Porch Project receive £15,000 funding from Suffolk Freemasons The Porch Project’s aim is to provide a quality youth work so that the young people of Hadleigh, Great Cornard and the surrounding areas have the opportunity to achieve their full potential in life. The charity works with disadvantaged young people in the community to create opportunities to educate, inform and support. The project runs evening drop in sessions each week to provide a regular, safe and supervised place for young people to meet and socialise. It also offers small group learning programmes which aim to build emotional resilience and intelligence. The charity helps young people to develop wider opportunities, responsibilities and experiences and address the challenges of growing up. Kayleigh Diss, Youth Work Manager/Deputy Safeguarding Lead commented “The Porch Project would like to say a huge thank you to the Suffolk Freemasons for their incredibly generous donation of £15,000 over 3 years and ongoing support of our charity. In what has been an incredibly challenging year, this funding has allowed us to continue our services, albeit adapted, and support many children, young people and their wider networks. We are currently supporting around 30 young people a week with 1-2-1 coaching in a virtual capacity, around 100 people and their families have registered with our personal hygiene scheme and receive monthly packs free of charge and we have also continued to support our hard to reach and most vulnerable young people through outreach in both Hadleigh and Cornard. As expected, these numbers are slightly less in comparison to our usual figures, however considering the current climate, we are thrilled to still be engaging with so many through our adapted services. Without funding such as the Suffolk Freemasons grant, this just would not be possible and we would like to send our sincere thanks to everyone who has made this possible and has enabled our work to continue”. Good news! By now, hopefully, you will have seen that we are open again with our Select and Collect service. If you haven’t used it already, it is a great way to have a selection of books found for you by our dedicated team at Hadleigh Library. It might not be the full opening we are all longing for, but we are extremely happy that we will be able to see our customers again, to hand over these bundles of books. Like everyone else, we have continued to be busy providing a service remotely with a wealth of things to watch, listen to and join in with online, alongside our standard services such as Kanopy film streaming, audio and e-books and our online wordplay sessions. Not to mention all the amazing content on our Suffolk Libraries Youtube channel – if you haven’t already, do take a look, there is so much there to entertain and inform. Faye, Rob and the team at Cobblers Café and Wine Bar are pleased to announce the opening of their new venture During the first lockdown when they were allowed to open Cobblers Cafe and Wine Bar as a takeaway they introduced Kelly’s ice cream and waffles at a time when the only joy of the day would be to go for a walk in the lovely weather we experienced in the early summer. They found that families purposely came out for walks for an ice cream or sweet treat and quickly became known as an ice cream parlour! From there on they realised the product was extremely popular in the town but the original premises were not ideal regarding space and equipment, so when the opportunity arose to take on a lease a stone’s throw away just off the High Street they decided it was a perfect destination. Cobblers Waffle House, 1 Maiden Way, Hadleigh will be offering freshly made Belgian waffles, crepes, crazy shakes, sundaes, Kelly’s ice cream and soft serve ice cream as well as their award winning coffee and hot chocolate. All packaging and cutlery will be recyclable, compostable or biodegradable. There will be seating for 10 inside and 24 outside. There is a bespoke upstairs room for children’s waffle parties of up to 8 where they can design make and create their own waffles - Prices will start at £12.50 pp and there will be different party packages to choose from. Whilst Covid restrictions continue, the Waffle House will follow all Covid safe rules and open as a takeaway until such time they can open fully. Covid Vaccination Matters At the combined practices of Hadleigh, Bildeston and East Bergholt, the roll out of the Covid vaccine is going really well. Our sincere thanks to all their staff who have worked so hard to make this happen. Up to the beginning of February an average of 93% of the groups (cohorts) contacted have been vaccinated. These include the 80+, 70 to 79 year olds, the Care Homes, Health Workers and some of the Clinically Extremely Vulnerable (CEV) groups. Don’t worry if you have younger neighbours who have already had their vaccine and you haven’t. You have not been forgotten. Everyone will be invited in their age group but as this is not in strict age order it is not always possible to invite everyone in their cohort at the same time. This will also be influenced by vaccine supply and patient numbers. Please remember that some patients are eligible because of their occupation or they are on the CEV list so these patients may also be younger. Some people may be concerned about the after effects of the vaccine. Apart from a few sore arms and some people feeling a bit tired and fluey for 24 hours, most recipients hardly noticed it. Even though those trusty antibodies are floating around Hadleigh, we still have to take care but we are much closer to being able to meet up with family and friends again. Sadly, there is an awful lot of misinformation, in the media and on social media, about the supply and validity of the vaccine. It is, therefore, understandable that some folks will be anxious. Firstly, once the Practices were given the go ahead to administer the vaccine they were entirely dependent upon NHS England for their supplies. Therefore, the notion that they have ‘run out’ of vaccine is purely a rumour. All Practices use the doses they are allocated as quickly as it is physically possible without wasting a drop. They are then obliged to wait for their next allocation. Secondly, with more than 15 million** people vaccinated in the UK with no fatal consequences or even serious reactions, it is pretty clear that it is safe. Far safer than getting Covid itself. ‘The Brotherhood of Centurions’ Just sitting at home so thought I would bore readers of Hadleigh Community News with just a part of my athletic history, as I am a member of ‘The Brotherhood of Centurions’ and the only way you can get invited to the Brotherhood is by walking one hundred or more miles in a certified measured and judged 24 hour race! The first time I passed the hundred mile mark was on the Colchester Athletic Track, the only one I have done on a track - which was 400 plus laps, the rest were all on road courses. Later I came second in the British 100 mile Championship and from that I was selected to be in the Ultra Distance GB Team and I raced in the Roubaix 28 Hour International race. This is a Race Walking event with judges watching the competitors adhere to the strict rules of the race walking discipline and I walked just over 5 marathons, 133 miles in 28 hours. Afterwards I was then invited by the French Athletic Association to race in a 350 mile road race as their guest, but had to kindly turn down the offer. Anyone who thinks race walking is easy, try walking 5 miles an hour then repeat it every hour for 28 hours none stop (except perhaps for a loo stop!), you don't stop to eat, you eat on the move. The hard part for me was always around the 30 mile mark, everything starts to hurt and you still have over a hundred miles to go - I have dropped out at around this point in other races. I have finished in eight different hundred or more mile races but dropped out of another three, you get blisters on your feet and as the race goes on every thing starts to hurt and your feet feel like you are walking on hot coals. You can train your brain to block out the pain and one of the ways I did this was not having an injection while having a tooth filling while at the dentist! Will power keeps you going, once over the finish line, you give way, you can't walk any more, you even get helped to the shower and it takes a few weeks to get over it. Looking back I don't know how I did it, as now I get tired just walking the dogs. Hadleigh Bowza and little Kaz are my mates, Bowza has walked in cross country marathons with me (27 miles) and has his own certificate. Well that's taken up a bit of lockdown time, now what to do? The camera, art workshops and ukulele groups are soon to follow suit. Monthly meetings and lectures are also being held using "Zoom". Plans for 2021 include garden visits, the National U3A Day on 2nd June and our annual Summer social. Fidelis Ladies Group As it is a year since our club was last able to meet, the committee would like to take this opportunity to reassure members that as soon as the Town Hall reopens, and it is safe to do so, we will resume our monthly meetings in the Dining Room. We have some very good speakers lined up and also plan to resume our activities such as Lunch Bunch and other outings. Unfortunately, Julie Davies who did such a good job as Secretary has had to resign due to family commitments which means that we do need to fill that position and so we will be looking to replace her from amongst our members. As you will recall Jan Devey, while remaining an active member, resigned from the committee last May after many years working for Fidelis and so this leaves an opening for another member to join the committee. Ebony’s Blog Life at The Shelley Centre Last month I asked you for help towards our running costs and some wonderful readers responded by sponsoring ponies. You know who you are. Thank you for your kindness. Every little bit helps in this troublesome time since our aim is to keep the tools of our trade (the herd) fit and well for when the work starts up again. I’ll reintroduce two more of the hungry workforce to you this month, as there is no riding news to report. Firstly, Tilly, the pretty chestnut mare. She shares a field with Parys, and is devoted to her. Parys treats her with great disdain but she doesn’t seem to mind. Here she is licking out Parys’s empty bowl, something she is allowed to do once Parys has walked off. Her passport name is Meadow Stud Gingerbread; her birthdate is a bit uncertain, but she joined us in 2016 and has been working hard ever since. What she can’t tell us is why she hates being indoors so much. Something Lyn and the volunteers have to work around. Secondly, here’s the delinquent, Snoopy. He was bought in July of last year and hasn’t had opportunity to learn his RDA role as yet. Now officially 11 years old, he shares a field with Buzz, and I think Buzz is keeping him in order. He is a nice little Welsh X and will be ideal for our 10-12 year old riders. Lyn’s problem is finding a regular, competent able-bodied rider to teach him his lessons under lockdown. Any ideas? We are looking forward to some outdoor events this summer, as I’m sure you readers are too. A long distance walk (for human supporters and their well behaved dogs) in early May is on the cards, and we shall have more fund raisers posted shortly. At the northern end of Hadleigh High Street the road divides; to the right it becomes Calais Street, and to the left it is Bridge Street. Earlier last century this was known as Cox Corner, but this name is now just about forgotten. Approaching along the High Street to this junction, there is a distinctive small building with two hipped plain tiled roofs. Brick and timber framed, and this has long been known as Hazell’s Forge, being a smith’s, blacksmith’s and farriers. The Town