I commented on Ron Sanders in the comparative context DEAR EDITOR, I hereby offer some short notes in response to Mr. Kads Khan’s missive in yesterday’s KN in which he accused me of writing an ill-informed letter on Ron Sanders’s suitability to be Secretary-General of the Commonwealth Secretariat Let me be pellucid so they can be absolutely no grey areas. I never questioned the suitability of Mr. Sanders

outside of the comparative context. On the basis of the curriculum-vitae provided by Mr. Khan, Mr. Sanders is eligible. It is another thing when you compare Sander’s international experience with others. In this case, it is my opinion that Baroness Scotland’s résumé stands way above Sanders’ It is for this reason I advanced the candidacy of

What is on offer...

From page 4 palpable but could be seen, felt, used and experienced all over Guyana! Challenges certainly remain, but these are not unusual for developing countries coming out from an inherited situation of crippling debt, capital flight, near starvation and negative population growth all inclusive of politically inspired strikes, arson, domestic terrorism, and political crises and assassination. What has been unusual are the now well documented attempts at real economic sabotage rising from the opposition benches in the ill-fated 10th Parliament prompting its prorogation. The relative peace and stability we have achieved is a tribute to the good sense of our people and the maturity of the PP/C leadership in government over these last twenty two (22) plus years. The new platform has been proposed which aims at further unlocking the creative energy, enthusiasm and resourcefulness of women and youth by widening opportunities and facilitating the widening of their ambition and horizons for accelerating their development and Guyana’s progress. But what is on offer from the newly re-minted opposition as a coalition? We have: promises of jail for ministers, administrators and their staff ; vows to dismantle vital infrastructural and investment initiatives; a scaring away of investors in vital natural resource sectors; and an attempt to engender fear, hopelessness, and a loss of will in a people who are now really thriving. Now is the time to comprehensively reject the oversized egos, desperate adventurers, and irrational opportunistic policies being cobbled together by the APNU/AFC coalition which has had its precedent in the failed PNC/UF coalition of 1964 and the subsequent tragedy of PNC misrule. Now is the time to ensure steady, sound growth, and progress and sustainable development for Guyana and all its people by re-electing, at the upcoming May 11th National Elections, the solid performers of the PPP/C with a clear mandate to continue to govern in the best interests, both individually and collectively, of all the Guyanese people! the lady from Dominica. The conceptual framework I used was power and influence in international relations. In my letter I stated that I stood unapologetically when I asserted that the Antiguan High Commissioner to the UK is not someone who would have any substantial influence on global transactions. This was not a moral argument but one of pragmatism The entire group of Caricom nations do not occupy even one percent of world trade. What influence then would the Antiguan High Commissioner have on global affairs? I mentioned the Ambassador of Pakistan to powerful countries. I would like to repeat that example. Pakistan is one of the

most important countries in the world. It is one of the most strategically placed territories in the world. Pakistan is a nuclear power. It is the neighbour of India, another nuclear country and the two states had violent clashes in the past over border issues. Pakistan is neighbour to Afghanistan. The role of terrorism in international affairs and efforts to eradicate it place Pakistan at the centre of global interests. Surely, it is more than naïve to think the Maltese ambassador to Tanzania would be more eligible to be the head of an international organization than the former Pakistani envoy to the US. Compare the two experiences and the contacts each would have accumulated in their

travels abroad It is for this reason I think the Baroness would be more helpful to countries in the Commonwealth than Sanders. She knows far more influential players than Sanders. This woman was one of the most senior Cabinet Ministers in one of the top five countries in the world during which time she build up associations and friendships with some of the most powerful former leaders of some of the mightiest states in the world Mr. Khan described the diplomatic assignments of Mr. Sanders but again I stress the weakness in that argument is obvious. Let me just give one example. Mr. Khan tells us that Mr. Sanders has been the Antiguan envoy

to the UN, World Trade Organization, European Union, UK, France, Germany, UNESCO. I am sorry if I come across as brutal but the reality is if the entire CARICOM region occupies less than one percent of world trade then how important was the presence of Antiguan diplomacy in those countries and international organizations? My answer would hardly be any and the reason is the reality of international relations. In typing this item here, I went to Google and it puts Antigua as having a population of 80, 000 persons I could understand if one is using moral arguments to define Antigua’s place in world affairs but surely not Continued on page 7

No sign of recycling plant Survey shows Guyanese generally As a proposed recycling plant remains non-existent more than a year after it was approved, Mayor Hamilton Green has blamed the plant’s stagnation on Acting Town Clerk Carol Sooba. In an interview with Kaieteur News, Green confirmed that a recycling plant had been approved by the Mayor and City Council (MCC) sometime in 2013. Initially, Deputy Mayor Patricia Chase-Greene had made the announcement and had said that two corporations had been given approval by the MCC to operate recycling plants. Green said that he was only aware of one approval, given to Cevon’s Waste Management. He added that the decision was taken by the Council following the necessity of more recycling plants in a country where solid waste management remains a huge problem. He also said the decision came after technical advice had been sought. Green said that a plot was identified by the waste management company in the Le Repentir Cemetery. He said he could not recall whether permission was given for the specific site but he noted that the proposed site had been identified. However, he said, although the application for the recycling plant had been approved by the M&CC, the company was yet to be officially told of the decision. Green explained that this decision could only be communicated by the Town

Acting Town Clerk Carol Sooba Clerk but was yet to be done. “Consistent with the madness that is going on, the Town Clerk has not yet checked the document to approve the application…she has to write them (Cevon’s) and indicate the approval but this has not been done,” Green said. He added that if a decision is approved by the Council, it should be relayed within a week. He further said that meetings had been called to discuss a number of issues, including the proposed recycling plant and other waste management strategies. However, Green said all of these meetings would be aborted by Sooba. Green believes that the waste management company is “fed up” with Sooba. He said too that he was unaware of any other firms trying to set up recycling plants in Guyana, though it was becoming universally accepted.

