The Mayor and ‘Parking in Hadleigh’ If I was asked to name the issue that really gets people up in arms in Hadleigh, it would probably be cars and parking. There are very strong views on this, although I think that most people accept that in rural areas like ours they are essential. This makes parking in Hadleigh a very important matter, since so many people from outlying villages and even parts of Hadleigh itself rely on being able to park in the town centre to do their shopping. The fact that short term parking is free here is a vital bonus to our businesses. Otherwise, you might as well go to a free car park at a shopping centre in Ipswich, and that is the last thing we want to see. We and our district councillors have had to fight this battle many times before, and there is a strong rumour that we may have to do so yet again. It seems to be becoming an annual event, like Christmas or the May Show. It is very hard to see why this should be imposed without our consent, and at a time of exceptional difficulty for the shops, pubs, restaurants and cafes that make our town what it is. We all know our town well, and we know that it would be a serious blow if parking charges were introduced, and an active discouragement to come here. Such a move would be nothing but a drain on our pockets and on the town’s economy, taking away money that would otherwise remain here, with no obvious benefit to Hadleigh itself, indeed serious harm. How these things are managed in other towns is irrelevant – does it have any significance for Hadleigh that Stowmarket does charge? No, it doesn’t, and the regulations in other places do not set a precedent for us. We need to make it crystal clear to our District Council that this proposal would be entirely unacceptable. I am quite sure our town’s Babergh councillors would be as strongly opposed to this idea as I am, but the problem is that ultimately any decision would be made by people who do not live here or represent us, and that is wrong. Councillors whose wards cover villages outside Hadleigh, whose residents use the car parks here all the time, may need to be reminded that away from the town, just as much as within it, any such decision would make them deeply unpopular. I do not know when - or indeed if – such plans will ever see the light of day, but we need to be ready to reject them, and to tell the District Council so in the strongest terms. Love Refills a zero waste initiative

Love Refills is a mobile refill shop with a zero waste focus offering liquid detergents, store cupboard foods and eco swaps without the packaging you normally get from supermarket shopping. It’s all about reducing single use plastic waste by using what we already have in our homes and businesses. You don't need to start big, one small change will lead to the next and the next and then the next change happens before you've realised it. Tenille launched Love Refills in March 2020 with free local delivery and has been a regular trader at the Hadleigh Market on Friday's since June. Demand for a broader variety of stock and the introduction of food, pushed forward the plans to become mobile. December saw the launch of the Mobile Refill Van at the market where you can stock up on eco friendly household detergents like laundry liquids, hand soap, washing up liquid and bodycare (shampoo, conditioner, body wash & body lotion) as well as store cupboard foods. You will need some clean empty containers to fill. You can try a little or fill right up - the choice is yours. Ask about the bulk order discount. Demand for village pop-ups has been high and December has seen visits to Elmsett and Aldham Village Hall, Chelsworth, Stutton Community Hall and Shop, Capel St Mary and Dedham with new locations planned for the new year. French’s Care Haven Hello all, I hope you had as good a Christmas as you could have, in these unprecedented times. Let’s all look forward to a better 2021. Here is another Volunteers view on how she feels being part of our helpers team, along with a nice photo of Danielle with Ethel and a lovely photo of Costa and Frankie, 2 of our donkeys. Danielle: Firstly I would like to thank Jann and the team, 1 for all their amazing hard work and 2 for making me feel part of the family. For many years now I have suffered with mental health issues, anxiety and depression, I also care for my partner. I have tried therapy, but nothing can compare to what I experience at this local Charity. This year like for many has been extra hard, not being able to see family and friends and for me, losing far too many close friends and family. It was during a particularly bad patch when I saw the call for volunteers to help with the horses and donkeys and I just couldn't resist, (donkeys were a favourite animal of a friend I lost) it really has been the best thing I have done. The animals need us and we need them, they have really saved me over the last few months, I don’t know where I would have been without them, I dread to think, as I was not in a good place. Not only has it made such a difference mentally, it has done physically as well. The feeling I get while up the farm helping the animals, gaining their trust is better than any medication. I cannot thank Jann and those I see when I come and volunteer enough. I truly understand this Charities ethos ‘Helping Animals, Helping People’ All I can say is a big Thank You. One of the volunteers you read about previously called Sharon put together an on line raffle with another helper called Emilie. They both managed to bring in lots of great prizes for the raffle and raised a whopping £500. This will pay for one hay delivery, so I am happy for their success and for one of our bills paid for. A big Thank You to everyone who bought tickets from us, your support was much appreciated. If you go onto our face book page you will see some of the donated prizes and which numbers won a prize. Who won the bungee jump? Hadleigh Town Council at its December 2020 meeting approved the recommendations of the cycling working group to seek funding from the Government’s Tranche 2 scheme and have also allocated £500 towards the design and printing of cycling maps. Cllr Mick Fraser has kindly offering his support as well. The next step will be to work with Suffolk County Council to improve cycle parking in the town. The report can be found on the HTC and HCC websites. Thanks to everyone who contributed to the consultation activities and helped the Club identify the concerns of cyclists in the town. The Cycling Club’s AGM was held by Zoom this year and the new Committee will begin work to plan activities for 2021. These are difficult times and it is not clear whether all the usual Club activities will go ahead. However, the Committee is still keen to promote the “cycling for all” message, especially at a time when many people feel that they are trapped in their homes, staring at screens all day and leisure and fun are curtailed. In the midst of winter, cycling can still be a terrific form of exercise for youngsters. It is great to see family groups cycling on the Railway Walk. For parents and grandparents who have not ventured out on bikes with children, it may take a little more planning this time of the year. It is important to make sure kids are well wrapped up and gloves are very handy. Snacks might be a useful way of motivating kids if they suddenly run out of energy. If you are considering doing the school commute by bike then hi-viz clothing and lights are important in low light conditions. Some people worry about punctures but fortunately these only occur rarely if your bike has a decent set of tyres. Still on longer trips, it is essential to have a pump, a spare inner tube and tyre levers. And watch out for icy patches! Finally, why not try our Sunday morning social rides from the George starting at 9am, weather permitting. Adults and “capable children accompanied by an adult” are all welcome. New Year’s Resolutions and Covid 19 With the current Covid restrictions New Year’s resolutions are probably the last thing you need. However, while the virus threatens, it might be worth considering. Maintaining a healthy immune system is more important than ever. During times of stress and uncertainty, it can be easy to fall into bad habits and neglect already established healthy routines. Sadly a large percentage of resolutions made in January have failed by February so, before you attempt to set new goals and make any adjustments to your lifestyle, consider the following advice. • Start small. Make resolutions that you think you can keep • Change one behaviour at a time. Too many changes at once is not a good idea. • Talk