Map of 1836, together with its listing, states that this was the premisses of John Payne, a blacksmith. Later in that century George Gray was the blacksmith here. Into the 20th century a new name appears, and by 1908, James Lawrence Hazell had become the smith at number 2 Bridge Street and he was to be established here for many years. Hadleigh was once a centre of local agriculture, and the horsemen from the surrounding farms walked the Shires and Suffolk’s to Hazell’s Forge for shoeing. Here, while Mr Hazell was busy at his forge, they would hear the latest happenings in the town and take the news back home, and perhaps tell of some of the village events and gossip as well. The local lads and girls would often congregate to watch Mr Hazell heat and fashion the new horseshoes, and then gulp in the smells produced as the hot metal was applied to the horse’s hoofs. Above the exterior doors of the forge there was a large and wonderful decorative lamp holder and bracket made by Mr Hazell, which displayed his skills as a good advertisement in addition to its practical purpose. Mr Hazell by the 1960’s was of advancing years and it was R. J. Hazell now at number 2 Bridge Street, but Hadleigh was now changing, agriculture was also changing, and the forge was soon to close. It’s been a long couple of months with restrictions on most of the things we enjoy doing. Apart from essentials, the shops have been shut, we couldn’t get a haircut, meet family (except in certain circumstances), not even have a coffee with friends. To compensate many of us have overindulged, comfort eating, snacking on mostly high fat, high carbohydrate and high calorie foods to make us feel better. Only they don’t…. After the initial sugar rush, they make us feel sluggish, tired and lacking in energy. So, we have some more, which means the cycle repeats itself. And so it goes on. These foods have poor nutritional value and we end up overweight, our clothes don’t fit any more and our heath could be affected in the long term. We’ve all heard the Covid science regarding overweight people tend to suffer more if they contract the virus. Also, the anxiety many of us have felt during the pandemic would have increased our levels of the stress hormone cortisol which encourages the body to hold onto fat. Thankfully now the Covid vaccination programme is steaming ahead, the numbers are coming down and we’re all hoping Boris will have announced some easing of the lockdown. Enduring Powers of Attorney – do they last? The other day, I was asked by clients whether their enduring powers of attorney (‘EPAs’) still worked. Their EPAs were made on 30 September 2007, just one day before EPAs were replaced by lasting powers of attorney (‘LPAs’). Maybe the clients’ solicitors were using up old forms, but giving poor advice because LPAs were introduced on 1 October 2007 at the same time as the new Mental Health Act became effective with major changes for powers of attorney. EPAs do still work - but there are several buts. EPA attorneys will have been appointed at least thirteen years ago. Are they still alive, hale and hearty and able to perform their jobs as attorneys? Do the donor and the attorneys still have the same good relationship? Have any of the parties moved away or gone abroad to live? Is anybody just too ancient? Would it be helpful to have at least one attorney who was internet savvy? The law governing EPAs requires the attorney to start the registration process by applying to the Court of Protection only when he has reason to believe that the donor is or is becoming mentally incapable. The attorney is then required to register the EPA and give notice to at least three people from ten categories of relatives in a prescribed form. If it is thought that giving this notice to any relative would be particularly upsetting or undesirable an application can be made to the Court to exclude this requirement. There follow various grounds for objection to the registration application (including the validity or otherwise of the EPA and an objection that the application is premature because the donor is not yet becoming mentally unstable). The exercise of registering the EPA is likely to cost significantly more than the cost of signing and registering an LPA now, and the process will lack the certainty (and speed of implementation) achieved with an LPA. The time which it takes to register a power of attorney has become an important issue, mainly because of the pandemic and resultant lockdowns. Registration applications, which are now made to the Office of the Public Guardian (‘OPG’), have been taking three months or more, although there have been signs recently that this has been improved. In present circumstances, any undue delay can be critical when coupled with the threat of Covid 19 and the associated difficulties of access to the elderly and care homes and the ever changing menu of lockdown restrictions. In this climate, an important factor has emerged, which concerns any couples owning their home jointly on an ‘in common’ basis. Our very strong advice is that they must sign LPAs. The reason? If either lost mental capacity without an LPA in place, a lengthy and expensive application would need to be made to the Court of Protection for appointment of a guardian to enable the downsizing of the family home. Back to EPAs, they can work, but their use and effectiveness is far outweighed by LPAs. We register LPAs as soon as they have been signed so that they can be used at any time without the need for a check on the donor’s mental condition (and any stigma associated with that). LPAs have the added advantage that there are two types, one dealing with the donor’s property and assets, and the other with a new responsibility, the donor’s health and care. We charge £250 for each type of LPA and the OPG charges a fee of £82 for each registration. There is no VAT on any of the fees. Our work includes the preparation of the LPA, arranging for it be signed and witnessed by the donor and each attorney and giving a formal certificate as to the donor’s understanding of the document. Report by District Cllr Dr Siân Dawson Hadleigh North Ward – February 2021 I should like to thank many of you for your very kind words and cards following my recent illness. I have bounced back and remain eternally grateful to the NHS for the care I was given. Work is back to normal and any resident or business who have an issue, please feel free to contact me below. NHS Firstly, on behalf of the whole community, I should like to take this opportunity to thank our magnificent Hadleigh Health Centre throughout the COVID vaccination roll out. Doctor Lyon’s and his excellent team of doctors, nurses, staff and community volunteers have provided an outstanding and very well organised vaccination programme for the residents of Hadleigh and surrounding areas. It has not gone unnoticed that so many are working such long, arduous hours and sometimes in cold, wet weather. On a personal note, having lost patients, family and friends in Hadleigh to this terrible virus, I felt utter relief that so many of us have come together through these uncertain times and at last we have a route way out of this atrocious situation. We must look forward to better days ahead and sustain the thought “We will get through it in the end” the late Sir Captain Sir Tom Moore’s own words. Parking Review + Petition Thank you to those who signed the parking petition which enabled a discussion at Full Council. Sudbury’s petition was rejected due to procedural errors, which seemed petty in view of the clear intention of those who signed against the parking. At the recent Cabinet meeting I asked Members to consider whether the Members had relevant information been put forward to the Cabinet, had they all been properly informed or that in coming to a decision, had they sought expert views or those of others? The clear answer was NO! I am a member of the Overview & Scrutinee Committee and my view was we had been presented with ‘snapshot studies’ and ‘informal observations’ at a ‘low impact point in time Feb’ in Sudbury! We were not presented with historical figures for comparison, proper full data from other categories of information such as algorithms or other pertinent information. No advice or discussion regarding traffic displacement or effects on business were presented. I requested the correct way forward would be to defer until this is known, or after the Strategic Parking Review? The Independent Cabinet Members voted in favour, knowing this would be seen an unpopular Tory policy and tariffs will now be introduced at £1 after 1 hour to take effect 1 October 2021. Locality Budget Application I was pleased to receive an application from Jimmy Wilding on behalf of St Mary’s Church, for window grills to be made to protect the Betton Memorial stained-glass window (1988), at the lower end of the north side of the nave, commemorating a former Rector and Dean. I have highly recommended this excellent application receive funding, as Mr Wilding has applied careful consideration of sustainment and it will provide a lasting legacy as well as protection for the future of this national heritage site. Babergh will be observing a pre-election period moratorium (purdah) in respect of the forthcoming Police and Crime Commissioner and Suffolk County Council Elections on Thursday 6 May 2021. The moratorium will run from 25 March 2021 – the date that the notice of election is published – through to 7 May 2021. During this moratorium period, local authorities will not be publishing any publicity on controversial issues or report views or proposals in such a way that identifies them with any individual members or groups of members. James Cartlidge writes Member of Parliament for South Suffolk If the Covid-19 pandemic is one of the greatest crises to have faced any UK Government in history, it stands that delivering the only sustainable way out – mass vaccination – should represent a massive achievement. On Valentine’s Day it was announced that we had successfully hit the Prime Minister’s key vaccine target of administering fifteen million first jabs by the middle of February. I am immensely proud of our success in reaching this crucial goal. Many people reading this article will have received the vaccine, soon some will even have had the second dose. And at the same time, thanks to the huge effort nearly all of us have made in not being complacent but continuing to follow social distancing rules, the rate of infection is now looking more promising. I hope we are reaching the point where we each know lots of people who have been vaccinated recently, but not many who have tested positive. For this, we should all be profoundly grateful to those on our health frontline. I do appreciate the extent to which many hospital staff are simply shattered. Workwise, this has been toughest of all for them. But for several weeks now we’ve also had a new force joining the Covid-19 fightback: our vaccinators, including clinicians and volunteers. I’ve visited all five vaccine hubs in South Suffolk – GP centres in Hadleigh, East Bergholt, Lavenham and Cornard, together with Long Melford pharmacy. I’ve been so impressed at the effort on display, including from those giving up their free time to assist the smooth flow of vaccine delivery, even when it’s been snowing and extremely cold. Yet despite this progress, significant risks remain. We know that the danger of new variants will not go away. We also know that lockdown has had a profound economic and social impact. Hopefully, as we move towards Easter a process of cautious reopening of society will build, starting with schools and then moving to wider social and economic life. From hugging loved ones, to going to the pub, there is much we miss that is becoming more likely – because of our collective effort.

