guyana is one of the 59 countries listed as a visa-free or visa on arrival access territory for Cuban Citizens. But if this Is the case, why were they being restrained? Entering a country with ‘visa-free access’, not necessarily means that you will automatically be allowed to step into their territory. There is a Criteria that needs to be approved at the migration department, once filled the application of the visa on arrival. In the case of ‘Visitor’, category of the majority of Cubans that come to Guyana, they will be required to present: 1. Two photographs, as well as name and address of inviter/sponsor to be provided on arrival. 2. Name and address of hotel if visitor is a tourist. 3. Letter of invitation from inviter/sponsor to be presented on arrival. 4. Telephone number and/or e-mail address of inviter/sponsor and intended place of stay to be provided on arrival. 5. Evidence of finances to cover expenses for 30 days to be provided on arrival. 6. Applications will be rejected if the above criteria are not fulfilled. But according to a Cuban visitor, who preferred to stay anonymous, the process of ‘apparent’ selection followed by the emigration officers is disorganized and confusing –“when you enter emigration they make several lines that they keep switching according to an apparent ‘list’. Those who are in the list are situated in a different line and are required to look for their names. Once you find your name, you are put aside”- he said. Why are they being restrained? According to a source, Guyana is starting to implement an ambitious, yet ‘unpolished’ mechanism against human trafficking. Details about the protocol followed by the local authorities is not yet revealed, due to security matters. But one thing is clear, Cubans are being targeted as ‘potential immigrants’. Guyana along with other South American countries are major transit ports for Cuban refuges seeking access to the United States via the use of land as opposed to the dangerous water route they traditionally use.

Scores Of Cubans Con’t ... According to reports, the latest migrant crisis ‘featured’ by Cubans was registered on April last, when thousands of undocumented Cubans were stranded on a ‘thorny’ journey to USA. This triggered a chain reaction from the countries in the route. Nicaragua and Costa Rica closed borders, and Mexico announced that they would do the same if Trump was elected. Even though measures to stop the ‘human flow’ were taken, Panama still have their borders open but visa is required to enter the country, making of Guyana the first and last ‘scaping’ resource. This sudden outbreak of massive migrations, is due to the possible changes in the ‘Wet foot, Dry foot policy’ in 2017, which allows Cuban immigrants to have a preferential treatment once they reach US soil. Even though Guyana has been forced to take radical actions to alleviate this crisis, for representing a portal to the ‘American Dream’, the alleged ‘system’ that is being implemented lacks of organization and effectiveness. It has been the detonator of chaos in the CJIA for the last four days. Families are being separated and couples are being split without previous notice, or any type of explanation. If this alleged ‘Action Plan’ or ‘Surgical Strike Against Human Trafficking’ is not perfected

soon, Guyana could suffer from a mayor drop in the economy. Even though the migration problem is real, Cubans shoppers are currently the ones helping Guyana to keep its ‘unsteady’ economy afloat.

No New Prisons For 2017, Only Expansion Of Mazaruni Prison President David Granger has stated that there will be no new prison for Guyana because the government is looking to expand the current prison system, namely the Mazaruni prison. “We are aware of the problem but the solution is not to build new prions but to consolidate what we have, to spend our money at Mazaruni and to examine sentencing polices more closely,” President Granger said. The President on his weekly televised programme ‘The Public Interest’ said that the three main prisons in Guyana are “Victorian era” with all three being over 150 years old. The Head of State explained that the Georgetown and New Amsterdam Prisons are built in urban areas so there is no possibility of an expansion project for the two. However, he said that that the major site where expansion can take place is the Mazaruni prison. The President said that after the March riots at the Georgetown prison earlier this year, some “hardcore” prisoners have been moved to the Mazaruni prison. The President said that the Mazaruni expansion and maintenance will “soak up alot of the funds for public security “as the government is looking to permanently solve the overcrowding problem. Another possible solution to the problem is the reexamination of sentencing policies, and looking alternative forms of sentencing for custodial sentencing of people who have committed minor crimes. Questioned by media operatives on whether the expansion at Mazaruni will permanently solve the overcrowding situation at the Georgetown prison, the President said that the overcrowding will be “eased.” In its 2015 Human Rights Report, the United States State Department stated that a total of 963 prisoners were in the Georgetown Prison, designed to hold 550 inmates. “Overcrowding was in large part due to a back-log of pre-trial detainees, who constituted approximately 11.3 percent of the total prison population.” Overall, the report stated that the Guyana Prison Service reported that, as of October, 2015 there were 1,944 prisoners in five facilities with a combined design capacity of 1,640. Following prison unrests in March, the Prime Minister in April led an executive

ministerial delegation to meet with representatives of the Judiciary including the Chancellor of the Judiciary (acting), Carl Singh; Chief Magistrate, Ann Mc Lennan and Director of Public Prosecutions, Shalimar Ali-Hack to find ways of addressing the back-log of cases.

