Thousands raised to support local counselling service Cllr Adrian Osborne handed over a cheque for more than £3,000 to the Sudbury-based Kernos Centre, thanks to his fundraising efforts during his 2021/22 term of office as Chairman of Babergh District Council. Cllr Osborne presented a cheque of £3,450 to Chris Boatwright, Clinical Director of the Kernos Centre as a result of fundraising events during the year, including a sponsored walk and a gala dinner at Hintlesham Hall supported by charitable donations from local residents and businesses. The Kernos Centre based in Sudbury, provides professional counselling and psychotherapy to residents offering support to help them deal with a range of mental health issues including acute anxiety and
depression, domestic abuse, childhood abuse, eating disorders, self-harming, and suicide attempts. Cllr Adrian Osborne said: “It has been a privilege to serve as the Babergh District Council Chairman, being able to represent both the council and Babergh residents. My focus during my term was mental health and well-being which is why I chose the Kernos Centre as my chosen charity. They do fantastic work, providing extra support to those who need additional help to deal with the difficult circumstances that life can sometimes throw at us. “I would also like to thank everyone that has supported these fundraising efforts, and for donating some amazing raffle prizes.
I know that every pound raised will go a long way in helping the Kernos Centre to support residents in need of counselling.” Chris Boatwright, Clinical Director Kernos Centre said: “We were honoured to be chosen by Cllr Adrian Osborne as his charity Continued on page 2

Property Life Interest Trust Wills can be of particular benefit to couples considering planning for future care and preservation of assets. Specialist advice on Property Life Interest Trust Wills can provide for both protecting the financial position and living arrangements of the surviving spouse, as well as protecting assets for future generations. For couples with children from a previous relationship, Property Life Interest Trust Wills can also prove an effective legal solution. Taking advice and making early decisions to plan effectively It is often the case that a couple’s main asset is their family home and many are conscious of this when considering planning their estate and inheritance for their loved ones. However, many couples can limit their ability to effectively plan and preserve their estate, or limit their available options for this, if planning their estate is left too late. This is certainly the case in respect of how their home will be treated upon death. The earlier advice is sought, the better in this regard. How your property is owned is important. Property can be held jointly in one of two ways. Property held as “Joint Tenants” will pass automatically to the surviving owner under survivorship rules whereas, property held as “Tenants in Common” will pass under the terms of a Will. For couples to effectively plan their estate, it is often necessary for their main residence to be owned as Tenants in Common, providing each with a % share ownership which can be directed into a Trust upon death. What is a Property Life Interest Trust Will and what does it do? A solicitor is able to re-organise a couple’s ownership of a property alongside preparing a Will for you, so as to ring fence each individual’s property share in a Trust for future generations and identified beneficiaries. The surviving spouse/partner is protected by having a lifetime right of residence in the property and can be one of the trustees (managers) of the Trust. Therefore, the gift of your respective share in your principal residence at death is made to your trustees on trust and is subject to the surviving spouse/partner’s right to live in the property for their lifetime. The Trust can be flexible in that the surviving spouse/partner will be able to move to another property using all or part of the value of the property. Any surplus capital not used in the purchase of a new property can be invested and the income can be paid to the surviving spouse/partner for their lifetime. The surviving spouse or partner can decide to make gifts to the family if they do not need the surplus capital or income. Property Life Interest Trust Wills are very flexible, with the surviving spouse/partner even able to rent out the property and receive the rental income. These types of Wills and arrangements can often be recommended where couples (married or unmarried) wish to plan for future care and preservation of assets for future generations and/or provide for children from a previous relationship, whilst at the same time providing security and piece of mind to the surviving spouse/partner. Speak to an expert from Holmes & Hills Solicitors For expert advice on planning for the future, contact Holmes & Hills on 01621 817522 and organise to speak with one of our specialists from your June local text.qxp_Layout 1 06/05/2021 11:11 Page 20 Holmes & Hills office. www.holmes-hills.co.uk
Continued from page 1 for the year, whilst chairman of Babergh District Council. His continued support and the tremendous hard work put in to raising this grant, and getting the generous support from our local community, is invaluable to all of us at Kernos and the vulnerable adults and children using our service. “This grant is so welcome at a time like this, when the mental health needs are so great, and will help Kernos to maintain the mental health support and counselling we provide to local residents, especially to those who have little or no means of financing counselling support.“ Cash and raffle prizes were generously donated by: Krissy Dillon, Jack Glover, The Lindsey Rose, Majestic Wine, The Marquis, Nethergate Brewery, Newmarket Racecourse, Old Joe’s Golf Leisure & Café, The Outlook, Perrywood Garden Centre, Ravenwood Hall Hotel, The Saracens Head, The Secret Garden Restaurant, Stoke by Nayland Hotel Golf and Spa, Sudbury Street Watch, Tesco, and Waitrose.