Dear Sir My friend Heather and I, both living in Boxford were discussing our recent experience of having the vaccine injection. We were both full of praise for the way everything was so well organised by Hadleigh Health Centre. The whole set-up, the staff involved, the planning - all was of the highest degree. I was so fortunate that my caring near neighbours, Liz and Fred Corner, had insisted on taking me for the vaccine - “no arguments” they said! We drove to the Health Centre and a slot was found for the car, Liz was able to accompany me, so comforting at such a time. Our forehead temperatures were taken, then in to where the staff were to do the job. Medical questions were asked and recorded, explanatory notes given. In a flash I realised that the vaccination was done! I had the life-saving jab without realising it. An important card was given, to be kept safely as that concerned the second injection in the future. Then we were taken to the newly built marquee where we could sit for the statutory fifteen minutes to rest. There were lights and heat for our comfort. Everything was so calm, helpful and well organised, like every aspect of the appointment. After 15 minutes rest it was time to go home. The job had been done in a caring, cheerful and professional way throughout. When I got home there was an email from my sister-in-law who lives in Devon, she is ninety next birthday. She said she had been trying all week, by phone, to book a vaccine appointment, but still had no fixed date so far. How blessed we were to have had the excellent organisation of Hadleigh Health Centre. To all concerned, my grateful thanks. Anyone still to be vaccinated need have no worry or fear. Vera S. James
incidentally made any attempt to represent the particular interests of Hadleigh. Don't be fobbed off by claims that the Cabinet "listened" and that free period has been extended from 30 minutes to one hour or that the start date was slipped in recognition of our concerns. These minimal concessions are a sop and meaningless to the overall outcome. This is not just about introducing car parking charges in Hadleigh. What we have here is a missed opportunity to address the wider future needs of Hadleigh for parking spaces, parking charges, traffic management, and post-pandemic recovery linked to growth of the High Street. The Leader of Babergh District Council will tell you that the study this will go ahead and that it will deliver their long term vision, whereas the need to cover the cost of parking is an immediate requirement. The truth is that Babergh could easily have absorbed the cost of another years free parking whilst it pressed ahead with a full visionary strategic review of Hadleigh's needs both now, and in the longer term future, for implementation in the following financial year, when we will better placed to understand our postpandemic situation. Sadly, the well proven lessons that any political leader needs to understand, namely, the need to do your homework properly, then to "communicate" with the electorate; to "listen" to and act on their concerns, and then "sell" your recommendation rather than just imposing them, have not been learnt by Babergh's rainbow cabinet. Democracy is very important to me, as it will be to most of you. Dear Sir For a Council that claims to be listening, I simply fail to understand how the Babergh District Cabinet could be so deaf to the future needs of the High Street if we are to escape quickly from the straight jacket that Covid-19 has held us in for the best part of a year. From the publicly available documents, it is clear that the Babergh Cabinet had made up its mind to bring in parking charges this year and that a case was then written to justify them. The process was started pre-pandemic; it was poorly researched; it was light in content, and it failed to consider objectively the alternative options in light of post-pandemic recovery challenges. Worst of all, the paper's authors failed to consult meaningfully with the Hadleigh retailers, the residents, our County Councillor, and even its own Babergh District Councillors, before deciding to implement parking charges. All of these factors were completely overlooked by the Cabinet, none of whom

Artsmark Award We are thrilled to announce that Bildeston Primary School have been awarded the Artsmark Gold. The Arts Council state that our commitment to the Arts is commendable and staff and pupils are very proud to receive this! Romans Kingfisher class has been working hard continuing with learning about the Romans. They were set the challenge of drawing a Roman soldier. They had some fantastic drawings, some of which were highlighted in our weekly celebration assembly hosted virtually for pupils and parents Rocks In Science, Kingfisher class have been learning about the different types of rock. Teachers set the class a task of creating their own igneous, metamorphic and sedimentary rocks of chocolate. They had great fun being chocolate scientists. Dragons Robin class has been working really hard on their writing. They have written dragon poems, descriptions of dragons and described dragon eggs as well as producing some amazing drawings - well done Robins! Ancient Greeks Pupils in Kestrel and Owl class have been learning about the different accessories that were worn by the Ancient Greeks. Ancient Greeks that were wealthy wore a lot of jewellery. Hadleigh & District Garden Club How do the birds that usually visit my garden for the rest of the year know when it is the last weekend of January? This of course, is the date for the RSPB's Big Garden Bird Watch. Each year the society asks people to record the number of birds of different species that can be seen in one hour in a garden or local park. Somehow at this time no birds are ever in evidence in my garden, why is this, are they in lockdown too, are they off for a jolly weekend somewhere, or maybe they are on strike? I sat for one hour and all I saw was one blackbird on the fence and a woodpigeon waddling across the grass! Still, I sent in my results and apparently so did a lot of other people as recordings were up 85% on last year - a surge of interest obviously from locked-down Britain. Results from previous surveys have shown declining numbers of house sparrows and song thrushes, and an increase in goldfinches and woodpigeons. Strangely enough I looked out of the window a few days later and there on the feeders were five goldfinches, two greenfinches and two pigeons mopping up the left overs. At last it feels as if we are on our way to spring, already there is one crocus appearing in the grass as I write this and bulbs that were planted in pots already have leaves showing. Now is the time to start dahlia tubers into growth, pot them in a shallow tray of compost in a light warm place, when shoots reach 2.5cms divide the tubers, pot up and grow on in frost free conditions until planting out in late June. It is also a good time to sow sweet peas on a wndowsill or in a cool greenhouse, if you sowed them in autumn these should now be ready for potting up and growing on. For quicker and higher yields chit seed potatoes of early cultivars in a light, cool but frost free place, there are plenty of them available in shops and on line right now. If you don't have much space in the garden then two or three tubers grown in a pot of compost, topping it up as the leaves appear and watering when needed is well worth the effort for that delicious home grown taste. hadleighgardenclub@gmail.com

Hadleigh & District Flower Club Hello everyone, I do hope all is well with you. By the time you read this I think the cold spell will be just a memory. Now you might think I have lost the plot, as I have put the same photograph in as last month, but I have done so as there is a nice story to go with it. For those who read the report last month you will remember that Sarah Chisnall, our Programme Secretary, entered a visual East of England Competition and won first prize for her Christmas door wreath. Sarah decided to hang the wreath on the shed door and low and behold a pair of robins decided to make it their home and have built a nest in it, look closely and you might just spot a robin. Isn’t nature wonderful especially in these strange times. It is also a delight to see snowdrops popping their heads through the frozen ground, surely Spring is on the way. Hadleigh Town Council FULL COUNCIL Thursday 21st January 2021 at 7pm via video conference. Minutes HTC21.10 Present: Councillors Minns (Chair), Beggerow, Gordon, Gregg, Knock, McLeod, Schleip and Talbot HTC21.11 In Attendance: Town Council Manager, Town Clerk and 23 members of the public HTC21.12 Welcome: The Chair opened the meeting, and advised that The Council, members of the public and press may record/film or broadcast the meeting, when the press and public are not lawfully excluded. Any member of the public who attends the meeting is advised that the Town Council cannot control 3rd party recording. The Town Council will record the meeting. The Mayor wanted to offer on behalf of all the Councillors sincere thanks to the staff at the Medical Centre and volunteers in getting the vaccination programme up and running in Hadleigh. The Mayor apologised that last Thursday’s meeting did not adhere to the standing orders correctly and reminded Councillors that going forward we will only discuss items on the agenda and Councillors can only talk once on each subject. HTC21.13 Apologies: Apologies for absence were received from Councillor Hinton and Councillor Bayliss HTC21.14 Declarations of Interest: Councillor Beggerow declared a non-pecuniary interest in Agenda Item 21.26 Hadleigh United Football Club (HUFC) as he is the Chairman of the HUFC. Councillor Talbot declared a non-pecuniary interest in agenda item 21.19 Finance (Payment schedules) as he is part of the Skatepark User Group HTC21.15 Dispensations: There was no consideration of dispensations. HTC21.16 Minutes Proposed by Councillor Beggerow, seconded by Councillor Schleip it was agreed to approve minutes of the Full Council Meeting held on Thursday 17th December 2020 with an amendment to the question raised by a member of the public regarding an alleged comment about not employing ex Armed Forces and whether they should resign to give an answer. The Town Council reply is that if the matter was raised officially it would be looked in to, but the Town Council are reluctant to comment on hypothetical questions. HTC21.17 Reports The report from County Councillor Fraser was noted with additional comments being made regarding an update in Covid-19 figures (the weekly case rate number in Babergh has now fallen to 405 (was 431.4 at the time of his report)) and he also extended his heartfelt gratitude to the members and staff of the health centre and all the care homes and carers across the town. Also, at the Full BDC meeting on Tuesday he, Cllr Grandon and Cllr Dawson all spoke in support of the petition to maintain free parking and Cllr Grandon used her casting vote as Chair to pass the e-petition. HTC21.18 Public Forum A member of the public asked 3 questions: 1. On the budget report the Cemetery Extension shows that the capital costs will not be recovered until beyond 2043. He had requested a copy of the project payback calculation which had been mentioned in an email from Cllr Beggerow to back up his statement, but this had not yet been provided. Also, that the calculation made was based on natural burial figures and this is not a set amount per year. Cllr Beggerow confirmed that the cemetery projections can be published to back up the budget but that it has not been shared at this point as the Cemetery Working Group should get the first opportunity to review the figures and as they released the previous figures, they can have the final say. 2. At Full Council on 19th November 2020 he raised a question regarding a Council Matters meeting on 24th September 2020 when Layham Road Sports Grounds charges were discussed Cllr Beggerow did not declare an interest even though changes to charges would benefit Hadleigh United Football Club juniors and this has not yet been answered. Cllr Beggerow advised that this was an oversight on his behalf, and he should have declared a non-pecuniary interest and that he had emailed the person with a reply on 22nd November 2020. 3. Have Babergh District Council paid the rent on the Corks Lane Car Park for the last 4 years? The Town Council Manager confirmed that they have paid up to 19/20 and the invoice for 20/21 has recently been issued to them. A member of the public asked 3 questions regarding the skatepark: 1. A payment for the skate park has appeared in the payment schedule but there

