The people of Hadleigh are so lucky... So says Peter Cutts, local amateur wildlife photographer and nature fan “we have such easy access to the countryside right on our doorstep, there is always something to enjoy and look forward to, like this young heron at the millpond ”. Unlike many other towns Hadleigh has a wide network of public footpaths and permissive routes enabling easy access to the local countryside. Peter loves to get out on foot or on his bike, grabbing his camera and enjoying the changing seasons and great wildlife right here in Hadleigh and the surrounding area “ Spring is my favourite time, you have the promise of lovely warm days ahead and the amazing beautiful deep greens everywhere” With climate change and uncertain weather patterns it is really important that we all do what we can for wildlife. With this in mind why not try and get more in touch with nature at home in your own back garden by making some wildlife friendly improvements in 2020? These 5 simple ideas will make a huge difference to the wildlife in and around your garden: 1) Plant nectar rich plants and ideally have something flowering in every month of the year. 2) Stop using chemicals in the garden – a wildlife friendly garden will look after itself. Remember weeds are only plants that WE consider to be in the wrong place, insects love them wherever they are. 3) Adding a clean water source of some kind to a garden is one of the best things you can do for wildlife, be it a water bath or a small pond. 4) Don’t be too tidy in the garden, leave some areas for wildlife to shelter in. Where you can why not plant a native hedge, leave a pile of cuttings or leaves to rot, add a log pile or maybe even a bug hotel. 5) If you do feed the birds please remember that bird feeders need cleaning out and washing regularly to prevent the spread of disease. Breeding birds need invertebrates to feed their young so a wildlife friendly, chemical free garden rich in insects will also encourage birds. This month we nominate our eco-hero Debs Warren for her support and participation in discussions on our Facebook page. Debbie is very knowledgeable about allotments, wildlife friendly gardening and she has even guerrilla bombed Hadleigh with seeds. hadleigh.heat@hotmail.com

Care for our Community a Response to Covid-19 My name is Tia Farthing, I have lived in Hadleigh for around 6 years now, and I have always seen how lovely the community spirit is here. Since COVID-19 came out as a pandemic I was thinking what I could do to help if this happens in the UK. Well here we are now. Over 70’s being told to self isolate. People with ongoing medical issues or pregnant to also self isolate. I instantly thought how would people get their essentials to live? So I came up with the idea to create a Facebook group and for volunteers who are well to help provide a service whereby people who are deemed at risk are able to get these things they need. I have elderly grandparents myself and for them to be in the house with no outside contact would be very difficult. So I wanted to ensure that no one where I live could feel like this. With Mental Health becoming increasing difficult to deal with as a person and for families, I believe this could be more difficult for those people out there who suffer. Hadleigh has been separated into sections A, B, C, D, E, F & G. Each section has a lead Co-ordinator, with volunteers in each section to help with what is needed. Ranging from shopping, to prescription pick ups or even a phone call to talk to someone. We are continuously reviewing situations and have many questions being asked daily. If you feel you can help with any of the above please feel free to get in contact. If you feel you know someone in Hadleigh that you now needs some extra care or attention, again get in touch. The more people we help the better!! If you have an enquiry and would like to be that someone we help, please fill out the form on our website and we will deal with your enquiry within 24 hours and have you assigned to the co Ordinator in your area. I would like to thank personally Liz Wilson who helped to sort out sections in Hadleigh and arrange co ordinators. To Mark Brennan who has helped get guidelines and protocols together. To Sean Preston who designed the website. To the Hadleigh community who have volunteered to help during these difficult times. Without all of you this would not have been possible, and I cannot thank you all enough for helping me to help people in need. www.hadleighassist.co.uk

French’s Care Haven Firstly I would like to say, I am wishing all our readers good health physically and mentally while we are all going through such difficult times in this country and around the world. What I would also like to ask is that you still think about all the organisations and charities like French’s who need your help and support. Now more than ever we at French’s need you to sponsor one of our animals and offer some odd hours helping us as a volunteer. Being outdoors in a beautiful natural setting with only one or two people at the farm working with the animals is something that is good for our health, soul and mind, along with the physical benefits of working in the open countryside. Each person who comes along has individual tasks to do, that usually just involves you doing something to help with the daily care of our animals. My sweet little cocker spaniel Lucy, who is our therapy dog, is generally in the mix of things as well, as she likes to be involved, bless her. It has been much harder than I thought it was going to be starting from scratch at our new base, regarding all the work that was needed and still needs doing at the farm, it has been one challenge after another and has pushed me to limits I have not felt in many a year. Without all the fencing that we have had to put up and facilities we are still trying to raise money for, the heavy clay soil has been a huge challenge in its self for us and the horses. I personally cannot wait for summer days and for the jobs ahead to be completed, so that we can concentrate on what we do best, which is give our animals lots of TLC and for us to start our projects back up helping and working with those who have anxiety/mental health problems and disabilities. Good news is we have been accepted as Charity of the year by Pets at Home in Martlesham. Our dates in the store are as follows: April 18th/19th July 18th/19th August 15trh/16th September 19th/20th October 17th/18th. In June and December there will be more days, as this is the stores main event months though out June and December. I am looking for help on any of these days, for someone to come along and offer their time for a couple of hours on our stand in the store. Please give me a call on one of the numbers below or email me if you can help. Prehabilitation @Hadleigh Physiotherapy Undergoing major surgery inflicts similar stress to running a Marathon! Would you run a Marathon without training? No? So why not prepare for surgery as you would for long distance running? Failure to prepare for surgery increases the risk of complications, lengthens hospital stay and makes getting back to normal activity levels harder. Prehabilitation is a holistic package of care that prepares your body for the shock of a surgical procedure. It includes individualised exercise, respiratory training and lifestyle advice to ensure that your post-operative recovery goes as smoothly as possible so that you can get back to the things you enjoy. It makes sure that you are ‘Fit to fight’ and able to ‘weather the storm’. If you are due to undergo a major surgical procedure, our Physiotherapist Sarah Fowler, can ensure that you are optimally prepared to bounce back quickly. It only takes a few weeks prior to your surgery to get you ready. Please call the practice on 01473 810185 for further information or to book an Initial Assessment with Sarah.

Kathryn Grandon Hadleigh South District Councillor’s Surgery These are difficult times for many people. I hope that you and your family are keeping well. In line with Government recommendations, with regret, I am cancelling my monthly surgery until further notice. I understand that you may have issues that you wish to talk to your District Councillor about. Clearly, I am not able to assist with health matters, but if you wish to contact me, please do so: kathryn.grandon@babergh.gov.uk If urgent, call: 01473 824489 Babergh, during this period, is changing the way it works. It is reducing face-toface services, such as the pop-up Customer Access point at Hadleigh library, for example, and replacing visits by telephone calls. Babergh is still available to help and support people by phone on 0300 1234000 and via its website. Employees visiting people’s homes, for example, tradespeople carrying out work and essential repairs in council houses, will be following strict social distancing guidelines and hand sanitisation, and may ask a few additional questions before entering customers’ homes - in order to protect both them and tenants. Babergh is also exploring ways to support our communities and businesses in Babergh over the difficult weeks ahead, in line with the package of new financial measures for individuals and businesses announced by the Chancellor (see separate article). The most important thing is that we all try to stay safe during this unprecedented time.
Hadleigh North District Councillor Please contact Dr. Siân Dawson Residents can contact me for private surgery advice and to meet at any time @ the British Legion. This is to meet requests for readily available advice weekday and evenings allowing more availability and flexibility for residents’ convenience. Residents can contact me directly by telephone, email or make a personal appointment for support on Babergh matters at any time. Email: sian.dawson@babergh.gov.uk Tel: 07931 703157