about it. Share your plans with family and friends. : • Don't beat yourself up. Perfection is unattainable. • Ask for support from established organisations or specialists. With these in mind you could take sensible, attainable steps to improve your daily routine. The simple tips below will help you to sustain a healthy lifestyle and improve your immune system at the same time. Wishing you every success. Eat regularly and adopt a healthy balanced diet. Making healthy choices wherever possible, such as eating a variety of fruit, vegetables, fish and fibres regularly, will help with your overall nutrition and increase your vitamin intake. Although they are tempting, try to limit fatty and sugary foods; your body and mind will thank you for it in the long run. Preparation is key. As we spend more time at home it is easy to run out of inspiration and face the ‘what’s for dinner’ dilemma every evening. To keep things exciting and your healthy eating on track, try planning a few meals in advance or create a weekly menu. This could help you use up some of the ingredients already in your cupboards, and so limiting the time you spend at supermarkets. Stay Hydrated. Most of the human body is made up of water, so it’s not surprising that staying hydrated is important. Studies show that drinking enough water not only helps you maintain a healthy weight, but a healthy body – helping you think more clearly, easing digestion and maintaining energy levels. Six to eight glasses of fluids (alcohol excluded) is the daily recommendation. It’s important to remember that, although fruit and vegetable juices and smoothies contain nutrients, they are also high in sugar. Limit these to 150ml a day. Keep Active. Keeping active is crucial to staying healthy and the endorphins that are released during exercise can make you feel happier too. For most people, social distancing measures will mean having to adapt to new ways of exercising and staying active, but it’s still possible to have a great workout at home. There are many great fitness regimes available online. Try searching on YouTube for ‘Home Workouts’ Don't rely on quick fixes to relieve stress. If stress makes you crave salty and fatty foods or causes you to overeat, you’re not alone. Many people find that the 80/20 approach, which involves making healthy choices 80% of the time, is an attainable way to maintain a healthy lifestyle. Keeping healthy and nutritious snacks nearby will ensure you don’t head straight to the biscuit tin at the slightest hunger pang. A little bit of the foods you fancy is good but remember that balance is key. Sleep Well. Getting enough sleep improves your overall health and protects your mental wellbeing. Studies have shown that sleeping well can make you happier, improve your memory and help you maintain a healthy weight. A good night’s sleep can also boost your immune system. If you suffer from insomnia or struggle to get to sleep try using meditation apps to help you unwind, herbal tea or warm milk can often help too. Don't be too hard on yourself. Sometimes you’ll have bad days and you’ll make unhealthy choices. This is a really difficult time for everyone; it’s OK not to be OK. Picture of the Month This remarkable photograph was taken exactly eighty years ago, during a particularly cold winter. A covering of snow throws up the outline of each building and rooftop in stark relief; even each gravestone in the churchyard. It gives a good view of the extensive deanery gardens stretching down to the River Brett, with, on the right, what appears to be stables and outbuildings, later demolished prior to the building of Deanery Lodge. On the left of the picture, we can see part of Toppesfield Hall gardens and grounds, now the site of Hadleigh Health Centre and Mill Pharmacy. The photograph was taken from the air by men of the Royal Air Force stationed at Wattisham. Their Commander, Group-Captain Oswald R Gayford (1893-1945), local lad and celebrated long-distance pilot, presented it - signed and dated 24 January 1940 - to the Dean and Parish of Hadleigh. It hung on the wall of the vestry for many years before being transferred to Hadleigh Archive for safe keeping. [Ref: HA, 220/15] The Hadleigh Archive is administered by the Hadleigh Town Council, The Guildhall, Market Place, Hadleigh, IP7 5DN. A team of experienced volunteers look after the Hadleigh Archive and meet on a regular basis to catalogue and transcribe its large number of documents and images. What an infuriating concept!! “New Year's Resolutions" loaded as they are with a silent expectation of sacrifice and self-denial. No wonder all attempts to stop eating sweets never lasts beyond January 2nd.... The fact is our subconscious hates being told what to do. It does not want to be denied what is believes it needs. It wants to be listened to, communicated with and understood. When this happens, changes that are beneficial to the whole self can be welcomed. One such change is the rejection of habits that no longer serve us well, a great example being smoking. If you find yourself thinking that this is a change you would like to make, try thinking of it, not as a New Year's Resolution that is steeped in abstemiousness after the indulgence and celebrations. Rather, envisage it as a gift you want to give to yourself, with everything to gain and nothing to lose. I will be really happy to help you. Financial support for leisure trust gets go ahead Babergh’s Cabinet have agreed further financial support for their leisure partner, Abbeycroft Leisure, to help keep residents fit and healthy well into the future. A £150k loan and £270k grant for Abbeycroft Leisure has been agreed, with the loan to be used first, to cover the period up to the end of March 2021. The hope is to ensure Babergh and its residents can remain bright and healthy well into the future. The council has already supported the not-for-profit leisure trust since the first lockdown, having paid its £238k annual management fee in advance and provided a £256,000 grant. Almost half of all council-provided leisure facilities across the country are run by leisure trusts. Details of a £100m funding package from central Government are expected to set out further support available soon, to assist the trusts with their Covid recovery. Cllr Derek Davis, cabinet member for communities at Babergh District Council, said: “The work Abbeycroft Leisure does to support our districts to remain active and healthy is vital. We know our residents really value what they offer, and their approach to supporting them with their health and wellbeing. “Thanks to their open book approach around the financial impact of COVID-19, we can now put in place a package of measures to support them and their recovery. All while continuing to lobby Government for further funding. “Staying active will remain as important as ever as we look to recover from the pandemic, and support our residents’ health and wellbeing. This funding will play a crucial role in ensuring we can continue to deliver on our health and wellbeing commitments.” Abbeycroft Leisure run Babergh District Council’s Kingfisher Leisure Centre in Sudbury and Hadleigh Pool and Leisure. They also deliver local community events such as park runs, and the ‘Explore Outdoor’ programme part funded by the council.

This time last year some people predicted great things for the new decade and I thought ‘seeing in 2020’ was having perfect eyesight. Although the volunteers are still talking about Brexit and Australian wild fires, they seem more interested in news of a vaccine bringing fresh hope for a normal life. I’m hoping someone can give my canine pal, Teddy, a new life. He is a ten month old staffie cross with the potential to become a fantastic companion. This handsome boy will need lots of exercise and company. Would suit an experienced owner who can see the promise in him and is prepared to put in the work to realise that potential. Ollie (the Black) Cat wants me to tell you we have many cats waiting for new homes too. Some, including several pregnant females, were abandoned to fend for themselves last year and now await forever homes. Lots of humans find animals give as much as they receive by enriching their lives, particularly for those alone and isolated in these difficult times. News from Whatfield CEVCP School Staff agree that considering the difficult year we have all had, our children settled back into this term beautifully. They got used to new routines and adapted very well to all the new things we have put in place. Our reception pupils slotted into the school seamlessly and created some wonderful work and first memories of school.