is no budget for this in 20/21 (although there is for 21/22). A figure of £60,000 was included in the budget for 20/21 under Special Projects with a side note that the skatepark would be funded by grants and CIL money. 2. When did Hadleigh Town Council (as the grant applicant) send out tender papers? Babergh District Council completed the tender process in late 2020, this would have been done in accordance with public procurement rules. Hadleigh Town Council (as leaseholders) have to apply for the grants but are not involved in the tender process. 3. As the grant will not be paid until after the work has been completed when will the work complete as this could cause budget issues? Estimated completion time for the skatepark extension is 5-6 weeks depending on the weather. All grants should be received by the end of March 2021, but the biggest grant may slip into April 2021. HTC21.19 Finance (Payment Schedules) Proposed by Councillor Schleip, seconded by Councillor Beggerow it was agreed to approve the attached schedule of payments over £500 while noting that the Town Council Manager will approve any payments under £500 in accordance with the Financial Regulations subject to the removal of the duplicate Vertas payment of £156. A question was raised regarding the removal of 2 photocopiers, the Town Council Manager confirmed that these were leased and as part of the contract we must pay for their removal. HTC21.20 Finance (Draft Budget 21/22) Since the last meeting on 17th December 2020 the budget had been updated to reflect more accurate figures such as staffing costs after discussions with the Town Council Manager and the Staffing Sub-committee. The Council Matters committee agreed unanimously to increase the precept by £15pa (29p per week) for a Band D property which would mean using £42,000 of our reserves. The general reserves will still have 12 months’ worth of expenditure in and is within the regulations. Proposed by Councillor Beggerow, seconded by Councillor Schleip it was agreed to approve the budget for 21/22. Proposed by Councillor Beggerow, seconded by Councillor Schleip it was agreed to approve the precept for 21/22 at £368,081.00. Action – Town Clerk to complete precept form HTC21.21 Councillor Statements Statements read out by Councillor Gregg and Knock regarding a Code of Conduct complaint made against them in October 2019 which concluded in October 2020 were noted. HTC21.22 War Memorial Proposed by Councillor Minns, seconded by Councillor McLeod it was agreed to support the Royal British Legion initiative to improve the appearance and useability of the War Memorial by letter giving the necessary undertakings to permit the grant applications to go ahead. HTC21.23 Hadleigh Grand Feoffment Charity Proposed by Councillor Schleip, seconded by Councillor Beggerow it was agreed to accept nominations and elect Rickaby Shearly-Sanders as a nominative Trustee of the Hadleigh Grant Feoffment Charity from 20th December 2020. It was noted that a further Trustee will be required in March 2021. Action - Town Clerk to email Hadleigh Grand Feoffment Charity with details of Trustee. HTC21.24 Grant Application Proposed by Councillor Minns, seconded by Councillor Knock it was agreed to amend the motion that the grant for Hadleigh in Bloom would be for £2750. Proposed by Councillor Minns, seconded by Councillor McLeod it was agreed to award a grant to Hadleigh in Bloom for £2750 with a further £750 being awarded from District Councillor Fraser’s Babergh Locality budget. HTC21.25 Christmas Trees The attached income and expenditure for the High Street and Market Place Christmas Trees were noted. A query was raised regarding the profit for this event and where this profit is used. All income and expenditure is through the Town Council bank account and in future an explanation will be given of where any profit made will go. A query was raised regarding the breaking of Financial Regulations as Full Council approval was not sought before purchasing the Christmas Trees as the cost was over £500, the Chair confirmed that Financial Regulations had been broken. It has since been confirmed by SALC that the Financial Regulations have not been broken as the Christmas Trees are not a budget item and the £500 limit for the RFO to approve only applies to budget items. HTC21.26 Hadleigh United Football Club Telecommunications mast It was noted that after discussions with Shared Access regarding a Telecommunications mast at Hadleigh United Football Club that Shared Access have decided not to progress joining this site. HTC21.27 Armed Forces Covenant Proposed by Councillor Minns, seconded by Councillor Knock it was agreed to approve that Hadleigh Town Council will sign up to the Armed Forces Covenant. Action – Projects Officer to register the Covenant HTC21.28 Speed Awareness Signage Proposed by Councillor McLeod, seconded by Councillor Beggerow it was agreed, after review, to approve the recommendations for purchase and placement of Speed Indicator Devices in Hadleigh and to delegate authority to the Projects Officer via the Town Council Manager to progress the project and authorise agreements and expenditure. HTC21.29 Chamber of Commerce Proposed by Councillor Schleip, seconded by Councillor Knock it was agreed to
join the newly reformed Chamber of Commerce at an annual cost of £20, to help promote the services the Town Council provide within the community and help form a greater relationship with the businesses within the town through this medium. A representative for the Chamber of Commerce will be discussed at the next meeting. HTC21.30 Layham Road Sports Ground (LRSG) Scope document Proposed by Councillor Schleip, seconded by Councillor Minns the Scope document for the new pavilion was agreed. HTC21.31 LRSG Professional Fees Proposed by Councillor Beggerow, seconded by Councillor Knock it was agreed to a budget spend of £5000 for professional fees for input to produce artist impressions/high level pre-app level design options together with some budgetary cost indications. It was suggested that a plea for volunteers with the appropriate skill set could be made on Facebook. The Town Council Manager confirmed that these fees would come out of the Layham Road Earmarked Fund. HTC21.32 LRSG Management Proposed by Councillor Knock, seconded by Councillor McLeod it was agreed to approach Abbeycroft Leisure to establish their interest in taking on the management of the LRSG. HTC21.33 LRSG Fee Estimate Proposed by Councillor Minns, seconded by Councillor Schleip it was agreed to obtain a fee estimate from our Solicitors to answer our questions about the covenants on LRSG. HTC21.37 Internal Town Council Matter Proposed by Councillor Knock, seconded by Councillor Gregg the following motion was proposed: The Council will carry out an investigation into the alleged disclosure of prejudice during the discussions of the Staffing Sub-Committee during the recent selection process. This motion does not seek to reverse or overturn the selection decision made by the Council. Councillors offered strongly held views on the merits of such an investigation and after all councillors who wished too had spoken, a recorded vote was taken. 3 votes in favour (Councillors McLeod, Knock & Gregg), 3 votes against (Councillors Minns, Schleip & Beggerow) and 2 abstained (Councillors Talbot & Gordon) Councillor Minns then used his casting vote to vote against the motion therefore the motion was not agreed. Minutes HTC21.1 Present: Councillors Minns (Chair), Bayliss, Beggerow, Gordon, Hinton, Schleip, McLeod, Knock and Gregg (arrived at 8.32pm) HTC21.2 In Attendance: Town Council Manager, Town Clerk and 16 members of the public HTC21.3 Welcome: The Chair opened the meeting, and advised that The Council, members of the public and press may record/film or broadcast the meeting, when the press and public are not lawfully excluded. HTC21.7 Car Parking Charges The Chair advised everyone that the proposed introduction of car parking charges was due to be discussed by Babergh District Council (BDC) Full Cabinet on 7th January 2021 but has been pushed back until February. However due to a petition which has gained over 1300 votes this matter is being discussed at BDC Full Council meeting on 19th January 2021. Due to BDC’s legislation regarding meetings any questions which people would like to raise at this meeting have to be supplied 3 full working days before the meeting. The deadline for this was yesterday (13th January) at 12noon and although the Town Clerk had requested an extension this was not permitted. Due to this Councillor Minns had sent in a question to be asked at Full Council and