Public Servants To Receive Tax -Free Christmas Bonus Finance Minister Winston Jordan announced at the close of the 2-17 budget debates on Friday that $25,000 tax –free bonus will be given to public servants earning less than $500,000 per month. Many persons seem startled at the announcement of the bonus since government had initially claimed that there is a “slim” possibility for any bonus. He said to ease the journey to the “Good Life’ Government has approved the payment of one-off, tax free bonus of $25,000 to all public servants working within the ministries, departments and regions. “We ask all Guyanese to be patient with us, as we clear a path to the good life. The future is indeed bright,” the Finance Minister said. Last year December the Coalition Government had announced $50,000 for all public servants earning less than $500,000 per month as a Christmas bonus. Approximately 30,700 public servants’ benefited. These workers included nurses, teachers, members of the disciplined services and semi-autonomous agencies

GMSA President Dies President of the Guyana Manufacturing Services Association (GMSA), Eon Caesar fell ill several weeks ago and was admitted to the Intensive Care Unit of a city hospital before going overseas for medical attention. He subsequently died on Friday at the age of 47. This newspaper understands that he suffered from a lung infection and during his stay in Trinidad his kidney failed. He was on life support. Ramesh Dookhoo, Executive member of the Private Sector Commission, praised Caesar for his contribution and leadership in the private sector and Rotary. “I think Guyana has lost a good, young son. Eon was a very patriotic person. He attacked no one, he solved problems methodically and he was a great Rotarian and leader so it is a shock to the Rotarian community,” said the PSC official. Caesar was an Electrical Engineer by profession. His company, Safeway Security, an electronic security service provider was established in 2006 soon after Mr. Caesar graduated from the University of the West Indies. His passion was Information and Communication Technology and its application has earned him an excellent reputation for electronic solutions for domestic and business safety. He has been heading the GMSA’s Security and Governance subcommittee since 2013.

AG, Nandlall Clash Over State Of Justice System

Minister of Legal Affairs and Attorney General (AG) Basil Williams on Thursday noted that budget 2017 seeks to fortify the justice administration system. Opposition Member of Parliament Anil Nandlall, however criticized the government for the shortage of judges in the country, the failure of the President to act on the Judicial Service Commission (JSC) recommendations, and the measures in the 2017 budget that give the Guyana Revenue Authority (GRA) powers to garnish monies from the bank accounts of those who evade paying taxes. The Attorney General said that the issue of Judge shortages “has been like this for well over a decade,” and explained that the offices of the Chief Justice and the Chancellor and the Court of Appeal have had acting judges filling the position for the longest while. “And so, since both were acting they probably thought it better that they couldn’t put the full complement of justice of appeal in the court of appeal because they didn’t know how it will play out at the end of the day,” AG Williams explained further. Nandlall said that the High Court is overwhelmed with work because of the shortage. The AG however noted the issues of filling these positions was compounded by the secretive hiring of an overseas judge to fill the position of Justice of Appeal. “That’s why we have always insisted that positions must be advertised. There must be transparency in whatever we do,” AG Williams said. The filling of the positions is a political appointment the AG pointed out. The government is working on addressing this situation, Williams noted. Addressing the appointment of the recommendation by the JSC, AG Williams said Nandlall was “confusing” in his statements on the President’s position to address the recommendation. AG Williams pointed out that the government honours the separation of powers among the three arms of the state: the legislature, the executive and the judiciary. “For it to be contended that

any provision in our constitution is designed to compel the head of state…must be erroneous,” AG Williams said. Nandlall contends that the budget has “invigorated the country with fear and anxiety” While Williams says the budget seeks to “fix the mess” that was inherited from the previous administration.