Despite the restrictions, staff have worked hard to make Christmas as enjoyable as ever for the children and we have taken part in many wonderful activities such as Christmas assemblies, nativities, Christmas lunch, art and crafts and a Christmas show. We thoroughly enjoyed being able to decorate the church with our nativity figures. Although we could not enjoy our usual Christingle services in the church, pupils made their own Christingles, then we held a zoom service and lit them in our classrooms. This was a lovely occasion as we managed to hold it across both schools in our federation. It has also been a time to celebrate my retirement from headship. It has been my great pleasure to serve Whatfield CEVC Primary School over the last eleven years. I have been privileged to work with outstanding and dedicated staff and have many fond memories of the fantastic children I have taught and the exciting activities we have completed; twilight walks, meeting Tim Peake, our visit to the Paralympic games, beautiful services at the church, rambles to the dippers, digging in the allotment, visiting African adventure, attending PE festivals and tournaments, forest school activities and our annual sports week to name but a few. I also have many happy memories of village events such as; village fetes, scarecrow competitions, craft fairs, village of the year, and am pleased to say I have met some wonderful villagers over the years who are so proud to have this lovely school in their midst. I am immensely proud of all that we have achieved and have been honoured to lead it through some changes, most excitingly through to federation with Bildeston Primary School. I know that under the leadership of the new Executive Headteacher, Mrs Julia Shaw, the school and its pupils and community will continue to flourish. Ebony’s Blog Life at The Shelley Centre 2021:- Bless my circuits, we made it...all the horses and ponies, real and mechanical, wish you A MUCH HAPPIER NEW YEAR! What will it be like? The Centre is planning to open for riders on 11th January. That’s the idea at the time of writing, but we’ve all had to learn how to rearrange our plans, haven’t we? I know what you humans are like, you like your own friends, just like us horses, and you don’t like not seeing them. There was a week in December when the yard was busy with the sound of voices and the smell of mince pies. The Shetlands whispered through my door that our volunteers were meeting on their usual days just to wish each other a happy Christmas. My photo shows Squidgey (in the natty purple rug) trying to get at the food, but being thwarted by those people. Camilla meanwhile is explaining to Denise why she has waited for the yard to be swept before coming out of her stable to shake the woodchip off her coat. The ponies often come inside for a rest; Camilla always has a good sleep whilst indoors. I have heard that one of the new intake is being very naughty and causing Lyn problems. Its Snoopy. Such a nice looker, but given an inch he is taking his mile, and some. So he is the most obvious victim of the lockdown, not getting enough discipline or work. The others are behaving well, so far! Our dear Bob has retired to a good home after all his years of service here, it is nice to think of him being well looked after without having to work. Management of the Centre carries on behind the scenes, and the maintenance team has not let up, so we are in good shape. We are hoping to make up for lost time when restrictions ease but meanwhile the message is to wait for your instructor to call you about restarting, and to keep well! Good luck everybody. Well Above the Parapet Cllr Mick Fraser - Suffolk County Council Babergh District Council – Hadleigh South May I take this opportunity by wishing you all the best of health and prosperity for the New Year and hopefully seeing the ending of this terrible pandemic. It would be a massive relief for us all to return to some normality and that we can see and socialize with friends and family, safely again. Suffolk News Last summer Suffolk Highways began a programme of work to tackle dirty or damaged signs and repaint faded road markings around our county’s schools. This work follows the announcement made last February that a £500k Highways Investment Fund (HIF) would be used for this maintenance to ensure Suffolk’s pupils can get to and from our schools safely. It pleases me to report that all our primary and the high school will benefit from refurbished signs, road markings, and vegetation cut-back. Suffolk 2020 (£2.5 million projects) Fund SCC launched this special one-off fund in March 2020 as part of its investment in Suffolk’s communities and its ongoing commitment to protecting the environment. The aim is to set up and deliver a range of initiatives and projects that provide a positive, tangible impact. The seven new projects include: • New booking system and automatic number plate recognition at Household Waste Recycling Centres – Improving the efficiency of the recycling centres by enhancing the online booking system using automatic number plate recognition (ANPR) and automated entry barriers. • Adult Digital Learning - Developing new virtual learning tools and techniques and setting up a laptop loan scheme to strengthen and extend access to the Adult Learning Service for those living in digital and/or rural isolation. • Youth Work - Developing and supporting growth of grass roots organisations to deliver accessible, high quality provision for youths across Suffolk. • Discovering Suffolk – raising awareness of Suffolk’s countryside and the county’s rights of way network, promoting local outdoor activities across all of Suffolk with the development of a smartphone outdoor app and QR codes to engage new audiences. • Automated Numberplate Recognition Speed Indicators – Devices will be installed at the roadside to tackle localised problems with speeding drivers. These will be periodically moved between sites of concern and the data will be forwarded to the Police to assist with targeted enforcement. • Virtual Reality therapy - Engagement and co-production with people living with dementia and their carers to explore and develop interactive and therapeutic experiences to support wellbeing. • Mobile Community ‘Care Hubs’ - Digitally equipt and staff selected community vehicles accessing rural communities within Suffolk. This will support digital inclusion and provide a way to share information and provide help around the opportunities available with care technologies and other digital skills. New housing joint venture company SCC’s Cabinet have given the go ahead for the creation of a new joint venture company to lead new housing developments on some of its own land. Since 2019 the county council has been investigating how it can do more with its own assets to support district and borough councils in their role as strategic housing authorities. This should boost the supply of much needed housing in the county and ensure more of its land is being used to create social value within communities. Babergh Business Support Covid-19 Local Restrictions Support Grant to the value of £1,000,680 were paid out to 659 businesses in Babergh by end 2020. Additional Restrictions Grants were made available for businesses that were impacted by the national lockdown, but not required to close. ARG payments of £1,334, £2,000, or £3,000 were available, depending on the business rateable value, and £114,000 was distributed to 63 businesses in both districts. Also, Pubs who derive under 50% of their income from food sales, often referred to as 'wet led pubs' were able claim a one-off Christmas Support Payment grant of £1000. Advertising our High Street I am delighted to report that along with Cllr Grandon, we are co-supported HTC towards advertisements in the EADT promoting Hadleigh’s High Street retailers in the run up to Christmas. This funding was made available from our respective Babergh Locality Awards funds. James Cartlidge writes Member of Parliament for South Suffolk One of the reasons it is such a privilege to represent South Suffolk in Parliament is that this is a constituency comprising so much beauty and heritage; with the countryside of Gainsborough and Constable, famous wool town churches and historic pastel palette villages. Thus, it’s easy to understand why new development can at times be a challenging subject, particularly for villages already taking significant numbers of new homes. We all want to protect our natural environment, but equally, I think most people recognise the sheer cost of housing requires intervention of some kind to support those struggling to find and afford a suitable home. For me, the key has always been to deliver new development but at a level that is genuinely ‘sustainable’. Not so little as to remove the opportunity for young families to stay in the area, or for older homeowners to downsize, but not so much as to disproportionately develop, so changing the character of the locality. I fear that if we had stuck with the proposed algorithm of new housing numbers as proposed last year we would have veered towards overdevelopment. We should bear in mind that under that algorithm (i.e. roboticcalculation) Babergh’s annual target for new housing would have shot up by 88%, from 420 per year to 789. Hence, I was delighted when last month it was confirmed that policy would instead prioritise additional supply coming from urban and inner-city areas in our 20 largest cities. We should be clear that to welcome such a change is not to oppose development, or be a ‘nimby’. After all, our target for delivery remains significant, reverting to 420. Nevertheless, I have always been a strong believer in the power of regeneration to transform inner city areas, tackling poverty as well as under-supply of homes. The point is that we will now have a better balanced and, yes, more sustainable approach. The ideal must surely be sufficient housing locally to help those who need it, whilst protecting what is precious, and supporting the revival of our struggling towns. That is where I believe the national interest lies.