we are able to slightly amend the question tomorrow depending on the outcome of tonight’s meeting. The question sent to Babergh District Council was ‘In the light of the widespread opposition to the introduction of short-term parking charges in Hadleigh, illustrated by the petition the Council is to consider, does Babergh District Council now agree that the proposal should be withdrawn and a coherent plan for parking across the town be developed through consultation with Hadleigh Town Council and residents?’ The Chair allowed a discussion regarding a Facebook post and the sharing of the car parking charges petition. The Chair then asked each Councillor for their thoughts on the proposed introduction of the car parking charges and these were given before a vote was taken on whether the question sent to Babergh District Council reflected the views of the Council. A recorded vote was requested. 7 votes in favour (Councillors Minns, Bayliss, Beggerow, Gordon, Hinton, Schleip, McLeod) and 2 abstained (Councillors Knock and Gregg) HTC21.8 Future Meetings The date of the next meeting will be Thursday 21st January 2021 at 7.00pm. Town Mayor’s Update The Town Council recently voted to sign up to the Armed Forces Covenant, and I am honoured to have been chosen to be the Covenant’s champion in Hadleigh. I’m not sure how it came about that this has not happened before in a town with such a strong local military presence and significant numbers of veterans in the local community, but the important thing now is to work on showing that we genuinely value and respect our armed forces, whether serving or retired. Our own commitment is shown by the fact that we have two veterans working in the Guildhall (and two councillors who are retired members of the armed forces as well). Many of the provisions of the Covenant relate to matters that are the responsibility of our County Council (social care and mental health, for example) or of the District Council (housing as an example). What the town council can do is encourage engagement with our armed forces community and ask local people and businesses for their public support of the Covenant’s aims. It is very clear from the marvellous turn out on Remembrance Sunday (in normal years) that this support is widespread and deep, but we can also look at ways to show our support in more everyday ways. I will be writing shortly to local businesses to ask them to consider offering a discount to serving and retired members of the armed forces, for instance. As a council, we will be creating a dedicated page on our forthcoming new website to our work under the Covenant, and we will report annually on what we have accomplished to further its work. One of the saddest things for me about all the events that had to be cancelled during the pandemic was that so much of what was planned related to the armed forces. We were due to host the 2020 Armed Forces Day events on behalf of the whole County (and there is a small chance we might be asked to host this year instead) and we were due to see a parade by the 7th Aviation Close Support Battalion of the Royal Electrical and Mechanical Engineers to mark 25 years of its close connection with Hadleigh. The REME Battalion at Wattisham has also commissioned and donated to our town a very handsome bench to mark our long relationship. The ceremony associated with this also had to be cancelled. Let us hope that we can revive all of these lost events before too long. They will be an opportunity for the people of Hadleigh to show publicly their respect and admiration for our armed forces, a regard which I know is deeply felt here, and which we all look forward to celebrating. • Public Forum The two parishioners present were interested in the Automatic Number Plate Recognition (ANPR) trial to be carried out over 2 years by Suffolk CC, and hoped that councillors would vote to participate in this (see below). There had been several major accidents in Upper Street over the last few years, and there was concern about the safety of residents. Another issue raised was the condition of the bridge over the river at the Mill. Cllr Roberts had reported this twice and SCC had confirmed they were aware of the problem with the wire netting, which they would repair. They also said the bridge itself was unsafe and needed to be replaced. • Co-option It was agreed unanimously that Graham Coleman should be coopted onto the Parish Council with immediate effect. • Suffolk CC report The draft budget would go to full Council on 11 February. Cllr Jones said there would be no reduction in services, although there would be some savings made in the transformation programmes. It was proposed that council tax should rise by 1.99%, plus 2% in the social care precept. He noted that there would be a lower tax base next year owing to the number of people on universal credit; the net increase in revenue would therefore be just 0.8%. With regard to the new Suffolk 2020 Fund projects, Cllr Jones said there would be further details shortly about the new Virtual Reality therapy initiative aimed at supporting people living with dementia, and he confirmed that the new smartphone outdoor app would include footpaths. • District Council report Cllr Ward said it was likely that the elections scheduled to take place in May would be delayed; however, this had not yet been confirmed. The draft budget had gone to Cabinet at the beginning of January; the final budget would go to the Cabinet meeting on 4 February and then to full Council on 23 February. Council tax would be increased by £5 for a Band D property; there would also be a small increase to the cost of brown bins for garden waste. With regard to car parking in Hadleigh and Sudbury, a meeting had been held to debate this further and an amended paper would be going to Cabinet in February, recommending one hour’s free parking instead of the 30 minutes previously proposed; a charge of £1 for 2-3 hours, then £4 for up to one day. The new arrangements would not be introduced until 1 October 2021 at the earliest. With regard to the additional Covid payments for individuals, Cllr Ward said some of the applications received had not met the government’s criteria; those that did were being processed as quickly as possible. • Speeding – ANPR trial Cllr Jones confirmed that a bid to the Suffolk 2020 Fund had been successful and a two-year trial would start during 2021. ANPR devices would be installed at the roadside and would be periodically moved between sites of concern. The data would be forwarded to the police to assist in targeted enforcement. It was agreed unanimously that Layham should be included in the trial. Cllr Paton said the ANPR initiative would complement what the Parish Council was already doing to address the problem of speeding, ie the installation of SID devices, which had been ordered in December 2020. It was agreed to recommend that cameras be located at the corner of Mill Lane, facing towards Hadleigh, and outside Windy Ridge, facing towards Raydon; however, the police and Highways would make the final decision on locations. • Quiet Lanes Suffolk The report from the working party was noted. Councillor Woods explained that each parish would receive £600 towards the cost of signage; Layham was also working on behalf of Shelley Parish Meeting, so would receive a total of £1200. The next step would be to deliver a letter to all residents as part of the consultation process, followed by an online session, possibly in March. • Flooding near Layham Mill Cllr Paton said there had been three instances of flooding since the last meeting, with some residents unable to access their cars. The Environment Agency was aware of the problem but was finding it difficult to take action due to lack of manpower; they were reliant upon local landowners. It was agreed that the PC should write to them. • Village Hall An advert for new committee members would be repeated in the next issue of the Hadleigh Community News, and it was agreed to deliver a poster to each household. • Litter Cllr Roberts said the latest advice from Keep Britain Tidy was that no organised litter picks should be undertaken during the current lockdown and until further notice. She therefore suggested that litter picks, high vis jackets and refuse sacks should be offered to residents who wished to collect litter on their own at their own risk.
Census 2021 This once in a decade census, which had been carried out every decade since 1801 (with the exception of 1941), would be taking place from early March onwards. All households will receive a letter with a unique access code, allowing them to complete the questionnaire online – paper questionnaires will be available on request. The results will be available within 12 months, but personal records will be locked away for 100 years.

It will be even more valuable if the TSB in Hadleigh closes in May as announced. Litter Picking Our annual Spring Clean can't go ahead as an organised event this year owing to the risks of COVID. We are however, lending out litter picker sticks and high-vis waist coats to those of you who would like to collect litter when you go out for a walk. We can also give you large bags for rubbish and hand sanitiser. The litter picker sticks will be sanitised, and we have printed copies of safety guidelines. If you are interested, please let me know when you'd like to pick the equipment up. Many thanks to those of you who already pick up litter on a regular basis - you are making a big difference. One day we had a mass of icicles hanging from an Alder tree beside the mill pond – the next, snowdrops emerged from under the snow and ice beside the roads. That’s British weather for you. During the cold spell merrymakers built this splendid snow-woman for our enjoyment. Layham facemasks We are having a clearance sale of face masks. They’ll be outside the Queens Head if the forecast is dry and inside for those of you who collect a take-away. They are now reduced to £2.50 each. We have a selection of sizes, colours and designs. All have at least two layers, some are reversible, and others have a pocket for a filter. Thank you for the donations of lovely fabric, and to the team involved in producing them; also, many thanks to those of you who have supported our local charity fund by buying your face masks from us - you have helped to raise £800 so far. At the moment, guidance advises that faces should still be covered when shopping etc, even if we’ve had a vaccination. Babergh News from Kathryn Grandon, District Councillor for Hadleigh South Your District Councillors can assist you with more information on the matters below or on other issues you have concerns about. Car Parking Fees Personally I was very disappointed at the outcome of the Babergh Cabinet Meeting of 4th February. Residents, who have been following the matter, may be aware that at the January Full Council Meeting, which I Chaired, Members debated the petition concerning introducing short term parking fees to Hadleigh car parks. Thank you to the Mayor, Stephen Laing for setting up the petition, Hadleigh Chamber of Commerce and all supporters who tried to gain a postponement of the decision and longer free time. My casting vote enabled the petition calling for continued free parking to be won. I was advocating for two hours free parking, which would still have been a compromise. Unfortunately, the Cabinet opted to agree to the Scrutiny Committee recommendation of reducing free parking to one hour, with £1 being charged for three hours after that. Now we have to be concerned as to when the decision will be implemented. The earliest Cabinet agreed is October this year, but they may postpone. January/February is a tough time for retail and hospitality, so that would be too soon. I think the earliest should be mid 2022 to enable our businesses time to recover. I, and I am sure the other Hadleigh Councillors also, will be working to get the date to be postponed to as late as possible. 2021 Census Census Day is 21 March 2021 and it is a legal obligation for all households to take part. The census is a once-in-a-decade survey that gives the Office for National Statistics the most accurate estimate of all the people and households in England and Wales. It has been carried out every decade since 1801 (except for 1941). This will be the first digital Census, but for those not confident of completing it online, there will be plenty of support and paper versions are also available (as well as Braille, and versions in around 50 different languages). Support includes call centres, web chats, social media, community groups and covid safe field visits if required. Completing online will be quicker than on paper (as digital automatically skips unnecessary sections). Students are the only exception to the “where you are on the day” rule – they complete the form as if they are located at their place of study.

