Sudbury Newstalk, Suffolk Wildlife Trust and the Friends of St Peter’s who care for this town centre church. “We hope that this year’s festival will attract even more than the 7,000 plus visitors of all ages who attended last year’s event. We are hoping to top the £4,000 raised last year in order to distribute worthwhile amounts to our chosen charities this year” added Val Tyrrell, President of Sudbury Talbot Rotary Club. On Tuesday 3rd December The Town Mayor of Sudbury, Cllr.

Adrian Osborne will officially open the festival at a private preview at 7.30pm.

Exhibitors and sponsors are requested to be there at 7.00/7.20pm. St Peter’s on Market Hill, Sudbury will once again be filled with festive Christmas Trees donated by the many businesses and organisations in the town. This year there will be 88 trees lighting up our lives to celebrate the start of the Christmas festival. Organised by the Rotary Clubs of Sudbury and Sudbury Talbot, the festival will be open to the public from 10am to 7pm from Wednesday 4 to Saturday 7 December, and from 10am to 6pm on Sunday 8 December. Admission is a minimum donation of £1 for adults, with no charge for children under 12 years.

Among those taking part in this year’s festival are: 22 local schools, nurseries and playgroups; charities; a number of youth groups, churches and other community organisations, as well as some 21 businesses. Adding to the atmosphere of St Peter’s, many choirs, organists and other musicians will be performing live for the enjoyment of visitors.

This year a Tree of Memories, will be in the church from 4th December to 5th January. Lynda Sebbage, President of the Rotary Club of Sudbury hopes this will provide an opportunity to those who wish, to make a dedication in memory of a loved one at Christmas. The beneficiaries of this year’s festival, chosen by the Rotary Clubs of Sudbury and Sudbury Talbot, will be: Action for Children, Age UK Chilton Care Centre, Eden Rose Project, Hillside Special School,

Gainsborough’s House wins Suffolk Museum Curiosity of the Year Award 2013 On the 21st October at a prestigious award ceremony held at University Campus Suffolk, Gainsborough’s House was awarded the Suffolk Museum Curiosity of the Year Award 2013 for Thomas Gainsborough’s swordstick.

The winning curiosity is currently on display within the museum and is a rare personal artefact of the great Suffolk painter Thomas Gainsborough. Life could be dangerous for an 18th Century gentleman, as the artist knew from experience. He was once held up in a highway robbery and relieved of his cash and a pocket watch when travelling into London with a group of friends, including J. C. Bach the composer. The highwaymen were caught and subsequently hanged for their crimes and Gainsborough’s watch was retrieved. The swordstick was essentially a walking cane that concealed a hidden blade, a fashionable and practical accessory that was extremely popular with gentlemen of the 18th and 19th century. The award ceremony was presided over by Leslie Dolphin of BBC Radio Suffolk and attended by various museum employees from all over the county. The curiosity was voted for by the general public on the Suffolk Museums website and was up against 24 other objects from local museums.

Director Mark Bills said “We are thrilled to win this award and it’s been a pleasure to be representing one of the great objects from the wealth of museums in Suffolk. I would like to thank all those who voted for us and if you haven’t seen the swordstick, please visit us soon”.

Storm fails to close St Peter’s Despite the great storm, St Peter’s Behind the Scenes Open Day went ahead as planned last month. Several hundred people dropped in during the day to see what was happening and learn more about the church and what went on there.

FireFlow opened the day with their demonstration of circus skills on Market Hill and closed the day with the lights in St Peter’s dimmed as they performed athletically with burning flares.

Before the evening’s reception the Sudbury Guild of Bell Ringers rang for over 15 minutes and the event closed with Roger Green, the chairman of the Friends of St Peter’s, telling the audience about the pleasures of volunteering and asking for people to join the Friends and help to extend the use of this famous, but redundant, church in the centre of Sudbury.

Babyballet raises money for Children in Need

All of last week the little stars of babyballet Sudbury were dancing in their pyjamas to help others, by raising money for Children in Need. Children as young as 6 months and up to four years old joined in the fun by wearing their bed clothes to class. Over the week the whole school raised a fantastic £121.33. Owner and teacher Abigail Franklin, from Boxford said, “I am so proud of all of my little dancers, they all looked so cute and were so generous, some of the children even emptied their piggy banks into the pot! Children in Need is a really important charity that is close to everyone’s hearts, so it was great to have the opportunity to have fun whilst raising money for this worthwhile cause.” “babyballet classes are all about fun and confidence, not just pushy parents.

When Sudbury’s two Rotary Clubs got together last week to organise a three day street collection to help the victims of typhoon Haiyan they hoped they’d raise about £3,000 to purchase Shelter Boxes, Water Survival Boxes and other urgently needed humanitarian aid for those made homeless in the Philippines. The response from the people living, working and visiting Sudbury on Thursday, Friday and Saturday has “completely staggered us all”, commented Valerie Goodchild, a Sudbury Talbot Rotarian who started the ball rolling by organising emergency street collection permits through Babergh District Council.

“On our first day we were astonished to discover that collecting just in the town centre and at Waitrose Superstore in Station Road our buckets and boxes were stuffed with notes and coins totalling £2,100. “As it was market day we did not dare hope that the following day’s collections would be anywhere near as much, even allowing for the addition of collections taking place at the Tesco superstore on Springfield Way. When the count was completed on Friday evening we were absolutely flabbergasted to find we’d collected £2,280. “Could our luck hold and our final day yield anything like a similar amount for a third time. Well, the answer was a resounding yes, when the last coins and notes were bagged ready for banking, to reveal £2,110”.