Councils’ commercial property arm makes £6m profit in 2021/22

Babergh and Mid Suffolk’s commercial property company CIFCO made a £6m profit last year – generating £3.75m in net income for the councils to plough back into services, according to a report published last month. This means that since CIFCO Capital Ltd was established jointly by Babergh and Mid Suffolk District Councils in 2017, it has not only maintained its debt repayments in full but also generated an additional £9m in net income for the authorities. In a report going before the councils’ joint overview and scrutiny committee this week, the company’s draft accounts for 2021/22 also shows a £10m increase in the value of company’s portfolio of properties – more than £3m above their original net purchase price. The last financial year marks the first full year of trading for CIFCO since completing the acquisition phase of the portfolio, which now comprises of 21 properties, split across industrial, retail and office sectors, and based in the eastern region and beyond, in order to manage risk. Despite fears that the pandemic would leave CIFCO exposed, the company cites rigorous risk management and a diverse portfolio for helping them weather the impact of Covid and collect a higher proportion of rent from their tenants than the current industry average. There has been strong growth in the industrial sector, and although there is still some uncertainty in the office sector, several vacant units across the portfolio have already been re-let. CIFCO Chairman Sir Christopher Haworth said: “The last financial year has seen the beginning of the return to normality, following the unprecedented conditions of the previous year due to the pandemic. We have continued to work with our tenants to ease any ongoing problems and this has been reflected in strong quarterly rental recovery, well in excess of the market norm. “A key focus for the Board during the year has been to identify opportunities to improve the quality of our properties, to create rental income growth but particularly to improve the sustainability credentials of the portfolio.” This has included the £460,000 refurbishment of units at an industrial Village December 21 page form.qxp_Layout 1 23/11/2021 11:53 Page 3 estate in Harlow, including the installation of solar panels. The Board’s focus for the coming year will be on increasing rental income, and further improvements to properties within the portfolio, including carbon-reduction and energy-saving measures where possible. Babergh District Council cabinet member for assets and investments, Cllr David Busby said: “CIFCO continues to generate money for the councils – providing steady and much needed income for the benefit of both councils and our residents. Most of Sibarita’s rice is from the Albufera Natural Park. Rice would have been the basic ingredient of the original Valencian farm workers’ paella, together with Garrofon white beans. They are large beans with thin skin and a mild, creamy flavour. Other ingredients were whatever was available on the day, meat generally being chicken or rabbit, also anything left over from the previous day. This is how paella came to have so many variations. Whether your favourite is seafood, meat or even vegetarian you can prepare this dish to your own taste. Sibarita’s supplier of paella products, seasonings and spices is Jesús Navarro SA founded a hundred years ago. Their Carmencita brand is known throughout the world. They were probably the first to create and market a blend of spices with an authentic paella taste giving rise to the world-famous “Paellero Carmencita”. They subsequently developed a Paella kit for the consumer who wants everything necessary to prepare a paella in one place, including an enameled paella pan. Fruit and juices had been generously donated by Waitrose, Sainsburys and Cox’s market stall. Club Assembly took place on 13 June, when members learned more about proposals for the year ahead: for the first time in the Club’s history the President role will be shared, with Roger Green and Mike Killoran taking this on. Current President Gloria Woods has completed her year’s term of office with a celebratory handover dinner at Scutchers in Long Melford on Monday 4 July. The programme in July includes face-to-face lunches at Newton Green Golf Club, with Elaine Gorman from Citizen’s Advice speaking about their work on 18 July, and on the fourth Monday (25 July) an invitation to join Rotary members for tea and cakes in their garden (indoors if wet!) to give another opportunity to enjoy each other’s company. If your organisation would like to know more about Sudbury Rotary Club and how we support our communities, locally and worldwide, please do ask us to provide a speaker. You will be amazed at just how much Rotarians do, not just in our local community but across the world. To find out more about the fellowship and fun which Rotarians share, please visit our website: www.sudburyrotary.com. If you would like to come along to any of our meetings please leave a message on the Club telephone: 07341 290415. Rotarian Lesley Ford-Platt

Proving that Rotary can be great fun as well as giving opportunities to support our community, a number of Sudbury Rotarians got involved with the Jubilee Country Fair held on Sudbury’s Friars Meadow on Thursday 2 June. Working in two-hour slots, from 9 in the morning until 5.00 p.m., Rotarians worked alongside members of the Sudbury Market Town Partnership and Transition Group by taking charge of the smoothie bike operation, where not only children but several adults learned how much effort was needed to create a fruit smoothie. Great fun was had by all involved and Rotary members helped the Sudbury Partnership and its Transition Group raise £149 for their funds.

