Before Congress, Pope urges U.S. to end hostility to immigrants

REUTERS/JAMES LAWLER DUGGAN Reuters - Pope Francis beseeched Americans to end hostility towards immigrants in a historic speech before the U.S. Congress yesterday, weighing in forcefully on a divisive issue that is stirring debate in the 2016 presidential campaign. Bringing a message that America’s power and wealth should be used to serve humanity, the 78-year-old pontiff said the United States must not turn its back on “the stranger in our midst.” “Building a nation calls us to recognise that we must constantly relate to others, rejecting a mindset of

hostility,” Francis told the Republican-led Congress a day after he met with Democratic President Barack Obama. Francis, bo r n in Argentina to an Italian immigrant family, delivered a wide-ranging speech that addressed issues dear to liberals in the United States but also emphasized conservative values and Catholic teachings on the family. The leader of the world’s 1.2 billion Roman Catholics called for a worldwide end to the death penalty, which is still used in 31 of the 50 U.S.

states, while advocating a more equitable economy to help people “trapped in a cycle of poverty” and a greater effort against climate change driven by human activities. The pope later flew to New York, where he was greeted by crowds at John F. Kennedy International Airport and will lead evening prayer services at St. Patrick’s Cathedral. Francis today is due to address the United Nations General Assembly in New York and to celebrate an openair Mass in Philadelphia on Sunday.

Reuters - Former Yugoslav foes Serbia and Croatia traded embargoes and insults yesterday in the latest fallout from Europe’s failure to agree a comprehensive response to the tide of migrants streaming north through the Balkans. After weeks of recrimination and buckpassing, a summit on Wednesday did produce a glimmer of political unity between EU states on measures to help the refugees closer to home, or at least register their asylum requests as soon as they enter the European Union. But all attempts in recent weeks to stem the flow have only prompted more desperate people to make a dash for Europe before the doors are shut or winter makes the journey too perilous. Yesterday alone, about 1,200 people crossed in boats from Turkey to the Greek island of Lesbos in under an hour, following the 2,500 who

had made the dangerous passage the previous day. German Chancellor Angela Merkel, the European leader who has done most to welcome refugees, told her parliament that the EU was “still a long way from where we must get to”. Nowhere was that more evident than in eastern Europe, where beggar-myneighbour policies have led countries alternately to try to block the flow or shunt it somewhere else. Until last week, most of those fleeing war or poverty in Syria, Iraq, Afghanistan and elsewhere were finding that the quickest route into the EU, and their preferred destination of Germany, was from Serbia into Hungary. But since Hungary sealed its border with razor-wire, an overwhelmed Serbia has simply diverted almost 50,000 migrants to the EU’s newest member state, Croatia, which says it also cannot keep pace with the influx.

Demanding that Serbia send at least some of the migrants to Hungary or Romania, Croatia barred all Serbian-registered vehicles from crossing from Serbia. Croatian Prime Minister Zoran Milanovic said he would not let Serbia “make fools of us ... We can function with 4,000 to 5,000 people a day. But more than that will not work, and I will not allow it.” Serbian Justice Minister Nikola Selakovic said Serbia had been “brutally attacked”, and its Foreign Ministry compared the restrictions to racial laws enforced by the Nazi puppet state in Croatia in World War Two. Belgrade in turn blocked Croatian goods and cargo vehicles, and the escalating dispute threatened to undo 15 years of progress towards reconciling two countries that were enemies during Yugoslavia’s bloody collapse in the 1990s.

Obama and Putin to meet; Syria and Ukraine vie for attention

The White House insisted the meeting would focus on eastern Ukraine, where Russian-backed forces are fighting the Kiev government, prompting tough sanctions that have

damaged Russia’s economy. Moscow, however, said the main focus would be on Syria, where Russia has built up its military forces in recent weeks with combat aircraft, tanks and other equipment in support of President Bashar al-Assad. Putin’s spokesman, Dmitry Peskov, told reporters: “Of course, the primary topic will be Syria.” Asked whether Ukraine would be discussed, he said: “Well, if time allows.” “There will be time,” Obama’s spokesman, Josh

OBJECTIVE ASSESSMENT OR DUE PROCESS? The government does not need to put on a charade in order to remove the Executive head of NICIL. One top government official, considered by many as more powerful that the Prime Minister had long signaled that the top official of NICIL does not enjoy the confidence of the government and can never enjoy such confidence. This was a clear signal that the head of NICIL would eventually be removed. It was therefore ingenious to read in

last Sunday’s edition of this newspaper that the new Board of NICIL has asked the Head of NICIL to explain NICIL’s investments into all of its projects. This is quite a task and a very strange request. NICIL has always had a Board. In the past this was a highly politicized Board but it did have representation at one time from the trade union movement. Investments by NICIL would have had to have been sanctioned by the old Boards. It is these Boards

Under the theme, “Guyanese Products and Services- Our Gateway Forward,” the Ministry of Business successfully launched its first Business Exposition, yesterday. This event will commence on November 22, 2015 at the Sophia Exhibition Centre. The exposition was birthed to replace GuyExpo which is usually held in October. Minister of Business, Dominic Gaskin, explained that the hosting of GuyExpo this year would have been impossible. This was the reason behind the Ministry’s move to host a Business Exposition. Ramsey Ali, President of the Guyana Manufacturing Services Association (GMSA) revealed that his organisation will be taking small businesses under its

umbrella to help market their products. Other large companies will also be helping small businesses. So far more than 300 participants have been solicited for the upcoming exposition. The Small Business Exposition will see the promotion and showcasing of Guyana’s locally produced products and services. Mr. Gaskin said that the Small Business Expo will not be as it customarily is. The focus will be on small businesses and not entertainment, as this has somehow become the main attraction over the years. It is hoped that this new tactic will help to discover various investment opportunities which will see the birthing, sustainment and growth of small businesses.

But of course the argument can be made that the Head of NICIL needs to provide reasons for the investments since he is the Chief Executive Officer. But it would not be fair to view those investments as being his investments since the old Boards would have most likely had to approve of them. It is hoped that this request for an explanation is not a way of allowing due process to the Head of NICIL before he is axed. Why would the new Board be asking for an explanation of the investments made by NICIL when in fact those investments are done deals? There is no way those investments can be reversed. The hands of time cannot be

turned backwards. Is it because the Board wants to make an objective assessment of those investments? This would be strange because the new government has long indicated its opposition to most of these investments. In fact, it needs to be questioned why persons are sitting on NICIL Board when that entity is not being treated as a body corporate by the government. The government has made it clear that its policy is not to have parallel treasuries and therefore the funds held by NICIL will have to be paid into the Consolidated Fund, thereby removing its corporate status. The forces that comprise the government were very vocal when in opposition about their opposition to

most of the investments made by NICIL. It was to be expected, therefore, that the government would not be interested any longer in any rationale for these investments since most of them were not considered by the government to be in the best interest of Guyana. The report that the new Board is asking for an explanation therefore begs the question as to whether this explanation is because the new Board wants to make an objective appraisal of these investments made by NICIL. Or could it be that this request for an explanation is part of the due process being accorded to the Head of NICIL so that if the explanation is deemed unsatisfactory, it can form the basis for his dismissal. This latter scenario would

be unfortunate. For one, the government does not need such a basis to end the employment of the Head of NICIL. The government has already expressed an opinion on the future of the head of NICIL. Two, the Head of NICIL would not have been the person with the ultimate authority to approve of those investments. The old Boards had such authority and it was those Boards that are ultimately accountable for these investments. And the last of those Boards has already been fired.