“The people of Sudbury have surpassed themselves in their generosity, helping us achieve a final total of £6,500 in just three days,” said Val Tyrrell, president of Sudbury Talbot Rotary Club. “That means that our two clubs have collected enough to purchase 10 Shelter Boxes at £590 each, plus 4 Water Survival Boxes at £150 each. Each Shelter Box provides accommodation, bedding, cooking equipment, tools and water purification systems for ten people.” “About 20 Rotarians and partners from both clubs collected for more than sixty 90-minute sessions. The weather was dry, and at times sunny, but very cold, but the response from the public kept everyone warm,” said Lynda Sebbage, president of Sudbury Rotary Club”. “The exercise this week shows just what can be achieved by Rotarians working together, getting the support of local people, to help those who have been left with so little,” said Valerie Goodchild.

“We want to thank everyone who gave so generously, from children emptying their purses of pocket money, to those who gave much larger sums. Every penny will go to help those who need our support so much. Thank you all, and thanks to the media who helped tell people about what we were doing. This was a fantastic community effort, of which we can all be proud.”

Presentation of cheques to charities by Monks Eleigh Bygone Collectors Club

On 1 November the Monks Eleigh Bygone Collectors Club held its A.G.M. followed by a presentation of cheques of £600 each to Go Start and Spirit of Sudbury. This was followed by a talk from John Phillips of Go Start explaining the need for community transport and how it is run, mostly by volunteers. The Monks Eleigh Bygone Collectors Club holds many events throughout the year to raise funds for charities. New members are always welcome, the meetings are held at the British Legion, Long Melford on the first Friday of the month at 8 pm.

Long Melford Silver Band As I write this, the band has just returned from our annual weekend away in Belgium. For the last ten years the band has gone to Ypres for an intensive practice weekend (just over 12 hours this time) to learn new music and, of course, to socialise.

On Friday evening we joined the Last Post Association in a service of remembrance at the Menin Gate where many thousands of men and women who lost their lives in WW1 are commemorated. This moving service has been carried out every evening at 8.00pm since the end of WW2 with buglers from Ypres Fire Service playing the last post. See www.lastpost.be for more information. The band’s contribution was to play the Supreme Sacrifice and also Be Thou my Vision before both the Belgium and UK national anthems.

Tim Seppings from our band laid a wreath on our behalf. On Saturday we went to Poperinge and visited Talbot House (where TocH was formed) and the national hop museum of Belgium before moving on to the Lijssenbroek Military Cemetery – the second largest cemetery in Belgium after Tyne Cot. Sunday, after our final rehearsal, saw the band give a short concert of some of our new music to the guests who travelled with the band.

On 10th November the band will be in the Long Melford church as usual for our village Remembrance Service, made more poignant after our visit to the Menin Gate and Lijssenbroek.

Make a note in your diaries for the Band’s Christmas Concert in the Village Hall on 18th December – this is your chance to really start Christmas with a selection of Christmas music and, of course, sing some favourite carols.

When you are selling, your buyer’s solicitor will not proceed until he has all of the facts, so tell us everything you know about your property as this will help speed the transaction along. We will ask you to complete property information forms and send us copies of any planning consents, building regulation approvals, electrical certificates, boiler maintenance records etc.

2. Details are important Your new property may be affected by rights in favour of third parties, restrictions or covenants. These are important as they affect how the property can be used. Read the report that we will prepare for you when you buy a property and consider how those restrictions and covenants may affect the way you use the property.

3. Don't forget your lender is interested too We may sometimes have to highlight a potential issue with a property to you and your lender. News from SESAW Once again, the good folks in the ’Sudbury & Long Melford Community News’ area have come up trumps! Local band, Blues2Rock raised the roof during their performance at Assington Village Hall last month and made £940 for Suffolk and Essex Small Animal Welfare. A big thank you from SESAW to all the musicians, for organising an enjoyable and profitable evening.

While everyone is rushing around trying to fit in numerous jobs before the Festive Season, perhaps it's time to reflect on those less fortunate, because it's not only humans that fall on hard times. As a result of their owners’ misfortunes, many cherished and loved pets are left in places like SESAW. The volunteers turn up, whatever the weather, and do their best to make all the inmates comfortable. Eastern Family Services - A Fostering Family’s View Following on from last month’s article written by one of our family’s female foster carer we detail her husband’s thoughts on being a foster carer.

‘As part of the fostering assessment, my wife and I were required to attend ‘Skills to Foster’ training; I was apprehensive at first as I had no idea what to expect. When we arrived we were introduced to other potential foster carers so knowing that we were all in the same boat enabled me to relax. We had a very good time going through the training and met some very like-minded people who we keep in contact with. Once our assessment was complete we attended a ‘Panel’ which was nerve-wracking. We were asked a few questions, Panel then deliberated their decision and we were told that we were successful. Shortly after Panel a foster child was placed with us. I am mainly around at weekends and when I get home from work during the week. I was angry when my wife phoned me to say that our foster child had seriously misbehaved. I was worried as to how I would react when I got home - I took a deep breath and went to speak to our foster child. I mentioned the house rules and that they had accepted these rules when coming into our house. I pointed out that their activity was not good and they needed to think about how they would feel if the same had happened to them. They seemed to grasp what I had said and I was proud of myself for the way I dealt with it. Over the months when incidents have happened I have found different ways of dealing with the situations. On one occasion I said to our foster child that it is a far better feeling to be thanked for helping someone than it is to be getting told off for doing something wrong. Later I heard that, when back at school, they helped a teacher to open a door, without being asked to do so, so something I said must have stuck. I have spent a lot of time with our foster child and am asked very interesting questions. I hope that they will take on board what I tell them and put it to good use some day. Suffice to say we have only just begun to travel along the fostering path. I am pleased with what I have learnt and how I have dealt with some situations since we have had our foster child and I can only hope that we can make a positive difference in this child’s life’.