Mayor Hamilton Green “The fact is that every decision made by the Council is being aborted by Ms. Sooba,” Green said. He continued, “It has reached the point where she has been frustrating the hosting of meetings. If you can’t have a meeting, you can’t have decisions…its madness. Absolute madness supported by the government.” He added that Sooba had frustrated other areas, including the collection of garbage in Georgetown. “She has been acting as an imperial dictator…we’re just hoping and praying for May 11,” he said. In 2013, the Government of Guyana had indicated its interest in having a local recycling plant for solid waste and subsequently advertised for suitable candidates. The project had been proposed as a public/private partnership agreement and would have been the first recycling plant created under the Government of Guyana. Another recycling plant, the Tetra Pak Recycling Plant, was commissioned last year by Caribbean Container Incorporated (CCI). This plant was created to broaden CCI’s capacity to recycle corrugated cardboard.

accept Domestic Violence

As local human rights groups continue to advocate for equality amongst the genders, a recent international survey has shown that acceptance of domestic violence in Guyana is relatively high. The Americas Barometer survey has been conducting interviews with thousands of Guyanese over the past few years with focus on democratic values and behaviours in the Americas. During a revelation of the findings late last week, Dr. Elizabeth Zechmeister of the Latin American Public Opinion Project (LAPOP) said the survey showed domestic violence is relatively accepted in Guyana. During interviews carried out between 2006 and 2014, respondents were asked whether they would or would not approve of a man hitting his wife if she had been unfaithful. They were also asked whether they would not approve but understand the abuse. According to the survey, 10.2% of respondents approved while 25.4% of respondents did not approve of the abuse but understood. Further, 64.4% of respondents neither approved nor understood the abuse. Zechmeister said the responses indicated a relatively high level of acceptance, especially when compared to other countries in the Americas. The data showed that Guyana was ranked third with 35.6% in interviewed countries on the acceptance of domestic violence. Ranked just above Guyana was El Salvador at 42.1% while Guatemala was ranked highest at 58%. Margaret Kertzious, Coordinator of the Guyana

Elizabeth Zechmeister of the Latin American Public Opinion Project (LAPOP)

Help and Shelter said the results of the survey were not surprising as domestic violence is perceived to be a normal activity in the Guyanese culture. She noted that persons were constantly seen fighting, even on the streets, and she deemed the society an abusive one. She said too that persons who lived overseas and who interacted with her would constantly ponder why abuse was so accepted in Guyana. Further, she said, domestic violence was so pervasive that most Guyanese children were already aware or had experienced it in their lives. Kertzious said that the Help and Shelter would conduct exercises in schools and, after explaining what domestic violence was, children would indicate their experiences with abuse. “We work in the schools and this is what we’re seeing; for the children, it’s a normal thing in their homes,” Kertzious said. Although Kertzious said the findings were not surprising, she emphasised that something needed to be done to address the issue of domestic violence. She noted that families needed to be tackled to better deal with the abuse. She said too that domestic violence needed to be seen as wrong, regardless of the

actions of women. She said that studies had shown that many persons believe women who are unfaithful and are subsequently beaten “deserve the licks”. “In many societies, women aren’t the victims if they had been unfaithful. It’s the norm in our society that the man can go out and be unfaithful but the woman can’t do the same without being beaten down for it,” she said. Kertzious explained that Help and Shelter is working towards teaching women to stop the abuse in its tracks when it is first exhibited. “Young women are now learning to stop the abuse right away but that idea still needs to be infiltrated into other sections of our society. People don’t want to talk about these things but they’re happening,” Kertzious said. The Americas Barometer survey is conducted by LAPOP in more than 20 countries, including all of North, Central and South America, and the Caribbean. The survey focuses on at least 1,500 voting aged persons in each country each year. The Americas Barometer survey is carried out every two years, and in 2014 more than 50,000 persons were interviewed.