Ansell Memories Café – Thank you, Peggy! Throughout lockdown we have been delivering newsletters and cakes to our members every Thursday. This has only been possible because of Peggy’s raffle! Thanks to Peggy’s amazing ability to procure lovely prizes and to sell tickets, we were fortunate enough to have a substantial amount in our raffle fund which has seen us through the many months when we had no income. In the picture you can see that Janice, one of the trustees, has delivered a small token of our appreciation to Peggy. The other picture shows the Christmas tree in the Ansell Centre with decorations provided by members of the Cafe. They were given pictures to colour and decorate with their newsletters in early December, and the following week the finished articles were collected and hung on the tree. It was just a shame that we couldn’t hold the Cafe in the Ansell Centre before Christmas due to Suffolk being in Tier 2. However, we hope the tree was enjoyed by the few groups which were able to use the premises including one of the URC' We are looking forward to welcoming members back into the Ansell Centre as soon as government rules allow. We have missed meeting together and enjoying each other’s company. Dear Sir During the long lock-downs I was able to spend some useful 70 days carrying out work in the lovely garden at Benton End House. The three acre garden had a wall about 100 feet long built of old soft red bricks which was in a poor state of repair. The top four or six courses of brickwork, which were leaning over, needed to be removed. The bricks had to be cleaned of the old lime mortar and rebuilt using lime mortar which I made up of hydrated lime and sand and even included some of the old mortar that was taken from the removed bricks. About 90% of the bricks could be reused as I rebuilt. The rebuilding has been completed although there is still some re-pointing to do on the lower courses. I walked down Benton Street on many of the days I spent going to Benton End House. Many of the houses in Benton Street, I was sorry to notice, had had their house and garden walls built of soft red bricks repointed using cement mortar, as opposed to lime mortar, which does not breathe and consequently moisture is retained in the brickwork. So many of our fine buildings in Hadleigh, built of soft red bricks, should only be repaired, rebuilt or repointed using lime mortar which, when renovation is needed almost all the bricks can be reused in the reconstruction. The bricks in a hundred years or so more can, if necessary be attended to but only if cement is not used for repointing. All the garden walls in the United Reformed Church in Hadleigh, which I have attended to, will stand the test of time. Yours sincerely, John Cunningham

Dear Sir In May 2018 the “Old” Hadleigh Town Council (“HTC”) saddled Ratepayers with a liability of over £750,000 to extend the Cemetery. No independent assessment was made of the existing capacity. Councillors, supported by the Town Clerk, estimated burial plots would run out in February 2020. They clearly have not. Now, in an attempt to generate income to offset the £30,000 p.a. extra liability, the “New” HTC are proposing to create a “Green” burial site on the cemetery extension land. Again, no business plan has been prepared yet, and no independent assessment of burial needs obtained. There is absolutely no possibility of generating the annual income needed from this venture to cover the annual repayments. Reserves will be depleted and the precept charged to ratepayers will rise. Babergh D.C.’s Biodiversity Action team, led by a competent team of officers, have recently proposed creating a Green Burial site. Why are HTC wasting time and money trying to compete? Surely it would be better for HTC to hand over the cemetery extension to Babergh D.C. They can then develop the site as they think fit with their own professional inhouse staff. This will help them quickly demonstrate their Biodiversity credentials and remove the burden on HTC’s staff. Roger Young

Hadleigh Town Council FULL COUNCIL MEETING Thursday 19th November 2020 at 7.00pm via videoconferencing. The Council, members of the public and press may record/film or broadcast this meeting, when the press and public are not lawfully excluded. Any member of the public who attends this meeting is advised that the Town Council cannot control 3rd party recording. MINUTES 1: Opening a) The Chair welcomed everyone to the meeting and advised that the Council, members of the public and press may record/film or broadcast the meeting, when the press and public were not lawfully excluded. Both Councillors Minns and Knock expressed their thanks to Mark Brennan and the British Legion for their small but well organised event for Remembrance Sunday, and to local businesses who continue to keep Hadleigh High Street open for essential goods, and to care workers in Hadleigh for their sensitive and caring support for those less able. In attendance Councillors Bayliss, Beggerow, Gregg, Gordon, Hinton, Knock, Mcleod, Minns (Chair) and Schleip. Also in attendance the Acting Town Council Manager and 26 members of the public. b) Apologies for absence were received from Councillor Talbot, and District Councillor Grandon. c) Councillor Gordon declared an interest in Item 5: Finance. d) There were no requests for dispensations. 2: Minutes Proposed by Councillor Hinton, seconded by Councillor Schleip the minutes of the Full Council meeting on Thursday 15th October 2020 were agreed as a true record. 3: Reports The reports from Suffolk County Council Councillor Fraser & Babergh District Council Ward Councillor Grandon were noted. A query was raised around the potential charging for parking in Hadleigh’s Railway Car Park, and where people who currently park there free of charge would be able to park if time limits are introduced. Councillor Bayliss requested an update on the Hadleigh Traffic Management Group and was advised by Councillor Fraser that as many of the group were not happy meeting via Zoom, it would be in 2021 at the earliest. An update was also requested on the Traffic Regulation Order for Benton Street. 4: Public Forum A member of the public advised the Town Council that the External Auditor was investigating one payment from Spring 2019, as it appears details of the payment may have been withheld from the new Council members at their meetings in May and June 2019. It would appear that in some paperwork the payment was shown, but in a second draft it was not shown, and this may have been the paperwork Councillors were asked to approve. It was a controversial and contentious payment, which the Town Council manager advised had been authorised, possibly via a confidential meeting, but there were no records of the confidential meeting taking place. A member of the public asked that with regard to the LRSGWP meeting on 11/11/20 Alastair Watson of Reveal Projects was listed as a member of the working party. Who is he/Who are they and, on what basis, is he/are they members? At the Council Matters meeting on 24th September 2020 one of the items discussed was charges for the use of Layham Road Sports Ground. As chairman of Hadleigh United Football Club, who are also users of Layham Road Sports Ground, Councillor Beggerow had not declared an interest particularly as he made suggestions of changes to the charging structure that would have benefited the HUFC juniors use of Layham Road. Could this please be clarified? 5: Finance a) Proposed by Councillor Beggerow, seconded by Councillor Bayliss it was agreed to approve the attached schedule of payments over £500, whilst noting that the Acting Town Council Manager will approve any payments under £500, in accordance with Financial Regulations. b) Due to the sensitivity of the situation, and the request for further information, this motion was withdrawn by the Chairman. c) Councillor Gregg queried the contents of the report from Suffolk Association of Local Councils (SALC) regarding payment authorisation in May / June 2019 suggesting that the report was based on a document provided by the previous Town Council Manager, Andrew McMillan and not SALC’s own findings. Councillor Knock requested copies of the emails between the Town Council Manager and SALC, however the Chairman advised that due to the uncertainty of what could be discussed, the matter could not be taken any further at the current time. The motion was noted by Councillors. 6: Additional Cheque Signatories Proposed by Councillor Hinton, seconded by Councillor Minns it was agreed to add Councillor McLeod as an additional Unity Bank signatory for Hadleigh Town Council. 7: Christmas 2020 a) Following the introduction of the latest lockdown regulations, it will not now be possible to erect the High Street Christmas trees on 28 November as planned, and 5 and 12 December are being considered instead. Councillor Gregg asked who had made the decision to put up the Christmas trees, with Councillor Knock advising that the High Street must look like Christmas. Volunteers spend 2 days putting up the Christmas trees, with a bill for hospitality of between £400 and £500 as a thank you for the time and effort they put in. the cost of the trees in minimal compared to the time put in by the volunteers. A member of the public advised that staff do this as business as usual, and simply organise it annually. The money for the trees is received in advance, and to get contractors to erect the trees would cost more than the volunteers and their hospitality bill. Councillor Hinton asked how much it would cost to provide PPE for