Tree of Memories at St Peter’s For the first time, this Christmas anyone wishing to remember a loved one will be able to place their name and a dedication on the large Christmas tree in the chancel of St Peter's in the centre of Sudbury. The tree will be there from the 4th December, the first day of the Rotary Christmas Tree Festival, until Sunday 5th January when there will be a short, non denominational, service in the church. Forms, with a card for the name and a dedication, are now available from the offices of the Suffolk Free Press and the East Anglian. Also from the Tourist Information Centre in the library and at the Christmas Tree Festival.

Looking After The Hearts of Suffolk Upbeat Heart Support funding update. The wonderful VOICE SQUAD singers gave a concert in Lavenham Church recently which raised a total of £1300, half of which has been given to Upbeat. We thank them all for such an enjoyable evening. 5. Minutes RESOLVED That the Minutes of the meeting held on Tuesday 3rd September 2013 be confirmed and signed as a correct record. Mr O Forder used the Chairman’s discretion to take item 8 at this point of the agenda.

6. (8) Allotment Holder Mrs Gray Attended The Meeting To Discuss Fees Mrs Gray gave a brief presentation regarding the allotment fees charged at Newton Road.

Mrs Gray supported the further provision of allotments for Sudbury residents but felt the fees should be apportioned depending on the size of the plot. The Committee expressed support for the provision of further plots but also recognised the ongoing issue of identifying suitable land in the parish. Mrs Gray was advised that the town council had for many years, tried without success to find suitable locations. Mrs Gray offered to measure up all the plots and provide the information to the council officers.

RECOMMENDED That Mrs Gray is thanked for her attendance and presentation.

That council officers find out where (if any) savings in administration may be made.

That a scale of charges be investigated based on plot sizes and cost implications once the measurements had been received from Mrs Gray. That allotment charges would be discussed further at the Committee’s January meeting.

7. Matters Pending List Members discussed the Matters Pending List (copy shown at minute page 724). RECOMMENDED That it be NOTED that Gainsborough House have been invited to attend the next meeting. That a representative from the Quay Theatre also be invited to the next meeting. That the remainder of the Matters Pending List be NOTED. 8. Grant Aid The following applications for funding were considered: a) SUDBURY FIRST RESPONDERS Further information that had been previously requested was NOTED. RESOLVED That a sum of £750.00 be paid over to the First Responders B) Sudbury Symphony Orchestra RESOLVED That a grant of £300 be given to the Sudbury Symphony Orchestra.

9. A) Income And Expenditure Members reviewed the Income and Expenditure figures for month 5 of the financial year 2013/2014. A copy is shown at minute pages 725 to 741 inclusive. RECOMMENDED That the report on the Income and Expenditure for month 5 of the financial year 2013/2014 be NOTED. B) Delphi Centre Income And Expenditure Members reviewed the Income and Expenditure figures for the Delphi Centre for month 5. A copy is shown at minute page 742. Also the Profit and Loss Account. RECOMMENDED That the report on the Delphi Centre Income and Expenditure for month 5 of the financial year and the Profit and Loss Account for 2013/2014 be NOTED. 10. Accounts For Payment A schedule of Accounts for Payment was circulated to all members and discussed in detail. RECOMMENDED That authority is granted for the payment of all cheques and BACS, shown at minute pages 743 to 747 and that they are signed by Mrs J Osborne and Mr A Osborne. 11. Estimates 2014/2015 Initial Discussion RECOMMENDED That the estimates be noted and that a further discussion would take place at the next meeting.

12. Fidelity Insurance Cover The Committee duly reviewed the present level of Fidelity Guarantee Insurance. RECOMMENDED That the level of Fidelity Guarantee Insurance remains at its present level, which exceeds the highest level of funds held in the Town Councils bank accounts at any one time during the financial year.

In January 2013 the Public Services (Social Value) Act came into force which has had the effect of making implementing a ‘living wage’ policy much more achievable. RECOMMENDED That the principle of a ‘living wage’ policy be supported. That Mr R Smith and the Town Clerk undertake further research for future consideration. 6. Highway Issues Councillor Graham Newman, SCC Porfolio Holder for Roads, Planning and Transport and Suzanne Buck SCC had been invited to attend the meeting to discuss ongoing highway issues for Sudbury. They gave a summary of the outcome of the workshops held recently. Concerns expressed at that meeting highlighted several problems particularly at the Belle Vue Road/ Newton Road junction and also the Hamilton Road/Bus Station area. Mr Newman assured members that these areas would be looked at with a view to making improvements. He stated that future designs for these areas would be fed back to Sudbury Steering Group for consideration. Mr Newman stated that he was aware that the ‘Bypass’ was still seen as the solution to traffic problems within the town, but there was not adequate funding available for this at present. However, he stated that the need for a ‘Bypass’ would continue to be considered. It was stated that HGV vehicles continue to cause several problems for Cross Street including air quality issues. Options to divert the HGV’s to a different junction off the A12 to Sudbury could be considered but this was unlikely to have much of an effect as most HGV drivers do not update their satellite navigation systems regularly. This option could also move the problem from Sudbury to another area where there were equally narrow roads to be negotiated. Plans are in place to change the HGV route maps but this would still be dependent on drivers not seeking the quickest way to complete their journey. 20mph zones are not being put into place other than near schools as per SCC’s policy on this. It was stated that 20mph restrictions are not always a good solution as vehicles moving at slow speeds increased the problem of air pollution. Clare Parish Council has consulted with hauliers to find out why they drivers are going through their village when the roads are so narrow. This had reduced the flow of HGV’s through Clare by between 10% and 20%. RESOLVED That SCC are requested to consider implementing a 20mph speed limit in Mill Hill/Mill Lane to provide a safe crossing for school children walking from the Mill Hotel (taking part in the ‘walking bus’ initiative) crossing over to Mill Lane to St Gregory and St Peter’s Primary School in Church Street. That the town clerk contacts Councillor Evans to see if the scheme used in Clare could be used in Sudbury. That Mr Newman and Mrs Buck be THANKED and their report be NOTED 7. Adjournment At 7.40pm the meeting was adjourned for a period of up to 15 minutes to allow townspeople to speak. The meeting resumed at 7.50pm.