A hundred days of perfume whose scent is yet to be detected It has become the norm all over the world for the media and academia to identify a hundred days as the period to evaluate a new government. President Zarkozy of France had his hundred days assessed by most top global newspapers. Leaders themselves tend to address the nation on their first hundred days of power. The same Zarkozy addressed France and offered an apology for mistakes made in that period. How has the historic coalition of APNU-AFC done? I honestly cannot give them an Excellence grade. But in all honesty, the new government inherited a virtual vortex of national destruction, the real nature of which I don’t think many of its top leaders were deeply familiar with before they won the May 2015 General Elections. I don’t think David Granger and Moses Nagamootoo had extensive knowledge of the nihilism that the Jagdeo/Ramotar cabal created in Guyana. I saw a picture in the press of President Granger being gracious with a certain lady

that is a big drug trafficker. I wanted to ring Joe Harmon immediately. I don’t think as Opposition Leader, he knew about this woman’s involvement. For sure, CANU has the file. CANU is tainted and the sooner its hierarchical personnel is changed, the better. I am quite prepared to offer my incontrovertible evidence to President Granger. The hundred days could not have been mellifluous. It couldn’t even have been attractive. The scope for being generous to the people of Guyana was simply not there. The intention was there alright but not the resources. In a hundred days the doors to some horizons have been slightly opened, and for that one must be thankful for small mercies. The elevation of the minimum wage was beautiful. The reintroduction of the stipend to Critchlow Labour College was great. Old age pension was increased and that was superb. All Guyanese wanted the curtailment of the excessive benefits that President Jagdeo gave himself when he demitted office. Linden got its own television station. Guysuco got

billions of dollars in subsidy. VAT came off of many items. The Berbice Bridge toll was reduced. That ran into a problem and water taxis were rightfully introduced. I am not an economist. Depending on your training, you will look at the hundred days from a perspective that others may not be interested in. I have no doubt the economist will concentrate on financial directions and statistical layouts and assess the hundred days in ways others may not. I use myself as an example. In studying society, I apply philosophical concepts to assess whether freedoms, liberties, justice, democratic enhancements, equal treatment of the lower classes have expanded or if there are indications that they will. In the first hundred days of the APNU+AFC administration, on the levels identified above, I will not give them a high grade. There are serious indications in those first hundred days that if we do not apply relentless and meticulous surveillance, certain retrogressive steps may come about. I plan to join the Kaieteur News press contingent if and

when the President and the Prime Minister appear together at the same press conference. I will ask them to go deep into their minds and give me an elucidation that can withstand intellectual demolition of how they can vote for the removal of the barriers around Parliament when Donald Ramotar and Sam Hinds were in charge of Guyana, but now David Granger and Moses Nagamootoo are in power the barriers have increased not by a few but by dozens and have swallowed up more surrounding streets. I will give anything to hear their rational justification. I think the Chronicle and the state media need to open up more to opposition news and independent voices. There

seems to be a move to pursue a culture of secrecy. The nation was told that there cannot be public dissemination of financial details of the Marriot Hotel. All Guyanese wanted the transparency during the Jagdeo/ Ramotar reign. Now the APNUAFC seems to have fallen back on old culture. People who commit illegal acts against the resources of Guyana have had their identity protected by the APNU-AFC Government. The police and judicial system are still hunting down poor people. The nation was informed that culprits from the fallen PPP regime took millions of unauthorized gasoline from Guyoil, was asked to repay the

Frederick Kissoon money, and the government withheld their identities. Was the Champion one of them? Some APNU-AFC Ministers have adopted Jagdeoite hubris and Ramotarian hauteur. I end with my favourite ending. God is dead. Marx is dead. Gandhi is dead. Mandela is dead. And I’m not feeling too well myself.

No PPP for new Demerara River Bridge …has seen what it did for Marriott, Berbice Bridge - Patterson

A section of the existing Demerara Harbour Bridge The controversial Public Private Partnership (Px3) financial structure that was used by the previous administration to construct the Berbice River Bridge and the Marriott Hotel will not be used by the coalition A Partnership for National Unity plus Alliance for Change (APNU+AFC) Government, to construct the new Demerara River Bridge. Minister with responsibility for Public Infrastructure, David Patterson, said that the APNU+AFC Government will not be using this model, given its track record in Guyana. Further, there are numerous other options available. He said that the administration has seen the outcome of the Public Private Partnership model with the construction and operation of the Berbice River Bridge and the Marriott Hotel. He drew reference to the use of concessional loans and options such as the Build Own Operate Transfer (BOOT) models. “I don’t know which model we will use but it will not be the Px3, we are not

going down that route again; we will find out first what is the best option available,” said Minister Patterson. The Minister disclosed too that the pre-feasibility study which was conducted under the previous administration will also not be used. The current government is looking to have another feasibility study undertaken. According to Minister Patterson, the pre-feasibility study that was conducted by the previous administration was done in a most ad hoc manner, lacking basic components such as soil tests and tidal flows. The Peoples Progressive Party Civic (PPP/C) administration, according to Minister Patterson, was pursuing the construction of a bridge using incomplete documentation. He said the APNU+AFC Government has in fact set aside money to undertake a proper feasibility study to determine the best way forward in pursuit of a new river crossing across the Demerara River. Meanwhile, as it relates to

the Expressions of Interest (EOI) which were submitted to the National Industrial and Commercial Investments Limited (NICIL), based on the previous pre-feasibility study, Minister Patterson said, these

were never opened and Government has no intention of opening them either. He said those expressions of interest were submitted in keeping with the prefeasibility study conducted by the previous administration. Asked about a possible astronomical increase in the tolls paid to cross the Demerara River using a new Bridge, Minister Patterson assured that this would not be the case. He said that the Bridge has already proven its feasibility in terms of the level traffic utilizing the facility. According to Patterson, in excess of 10,000 vehicles utilize the bridge on a daily basis. Government will certainly be looking to have a financial structure in place to allow the principals to recover investments while not placing additional burdens on commuters. The new tolls, he said, “will not be too expensive…it will not be similar to (the) Berbice (River

Bridge).” A number of Chinese and Indian Companies were vying to build the New Demerara Bridge River crossing which was at the time being handled by NICIL. At the time, 22 Expressions of Interest were submitted. The pre-feasibility study which was done for the construction of a new river bridge by the Public Works Ministry had identified the best location for the bridge to be between Houston on the East Bank of Demerara and Versailles on the West Bank of the river. The existing two-lane floating bridge was constructed in 1978 by the UK firm Thomas Storey Engineers Limited and had a life of 10 years. From 1995 to 1998 the bridge underwent major rehabilitation by the Damien Ship Yards of the Netherlands at a cost of US$9M and was given an extended life of 15 years (from 1995). At present the Demerara

The Demerara Harbour Bridge Corporation is responsible for the management and collection of tolls. The average annual revenue collection is approximately US$1.9M.