Couples save up to 21% on Wills Suffolk law firm, Holmes & Hills Solicitors offers a Will writing service which provides couples with a saving of between 16% and 21% on legal fees, when making Mirror Wills at the same time. Why make a Will at all? Quite simply, if you do not make a Will the law says who inherits your estate. Most people assume that everything would pass automatically to their partner but this is not necessarily so. Your estate may pass to the person or per-sons you would not want to inherit. Making a Will ensures that the people you want to benefit when you die receive your estate. Couples often wish to receive advice as follows: • How to plan for future care needs • How to provide for children and grandchildren • Provide for children from a former relationship • How to update an existing Will • What steps they should take if choosing to leave out a beneficiary from their Will • How to set up a trust • How to protect your contribution to the purchase price of a property when you live with someone else* • How to give away an inheritance in a tax efficient manner** If you have children from a previous relation-ship: Making a Will is very important for couples who may have children from previous relationships and want to ensure that their money will pass to their own family. This can be a sensitive issue between couples – but it doesn’t have to be so. It is possible to draft a Will making sure that your spouse/ partner is provided for in the event of your death and ensuring that ultimately your family will inherit your estate. No better time to make a Will – save up to 21% Married couples and long-term couples save between 16-21% when making Mirror Wills, with the exact saving being subject to the complexity of the affairs. There really is ‘no time like the present’ for you and your partner to make your Wills. What is a Mirror Will? If you and your partner wish to make Wills, that are in the same terms, these are called ‘Mirror’ Wills. Each Will is a separate legal document but the content is identical and ‘mirrors’ the other. These Wills often provide that the estate of each individual is left to the surviving spouse and then to other beneficiaries on their death. *Declaration of Trust **Deed of Variation Couples save 16%-21% when making Mirror Wills at the same time

Hadleigh Show 2020 Cancelled It is with great regret that the committee of the Hadleigh Farmers Agricultural Association, and the organisers of the Hadleigh Show, have to announce that the 181st Hadleigh Show, due to take place on 16th May 2020, is cancelled. The organising committee feel that, despite there being no formal guidance for large events to be stopped, it would be irresponsible of us to encourage people into large gatherings until the threat of COVID-19 is under control and manageable. We are obviously hugely disappointed not to be able to showcase agriculture, rural activities and put on a lovely day out for our incredible supporters but we feel in the current situation this is unavoidable. We will be working closely with our exhibitors, trade stand holders, sponsors and visitors to ensure that the cancellation process is as smooth as possible but ask for understanding and patience in, what is, an unprecedented situation. We are enormously grateful, and humbled, by the huge levels of support we have received from all of our exhibitors and traders who had, once again, given us a fully subscribed show and we would like to publicly thank all of them for such fantastic support for this years show and for past and future shows. We will be back to the planning stages for the Hadleigh Show to be back in 2021 and will be working with all of our incredible supporters and wish all of them a safe 2020. For any further enquiries please contact secretary@hadleighshow.co.uk but please understand that this will be under immense pressure in the initial stages of the show cancellation process. All information, as it becomes available, will be posted on social media, our website and via e-mail to all contacts on our system.

The Cock Inn, Hadleigh Well folks, what a month it has been since the last publication of the Community News. I never thought that I would be writing a piece for the magazine with the following content. The news is dominated by the Covid-19 virus. I am not going to add to the comments and observations made by many others, especially the experts and those on the front line. Needless to say it a dreadful time and worrying for all. The pub business was holding up until PM Borris suggested that we avoid pubs! While his advice may be helpful to many, he has left us in limbo. Tell us to shut up shop and we will comply, but to keep us open and tell people not to visit is dreadful and extremely unhelpful. The Cock Inn at George Street, Hadleigh is still open, at least at the time of writing this article and it will remain so until we are either advised to close or local people stop visiting. We were torn between closing and staying open. We had customers asking us to remain open, so as to provide some form of normality at such a testing time. We consulted with the management and staff too, as we felt that we were and are, all in this together. So we are still open, though the dart and bar billiard leagues have been temporarily suspended and there is hardly any live sport on TV. Having said that we still have our locals coming in and enjoying the social mix, great beers and fine wines. In response to the virus we have upped our cleaning procedures, even though they were very thorough beforehand. There is hand sanitizer available on the bars and our restrooms are stocked with commercial hand soaps and paper towels. We are regularly wiping down door handles and the furniture. However, if you do come and pay us a visit we would ask that you follow the guidelines for good hygiene and help ensure general wellness for all. These include: Washing your hands for at least 20 seconds on arrival/ departure and at regular intervals during your stay. Avoid very close contact with other customers. Please use our contactless payment facilities if at all possible. If you have any of the Covid-19 symptoms (dry cough with a high fever) or have been in close contact with others who have, please don’t visit. We will still be here for you when normality returns. Please feel free to call us or look us up on our website or Facebook for up to date details on trading hours and events. We understand the importance of pubs like ours within the community and we hope that we can continue to support you and offer a service during this challenging time. Stay safe!! Hadleigh & Boxford Patient Participation Group Reaching out to the vulnerable people in the community who are self-isolating or cautious about going outside. Good hand hygiene and good respiratory hygiene is the message of the day. But how do we respond, beyond the Government guidelines, within our communities? Here are a few ideas: • Look out for neighbours who might need to self-isolate. Could you offer help to ensure that they get the supplies that they need? • Look out for elderly and vulnerable members of the community in particular. Do they know where to turn, in the event that they need support? • Could you create a buddy system keeping in contact with each other by phone? • Look out for those fearful of coming out of their homes. Could you offer to ring for a chat? • Look out for those you know working in health and social care and who will come under increased pressure. • Most importantly, look after yourself and follow the official advice given on www.gov.uk and www.nhs.uk For information about the PPG, visit: https://www.hadleighhealth.co.uk/patient-participation-group

The wettest Spring on record has made even us, up here on the hillside, miserable. The field gates are churned up to destruction and the poor horses look totally fed up. Our Mum, Lyn, has had the devil of a job keeping their spirits up. Of course I’ve had plenty of extra work too, which I thoroughly enjoy: any rained off rides come indoors to learn about stable management and visit me for a short session improving their strength and balance on my big black back. I hear we are now in Lent, preparing for the most important festival of Easter. It doesn’t mean much to me, but I understand that humans are supposed to exercise some self control during these 40 days! Ha, does that mean less cake at snack time? Hope not, how about everyone who reads this doing a bit more of something, like my friend Hazel? She held a pancake party on Shrove Tuesday, raising £77 for The Shelley Centre, thank you so much! Although Hazel lives in Bury St Edmunds the nice thing for us is she still visits, as she worked here recently, capping off her almost 50 years as a RDA volunteer. We’ve had more support from Essex University in the form of seven volunteers coming here on their Charity Day and helping Lyn. She found the most horrible jobs for them to do, clearing out the rubbish from beside the manure heap (ugh) and washing the tarpaulin that they found so that it is back in use; getting really wet and muddy and finally petting the Shetlands. Good job dear students, hope you enjoyed yourselves. How can we be thinking about the start of summer already? I know I’m a lot younger than most of our volunteers but even I find the time passing too quickly for comfort. Let’s hope March and April see the end of all the storms and that the land can start to recover and our riders can start to be outside again. My photo of two of the ponies enjoying a moment of sunshine in the yard is intended to cheer us all up, and one of a ride in the arena is here to remind us what joy a clear blue sky brings. I wish you many more. Website: www. shelleyrda.com Telephone: 01473 824172