‘Inhumane treatment’ of detained cops…

Detective’s wife to meet Police Complaints Authority Chairman A detective’s wife, who claimed that her husband suffered a nervous breakdown while being detained under inhumane conditions, is to meet with Chairman of the Police Complaints Authority, Justice Cecil Kennard. She made this disclosure even as she said that her spouse underwent several hours of treatment at a hospital yesterday, after being unable to sleep and showing further signs of stress. He was subsequently released from hospital but is to undergo further psychiatric treatment. The detective and another colleague remain on open arrest, but he was allowed to go home because of his mental condition. “Looking at him, my heart is crying out. The (Police) Welfare Department is aware of his condition and have my contact numbers, but we have not heard from them,” the woman said. “He has done so much for a job he loves. I feel that my husband is being victimised for personal reasons, which his superiors are aware of. I am calling on the authorities to look into this matter, since the Police Force is responsible for what he is going through.” In a brief telephone interview yesterday, Kennard indicated to Kaieteur News that he would listen to the woman’s complaints. The PCA Chairman said that he

A section of the cell in which the ranks were detained. had never received any previous complaints about the detention facilities at the Tactical Services Unit (TSU). “We know that the prisons in this country are in a terrible condition,” he acknowledged. One recently detained rank described the TSU detention facility as being “worse than the lockups at the Brickdam Police Station.” The cell reportedly has no lights, but two-bug-infested mattresses; it is sometimes partially flooded due to a leaking roof and has no washroom facilities. The Detective Constable and another colleague allegedly spent three days in the cell. They were reportedly

From page 5 the concept of practical politics Finally, I am not going to enumerate the diplomatic and international achievements in the career of Baroness Scotland. To do so would take space I don’t have. But this I can say; it is characterized by involvements with world leaders and powerful government that through not fault of his own, Mr. Sanders does not have. I think it is unfortunate that Mr. Sanders is competing against an experience internationally known person like the Baroness I will conclude with a piece of reality that students of international relations may need to keep in mind. The Government of Kazakhstan has employed former UK Prime Minister, Tony Blair as its political consultant. This is almost a commonsensical move on the part of Kazakhstan. This oil rich state is a brutal dictatorship. It needs Blair’s contacts to stave off criticism from powerful countries of its

horrible human right records. Who could do as better job for Kazakhstan – Blair or the former Prime Minister of a small island state of 100, 000 citizens? Frederick Kissoon

detained after it was alleged that they released a suspect in the theft of some $370,000. However, some sources have alleged that neither rank has been informed about the reason for their detention. A colleague suggested that this may have added to the ranks’ emotional trauma. Kaieteur News was told that on Wednesday, February 25, the two detectives, and a third rank, were informed by a female station sergeant that a passenger, who had travelled from Mahdia, was suspected of stealing $370,000 from another passenger. The ranks reportedly then stopped the vehicle at Wismar, while one of the detectives searched the suspect and other passengers. However, he failed to find the cash. Nevertheless, the ranks allegedly took the suspect to the Wismar Police Station. The detective’s wife said she was told that the female Continued on page 18

Electorate tired of same old promises, faces ...change in the making - Ramkarran Former People’s Progressive Party stalwart, Ralph Ramkarran has predicted that the electorate will most likely vote that party out of office as Guyanese have “grown tired of the same promises and the same faces.” Ramkarran said this in his weekly column published on his website conversationtree.gy. The former Speaker of the National Assembly said that the PPP is heading to the May 11 polls with a disadvantage. He said, however, that the incumbent party could have been facing the electorate under completely different circumstances but as it displayed a lack of foresight, “it sat back and allowed its opponents(A Partnership for National Unity and Alliance for Change) to unite, rather than keeping them competing for influence, as they had been doing after the (2011) elections.” He said that as a result of the PPP’s complete lack of foresight, the APNU+AFC political alliance is now a

Former PPP stalwart, Ralph Ramkarran threatening force to the PPP’s hold on political power. Ramkarran said that if the PPP had established an early coalition government with APNU after being reduced to a plurality in 2011, the electorate would have been asked at these elections to return a PPP+APNU to office as opposed to vote in an APNU+AFC alliance. The former PPP stalwart said, “We could have been in a transformative era in Guyana’s politics in

accordance with Cheddi Jagan’s legacy. It is the AFC which is now claiming this mantle. True or not, this claim will resonate during the campaign aided by an APNU+AFC campaign strategy of offering change, reform and renewal, which is always an attractive strategy when facing an incumbent in office for 22 years.” Further, Ramkarran noted that both the government and the electorate have succumbed to the fatigue generated by the incumbency. He said that the government has lost the capacity to be innovative and the electorate has grown tired of the same promises and the same faces. Ramkarran, who resigned from the PPP in 2012 reportedly over corruption issues, said that the Party has been on the “back foot” since it lost its majority in 2011. He said that the APNU+AFC alliance and its confident, upbeat launching held last Wednesday in an electric atmosphere, will keep Continued on page 18

Canada has much confidence in GECOM The Canadian Government has expressed a high level of confidence in The Guyana Elections Commission’s (GECOM) ability to deliver a free, fair and transparent election at the upcoming National and Regional Elections, which are set for May 11th. That pronouncement was made by Canadian High Commissioner to Guyana, Her Excellency, Dr. Nicole Giles. The High Commissioner was the feature speaker at the annual Rotary Club of New Amsterdam’s World Understanding and Peace Dinner, which was held recently at the Central Corentyne Chamber of Commerce (CCCC) building at Williamsburg, Corentyne. The activity marked the 110th anniversary of the establishment of Rotary International worldwide. Dr. Giles congratulated the Rotary movement for reaching the milestone and alluded to the great contribution being made by Rotary clubs around the world in improving lives and striving for peace. She stated that what the club is doing fits in amicably with its motto of “the advancement of international understanding and peace”. This issue of peace and understanding is needed the world over at the moment because of the many crises that