Facts and Figures from the Past I have been trawling through my reference books and various Websites, to investigate some of the history behind our previous Prime Ministers to see how they compare, to all we read and hear about Boris Johnson. Fascinating facts that are quite revealing and occasionally amusing.
Af
BREWING FINE SUFFOLK ALES SINCE 1795
Britain’s youngest Prime Minister was William Pitt the Younger who took office at the age of 24 in 1784 and was the first Prime Minister to introduce Income Tax; this was as a temporary measure to pay toward the War with Revolutionary France in 1799. The oldest was William Gladstone, who began his fourth term of office at the great age of 83. The longest-ruling was Sir Robert Walpole, who held office without a break for almost 21 years- from April 3rd, 1721, to February 2nd, 1742. He was a Whig (The original name of the Liberal Democrats) He started a fund to pay off the National debt. Robert eventually resigned after the government was accused of rigging a by-election in Chippenham Wiltshire. He was actually briefly imprisoned in the Tower of London due to his involvement in the prosecution of Henry Sacheverell a fiery Tory Anglican Priest who caused riots wherever he preached. Due to these disturbances the Riot Act was made law by the Government on August 1st, 1715, stating that it was to prevent tumults and riotous assemblies of groups of twelve or more. The last time the riot act was read due to a disturbance in Long Melford in 1885 led by 400 prospective voters from Glemsford, who were demanding their own polling station. However, on arriving in Long Melford they still found resistance to casting their votes. The reason that Glemsford was nicknamed “Little Egypt” came from this riot as they said the men fought like Egyptians. However, the poor chap who only lasted for four months was George Canning. Unfortunately, he died from pneumonia having taken up office on April 10th 1827 and died 100 days later. There were many, many problems during the election of 1841, bribery, potting anf scheming was rife. Fortunately through the Parliamentary commission who delved into the corruption, with great difficulty they managed to find the culprits. The Disfranchisement Act of 1843 finally terminated the Borough’s long and notorious history of political corruption. The Duke of Devonshire only agreed to take on the job for George II only on the condition that he could resign if he ‘disliked the employment’. He did in July 1757 after only seven months in office. Another reluctant Premier was Lord Greville, 7th Prime Minister who re-established the authority of Parliament despite opposition from George III. He also was responsible for putting through the Stamp Act (1765) which imposed taxation on American Colonies. In spite of this he wrote to his brother that “He was not competent to the management of men, and toil and anxiety more and more unfit me for it”. On resigning he wrote to his brother saying: “The deed is done, and I am again a free man”

Councillor Jessica Carter reports:
A vehicle camera pilot scheme to target criminals entering and leaving the Sudbury area has been formally requested by myself and other local County Councillors, as police confirmed tackling county lines remains a top priority. We came together to ask Suffolk police to implement a permanent ANPR camera system on key roads, on a trial basis. The request was made to Suffolk’s police and crime commissioner Tim Passmore, who attended the full town council meeting on the 14th of June. I continue to work closely with the Cost of Living Alliance, I would like to take this opportunity to remind residents how important it is to not struggle alone. Please contact Sudbury Citizens Advice Bureau. If you have to leave a message please do and they will contact you within 48 hours. Through my Locality Budget, I have been able to fund the Bungee Trampoline for the return of Party in Park, which will ensure the activity is free for all to enjoy. In June I met with the head teacher of Hillside; a specialist school within Sudbury an Outstanding’ school with an outstanding team of professionals with a strong commitment to their pupils and the New Manager of Greenacres, which is based near Sudbury and has been purposebuilt to provide accessible accommodation to service users. They offer progressive day, evening, weekend and short break opportunities to young adults who have learning disabilities, autism and complex health needs, and who are aged 16 + These are two very important and appreciated SEND facilities in Sudbury and it is wonderful to have them on our doorstep. There is a call for more provisions like these all over Suffolk (Including more in Sudbury) but we are very fortunate to have access to a range of both pre- and post-16 facilities. Regarding Highways, my Group (GLI) at SCC has started a petition, demanding that SCC produces an in-house bid for the new Suffolk Highways contract. The contract, which will have been held by Kier for 10 years, is up for renewal next year. Since Kier’s arrival, GLI has seen astronomical prices for the maintenance of Suffolk’s highways. Some of these prices include £5,000 for a pair of dropped kerbs, £7,500 to cut down a single tree, and £10,000 to design (not build) four humps in a road. GLI believes an in-house bid from SCC to take back control of Suffolk Highways is needed to get things done. The bid would also provide a necessary benchmark for any competitive bid coming from external companies, making sure Suffolk taxpayers money is not exploited. We need 3,675 signatures to bring this to debate at the Council. Please sign using the online link below (ensure you make you name public, or it won’t count!): https://www.petitions.net/for_suffolk_county_council_to_ develop_an_in-house_bid_for_suffolk_highways_maintenance Please get in touch to find out more about the role and how you can get involved. You can contact me by email: jessie.carter@suffolk.gov.uk, telephone: 07955 434 411 or find me on Twitter or Facebook ‘Councillor Carter’