the volunteers to erect the trees, depending on Government guidelines as the country comes out of lockdown. Councillor McLeod advised that whilst a cherry picker could put the trees up, this would not be easy as it would require use of the pavement, car parking along the edge of the road, and the need to move the cherry picker for each tree to be erected, approximately 50 in total. Buildbase and DC Tree Services were suggested as options to explore, but these have already advised that they are unable to offer this service. A query was raised over the £82 cost of the large Christmas tree being purchased for the Market Place by the Town Council, when the 2019 donated Christmas tree had cost over £400. It was confirmed that this figure was correct by the Acting Town Council Manager. Proposed by Councillor Minns, seconded by Councillor Mcleod it was agreed that if the trees cannot be erected on the revised dates due to an extension of the restrictions, the Council will bear any costs of cancellation of the order and reimburse the businesses and homeowners who have paid for a tree. b) Councillors considered other ideas to help the Town celebrate Christmas including a voucher for school age children to spend in a local shop. Hadleigh Food Bank will be holding a Christmas Event on 22nd December 2020 and requested the approval of Hadleigh Town Council to give out the Christmas presents left over from the 2019 Town Council Christmas event, valued at less than £100 in total. 8. Grant Applications a) Councillor Knock, supported by Councillor Beggerow, suggested increasing the amount of the grant application from £500 to £1,000 for the essential service offered to the community by Service by Emergency Response Volunteers Suffolk & Cambridgeshire (SERVSC). Proposed by Councillor McLeod, seconded by Councillor Minns it was agreed to amend the motion to a grant request for £1,000. Proposed by Councillor McLeod, seconded by Councillor Minns it was agreed to provide £1,000 in grant funding for SERVSC a locally based charity providing an essential service to 5 NHS hospitals in the region transporting blood and blood products 365 nights of the year and all day at weekends and bank holidays towards fuel costs. 9: Committee Updates No committee updates were available. 10. Working Group Updates (Cllr Beggerow) a) Proposed by Councillor McLeod, seconded by Councillor Schleip it was agreed to approve the public distribution of the Vision Document for a 3G Pitch at LRSG to gain feedback. b) Proposed by Councillor Schleip, seconded by Councillor Hinton and subject to a supplement to the original license agreement, it was agreed to temporarily locate the new 20x8 ft Container on the car park until grounds conditions permit transporting to the agreed location before Spring 2021. c) Proposed by Councillor Hinton, seconded by Councillor Schleip it was agreed to accept the cash settlement offer of £129,800 from Royal Sun Alliance following the insurance claim regarding the fire at LRSG and that the funds will be allocated as earmarked funds towards the new pavilion project. d) The decision to build a new sports pavilion has already been made by the Town Council, and approval was sough to form a sub-group of the Working Party to proceed to begin the planning phase. Clarity was sought on the funding of the pavilion and whether the sums available were just the insurance monies from the Layham Road sports pavilion fire. It was advised that there is also £90,000 in the Town Council’s ear-marked reserves. It was suggested that members of the public be sought who can contribute with specialist knowledge. Proposed by Councillor McLeod, seconded by Councillor Schleip it was agreed to form a sub-group of the Layham Road Sports Ground Working Group to proceed with the planning phase of building the new sports pavilion. e) Proposed by Councillor Bayliss, seconded by Councillor Schleip it was agreed to approve the expenditure of up to £2,883.60 (Incl VAT) based on the quotation received from UK Power Networks to create a new independent single phase supply to feed the Rugby Club which can then feed tennis court floodlights at a cost of £1,483.20 (Incl VAT) subject to Rugby Club Committee approval for the costs of connection for the new supply to be re-charged to the Club. f) Proposed by Councillor McLeod, seconded by Councillor Minns, it was agreed to approve a budget of up to £6,000, from the Layham Road Sports Ground earmarked funds, in advance of the new Sports Pavilion Project for UK Power Networks to disconnect the feed into the pavilion and install a new 3 phase supply point outside of the Sports Pavilion in readiness for providing a new feed to the new Sports Pavilion including a new GRP unit and associated groundworks. g) Clarity was sought on the legality of Layham Road Sports ground being contracted out on a long term lease, and whether the contract / lease would be put out to tender to garner the best company in the interests of Hadleigh and the sporting community. Councillor Beggerow advised that the new structure would stay in the control of Hadleigh Town Council, but a new organisation would allow more grant funding to be accessed. Brantham Leisure Centre was a good example of what could be achieved, and it was felt that it would be an opportunity to learn from other Town and parish Councils who have undertaken similar exercises. A recorded vote was requested by Councillor Knock. Proposed by Councillor Schleip, seconded by Councillor Minns, Councillors Bayliss, Beggerow, Gordon, Gregg, Hinton. McLeod, Minns and Schleip were in favour of the LRSG Working Party to explore and prepare a draft Business Case for managing the provision of sports facilities in Hadleigh in the longer term using a different business model. e.g. granting a long-term lease to a newly Community Interest Company. Councillor Knock abstained from voting. 11: Councillor Concerns Councillor Knock wished to address the Full Council with his concerns about the basis of the Council’s discussion of agenda item 3 of the Council meeting on 29th September 2020: “Amendment to Schedule of Delegations and Terms of Reference”. Councillor Knock addressed the meeting


with the below statement: ‘First, I would like to apologize to the public for my robust behaviour when this item was discussed at the last meeting. I was frustrated that the meeting did not seem to understand the point I was making, and that it seemed to getting information that I thought was misleading. I would also like to reassure the staff, if it is needed, that none of my behaviour was directed at them – it most certainly was not and I continue to appreciate their work under difficult circumstances. My concern is about the discussion of Terms of Reference for the Staffing Sub-Committee. I am not challenging the decision or proposing the decision be reversed, nor I am saying that the Council could not adopt the terms of reference it did. But I do think there are lessons for the Council here, that may help the Council make better decisions in the future. For this reason, I ask for my concerns to be noted. The meeting was told the setting up of a Staffing Committee was an error, and that it should have instead been set up as a Sub-Committee. The meeting was told the old structure was contrary to NALC guidance, and that the new proposed Terms of Reference followed a NALC model. The meeting was given the impression that the Terms of Reference proposed were the best and only option in order to comply with the law. Based on the information I have received from the acting Town Manager regarding the guidance the Council got from SALC, it would be appear all of this was not quite correct. The proposed Terms of Reference were reviewed and commented on by SALC, so they were not wrong or improper, but they did not match the initial recommendation from SALC. Nor do they match the sample Terms of Reference from NALC. SALC initially recommended the sample Terms of Reference in the NALC publication Local Councils Explained. Those sample Terms of Reference have a Staffing Committee, with a Staffing Sub-Committee to handle a very limited set of tasks. I don’t know why these sample Terms of Reference were not put to the meeting as an option, or why having a Staffing Committee was described as an error. The Chair said "we must conform to recommendations and advice from SALC which these present form of words