Bodies found in swamp bore gunshot, stab wounds - ATV missing Brazilians Jose Carlos Barbosa Araujo and Adonias Ferreira, whose bodies were recovered from a swamp, were both murdered. Crime Chief Wendell Blanhum said that post mortem examinations revealed that one of the bodies bore gunshot injuries, while the other bore incised wounds. Blanhum confirmed that police have received reports that the men were traveling on an ATV to collect spares. He said that the men were not travelling with cash, and that the ATV was apparently stolen. Police are checking on information about possible suspects in the case. Araujo, 45, also known as “Irmao Francisco,” is a mechanic, while Ferreira, 37, is a gold miner. According to reports, the

men left their worksite in the Oku mining area, Cuyuni, on Tuesday, September 15, on an ATV. They were said to have been heading to Bartica to purchase spares for an excavator. A source who knew the victims said that the men had $30,000 and seven pennyweight of raw gold in their possession. Their bodies were found in a swamp around 14.30 hrs on Sunday and taken to the Bartica Hospital mortuary. The victims were buried at Bartica. Several Brazilians have been slain over the years in Guyana’s hinterland. Last year, the badly decomposed bodies of a Brazilian couple were found along the Puruni trail. A number of other Brazilians have been slain for the year in the crime-prone interior. Last April, Antonia De Sena, a 58-year-old Brazilian, was shot dead by bandits at Arau Landing,

Wenamu River. Police were told that De Sena was killed after resisting the bandits who had demanded gold and cash. On June 2, Marco Nunes DaSilva, 40, was found dead in the Tamakay Backdam, Mazaruni River. A post mortem performed by Government Pathologist, Dr. Nehaul Singh, revealed that the man died of asphyxiation. According to reports, Da Silva had left his campsite on June 1, in the company of four workmates to run an errand at a shop. The men later returned to the campsite, but Da Silva did not show up with them. A passerby found his body the following day. In July, 57-year-old Antonio Rodriguez Da Silva was chopped to death in an argument with another man. And a few weeks ago, Josi Mar Perrieria Silva, 51, of

Boa Vista, Brazil, was found dead in his camp at Mowasi Backdam. His body bore a gunshot wound to the forehead. According to reports, Silva left his camp to check on the gold mat on his dredge which is located some distance away. It is believed that his attackers ambushed and killed him before disappearing with the mat.

…‘Business as usual’ urges subject Minister Gaskin While the military buildup on Guyana’s western border with Venezuela is cause for concern, the local business community is being urged to conduct “business as usual”. And potential international investors looking to set up shop in Guyana can also breathe a sigh of relief since Guyana is a sovereign country of laws and as such both local and international investments will be protected. Minister of Business, Dominic Gaskin, yesterday, said that businesses can be assured that the matter is being handled at the highest level of Government, with a

view to seeking a diplomatic solution rather than a military one. Gaskin told Kaieteur News that while his Ministry is not in receipt of any formal reports of concerns on behalf of the business community operating in the Essequibo County of Guyana, “this is not to say there is no cause for concern.” He is adamant that these businesses should continue to carry on as usual since Guyana is a country of laws, “laws that will be respected.” He said that Guyanese and international business partners should not allow the

actions on the part of the Venezuelan Government and its military to put a damper on their operations. “The matter is being dealt with at the diplomatic level and there is no reason for the business community in Guyana to do anything different…They are protected under the laws of the country.” Speaking directly to potential investors, Gaskin lamented that while the current situation is less than desired as it relates to attracting international investments, “there is nothing to fear.”

He said, “It is not a good thing for Guyana,” Gaskin said, too, that while the problem between Guyana and Venezuela is not a new one and has in fact been “festering for some time,” the recent escalation clearly makes a case for the urgent judicial settlement of the issue. This, he said, is in the best interest of Guyana, but may not necessarily be a priority of the Venezuelans, since it is an issue Guyana’s western neighbour utilizes whenever the occasions suits it. “Until we get a judicial settlement, this is something that will always be on the table,” said Gaskin. He saw the need for an

urgent settling of the border controversy between Guyana and Venezuela in an international court. CROSS BORDER TRADE On the matter of cross border trade, Minister Gaskin told this publication that while he is not aware of any significant activities in this realm, Guyanese are being urged to ensure that they ply their trade using lawful means and ports. He said that while there was some hiccup with Guyana’s ‘Oil for Rice’ transaction with its western neighbour, the concessionary arrangements with which oil is purchased from that country under the PetroCaribe agreement has not been affected. “As of (yesterday) we are still part of the PetroCaribe agreement,” Minister Gaskin, underscored. “While we are saying it is a matter for concern, it is a matter of important concern. The matter is being handled at the highest level of Government.” The business community, he said, is being urged to conduct, “business as usual, we don’t see any impediment to investors coming from any part of the world.” Head of State, President David Granger, recently denounced the recent actions on the part of the Nicolas Maduro led administration, calling it an ‘extraordinary escalation’ of an ongoing border dispute. Chief of Staff of the Guyana Defence Force, Brig Mark Phillips, this past week, told media operatives that ranks of the local military are strategically positioned along the border with Venezuela and are actively monitoring the situation. “We continue to monitor the activities by the Venezuelan armed forces on our frontiers. Our deployment is geared to define aggression and acts of incursion of our border. We

Minister of Business, Dominic Gaskin remain ready to deploy additional troops and equipment, if need be, to those locations.” He said that a build-up in troops on the Venezuelan side had been observed about one week ago but over the past weekend, there was a noticeable increase in troops in the area. Guyana’s land border with its western neighbour was settled by an 1899 Arbitration panel with the support of the United St a t e s o f A m e r i c a a n d Britain, much to the chagrin of the Venezuelan authorities. This past week tensions escalated as the Venezuelan military positioned several hundred military personnel and hardware inclusive of mobile missile launchers and even positioning ranks on gunboats in Guyana’s Cuyuni River. Guyana has already signaled its intention to abandon the 23-year-old ‘UN Good Officer’ mechanism which has so far failed to settle the dispute. President Granger has signalled a willingness to have the matter settled under international law utilizing the International Court of Justice in Hague.