The Hadleigh Steering Group is a forum for sharing useful information and is open to everyone in the town. The last meeting was 9th March 2020. Chair: Jane Snowdon. Our Theme was A Focus on Hadleigh. This meeting provided more time for matters specific to Hadleigh and in particular to raise things noticed around the town which we would rather not see. HEAT (Hadleigh Environmental Action Team). Kate Billingham explained it had been set up when Hadleigh Town Council and Suffolk County Council declared a climate emergency. It is a group of interested locals who are taking action to limit climate change and environmental damage. HEAT developed ‘20 Pledges for 2020’ to help local people make changes and is working on local projects e.g. a community allotment and making links with other groups. The group is setting up teams to focus on wildlife, renewables, waste, transport, food and water For further information see their Facebook page, Hadleigh Community News columns or email hadleigh.heat@hotmail.com. At the Cedric Morris Gardens vehicles have driven over one of the beds causing damage, one of the slate garden signs has been bent over and it may do more damage to try and right it and the fence on the right as you enter Magdalen Road from Angel Street is broken. The Milestone at George Street needs cleaning again (Helen Allan will take this back to Hadleigh Town Council who cleaned it last time). The High Street car park notice board provides pins for attaching notices. Drawing pins or staples should not be used. Notices should be laminated so they are weather resistant. This board is monitored and any unsightly or out of date notices will be removed. Helen will also ask the Town Council to tidy up their own notice boards. “Trolley Litter is causing some concern. Supermarket trollies are being left around town and in the car parks. They belong at the Supermarket. One of the oaks from the Avenue of Oaks on the top field by Beaumont School has been vandalised but a replacement has been planted. John Cunningham reminded the meeting that the old stile near 135 Benton Street, where there is a broken bottom step, is in a dangerous condition and should be replaced with a gate, not repaired. It is unusable for the elderly or infirm. John will, again, contact SCC. There was a question as to whether there could be a pedestrian crossing on the High Street between Angel Street and Calais Street – the widest part and the most prone to speeding cars. It was explained that the Hadleigh Traffic Management Working Group are looking at options for some traffic calming measures along this stretch but that it was unlikely to be a pedestrian crossing. On a positive note, Babergh has planted a tree in place of the one removed from the High Street car park. The Gardening Club and the Community Gardeners have done a splendid job in the Market Place The bench may become a formal meeting place. The Hanging baskets for the High Street are currently being prepared and Rowan will, again, be watering. 4 STANDARD UPDATES 4.1 HADLEIGH TOWN COUNCIL https://hadleigh.suffolk.cloud. Email: staff@hadleightowncouncil.co.uk Cllr Helen Allan informed the meeting that they have recruited a new Administrator, Cheryl Tye who will alongside her other duties, become responsible for the noticeboards. They also have recruited a cleaner. The Council continues to look at their staffing structure for the office and to support the charities and major projects. Committee meeting dates have been agreed up to July and these will be posted on the website, as will any missing Minutes of meetings. If anyone has any items they would like to see on the Agenda for the Annual Town Meeting (27 May, 7pm in The Dining Room), please email (above). Following Rev’d Jo’s meeting about the youth in Hadleigh, the Town Council is looking to appoint an outreach youthworker. Cllr Lisa Gordon is working on a Youth Engagement Plan. Rev’d Jo asked the meeting to make it more generally known that every instance of drug use, however small, should be reported to the police: either by calling 101 or using their simple online form. As the police can only work on priorities, the more reports they receive, the quicker they will push these matters towards the top of the pile. Rev’d Jo is attending a meeting shortly, which has been set up by Vic Ackerman with both the police Insp & Sgt to discuss this further. 4.2 BABERGH & MID SUFFOLK DISTRICT COUNCIL www.babergh.gov.uk and www.midsuffolk.gov.uk Civil parking enforcement will commence in Hadleigh on 6 April. This will be carried out by Ipswich who will be paid for the service by Babergh. Work on the Angel Court site will start on 16 March with demolition of the existing building. 21 affordable homes (flats), will be built. Kathryn had the meeting with Persimmon and brought up the points highlighted at our last Steering Group meeting. Persimmon are keen to be seen to be doing a better job than previously. They will look to purchase extra land for the required large open green field required by BDC. It has been formally acknowledged that Hadleigh does not have enough open green space. Rickaby has left a petition for signature that has been raised to encourage Babergh to deal with infrastructure issues and asking that building works be held until these issues have been settled. The CCG (Clinical Commissioning Group) has confirmed that there can be no increase in medical facilities until there are more people who require it so we have a Chicken & Egg situation. We need more people in Hadleigh to drive the economy and this is the only way local authorities receive any additional income for the town. Housing has to come before benefits to the Town. Until there is a formal Neighbourhood Plan in place, we will only receive reduced CIL monies so a Neighbourhood Plan is vital for the future of Hadleigh. Richard Hunt introduced himself. He is the Babergh/Mid Suffolk Town Centre Vision Co-Ordinator. He is aware of our pride in our town, particularly from engagement at Hadleigh on Show last October and this is way in excess of any other towns he is working with. He is impressed with how we are embracing new technology and a variety of avenues to encourage promotion of, and more footfall
in, Hadleigh. He is happy to meet with groups outside this meeting and report back at regular intervals. Good communication is key. Kathryn, as Chairman of Babergh, is hosting a gala black tie Charity Ball at St Mary’s on the evening of the Hadleigh Show on 16 May starting with welcome drinks in The Deanery Garden at 7pm followed by a sumptuous three course meal, dancing to The Dukes of Havoc, a raffle and an auction. Tickets available from the Chairman’s office: civic@baberghmidsuffolk.gov.uk or telephone 07860 829 538. Everyone is most welcome and encouraged to come and share the enjoyment of a fabulous evening. Beneficiaries are the Hadleigh Dementia Action Alliance, the Guides, the Scouts and the Lego Club. 4.3 VISITHADLEIGHSUFFOLK, COMMUNITY GARDENERS Any 2020 event dates & details should be sent to the email contact above and please check the “What’s On” section before confirming your event dates to avoid clashes. Hadleigh Visitor Information this year from May to September will be at 1 Market Place, hosted kindly by The Letting Department - A-Boards will signpost. Jane is running a training workshop for Visitor Information volunteers (full details at the next meeting). For more information contact snowdonjane@hotmail.co.uk. 2020 Guided Walks leaflet is ready for printing. Walks are offered midweek and Saturdays as well as group bookings. Leaflets will be around town and distributed to other Visitor Information Providers. The wildflower meadow has been rotovated thanks to Ken Marchment and additional wildflower seeds will be sown. Hidden Gardens of Hadleigh wish to include the community gardens on the day (6 June). Walking with Trees Guided Walk (the interesting and ancient trees of Hadleigh) will also tie in with the day. 4.4 TIDY TOWN Email: ourtidytown@gmail.com Picks continue around town. The team is also participating in the national Great British Spring Clean, picking two extra days a week until the end of April and identifying any areas of fly tipping. 4.5 HADLEIGH & BOXFORD PATIENT PARTICIPATION GROUP There is currently a national recruitment problem for GP’s and in-depth talks have been ongoing with Boxford since 2018. The following has recently been agreed: From April 2020 there will be GP appointments at Boxford on Mon, Tues, Thurs and Fri mornings. There will be no afternoon appointments and nothing on a Wednesday. Phlebotomy appointments will be available on a Thurs morning. Please do not book online appointments at Boxford if you are a Hadleigh resident. Boxford will be open for prescriptions on Mon, Tues, Thurs & Fri 8am – 1pm and 1.30pm – 4.30pm and Weds from 8am to 1pm. The Porch Project is carrying a stock of hygiene, including feminine hygiene, products available at their HQ 28a High Street. These are mainly for 11-19 year olds but they are happy to assist families in need to alleviate the need for a choice between food or hygiene products. Contact Senior Youthworker kayleigh.diss@porchproject.co.uk or nancy.boardley@porchproject.co.uk Corona Virus: The risk of catching this is now upgraded from low to moderate in the UK. If you think you may have been infected the main thing is NOT to go to your health centre or to A & E. Self isolate and call 111 (NHS Direct) for advice on what to do. Symptoms usually include a cough, a high temperature, feeling short of breath and generally unwell. For further advice: https://www.nhs.uk/conditions/coronavirus-covid-19 5 AOB 5.1 Stuart was very happy to report that the Cycle Club has taken on the “on Show” mantle and is hoping more organisations will do so. Stuart is running the London Marathon in April, this year for the Bumblebee Children’s Charity and the Evelina Children’s Hospital. He is holding a Comedy Night fund raiser in the Grand Hall of the Guildhall on Friday 17 April at 7pm for 8pm at £15 per person. Jamie Lee Smith catering will be providing a Street Food Hub with a variety of dishes for £6.00. If this event is as successful as expected (ticket sales are very good!) this could be a regular event that would raise money for the Guildhall. 5.2 Sarah Thompson wanted a charity appeal highlighted: Love Grace. The family of murdered Grace Millane have set up a scheme whereby handbags (of decent quality) are filled with toiletries and little luxuries and donated to Grace’s family’s local domestic abuse charity in Essex. Sarah will be collecting filled handbags in the Community Room at the URC on Sunday 22 March (Mothering Sunday) from 10am – 1pm 5.3 Glenn suggested producing a Hadleigh on Show Calendar with photography by Peter Cutts. Local organisations would pay/donate a fee for having their details/photograph published. 5.4 There was a question raised as to whether assistance has been offered to help Rev’d Jo with the young people when they, on occasion, become too much for one person to handle. Rev’d Jo pointed out that it was not that simple – safeguarding guidelines need to be closely observed and anyone assisting would need to be fully DBS checked. He does have appropriate help on call, at need. The meeting closed at 6.05pm NEXT MEETING: Mon 6 April 2020 @ 4:15pm. Hadleigh Pool and Leisure. Now in The Community Hall (next door to the Social Room, which we have outgrown!) Chair: Sarah Thompson, Main Topic: Screen Suffolk