now do" but so did the previous policy. Cllr Talbot told the meeting that "basically that this is standard practise and that this is what basically everyone around the country does" This is incorrect. A simple Google search of ‘parish council staffing committee’ will show many examples of councils who follow the NALC sample Terms of Reference. Because the meeting was apparently given information that was incorrect, the whole discussion was based on shaky ground. The final decision may not have been a bad one, but one has to wonder why a council would adopt Terms of Reference that have more inbuilt secrecy than the NALC model. Especially when many on the council were elected on a promise of greater openness and transparency. The track record of personnel decisions by this council is, I would say, a poor one. For example, when we desperately needed an experienced clerk and passed a resolution to employ one, the H R panel decided on a Town Council Manager role for which clerking experience was not essential. The Town Council Manager’s report, to his credit, said as much and flagged this is a problem. We ought to have more councillor eyes on the HR decisions we are making, not less. The Chair requested a vote before a discussion on the 2nd part of the revisions, those concerning the delegated powers of the officers could take place, so these powers were voted thru without consideration by Councillors I ask my fellow councillors to consider how proposals put to the council are developed. There is something wrong here-if we do not address it we could end up making poor decisions that could of been avoided.’ 12: Nominative Trustee Proposed by Councillor Minns, seconded by Councillor Gregg, it was agreed to elect Councillor McLeod as the Nominative Trustee for the Aldham Common Charity. 13: Replacement Play Equipment Proposed by Councillor Bayliss, seconded by Councillor Hinton it was agreed that REJB Sports Services replace play equipment at Corks Lane and Timperley Road Play areas at a value of £3,702 including VAT. There was a 5-minute comfort break between 8.32pm and 8.37pm 14: Electric Charging points in Hadleigh. (Cllr Hinton) It was noted that with the increase in the number of electric cars being sold Hadleigh Town Council should consider the number of electric charging points it offers. Hadleigh does not have many suitable centrally located sites for electric charging, Babergh District Council do have, Proposed by Councillor Minns, seconded by Councillor Schleip it was agreed to amend the motion to the Suffolk 2020 fund has allocated £300,000 to install rural charging points in Suffolk and is looking for local parish and town councils to come forward to express an interest in their area. (http://www.greensuffolk.org/plug-in-suffolk). It is a scheme to help make Suffolk the greenest county and decide that Hadleigh Town Council be interested in this scheme and express an interest. Proposed by Councillor Minns, seconded by Councillor Hinton it was agreed that Hadleigh Town Council express an interest in the Suffolk 2020 Fund. 15: Trees in Hadleigh (Cllr Hinton / Cllr McLeod) a. It was noted Babergh’ s tree for life scheme is for babies born between 1st January and 31st December 2020. Hadleigh Town Council encourage people to apply. For those who have no-where to plant then either Babergh or the Town Council can help with this. The scheme also offers remembrance trees to parents who’ve lost a child during the same period.(https://www.babergh.gov.uk/environment/tree-for-life/) b. Proposed by Councillor McLeod, seconded by Councillor Beggerow it was agreed to approach SCC Tree Wardens and/or Suffolk Wildlife Trust and express an interest in the scheme and to work with them to highlight areas in the Town that would benefit from the scheme. c. It was noted that Councillors Hinton and McLeod offered their help to encourage the residents of Hadleigh to come forward with their Tree Preservation Order

recommendations so the community of Hadleigh can start protecting trees within the town. 16: Speeding (Cllr Hinton) Proposed by Councillor Minns, seconded by Councillor Hinton it was agreed to change the motion to Hadleigh Town Council look into speed sensitive signage and liaise with SCC as required to do this and bring back a detailed costing and plan to the Full Council meeting on 17th December 2020. A project group will be developed to come together to decide the locations for the camera’s, of which 7 will be in Hadleigh and 17 in Sudbury, with a new system being in place by April 2021. The system will be as ‘future-proofed as possible given the current huge forward leaps in technology. Proposed by Councillor Minns, seconded by Councillor Gregg it was agreed to approve the request by the Communities Service Team at Babergh District Council for £183,000 funding from the CIL Infrastructure Fund for CCTV arrangements in Sudbury and Hadleigh. A discussion took place around the potential to increase the number of camera’s in Hadleigh, and proposed by Councillor Minns, seconded by Councillor McLeod it was agreed to defer the motion to fund £6,854 per annum towards the running costs of the camera system for 5 years subject to Babergh District Council producing a suitable agreement and providing an annual monitoring report. 18: Operational Efficiency The Acting Town Council Manager advised that meeting that following a discussion with the previous Town Council Manager, clarity was sought on the Council’s operational efficiency report which may be better placed coming from the new Town Council Manager when appointed. Councillor Knock advised that the previous Town Council Manager had produced the report and Full Council had agreed to publish the report. Councillor Knock agreed to provide the Acting Town Clerk with details of the meetings where the item had been discussed. 19. COVID-19 Support (Cllr Gregg) It was agreed that Hadleigh Town Council should support Hadleigh during the coronavirus restrictions and Government guidelines such as floor markings reminding shoppers of the 2m social distance guidelines, possibly PPE, posters and notices. Councillor Minns advised that meeting that Suffolk County Council and Babergh District Council were holding a meeting with the potential for a testing unit to be place in Hadleigh. Councillor Gregg offered to lead on the support working with the Acting Town Council Manager, with Councillor Gregg offering to approach Suffolk County Councillor Fraser to ascertain the level of support available for socially distanced pavement markings. Proposed by Councillor Minns, seconded by Councillor Beggerow it was agreed to amend the motion to ’agree that Councillor Gregg will develop measures to support the community of Hadleigh during Covid-19 lockdown with a budget of up to £1,000’. Hadleigh & District Garden Club Another year begins, hopefully with better things to look forward to than the last, but one thing that doesn't change is the benefits that gardening brings. I don't know if this is a sign of global warming but towards the end of November last year I went out into the garden on a chilly day to have a little tidy up of the pond and on my way I spotted astrantia, geranium, penstemon, campanula and osteospermum all showing new flowers. When I got to the pond not only were there three new buds on the waterlily lying in the water but also the water hawthorn you see in the picture flowering for the first time this year. End of autumn, early winter is a good time to tidy ponds, in particular removing any fallen leaves or dead stems from pond plants, if left to decay they will reduce the supply of oxygen in the water. It is still worth leaving anything taken from the pond on the side for a few days so that any pond life hiding there can get back home. Christmas will probably seem a long time ago by the time you read this but if you bought a poinsetta as part of your Christmas decorations here are a few tips on how to grow it on until next year. It is a tropical plant so it will need a minimum temperature of 13 to 15 degrees C and it needs bright light but not direct sunlight, so putting it in a north facing porch, as I did one year will only result, as I discovered, in a lovely display of stems! Water it sparingly only when the surface of the soil has begun to dry out and mist it regularly to maintain humidity, feed it monthly with low nitrogen, high potassium fertilizer. If you manage to keep it growing on then prune hard in April to about 10 centimetres and keep it at 13 degrees C, in early May repot and grow in a light cool place over summer, 1518C is ideal. From November onwards put it in a dark place after 12 hours of daylight, this will start the flowering process. Parish Council The main matters discussed at the Meeting of the Parish Council on 25 November 2020 were: • Public Forum Steve Laing thanked everyone who had taken part in the autumn tidy-up and said he would be in favour of the PC entering the Keep Britain Tidy network awards. With regard to