Police Report PCSO Mick Baxter attended the meeting to discuss the September Police Report which had been distributed to members (copy of reports shown at minute pages 759 - 761). He stated that Street Watch is going from strength to strength, so much so, that Tim Passmore – Police and Crime Commissioner has asked that it be rolled out throughout Suffolk. Members asked if it would be possible to have every other street light left on overnight instead of all being turned off (to make energy savings), as it was felt certain areas were too dark and would encourage crime. However PCSO Baxter reported that there has been no increase in crime percentages since having the street lights turned off. RESOLVED That PCSO Baxter be thanked for attending the meeting and his report NOTED. 10. County Councillors’ Reports Mr Sayers was very pleased to report that SCC locality funding had been allocated to help supply Catchpole Court with a sensory garden for its residents in the style of a “Seaside”. Mr C Spence reported that following the ‘Raising the Bar’ initiative £2.4million is being invested in Suffolk schools. A recent Ofsted report made recommendations regarding the protection of children which SCC will now be following. Mr Tim Passmore, Suffolk Police and Crime Commissioner will be attending a public meeting in the Town Hall, Sudbury on 10th October. Mr Spence also reported that he had attended the recent Local Transport Plan meeting discussing future transport plans for Sudbury. RESOLVED That Mr Sayers and Mr Spence be THANKED and their reports NOTED. 11. Town Centre Development Manager Mrs Osborne reported that the Town Centre Development Manager’s position was due to be advertised by the end of October. Members discussed the report on the Town Team meeting which can be seen at minute page 762. RESOLVED That Mrs Osborne be THANKED and her report noted.

12. Ips Library Report The Deputy Mayor and the Town Clerk gave verbal reports on the library IPS. They stated that an initial meeting had occurred with the Friends of Library Group and in future there will be quarterly meetings. The town council will be given updates as appropriate. At the AGM of the IPS Mrs Brotherwood, Sudbury representative, was elected onto the board as one of seven board members she will represent Sudbury and the other forty three libraries. The IPS meetings will generally be one per month. RESOLVED That Deputy Mayor and the Town Clerk be THANKED and their reports NOTED. 13. Sudbury Residents Parking Members discussed the Sudbury Residents Parking questionnaire, prepared by STC/BDC/SCC, a copy of which can be seen a minute pages 763 – 768. It was suggested that Ingrams Wells Road (as it has very few residents) should be considered for a one hour restriction, probably 8am to 9am, to help with the parking issues. The Town Clerk advised members that those producing the questionnaire were aware that other roads should be considered for residents parking other than those covered by the initial consultation. RESOLVED That the town council supports the proposed Sudbury Residents Parking questionnaire and looks forward to receiving the results.

14. Mayor’s Announcements The Mayor’s report can been seen at minute pages 769. RESOLVED That the report be NOTED. Exclusion Of Public (Which Term Includes The Press) Pursuant to Section 100A (4) of the Local Government Act 1972, that the public is excluded from the meeting for the business specified in item 13 on the grounds that if the public were present during these items, it is likely that there would be disclosure to them of exempt information.

RECOMMENDED That the Town Clerk contacts the company and request to be kept informed of the remedies being put in place by the company concerned. Cllr R Lindsay From Bildeston Pc To Discuss 20 Plenty Scheme This item was deferred as Cllr Lindsay was unable to attend.

8. Mr R Lloyd To Discuss Cycle Route Proposals Mr Lloyd presented details of existing, and a map of potential, cycle paths linking areas of Sudbury and surrounding villages. It was noted that although some areas had benefited from cycle access it was not a joined up solution. It was further noted that some cycle routes become impassable at certain times of the year if they are not maintained. An earlier proposal

by SCC was circulated to councillors to consider alongside the scheme being put forward by Mr Lloyd. RECOMMENDED That Mr Lloyd reviews the SCC scheme alongside the one he put forward to highlight common ground. That the November Committee meeting has ‘Cycle Routes’ as the only agenda item and that interested parties are invited to submit views to be considered.

9. To Discuss A Letter From A Local Resident Regarding A Flood Issue The Committee considered a letter from a resident regarding Church Street who had recently experienced an issue with flooding. RECOMMENDED That the Town Clerk makes enquiries regarding the state of the drains on the highway and if required, recommend that the drains are cleared. That the Town Clerk writes to the resident or an update on the effect of the recent storm on the flooding issue in that area.

10. At The Request Of Cllr R Platt – To Consider Campaigning About The ByPass & Hgvs Mr Platt asked the Committee to ensure that the issue of the Sudbury By-Pass be escalated to a medium priority by SCC. This was to provide some security that the matter would not be put aside and would remain in sight. The issue of the level of HGVs passing into and through the town was also discussed. It was noted that surveys had been undertaken by the Highways Authority and that data for air quality was available. It was noted that SCC had given some assurances in the past regarding an alternative route to Sudbury for HGV’s. It was suggested that the Sudbury Town Council work in partnership with Halstead Town Council to consider a joint approach on the issues of by-passes and HGV traffic. RECOMMENDED That the Town Clerk advises SCC that the town council requests that the Sudbury By-Pass should be up graded to Medium Term rather than Long Term. That the Town Clerk obtains the HGV and air quality data from the relevant authorities with this to be viewed at a future meeting. That the Town Clerk contacts SCC regarding the alternative route (including Cuckoo Tye) and that Mr Newman (Portfolio holder for transport) be invited to address the Committee on these issues at a future meeting. That the Town Clerk contacts Halstead Town Council with the view to setting up a small group to consider a joint approach on the issues of by-passes and HGV traffic.