China to establish US$30B fund for public infrastructure cooperation with Caribbean Region By Kiana Wilburg The importance of the invaluable relationship between Guyana and China was reinforced on Friday night at the Chinese Embassy on Mandela Avenue, Georgetown. There, members of the government, the diplomatic community and the business community joined Chinese Ambassador, Zhang Limin and his wife to celebrate the 66th anniversary of the People’s Republic of China. Ambassador Zhang said that over the 43 years since the establishment of diplomatic ties, ChinaGuyana relations have maintained sound and stable development. He said, “We have constantly enhanced traditional friendship. There have been frequent interactions at top and other levels. Pragmatic cooperation in economic and trade and other fields keeps expanding. Deepening the mutuallybeneficial relations of cooperation serves the common interests of both countries and is also the common wishes of their peoples.” He noted that the new Guyana administration has made new plans to improve infrastructure and develop a green economy. “I believe that it will create more opportunities and greater space for the future cooperation between China and Guyana. China is willing

Police, drug traffickers Winners of the Walter Rodney trade bullets in the Creative Writing Awards announced Five months after the North West District deadline for the Walter Police and a group of suspected drug traffickers traded bullets on Wednesday night when the lawmen made a surprise raid on a house in the North West District. Fortunately no one was reportedly injured but the drug traffickers managed to get away, leaving behind their stash. Police in a statement yesterday said that about 20:30 hours on Wednesday, acting on a report that armed men were seen in the Powis Landing area, Five Star Backdam, police ranks went to a house where they came under fire. The ranks returned fire, however, a number of men managed to run out of the building and escape. “Since it was night, the ranks had to tread cautiously and of course the men took the opportunity to escape,” a source told this newspaper. The house was searched and 550 grams of marijuana and 40 grams of suspected cocaine were found. The police did not say if any gun or spent shell was recovered at the scene, which would have given an indication of the type of weapon they were up against. Investigations are in progress.

Rodney Creative Writing Awards, the three winners to this year’s competition have been revealed. They have also been notified. More corneal transplants set to be conducted at GPHC Rahul Jindal has been previously coming to Guyana with a record of completing 26 kidney transplants and 17 corneal transplants in Guyana. The first set of six corneal transplants was done in August of last year. In July too another set of 11 corneal transplants was done at the GPHC. Similar to its recent mission, the team from the US will comprise three physicians – Dr. Jindal along with two Corneal Tranplant Surgeons – Dr. Stephen Waller and Dr. Joseph Pasternak. They will be accompanied by members of the Subraj

Any disorder that makes the cornea cloudy or opacified can cause severe visual impairment. Many patients who become blinded by corneal opacities or disorders can regain their sight with corneal transplants.

Country’s two top judicial officers stuck in acting positions unacceptable - Bar Association For well over a decade the country’s two top judicial officers have not been confirmed in their posts and the situation has gone beyond the point of mere unacceptability, the Guyana Bar Association stated yesterday. Calling it a rare situation, the body said the time has come for action to be taken to remedy the situation, especially given the crucial nature of the Chancellor and Chief Justice posts, which have been held by Justices Carl Singh and Ian Chang respectively. In a piece dubbed, “Time to act on those acting appointments,” the body of local legal minds stated that the David Granger Administration has now had more than four months to bring some order to this messy situation but it has done nothing they know of. The Guyana Bar Association is calling on the A P N U + A F C - l e d administration to act immediately. Headed by Attorney-atLaw Christopher Ram, the association made clear it takes no position on the

persons acting in the two posts except to state their deep concern that the delay to have the posts filled has gone on for far too long. It is of the view that the delay does considerable harm to the judicial system and process. “It is accepted that acting appointments have implications for the rule of law and the independence of the judiciary,” the body expressed. It pointed to the Latimer House Guidelines Principle II Preserving Judicial Independence which states that: “Judicial

appointments should normally be permanent; whilst in some jurisdictions, contract appointments may be inevitable, such appointments should be subject to appropriate security of tenure.” The exception of contract appointments does not apply to Guyana, the bar association said. It said that similar principles have been adopted by the International Bar Association of which the Guyana Bar Association recently gained membership; and most recently, on July 9,

Chief Justice (Ag), Ian Chang last, Commonwealth Office in London launched a Compendium on the Appointment, Tenure and Removal of Judges. “It may well be that both Messrs Singh and Chang are utterly impervious to the effect of uncertainty inherent in the positions in which they operate. It may well be too, that their conduct of cases and their decisions are made uninfluenced, even subliminally, by their circumstances,” it said. The lawyers pointed out that the rule of law requires public confidence in the judiciary. Such confidence, it opined, is particularly difficult to win when acting appointees are called upon to pronounce on matters of a political nature.

“The rare, if not unique situation where a country’s two top judicial officers have been acting for more than ten years in each case, has gone beyond the point of mere unacceptability. Indeed, it has persisted for so long that neither the acting Chancellor nor the acting Chief Justice caries out their respective functions as if they were in some interim role,” the body stated. It pointed out that as Chief Justice performing the functions of the Chancellor, Singh has initiated some major changes in the legal system including the establishment and expansion of the Commercial Court, the C o n s t i t u t i o n a l / Administrative Division of the High Court and more recently the Family Court. Such changes, the body informed, are usually not undertaken by persons who are in acting positions but “the work of the Courts must go on, whatever the politicians do, or do not do.” Further, it noted the constitution provides for the appointment of the Chancellor and Chief Justice by the President after obtaining the agreement of the Opposition Leader. For clarity it is worth noting that while there are two acting appointments, there is only one substantive

vacancy. The association pointed out that Justice Singh is, in fact, the appointed Chief Justice and it is only if he resigns or is confirmed in the position of Chancellor that two vacancies will arise. Quoting to the constitution, it said if the office of the Chancellor is vacant, as obtains, or if the person holding the Chief Justice post is for any reason unable to perform the functions of his office (he is, since he is performing the functions of Chancellor), the functions are to be performed by such judges appointed by the President after “meaningful consultation” with the Opposition Leader. “One has to assume that meaningful consultation as defined in Article 232 took place over the acting appointments but it would be quite revealing to learn whether the objections of both Messrs Corbin and Granger, with whom (Bharrat) Jagdeo was required to consult in their capacities as leader of the opposition, were similar,” said the body. It added that the written record of the consultation are required to be made and circulated to the persons consulted would be quite helpful to transparency, the principle which has undergirded Granger’s (Continued on page 29)

Police stop Guyanese in protest action against Venezuela’s President A Guyanese national, who was protesting yesterday (Sept. 23) against Venezuela’s claim to a large chunk of Guyana’s territory and the recent build-up of heavily armed troops near Guyana’s western border, was told by a Senior Police Officer that her action was a threat to the security of the Spanishspeaking country’ Head of State, President Nicolas Maduro. The Guyanese, Denise DeFreitas, who hails from Liverpool Village, Corentyne, Berbice but resides in St. Kitts, was protesting within the Independence Square in Basseterre, a short distance away from the t e n t under which senior Government officials from St. Kitts and Nevis and

Granger said that in addition to happiness, children must get a sense of security in their homes. “They (children) must respect their parents, not just out of duty, but because they experience the love that parents have for them…They would reciprocate that love. I would like to encourage

Impressed with improvements at CJIA DEAR EDITOR, I agree with Charles Sohan’s overall assessment of the CJIA airport, having made a trip to Guyana recently, after one roughly three years ago. In fact, I was surprised and impressed by the visible improvements in three years.