The vision for the West Suffolk NHS Foundation Trust (WSFT) project is to ensure the way that health services are delivered is fit for the local population’s current and future needs and is to be designed by West Suffolk people. The project team are establishing a Co-production Community Engagement Group (CCEG), which will help shape the public engagement around the hospital redevelopment. WSFT are looking for community members who have an interest in hospital services, which will add an additional dimension to the redevelopment proposals. The work will get increasingly detailed as the project progresses over the next couple of years and there will be many aspects where the team will benefit from the input of members from the CCEG. The group will meet on a monthly basis and, due to the current circumstances, these meetings will be hosted on Microsoft Teams. It is important that there is a good representation across the group at each meeting and the opportunity to attend will be offered to as many people as possible who apply. This multi-millionpound investment in social housing will see new properties added to their existing council house stock of more than 6,000 homes, or made available to buy as shared ownership homes – helping low-income families onto the first rung of the property ladder. Garden waste collections suspended until further notice Our garden waste (brown bin) collections have been suspended until further notice. This is to enable our crews to prioritise essential waste collections, such as the collection of refuse, recycling and clinical waste. Future invoices will be adjusted to compensate for this period of non-collection. Go ahead for emission-cutting fuel plans Babergh and Mid Suffolk District Councils will cut their joint fleet’s carbon emissions by up to 90% – supporting the councils’ carbon neutral aims. New service to support residents to live independently and safely in their homes Babergh and Mid Suffolk District Councils’ ‘Independent Living Service’ has been developed to help improve the quality of life of the districts’ most vulnerable adults, young people and children. Chatbot technology to support customers Babergh have started a year-long pilot of chatbot and automated phone technology on its phoneline and website. This widely used technology is there to support customers with their queries at a time to suit them, 24/7 - even when our offices are closed. Housing Delivery Test 2020 The recently published Housing Delivery Test 2020 (an annual measurement of housing delivery in the area of relevant plan-making authorities) confirms that both councils met the Government’s housing delivery requirement over the past three years. Pledge to tackle anti-semitism The nation recently marked Holocaust Memorial Day – and our councils have strengthened their commitment to tackling anti-semitism. Babergh Councillors agreed to support the International Holocaust Remembrance Alliance (IHRA) guidelines, providing reassurance to the district’s Jewish community that this form of crime is taken very seriously, and we will do everything in our power to tackle it. New recycling campaign aims to get Suffolk's recycling right Every year, more than 10,000 tonnes (1 in 5 lorries worth) of recycling from Suffolk homes is rejected. This is due to residents placing the wrong items in their recycling bins. Eighty six year old Frank publishes two books during lockdown

Frank Payne has made good use of the Pandemic by writing and completing two books. Both are to be published this year, the first ‘Here Today Goon Tomorrow’ on March 28th and the second ‘Well Worth Waiting For’ in late June, both are autobiographical memoirs of a young man. Book one details his life from 1934 up to completion of his National Service in 1952, and book two completes the story of his adult business, social and family life from 1953 to the present day. Frank writes as he lived with the humour which never once deserted him in a life full of incidents, both good and bad. He tells of the many animals that became a large part of his family including the fifteen dogs he rescued world wide in the 62 years of married life he shared with his wife, Pat. Formerly the Managing Director of a rural Advertising Agency, Frank recalls the happenings of running a successful boys football club, which led him to over forty years as a qualified referee. His love of music also saw him join two leading Essex Male Voice Choirs, spending more than forty-two years with the South Woodham Ferrers Male Voice Choir, then Chelmsford Male Voice Choir, leaving only when he moved to Leavenheath. Sesaw, a small Suffolk Animal Rescue Charity based in Leavenheath where Frank’s wife, daughter and two grand daughters regularly help out, will be the sole beneficiary of the royalties from the sale of both books. It was in May 2020 when, with lockdown in full swing, I decided to start writing A Cloud Can Weigh A Million Pounds, the novel that is now available on Amazon. Finally, I had no more excuses to put off a project I had long had ambitions upon. I realised that if I couldn’t do it now, I probably never would… And yet it wasn’t just the lockdown that was the catalyst for my new venture. It turns out that the main reason I hadn’t made a success of it previously was not down to time or motivation, but down to lacking a story I truly loved with characters I truly believed in. And then, amidst the monotony of lockdown, a new character came to me, a character that I have spent a lot of time with over the past year. A character called Paddy McAlpin. It’s often said that all stories contain an element of truth, and there is certainly an element of truth about mine. Paddy’s origins are in the fanciful claims of a friend of mine and the (tongue in cheek) hyperbole of what he is capable of. Like many of us, he’s always quick to say how he could do a better job than someone in the public eye, and never more so than when professional footballers make a mistake. What football fan hasn’t watched a match and bemoaned a wayward pass, confidently stating they could do better? And yet, this friend of mine takes it a step further. Not only would he save the unstoppable penalty that was blasted into the top corner, but he’d catch it onehanded and launch the ball forward to start a devastating counterattack. It was through such claims that the idea of Paddy McAlpin was conceived, nurtured, and carefully developed into the man he has become. The plot of the story revolves around Paddy McAlpin and his subsequent investigation after a clever attempt on his life during a football cup semi-final. Determined to get to the bottom of the mystery, he travels across the UK and beyond, following lead after lead to reach his goal. Written as a classic crime thriller, this light-hearted story is a great relief from lockdown and a bit of escapism wrapped up in an exciting plot about an engaging character. Alongside the pleasure of writing, though, comes the really hard part about being an author – publicising your work. Reaching potential readers is a hard graft, particularly with no advertising budget. I guess I always hoped (very optimistically) that upon publication, sales would naturally rocket, but of course, they don’t. Publicising and promoting a book is seemingly a far harder task than writing one, particularly with a minimal (zero) advertising budget. The good news is that I have had positive reviews so far and hope to start building some momentum with more positive reviews hopefully leading to more sales. In many ways this is an article about the struggles of making your dream a reality after the fun bit is over. Because nothing worth dreaming about comes with a click of the fingers. Meeting and greeting members of the public is full of unknowns and pleasant surprises. This has been particularly obvious while the Hadleigh and Boxford Patient Participation Group and many others have been manning the Practice car park during the weekly vaccination sessions. For safety reasons the directional arrows were clearly reversed to ensure the safe flow of traffic between the two car parks near the premises. This highlighted the tricky problem of drivers knowing or not knowing their left from their right. Timing is also of the essence. Having waited so long for the chance to be protected from the wretched virus, many patients are understandably anxious not to miss their appointment especially if the weather is bad. Our marshals have met the challenge by creating a mini holding bay; a smaller version of the lorry park when the Orwell Bridge is closed. The addition of walkie talkies, hi vis jackets and clear directional signage, all sponsored by the Hadleigh Town Council’s Covid Fund, has increased the safety and efficiency of the group and reduced the number of times motorists have to be stopped. Other testing moments have been finding patients other halves, negotiating tricky terrain with wheel chairs in the snow, coping with medical deliveries and sign language for overzealous foreign couriers. One thing is sure our efforts are much appreciated. Car park monitors and Practice personnel have enjoyed and also appreciated a never ending supply of chocolates, doughnuts, sausage rolls, hot drinks and homemade naughties by the score. As vaccine doesn’t extend to our furry friends they have to wait outside so the ultimate in flexibility was our personal, brief doggy minding service. I wonder how long it will be before we can make use of their exceptional sense of smell and let them in to the Practice to sniff out the Covid virus. JD
Obituary: it was with great sadness that members learned of the recent death of longstanding member Terry Wiles.Terry was a member of the Club for over 40 years having joined in 1979 about a year after the Club was formed. He was a keen and active member always ready to get involved in the social and business life of the Club. He held many positions over the years including President (twice) and on a number of occasions he arranged the Club's annual spring break under the brand name of ‘El Tel Tours’ which provided many happy memories. Terry was a keen sportsman and represented the Club at cricket, golf and bowls. Cricket was friendly games only but with his help we won more than we lost. At golf and bowls he played for the Club in District competitions with some success in both and was a member of the bowls team which won the District competition in 2005 and 2006. During the past 2 years his health has prevented him playing a full part in club activities but he was still ready to help whenever he could and his presence will be sorely missed. Members thoughts are with Norma and the family. Christmas Collection: Most of the small amount raised has been distributed to 3 local charities East Anglian Childrens' Hospice, St Elizabeth Hospice and East Anglia Air Ambulance which are all in very much in need of funds. Toppesfield Mill - a bit of history
The Mystery of The Hole in The Ground