Learning and Growing Together
Hadleigh Community Primary School Book Hide and Seek - Our Nursery Team have introduced an exciting new community reading scheme to promote and support early reading. #hideandseekHCPS. Some of you may have already spotted books hidden around Hadleigh. These are for children to find, take home and share. Once they have read them they are asked to re-hide them in Hadleigh for someone else to find and enjoy. We really hope all young children in Hadleigh enjoy joining in with this giant game of Hide and Seek and further develop a love for books and reading. We have a Facebook page #hideandseekHCPS please do give us a follow to see the fun in action and keep your eyes peeled for hidden books! Music - All the children are working very hard in their weekly music curriculum lessons. Reception children have been recognising high/low notes while learning about tempo and dynamics. The Nursery children have enjoyed playing a variety of percussion instruments and singing lots of action songs. Weekly class lessons in Key Stage 2 have seen good progress in learning the interrelated dimensions of music with lots of listening, appraising, composing and performing. The children have also been having whole class ukulele sessions and many were able to enjoy using their instruments delivered by Santa at Christmas! Gymnastics - This term has been busy for our gifted and talented gymnasts, we have had two competitions. The first was the U/11s Essex competition held at Richard De Clare Primary School, Halstead, the girls performed very well and came 2nd taking them into the Semi Finals after half term in Chelmsford. The second was the Milano Trio competition held at a private school in Elstree, this is the third year of attending this competition and our mixed team came 4th against some strong opposition.

Pause For Thought By the time this ‘Pause for Thought’ is published, because of the Corona Virus situation, our communities may be operating differently with the elderly and the vulnerable in isolation for many weeks. Already we’ve been able to see how human beings react to a crisis, there may have been an emotional response of heightened fear or a stoic resilience, there may be an urge to ‘stock up’ with essentials as well as compassion provoked to care for those who need extra support at this unpredictable time. As a church leader, it has been wonderful to see the community spontaneously investigating how to support one another practically and emotionally. It is understandable for those in and out of the faith community to ask, “If there is a God, why does God let something like this happen?” There are no easy answers to that question. The Christian faith honestly says; God does not always tell us why specific things happen, but in Jesus Christ, we know that the answer is not, ‘he does not care’. It says that in Jesus we see the clearest picture of God, he did the inexplicable, he touched lepers, something nobody did. He gave hope to the oppressed and he fed the hungry. This Easter, it’s unclear whether public meetings will be possible, but if they are why not investigate what the ultimate reason was behind why God came to earth, and why his compassion for the vulnerable is shown most clearly at Easter. Pastor Chris Todd

Well Above the Parapet Cllr Mick Fraser - Suffolk County Council Babergh District Council – Hadleigh South COVID-19 Corona Virus We are clearly entering unprecedented times where both Suffolk County and Babergh District Councils will do everything they can to continue to deliver key services especially to support the most vulnerable. There have been changes and managers have now implemented business continuity plans resulting in many officers now working from home. Reducing the number of people working within the office environment will help with social distancing. All forthcoming council and committee meetings in Endeavour House and elsewhere have been cancelled or postponed. Given the extraordinary situation, these arrangements will be reviewed frequently. Circumstances could change requiring council staff to be redeployed into other roles ensuring that both councils are able to continue to deliver priority services. This disease had a massive negative impact for businesses along our High Street and elsewhere. I have asked Cllr John Ward, leader of BDC, what measures have been put in place to distribute the £10k cash advance (hardship grants) to small businesses. And when business rates would be suspended for those rateable up to £51k. These were recent pledges by Chancellor Rishi Sunak in his emergency statement following the recent budget. It will be Babergh’s responsibility to distribute the hardship grants for small businesses and the £25k grants to small retail, hospitality and leisure businesses. The announcements have recently been made and Babergh is working on the processes to enable businesses to apply. They are also working with government to secure the funds so that these can be distributed. Eligible businesses will be sent updated documentation confirming zero business rates for the 2020/21 tax year. I think that the effort made by many residents of our town to set up mutually supporting community care initiatives to help the vulnerable and those selfisolating, is fantastic! This demonstrates once again what a positive and considerate neighbourhood we are, and by working together we will get through this ordeal in better shape for the future. Because of this crisis, I will be suspending my regular monthly surgery until further notice. Should you need to speak to me about an issue, then please contact me at - email: mick.fraser@suffolk.gov.uk or mick.fraser@babergh.gov.uk; Tel: 0793 551 2591; or facebook: @mickfraser4hadleigh. Should the NHS be paying for your care? It is well known that, if you have your own capital above a certain threshold, Social Services won’t fund your care fees. What is less well known is that in certain circumstances, the NHS will pay and this funding is not means-tested. This means that, if you qualify, the NHS will pay all your care costs, whether the care is provided at home, in a care home or a nursing home. Because you qualify based on your health needs, your financial means are irrelevant. In order to qualify, you have to prove that your primary need is a health need. Therefore, if you just need care because you can’t look after yourself independently any more, you are unlikely to qualify. In assessing you, the NHS will be looking at whether your needs are sufficiently complex, unpredictable or intense to justify them funding you. In order to make that assessment, they will look at twelve different “care domainsâ€? which include cognition, behaviour, mobility and continence. If it is felt that, for example, you have a “severeâ€? need in two of those care domains it is likely that you will receive funding. We advise clients on their prospects of success at an assessment, as well as representing them at the assessments and any subsequent appeals. To discuss this further, contact Kay Baker on 01473 826311, email kay.baker@gotelee.co.uk
Residents demonstrate over planning application A number of Hadleigh residents held a small demonstration on Saturday 14th March asking Babergh District Council to reject large residential planning applications until the town’s infrastructure is improved. Over 160 signature were collected for a petition in support of improving the infrastructure before building. The petition is now online, www.ipetitions.com, simply search for Hadleigh and you will see the petition. Hadleigh Town Council voted to refuse the latest Persimmons planning application on the following grounds: It was agreed to recommend refusal on the grounds the proposed development does not meet some of the Babergh planning policies. That there is insufficient infrastructure to accommodate the quantum of houses proposed, there is no meaningful green space, no landscape buffer between employment and residential areas, the development would be car-dominated with poor accessibility for pedestrians and cyclists, poor emergency vehicle access arrangements, no provision for social/community/sports uses, the development is too dense resulting in an over-developed site, and out of character with the local vernacular. Furthermore, the allocation is considered out of date given the forthcoming Joint Local Plan and should be considered premature. Bill Wilson

I have today (Sunday) seen in this town a large white van whereon the rear end is covered in the usual rather strident brick red and yellow stripes topped by the legend: ‘Highway Maintenance’. The flank of the vehicle announced that it was a ‘Welfare Unit’. Familiar as I am with ‘Highway Maintenance’ vehicles on our roads (if all were parked simultaneously end to end – would there be any space for other traffic?), I have struggled to appreciate the tasks performed by a ‘Highways Maintenance Welfare Unit’; does it fill in potholes (wouldn’t that be good)? Perhaps it tends to the injuries suffered by those who trip over pot holes? The mind begins to boggle, so I had better stop. John Hunt
Dear Sir, When I visit my daughters in the States we inevitably pay a visit to the local recycling bank. On the whole, Americans are very friendly but not thosed manning the site! How different from the Recycling Bank at Hadleigh. The staff there are always so friendly and helpful without one necessarily asking for assistance in the first place, for advice on what goes where, and frequently helping with carrying bags up to empty into the skips - (almost a joy to have material to take there!). When mentioning this to other people, they echo these comments. So a big thank you to all of them, you are much appreciated. Sheila Webb
Dear Sir, On 28th February 2020 I posted two small parcels to friends in America. On each parcel I put postage stamps to the value of £11.65, the correct sum for these parcels each weighing 1.75 kilograms to be sent Royal Mail International Economy. I was told at the post office that the postage on each parcel was another £7.00. I explained I was sending these small parcels at the correct postal cost for International Economy. American friends were delighted to received the post on 5th March 2020, just six days after posting. I have found posting at the International Economy rate to be entirely suitable. If you ask the post office for a Certificate of Posting, which is provided free, then in the event of damage or loss of the package some limited compensation may be claimed. John Cunningham
Dear Sir, Last month Sam Rope reported that she had experienced problems with her ‘contactless card’. I had a similar problem in a large supermarket in Ipswich I rarely use. The cashier told me to try a second time and again it was not honoured. I had other means of paying, so I did so and left. I enquired of the card provider and learned that the banks are questioning more contactless cards as a security check. If not honoured, use the card with chip and pin. In a large branch of an Ipswich bank a couple of weeks later, a message was displayed on their screen, advising that more contactless cards are being checked in this way - so back to chip and pin! R. Nicholls