I was afforded the full wheelchair service both ways, because of ‘mobility problems’, and throughout experienced courtesy and efficiency from the ‘handlers’. (The Guyanese end cheerfully did virtually all my document handling). My only bone of

contention was the very long wait on arrival at CJIA for the retrieval of my suitcase from the carousel, only to find later that a large bag of sweets had been opened and about onethird of them missing, the bag resealed with staples and straight pins. On leaving, I observed

Freddie, in contrast, is infamously known as the leading news and data fabricator and a distorter of peoples’ views and opinions. He proudly, but effortlessly and savagely has bent the lines of logic beyond limits, over-stretching the lines of reason. Freddie’s commentaries are loaded with subjective observations without supporting information. He rehashes myths and legends as thought and they contain no valid recommendations. Freddie is the epitome of everything media do not need or want. He is the face that comes to mind when we think of anything bad in a society. He is everything vile and sordid. In his writings, he has fed utter distortion to the population. He does not serve the in-

terests of readers. He serves his personal interest. Freddie is guilty of engaging in philistine, crude, cruel and crazy behavior. He acts in an uncouth and uncivilized manner. Freddie should heed the scholarly critiques of his writings. Rickey, unlike Freddie holds the shield of ‘journalistic integrity’. Freddie criticizes all and sundry without foundation and sees the failings of all, but he fails to see the inner sickness in his behavior and his own wrongs. Freddie is wrong to attack Rickey as much as Moses was wrong for interfering with Rickey’s writings. I am surprised Moses did, if in fact he did given his respect for journalist freedom. Moses and readers have the highest esteem and appreciation for the work of Rickey Singh. Freddie has it wrong, it is Moses who cannot walk in the shoes of Rickey in the field of journalism. UNC slams PM on murder rate Trinidad Guardian Opposition Leader Kamla Persad-Bissessar has questioned the “deafening silence” from Prime Minister Keith Rowley—chairman of the National Security Council—about the country’s spiralling murder rate. She spoke about the situation after Wednesday’s launch of the 11th Parliament. Up to Wednesday, thirty murders had been reported since September 12. President Anthony Carmona, in addressing the ceremonial opening of the new Parliament, also spoke about the crime situation, saying, “We as a people cannot, in good conscience, sit idly by while entire communities are under siege. You have only to open the newspapers, and some of us, our doors, to see and feel the debilitating effects of crime on our society. “It is easy to lay blame at the doorstep of the incumbent Government or the past government but we are all responsible, in more ways than one. There is a spirit of inhumanity that is sweeping through our nation, marked by a callous disregard for the

Cops take $6M to let cocaine pass

Assistant Superintendent of Police, Terrence Browne, has been transferred with immediate effect from the Division to Police Headquarters, as the force’s Police Office of Professional Responsibility investigates an alleged corrupt transaction. The transaction involves a number of police ranks and it follows the seizure of a quantity of cocaine from a minibus travelling along the Corentyne, Highway, a little over two weeks ago. Information reaching this newspaper indicates that one officer and four junior ranks accepted a large sum of money to forego prosecuting the cocaine traffickers. The other ranks, a Subordinate Officer and three Constables, including one female are under close arrest as the investigations continue. Kaieteur News understands that while two ranks have reportedly confessed to the scheme, the others involved are

maintaining their innocence. It is alleged that the ranks were on roadblock duties at Whim on the Corentyne Coast when they stopped a minibus that was transporting a large quantity of cocaine reportedly worth a whopping $18M along with an undisclosed quantity of cash. According to information the police had been tipped off about the vehicle, which would usually ferry large quantities of cocaine, guns and cash along the Corentyne highway. Three persons were in the bus at the time and they were detained. But instead of taking them into the police station, the ranks began negotiating with the suspects. Initially a sum of $2M was offered on the spot, but this was refused by the ranks. A source in Berbice told Kaieteur News that after intercepting the cocaine, the ranks drove to the nearby police station where they dropped off a female

colleague who was with them. Following further negotiations a deal of $6M was agreed. Once the money was handed over, the ranks allowed the occupants of the bus to go with their drugs onwards to neighbouring Suriname. They then returned to the station where they split up the cash, giving a portion to the officer as “hush money”. There are varying accounts of how the matter came out. According to one source one of the ranks on the patrol was not satisfied with the amount of money that he received and decided to squeal. Another version is that after word of the transaction began to float around, a rank who heard of it contacted the Acting Commander, who immediately launched an investigation and ordered that the ranks be placed under close arrest. Yet another version is that the informant who had tipped off the police was promised $300,000. However, after the deal was done the informant did not get the promised amount and he spilled the beans. This newspaper understands that investigators are monitoring two known local drug dealers who they say were involved in the transaction. A police source said that it is unlikely that any charges will be laid against the drug pushers, since there will be no physical evidence to link them with what transpired at the roadblock.

Children Mash Road Parade shifted to February 23- Minister Henry All is not lost for a grand spectacle on February 2. Instead of adults reveling, the nation’s youth are scheduled to take to the streets for a full costume and float parade as part of the official observance of Guyana’s Republic Anniversary. The traditional adult float parade has been shifted to May 27, 2016. Nicolette Henry, Minister within the Ministry of Education, Culture, Youth and Sport, explained that the decision was made to make allowance for greater participation from students from senior secondary schools. She said, “Given that the senior secondary school students are scheduled to sit the CSEC during the May month period, they will not likely be available to participate much in the 50th Independence celebrations so we decided that on February 23, 2016, we will be having an all youth and children costume parade on the road.”

This, she said, will ensure that the young adults get to participate fully as the event will not clash with their examination period. In previous years the children’s parade is held several days before February 23, and features mostly nursery and primary schools with involvement from a few secondary schools. Minister Henry said that the Ministry of Education has a responsibility to ensure that young people are engaged in meaningfullactivities. “We thought that we would make maximum use of this opportunity to engage them during the Mashramani period so we are going to dedicate this period exclusively for their fun, for them to showcase their talents, for them to come out and have a grand time with as much support as possible from the adults in a positive way.” While the Minister could not say if the Mashramani route will be the same as the adult road

parade, she said that every effort will be made to encourage maximum participation from all schools. Addressing complaints that the decision to shift the adult parade would hamper the usual economic activities, the Minister said that is not so. The February 23 youth parade provides a grand opportunity for such, in addition to the Independence activities. The Minister also confirmed that the adult float parade that may feature fifty full costume bands will be using the same Mashramani route. A planning committee is working out the logistics for the children’s float parade. Meanwhile the other activities listed as part of Mashramani 2016 include the national schools’ competition, the chutney competition, junior and senior calypso monarch competitions, a concert for the elderly, the steel pan competition, masquerade, and a street fair.