Doctor Dies In Horrific Essequibo Accident

Dr Hermant Persaud, a young Cuban trained doctor was riding a motorcycle when he collided with a bench at Middlesex on the Essequibo Coast on Friday night. Reports are that the young Doctor flung off of the bike and he sustained multiple injuries. Persaud was attached to the Suddie Hospital on the Essequibo Coast and he was rushed to the Suddie Hospital for treatment but despite efforts by his colleagues to save him, he died. The 24-year-old returned to Guyana two years ago after completing his studies in Cuba. After news of his death broke, several of his friends expressed condolences on social media. “Rest in peace my brother.... I remembering when we use to go by the nursery school and wait for my small brother to carry him home. Now God has taken you home my brother... 20 years of friendship have come to a traggic end... Rest in peace Hermand. Condolence to his family... Especially his mother Miss Nandranie.... May god bless your soul enternal peace my brother...” said Afraz Nazim, a close friend. “So young can’t believe he’s gone, I’m just thinking what his mom going through it’s so hard, may his soul rest in peace,” said Ashley Singh. “I am in a state of shock this guy was like a brother added to our family, He always check on my mom, I know my mom love Hamant as her own. I am so sadden and for his entire family,” another said.

Rahaman’s Park Christmas Tree Light Up Brings Joy To Children The Christmas spirit was ushered in last evening at Rahaman’s Park where 200 children received gifts from Santa Claus and Mrs.Claus at the Annual Rahaman’s Park, Christmas tree light – up. According to a GINA report, Minister of Business Dominic Gaskin in brief remarks told persons gathered that they are in a season where their attitude and behaviour changem “We become kinder and nicer as we take into consideration those who are less fortunate and especially the children,” Minister Gaskin said. The Minister added that the tree is erected at a good spot, which is ideal for welcoming persons to the capital city, Georgetown. According to Ray Rahaman, the organiser of the the event for the past 11 years, said that it started out with just 15 persons and now there are over 1000. The tree was at 12 feet and is now 60 feet. Rahaman explained that the gifts are complements of Gafoors Houston Complex and China Trading, while Chico Sweets (Beharry Company) was on hand to share sweets to the children. Civil Society Wants Meeting On Budget The Civil Society in Guyana has dispatched in a letter to Speaker of the House Dr. Barton Scotland, Prime Minister Moses Nagamootoo and Opposition Leader Bharrat Jagdeo, seeking a meeting on Government’s 2017 budget. The letter made reference to the Constitutional obligations, noting that the Private Sector Commission (PSC), the Guyana Trade Union Congress (GTUC) and the Federation of Trade Union Congress (FITUG) are requesting a meeting with to discuss the negative effects of the budget. According to a report, the bodies want to discuss changes in VAT, the imposition of new taxes on education and health care, the move to garnish monies from bank accounts by the GRA, the removal of subsidies from the pension population, environmental and mining taxes. “It is our collective view that should we objectively engage on the aforementioned issues, such would bode well for making the Budget an inclusionary document that the society can work with in achieving the objective of "Building a Diversified, Green Economy: Delivering the Good Life to All Guyanese." “We stand ready to meet with you at mutual convenience within the next few days, notably before the National Assembly goes into committees to fine-tune the Budget,” the letter noted