the Quiet Lanes Suffolk initiative, he suggested that Stoke Road might be considered for designation as a Quiet Lane, explaining that the PC had tried several times in the past to have the 30mph speed limit extended without success. He also commented on the high cost of maintaining security at the old Babergh offices in Corks Lane, and asked whether these would be taken into consideration when the asset was sold. Councillor Ward said Babergh would be redeveloping the site itself, not selling it. He confirmed that the redevelopment would be for housing, and that the car park would also be redeveloped. Nigel Pye said he was grateful to members of the Parish Council for giving their time and helping to make Layham a better place in which to live. He wished to offer some constructive comments on financial matters as he was concerned that the Parish Council might be leaving itself open to criticism given the high level of general reserves; members had noted this and planned to address the issue over the coming months. • Suffolk CC report With regard to the pandemic, Councillor Jones said current data did not show a wider community spread beyond Hadleigh. A meeting had been held with Public Health England and a further meeting would take place on 26 November. With regard to financial support for people having to isolate, Councillor Jones said information had been widely circulated to the public, although those isolating were not automatically contacted. SCC had announced funding for tree planting and protecting hedgerows and verges; the initiative had been announced in October and there had already been considerable interest. • District Council report The winners of the 2020 Innovation Awards had been announced on 3 November; these included two Hadleigh businesses Ferguson’s Deli (High Street) and Challs International (Most Innovative SME). Following the recent spike in Covid 19 cases in Hadleigh, the rate was now falling. All local councils were currently looking at the implications of the Spending Review. • Footpath from Upper Layham to Hadleigh Councillors Woods and Jones had met to look at the footpath alongside the B1070, following which Councillor Jones had sent a report to SCC Highways with recommendations. Councillors were grateful to GJ for his assistance. • Reporting issues to SCC Councillor Roberts had reported several issues online and gave an update: the gutters in Hadleigh Road near the Rugby Club would be cleaned; the footbridge near the Mill would be repaired; the potholes on Overbury Hall Road near the Kennels would be repaired. SCC did not consider the tree roots across the pavement in Mill Lane to be a priority; however, Councillor Jones would follow up on this. • Budget & Precept for 2021/22 It was agreed to accept the draft budget and maintain the precept at £11,000 for 2021/22. • Marquis of Cornwallis It was noted that Babergh had requested additional expertise from Essex County Council. It was agreed that there was nothing to add to the PC’s previous submissions. • Quiet Lanes Suffolk The working group’s paper was noted; it was agreed to put five lanes forward. It was noted that there would be an opportunity to make a final decision on whether to proceed when the lanes had been assessed and the actual cost implications were known. • Keep Britain Tidy awards Councillor Roberts proposed that the PC should consider becoming a member of Keep Britain Tidy – this would be decided at a future meeting and the PC could then consider applying for the awards next year. • 2021 meeting dates The schedule of meetings for 2021 was agreed: Wednesday 27 January, Wednesday 24 February, Wednesday 24 March, Wednesday 28 April (APM), Tuesday 26 May (AGM), Wednesday 30 June , Wednesday 28 July, Wednesday 25 August, Wednesday 29 September, Wednesday 27 October, Wednesday 24 November. St. Andrew’s – your local church We are glad to say that services of public worship have now resumed, and there are currently services at St Andrew’s at 9.15am on the first and third Sundays of each month, so Sunday 3rd and 30

It was with great sadness that we said farewell to Sonia and Richard Groom in December. Sonia has been churchwarden for many years, and they have both offered their time and talents tirelessly for St Andrew’s in many different capacities. They will be sorely missed, and we wish them all the very best in their new home.

Layham Playgroup We hope all our families and friends had a wonderful Christmas and New Year despite the difficulties we have faced this year. 2021 is a new year, a fresh start and with that in mind we are looking forward to welcoming our families back and hearing all about their Christmas experiences from home. At the end of term, we thanked Buddy the Elf for bringing us so much fun over the month of December and sent him on his travels back to the North Pole with some festive snacks. This month: Aerosols • Make sure they are empty • Don’t squash them • Remove plastic lids and caps • Put them in your blue bin Layham Local History Group - Goodbye Beck Cottage It is with a little sadness that we have seen, what was probably the last unmodernised cottage in Lower Layham, being demolished. Beck Cottage in Overbury Hall Road, pictured here, dates from the time when most cottages were inhabited by large or extended families. The 1871 census does not identify all the buildings by name or number and they are not always entered in order – so we cannot say who was living in Beck Cottage. What we can say is that there were 12 cottages in Overbury Hall Road (in addition to Overbury Hall itself which is listed separately) accommodating a total of 50 persons and that they include: 13 male agricultural labourers; 1 male gardener; 1 steam engine driver; 3 adult ladies working ‘in service’ as cooks or servants; 8 adult ladies are listed as ‘wives’; 1 female pauper with two infant children; 1 elderly annuitant (private income); 13 schoolchildren (scholars); 9 infants. Quite a community. What stories there must be associated with Beck Cottage and the houses around. I’ve fallen behind on my bills and the debts are building up, and there’s Christmas on top of this. I don’t know where to start. You’ve already taken a great first step by asking for help, and it’s important to know you don’t need to face this alone. You can contact Sudbury & District Citizens Advice for help. In the meantime, here are four steps you can take to get started: 1. Work out how much you owe - Make a list of whom you owe money to and add up how much you need to pay each month. If you don’t have your most recent statements, contact your creditor to find out what you owe. Some creditors will have special arrangements for people with Covid-related arrears. 2. Prioritise your debts - Your rent or mortgage, energy and council tax are called priority debts as there can be serious consequences if you don’t pay them. Separate these and work out how much you owe. Again, you can ask the companies or council what support might be available during the pandemic. 3. Work out how much you can pay - Create a budget by adding up your essential living costs, such as food and housing, and taking these away from your income. The Citizens Advice budgeting tool on our website, www.citizensadvice.org.uk can help. Any money you have spare can be put towards your debts, starting with the priority debts first. If you have any money left after paying priority debts, but not enough to make your usual payments on other debts, consider getting advice on the best way for you to start getting on top of them. Or contact your creditors and offer them what you can afford to pay. 4. If you can’t pay your debts - If you’ve got little or no money spare to pay your priority debts seek advice from Citizens Advice straight away. If you’re struggling to pay for basics like food, seek help immediately to see what support might be available to you. If you can’t pay off other debts, such as credit cards and loans, it would also be worth contacting your nearest Citizens Advice. Morrisons Community Hero Nomination On Thursday 17th December our head teacher, Mr Pilkington, had a surprise visit from two staff from Morrisons who told him that he had been nominated by one of our parents as a Community Hero and presented him with a hamper of goodies. It was a lovely surprise and Mr Pilkington was delighted and grateful for the nomination. Alternative Christmas Lunch It has been a very different sort of year this year and Christmas lunch at Hadleigh Community Primary School was no exception! Having 515 children and staff eating the traditional Christmas lunch in the main hall was not possible so this year the children could choose to have either a burger, hot dog, chicken nuggets or a vegetarian option, with chips and received it in a ‘take away’ style box to take and eat in their class bubbles followed by cake and biscuits. The afternoon was spent in their classrooms watching a film with popcorn, sweets and chocolate which were kindly donated by the HSA.