11. At The Request Of Cllr Owen – To Discuss Signage At Friars Meadow/Quay Lane Mr J Owen raised a matter that had been brought to his attention by local groups in the area of Friars Meadow/Quay Lane. There are a number of active sports and other groups/activities operating from premises in Quay Lane but there are no signs which indicate this to the public. It was noted that this could be a potential issue for emergency vehicles It was noted that it would be a good advertising opportunity for the various groups to have adequate signage. Shops and businesses in Gaol Lane have benefited from the sensitively designed signage placed on the Town Hall wall.

Each business pays £25 to have their signs made up and erected. RECOMMENDED That the various groups in Quay Lane be approached asking if they would contribute to similar signage to that used in Gaol Lane. If there was a positive take up then Babergh District Council be consulted on whether planning consent would be required. The town council are prepared to organise the signage upon the organisations commitment to pay for them.

Peter Thorogood Dear Andrew, thanks for your outraged response to my previous column. It is the hope of every columnist to provoke a response and I take on board your objections. Please be assured I offered no criticism of those volunteers who give of their services to support those charities, without which even deeper suffering would occur. My concern is with the charity industry (and that is what it is) as a whole.You laud the fact that our town hosts over ten charity shops, I do not. Oxfam for example boasts of being one of the biggest book chains in the country whilst two such commercial establishments in Sudbury have been forced out in the last few years. Their hardworking owners could not compete with an enterprise that pays nothing for stock, no wages, no rent and minimal business rates. Somewhat unfair competition methinks! The resultant loss of business rates because of charity shops must be in the annual region of some £100,000. Our ever-grasping local authority has to make this up from elsewhere, from our domestic rates and the few remaining town centre businesses stuggling to survive.

Sudbury used to host a vibrant town centre with independent traders serving the community. If you were to study the records of our local charities you would be amazed how much those men of substance and fraternal societies supported those in need. And not a single charity shop in sight! You further seek to support the salaries paid to our Charity executives, sorry but it is indefensible. Take for example those salaries paid to the top executive of Dr. Barnardos £105K, Cancer Research £140K, British Heart Foundation £115K, plus pensions, cars and the inevitable pay offs! More than even that other unsavoury crowd, our MPs. Good work if you can get it!

Finally Andrew, I stand by my comments re Red Nose Day and the like. If you think it below the belt I offer no apologies. What on earth is the point of giving for a head shave or lying in a bath of beans when the same effort could produce a two fold result by sponsoring some more worthy activity?

However, keep up the good work, I am not doubting the great and worthy intentions of all those who volunteer to serve those less fortunate than themselves.

A surprising number of people have not quite got around to making a Will.

Are you one of them ?

Is it a superstitious fear that thinking about death will bring it closer, or just one of those tasks that never makes it to the top of the list?

Without a Will you leave your estate to be divided in accordance with the laws of intestacy which may not reflect your wishes. Co-habitation, divorce and re-marriage are all increasingly common, without a valid Will; partners and step-children may well lose out. Appointing guardians for your children is also an important reason to make a Will making sure that those children are provided for both legally, emotionally and financially. It is not a cheery thought, but deciding who would look after your children tomorrow if something happened to you today is an important consideration every parent should provide for. You can’t protect your children from the devastation your loss would inevitably cause them, but it is possible to remove the legal complications and uncertainty they may otherwise face.

In a situation where there is no surviving parent with parental responsibility and no appointment of a guardian has been made, then the child becomes the responsibility of the Court until the Court appoints a guardian. During this period the child may be placed in care. If a guardian has been appointed, then responsibility for the child will immediately pass to them and they will effectively “step into your shoes”.

How much better for the child when a guardian has been appointed in your Will. With you selecting the guardian, they can be someone who you have asked, who maybe already has a relationship with your children. You will have talked with them so they know your wishes, thoughts and aspirations for your child. There is also the benefit that within the Will you can make financial arrangements for your child at the same time. Making a Will is painless and relatively easy to do. It is not only for your peace of mind and financial security, but can have a significant impact on your children’s future.

Another good reason to get around to making your Will? It is quick, straightforward and most clients feel pleased when it is in place.

Sudbury Mayor’s Report It has been a very busy month meeting many interesting people and attending events, some very emotional. The Town Council continues to work with both Babergh and Suffolk County Council on joint initiatives and issues within Sudbury. It may sometimes appear that no progress is being made but some issues are beginning to get addressed and others are progressing well.

Just a reminder that the Safer Neighbourhood meeting is on the 21st November at 7.00 at the Stevenson Centre in Cornard. This meeting provides you with the opportunity to raise concerns directly with our local police. If you miss this meeting they are held every other month and alternate between Sudbury and Cornard. Future dates are available from notice boards throughout the Town.

Also the Town Council are re-designing their website to make it more accessible for everyone. It is currently under construction and should be available within the next few weeks. We apologise for any inconvenience this may have caused you but it will be worth the wait when completed.

The Town Council continues to win awards and this month we were awarded 2nd place for the Council of the Year (Young People) Award 2013 by SALC. The citation read ‘The judges were impressed with Sudbury Town Council’s ability to seize strategically important opportunities. In that respect they are a leading council and are viewed as innovative in daring to tread paths that many other councils have not yet trodden. One initiative involved tackling difficulties for young people in securing their first job. 24 young people were helped with the development of their Deputy Town Clerk, Jacqui work-based and community skills as part Howells together with Adrian of four week programme with the Town and Jan with the certificate Council. The council has also taken a received from SALC for Larger lead in encouraging young people to Council of the Year 2013. engage with democracy through a councillor shadowing programme. Recognising that councillors need to be informed in their decision-making with views from young people, the council holds a Youth Council. Events and projects are not always targeted at young people in isolation and Sudbury Town Council also ensures that they bring generations together to build bridges within families and the community. The splendid and well attended Party in the Park, supported by local companies, is a typical example of Sudbury’s success in this respect.