Courtyard Mall Launches Creative Arts, Craft & Music Festival The Courtyard Mall, at Robb Street Lacy Town, Georgetown is hosting a Creative Festival with the aim of promoting the local artist, the hidden beauty of Guyana’s natural resources, as well as uplifting the spirit of the Mall. The ‘Creative Holiday Arts, Craft and Music Festival’ was launched on Friday as a result of team work and dedication between the owner’s enterprises that populate the mini-mall, and the local artist, who are willing to give a ‘different’ touch to the cozy venue. Artisan Liz Dean Today a new atmosphere surrounded the Courtyard Mall. Customers could be seen flooding the place with curious eyes. A long colorful banner with the name of the festival was placed at the entrance arch, colorful tables with artisans monitoring the ‘human flow’, were strategically placed to attract the distracted citizen. Liz Dean, was my first encounter, a charismatic wooden and fiber craftswoman that exhibited her product with a contagious charm. Artisan Juliana Hughes “I love working with wood and fiber, but Coconut shell is one of my favorite materials”- Dean took the opportunity not only to showcase her product, but also to highlight the positive idea of the festival –“I believe that this is an opportunity for the Guyanese artist, and for Guyana to have a taste of their own product. We offer a renovated version of what nature provides us, reflecting ourselves in them. Art is part of the artist, so every time a customer takes a piece, they take a part of me,” she said. Walking further into the small corridor, tables were filling the corners and behind them, the creators. The variety of products, pieces, nuances and themes were thrilling. If your pocket economy was low and you could only ‘window shop’, this is the spot. The originality of the works, variety and scent dominated the yard. Melana’s table was at the back, her line of work was focused in fabric. Purses pieces of cloth and hair bands, were the dominating theme in this young girl’s exhibit. “I think the Festival is an empowering initiative for us, the artisans. We get a place where we can show our work, while enjoying of good music and costumers. I am satisfied,” she said. Melana also mentioned that it would be a good idea if the festival could become a regular event, taking into consideration the profitable benefits for the mall and for the artists’ community, as well as the large promotion that they get for being place in a centric spot of the city. “I believe that if the festival should take place every month. This is a pilot version of what this festival could become.” Right next to Melana, there was Juliana Hughes. Artwork on display An energetic lady who took the chance, not only to promote her hand crafted wooded work but also to highlight the importance of the recognition of the Artist Community in Guyana. “I approve the festival, is a solid idea, but the Guyanese citizens also need to show their support for the art that we provide. Is their art as well, we just shape it, this are products that come from our mother land and give it a different silhouette.” She emphasized that the local authorities should take more time in sponsoring events of this sort,

empowering the local talent, exploit its potential. “We have lots of good artisans, but they lose their motivation after they see their hard work goes in vain. This are hours of dedication, but the common citizen sees it as a simple hobby, we need support as a community in decadency. With us rest tradition and culture that could be lost for the blind eye of the Guyanese community,” she stated. At the background, a group was playing. A band of young interpreters that make themselves call ‘Jazz and Poetry On a Stool’ or simply SURU. Jaime, the vocalist of the band said, “the Holiday Arts, Craft & Music Festival was a good and fun initiative, that would benefit the artist community and the citizens in general.” The festival will be opened every Friday and Saturday until December 24, allowing the audience to pass, buy, admire and enjoy art, music and good company.

Venezuela Reportedly Shipping Arms To Hezbollah rulers, and the late Hugo Chavez, Venezuela's former president, resulted in multiple deliveries of missiles, ostensibly for defence against a feared American invasion, but in truth as a stockpile of arms for the future. The government of Venezuela and Hezbollah have maintained a close relationship for years, and there is a large contingent of Hezbollah agents working inside Venezuela. When Shi'ite Lebanese civilians needed cash to rebuild the homes that were damaged or destroyed during the Second Lebanon War, it was Venezuela that shipped US dollars into Syria, using civilian business jets. The money was later transported, via surface routes, into Hezbollah-controlled areas of eastern Lebanon, and there after handed out publicly to civilians. Most people assumed that it was an Iranian project and, again, those in the US government that knew about the true origins of the cash did not release it to the media, so that Venezuela's role as a state sponsor of terrorism remained out of the limelight. There are regular shipments of civilian goods from Venezuelan ports to Beirut, and hiding arms within those freighters, some of which are registered in Lebanon, is most likely a continuing operation. Jamaica Adds Five New Tourism Subsectors By Alecia Smith KINGSTON, Jamaica (JIS) -- Five new tourism subsectors have been added to the country’s offerings as the government ramps up efforts to promote Jamaica as an ideal tourist destination. The new areas, which form part of the country’s tourism linkages network, are sports and entertainment, shopping, knowledge, health and wellness, and gastronomy. They were established to further diversify the country’s tourism offerings, create business opportunities and increase the use of local goods and services within the tourism sector. Speaking at the official press launch on Thursday, minister of tourism, Edmund Bartlett, said these key areas will serve to greatly enhance the country’s tourism product. “This launch is important because it marks the start of what promises to be an exciting future for local tourism as the public and private sectors come together to unleash Jamaica’s true potential as a tourist destination,” he said. The minister said the government will be working on the policies relating to the new networks, which he intends to introduce in time for his budget presentation next year. “We have already done the concept paper, which Cabinet has approved. We will now do the White Paper and then have the policy ready for Parliament’s approval when I make my presentation,” he said. Formerly the Tourism Linkages Hub, the primary goal of the Tourism Linkages Network is to ensure that Jamaica’s tourism sector becomes better integrated with other sectors, such as agriculture and manufacturing. The objective is to increase the consumption of local goods, create employment, and generate and retain more of the country’s foreign-exchange earnings. The Tourism Linkages Network is supported by a Tourism Linkages Council, made up of public- and private-sector partners, who oversee the coordination and implementation of effective and sustainable strategies that strengthen and facilitate linkages. CDB Approves US$65 Million For Electricity Systems Upgrade In Suriname BRIDGETOWN, Barbados -- The Board of Directors of the Caribbean Development Bank (CDB) has approved a loan of US$65 million to the government of Suriname. The financing will upgrade and expand sections of the country’s transmission, sub-transmission and distribution networks, which will enable NV Energie Bedrijven Suriname (EBS), to deliver a more reliable, efficient and sustainable electricity supply. The electricity system upgrade and expansion project will result in the upgrade of 36.6 kilometres of sub-transmission and distribution lines; the construction of five new substations, the expansion or upgrade of three existing substations; and the installation of three solar photovoltaic plants by 2021. The project also provides for the undertaking of a master grid study and a dynamic stability study, in anticipation of changes to the operating environment, as a result of provisions under the country’s new Electricity Act (2016). Daniel Best, director of projects, CDB, noted: “We are committed to working with the Government of Suriname to strengthen and modernise its social and economic infrastructure. The energy sector is a key driver for sustained economic growth and improved long-term competitiveness for Suriname.” He added that the newly approved project builds on the policy-based loan approved for Suriname in May 2016, which aims to assist the government of Suriname with its adjustment programme to address challenges