Canadian High Commissioner, Dr. Nicole Giles have emerged. Many of the impending situations worldwide have come about due to the many conflicts, disputes and disasters which have resulted in a considerable loss of life. She alluded to the ongoing military aggressions by Russia in Ukraine, which has already cost the lives of more than 5,300 people. She also mentioned the barbaric actions of the Islamic State of Iraq and the Levant, where people are being abducted and killed in various countries, including Syria. Canada, she said, is addressing pressing challenges for people in the Americas, through assistance in areas such as food security, maternal and child health, child and youth protection,

and access to quality education among others. She further stated that peace and understanding are also built on the principle of mutual respect which governs interactions with fellow human beings. This has to be practiced in order for it to be effective, especially during periods where emotions can easily supersede mutual respect such as during elections. High Commissioner Giles stated that Canada welcomes the announcement of the elections and noted that a free, fair and transparent election plays a critical role in any democracy. “It is through elections that citizens chose their government and have their voices heard.” She mentioned that it is hoped that the election will help to unlock the political stalemate that has sometimes characterised politics in Guyana over the past few years, and allow Guyana to continue to progress on the path of peaceful development.” “Canada is committed to working with the Government of Guyana, GECOM, all political parties and civil society to support free, fair and peaceful elections as the democratic expression of the will of the Guyanese people,” she remarked. She once again congratulated the Rotarians for the outstanding work that they are doing.

CARICOM nationals are unaware... (From page 17) community and free movement to undertake economic development. The CARICOM Technical Coordinator emphasised, “Without free movement, all of these rights are meaningless.” Moreover, the opportunities afforded to nationals of Member States would appear endless. Phillip advertised the fact that one can acquire a

skilled national certificate, which would allow that national to seek employment or “set up shop” within the jurisdiction of another Member State. Apart from that, nationals are guaranteed the right of automatic entry to other Member States. They are to travel hassle free when entering and leaving other CARICOM jurisdictions. However, this freedom of movement and promised hassle free travel does not allow a CARICOM national to stay in another Member State for an indefinite period of time. The general rule is that CARICOM nationals be allowed a maximum stay of six

months within another CARICOM jurisdiction, with exceptions being made for special circumstances. Today, there are 15 CARICOM Member States: Antigua & Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, Saint Lucia, St. Kitts & Nevis, St. Vincent & The Grenadines, Suriname, and Trinidad & Tobago. However, only 12 of them are a part of CSME since Haiti and Montserrat do not enjoy the privilege of free movement of its nationals, and The Bahamas does not engage in free movement of goods.

APNU+AFC condemns PPP bullyism against National Youth Council The A Partnership for National Unity and the Alliance For Change (APNU+AFC) has condemned a campaign launched by the People’s Progressive Party/Civic (PPP/ C) to intimidate and bully the Guyana National Youth Council (GNYC). As of recent, this group has been playing an active role in reviving the faith of youths in politics and educating them about being a part of the electoral process. The APNU+AFC noted that Youth Council was previously harassed by PPP General Secretary, Clement Rohee. The partnership said, however, that it appears as though the PPP has upped the ante and now employed one of their “chief goons”, Kwame McCoy, to “level abuse and run amok as they seek to demoralize the GNYC”. APNU youth representative, Christopher Jones said that the PPP is using tactics from its old playbook of hate and divisiveness. “APNU+AFC is not surprised by the PPP campaign of intimidation and

bullyism as it is a clear sign that Freedom House is fully aware that the PPP has lost the confidence of the young people of Guyana who will vote resoundingly for APNU+AFC,” Jones said. Also, AFC youth representative, Trevor Williams added that the coalition is fully respectful of the large block of young voters, inclusive of first time voters who are eligible to vote in the upcoming elections. Williams asserted that the APNU+AFC respects the

voice of the youth in Guyana and supports the efforts of the GNYC to educate the young people of Guyana on the need to exercise their franchise on May 11 for the party of their choice. APNU+AFC reiterated that it explicitly supports the efforts of the GNYC and all other organizations and agencies engaged in sensitizing young people about the need to vote on May 11 and stands ready to offer whatever support may be required in this regard.

Detective’s wife to meet Police... From page 7 Station Sergeant told the ranks: “If yuh ain’t find nothing, let the man go he way,” and her husband’s colleague released the p a s s e n g e r. Another Sergeant reportedly saw when the suspect left the station. According to the wife, while her husband was at home, he received a call from a colleague who said that police ranks were searching the other detective’s home, since it was suspected that the detective had confiscated the stolen money. She said her husband insisted that he was present when his colleague had searched the passengers and that

nothing was found. The woman said that about an hour later, her husband received instructions to report to a senior rank at the Mackenzie Police Station. The wife said she

accompanied her spouse to the station, where he was informed that he was being placed under close arrest. She alleged that none of the senior officers told her husband why he was being arrested.

Electorate tired of... From page 7 the PPP on the back foot, if their campaign is supplemented with a credible programme. Ramkarran noted that the only response of the PPP is its record from 1992 to the present and of the People National Congress Reform’s past. He said however that advances made since 1992 no longer inspire because conditions before 1992 are distant memories. Ramkarran said that the PPP “does not refer to its record from 2011 to the present during which time, according to the just published LAPOP poll, there has been a sharp decline in optimism about politics and the economy.”