Hadleigh CC 1st XI 2019 What a staggering, unbelievable game it was. It had everything – cliffhanging drama, run-outs, and THAT over. It was a real “where were you?” moment. But enough about the 1st XI’s win over Worlington. The World Cup Final was pretty good too the day after. All day long a few hardy HCC souls watched the drama unfold on the big screen in the pavilion, with lots of juniors from two games at the ground that day popping in to watch from time to time. Hopefully what they saw will inspire them to follow in the footsteps of Roy, Stokes, Buttler etc. It has been a much better month for the 1st XI, with three wins on the bounce against Maldon, Worlington and Wivenhoe. This despite plenty of availability and injury issues. Our overseas player Kudzai Maunze has scored two matchwinning in those games – all the more remarkable since it has Telephone Sudbury Community News on 01473 652354 14 centuries become apparent that he has been playing with a fractured thumb. July’s Advice Column I’ve got loads of problems with my house that I’ve been putting off fixing - a faulty boiler, a window that won’t shut properly, broken light fittings. The list goes on! I want to sort it out, but I’ve had bad experiences with dodgy builders in the past. How do I find someone I can trust? Making home improvements can be stressful, but there are a few steps you can follow to help it go smoothly. First, find a Trading Standards ‘approved trader’. You can look for one in your area online or use the Government’s approved trader scheme Trustmark. It’s also worth checking if they’re a current member of a trade body. Trade bodies have codes of practice and can help resolve problems if things go wrong. Ask who they’re registered with and then check the trade body’s website. For any gas and electric fixes, only use certified traders - it’s dangerous to use someone who doesn’t know what they’re doing. You can check the Gas Safe Register for a list of traders and use a registered electrician who can certify their own work. It’s always helpful to get references or recommendations where possible. Ask your friends, family or neighbours if they know of anyone they’d recommend. You can also ask the person you hire for examples of work they’ve carried out in the past. Try to avoid contractors who won’t give references - it’s a sign they could be dishonest. When you find someone, ask for a written quote - this is different to an estimate. A quote is legally binding, and the tradesperson can’t change it without a good reason - for example, if you ask for extra work to be done. It’s worth comparing quotes from several contractors to make sure you’re getting a fair price. Next, get a written contract. This should cover exactly what you’re paying for and everything you’ve agreed on, including timings, payments, who will pay for materials and any subcontractors if needed. When it comes to payment, it’s best to opt to pay in stages rather than upfront. Try to pay by card if you can - this can give you extra safeguards if something goes wrong. Finally, make sure your trader is fully insured. Keep copies of receipts and your written contract. These will be important as evidence if things go wrong. It’s also helpful to take photos of any problems if they arise. If you have a problem with a contractor and you’re not sure what to do, call the Citizens Advice consumer helpline 0808 223 1133 or talk to an adviser online through the Citizens Advice website, www.citizensadvice.org.uk For further help and support contact Sudbury and District Citizens Advice on 01787 321400 and leave a message and someone will call you back when available. We will attempt three times to call you back, so please expect a call from a withheld number. Alternatively, contact us via email at advice@sudburycab.org. uk or by using the contact facility on our website, https://www. sudburycab.org.uk/contact We are providing advice by telephone and email Monday – Thursday, 10am – 1pm.