I know I am not the only person to have become ashamed of the petty and vindictive letters aimed at our new council over recent months. I think it would be more adult, constructive and honest for those individual critics to approach the council formally with their concerns, rather than sniping from the sidelines. We have entered extremely challenging and unprecedented times: our community needs to bury old hatchets and work together for the good of Hadleigh, rather than engaging in a race to the bottom. Dear Sir, The Old School in Bridge Street has enjoyed a rich history, first as a boy’s school and then as a venue for concerts. It is our plan to welcome visitors to the building on Saturday 12 September 2020 as part of the nationwide Heritage Open Day scheme by which places not normally accessible to the public open their doors. We are interested in hearing the memories of former pupils of the National School, a place of education until the late 1960s. Were you a pupil there? What were the lessons like, where did you play or do sport or eat your lunch? We are aware that the last headmaster was WAB Jones who became locally renowned for his history book Hadleigh Through The Ages. We are equally interested in the more recent

May I please take this opportunity to respond to the letter from Jan Byrne in your March edition. Firstly, as current chair of Hadleigh Market Feoffment Charity, I feel inaccuracies in the letter need to be addressed. I respect and applaud the passion and enthusiasm shown by Jan and other councillors in the past to promote the Guildhall. But I am compelled to make the Hadleigh public aware of the current situation. FACT: all meetings of the HMFC Committee are open to the public, and the public are actively encouraged to engage in our discussion and have the opportunity to raise questions. This did not happen before the current council were elected to office in May 2019. FACT: the current HMFC Committee are creating a working group involving the public and other stakeholders to consider the future of the Guildhall and how it may best serve the public of our community. This was discussed at the last committee meeting which Jan Byrne did not attend. FACT: Bookings have been made as usual by members of the community by visiting offices or emailing the office, as they have always done. We are working hard to enable an online booking system to make this process even easier, and hope to have a Booking Clerk in place very shortly. FACT: The current premises are supported by the Council to the sum of around £40,000 per year. This amount is just to maintain the current running of the building, gas, electric, water, rates, essential repairs and caretaking. The current council are making the public fully aware of the shortfall in Guildhall income, and are to ask the ratepaying electorate if they are happy for this to continue. FACT: The previous council were aware of an operating shortfall in income, but did not make the people of Hadleigh aware of the extent of this deficit. FACT: At no time have the council considered the sale of the premises. We outlined 4 case scenarios of potential use of the building, which included the property being handed to National Trust or English Heritage for preservation. This was dismissed as being unrealistic, as we all firmly believe that we are caretakers of this building for future generations, and fully acknowledge its importance and historical significance for the town. FACT: Significant repairs and renewals are now required of this building, no significant works having been completed since restoration. This does not come cheap in a grade one listed building. FACT: HMFC Committee will seek grants, community funding, approval and engagement in the works required. FACT: The layout of this listed building does not fully meet twenty first century office requirements, no disabled facilities for staff, flooring on different levels, no disabled access for the community to the office space etc. It would be highly improper of any Council not to investigate its office accommodation and ensure open access for all visitors. Any change to accommodation would obviously be openly debated by council and the implications of such would be debated at HMFC Committee meetings. Both with full public access and interaction! James Cartlidge writes Member of Parliament for South Suffolk When it comes to Coronavirus there is no point beating around the bush. We face the most profound societal, economic and – above all – public health challenge since the Second World War. Quite simply, the national interest and the direct interest of everyone of us – and of all our loved ones, young and old - is now best served by following to the letter the advice from our Chief Scientific and Chief Medical Officers, implemented by the Government and as follows. First, if you or anyone in your home has a high temperature or a new and continuous cough, you should stay at home for 14 days; 7 days if you live alone. If at all possible, you should not go out even to buy food and essentials. Instead, you should ask others for assistance with your daily necessities. The exception to that is for exercise, but even then you should keep at a safe distance from others. If it is not possible to receive deliveries at home, you should do what you can to limit your social contact when you leave the house to get supplies. Even if you or anyone in your household do not have symptoms, the Government has updated their advice. They are advising people against all unnecessary social contact with others and all unnecessary travel. People will need to start working from home if they possibly can, and should steer clear of pubs, clubs, cinemas and restaurants. Additionally, we should use the NHS only when we really need to. This advice is directed at everyone, but it is especially important for the over-70s, for pregnant women and for those with some health conditions. Above all, I know that coronavirus will be a source of profound anxiety to all of you, but this crisis is also bringing out the best in human nature, with many examples of friends, neighbours and community groups rallying round to help each other. Please follow the advice and stay tuned for when it changes, which could be frequently. My email is james.cartlidge.mp@parliament.uk if you have questions.
Library Life: Interesting Times We find ourselves living in interesting times. At the time of writing this piece, the libraries are still open but by the time it is published, well, no-one can say for certain at what stage we will be. But, whether our physical buildings remain open or not, we are still there for you, providing, entertainment, knowledge and information. We have adapted over the years to changing times and so, if you find you are having to stay at home, we can still be a community together. From the comfort of your home you can access e-books, audio books, films and music - all with your library card; just visit the Suffolk Libraries website to explore all the options. With fiction from all genres, you can find valuable escapism when things feel difficult. Non-fiction provides opportunities to keep feeling active of mind and learning, from new craft skills, to history, nature or how to look after your peace of mind. One of the real jewels of reading though is that it has been proven to increase empathy as it builds the ability to see things from different points of view. These are, indeed, interesting times and under such pressures humanity can either be found wanting or flourish but I like to think that most of us will take the time to think of others as much as ourselves. Whatever the coming weeks bring, we will continue to provide the best service we can in whatever way is possible to our communities. A Flyer and An Idle Woman: Members were curious about the title of Jane Snowdon’s recent talk to the group. The subjects of the talk were siblings and members of the illustrious Hadleigh family, the Gayfords. Oswald had a distinguished career in the Navy and Royal Air Force becoming an Air Commodore and taking command of RAF Wattisham for a year in 1939. He was also one time holder of the World Record for Long Distance Flying. Sadly, he died very young but his legacy is the town’s annual cycle bonanza The Gayford Flyer. His sister, Kitty or Kit had an equally adventurous but lesser known career. Kit was co-founder of the extremely hard working group of canal volunteers nicknamed ‘Idle Women’. This was a play on the initials of their Inland Waterways badges. When the traditional canal workers were called to support the war effort, these spunky ladies took over their arduous work loading coal, steel and cement for transportation along the inland waterways in all weathers. Jane has thoroughly researched both characters so her illustrated talk was interesting, absorbing and informative. As an official Blue Badge Guide in Hadleigh, Jane is planning to draw attention to both distinguished characters during her town tours with visitors. Collection for Charity: Ladies were asked to bring unwanted toiletries and handbags to the URC rooms on 22nd March, between 10a.m and 1pm, to support Sarah Thompson’s request for these items for the charity ‘Love Grace’ This charity was set up by the parents of Grace Millane, the backpacker murdered in New Zealand. The collection will be distributed in the UK to women’s refuges for battered wives. JD