Two charged with Nemtsov killing UK plans airline laws to stop Britons from joining Islamic State include former Chechen policeman

Credit: REUTERS/ Metropolitan Police/Handout via Reuters (Reuters) - Britain will introduce new laws tomorrow to try to stop airlines carrying passengers who may be travelling to join Islamic State militants in Syria and Iraq, a junior minister said yesterday. Security services estimate some 600 Britons have gone to Syria or Iraq to join militant groups, including the man known as “Jihadi John” who has appeared in several Islamic State beheading videos. Under the proposed new laws, Home Secretary Theresa May would be able to prevent airlines from carrying passengers, including children, believed to be travelling to take part in “terrorism-related activity” on known routes, such as those into Syria, according to a Home Office statement. “This important legislation will disrupt the ability of people to travel abroad to fight and then return,” James Brokenshire, a junior minister for security in May’s department, said in the statement. “It will also enhance our ability to monitor and control the actions of those who pose a threat,” he added.

The rules would require airlines to seek permission to carry such passengers. An automatic system based on passenger lists provided by airlines would flag high-risk travellers and stop them boarding aircraft. The new powers are part of Britain’s efforts to stop foreign fighters from entering Syria via commercial flights and come weeks after three London schoolgirls fled Britain to join up with Islamic State through Turkey. Turkish Airlines (THYAO.IS) has previously said it was helping a government investigation into the case but that it was only responsible for checking visas. Prime Minister David Cameron has also urged internet firms to do more to tackle online extremism after it was revealed the three girls had used Twitter to contact other women involved with Islamic State. Speaking in an online chatroom yesterday, Britain’s Senior National Coordinator for Counter Terrorism, Helen Ball, said that at least 22 families in Britain had reported young women and girls as missing in the past year, believing that they had travelled to Syria.

(Reuters) - Russian authorities said yesterday they had charged two men over the killing of Kremlin critic Boris Nemtsov and said one of them was a former senior policeman from the mainly Muslim region of Chechnya who had confessed to involvement in the crime. The two were among five men, all ethnic Chechens, frogmarched into a Moscow courtroom yesterday, forced by masked security officers gripping their bound arms to walk doubled over, a Reuters reporter at the court said. The men stood in metal cages as television crews were ushered in to film them. Nemtsov was shot dead on the night of Feb. 27 within sight of the Kremlin walls, in the most high-profile killing of an opposition figure in the 15 years that President Vladimir Putin has been in power. Judge Natalia Mushnikova ordered that all five men should remain in custody. Chechen leader Ramzan Kadyrov, a Putin ally, said the former policeman, Zaur Dadayev, was a pious Muslim

Boris Nemtsov who had been angered by cartoons of the Prophet Mohammad in the French satirical newspaper Charlie Hebdo. Nemtsov, a liberal, had defended the cartoons after Islamist gunmen killed 12 people at the Charlie Hebdo office in Paris in January. Russian investigators said last week they were looking into the possibility that Islamist militants had killed Nemtsov. “All who know Zaur confirm that he is a deep believer and also that he, like all Muslims, was shocked by

the activities of Charlie and comments in support of printing the cartoons,” Kadyrov wrote on his Instagram account. Kadyrov described Dadayev as “a true patriot of Russia” who had received several medals for bravery but had subsequently resigned from his interior ministry regiment for reasons the Chechen leader said were unclear. There have been cases in the past where employees of Russian law enforcement agencies have been prosecuted after moonlighting for organised crime groups. “Dadayev’s involvement in committing this crime is confirmed by, apart from his own confession, the totality of evidence gathered as part of this criminal case,” Mushnikova told yesterday’s court hearing. The other man charged is Anzor Gubashev. The three other suspects are his brother Shagid Gubashev, Ramzan Bakhayev and Tamerlan Eskerkhanov. Previously, investigators said they only had two suspects in custody.

Chad, Niger launch joint offensive Thousands march on Selma, Alabama bridge to mark ‘Bloody Sunday’ against Boko Haram in Nigeria N’DJAMENA/NIAMEY (Reuters) - Chad and Niger launched a joint army operation against Boko Haram militants in Nigeria yesterday, military sources said, stepping up a regional push to end the Sunni Muslim group’s six-year insurgency. Boko Haram has expanded cross-border raids into Cameroon, Chad and Niger in recent months. This has spurred Nigeria’s neighbours to retaliate, although cooperation between them and Abuja has been limited and at times strained. Yesterday’s strike marks Niger’s first major push into Nigerian territory to combat Boko Haram. It had until now only defended itself against militant incursions in border areas. Nigeria’s government appealed for greater international help in combating the insurgency after Boko Haram pledged allegiance on Saturday to Islamic State, the violent jihadi organisation that rules a self-declared caliphate in parts of Iraq and Syria.