On the 16th October I attended the St John’s Ambulance Award Presentation. It was very rewarding to see some of these wonderful volunteers be recognised for the great work that they do. On the 20th October I attended the Stowmarket Civic Service. Both Jan and myself enjoyed a lovely evening at St Peters for the Colchester Military Wives Choir. It really was a wonderful evening of music. Another wonderful afternoon was spent at the Ormiston Academy Festival of Remembrance. Well done to all involved. On the 25th October Jan and I attended the 105th Birthday celebration of Donald Needham. What a wonderful gentlemen he is. I was also honoured to launch the Sudbury Poppy Appeal. You are always so generous with this appeal and I know that this year will be no exception. On the 28th October I attended Finance Officer Jayne ‘Behind the Scenes at St Peters’. We are so Cole with the Mayor fortunate in Sudbury to have such a wonderful accepting the cheque community venue and I would like to thank all from Waitrose for those who work so hard to ensure that St. Peters money collected in continues to be a success. On the 2nd November store in the Community the Town Council held their annual Fireworks Matters scheme which display at the Delphi. It really was a wonderful has been donated to the display and many thanks to all those who Mayor’s charities. organised and supported this event. On the 9th November Jan and I attended the Sudbury Choral Society. This is always a wonderful evening and well done to all involved. Jan and I were honoured to attend the Royal British Legion parade and service for Remembrance Sunday

on the 10th November and the 2 minutes silence on the 11th November. We also attended the Long Melford parade and service in the morning. In the evening Jan and I attended the Suffolk Villages Festival in St Peters. Again this was a wonderful evening listening to the Essex Baroque Orchestra, together with the wonderful voice of Timothy Travers-Brown I also was invited to a site visit of the Sudbury Health Centre currently under construction. It is truly wonderful to see this long-awaited facility actually being built and what a great facility it will be. Well done to all who have driven this on through the years. As I mentioned in my last article I continue to make impromptu visits to our various organisations and charities to give you all the opportunity to talk to me about your concerns as well as what you feel is good about Sudbury.

I would also like to take this opportunity to remind you all that the Town Council hold their Full Council meeting on the 2nd Tuesday of each month at the Town Hall at 7.00. Greenscape Energy Case Study Mr & Mrs Gowers, Hadleigh Firstly, we would just like to clarify a couple of points from our article in last months edition, the case study of Mr & Mrs Pettitt. We would just like to point out that the amount we stated that they paid on their last Electricity and Gas bill was actually a monthly bill, not quarterly. We would also like to clarify that the figure quoted was after the deduction of some of the credit that Mr & Mrs Pettitt had built up with their energy suppliers. Hopefully this has not caused any confusion.

This month, our case study is about Mr & Mrs Gowers, of Clopton Gardens in Hadleigh, who were kind enough to let us feature them and to explain their situation to us.

Many thanks to them for their generosity and time.

Mr & Mrs Gowers had been thinking about Solar for some time as they were becoming increasingly disillusioned with the ever-increasing Energy prices in this country. Their interest was particularly aroused when a family member decided to go ahead and have Greenscape Energy Ltd install a Solar PV system for them, and they took the opportunity to meet with us, and to get some Our installation in further information. After taking a Clopton Gardens Hadleigh little while to consider their next move, they signed up and had us install a 16 panel (4kw) system, back in May of 2013.

The interesting thing about Mr & Mrs Gowers installation is that it is split over the East and West facing aspects of their roof. They have 10 panels on the back of their house, and another 6 on the front. Many people still work under the assumption that for Solar to be truly beneficial the system must be mounted on a South-facing roof. Whilst this was true in the past, the advances in both panel and inverter technology now mean that installing solar panels on an East/West roof is a viable alternative to a south facing roof.

Mr & Mrs Gowers have only had the system operating for 6 months, and that was during the excellent Summer we have had this year, but they have still received just under £400 in payments from their Feed-in Tariff already.

Although there will be a drop in the production on any Solar system during the Winter months, simply due to the shorter daylight hours, it is still anticipated that they should generate an income in excess of £600 from their Solar system in their first year.

Mr & Mrs Gowers also had an Immersun device fitted at the time of installation, a device that uses the excess electricity that would normally be exported back to the National Grid to heat the hot water tank in the house. All that is required is for the hot water tank to have an existing Immersion heater. Mr & Mrs Gowers are being paid for 100% of the electricity that they generate. On top of this they are also making savings on bills by using the free electricity instead of purchasing it from their energy providers. With the Immersun, Mr & Mrs Gowers are also effectively being paid to heat their own hot water. As with Mr & Mrs Pettitt from last month, Mr & Mrs Gowers found that during the Summer months (May-October) they were actually able to turn their boiler off completely, and that the only Gas they were using was for cooking.

Mr & Mrs Gowers said how happy they were with their decision to install Solar with us. The hands-on, friendly approach from everyone at Greenscape Energy, and the distinct lack of any ‘hard sell’ tactics from us, mean that Mr & Mrs Gowers wouldn’t hesitate to recommend us to anyone.

Sudbury / Long Melford Roundabout Following a discussion between Cllr John Nunn Parish & District Councillor for Long Melford and Cllr Adrian Osborne Mayor of Sudbury, the Sudbury in Bloom Committee were asked to consider ideas to improve the appearance of the Melford Road Roundabout, which over the years has become rather tired and in need of some T.L.C compared with other Roundabouts in the area.