The Hadleigh Historian
The Hadleigh Historian
The Hadleigh Historian Issue 57 (April-May 2020) Issue 57 April - May 2020 Price £4 It was not until Revd Liz Law happened to mention two large figures watching her as she was celebrating at the altar of All Saints church Semer the The Hadleigh Historian realised what had happened over 160 years ago to the former reredos of St Mary’s church Hadleigh. Paperwork concerning moving Moses and Aaron does not seem to have survived but ‘one parish’s trash is another parish’s treasure’ attempts to relate the story. At Hadleigh in 1857, the pictures were described as ‘an extraordinary lapse of taste and utterly unsuited to the church’ but after recent restoration they now ‘lift Semer church into a building of county-wide importance’. ‘Suffolk and the Tithe War, 1918-1939’ was written by Ivan Jeffery as a contribution to the social history group of Hadleigh’s University of the Third Age. Sadly, Ivan died soon after he presented his work and now the Hadleigh Historian feels that his writing deserves a wider audience. It is quite surprising to realise that tithes were paid as a form of taxation on agricultural land until fairly recently and that people in Hadleigh, who had a larger than usual back garden, were obliged to redeem their land in 1936 by a compulsory one-off payment. Ivan explains how these obligations came about, who were beneficiaries, involvement of Mosley’s Blackshirts on one side and the Black-and-Tans on the other in a war that arose around the countryside between two world wars. A recent appeal in Hadleigh Community News for information concerning the Baptist Chapel graveyard at Hadleigh Heath sparked an investigation into the history of the site. Situated at Evans Heath in the parish of Polstead on the A1071 between the hamlet of Hadleigh Heath and Bower House Tye, the building now a five-bedroomed private-dwelling house called Chapel Manse. Before its closure as a place of worship, the last minister pedalled from Hadleigh on his unwieldy tricycle. The occasional series ‘Round the back’ features Sun Court, No.107 High Street, where an additional parlour wing added about the year 1500 appears on the front cover. Recently, a secret was revealed by a former owner of the property concerning a feature that allowed a hurried escape from the building. Do you have any old or not-so-old photographs, black-and-white or colour that would be suitable for the magazine’s front cover, which you could loan for copying? The editor would be very pleased to hear from you. Issue 57 is now available price £4 at Avis Newsagents and The Idler Bookshop in Hadleigh High Street and at Hollow Trees Farm Shop in Semer.
Hadleigh Sea Scout Group After 30 years of service to the Scout Association Barry Dallas, Group Scout Leader has been forced to give up his post, due to an apparent change of rules whereby any management role can only be held for 5 years with an extension to 10 years. Barry has been GSL for 25 years after taking over from Jimmy Wilding when the HQ, Osborne Hall opened. Barry has been a stalwart of the group and GSL for 25 years, 5 years as a cub scout leader, and has given his all to ensure the group has been run within the rules and values of the Scout Association for the benefit of all young people of Hadleigh and surrounding areas. At this time, I feel it is also opportune for me to hand over as Akela to my Assistant Cub Scout Leader, Vicky Ormes. Between us Barry and I have given 55 years to Scouting in Hadleigh and whilst it is with heavy hearts, we know we have an excellent team of leaders and helpers who are more than capable of continuing the good work in the Hadleigh Community. We would like to thank everyone who has been part of the Hadleigh Groups over the years, Leaders, Committee Members, Parents, Town Organisations, Supporters in Hadleigh and all the young people who have hopefully benefitted from Scouting in Hadleigh. Hadleigh & District Garden Club
Important Notice Unfortunately, following government advice re the coronavirus, the garden club will not be meeting this month (April) and for the next few months, as soon as we are back in business we will let you know - watch this space! Meanwhile take care and hopefully we will all be able to get together again later in the year, thank you. hadleighgardenclub@gmail.com
Hadleigh & District Flower Club At the last meeting in March we were delighted to welcome Pat Barton from Attleborough. She has travelled nearly all around the world by continent and this was reflected in her flowers which included delightful orchids, gerberas, delphiniums and double roses, shown in the photo are sunflowers, clematis and carnations, Pat brought summer into the hall, after a refreshing cup of tea/coffee and raffle, we wished her a safe journey home. Bad News I am afraid - In April the demonstrator was to have been Nick Grounds but unfortunately and with much regret the committee has cancelled Nick due to the Coronavirus outbreak. Please ring any member of the committee to check on future meetings. Chris 01473 652412 or Jenny 01473 822971. We hope all our members and everyone keeps as healthy as possible.
Hadleigh Walkers We had 18 hardy souls join us on March’s walk around Stutton for a really enjoyable 10 mile walk. A bit of everything from woods, beach, river and a bit of mud! Our April walk on Saturday 11th was scheduled to be a bus ride to Bower House Tye followed by a walk back into Hadleigh. However, we have decided to play on the safe side, and instead will organise a circular walk from Hadleigh. Therefore, we will meet at 0930 at Stonehouse Road for an, as yet to be determined route, of around 8 miles. Once we have determined the final route it will be posted on the website. Apologies for any confusion but I’m sure we are all aware of the reasons. Everyone is welcome, including well behaved dogs. Strong shoes or preferably walking boots should be worn as the ground will almost certainly muddy or rough in places. As usual, route maps can be requested from the web site. For further information about these walks go to www.hadleighwalkers.com, email us from the website contact page or contact Mike Keeling on 01787 210104 or 07483 887658
Hadleigh U3A There will be no monthly meeting in April. Unfortunately we have had to cancel it as it falls on Easter Monday and we were unable to reschedule. Therefore our next meeting will be at 2.30pm Monday 11th May at Hadleigh United Reform Church, when we will have Nick Sanderson talking about, 'History, Wildlife & Management Broads National Park'. If you are retired or semi-retired and would like to know more about the U3A and what it can offer you, please feel free to come along to the talk, pick up some information and meet us all or email had.u3a.mem@gmail.com.

Down to Earth ...with Dave Just when you think the wet weather is finished some more rain arrives putting most of the outside jobs on hold. At least in this corner of the country we have not suffered with the terrible flooding that other areas have had. Clearing up after the non-stop flooding must be very heart breaking and difficult to handle, at least when we do get a bit of drier weather we can get on with things. The broad bean plants grown in the greenhouse and hardened off in the refurbished cold frame on the allotment have been planted out in neat rows with their open ended flowerpot covers as protection. I am sure that they appreciate the protection this gives them from the wind and it does make watering each individual plant easier. Even with all the rain we have had, anything newly planted does need watering till it gets established. The first early potatoes have been put in, being very careful not to damage the tender shoots by chitting them indoors on a windowsill. They are planted quite deeply and earthed up straight away so that if we do get a frost then they should survive. The greenhouse is overflowing with all sorts of small plants growing on and seeds germinating in covered heated trays, there is always something to move from one place to another. The three planted up hanging baskets are a bit of a nuisance as they seem to get in the way, but will be worth it as we will have an early display in a month or so when they are moved to hang outside, it should be safe to cut all the old flower heads off the hydrangeas now. Cut back to a strong fat juicy bud, remove any damaged stems if the bush is getting a bit overcrowded, but if you do, remember you are removing possible future flowers. If the plants are in tubs like ours then they would benefit from some sort of feed, all the rain we have had will have washed a lot of nutrient from the soil, I tend to favour one of the soluble feeds like Miracle Gro or Phostrogen, whichever is on offer at the garden centre. I have been taken to task over the brief mention last month of the purchase of the rose 'Just Joey', I should have explained that it was a present for my daughter in celebration of the 21st birthday of her son, surprisingly called Joey. The rose now sits proudly in her garden in a large pot, needless to say I will be keeping an eye on it. Over the past few days we have been busy planning various visits to events and open gardens etc. for the coming year. A few that are worth a visit include the Spring Fayre at Semer All Saints church on 25th April, Hidden Gardens of Hadleigh on 6th June, 'Hillside' Union Hill Semer opening for the NGS on 21st June and, of course, the Hadleigh Show on 16th May. That's all for this time Dave