We do not know how long a Mill has been on the site, but equally we do not know who widened and straightened the river through the middle of Hadleigh. Toppesfield Mill is at the termination of the widened river and the weight of water in the widened section was used to drive the Mill Toppesfield Mill from Toppesfield Bridge 1912 Wheel. We do, however, know there was a Mill at Toppesfield in the Domesday records, (1086). We also know that for centuries there have been at least four corn Mills in Hadleigh, three water and one Tower mill, plus two above the town at Kersey and Aldham, and down river at Layham and Raydon. Until the 20th century most of the flour used within the town was from locally grown and locally milled wheat, and even as late as the 1950’s there were at least four local bakeries, but by that time most of the flour was produced by large milling firms outside of the town, and in fact most of the wheat imported. Hadleigh Town Council archives bought a number of deeds for the mill, these were seen on ebay and bought from America, so we know who has owned the mill since 1839. At some time in the 19C it appears that ‘gas’ was added to the running of the mill but a dry bearing on a diesel engine is thought to be the cause of the fire in February 1954. Unfortunately flour dust is combustible and many mills suffered the fate of Toppesfield being destroyed by fire. From photographs, it can be seen that the Mill wheel is within the building with the Mill Race (the site of the present holes) running under the building. A Mill Race is usually a channel from the river controlled by a sluice gate allowing Toppesfield Mill showing the mill race, with water the water to power flowing from under the mill - taken from what is now the wheel as the football ground side of the mill. required. Some mill races have the same height of water throughout the race and the wheel activated by the water driving the bottom of the wheel, but with others the water enters at a higher level, forced onto the wheel and then re-joining the river at a lower level. This is known as an Overshot wheel. From pictures, it would appear the Toppesfield Mill may have been Overshot. I am reliably told that following the fire, as the mill was not likely to be rebuilt, the rubble from the fire was thrown into the Mill race, this included the Mill wheel – it dropped in to the mill race and was left where it dropped. It was a few years before the site was closed over. It would seem likely that over the last 60+ years the debris has deteriorated having been submerged in water and hence the ground collapsing to reveal what was the original course of the water driving the Mill wheel. I think we all know that when man has changed a river’s course to suit his use, in the event of flood the river will often return to its original route and maybe that is what has happened at Toppesfield. Babergh, the County Council or Environment Agency, now have the problem of what to do with the holes. Do they fill them up and wait for it to happen again? Or, one wonders if it were not too expensive, if the Mill race could be reopened to make an attractive feature in that part of Tinkers Lane and, maybe, help with the recurrent flooding along the lane. A massive hole in a path unearths a story behind a historic Hadleigh mill and a civil engineering task ahead. Cllr Kathryn Grandon and Jan Byrne tell the story. We all know that councils can take a little while to make decisions, but sometimes they have to act fast and they certainly did, when a hole in the ground appeared near Tinkers Lane - the lane runs between Benton Street and the river/football ground. Thanks go to Hadleigh resident, Richard Moulson, who contacted me on 8th February with information about a large hole that he had noticed, located on the grass verge between the bridge and path. With Photo taken by Richard the snow that had fallen the night before, Moulson when he discovered this had the potential of being very what at first appeared to be dangerous.The area was temporarily just a minor hole cordoned off and the next day Ian Sparkes, Babergh Surveyor, attended and we received the surprising report: “We had what appeared to be just a minor sinkhole open up, but when we cut the turf to investigate, the hole ran to 11ft deep with 7ft of this being filled with water.” Babergh’s Public Realm Manager, Will Burchnall, added: “There is a brick structure which is collapsing, exposing the hole. This is in a line with the old Toppesfield Mill, with the cut running through the area we are now excavating, and we assume the brickwork we have discovered is the top or sides of the mill race. In line with the weir, there was a depression in the grassed area next to the tarmac footpath. When we opened this up we discovered a second hole running to a similar depth, with steel boxes within.” At the time of writing, mystery still surrounds what the steel boxes could be… and are they boxes? Tinkers Lane, between Benton Street and beyond the end of the bridge, is now closed for safety and for civil engineering works to begin. As there is likely to be significant work involved, the path may be closed for some time – but at least now you know why! One of the fascinating things about living in Hadleigh is that we are literally living over our town’s history – thank you to Jan Byrne for the history of the Toppesfield Mill and to Roger Kennell for the photographs. Fidelis Ladies Group As it is a year since our club was last able to meet, the committee would like to take this opportunity to reassure members that as soon as the Town Hall reopens, and it is safe to do so, we will resume our monthly meetings in the Dining Room. We have some very good speakers lined up and also plan to resume our activities such as Lunch Bunch and other outings. Unfortunately, Julie Davies who did such a good job as Secretary has had to resign due to family commitments which means that we do need to fill that position and so we will be looking to replace her from amongst our members. As you will recall Jan Devey, while remaining an active member, resigned from the committee last May after many years working for Fidelis and so this leaves an opening for another member to join the committee. Hadleigh Hares Juniors When we first went into lock-down back in March we did not foresee that all these months later, we would still be in this position. Our weekly sessions with the Juniors have been few and far between, and have meant a lot of reorganisation to ensure that we have remained COVID compliant and followed England Athletics guidelines for training under 18’s. One of these was that instead of spending the winter months indoors at the high school, the end of year saw us using the outdoor facilities at the Rugby club instead. Up to 20 children braved these cold, dark and occasionally foggy conditions to carry on their training each week (socially distanced of course!). The continued commitment of these youngsters has been fantastic, and we can’t wait until we can resume training. The final session of the year saw games being played outside rather then the usual Christmas Party and awards night indoors. We are hoping that we’ll be able to recommence sessions after Easter but for now, the Juniors are being encouraged to remain active and include stretching and strength and conditioning exercises within their weekly workouts while at home, alongside their running. The Juniors are for ages 8 and upwards and meet on a Tuesday night from 67pm. Brian was promoted to Head Coach 8 years ago and has led the Juniors from strength to strength. He has seen many children pass through in those years, including his own. Known especially for his loud voice and sense of humour, he will be greatly missed. Thank-you Brian from us all!

Also don’t forget about buying local from the other independent shops on the High Street where you are welcome to use your own containers at the butchers, delicatessens, pet shop etc. Once you start trying to reduce your household plastic waste, it suddenly appears everywhere you look – from food packaging to cleaning products. Plastic is a good product, too good to be used only once in fact, and the problem is only 9% of the 5.8bn tonnes of plastic no longer in use, has ever been recycled. So recycling is really not the solution, although most plastic packaging carries a triangular logo with a number from one to seven inside, denoting the chemical composition of the plastic you may well assume this makes it recyclable. Unfortunately, this isn’t the case at all - if it’s a 1, 2 or 5, most councils commonly recycle it, number 4 is sometimes recycled, but 3, 6, and 7 are almost never recycled. So, what’s the answer? Reduce, reuse, recycle in this order is the way to think about all household waste. With REDUCE being very much the first option for all items that make their way to your bins. Fiona and Mike Ginn were married in 2011. Mike was a respected Primary School Teacher, football manager and sportsman. Fiona was enjoying her job at St Elizabeth Hospice within the fundraising team where she was able to raise awareness of the hospices care. In May 2016 their daughter Hope was born. Everything seemed to be going well until in July 2016, just 3 months after the birth of Hope, their world was completely turned upside down with the diagnosis for Mike of Leukeamia. He was given just a 20% chance of surviving past 5 years. On the day of diagnosis as Mike was admitted into Ipswich Hospital to receive chemotherapy to fight the aggressive disease he decided to start writing notes about his feelings and published them into a online blog. The blog quickly became very popular, being read by over 10,000 people both locally and across the world who were inspired and moved by his story. Mike wrote with such honesty about the treatment he received and how his diagnosis impacted upon family life. He noted his reactions and thoughts, providing hard-hitting moments as well as humour. It was a real inspiration for readers as his courage and strength in complete uncertainty shone through. In June 2017 after a bone marrow transplant, Mike received the devastating news that he had relapsed with only weeks left to live. He continued to write his blog until he was admitted into St Elizabeth Hospice to receive end of life care, this is when Fiona took over from writing the blog to document the remaining few days they had together. The care Mike received was incredible, Mike felt so comfortable and even had the opportunity of having Hope come to visit. It was during this time that Mike spoke about his wishes for his blog to become a book. On August 23rd 2017 Mike died peacefully. He was just 29 years old and Hope was only 15 months old. And now Mike’s wishes have become a reality. The blog called Diary of a 20 Something Cancer Fighter: My Journey Through Cancer has now been published into a book and can be purchased on Amazon. As well as offering hope and inspiration to others and raising awareness of support provided by hospices, such as St Elizabeth Hospice, the book also serves as a keepsake for Fiona and Mike’s daughter Hope so she too will be able to read his story. Fiona continues to work at St Elizabeth Hospice and is forever grateful for the care they give and continue to provide to so many local people. Above the Parapet Cllr Mick Fraser - Suffolk County Council Babergh District Council – Hadleigh South COVID-19 Update I would like to take this opportunity to thank our Hadleigh Health Centre team and all the volunteers involved in the magnificent effort throughout the COVID vaccination roll out. This outstanding crew of doctors, nurses, staff, and community volunteers have provided a fantastically well organised vaccination programme for the residents of Hadleigh and surrounding areas. Many of them have worked long and arduous hours often in cold and inclement weather. In the past