Following their October meeting members of the Committee suggested planting the Roundabout with a selection of Wild Flowers, an idea that members had seen used in other areas of the County, funding was then obtained from Babergh District Council to enable the purchase of a variety of colourful wild flower seed. Sudbury and Long Melford residents are now being asked if they will “grow on� these seeds into plug plants through the winter, ready for planting by the Town Council next Spring.

The winner of the Red Poll Cattle Society’s National Herd Competition 2013 has now been declared. The Lavenham Herd of Red Polls, owned by Nick & Rosemary Thomson and part of Lavenham Brook @ Brook Farm, Brent Eleigh, was judged best Red Poll herd in the country.

Lavenham Brook is thrilled and elated by this recognition. It demonstrates the quality of the whole herd, not just the show animals which you may have seen at the Suffolk Show and elsewhere. The award is a tribute to Chris and Denise Thomas who look after 16 the animals day by day, giving each animal individual care and attention always recognising their different characters. Carol Concert to be held at Portman Road to Remember Lost Loved Ones The East of England Co-operative has organised a special Carol Concert of remembrance, to take place at Ipswich Town Football Club on Wednesday 4 December 2013 from 7pm. The seasonal celebration concert will provide an opportunity to remember those who are unable to be with us this Christmas time. The service will be conducted by Civil Celebrant Tina Morford, with performances from the RAF Honington Band and their Military Wives Choir.

Heavy Rain and Road Floods Just after a torrential downpour I had to drive to Bury St Edmunds, there were large sections of the road flooded, it seems as the drains could not cope or the ditches are blocked.

On the Monday following I dealt with several calls is respect of the problem. My own view is that large flooding problems on the road are starting to increase not only due to heavy downpours, but due to the fact that so many outlets in the form of ditches, have either gone, have not been cleaned out or have inadequate piping systems. I think the time has come for the Government to restore the Grants that were once in place to ensure that our ditch systems are properly maintained. I suspect that in cost terms an Annual Grant say through DEFRA, would be come out much cheaper than the present situation of trying to deal with problems that have concluded. Tinkering with the problem is not the way forward.

Dog Fouling – Bag it and Bin it! There are lot of repeated problems that arise at Parish Meetings that I attend, the three common problems are Speed of motor vehicles through villages, Problem Parking in particular outside Schools, and the number one at the moment is the problem of dog fouling. I attended a meeting the other day where this matter came up in conjunction with Badgers and TB and the current cull. A representative from the NFU mentioned the growing problem of dog faeces left on farmland and the transfer of disease to livestock. Apparently it is a growing problem, so I suppose the answer should be that wherever our dogs go to the toilet the best practice is to ‘Bag it and Bin it’!

Successful Fly Tipping Prosecution The prosecution of a Sudbury man recently has resulted in him being ordered to carry out 80 hours of unpaid work and pay costs of £852.80 for fly-tipping a Transit van load of waste earlier this year. On Thursday 17th October 2013, Bury St Edmunds Magistrates Court ordered Mark Anthony Collins, 49, of Raleigh Road, Sudbury, to carry out 80 hours of unpaid work as well as to pay the Council’s costs (which includes the cost of clearing the waste) of £792.80, plus a victim surcharge of £60, after he pleaded guilty to dumping waste on land without an environmental permit. Babergh District Council attended Joes Road in Great Cornard on 11 January 2013, after a member of the public reported that a large of amount of waste, including televisions, computer monitors, wooden furniture, plastic tubs, a number plate, fuel receipts and general waste had been dumped on the verge by a field gateway. The waste was cleared by the Council’s Rapid Response service, who discovered some address labels, linking the plastic tubs with a care home in Sudbury.

Ambulance Service Improvements given cautious welcome The East of England Ambulance Service has cut the average time it takes to hand patients over to two Suffolk hospitals and then return to standby positions. In four months from June to September 2013, the number of incidents in which it took longer than 30 minutes to transfer a patient from an ambulance to the care of a hospital was cut from 17.54% at the James Paget and 13.62% at West Suffolk Hospital to around just 2% at both. But average handover times at Ipswich Hospital have increased - from 4.28% to 11.13%.

The committee heard however how the hospital and ambulance service were working together to reduce handover times. Over the same time period, the percentage of occasions in which it took longer than 30 minutes for the ambulance crew to clear a hospital dropped from 36.96% to 16.81% at Ipswich Hospital and 26.54% to 8.66% at the James Paget. West Suffolk Hospital saw an increase from 18.58% to 27.87%.

Councillor Tony Goldson, chairman of Suffolk’s Health Scrutiny Committee, welcomed the overall improvements but said that more needed to be done to get the region’s ambulance service back to the level of service that people expect.

As we look ahead to Christmas this will be a busy time for Rotarians. Following the switching on of the Christmas lights on Friday 29th November where Santa make his first appearance in his Grotto, the Schools Christmas Concert takes place in St Peters on Monday evening 2nd December The 11th Rotary Christmas Tree Festival is taking place in St Peters Church between 4th-8th December from 10am to 7pm each day, Admission is £1.00 but free for children under 12 years. The Festival will raise funds for a number of local charities – Action for Children, Age UK Chilton Care Certre, the Eden Rose Project, Hillside School, Sudbury Newstalk, Suffolk Wildlife Trust as well as St Peters. The spectacle of some 90 or so Christmas Trees, beautifully decorated and lit in St Peters Church is truly magical, so please come along to really put you in the mood for Christmas.

There will be plenty of chances to catch up with Santa and his helpers in their grotto – at Long Melford Street Fair on Saturday 7th December, Thursday 12th December outside the Town Hall, Saturday 14th at Tescos and then in the week before Christams, Thursday 19th outsdie the Town Hall, Friday 20th at Sainsbury’s and Saturday 21st at Roys. Each day he will be there between 10.00 and 4.00. He is also making two evening appearances on Friday 13th December and Monday 23rd December between 4.30 and 7.00 pm at Waitrose.