Chad, backed by its air force, has already sent troops many kilometres inside northeastern Nigeria, winning back areas from the Sunni jihadist group near the Cameroon border. “We can confirm that Chadian and Nigerien forces launched an offensive this morning from Niger. The offensive is underway,” said Colonel Azem Bermandoa, spokesman for Chad’s army. One of the Niger sources said Abuja had given the green light for the operation. Chris Olukolade, spokesman for Nigeria’s defence headquarters, said in a statement “there were some preemptive manoeuvres along an axis in the theatre. Nigerian forces were also involved.” A witness in Niger ’s southeastern town of Diffa said he saw at least 300 vehicles, including army jeeps with heavy weapons as well as water and fuel trucks, leaving barracks overnight and heading to the border. Niger military sources

reported fighting near the border river of Komadugu, adding the plan was to head south towards the Nigeria towns of Damasak and Malam Fatori. The African Union agreed to set up a regional force to combat the group in late January and is pushing for a U.N. Security Council mandate for the operation. It was unclear how many soldiers were involved in yesterday’s military push, which came the day after suspected Boko Haram insurgents killed at least 50 people in four bomb attacks in Maiduguri in northeastern Nigeria. Those were the worst attacks in the city, Boko Haram’s birthplace and the chief town of Borno state, since the group tried to take it in late January and again in early February. Boko Haram wants Maiduguri as the capital of the Islamic state it is seeking to create in northeastern Nigeria. It currently controls territory about the size of Belgium in that region.

People walk along the Edmund Pettus Bridge before the beginning of the 50th anniversary of the Selma to Montgomery civil rights march in Selma, Alabama yesterday. Credit: REUTERS/Tami Chappell (Reuters) - Tens of thousands of people paraded across a Selma, Alabama bridge yesterday to commemorate the 1965 “Bloody Sunday” march, not waiting for dignitaries who had planned to lead them in marking the 50th anniversary of a turning point in the U.S. civil rights movement. In contrast to the police violence that marked the original march half a century ago, the mood was often celebratory, at times festive, as an estimated 70,000 demonstrators cheered, sang “We Shall Overcome” and carried signs as they walked across the Edmund Pettus Bridge. Bloody Sunday on March 7, 1965, took its name

from the beating that roughly 600 peaceful civil rights activists sustained at the hands of white state troopers and police who attacked them with batons and sprayed them with tear gas. “It’s very crowded but at the same time it’s fun and really great to see everybody coming together all races, all people,” one woman told CNN as marchers began moving across the bridge. A large throng of people started walking across the bridge at the appointed time, before dignitaries could be brought to the front to lead them. Among the throng were demonstrators who took part in the 1965 march, as well as others calling for immigration

and gay rights. President Barack Obama visited Selma on Saturday and declared the work of the U.S. civil rights movement advanced but unfinished in the face of ongoing racial tensions. “Fifty years from Bloody Sunday, our march is not yet finished, but we’re getting closer,” said Obama, the first black president of the United States. The anniversary comes at a time of renewed focus on racial disparities in the United States and anger over the treatment of black civilians, among them 18-year-old Michael Brown, whose killing by a white police officer in Ferguson, Missouri, last year sparked widespread protests. On Friday, Tony T. Robinson Jr., a 19-year-old black man who appeared to be unarmed, was shot dead by a white police officer in Madison, Wisconsin, sparking protests there yesterday. U.S. Representative John Lewis, who led the march across the bridge 50 years ago and was knocked out by a state trooper, told NBC’s “Meet the Press” yesterday that the events of that day had led to lasting progress in civil rights. “When I go back, I remember the bridge for me is almost a sacred place,” the Georgia Democrat said. “That’s where some of us gave a little blood and where some people almost died.”

Iraqi troops, militia make advances near Tikrit (Reuters) - Iraqi security forces and Shi’ite militia fighting the Islamic State took control of the centre of a town on the southern outskirts of Saddam Hussein’s home city Tikrit yesterday, security officials said. Sending in more troops and fighting fierce clashes, the army and militiamen were still struggling to drive out Islamic State militants entrenched in buildings in the western section of the town of al-Dour, officials said. Military commanders said the army and militia, known as Hashid Shaabi (Popular Mobilisation) units, launched another offensive late on Saturday to break into the centre of al-Dour. Yesterday they had succeeded in recapturing the central area where government headquarters are located, but Islamic State insurgents were still holding positions in the west. “Daesh snipers are still targeting our troops from some of the high buildings. We should be able to take them out with helicopter attacks this evening,” said Ahmed al-Yasiri, a Hashid

Struggling Berlusconi confirms break with Renzi over reforms (Reuters) - Italy’s fourtime ex-Prime Minister Silvio Berlusconi confirmed yesterday his party would not support the government’s proposed constitutional reforms as he sought to hold his party together and reclaim his leadership of the centre-right. Tomorrow the lower house of parliament, where Prime Minister Matteo Renzi commands an ample majority, is scheduled to vote on a proposal to shrink the Senate and remove its power to block laws. The measure, aimed at streamlining the lawmaking process and creating more stable governments, is one of two main reforms Berlusconi had been supporting. The other was an overhaul of the electoral law. “We will vote against this reform on Tuesday and the mess it makes of the Senate,” Berlusconi said, speaking to members of his Forza Italia party in Bari in the southern region of Puglia. “I hope that we all can give up something in the name of the unity of the centreright,” he said. “No one can think of being able to win alone.” Berlusconi said last month the reform pact was dead when Renzi backed