in its energy sector’s operational, policy and regulatory environment. In addition to financing from CDB, the initiative will be supported by a contribution of US$33.325 million from the government of Suriname and EBS. The project aligns with CDB’s Suriname Country Strategy Paper (2014-2018), which identified the need for significant investments in the energy sector to support economic growth. It is also consistent with Bank’s Strategic Plan 2015-2019 and energy sector policy and strategy, in which it highlights energy efficiency and renewable energy as priority investment areas for CDB. First Marine Climate Change Report Card For The Caribbean In The Works BELIZE CITY, Belize (CRFM) -- The Caribbean Regional Fisheries Mechanism (CRFM) has been working with other Caribbean agencies and the Centre for Environment, Fisheries and Aquaculture Science (CEFAS), a marine science and technology agency sponsored by the UK’s Department for Environment, Food and Rural Affairs. The agencies are preparing the first ever marine climate change report card for the Caribbean, under the Commonwealth marine economies programme funded by the UK government. Peter Murray, CRFM’s programme manager – fisheries management and development, is a part of the working group that met in Belize this week to review the major themes being assessed, as well as the “hot topics” emanating from those themes. “The CRFM is trying to ensure that the issue of climate change as it relates to the fisheries sector comes to the fore... because the CARICOM heads of government have put fish and fishery products among the priority commodities for CARICOM. It means that things that affect that development are important to us and so climate change is of primary importance,” Murray said. “Against backdrop of the Climate Change Adaptation and Disaster Risk Reduction Strategy for the fisheries sector that was approved by the CRFM’s Ministerial Council in 2013, it means that anything looking at climate change and potential impacts is important to us,” he added. According to CEFAS, the report card, due to be launched in March 2017, will provide comprehensive, peerreviewed and highly accessible information on what is already happening, what could happen in the future, case studies from across the region, knowledge gaps and potential socio-economic impacts. Bryony Townhill, marine climate change scientist at CEFAS, one of the experts who facilitated the working group meeting in Belize, hopes that the initiative will bring together climate change knowledge in the region so that it is both digestible and accessible “in one place,” especially for those who need it for decision-making. Townhill reviewed the main themes chosen earlier this year for the review, a process which engaged a range of Caribbean experts. She elaborated on the focal themes: (1) ocean processes – ocean acidification, extreme event (storms and surge) and sea temperature; (2) biodiversity – fish, shell fish, coral reefs and mangroves; and (3) civil society – fisheries, tourism and settlements. Townhill said that for each of the areas cited, the working group members have helped to identify scientists and practitioners in the region who have provided the paperwork used for the review. Even before the initiative started in March 2016, CEFAS began by engaging the Caribbean Community Climate Change Center (CCCCC), another CARICOM agency that forms a part of the working group. The University of the West Indies (Mona) Climate Studies Group has also been engaged through Dr Michael Taylor. Grace Chun, deputy high commissioner at the British High Commission based in Belmopan, said that the initiative emanates from a commitment by the prime minister of the United Kingdom to put £5.6 million into helping small island developing states (SIDS) in the Commonwealth, which are eligible for official development assistance (ODA). Chun attended the working group meeting on Thursday to primarily solidify the Commission’s support for the experts engaged in the process. Paul Buckley, marine climate change project coordinator at the Marine Climate Change Center at CEFAS, the second expert engaged from the UK, said that they are trying to draw from what has been used in the UK over the last ten years to apply at the Caribbean level, in the hope that the Caribbean report card can inform policymakers. On the first day of the working meeting, participants focused on formulating the right message to capture the attention of those who will be targeted by the report card -- a 12-page document that will consolidate the wealth of information documented within hundreds of pages of reports produced across the Caribbean. CHTA Joins Regional Support For US-Caribbean Strategic Engagement Act