weeks, levels of infection here in Babergh and across Suffolk have continued to fall. As of 17th February, there have been 27,772 total lab-confirmed cases of COVID-19 in Suffolk. In total there have been 3,647.7 cases of COVID19 per 100,000 people, the lowest overall COVID-19 case rate in the East of England. This is an indication that the measures taken and sacrifices we have made through these uncertain times, show we might at last have a route way out of this horrendous situation. There is optimism that we are heading towards an easing of restrictions and a move toward normality again – keep sticking at it Hadleigh, we are getting there! Vaccinations More than a quarter of adults in Suffolk and north east Essex have received the COVID-19 vaccination, NHS data has revealed. Figures released on 11th February showed more than one in four (27%) of people aged 16 and over had received at least one dose of the coronavirus vaccination. This put it in the top five areas in the country, with only Norfolk and Waveney scoring slightly higher (29%) in the east of England. Rapid Testing Centres The community COVID-19 rapid testing centres programme has gathered pace with more facilities opening around Suffolk. A second centre has opened in Lowestoft, others opened at Martlesham Community Hall and in Mildenhall. On 18th February, a test centre opened at the Stevenson Centre in Great Cornard. A network of 16 smaller centres in villages around the county is also being finalised. These centres are aimed predominantly at people unable to work from home and will play a key role in detecting coronavirus as the vaccination programme continues to be rolled out. Babergh DC Last month I stated that I was opposed to Babergh’s proposed changes to car parking fees by reducing the free parking time in Hadleigh’s car parks to only 30-minutes from 1st July. At January’s full council meeting, I spoke in support and voted in favour of the ePetition calling for any decisions of this nature to be taken after the fullest public consultation. I was encouraged when Babergh’s Oversight & Scrutiny Committee later recommended a compromise position to the council’s Cabinet, of 1-hour free parking to be introduced no sooner than 1st October. However, I believe that this is still too soon, and no changes should be introduced until the High Street’s retailers have had time to assess the impact this global pandemic has had on their footfall and revenue. I appealed to Babergh’s Cabinet on 4th February, not to consider introducing these fees until 1st April 2022 at the earliest, but I am afraid they did not agree with my reasoning! This issue now forms part of the overall Babergh budget for 2021/22 to be debated on 23rd February. Census 2021 The Office for National Statistics (ONS) have confirmed that the 2021 Census will go ahead as planned on Sunday 21st March 2021. This is the first “digital-first” census, with people being encouraged to respond online on their mobile phones, laptops, PC or tablets. People can also complete the census over the phone, with the help of ONS trained staff, or by using the traditional paper form. It is important that everyone take part in the census. The information it gives has the power to make a real impact on our everyday lives. The census helps us understand what our society needs now and what it is likely to need in the future. The information it collects helps plan and fund services in Suffolk. This could include transport, education, and healthcare. Charities also use census information to help get the funding they need. Businesses use it to decide where to set up, which creates job opportunities. For the novice cyclist it may be a bit of a shock to realise why our town is sometimes referred to as “Hadleigh in the Hole”. The place is full of hills and is surrounded by them. Head out of the town alongside the Brett on quiet lanes, through Lower Layham, Shelley, Raydon and Higham and head back via Polstead and you will have climbed over 1000 feet. And don’t get us started on Watsons Hill at Semer. Heavier cyclists are at a disadvantage at first, especially on the short steep hills but there is a quiet satisfaction in measuring how fast you can climb them over a few weeks, especially if you have dropped a few pounds. It may not be sensible to attempt the mighty Polstead Hill (7.6% gradient) until you have got up Hook Lane (5.5%) without stopping a few times. And all this doesn’t require you to don lycra or buy a top of the range racing bike. Pump the tyres up on the old mountain bike at the back of the garage and give it a go. (If you want to see your improvement over time, why not download the free Strava app to your phone?) The electric bike may give you the best of all worlds. Imagine the joy of flying up the hills and pedalling on the flat. Whatever your motivation (health, weight, wealth, fun simply getting out of the house), why not check out our website. You will find short circular routes covering the Wenham, Layham, Raydon and Polstead Loops, as well as the Railway Walk. These routes have low traffic levels and are ideal for novice cyclists and family groups. Keep an eye out for the odd horse rider and tractor and beware some the roads can be a bit muddy! Employees visiting people’s homes, for example, tradespeople carrying out work and essential repairs in council houses, will be following strict social distancing guidelines and hand sanitisation, and may ask a few additional questions before entering customers’ homes - in order to protect both them and tenants. Babergh is also exploring ways to support our communities and businesses in Babergh over the difficult weeks ahead, in line with the package of new financial measures for individuals and businesses announced by the Chancellor (see separate article). The most important thing is that we all try to stay safe during this unprecedented time.
News from Kersey School Otters Otters class started the year with the book Wild by Emily Hughes. We really enjoyed the illustrations and the story telling through the pictures. We got to explore different animals and habitats through the book and the story gave us lots of interesting ideas to discuss. All the Otters have become seesaw experts this half term and together we are finding creative ways to learn and respond on the online platform. Some of the best times this half term have been on live lessons and form time where we could all be together, seeing each other and having fun! Badgers Since Christmas our busy Badgers have designed and made model sleds to compete in the Race to the Top of the World. Our guides on this journey were two young children, Sika and Shen and their team of sixty-six pugs. Along the way we have met yeti’s, kraken and fifty different types of snow. What an adventure and what creative ideas for writing we have had. The recent weather conditions have enhanced our reading of the Pugs of the Frozen North and helped to inspire us. Meanwhile, we have all worked hard in our phonics, English and maths lessons, enjoying live lessons on Zoom with our teachers and friends. This has been a great way to keep in touch and share our ideas. We have also used this technology to celebrate our successes in assembly and to catch up with each other in form time. Our computing skills are being applied every day. Recently, we celebrated Children’s Mental Health Week with some mindful activities to express ourselves. This was a wonderful experience and the children particularly enjoyed the art activity. Owls Owls have been working incredibly hard since our return to school after Christmas. They have been learning online, at home and at school, with an amazing resilience and motivation for doing their best; so much so, that at our weekly live celebration assemblies, Owls have been the class with the best attendance for 3 consecutive weeks of this term! Owls have enjoyed weekly form time, which has enabled them to see their friends over Zoom- a much needed antidote to all of the time away from their classmates. Some of their English and Maths lessons have also been live, and other lessons have been shared on our online learning platform, Seesaw. The children get instant feedback and marking from their teachers, and they get to see their teachers in each day in their morning video messages. Owls’ topic this term has been on the Victorians, and their History and English lessons have been based on this. All other learning has taken place each day, alongside English and Maths, including RE, Art, Science, French and Computing. This has given Owls a real variety of learning, much like a ‘usual’ school day. Owls have also enjoyed daily collective worship, based on our worship theme (Courage). Their PSHE and PE sessions have focused on their health and well-being, encouraging them to talk about their feelings and also to get moving! Hadleigh Cricket Club Sponsored by Celotex
Terry Wiles 1935-2021 It is with great personal sadness that I write this, as Terry was my father. We lost Dad on 5th February after a short illness. He was 85 and a Life Member of the club. Dad joined Hadleigh Cricket Club in 1965 after moving up from London, and made an immediate impact, scoring a century in that season. He went on to play for the 1st XI before becoming an established member of the 'A team' (2nds) in the 1970s and 80s, with several seasons as captain. He was part of the successful Suffolk League winning team of 1974 and earnt regular recalls to the 1st XI, most notably in 1981 when he and David Clifford put on 211 for the 1st wicket, then a club record, with both scoring hundreds. He scored 5,225 runs over his Hadleigh career. My brother Russell and I will always have wonderful memories of watching Dad play, whether from the boundary or the scorebox. His cover drive was something to behold! Many current or ex-players have remembered when Dad coached them as juniors. He played an important role in this part of the club, something of which I know he was very proud. He and Mum also took it upon themselves to help run the club bar in its early years, and they, along with the Plumblys, the Smyths and Girlings, to name but a few of the hard working HCC families, became part of the fabric of our club. He was Fixture Secretary for 14 years, and Secretary for 10 years. His professional experience as a quantity surveyor came in useful in several important club projects during this time, such as a pavilion extension and artificial wicket, the latter which enabled him to meet one of his cricketing heroes. That special day when Tom Graveney came round for coffee, and sat in our lounge! Dad would literally do anything for the club, and in more recent years, when his health allowed, he liked to help with jobs around the ground as best he could. When the club was trying to raise money for its most recent pavilion extension, Dad took it upon himself to sell virtual 'bricks' to an ever increasing list of people. In total I believe he generated over £700 of donations. He did, as was his style, like to remind the current Secretary (me) of this from time to time! My Mum, Russell and I have taken so much comfort from the messages we've received about Dad from cricket club members past and present, friends and from other local groups he was involved with. It is clear he was much loved and will be remembered fondly. It is hoped, if restrictions permit, that we can hold an event in the summer to honour Dad's memory. Gary Wiles