Camp Street Prison ablution area collapses… destroys fence

Security officers examine the gaping hole created in the Camp street Prison fence. Residents in the immediate environs of the Camp Street Prison on Durban Street were sent scurrying for a place to secure themselves, last evening, after what they described as a scary experience that reminded them of the 2002 jail break. Just after 19:30 hours last night, a thunderous crash rocked the prison compound and the nearby homes. It turned out to be the collapse of a concrete structure that housed an ablution area in the south eastern section of the Camp Street prison. In the wake of its collapse the concrete structure attached to the section of the prison that houses ‘condemned’ prisoners who are reportedly facing the death sentence, also dislodged a section of the prison fence leaving a gaping hole big enough for persons to enter and exit the prison compound at will. From their cells the prisoners shouted, ‘“London

Bridge is falling down, ayeo gonna let we out now!” as armed guards and plainclothes ranks from the prison service and the Guyana Police Force stood guard. “When the thing fall the whole place shake up and everybody scatter because the jail men start hollering for freedom when it fall,” one witness recalled. Describing the experience one woman who lives at Lot 13 D’Urban Street said, “I thought was earthquake. And the prisoners started shouting freedom at last... Seriously the whole place started to shake up.” The fallen section left parts of two floors exposed to the elements for passersby to see into a section of the prison. Shouts of “Y’all gonna get we out of here or what?” caused one resident to declare, “This is proof that the prison got to move... That thing only build up the other

PIRELLI REACT TO TYRE Draw for Japan 2015 CONSPIRACY THEORIES conducted in Zurich

Pirelli moved to counter some of Formula One’s wilder tyre conspiracy theories yesterday after dominant world champions Mercedes struggled to get up to speed in Singapore last weekend. The Italian company said in a statement at the Japanese Grand Prix that it had no say over which tyres were allocated to whom, or when they were used. Mercedes were eclipsed by rivals Ferrari and Red Bull in qualifying in Singapore, after Lewis Hamilton and Nico Rosberg had taken pole position in all 12 previous grands prix, and also in the floodlit race won by Ferrari’s Sebastian Vettel. Some of the more extreme theories circulating within the paddock after qualifying and the race wondered whether Mercedes might somehow have been given different tyres to their rivals to slow them down. Even Mercedes motorsport head Toto Wolff admitted to a momentary doubt: “For a moment I thought ‘Have Pirelli given us a different tyre to the others?’” reports quoted the Austrian as saying. “I’m not saying that it happened, just that I thought it,” he added. In a statement

explaining how the tyres are marked at their Turkish factory with embedded and traceable bar codes that cannot be swapped, Pirelli said their process was designed to be tamper-proof and random. “Once the production run for each grand prix is finished, the Izmit factory sends a list of the bar codes to Pirelli’s logistics and distribution hub at Didcot in the United Kingdom,” the Italian manufacturer said. “There, Pirelli’s system randomly groups the bar codes into blocks of four, comprising two rears and two fronts, which will make up a tyre set. This list of blocks is then sent to the (governing) FIA. “The FIA subsequently allocates blocks of bar codes — and therefore sets of tyres — to each individual car at random,” said Pirelli. Motorsport head Paul Hembery added: “Deciding which tyres are allocated to which teams, or when they are used, is a job taken care of entirely by the FIA once the tyres have left the factory. “It is just another way that impartiality can be ensured among all the teams, which has always been a huge priority for us as exclusive tyre supplier.” (Reuters)

Outgoing FIFA president Sepp Blatter told his scandal-plagued federation’s 209 member associations yesterday that failure to support reform would amount to a betrayal of millions of soccer fans. Blatter’s comments came as FIFA’s executive committee began a two-day meeting where it was due to discuss a request to provide greater transparency around investigations into allegations of corruption. The committee also will be given an update on the second of two reform processes which have begun since FIFA was plunged into the worst crisis in its 111-year history in May. Soccer’s governing body has been in turmoil since 14 sports marketing executives and soccer officials, including several from FIFA, were indicted in the United States on bribery, money laundering and wire fraud charges. Seven of those accused were arrested by Swiss police in a dawn raid on a luxury Zurich hotel on May 27, two days before the FIFA Congress where Blatter was re-elected for a fifth term. As pressure mounted on FIFA, Blatter made a shock announcement in early June that he would step down at an extraordinary Congress which will take place on Feb 26 in Zurich. Last week, the problems took another twist when FIFA put secretary general Jerome Valcke on leave and requested a formal investigation into allegations against him. His duties have been taken over by his deputy Markus Kattner. “I expect all member associations to fully support this reform process at the Extraordinary Congress in February,” Blatter

wrote in his weekly column in FIFA weekly. “To fail to do so would represent a betrayal of our institution, of football and of the millions of fans around the world that rightly expect the highest standards from those managing the game. “Our goal must be to give FIFA, the institution, the opportunity to move forward next year and to build on the progress we have achieved in staging competitions and developing football around the world since 1904,” he added. “If we do not act now, we will be putting all of that work at risk.” Domenico Scala, head of FIFA’s audit and compliance committee, presented an eightpoint plan at the last executive committee meeting in July, which he hoped would be approved and put to the extraordinary Congress in February. Instead, it was decided to set up a second reform committee under Francois Carrard, a Swiss lawyer and former director general of the International Olympic Committee, which met for the first time earlier this month. Allegations of corruption are investigated by FIFA’s ethics committee, which is only allowed to report its final decisions and cannot name people who are under investigation. Critics have regularly lambasted the in-house watchdog, and questioned its independence from the FIFA leadership, for refusing to give names and other data, even linked to wellknown and widely reported cases. However, the ethics committee has said it is following the code of ethics, which it has asked to be changed, a request which is expected to be discussed under the item “approval of amendments to the FIFA code of ethics.” (Reuters)