MIAMI, USA -- The Caribbean must ensure issues of critical socioeconomic importance are ďŹ rmly addressed with the US Congress and the incoming administration, according to Karolin Troubetzkoy, president of the Caribbean Hotel and Tourism Association. Troubetzkoy commented on this during her presentation on the impact on the tourism industry of derisking and correspondent banking relationships at the 40th Annual Conference on the Caribbean and Central America in Miami, produced by the Caribbean-Central American Action (CCAA) organization. Underscoring the common interests between the Caribbean and the United States and the critical importance of tourism to the region's socioeconomic development and stability, Troubetzkoy called for a new focus by the region's governments and private sector in support of recent legislation aimed at strengthening United States relations with Caribbean countries. CHTA has joined CCAA in urging the US Senate to adopt the US-Caribbean Strategic Engagement Act of 2016 (HR 4939), which has already received bipartisan support in the House of Representatives, and just this week moved out of Senate Committee for consideration now by the full Senate. HR 4939, introduced by Congressman Eliot L. Engel (D-NY) with Congresswoman Ileana Ros-Lehtinen (R-FL), would require the US Secretary of State and the Administrator of the US Agency for International Development (USAID) to submit to Congress a multi-year strategy focused on enhancing engagement with the countries of the Caribbean. The draft legislation, which emphasizes energy security, countering violence, expanded diplomacy, engagement with the private sector, and other priority areas, sets the stage for a new US-Caribbean relationship, declared Troubetzkoy, who met with Engel during the conference. Before Congress adjourns, CHTA is supporting the outreach by CCAA to the US Senate to advance passage of the legislation in the Senate. Troubetzkoy also recalled a key US policy that underscored the special relationship between the United States and its Caribbean neighbours: "We must also not forget the Third Border Initiative and our envoys must convey to the new administration that the Caribbean's success is in the strategic interest of the United States of America." Engel noted: "We spend a great deal of time focusing on challenges and opportunities in faraway places. But it's important that we never lose sight of our interests closer to home. Indeed, we should be working to strengthen our ties with countries in the Caribbean. That's the aim of this bill, which would prioritize US-Caribbean relations for years to come." He also addressed the need to pay more attention to the Caribbean in a recent editorial published in The Miami Herald. Speaking on a panel on "Tourism, Trade and the Unintended Consequences of De-Risking", Troubetzkoy called for continued action on priority areas such as "de-risking" or "de-banking," in which large US banks, sensitive to fraud and money-laundering allegations, end their