Background A cemetery is provided partly as a public service, but in the climate of public spending cuts it is increasingly necessary to ensure that projects are viable. This update acknowledges the sensitivity around cemeteries and burials, but seeks to address only the financial aspects of the project. During the 2011-2015 term of office, Hadleigh Town Council committed to an extension to the town’s cemetery, and the 2015-2019 administration instructed the contractors to start the work. This project was controversial and some public concern was raised about the need for the extension, seeking clarity over the costs of the project, and issues around a business case to ensure that the income from the cemetery can cover the costs incurred. On taking office in May 2019, the newly elected Councillors of Hadleigh Town Council committed to reviewing the project to ensure that: • the public can be advised of the full facts about the project, • lessons could be learned for developing future major projects, and • an action plan could be developed to ensure that the outlay on the project could be recouped through cemetery income as far as is possible. As a result, a working group met on the 9th of August 2019 and the meeting notes can be seen here http://hadleigh.suffolk.cloud/assets/Meetings/201920/Cemetery-Extension-Working-Group/2019-08-09-Cemetery-Working-GroupNotes-2.pdf What we know The current cost of the project to date is £738,077 made up as follows: Description ..................................................................................................Cost Architect Fees ........................................................................................£2,904.64 Purchase of Land (including solicitor fees) ..........................................£38,300.16 Legal Advice..............................................................................................£285.00 Ecological Survey .....................................................................................£840.00 Geoenvironmental Assessment/Survey .................................................£1,284.00 Topgraphic Survey .................................................................................£1,620.00 Planning Fees ...........................................................................................£387.50 Project Management/Contract Management & Health & Safety Advisor .......................................................................£33,430.00 Licence Fee ...........................................................................................£6,750.00 Land Agent Fee......................................................................................£1,500.00 Tree Works.............................................................................................£1,465.00 Accepted Tender Cost for physical works ..........................................£472,597.96 Unexpected additional cost for sleeper wall extension ..........................£4,522.60 Interest repayments on loan (£500,000 Public Works Loan taken out over 25 years at 2.79%) ...£172,190.50* TOTAL................................................................................................£738,077.36 Landscaping ..................................................................................................TBC Future maintenance and care.........................................................................TBC Costs are taken from paid invoices, except interest repayments which are taken from the contract. We can confirm that the Town Council’s public liability insurance covers the cemetery extension. Next Steps Much of the work in developing the cemetery extension is complete, so there is little value in stopping the project. However, we want to ensure that the project does not have a negative impact on Town Council finances, as there could be one of two potential outcomes: having inherited this issue, the current Councillors might be forced to consider increasing the council tax precept to cover the costs of past decisions, or the Town Council would have to divert existing funds from other work and reduce its ability to carry out some necessary actions or projects that benefit the town. Clearly, it is the ambition of the Town Council to seek to make the cemetery extension viable in order to avoid those scenarios wherever possible. Action 1) We will ensure that the physical works to date are reviewed against the specification of works to make sure that they have been done correctly, and that any concerns of the public relating to the works are addressed. 2) We will continue to publicise relevant information about the project where we are legally able to do so. 3) We will engage independent experts to carry out a study of both the existing cemetery and the extension to: a. find more information about how the project’s financial projections were developed and whether they are realistic, b. establish the number of existing plots remaining and the number of new plots that will be available in the extension, c. understand what works and costs remain to be done before the extension can open – we believe for example that there will be some additional landscaping costs, d. review the pricing structure for the cemetery to ensure that the prices are in line with the market rate, and e. Establish the viability of the proposed ‘green burials’ part of the extension and other specialist services. This will allow us to understand the financial circumstances overall, and plan appropriately for the project to be completed. 4) The cemetery working group will continue to meet and advise the Town Council until the above matters are addressed. In the mean-time, the Cemetery continues to function, and provides a high quality, peaceful, final resting place.
Town Council Manager Hadleigh Town Council Hello Hadleigh, my name is Andy McMillan and I wanted to introduce myself as the new Town Council Manager at Hadleigh Town Council. I have been in post for about two months now, and it is a very unusual time to be joining the Town Council. The recent past has seen a lot of turmoil as a shortness of staff in the office has led to a lot of frustration as progress has been hampered. However I am working towards a new work programme with the Councillors in order to get back to normal and begin to deliver more good things. Some recent quick wins include getting the minutes online, and sharing more background information on each meeting Agenda so decisions are easier to follow. But then this Coronavirus issue has landed with us, and it has delivered everyone a big blow. From the Town Council perspective, we were just starting to ramp up communications and sharing information on our website and social media, getting back in to regular meetings with robust agendas, and moving forward towards delivering the Councillors ambitions. The coming days and weeks will deliver some big changes as we all have to make sacrifices to manage the new health challenge. But rest assured: my role is to help coordinate the day-to-day running of the Town Council and make sure that the decisions your 15 Town Councillors make are delivered. With some new colleagues that we are in the process of recruiting (in just two months we’ve already gone from one part time member of staff to two full time and one part time – that’s 400% more capacity, and more to come!), we will be able to take on a lot more work and produce a lot more successes. We will be gradually driving up our communications too, so you will start to hear more positive news about ACTION, and see that you are getting value for money from public services. This is important because the people of Hadleigh haven’t always been kept fully informed of what is happening, and that’s when the rumours start and fake news spreads. It is one of my key priority areas to be open and transparent by simply sharing information. We will grow our website and social media presence and do more to publicise what we are getting on with. As we get through the backlog of tasks and manage the current programme of work, we will also be looking to the future and prepare a Strategy. It will involve the public to ensure that the Town Council is delivering the services that the people of Hadleigh want. Some of the actions will be about behind-the-scenes matters like developing our internal processes and procedures to make sure we deliver effective services. While these may not be exciting, they are the foundations of an efficient office that in turn supports the more ambitious, high-profile projects that your Councillors are championing. These projects will span all sorts of issues, but will be united in that they are intended to develop Hadleigh as a great place to live, work, play and visit. The strategy will help us to establish proper funding, project management and timelines to deliver. Over the coming weeks we will be facing ever more challenges as we try to move forward in the confines of these unprecedented circumstances. However, we will use our time effectively to make sure we are well prepared for the future and are able to make things happen. Although in the short term we will have to curb some of our face-to-face engagement, will strive to be more visible, more active, and more engaging with the public over the long term. There is a lot to do, and it will take time, but I would like to reassure you that we are all working very hard to achieve it. If you see me in the town, please say hello. I am very much here to serve Hadleigh and would be happy to discuss with you any Hadleigh matters that you consider to be important. Andrew Mcmillan Town Council Manager, Hadleigh Town Council

Layham Parish Council The main matters discussed during the meeting of 26 February were: • District Council report Councillor Woods was pleased to note the new Joint Area Parking Management Plan. • County Council report Councillors were pleased to note that the go-ahead had been given for a new permit scheme aimed at addressing delays and disruption on the county’s roads caused by roadworks. • SCC speeding working group Councillor Paton had attended the first meeting of this group; his report was noted. It was agreed that Layham should maintain a presence on the group and continue to explore the possibility of working with other parishes; however, this did not preclude any action being taken as an individual parish. A decision on the way forward would be made at the March meeting. • Village ‘tidy ups’ Councillor Roberts’ report on the Autumn 2019 event was noted. Her list of suggested activities for the Spring Clean on 7 March 2020 was circulated and agreed. She had requested a supply of high vis jackets and litterpickers from Babergh. • Flooding The owner of the Mill House had confirmed that the gates were owned by the Environment Agency and the EA was responsible for their operation and upkeep. It was agreed to keep a watching brief on this issue. The Clerk would contact the new Hadleigh Town Clerk to ensure he was aware of the ongoing problem with flooding near the rugby ground; although the area was technically in Hadleigh, the flooding did affect residents of Lower Layham who were either driving or walking into Hadleigh. Councillors would continue to monitor any other flooding issues. • Hadleigh First Responders It was agreed that the PC would make a donation of £500 towards the cost of a new vehicle for the Hadleigh First Responders. • Planning Councillors had no objections to the application for the erection of a dwelling at no 1 Upper Street; it was noted that this was for a starter home. However, councillors had concerns about the ongoing problem with speeding along the main road, where there had been many recorded accidents. It was noted that the intention was to widen the splay to improve visibility, which would mean the removal of some of the shrubs which were put in by the PC some years ago, working in partnership with Babergh. The PC would request that an appraisal of the planting in that area was carried out. • Housing Needs Survey The Clerk would bring information about this to the March meeting, when a decision would be made on whether or not to commission a survey. Thank you to Rosie for giving up her time to allow our children to have such an amazing experience! It may have been cold and wet, but the children seemed to all enjoy themselves and we are super proud of them showing their independence! We all had a great week celebrating World book day by sharing different stories and enjoying some snacks that were in the books we read. The beans on toast and sandwiches were delicious and all the children approved. Over the next few weeks we are going to turn our attention to people we care for to coincide with Mother’s Day, more of our favourite stories and some more Forest school sessions. We are also looking forward to A group of children from Layham visiting St Andrew’s church to meet our friends, including church mouse, before Playgroup enjoying a Forest the Easter holidays and to talk about the School day on Layham Playing Easter story. As well as collecting a lot of litter (and we are sorry to report there was more this time) we had groups: cleaning the bus Carolyn Webb and shelter, cleaning road signs, Drew Coulson and Lesley Garnett tidying the banks and path Nigel Thorpe smartening up preparing the site for on Mill Lane, edging grass the bus shelter on Brett Green, cutting the new seat for walkers and cyclists hedges and removing storm debris on the playing field, and digging out tree stumps in preparation for a picnic table at Blacksmith’s Corner in Lower Layham. Thank you! We also thank Babergh District Council who gave us 20 new litter pickers and high-vis jackets. BDC also removed the litter we collected and took away green waste in three of their brown bins.
Ansell Memories Cafe
On Thursday 12th March, after tucking into a delicious roast chicken lunch, some of the members of the Memories Café spent an enjoyable afternoon making pompom pets. The picture shows two of our regular volunteers, Trevor and Yvonne, with Doreen, William and Sue. As Trevor said, “This is what First Responders do on their day off!” Unfortunately, along with so many other community groups, we have reluctantly decided we will not be able to open the Café for the foreseeable future. We are planning to support our members in other ways during the next few weeks and months. In the meantime, if you have any concerns, you are welcome to phone Sue on 07941 497927.