Czech Denisa Allertova stunned world number two Simona Halep 6-4 6-3 in the quarter-finals of the Guangzhou International Women’s Open yesterday. The King Medas-Pansy Adonis 5km Road Race Classic is scheduled to return this year on a date to be announced, but promises to doll out in excess of $1.4 million in prizes according to founder and organiser of the event, Andy Medas-King. “King Medas-Pansy Adonis Classic is second to none; it’s the most lucrative 5k in Guyana. This year, awards and prizes, along with some grants will amass to over $1.4 million,” Andy Medas-King said in a press release. Medas-King indicated that for the first time this year, he has included the 8 & Under and Masters categories, based on feedback from athletes. In addition, this year features some new prizes; there will be a prize for the youngest male and female athletes, competing in over 1km. Secondly, prizes for the most improved male and

female athlete in the 17-20 categories and the oldest male and female athlete in the Masters category will also be up for grabs. “This (the prizes) was a thought after considering the need to boost confidence in the athletes and I’m doing things different to what track and field is used to. I have included some 8gb and 16gb tablets for special prizes, along with some flash drives, cards and my signature running shoes,” Medas-King added. He said all that was done because of the call from the athletes and coaches, who keep asking him to make the race bigger and better. Medas-King said the main focus is to promote Guyana to the world. Bangladesh Women will be going to Pakistan on September 28, to play two ODIs and two T20s. All four games will be in Karachi.* It will be the first tour to the country by a representative side from Bangladesh since the attack on the Sri Lankan team in Lahore in 2009. BCB president Nazmul Hassan made the announcement at his residence on Thursday, saying the hosts have said they will provide the team with VVIP security. The confirmation came after the Bangladesh government had given the tour the green light through the sports ministry on Tuesday. Earlier this month, a security team from Bangladesh visited Lahore and Karachi to assess the safety arrangements. Karachi’s Southend Cricket Club was put forward as a venue since the players can stay at the ground. “We received the order from the government through the sports ministry,” Hassan said. “Now it is up to us. The Bangladesh team will go on September 27 or 28. We thought Lahore is safer. The previous security team were told about Lahore. “But this time they have included Karachi because in the Southend Cricket Club, they will stay and play. It is a huge plus point. We just have to iron out some of the details. But the women’s team is going. It is final.” Hassan said that the participation of Bangladeshi football and handball teams in events in Pakistan in the last few years suggested that the BCB should also think about sending a team. He said that the security team found security measures “satisfactory” but the BCB asked for the VVIP level of

security. “We have been discussing for a long time about sending a women’s team to Pakistan. Football and handball women’s teams went to Pakistan, so since there was a feeling among them that BCB doesn’t want to send a cricket team, we decided to send a strong security team first. “According to their report - an accident can happen anywhere, that’s a different issue - the security measures are satisfactory. We sent them some additional requirements like giving the team VVIP security. They have accepted it. They have also complied with all that we asked of them about crowds, open gates and nearby areas. Now we can say that we don’t have anything to say on the security issue.” He said the BCB’s senior vice-president Mahbubul Anam, women’s wing chairman MA Awal Chowdhury and the board’s security head will accompany the team to Pakistan. The tour schedule and the squad will be announced shortly. Last month, when talk of the tour surfaced, some of the Bangladesh players had expressed unease. The BCB higher-ups, along with a security official from the Bangladesh High Commission in Pakistan, had a discussion with the players earlier this month. It was learned that the players then expressed their satisfaction and agreed to tour Pakistan. This will be the first cricket team sent by the BCB to Pakistan since 2008, when the men’s team last toured. FIFA has given Swiss investigators access to the emails of the organisation’s suspended General Secretary Jerome Valcke. Newspaper allegations implicated Valcke, 54, in a scheme to sell World Cup tickets for above face value. Valcke, who describes the allegations as “fabricated”, has been released from his duties pending an investigation. His emails since May 2015 have been

handed over, said the office of Switzerland’s attorney general (OAG). Investigators will also be given access to older emails sent by Valcke, who has held his role at FIFA since 2007. World football’s governing body has been engulfed by claims of widespread corruption since May, when Swiss police raided a hotel in Zurich and arrested seven of its top executives. United States officials

have since indicted those seven and two other FIFA officials on bribery and racketeering charges. President Sepp Blatter announced he would stand down just days after winning re-election in June. The cricket teams and the Police Force in March last year joined hands to launch a Say No To Crime, Suicide, Drugs and Say Yes To Education and Sports Campaign directed towards youths in Berbice. The campaign to date has seen the two entities distributing $300,000 worth of sports gear to schools and clubs; $200,000 in school bags in July; hosting of a massive school rally and march that attracted 1000 students; sport competitions, information booklets; posters; banners and donation to the Rose Hall Town Police Outpost, among others.

The main aims of the young cricketers and the Police Force are to get youths to stay in school to pursue a solid educational background and to get involved in sports while rejecting satan and his evil world of drugs, crime and suicide. Foster praised the cricket teams for their commitment to the campaign and for the roles they are playing in changing lives on the Corentyne Coast. Meanwhile, the two organisations on Sunday last also made a donation to the New Amsterdam Public Hospital. The donation consisted of 100 medical scrubs that would be used by doctors and other medical staff in fulfilling their duties. Both Foster and Asst. Supt. Roberts said that their organisations were committed to improving the lives of every Berbician and the donations was in keeping with that aim. Mr. Colin Bynoe, CEO of the Hospital and Dr Vishalya Sharma, Medical Supt. received the donation and expressed gratitude to both organisations. Assistant Supt. of Police Alistair Roberts noted that one of the highlights of his job in working along with the management of the RHTY&SC and the cricketers is that they are not only action oriented but are totally dedicated to the task they have set themselves.

Fudadin, Campbell, Williams, Crandon and Fraser head list Following a thorough selection process which was aided by the general public, the Rose Hall Town Youth and Sports Club (RHTY&SC) and its Cricket Development Committee (CDC) selected the 25 greatest and most popular cricketers in the entity’s 25year history. A total of one hundred and ninety two members of the public voted via email or letters and their vote along with the CDC decided on the final list. Players were selected based on performances for the club, d i s c i p l i n e , l o y a l t y, contribution to club activities, role model status and the role they played assisting the club to attain its present status. Club Secretary/CEO Hilbert Foster who spearheaded the process stated that during the period 1990 - 2015, a total of 1,342 players have represented the club at different levels and

selecting the top 25 was a challenging task. West Indies players Assad Fudadin, Royston Crandon and Shemaine Campbelle along with Neil Williams and Major James Fraser topped the list for the top five. Williams was the first RHTY&SC member to represent Berbice and Guyana at any level and had the distinction of achieving the club record for most runs,

most centuries, most wickets and most catches while Fraser, a Major in the Guyana Defense Force represented Berbice at the senior level and is one of the most prolific batsman in the history of the club. Richardson leads Pele to classic draw with Alpha; GFC display grit to hold Slingerz By Franklin Wilson A quality evening of football despite the lack of finishing from all four teams on show was highlighted by Gregory ‘Jackie Chan’ Richardson’s double which ensured Pele earned a share of the spoils with Alpha United in the feature game on day 3 of the inaugural Stag Elite League (SEL), Genesis segment at the GFC ground on Wednesday night. Billed as a grudge match between two sides that are known to go hard at each other and with Pele featuring a former Alpha strongman in Richardson, the match produced many exciting moments but it Richardson who had the initial and final say in proceedings. The evening’s opening game produced another robust performance from Georgetown Football Club and a miserable display of finishing from Bakewell Slingerz who had to settle for an even share of the points with the home team which described the result as a win for them. Witnessed by a large Wednesday evening crowd, one which is not synonymous with league football in Guyana - another plus for the SEL – Pele took the early challenge to Alpha and it was no surprise that Richardson was the man to carry the charge for the boys