Silvio Berlusconi constitutional judge Sergio Mattarella to become the country’s new president, refusing to concede to Berlusconi’s demands for another candidate. But some in his party have been trying to convince him to reconsider his position and seal a new agreement with Renzi, who may still need some Forza Italia votes to pass the reforms in the Senate, where Renzi has a narrow majority. Yesterday’s comments designed to reassure hardliners in Berlusconi’s party and underpin an electoral pact with the Northern League, an opposition party that

opposes the reforms and which has surged past Forza Italia in the polls since Berlusconi agreed to cooperate with Renzi last year. The statement also comes as the 78-year-old Berlusconi finishes his last day of community service for a tax fraud conviction, leaving him free to campaign for his party in important local and regional elections in May even though he is still forbidden by law from holding office. “Berlusconi is back in play full time without the noose of an absurd sentence that limited his movements,” Forza Italia lawmaker Simone Furlan said in a statement. But the billionaire media magnate still faces opposition from those in his party who are worried that abandoning reforms and embracing the stridently right-wing Northern League will lead to the loss of moderate voters to Renzi’s Democratic Party. Berlusconi’s legal troubles also are not over. Tomorrow the country’s highest appeals court is scheduled to rule on whether to uphold last year’s decision to acquit him on charges he had sex with an underage prostitute at “bunga bunga” parties.

and Shi’ite militia groups of taking part in the killing of soldiers from the nearby Speicher army camp when Islamic State fighters overran Tikrit and northern Iraq last June. Shi’ite militia fighters have described the advance on Albu Ajil as revenge for the Speicher killings, although

militia leaders say all civilians in the Sunni Muslim region will be well treated. The campaign to retake Tikrit is the biggest offensive so far against Islamic State insurgents. If successful, it would be the first time the army and militia have recaptured a major city from the militants.

Progress in the offensive, which was launched a week ago, could also affect the timing and strategy for a wider offensive later this year to retake Mosul, the largest city under Islamic State control. A U.S.-led coalition has supported Baghdad’s fightback against Islamic State with air strikes, military training and equipment. But the main support on the ground for the Tikrit operation has come from Iranian commanders and Iran-backed militias. Elsewhere in Iraq, a bomb exploded near a busy street in Baghdad, killing at least four people in the predominantly Shi’ite Talbiya neighbourhood in the east of the capital, police and medical sources said. In the mainly Shi’ite district of Hussainiya in the northern outskirts of Baghdad, a bomb went off near a restaurant, killing three people. Another bomb hit a busy street and killed two passers-by in Madaen, a town 30 km (20 miles) southeast of Baghdad. A parked car bomb exploded in Mahmoudiya, a predominantly Shi’ite town south of Baghdad, killing three civilians and wounding 17, police and medical sources said.

WICB First-Class Cricket Franchise

Permaul, Bishoo, Johnson and Singh spur Jaguars to 5-wkt win By Sean Devers In a battle of attrition yesterday at Providence on the third day of the eighth round of the West Indies Cricket Board (WICB) FirstClass Franchise Cricket match between Guyana Jaguars and Jamaica, Left-arm spinner Veerasammy Permaul, leg-spinner Devendra Bishoo, Wicketkeeper Anthony Bramble, Vishaul Singh and Skipper Leon Johnson all enjoyed an auspicious day at the office to set up a five-wicket win for the Jaguars inside three days. Man-of-the-Match 25year-old Permaul again befuddled the batsmen, bagging 5-33 for match figures of 10-110. This was his 14th five-wicket and fourth 10wicket match haul at FirstClass level. It was also his 3rd 10-wicket and 4th five-wicket haul in this tournament and took his wicket tally to 56.

Bishoo (4-22) had match figures of 8-84 and carried his wicket tally to 44, only behind Permaul, his Albion team mate. The 24-year-old Bramble, another Berbician, broke the 45-year-old Guyana wicketkeeping record when he had nine dismissals in the match as Jamaica were bowled out for 138 in their second innings, 18 minutes after Lunch. This was despite an attractive 47 from Jermaine Blackwood and 28 from John Campbell, who added 77 for the second wicket before the spin pair began the demolition job. Leaders Guyana, set 161 to win, reached 163-5 to register their seventh win in eight games and take their points tally to 123. Johnson, troubled by a hamstring problem, batted for 160 minutes, 95 balls and hit five fours in 60 and together

with Vishaul Singh, who made 57 from 157 minutes, 146 balls with six boundaries, added 89 for the fourth wicket to rescue their team from 42-3. Chris Barnwell punched Jason Dawes for four and finished the game with a six in his unbeaten 21 while Bramble (0) was the other not out batsman when their fifth consecutive victory was achieved at 17:24hrs. Dawes had 3-24. Scores: Jamaica (258 & 138), Jaguars (236 & 1635) Watched by a handful of spectators in the Red Stand, Jamaica, with a lead of 22, resumed on 22-1 with Blackwood on eight and Campbell on 10 and both batsmen hammered Permaul down the ground for boundaries in successive overs. Campbell then tried to hit