Hadleigh Art Club Activities We are continuing our painting sessions during April with these ideas... Eggs - Various subtle colour changes, species variations in colour, speckling, etc. Eggs in a box or a dish. An empty Easter egg box; sweets and wrappers, chocolate bars (they can be eaten after work is complete!), Owls, and finishing the month with Quick portraits of club members in standing and sitting poses (as per our Paul Vousden demo.) We meet on Tuesday afternoons during term time in the Seminar Room above the Library. For those that ask, we try to give advice/guidance but there is no 'teacher'. We all do art because we enjoy it not necessarily because we are good at it, we all have pieces that turn out well and others that don't, so please don't worry about your ability, just come along and join in, we're a friendly group... To join the Art Club is £5 per year membership and £3 per session to cover cost of room hire and tea/coffee. You only pay for the sessions you attend and the first one is free so you are welcome to drop in and see us on a Tuesday afternoon. There is a list of weekly topics but these are only suggestions for anyone who wants ideas on what to do. Some people will be working on one of the topics (not always the current weeks) while others will be working on their own subject. Hope to see you there!

Not the best of seasons in the world of non league football, like most teams we have suffered with several postponed matches for all of our teams, and now following the Governments guidelines of the COVID-19 virus who knows what the leagues will do in playing the remaining matches or indeed Cup matches only time will tell. The matches that have been played recently have seen the First Team earn a well earned draw in a league match, before losing 5-0 to Lowestoft Town in a quarter final match of the Suffolk Premier Cup, not a bad result taking into the fact that Lowestoft play in a competition two divisions higher than ourselves and as they scored all their goals in the first half we held them to a nil-nil in the second half, that match turns out to be our last first team match for sometime to come. The Reserves lost their last match at home to Woodbridge Reserves in a quarter final match of the Suffolk Senior Reserve Cup taking the lead Woodbridge levelled to see a half time score of 1-1, Woodbridge took the lead in the second half, we got back on level terms to see the full score 2-2, down to the dreaded penalty shoot-out which saw us lose 4-3. March 18th would have been the Reserves chance to gain some silverware as they were due to play Walsham Reserves in the final of the Chell Trophy, but the "virus" has put this match on hold as well (hopefully it will get played at some stage). The U18s after several postponed matches did finally get a match against Needham Market at home in the U18 mid-week cup, but after taking the lead, Needham bounced back to win the match 4-1. The Vets have seen some mixed results, but the one to note is their superb win over Woodbridge Town 3-2 on penalties to go through to the final of the Veteran Seniors Cup. We play in Division 3 of the Norfolk & Suffolk Vets League, Woodbridge play in the Premier Division, this shows how well the lads have progressed again unfortunately we have no idea when this final will be played. These will be my last notes for a while as all football is now suspended, thanks for reading my notes and wish everyone well and hope you avoid the virus, once matches start again unfortunately I will be back unless COVID gets me! Your local friendly Tennis Club Spring has sprung the grass is riz, I wonder where my racket is? In the cupboard beneath the stair? I’ll buy a new one I don’t care! On the court like Feds and Murray, Layham Road’s the place now hurry hurry! Yes it’s the new tennis season and Hadleigh Tennis Club is ready to welcome you. The Club’s existence was recorded over 137 years ago when it played one of its first matches against a team from Bildeston. This event continues to be celebrated each year and for 2020 Bildeston are the hosts. Both men’s and ladies’ teams have competed in the winter leagues and the mixed team are in with a chance of promotion. We will be entering men’s, ladies’, and mixed teams in the Ipswich and District Summer League again this year so if you fancy more competitive tennis we’d love to see you. We have use of 3 floodlit all weather courts located on Layham Road next to the rugby club with “Club Play” sessions for members on Tuesday and Thursday evenings from 6.30pm to 8.00pm and Sunday mornings from 9.30am to 12.00 pm. Played before but a bit rusty? No problem we’ll soon have you back up to speed and you can play a few sessions to see how you get on before deciding whether or not to join. We can put you in touch with local coaches if required. If you have young children who want to start playing there is an independent qualified coach who runs group sessions for children at the courts. If you are interested just come along to any of the Club Play sessions and have a go. If you would like details of membership please email hadleightennis@gmail.com, or text our Secretary, Bryan Walls on 07714 484842.
Kersey Mill Newsletter Restoration Update Last month we reported that work to reinstate the three pairs of water driven stones at Kersey Mill was underway and we were about to embark on building the associated stone furniture and crown wheels. The tuns to the three sets of stones have now been built using local pine and all three pairs of the water driven stones are back in place. There is, however, plenty of work in progress. We need to make horses, hoppers, shoes, damsels and scrapers to complete the furniture. The crown wheel, which runs the middle stones, has been re-toothed using Copper Beech from the adjoining orchard. Sadly the Copper Beech that once stood on the riverbank died a few years ago, however we arranged for the timber to be milled with the intention of it being incorporated within crown wheels. The timber dried very nicely and it is now being put to good use as teeth for the two crown wheels. Re-toothing the first crown wheel has proven to be a complex and painstaking process: first you need to plane the material to a consistent size then blank, create 2 shoulders, one on either side and cut 4 cheeks at various angles to match those of the crown wheel. Then plane to a tight fit, so that just a light hammer sets the tooth home. Once all the teeth are in position, spacing can commence using dividers, by marking the centre line and profile. Finally, remove the teeth and plane the front profile, using the shoulders to retain the wedges. The wedges are created in a very similar way: replace two teeth and wedge, repeat 104 Assembling the first times until all teeth are in position then cut wedges crown wheel to fit the inside and outside rim. We are now ready to repeat the entire process for the second crown wheel. Further works to the governors and line shaft have also commenced. Test Drive On Shrove Tuesday we decided to put our stone machinery to the test! The grain was kindly donated by Chaplin Farms of Nedging and, for the first time in approximately 110 years, our refurbished set of stones actually produced flour! Kersey Mill’s first stone ground loaf of bread was baked here on site at The Miller’s Kitchen by Charlie de Lara-Bell, who is an artisan baker. We are very much looking forward this becoming a regular occurrence, once we’re in production. There is still a lot of work to do The first baked loaf using our until we can finally say that Kersey Mill is stone ground flour milling again, but nevertheless Shrove Tuesday was quite a momentous day. A list of Mill Open Days during 2020 has been published on the events page of our website www.kerseymill.net or if you would prefer to arrange a group visit on a different day, please contact: 01473 829317.