business connections with smaller banks in other regions like the Caribbean. De-risking threatens the Caribbean region's smaller banking sector which operates in jurisdictions which host overseas banking facilities. For many hotels and tourismrelated businesses in the region, there are limited banking options in their destinations. Troubetzkoy asserted the Caribbean is suffering more than others from de-risking, as trade is affected directly. Tourism is the largest income generator in the region, and she urged the sector to be more alert to the threat. "The Caribbean tourism industry must pay close attention to the very serious effects the withdrawal of correspondent banks would have on our industry," said Troubetzkoy, adding that these long-standing banking relationships are vitally important to the region's survival. "If the industry is disrupted and we are unable to interact with overseas buyers and clients, the consequences will be dire." The annual Conference on the Caribbean and Central America tackles issues which affect the region's economic growth and competitiveness. Russia 'Intervened To Promote Trump' - US Intelligence US intelligence agencies believe Russia acted covertly to boost Donald Trump in the election race, US officials have told leading newspapers. A report in the New York Times says the agencies had "high confidence" about Russian involvement in hacking. A CIA assessment reported by the Washington Post made similar findings. But Mr Trump's team dismissed the CIA line, saying: "These are the same people that said Saddam Hussein had weapons of mass destruction." Russian officials have repeatedly denied the hacking accusations. On Friday, US President Barack Obama ordered an investigation into a series of cyber-attacks, blamed on Russia, during the US election season. The hacks targeted emails at the Democratic Party and a key aide to presidential nominee Hillary Clinton. In October, US government officials pointed the finger at Russia, accusing it of meddling in the campaign. Now, senior administration officials quoted by the New York Times say they are confident that Russian hackers also infiltrated the Republican National Committee's computer systems as well as those of the Democratic Party, but did not release information gleaned from the Republican networks. Intelligence agencies say the Russians passed on the Democrats' documents to WikiLeaks, the Times reported. Democrats reacted furiously when email accounts of the Democratic National Committee and Mrs Clinton's campaign chairman, John Podesta, were hacked. The Podesta emails were revealed by WikiLeaks and posted online. Quoting an unnamed "senior US official", the Washington Post said "intelligence agencies" had "identified individuals with connections to the Russian government who provided

WikiLeaks with thousands of hacked emails from the Democratic National Committee and others, including Hillary Clinton's campaign chairman". At one point in the campaign, Mr Trump publicly encouraged Russia to "find" Mrs Clinton's emails, although he later said he was being sarcastic. Democrats claimed the hacks were a deliberate attempt to undermine Mrs Clinton's campaign. White House spokesman Eric Schultz said President Obama wanted the investigation carried out on his watch "because he takes it very seriously". "We are committed to ensuring the integrity of our elections," he added. It is not clear if the contents of the review will be made public. (BBC)

Syria Conflict: Aleppo Exodus Growing, Says Russia The exodus from rebel-held, eastern parts of Aleppo is growing, Russia says, amid a push by the Syrian army to regain control of the whole city. About 50,000 civilians have fled the rebel enclave over the past two days, a Russian defence spokesman said. He added that more than 1,000 rebels had laid down their arms as pro-government forces close in. Meanwhile Western powers have renewed calls for Syria and its ally, Russia, to allow people to leave Aleppo. The statement came at a meeting of officials from the US, Europe, and some Arab countries. US Secretary of State John Kerry, who attended the talks in Paris, said: "Russia and [Syrian President] Assad have a moment where they are in a dominant position to show a little grace." Earlier Russian defence ministry spokesman Gen Igor Konashenkov said Syrian troops had suspended their offensive to allow the evacuation of civilians. "People are moving in a constant stream through humanitarian corridors into the government-controlled districts,'' he told reporters. He said 30,000 people had left on Friday and 20,000 so far on Saturday. But latest reports from the city say the rebel enclave is being hit by repeated air strikes. The Russian military says the Syrian government now controls 93% of Aleppo. The intensification in fighting in recent weeks has forced tens of thousands to seek refuge in government-controlled territory. On Friday the UN estimated that up to 100,000 people had been squeezed into an "ever-shrinking" rebel pocket in eastern Aleppo with little or no access to food or

medical care. Syria's government has said it is ready to resume dialogue with the opposition but without "external intervention or preconditions". Aleppo was once Syria's largest city and its commercial and industrial hub before the uprising against President Bashar al-Assad began in 2011. It has been divided in roughly two since mid-2012. But in the past year, Syrian troops broke the deadlock with the help of Iranian-backed militias and Russian air strikes. Elsewhere in Syria, militants from the so-called Islamic State group have been advancing on Syrian government positions in the countryside around the ancient city of Palmyra. Bulgarian Freight Train Derails And Explodes, Killing Five