Christmas Lunch Christmas lunch was enjoyed by all at Bildeston Primary on Thursday 10 December in their class ‘bubbles’. They all made festive hats to wear for the occasion and had crackers donated by Squirrels Coaches. Goldcrest class had to self-isolate but they will not miss out on their festive lunch. Plans are in place for them to enjoy theirs on Wednesday 6th January and we have saved them their crackers!! Christmas Assembly Our virtual Christmas assembly was held on Friday 11 December for all classes and parents were able to join us too! Each class completed a short festive poem and Reverend Elke joined us for a Christmas blessing. Christingle Assembly Our virtual Christingle assembly was held on Thursday 17 December to all classes and across the federation to Whatfield classes. Each child made their own Christingle for the assembly and took them home afterwards. Each child collected change in a Children’s Society candle for the charity. Pantomime We couldn’t get to a Pantomime, so the Pantomime came to us!! Ms Golding, as her final treat before her retirement, paid for the New Wolsey Theatre tickets to show “The Snow Queen” virtually to all of our children, even those who were selfisolating. Gippeswyk Singers are searching for a new conductor

Geoff Lavery, our current musical director, will be stepping down in June 2021 after a tenure of 10 years. Gippeswyk Singers is a chamber choir of approximately 40 singers which was originally founded by Geoff in 1972 with the aim of raising money for local charities with the profits from their concerts. (He left after the initial 10 years to pursue his musical career and then returned to Suffolk upon retirement.) Geoff has taken the choir from strength to strength with tireless energy and enthusiasm and was to finish with a flourish - a final concert in May 2021 at Snape Maltings Concert Hall. Sadly, the Covid 19 virus has prevented this from going ahead next year. The choir has continued to keep in touch with zoom meetings and emails, and hope to be able to start rehearsals again (with safety measures in place) in 2021. We enjoy singing a wide range of music from classical to modern, both a cappella and accompanied, and occasionally larger choral works with professional soloists and orchestral accompaniment. The choir performs several local concerts each year and the occasional wedding as well as touring every second summer with successful concert tours to Holland (2014), Yorkshire (2016), The West Country (2018) with a further tour planned to Elgar Country in Gloucestershire in the future. The choir tours have been hugely popular with the Singers. Travelling, sharing meals, and sightseeing as well as the joy of singing together has created warmth and lasting friendships amongst the group and helped form a wonderfully friendly and cohesive choir. Performances just get better and better! Gippeswyk Singers has also performed to sellout audiences at Snape Maltings Concert Hall where they joined forces with two other Suffolk choirs (Beccles Choral Society and Phoenix Singers) and Lambeth Orchestra from London for Elgar’s Dream of Gerontius (2017) and Verdi’s Requiem (2019), both conducted by Geoff Lavery. We’re hoping to attract an experienced and enthusiastic new conductor to lead us into the future and many more years of successful singing. Leisure centre throws open doors after £2.4m refurb The new-look Kingfisher Leisure Centre in Sudbury has officially opened its doors following a £2.4m extension and refurbishment – providing leisure facilities for the town for years to come. The new facilities are part of a multi-million pound investment by Babergh District Council, with its leisure partner Abbeycroft Leisure, to modernise leisure provision in the town. Funds also include £100,000 of Community Infrastructure Levy collected from developers building new homes in Sudbury, to ensure local development also supports community facilities. The leisure centre works, carried out by Beardwell Construction, include: a twostorey extension to house a new community and exercise room and dance studio extended and refurbed 100 station gym, increasing capacity from 40 stations; improved fitness changing rooms; new poolside wet changing and toilet facilities improved lighting, décor, and mechanical equipment. New cycle storage has also been installed at the front of the building, meaning members can access and use the facilities more easily by bike. Supporting a shift towards sustainable travel options, and the council’s environmental ambitions. Cllr Derek Davis, cabinet member for communities at Babergh District Council, said: “We’ve invested in the Kingfisher Leisure Centre, as part of our wider vision for Sudbury, to ensure we have the right facilities for Babergh’s residents to remain healthy and active for years to come. “With work carried out in a phased approach, customers have been able to continue to enjoy their leisure activities throughout construction. I hope the enjoyment of getting active at the centre will continue for future generations. “Both these and the upgrades taking place at Hadleigh Pool and Leisure, are part of our continued commitment to ensuring our communities have healthy futures. The competition was very well supported considering the course being very wet under foot making playing conditions very difficult for the ladies. Lady Captain Janet Hodge dressed as Mother Christmas and handed out festive nibbles as the ladies walked past her pop up grotto All things considered the ladies came in with some fantastic results. Clare Nixon and Corinne Jackson were triumphant coming in with 20pts. 1st Clare Nixon and Corinne Jackson 20pts; 2nd Diana Harris and Sybil Paton 17pts; 3rd Katy Williamson and Cathy Chambers 16pts ocb. Nearest the pin: 3rd Hole Suzanne Shaw-Smith; 7th Hole Corinne Jackson; 9th Hole Tracy Dickens. Men’s Section Daily Mail Foursomes Rd 2 Stoke By Nayland GC v Harwich & Dovercourt GC. After successfully beating Fynn Valley in Round 1, Stoke By Nayland members, Glen Jackson & Mike Moore faced a strong pairing from Harwich & Dovercourt, Darren Law & Lee Hand. Conditions were very difficult as the course was very wet, therefore no run on the ball and rain was falling throughout the round. Both pairs started nervously, bogeying the 1st hole. A great Par 5 at the 2nd hole saw the visitors take an early lead. The short Par 3, 3rd Hole was halved with the home pair taking the 4th with the only shot of the game. The 5th, 6th & 7th holes were halved before Darren produced a wonder 2nd shot at the 8th to within a foot of the hole for a birdie 3. The home pair were not lying down though as they bounced back on the 9th with a win and All Square at the turn. Glen & Mike then produced some consistency over the next 7 holes which was to prove vital. Having won the 10th after their opponents drove into a bush, Mike produced a wonder tee shot at the very difficult Par 3, 11th hole, at 190 yards through a very narrow entrance he put his drive to 15 feet and Par was enough to move to 2 up. The visitors bounced back on the 12th with a Par, but Glen & Mike pared the long Par 4, 13th with Glen holing our from 12 feet taking the match back to 2 up. The 14th was halved. The visitors then drove into the long grass down the right of the 15th having seen Mike hit the middle of the fairway. With the wind strengthening into their faces Darren & Lee couldn’t reach the green and again the home team took the win. Dormie 3. A Par down the Par 5, 16th hole secured a 4 & 2 victory in a hard fought match. Round 3 now awaits Glen & Mike where they won’t know their opponents until February 2021!!!