Last month local Rotarians responded to the appeal for the terrible disaster in the Phillipines and members of both the Rotary Club of Sudbury and Sudbury Talbot Rotary Club joined forces at collecting points throughout the town. It’s typical of local people’s generosity that we raised almost £6500! This has meant that the two clubs, working together, have collected enough to purchase a number of Shelter Boxes and Water Survival Boxes. Each Shelter Box provides accommodation, bedding, cooking equipment, tools and water purification systems for ten people - this has shown what we can achieve working together, getting the support of local people and the media, to help those who have been left with so little go to help those who need our support so much.

Meanwhile we are continuing our fund-raising for The Home of Hope on the outskirts of Beirut in Lebanon which seeks to provide a refuge for abused, abandoned and orphaned children from that country and from Syrian that country. As the only officially approved home where the Lebanese police can take children found on the streets, it accommodates 65 children . We are working with the Rotary Club of Beirut who have a commercial dryer for the home which is now in place in good time for the winter – we have some funds towards it and will be raising more in the coming months; the longer term project is to acquire a mini-bus for the home.

The Rotary Club of Sudbury meets every Monday at the Mill Hotel at 12.30pm, for lunch and often with a guest speaker. Why not join us? On forthcoming Mondays we will be having speakers from Hampden House, the Kernos Centre and Sudbury Common Lands Charity.

News about Storehouse Foodbank and Services By ex-punk rocker Andrew Stewart-Darling, Senior Pastor, Stour Valley Vineyard Church Being responsible for Storehouse, the local food bank for families and individuals in crisis, I was recently contacted by a national newspaper. They were running a piece on how London is economically divided from the rest of the country. During the interview I sensed that the paper’s economics lead writer could not quite get his head around the fact that a place as idyllic as Sudbury needed a food bank.

And yet here we are. Requests for emergency food bags have more than doubled since April this year. Yet this is not a story about statistics, but people’s lives. Many of the accounts I hear simply break my heart and reduce our team to tears. It takes a lot of courage to admit that you cannot feed your young family and to seek help outside your own means. More than a twinge of shame is often attached to that. Personal confidence takes a severe blow and you want to withdraw from the company of others. Meanwhile, inwardly, you are at war with yourself and wondering ‘why me?’ Of course, some situations are self-inflicted but, then, haven't we all done things that we are not proud of? Who are we to judge? Then there are the others who have worked hard all their lives and now find themselves in an inconceivable position. We try our hardest to make people feel ‘human’ as they come in to our Storehouse ‘Drop In’. It gives us some satisfaction to see people walk out just a little bit taller than when they first arrive. I am keen to say that we are not an extension of the benefits office, but a safe place run by caring individuals whose faith in God has inspired us to serve others.

Does anything ever change? You bet. There was a young mum who came in to see us for emergency food who had been a victim of domestic violence.

Her children had been taken away from her because she had become mentally ill and drug-dependent. She was rehoused, but had no furniture, so Storehouse and the church did what it could, which included contacting a qualified handyman who we were told could lay carpets. It turned out that he was helped by Storehouse in the past. He did the whole job for free.

Christmas is a time for hope. To quote Mother Teresa, ‘Small things done with great love change the world’. The one star over Bethlehem 2,000 years ago signifies the one hope in the world through Jesus to help guide us ‘home’ safely. Why not join us for a family Christmas at Stour Valley Vineyard Church and reflect on these things together? We have a number of events going on.

Players and coaching staff celebrating their success with Go START founder John Phillips A village football team for the disabled is celebrating winning a countywide tournament, an achievement largely made possible by a community transport group. Members of the Cornard Dynamos Disability Team, based in Great Cornard, recently travelled to Lowestoft to compete against teams from, Ipswich, Bury St Edmunds, Kirkly, Pakefield and Lowestoft.

The Great Cornard team came out of the competition victorious after securing six wins in the tournament. The team was able to take part in the competition thanks to local community transport group Go START, which provided a vehicle to enable the team and their supporters to travel to the Waveney Football Club, in Lowestoft. John Phillips, Go START founder, said: “We really enjoyed taking the team to Lowestoft and it was an added bonus to see them come out winners. Providing services such as these is what Go START is all about, helping local people and organisations. The team doesn’t have its own transport so we were delighted to step in and help such a wonderful local group.” The Cornard Dynamos Disability Team has been coached for the past nine years by local man Will Hunt and is affiliated to the Cornard Dynamos Youth Football Club. The team, whose players age from 12 to 45, meet every Saturday at the Great Cornard Sports Centre.

Amanda Plumb, who helps with admin for the team, said: “We are very grateful to Go START for providing us with the transport to Lowestoft as we wouldn’t have been able to take part without them”. “It was a great day for the boys, they are a really dedicated bunch who love their football and train really hard. For them to win the tournament was fantastic and a real morale boost for them all”.

“The Lowestoft tournament was the first of five this season and Go Start will be helping the team with all of the away games.”

The team holds its home tournament on 23 November 2013 at Great Cornard Football Club between midday and3 pm. Spectators are welcome.

Golfers at Newton Green have competed for a miniature throne - and help raise nearly £300 for victims of the Philippines hurricane disaster. Two teams of 36 players took part in the annual challenge match between the ladies and seniors section of the club, with the winners lifting the Water Closet Trophy. The seniors hosted the competition this year, with section captain Bill Havers making a popular decision to divert the proceeds of a raffle to Ladies captain Carol Durston dethroned victims of the hurricane. A by seniors captain Bill Havers decision to make the men play off the white competition tees, instead of the easier yellow tees, meant they had a tough task retaining the trophy, which traditionally has the lid open when in the possession of the men, but down and firmly closed when held by the women. However, for the next 12 months the seat will be up, with the men winning 9-8, and one match being halved.