A train carrying liquid petroleum gas has derailed and exploded in Bulgaria, killing at least five people. More than 20 people are being treated in hospital with burns and other injuries after the

incident in the village of Hitrino, local media say. The authorities ordered an evacuation as firefighters battled the blaze. At least 20 buildings were damaged in the derailment and explosion, spokesperson Nikolay Nikolov told Bulgaria's Nova television. Two tanks hit an electricity line and exploded when the train derailed near the village station at about 05:30 local time (03:30 GMT), according to several reports. Bulgarian Prime Minister Boiko Borisov, who arrived at the village several hours after the blast, told reporters: "there will be more casualties." Several people suffered burns to more than 90% of their bodies, he added, and appealed to people in the region to donate blood to the local hospital's supply. Hitrino, a town of around 800 people, is located in Bulgaria's north-eastern Shumen province, about 60 miles (100km) from the Black Sea. Indonesia Quake: Number Of Homeless Soars To 43,000 The number of people displaced by a powerful earthquake that hit Survivors in Pidie Jaya are picking Indonesia on Wednesday has soared to at least 43,000, emergency through the rubble to salvage officials say. Paris Attacks: State Of Emergency 'To Protect Elections' The state of emergency imposed in France after the Paris attacks must be extended to protect elections next year, PM Bernard Cazeneuve has said. He said he was seeking the extension until 15 July, covering presidential and parliamentary polls from April to June, and Bastille Day on 14 July. Parliament is expected to approve the measure on Tuesday. It will be the fifth extension of the emergency powers introduced after the attacks on 13 November last year. Islamist extremists killed 130 people and wounded hundreds in gun and bomb attacks on public places in and around Paris. The deadliest assault was at the Bataclan concert hall, where 90 people were killed. The attacks were claimed by the Islamic State (IS) group. In response, the government of then-Prime Minister Manuel Valls declared a state of emergency giving the police extra powers to carry out searches and place people under house arrest. On Saturday Mr Cazeneuve said a further extension was "absolutely necessary'' as parties and candidates were preparing to hold rallies that could be targeted by "those who want to strike our democratic values and republican principles at the heart". The state of emergency has been criticised as unwarranted and an infringement on human rights. More than 3,000 homes have been raided and more than 400 people arrested under the new powers. But last month Mr Valls - who has since stood down as prime minister to stand for president - sought to justify a further extension in a BBC interview. Speaking on the

anniversary of the attacks, he said democracy had to be protected as France prepared for next year's election. He added that there was a risk of "attacks of the kind we saw in Nice", where a lorry driver ploughed through a crowd, killing 84 people on Bastille Day, in an attack also claimed by IS. ‘Treat Others As Equals’ – PPP Salutes Human Rights Day International Human rights day 2016 is being observed today under the theme "Stand up for someone's rights today!” and the People’s Progressive Party says that it salutes this day. Speaking at a press conference earlier this week before the National budget debate, General Secretary of the PPP, Clement Rohee said that “Human rights are not an entitlement or a privilege. They are inalienable fundamental rights of every human being – man, woman or child – and include political, civil, economic, social, and cultural rights.” According to the United Nations Office of the High Commissioner on Human Rights, “Human rights are rights inherent to all human beings, whatever our nationality, place of residence, sex, national or ethnic origin, colour, religion, language, or any other status. We are all equally entitled to our human rights without discrimination. These rights are all interrelated, interdependent and indivisible”. Rohee added that “whether enshrined in national Constitutions and other legal frameworks or not, human rights remain innate and are not bestowed upon.” The PPP stated on the occasion of International Human Rights Day, it vehemently condemns all actions that violate human rights and human dignity. The party called on all perpetrators to desist from committing heinous crimes against other human beings, to exercise restraint and to treat others as equals. The PPP also calls on the APNU/AFC administration to stop the witch-hunting, and the cheap and defensive political rhetoric, and to start focusing on ensuring that Guyanese’s fundament right to “freedom from fear” and

“freedom from want” are honoured. Human Rights Day is observed every year on 10 December. It commemorates the day on which, in 1948, the United Nations General Assembly adopted the Universal Declaration of Human Rights. In 1950, the Assembly passed resolution 423 (V), inviting all States and interested organizations to observe 10 December of each year as Human Rights Day.

Atkinson Wins Second Medal At Worlds Jamaica’s Alia Atkinson won her second medal at the FINA Short Course World Championships in Canada on Friday night when she finished third in the 100m Individual Medley. The third place represents an improvement on her fourth place finish in Doha two years ago. The 27-year-old Jamaican was seventh at the half-way mark in 27.60 but surged past the field closing in 30.44s to touch in 58.04s, just behind Emily Seebohm of Australia, who won silver in 57.97s.