Bramble breaks 45-year-old Keeping record the left-arm spinner into the housing development area which was once a Sugar Cane plantation, only to find Ronsford Beaton at deep midwicket as the Jaguars made the break through 45 minutes into the day’s play with the score on 78-2. Campbell’s 28 came from 79 minutes, 53 balls with four fours. In overcast conditions, Blackwood rocked back and pulled Narsingh Deonarine behind square for four before Skipper Tamar Lambert got going with a delicate steer off Permaul to the wide third man boundary before cutting Beaton behind point for another four. But when three runs short of his fourth fifty in the tournament and 12th at this level, Blackwood edged a catch to Bramble off Permaul. Blackwell’s 47 lasted 82 minutes, 57 balls and was decorated with five fours and a six and his demise left Jamaica on 89-3. Brandon King was caught behind, first ball, off Permaul who continues to be a thorn in the skin of opposition batsmen, who have generally looked at sea to the spinners and the visitors slipped to 985. The sun smiled on Guyana’s success and cotton wool-like clouds danced merrily over the Providence sward from a clear blue sky, as a strong breeze stretched out the Guyana and Jamaica flags in the empty Grass Mound. David Bernard joined Chadwick Walton and stroked Beaton, who lacked penetration on a spin-friendly track, handsomely for four past extra cover, prompting the

introduction of Bishoo from Southern end. Bishoo soon struck when he beat Walton (8) with one that turned for Bramble to accept the offering at 118-6 before Permaul struck one run later from the other end when Damion Jacobs was caught behind for a duck. Bishoo removed Bernard (18) on the stroke of Lunch to leave the lads from Reggae Country in a deep hole at 1238 with the lead just 145 runs. After Lunch, Dawes (7) fell to Bishoo at 132-9 but Marquino Mindely got off the mark by clobbering Bishoo, who extracted bounce and turn from the surface, to the cover boundary before he edged the leg-spinner to Bramble to give him his ninth dismissal in the game. Bramble, who hails from Skeldon but plays for Albion, bettered the Guyana record of eight dismissals in a match set by Geoffrey Murray for Guyana against the Combined Islands at Bourda in 1970 as he continues to enjoy his best season at this level. His record breaking performance behind the wicket yesterday makes him the leading Wicketkeeper in the tournament with 38 victims. Devon Thomas of the Leewards has the record of 14 dismissals which he got against the Windwards last year in Grenada. When the Jaguars began their run chase they lost Assad Fudadin (2), bowled off the inside edge at 14-1 by Dawes, who trapped Rajendra Chandrika (15) LBW at 31-2. Chanderpaul came off the mark with a scintillating cover drive off Jacobs which

reached the boundary like a bullet. However, the second highest West Indian runscorer behind Brian Lara edged the next ball to slip where Campbell held the catch on the second attempt. This was a rare instance that Chanderpaul had failed twice in the same game to virtually the same shot and he extended his run without a century to 20 innings and seven months to leave the Jaguars on 42-3. Johnson was joined by Singh and the pair batted sensibly to see their team to 58-3 by Tea, with victory 103 runs away. After Tea Johnson danced into Lambert and stroked effortlessly for four and clipped Odean Browne nicely off his legs for a couple of runs, while Singh found the gaps as they tucked into the bowling with increasing relish. The Skipper looked compact and reached his second fifty of the match and his 23rd at this level from 118 minutes, 70 balls with five fours but played an impetuous shot off of Browne and was taken at deep mid-wicket when well set for a not out. Singh was more level headed, reaching his second fifty for the tournament to go with his hundred in Trinidad, from 140 minutes, 133 balls with five fours and celebrated by chipping into Browne and smashing him for four before he was removed by Dawes with victory five runs away. The next match for the Jaguars is set to start on the Friday at Providence where they take on the T&T Red Force.

Romello Crawford wins Mashramani 40-Mile Road Race with clinical display The Crawford cousins continue to climb the heights of the cycling ladder as the aim to meet that reached by their predecessors who dominated the cycling circuits of Guyana before. Romello Crawford followed on the heels of the cousin Juban who won the Mashramani Open Even a week ago to take the Courts Guyana Inc. annual 40-mile Mashramani cycle road race held recently for riders in Berbice only. The event, which saw the cyclists peddling off from in front of the Courts New Amsterdam Branch, proceeding to Adventure and back to the starting point, saw Romello Crawford winning the event in a time of one hour and fifty minutes (1:50). In fact it was the two Crawfords, Romello and Juban that dominated proceeding to take the top two spots. As the riders were sent on their way by Courts New Amsterdam Branch Manager Stanley McKenzie, the Crawfords’ showed their intention early and along with veteran

Wilbert Benjamin and new comer David Sampson, broke away from the rest of the bunch. Benjamin rode in third ahead of Sampson in fourth with Samuel Moottoo fifth and Steve Ramsuchit sixth. Romello Crawford took all six sprint point prizes available. David Sampson won among the beginners ahead of Curtis Dey. The first BMX rider to finish was Jonathan Ramsuchit who won ahead of Shon Sue Hang in the race which was held from the New Amsterdam Technical Institute to the finish line. Marcia Dick once again was the winner in the female category with Whitney Poyer and Deance Welch occupying the other two spots. The presentations to the outstanding cyclists were done by Courts New Amsterdam Branch Manager Stanley McKenzie. The event was coordinated Randolph Roberts.