A player who is offensive minded as well as defensive, Richardson carried the fight to Alpha early and they were rewarded quite early when their main nemesis was fouled approximately 30 yards out on the right side of goal. Captain Shemroy Arthur, now their main pillar in defence after converting from goalkeeper, could not have delivered a better pass in the box that met a virtually open Richardson at the far post. could have taken the lead five minutes after but an easy chance presented to Lanferman saw the Uitvlugt based player heading the ball outside the upright rather than in goal. However, Alpha which also forced back to back corners to underscore their dominance, finally got the equalizer 29 minutes on the end of a great run by Baines who dribbled well before passing the ball to the far post to Lanferman who in turn lay it off to his Captain Wilson to finish easily; Pele 1 Alpha United 1. As the exchanges continued and Richardson was constantly switching around from left to right to ensure he was in the mix to dictate how Pele responded, Deon Alfred who netted the competitions first goal had the chance to put Pele back in the lead but missed an opportunity after collecting a pass from a well directed

free kick taken by Richardson. Alpha would then take the lead in the 38th minute when Sherwin Skeete rose above the Pele defence to head home in style. Pele was guilty of giving up too much space to ‘The Hammer’, the half time whistle sounded with Alpha in the ascendency, 2-1. The second half saw the ascendency swinging in favour of both teams as numerous chances went a begging but it was Pele towards the end of the game that had the final say even as the game seemed headed for an Alpha win. Pele was awarded a free kick just outside the area in the centre of goal. Richardson it was who stepped up to take the kick and in exquisite fashion, his execution was spot on and the ball sailed over the wall and into the back of the nets in the 87th minute to tie the

score at 2 all. Even the four minutes of added on time did not change the score and both teams took a points each which enabled Pele to take over the lead at the top of the table whilst Alpha with back to back draws remained on 2 points. GFC, in the opening game held a start studded Slingerz to a 0-0 draw as they used home advantage to full effect by being compact in defence even as Slingerz missed numerous chances in both periods. GFC were able like they did in their first game against Pele last week to create a few chances of their own towards the end of the match but they too couldn’t convert as eth derby ended 0-0, a result that GFC welcomed as a win. The SEL continued last evening at the Tucville ground where Fruta Conquerors faced Monedderlust and GDF opposed Buxton United.

WICB’s CPL Four-Day cricket... By Sean Devers The Guyana Jaguars begin the defense of their West Indies Cricket Board (WICB) Caribbean Professional League (CPL) Four-Day First-Class Franchise tournament against the Windward Volcanoes on November 6 at the Providence Stadium in Guyana. Like last year, the Jaguars play their first three matches at home before traveling to Trinidad to oppose the Red Force and then to Jamaica to face the home team before the competition break for the Christmas holidays. The CPL will resume after five rounds on February 12 after the NAGICO Regional Super50 is contested from January 7-17 in two zones (T&T and St. Kitts) simultaneously. The semifinals and Final will be played in Trinidad, January 21 - 24. Guyana will play in zone ‘B’ in St. Kitts along with the Windwards, Leewards and Jamaica while defending c h a m p s Tr i n i d a d a n d Tobago, Barbados, CCC and ICC Americas will do battle in Trinidad in Zone ‘A’. Iwan Azore/Dexter Gonsalves fight postponed Organizers mull adequate substitute By Michael Benjamin Boxing fans would have already set aside their best garb in preparation for the Guyana Boxing Board of Control (GBBC) card, scheduled for the Giftland Office Max Mall, Lilliendaal, ECD, tomorrow evening. They would have also cast their wagers on the main bout, a 12 rounds contest between Iwan Azore and Dexter Gonsalves for the former fighter ’s welterweight belt. Well, they will have to wait just a little longer following the distressing news that Azore has sustained an injury to his leg during training sessions and has been advised by the doctor to rest the limb for a few weeks. President of the Guyana Boxing Board of Control (GBBC), Peter Abdool, broke the news to Kaieteur Sport late Wednesday evening, moments after he had spoken to Azore via telephone and was devastated by the turn of events. Mr. Abdool said that he informed Azore that he should substantiate his claim with the relevant medical certificate and he has committed to do so as early as possible. Mr. Abdool has since arranged a press conference, due to be convened this afternoon, where he will discuss alternative arrangements. The GBBC President

said that he has heard speculations that suggested that Azore is experiencing the proverbial ‘cold feet’ and the ‘injury’ may be his way of opting out of the contest. He said that he is awaiting the document from the Trinidad medical specialist to confirm the authenticity of Azore’s injury. Meanwhile, GBBC organizers are currently exploring contingency measures to have the card staged as soon as possible. “We are mulling on three boxers and have already made calls to their managers,” revealed Mr. Abdool. Among those names being bandied around are Jamaica Contender welterweight champion, Sakima Mullings, Trinidadian, Prince lee Isidore and Guyanese world rated fighter, Clive Atwell. “Any one of those would fit the bill but we will have to engage in fresh negotiations to establish our best option,” stated Mr. Abdool. Head of the People’s Syndicate Promotions, Keith Bazilio has been piloting Gonzalves’ career and he said that he was somewhat disappointed by the turn of events. He believes that Gonsalves is a top class boxer who can move on to fight for, and win a world title bout in the near future. Brazilio said that he is a mite concerned that most of the fighters seem to be avoiding Gonsalves and he

(Gonsalves) may be forced to shift his focus and activities to the more developed countries where he will find adequate competition. Asked for his selection of a favourable substitute, Bazilio said that his fighter is quite capable of taking on most of those in his weight class in the region. He said that Gonsalves would relish a bout with Atwell since a win could propel him to the top of the rankings locally and allow his management to stake a claim for a top spot in the ratings. However, Bazilio stated that whoever accepts the fight must not exceed the Jnr./welterweight limit. Baziliio also said that if Atwell is unavailable he would gladly consider a showdown with Mullings or Prince Lee Isidore. Mr. Abdool also shares Bazilio’s view while saying that he is a

WICB Town-Hall meeting set for Trinidad today St. John’s, Antigua – Stakeholders in Trinidad & Tobago will have their opportunity to state their views on the state of the game in the region directly to President of the West Indies Cricket Board Whycliffe “Dave” Cameron and Vice President Emmanuel Nanthan today. The WICB leadership has been engaging stakeholders through a series of town-hall meetings around the region since May this year. The amateur bouts will see Republican, Nankumar Singh up against Kellon King in a lightweight match while Harpy Eagles r e p r e s e n t a t i v e , Tr a v i s Hubbard tackles Orin Bancroft in another lightweight (youth) encounter.
